WE RECOGNIZE MICHELLE.

YOUR SUPERINTENDENT WAS A FINALIST FOR THE SUPERINTENDENT OF THE YEAR.

NEXT, WE'RE GOING TO SHOW A VIDEO FEATURING OUR FATHER'S READ PROGRAM, A NEW INITIATIVE THAT THE DIVISION OF PARENT AND FAMILY ENGAGEMENT HAS LAUNCHED.

>> DID YOU KNOW THAT WHEN DADS READ TO THEIR CHILDREN, THEY HAVE THE OPPORTUNITY TO CREATE STRONGER BONDS WITH THEIR CHILDREN?

>> WHEN FATHERS READ, THEY HAVE A POSITIVE IMPACT ON THEIR CHILDREN.

> >WHEN FATHERS ARE INVOLVED, IT HELPS TO BALANCE THE RESPONSIBILITY OF PARENTING AND EDUCATION, AND IT TAKES THE PRESSURE OFF OF MOTHERS.

>> WHEN FATHERS READ, STUDIES SHOW THAT CHILDREN ARE MORE LIKELY TO EARN HIGHER GRADES AND PERFORM BETTER ON STANDARDIZED TESTS.

>> [FOREIGN]

>> [FOREIGN]

>> WHEN FATHERS READ, CHILDREN HAVE INCREASED SELF-ESTEEM.

>> WHEN FATHERS ARE INVOLVED, THEIR CHILDREN DEVELOP BETTER SOCIAL SKILLS AND LESS BEHAVIOR FOLLOWS.

>> WHEN FATHERS READ, CHILDREN DEVELOP STRONGER LANGUAGE SKILLS. LET'S GO.

>> WHEN FATHERS READ, CHILDREN SEE THEIR DADS LOVE FOR READING AND ARE MORE LIKELY TO DEVELOP A LOVE FOR BOOKS THEMSELVES.

>> WHEN FATHER'S READ, 2024.

>> I'M CRAIG TIPPING, SCHOOL BOARD TRUSTEE, ASKING ALL FATHERS, FATHER FIGURES, AND MENTORS TO JOIN US NOVEMBER 18 THROUGH THE 21ST FOR FATHER'S READ.

LOOK FOR MORE INFORMATION COMING FROM YOUR STUDENTS' CAMPUSES.

>> [APPLAUSE] NOW, I'D LIKE TO INVITE TO THE LECTOR AND DR. TAMERA LADEEL, DIRECTOR OF FEDERAL PROGRAMS TO TELL YOU MORE ABOUT THIS PROGRAM.

>> GOOD EVENING. BOARD PRESIDENT FARRAR, DR. CANTU, AND MEMBERS OF THE BOARD.

FATHERS READ 2024 IS AN INITIATIVE OF THE DIVISION OF PARENT AND FAMILY ENGAGEMENT.

DURING A JUNE BOARD MEETING, OUR BOARD MEMBER, CRAIG TIPPING, WAS SHARING A HIGHLIGHT THAT HE GLEANED FROM A WORKSHOP AT TEXAS ASSOCIATION OF SCHOOL BOARD MEMBERS.

HE SHARED FROM THE WORKSHOP WHEN FATHERS READ CHILDREN'S READING ACHIEVEMENT HAS THE POTENTIAL TO INCREASE BY 15%.

FROM THIS IMPACTFUL STATEMENT, WE DECIDED TO BE INTENTIONAL, OUR DEPARTMENT ABOUT HAVING FATHERS TO BE ON CAMPUSES TO BE PRESENT, FATHER FIGURES, AND MENTORS DURING NATIONAL PARENT INVOLVEMENT WEEK IN NOVEMBER.

ON DESIGNATED DAYS, DADS WILL BE ON CAMPUSES.

THEY'LL BE READING, AND IF THEY FEEL A LITTLE SHY, THEY CAN SHARE A CAREER, BUT THEY WILL BE PRESENT.

OUR HOPE IS THAT THIS WILL NOT BE A ONE-DAY EVENT ON CAMPUSES, BUT IT WILL BE ONGOING TO HAVE DADS INVOLVED AND FOR CHILDREN TO SEE FATHERS HAVE AN IMPACT.

ALSO, OUR HOPE IS THAT FATHERS WILL TAKE THIS FROM BEING PRESENT, BEING SHOWING UP ON CAMPUS, AND IMPLEMENT READING WITH THEIR CHILDREN AT HOME.

MR. TIPPING, THANK YOU SO MUCH FOR SHARING, LEARNING, AND THANK YOU FOR RECOGNIZING THE IMPACT FATHERS HAVE ON THEIR CHILD'S READING ACHIEVEMENT.

WE APPRECIATE YOU, AND I WOULD LIKE TO RECOGNIZE MY TEAM BECAUSE THEY'VE BEEN VERY INTEGRAL IN SUPPORTING AND PLANNING FATHER'S READ.

SANDRA PINA, OUR DEPARTMENT COORDINATOR, AND OUR DEPARTMENT SECRETARY CAROL NICHOLS.

THANK YOU, MR. TIPPING.

>> [APPLAUSE] THANK YOU, DR. LADEEL.

LET'S GIVE ONE MORE ROUND OF APPLAUSE TO ALL OF THOSE HONORED TONIGHT.

[APPLAUSE] THIS CONCLUDES OUR RECOGNITION.

>> THANK YOU SO MUCH. CONGRATULATIONS TO ALL THOSE THAT RECEIVED

[00:30:02]

AWARDS AND WE'RE HONORED TONIGHT AND THEN MAKE SURE THAT YOU MARK YOUR CALENDARS.

WE'VE GOT TWO EXCITING EVENTS COMING UP THE FATHER'S READ WEEK AND THEN ALSO TOYS FOR TOTS PREMIERE EVENT IN OUR DISTRICT.

THAT WILL BE HERE BEFORE WE KNOW IT. THANK YOU GUYS.

WE'RE GOING TO GO AHEAD AND MOVE RIGHT ALONG TO ITEM NUMBER 7,

[7. District Introductions ]

WHICH IS DISTRICT INTRODUCTIONS, DR. CANTU.

>> YES, I WOULD LIKE TO TURN IT OVER TO DR. SCOTT FOR HER INTRODUCTIONS FOR THIS EVENING.

>>THIS IS AN EXCITING NIGHT.

WERE WE GET TO INTRODUCE THREE FOLKS WHO HAVE ALREADY HAD A LARGE IMPACT ON THE DISTRICT AND THEIR PREVIOUS ROLES.

THE FIRST ONE PREVIOUSLY SERVING AS WAREHOUSE SUPERVISOR AND NOW WILL SERVE AS BOND PROJECT MANAGER, BRAD BARKER.

>> [APPLAUSE] GOOD EVENING, PRESIDENT, FLO, DR. CANTU, MEMBERS OF THE BOARD.

I'M HONORED TO BE CHOSEN TO BE A PROJECT MANAGER FOR THE BOND DEPARTMENT.

I'VE HAD THE PRIVILEGE TO WORK IN THE DISTRICT FOR OVER 12 YEARS AS DISTRIBUTION WHERE I WAS A SUPERVISOR.

IN MY NEW ROLE, I WILL CONTINUE TO WORK HARD FOR THE DISTRICT.

I'LL WORK HARD FOR THE STAFF AND STUDENTS TO ACHIEVE EXCELLENCE. THANK YOU.

>> [APPLAUSE] A FORMER TEACHER COACH, AND ATHLETIC DEPARTMENT COORDINATOR NOW BOND PROJECT MANAGER LACI BECKLER [APPLAUSE].

>> GOOD EVENING. FIRST AND FOREMOST, I WANT TO THANK DR. CANTU, PRESIDENT FARRAR, THE MEMBERS OF THE SCHOOL BOARD, THE CABINET, AND EXECUTIVE COUNCIL FOR EVERYTHING YOU DO AND THE COUNTLESS HOURS THAT YOU GUYS DEDICATE FOR CREATING PATHWAYS FOR PEOPLE LIKE MYSELF AND FOR STUDENTS.

I AM TRULY GRATEFUL FOR YOUR BELIEF IN ME AND FOR THE CHANCE TO CONTINUE TO SERVE MANSFIELD ISD IN THIS NEW CAPACITY AS ONE OF THE BOND PROJECT MANAGERS.

I AM INCREDIBLY EXCITED TO HELP CREATE FUN, SAFE, AND INNOVATIVE SPACES FOR OUR STUDENTS TO LEARN AND THRIVE IN.

I WOULD ALSO LIKE TO TAKE A MOMENT TO THANK MY MOTHER AND FATHER WHO ARE SEATED IN THE AUDIENCE IF THEY WANT TO STAND UP THEY CAN [APPLAUSE] WHO ARE HERE WITH ME TONIGHT.

YOUR ENDLESS SUPPORT AND THE STRONG WORK ETHIC THAT YOU HAVE INSTILLED WITHIN ME HAVE BEEN THE FOUNDATION OF EVERYTHING I'VE ACHIEVED.

BECAUSE OF THE VALUES THAT YOU TAUGHT ME, RESILIENCE, PERSISTENCE, AND THE DRIVE TO KEEP GROWING, I'VE HAD THE PRIVILEGE OF BUILDING A MEANINGFUL CAREER WITH MANSFIELD ISD.

ALWAYS STRIVING TO SERVE OUR STUDENTS.

I AM SUPER EXCITED TO CONTINUE GROWING AND CONTRIBUTING TO THIS GREAT DISTRICT.

THANK YOU ALL FOR YOUR TRUST IN MY WORK ETHIC AND COMMITMENT TO THIS IMPORTANT AND EXCITING PROJECT.

>> [APPLAUSE] NOW, A FORMER PROJECT ARCHITECT, WHO YOU CAN SEE SOME OF HIS LATEST WORK IN THE SOUTHEAST QUADRANT OF OUR DISTRICT AT NORWOOD, MARTINEZ, AND MCKENZIE, AND NOW SERVING AS AN ASSISTANT BOND PROGRAM MANAGER, CAMERON MASON.

>> GOOD EVENING, BOARD PRESIDENT FARRAR AND DR. CANTU, LADIES AND GENTLEMEN OF THE BOARD AND CABINET.

SHE STOLE MY SPEECH. THAT WAS ALL.

SINCE STARTING AT MANSFIELD ISD, A COUPLE OF WEEKS AGO, WHEN I'VE BEEN INTRODUCED BY MR. BROGDEN OR MR. WALKER, THEY'VE BEEN JOKING ABOUT ME COMING OVER TO THE DARK SIDE FROM HUCKABEE TO MANSFIELD ISD.

I HAD THE PRIVILEGE OF WORKING AT HUCKABEE FOR ABOUT JUST H OF TEN YEARS, AND SIX OF WHICH, THE LAST SIX OF WHICH, I'VE HAD THE PRIVILEGE OF SITTING ACROSS THE TABLE FROM MANY OF YOU WORKING ON PROJECTS FROM MANSFIELD ISD.

I CAN SAY THAT I'VE HAD A FRONT-ROW SEAT OF WHAT MANSFIELD OR WHO MANSFIELD IS AND WHAT MANSFIELD ISD MEANS TO THIS COMMUNITY AND THE CITY.

I CAN ASSURE YOU THAT THIS IS NOT THE DARK SIDE.

MY WIFE, MARIA, ALSO WORKS FOR THE DISTRICT IN THE BUSINESS AND FINANCE OFFICE.

I HAD A LITTLE BIT OF BACKGROUND KNOWLEDGE ABOUT HOW AWESOME YOU GUYS ARE BEHIND CLOSED DOORS WHEN THE ARCHITECT ISN'T IN THE ROOM.

ALSO, MY DAUGHTER GOES TO GANDRCO IN THE DUAL LANGUAGE PROGRAM, AND HOPEFULLY SOMEDAY IN THE NEAR FUTURE, MY SON WILL FIND HIS WAY INTO MANSFIELD AS WELL.

IN PREPARATION FOR THIS INTRODUCTION, IT WAS TEASED THAT A LOT OF PEOPLE USED THE SAME WORD IN THE INTRODUCTIONS.

>> BEING A PROBLEM SOLVER, I WANTED TO CHALLENGE MYSELF NOT TO USE THAT WORD AND SO PULLED OUT THE OLD THESAURUS OR USED AI, WHICHEVER.

BUT IT WAS REALLY A CHALLENGE BECAUSE THE WORD IN QUESTION REALLY DOESN'T HAVE A GREAT SYNONYM.

WHEN YOU SAY THINGS LIKE THANK YOU FOR THE OFFER OR THANK YOU FOR THE PROSPECT, THANK YOU FOR THE TRUST.

THANK YOU FOR THE CHANCE,

[00:35:01]

THE OPTION, THE POTENTIAL, THE ABILITY.

NONE OF THOSE REALLY QUITE SAY IT.

I'M EXCITED TO BE A PART OF THIS TEAM. I LIVE HERE.

MY WIFE WORKS HERE, MY KIDS EITHER DO GO TO SCHOOL OR WILL GO TO SCHOOL.

I AM REALLY EXCITED TO BE A PART OF THIS TEAM.

THANK YOU FOR THE OPPORTUNITY [APPLAUSE].

>> WELL, MR. BROGDEN, I DO HAVE TO SAY YOU PUT TOGETHER QUITE THE TEAM.

CONGRATULATIONS.

YES. RIGHTFULLY SO. ALL RIGHT.

WE'RE GOING TO MOVE RIGHT ALONG TO ITEM EIGHT,

[8. Instructional Focus]

WHICH IS INSTRUCTIONAL FOCUS, DOCTOR CANTU.

I'D LIKE TO INVITE DOCTOR GEORGIE SWEEZY FORWARD TO GO OVER OUR BEGINNING OF YEAR DATA.

>> HI. GOOD EVENING, PRESIDENT FOR OUR BOARD MEMBER, DOCTOR CANTU.

THANKS FOR THE OPPORTUNITY TO BE HERE TONIGHT.

SUPER WE'RE EXCITED TO SHARE SOME DATA WITH YOU FOR OUR BEGINNING OF THE YEAR ASSESSMENTS.

WE'RE GOING TO TALK A LITTLE BIT TODAY ABOUT OUR YOUNG, KINDERGARTEN THROUGH SECOND GRADE LEARNERS, AND THE THIRD THROUGH EIGHTH GRADE STUDENTS AND THE ASSESSMENTS THAT THEY ARE INVOLVED IN.

AS ALWAYS, WHEN WE STARTED THIS PRESENTATION, I LIKE TO ALWAYS TIE BACK TO VISION 2030.

WE HAVE GUIDING STATEMENTS ONE AND TWO WE'LL BE TALKING ABOUT TONIGHT.

SPECIFICALLY, FIRST, WE'LL BE GIVING YOU SOME DATA ON A PROGRAM THAT WE HAVE CALLED M CLASS AND IT'S CONNECTED TO GUIDING STATEMENT NUMBER 1 THAT WE WANT ALL OF OUR STUDENTS READING ON GRADE LEVEL OR HIGHER BY THE BEGINNING OF THIRD GRADE AND ALSO STAYING AND REMAINING ON GRADE LEVEL THROUGHOUT THEIR TENURE AT MIST.

THE FIRST ASSESSMENT WE'RE GOING TO TALK ABOUT TODAY IS M CLASS AND YOU'VE PROBABLY FAMILIAR WITH IT.

WE'VE TALKED ABOUT IT IN YEARS PAST.

THIS IS A READING DIAGNOSTIC ASSESSMENT.

WE WANT TO KNOW HOW ARE KIDDOS PROGRESSING AS READERS IN OUR DISTRICT.

THIS ASSESSMENT, IT'S THAT ALL IN ONE EARLY LITERACY ASSESSMENT INTERVENTION AND INSTRUCTIONAL SUITE PROVIDES US DATA AND HELPS US LEARN WHERE OUR STUDENTS ARE STRUGGLING OR WHERE THEY NEED TO GROW AND HOW THEY ARE MOVING ALONG AS READERS.

THERE ARE FIVE DIFFERENT ASSESSMENTS OUR LITTLE ONES TAKE.

THERE'S A SERIES OF ASSESSMENTS AND THEY'RE ABOUT 1 MINUTE EACH AND THEIR TIME ASSESSMENTS, AND THEY ARE ACTUALLY ONE ON ONE WITH THE TEACHER.

THEY'RE NOT ON THE COMPUTER.

THEY'RE NOT TEST LIKE OUR OTHER OLDER KIDDOS TAKE COMPUTERIZED TESTS.

OUR TEACHERS, THERE'S A BIG LEARNING CURVE FOR THEM TO, THEY HAVE TO LEARN HOW TO GIVE THE ASSESSMENT WITH FIDELITY AND PIECE ALL THAT.

WHEN THERE'S ONLY A MINUTE, THE TEACHERS WORKING HARD TO TO MARK AND JOT DOWN EVERY SOUND THAT A STUDENT MAKES OR WHAT THEY'RE PRONOUNCING OR HEARING.

THIS IS AN ASSESSMENT, FIVE DIFFERENT ONES THAT THE KIDDOS GO THROUGH.

THEY TAKE IT IN KINDER FIRST AND SECOND, AND I'M REPORTING OUT TO YOU A SECOND GRADE DATA TODAY.

WE'VE ACTUALLY BEEN TAKING THIS ASSESSMENT FOR FOUR YEARS NOW.

MANY YEARS, WE WOULD GIVE YOU DATA FROM OUR OLD ASSESSMENT, AND WE JUST HAD A COUPLE OF YEARS LAYERED IN WITH THIS NEWEST ASSESSMENT.

WE'RE FINALLY TO A POINT THAT WE HAVE TREND DATA OVER FOUR YEARS OF GIVING THIS ASSESSMENT TO OUR KIDDOS.

WHAT WE'VE NOTICED IS THE BEGINNING OF THE YEAR, WE'VE HOVERED AROUND HIGH 50S TO 60S MOVING INTO THAT MIDDLE 65% OF OUR STUDENTS READING ON GRADE LEVEL AT THE BEGINNING OF THE YEAR.

THIS IS EXCITING, BUT THIS TEST IS TOUGH, AND YOU CAN'T MAINTAIN THE SCORE THAT YOU'RE AT RIGHT NOW TO KEEP PROGRESSING AND MOVING ALONG. EXCUSE ME.

THE EXPECTATION OF HOW WELL STUDENTS DO, IT GROWS TREMENDOUSLY BETWEEN THE BEGINNING OF THE YEAR AND THE MIDDLE OF YEAR AND THEN TO THE END OF THE YEAR.

FOR INSTANCE, IF A STUDENT STARTS OUT MAYBE WITH A SCORE OF 400, IN ORDER TO BE STILL ON GRADE LEVEL, THEY MAY HAVE TO BE A 450.

EVEN THOUGH A STUDENT MAY BE GROWING AND LEARNING AND MAYBE MOVING ALONG, REMEMBER THIS IS A 1 MINUTE TEST, IT'S ABOUT AUTOMATICITY.

HOW QUICKLY CAN THEY RECALL THOSE SOUNDS AND LETTERS? SOMETIMES IT'S A LITTLE MORE DIFFICULT.

IF YOU CAN IMAGINE IF WE WERE TO OPEN UP THAT TIME LIMIT AND LET KIDDOS DO WHAT THEY COULD DO, I THINK OUR SCORES WOULD BE A LOT BETTER, BUT WE KNOW THAT OUR KIDDOS HAVE TO DO IT WITH AUTOMATICITY, FLUENCY, SO WE REALLY CHALLENGE THEM TO DO THAT.

NOW WHAT? WE'VE DONE THE ASSESSMENT.

WE KNOW WHERE OUR STUDENTS ARE AT THE BEGINNING OF THE YEAR.

OUR EARLY LITERACY TEAM, YOU GUYS CAN'T BRAG ON THEM ENOUGH.

THEY'RE ABSOLUTELY AMAZING.

THEY DIG INTO THIS DATA LIKE I'VE NEVER SEEN ANYONE DIG INTO DATA? THERE'S A TEAM OF THEM,

[00:40:01]

THEY BREAK IT DOWN BY EVERY SINGLE CAMPUS, EVERY SINGLE TEACHER, AND EVERY SINGLE STUDENT.

THEY HAVE SPREADSHEETS OF EVERY STUDENT IN THE DISTRICT, WHERE THEY ARE IN THEIR READING, AND THEY GO TO EVERY CAMPUS AND THEY MEET WITH THE TEACHERS.

THEY TALK THROUGH THAT DATA WITH THEM. WHAT DOES IT MEAN? WHAT DOES IT MEAN IF THEY'RE ON THIS END? IF THEY'RE ON THIS END, WHAT ARE THEY STRONG AT? WHAT ARE THEY WEAK AT? THEN WHAT DO WE DO WITH THAT? HOW DO WE PROVIDE COACHING? HOW DO WE PROVIDE PLANNING SUPPORT? HOW DO WE USE THE RESOURCES THAT WE HAVE TO KEEP MOVING THOSE KIDDLES ALONG? THEY DO A LOT, THEY DO PROFESSIONAL DEVELOPMENT WITH OUR TEACHERS, THEY DO THE COACHING AND THE PLANNING SUPPORT.

WE'VE ACTUALLY ADDED ANOTHER LAYER THIS YEAR THAT'S DIFFERENT FOR US.

YOU KNOW THE COA PROCESS, ALL OF OUR PRINCIPALS HAVE A ONE THING.

THIS YEAR IN ELEMENTARY, ALL OF OUR ASSISTANT PRINCIPALS HAVE A ONE THING AS WELL, AND EVERY ASSISTANCE PRINCIPALS, ONE IS GUIDING STATEMENT NUMBER 1.

EVERY AP IS TAKING OWNERSHIP OF THAT ON THEIR CAMPUS, OF COURSE, ALONGSIDE WITH THEIR PRINCIPAL, BUT ENSURING THAT OUR STUDENTS ARE MOVING, LEARNING, AND GROWING.

WE'RE ACTUALLY DOING WALKS AT EVERY CAMPUS, EVERY SECOND GRADE CLASSROOM.

THOSE ASSISTANT PRINCIPALS ARE COMING IN AND GIVING THEIR COA TO US.

DOCTOR PATTON AND MISS COAP.

SOME OF US IN THE CURRICULUM DEPARTMENT SO THAT WE CAN PROVIDE EXTRA SUPPORTS THAT ARE NEEDED TO.

I'M REALLY EXCITED ABOUT REPORTING BACK OUT TO YOU AT THE MIDDLE OF THE YEAR TO SEE HOW OUR KIDOS ARE PROGRESSING IN EARLY LEARNING.

WE'RE GOING TO MOVE ON TO OUR LITTLE BIT BIGGER KIDS.

WE HAVE STUDENTS IN THIRD ALL THE WAY THROUGH EIGHTH GRADE THAT TAKE AN ASSESSMENT CALLED THE NWEA MAP.

THIS ASSESSMENT IS TIED TO BOTH CUTTING STATEMENTS ONE AND TWO.

READING ON GRADE LEVEL AND REMAINING, AND THEN IN MATH, EVEN THOUGH THE GUIDING STATEMENT IS THE MASTERY OF ALGEBRA 2, WE KNOW OUR STUDENTS CAN'T MASTER ALGEBRA 2 IF THEY DON'T HAVE THE CONCRETE FOUNDATION OF MATHEMATICAL SKILLS IN THEIR ELEMENTARY AND MIDDLE SCHOOL YEARS.

WE ARE LOOKING AT OUR KIDDOS THROUGH THIS ASSESSMENT.

I WANT TO POINT OUT SOME THINGS ABOUT THIS ASSESSMENT THAT IS VERY DIFFERENT THAN WHAT WE'RE USED TO SEEING.

OUR M-PLUS ASSESSMENT IS AN ASSESSMENT FOR MASTERY.

THE STAR TEST THAT WE TAKE AT THE END OF THE YEAR IS AN ASSESSMENT OF MASTERY AND ACHIEVEMENT.

MANY OF THE TESTS THAT KIDDOS TAKE ARE DESIGNED TO SHOW ACHIEVEMENT.

THIS TEST IS NOT DESIGNED TO SHOW MASTERY.

MATTER OF FACT, YOU CAN'T STOP TAKING THE TEST UNTIL YOU'VE MISSED HALF THE QUESTIONS.

THAT'S ALWAYS STARTLING TO OUR KIDDOS, ESPECIALLY OUR OVERACHIEVERS THAT WANT THE HUNDREDS SO BADLY.

THE QUESTIONS KEEP GETTING HARDER AND THEY GET THEM WRONG AND IT'S JUST AN INTERNAL FIGHT.

I PROBABLY WOULD HAVE PANICKED AS A KIDDO TAKEN THAT TEST BECAUSE YOUR PERFECTIONISM, YOU WANT TO GET THEM ALL RIGHT.

BUT IT IS DESIGNED TO SHOW GROWTH OF OUR STUDENTS.

THEY HAVE TO GET MORE HARDER QUESTIONS CORRECT.

AS THE TEST PUTS THEM THROUGH THERE, THEY GET A QUESTION RIGHT, IT BUMPS UP A LEVEL.

THEY GO A QUESTION WRONG, IT'LL DROP THEM DOWN TO A LITTLE EASIER QUESTION TILL IT FINDS THAT BALANCE OF WHERE THEY'RE AT.

THEY TAKE THIS TEST, THIS ADAPTIVE TEST, THEY GET A SCORE.

IT'S CALLED A RIT SCORE. I'M NOT GOING TO EXPLAIN TO YOU ALL THE METRICS IN THE MATH BEHIND HOW YOU GET A RIT SCORE, BUT THAT SCORE LETS US KNOW A STARTING POINT, WHERE THEY ARE RIGHT NOW AT THE BEGINNING OF THE YEAR.

THEN ALSO THIS ASSESSMENT, AS I MENTIONED, IS DESIGNED FOR INDIVIDUAL STUDENT GROWTH.

EVERY KIDDO HAS A STUDENT PROFILE.

EVERY TEACHER IS ABLE TO AND PARENT TO LOOK AT THEIR STUDENTS PROFILE AND LOOK AT THEIR STRENGTHS, LOOK AT THEIR WEAKNESSES.

IT WILL TELL TEACHERS EXACTLY WHAT SKILLS THEY'RE READY TO LEARN AND EXACTLY WHICH SKILLS THEY NEED HELP IN AND MAKING BETTER AND STRONGER IN THEIR READING AND IN THEIR MATH, AND IN THEIR SCIENCE AS WELL.

IT'S REALLY EXCITING TEST.

IT'S TOUGH AND IT'S DIFFICULT.

WE'VE SPENT A LOT OF TIME WORKING WITH TEACHERS.

WE'VE HAD NWEA CONSULTANTS COME IN, REALLY SIT DOWN WITH PRINCIPALS AND EXPLAIN THAT DATA SO THAT WE'RE SURE THAT WE'RE USING IT IN THE BEST MANNER AND THAT WE'RE FINDING WAYS FOR OUR KIDDOS TO GROW.

WITH ALL OF THAT SAID, WE ARE START TEST.

THERE IS SOME ALIGNMENT.

THERE IS SOME WAYS THAT THIS MAP ASSESSMENT CAN PREDICT PERFORMANCE ON THE START TEST.

OUR START TEST HAS CHANGED OVER THE LAST COUPLE OF YEARS.

REMEMBER ALL THE PRESENTATIONS ON IT'S ONLINE NOW, AND ALL THE DIFFERENT ITEM TYPES.

WE HAVE A LOT OF NEW SES, STUDENT EXPECTATIONS THAT HAVE FALLEN INTO LINE.

NWA MAP HAD TO DO A LITTLE BIT OF WORK AND MAKE SURE THAT METRICALLY, THEIR TEST COULD ACCURATELY PREDICT STAR PERFORMANCE AS IT HAD IN THE PAST.

THEY'VE REDONE THE LINKING STUDY.

IF YOU'RE INTERESTED, YOU CAN JUST GOOGLE NWA MAP LINKING STUDY.

IT'S A REALLY FASCINATING FUN READ IF YOU NERD LIKE ME.

SO ANYWAY, IT HAS NOW IT'S USED A YEARS WORTH OF DATA FROM LAST YEAR TO REALIGN THOSE METRICS.

THERE'S STILL SOME ANOMALIES WE'RE FINDING IN MATH AND SCIENCE AS FAR AS THEIR PREDICTIONS AND WHAT STUDENTS ARE ACTUALLY SCORING THAT WE'RE WORKING THROUGH AND KEEPING OUR EYES ON.

BUT I WILL BE REPORTING OUT ON THAT DATA AND HOW THE PREDICTIONS SHOW THAT WE'RE GOING TO DO.

BUT BEFORE I DO THAT, I WANTED TO GET A LITTLE BIT NERDY AND EXCITED ABOUT THIS PRESENTATION.

I WANTED TO LOOK AT HOW ARE OUR KIDDOS COMPARING TO OTHER STUDENTS ACROSS THE NATION.

THIS IS NOT A TEXAS ASSESSMENT.

THIS IS A NATION ASSESSMENT.

PEOPLE ALL OVER ARE TAKING THIS.

HOW ARE OUR STUDENTS DOING COMPARED TO ALL OF THOSE TAKING THIS ASSESSMENT ACROSS THE NATION.

[00:45:03]

I WENT BACK TO MY DAYS OF BELL CURVES, GOT A LITTLE EXCITED.

WE STARTED LOOKING AT IF YOU TAKE THERE WERE ABOUT 11 MILLION NWA MAP ASSESSMENTS GIVEN ACROSS THE NATION THIS LAST YEAR. 11 MILLION.

IF YOU DIVIDE THAT UP OVER ALL THE TESTS, IT'S ABOUT 1 MILLION KIDS PER GRADE LEVEL IF YOU DIVIDED THAT OUT.

BUT IF WE TOOK EVERY KID IN FOURTH GRADE THAT TOOK THIS ASSESSMENT, NWA MAP, AND WE LINED THEM UP IN ORDER FROM THEIR LOWEST SCORE TO THEIR HIGHEST SCORE, THE VERY MIDDLE ONE WOULD BE THE MEDIAN.

THAT WOULD BE THE 50TH PERCENTILE.

EVERY KIDDO SCORING ABOVE THAT WOULD BE IN THE TOP 50TH PERCENTILE, AND IT'S EQUALLY DISTRIBUTED, EVERYONE BELOW THAT WOULD BE IN THE BOTTOM 50TH PERCENTILE.

THAT'S THE BELL CURVE.

YOU CAN SEE A DARK LINE IN THE YELLOW, THAT'S TO INDICATE THE 50TH PERCENTILE.

HALF OF YOUR KIDDOS SHOULD FALL BELOW THAT.

HALF OF YOUR KIDDOS SHOULD FALL ABOVE THAT LINE.

MANSFIELD ID IS A VERY LARGE SCHOOL DISTRICT.

STATISTICALLY, WE SHOULD FALL IN LINE WITH THE NATIONAL NORMS IN THE AVERAGES.

WHEN WE LOOK, I STARTED LOOKING AT THIS DATA, WE WERE REALIZING THAT WOW, WE'RE NOT REALLY FALLING IN LINE WITH THAT DATA AS MUCH AS WE THOUGHT WE MIGHT BECAUSE WE ARE SUCH A LARGE DISTRICT, WE WERE ACTUALLY PERFORMING A LITTLE BIT BETTER.

I WANTED TO SHARE THAT WITH YOU.

YOU CAN SEE ON THIS SLIDE, THIS IS FOURTH GRADE MATH AND I'M GOING TO REPORT FOURTH, SIX AND EIGHTH, JUST LIKE WE DO ON OUR DISTRICT SCORECARD FOR MATH AND READING, AND THEN I ALSO WANT TO TALK ABOUT SOME ANOMALIES IN SCIENCE.

FOURTH GRADE MATH. IF YOU WERE TO LINE ALL OF OUR KIDS UP IN MISD, THEIR SCORES FROM LEAST TO GREATEST IN FOURTH GRADE THAT TOOK THIS ASSESSMENT, OUR MIDDLE KID WOULD ACTUALLY BE PERFORMING AT THE 65TH PERCENT TILE FOR THE NATION IN THIS ASSESSMENT.

IT JUST SHOWS THAT OUR KIDS ACROSS THE NATION ARE ACTUALLY OUTPERFORMING AND DOING BETTER.

THE AVERAGE KID IS DOING AS WELL OR BETTER THAN 65% OF THEIR PEERS.

THEN YOU'VE GOT ALL THESE COLORS GOING ON IN THE GRAPH AND ALL THESE NUMBERS AT THE BOTTOM.

WE ALSO CORRELATED IT TO THE PREDICTIONS FOR THE STAR TEST.

IF A STUDENT IS PREDICTED IN FOURTH GRADE MATH IS IN THE FIRST PERCENTILE TO THE 34TH PERCENTILE, THE PREDICTION WOULD BE THAT THEY WOULD NOT MEET THE PASSING STANDARD ON THE STAR ASSESSMENT.

IF THEY WERE IN THE 35TH TO 61ST PERCENTILE, THEY'RE EXPECTED TO BE AT THAT APPROACHES LEVEL, 62ND TO 83RD, AND THEN 84 TO 99 FOR MASTERS.

IT'S A VISUAL OF WHERE A LOT OF OUR KIDS ARE FALLING.

IF YOU HAVE THE 65% LINE AND ON THE RIGHT SIDE, IT'S A SMALLER AREA THAN ON THE LEFT, BUT IT'S A LOT MORE KIDS IN THAT AREA.

IT'S INTERESTING DATA.

AS I MOVED THERE AND I BEGAN LOOKING AT ALL OF THE OTHER GRADE LEVELS.

MOST OF THEM WERE VERY SIMILAR. SIXTH GRADE MATH.

IF YOU WERE TO ALIGN OUR STUDENTS UP, ALL OF THEIR SCORES FROM THE LEAST SCORE TO THE GREATEST SCORE, OUR MIDDLE KIDDO WOULD ACTUALLY BE AT THE 63RD PERCENT TILE COMPARED TO THE NATION.

THE BELL CURVE. THEN WE GOT TO EIGHTH GRADE MATH AND I SAY, OH, NO, BUT THEN I REMEMBER EIGHTH GRADE MATH.

REMEMBER, MANY OF OUR STUDENTS IN EIGHTH GRADE, USUALLY ANYWHERE 25-35% OF OUR KIDDOS ARE ENROLLED IN ALGEBRA 1.

THEREFORE, THEY ARE NOT TAKING THIS MATH ASSESSMENT FOR EIGHTH GRADE MATH.

WE ARE SKIMMING OFF A PERCENTAGE OF OUR STUDENTS AND ONLY REPORTING ON THOSE THAT ARE ACTUALLY ENROLLED IN EIGHTH-GRADE MATH.

EVEN AT THAT, 42% WOULD BE ALL OF OUR KIDDOS LINED UP FROM LEAST TO GREATEST.

THEY'RE DOING AS WELL AS OR BETTER THAN 42% OF THE KIDDOS TAKING THIS TEST, KNOWING THAT MANY OF OUR KIDS AREN'T PARTICIPATING IN THAT BECAUSE THEY'RE ENROLLED IN ALGEBRA 1.

THEY'RE DOING OTHER ASSESSMENTS.

FOURTH, SIX AND EIGHTH GRADE MATH. I LOOKED AT READING.

READING WAS VERY SIMILAR IN FOURTH GRADE, 65% OF OUR STUDENTS WHO TOOK THIS TEST, WE PERFORMED AS WELL OR BETTER THAN 65% OF THOSE STUDENTS, LINING OUR KIDS UP FROM LEAST TO GREATEST.

SIXTH GRADE ENGLISH LANGUAGE ART, 62ND PERCENTILE, OUR MIDDLE KIDDO, AND IN EIGHTH GRADE ELA ARE READING ALMOST AT 60 AT 57 PERCENTILE.

THEN I TOOK A LOOK AT SCIENCE.

WE'VE GOT A LOT GOING ON AT SCIENCE.

WHEN YOU FIRST LOOK AT THIS GRAPH LIKE, OH GOODNESS, THAT RED AREA IS HUGE, BUT WE'RE AT THE 72ND PERCENTILE.

BUT WHEN I SHOW YOU SOME SCIENCE DT ON A LITTLE BIT, GOING TO BE LIKE, HOW THE HECK COULD WE BE AT THE 72ND PERCENTILE WHEN OUR MEET SCORE ISN'T PREDICTED TO BE AS HIGH AS ALL THE OTHER SUBJECTS.

SCIENCE IS REALLY INTERESTING.

WE HAVE NEW SCIENCE STANDARDS, WE HAVE NEW SCIENCE RESOURCES, WE HAVE A COMPLETELY NEW WAY THAT WE'RE TEACHING SCIENCE TO OUR KIDDOS NOW.

OUR KIDDOS ARE DOING A LOT OF THEMES, REOCCURRING THEMES THAT THEY'RE LEARNING ABOUT.

THEY ARE DOING A LOT OF PROCESS STANDARDS AND REALLY APPLYING THAT SCIENCE THINKING, AND IT'S BEING TAUGHT AND TESTED IN WAYS THAT IT HASN'T BEEN TAUGHT BEFORE.

WE'RE REALLY TRYING TO WATCH THAT FIFTH GRADE AND EIGHTH GRADE SCIENCE.

WHILE OUR MIDDLE KIDDO IS THE 72ND PERCENTILE ON THIS NATIONALLY NORMED KIT TEST, THAT SOUNDS GREAT, BUT WE DO KNOW THAT WE HAVE A LOT OF WORK TO DO, AND I'M GOING TO SHOW YOU THAT HERE IN JUST A MINUTE.

THEN IN EIGHTH GRADE SCIENCE, THE 66TH PERCENTILE.

I THOUGHT THOSE WERE JUST INTERESTING WAYS TO SEE HOW

[00:50:01]

WE'RE DOING COMPARED TO OUR KIDDOS THAT ARE TAKING THE SAME TEST AT THE SAME TIME ACROSS THE NATION TO GIVE US SOME PERSPECTIVE.

BUT THEN I ALSO WANT TO TALK TO YOU THE WAY WE'RE USED TO SEEING THE DATA.

AS WE'VE TALKED A LITTLE BIT, WE HAVE THE NEW LINKING STUDY AND WHEN WE LOOK AT HOW OUR STUDENTS ARE EXPECTED OR PREDICTED TO PERFORM ON THE STAR ASSESSMENT, LET'S LOOK AT MATH.

I REMEMBER REPORTING OUT, PROBABLY TWO OR THREE YEARS AGO, IS A LITTLE AFTER COVID, AND WE WERE TALKING ABOUT HOW LONG IT WAS GOING TO TAKE US TO COME BACK AND CLOSE THAT GAP AFTER COVID.

THE RESEARCH HAD TOLD US THAT IT WAS GOING TO TAKE FIVE OR MORE YEARS FOR MATH SPECIFICALLY TO REALLY COME BACK FROM THAT.

I THINK WE'RE GETTING CLOSER, AND IT HAS BEEN WHAT FOUR, FOUR YEARS 2020-2024.

WE'RE CLOSING THAT GAP.

THE READING GAP WAS ABLE TO BE CLOSED A LOT QUICKER.

BUT EVEN ACROSS THE NATION AND ACROSS THE STATE AND OUR STAR TESTS, MATH STILL SEEMS TO BE THE PLACE THAT NEEDS THE MOST WORK THAT WE'RE STILL WORKING TO CLOSE THOSE GAPS.

WHEN I LOOK AT THE MATH, YOU CAN SEE THIS DOTTED LINE ACROSS THE MIDDLE.

THIS, THAT REPRESENTS THE 60%.

WHEN WE TALK ABOUT THAT MAGIC FORMULA FOR START TESTING, IF 90% OF OUR STUDENTS CAN BE AT APPROACHES, 60% AT MEETS AND 30% AT MASTERS, THAT'S THAT FORMULA THAT YOUR CAMPUS CAN GET AN A IN STUDENT ACHIEVEMENT.

THAT DOTTED LINE IS TO SHOW YOU HOW CLOSE WE ARE TO OR FROM THAT 60%.

IN THE MIDDLE, FOURTH, FIFTH, SIX AND SEVENTH GRADE, WE'RE EITHER RIGHT ABOVE IT OR RIGHT BELOW IT, BUT HOVERING AROUND THAT 60TH PERCENT.

WE TALKED A LITTLE BIT ABOUT THE EIGHTH GRADE THAT THEN NOT MANY OF THOSE KIDDOS ARE ACTUALLY TAKING THE MAP ASSESSMENT BECAUSE THEY'RE ENROLLED IN ALGEBRA 1.

TO NUMBERS ARE NATURALLY GOING TO BE A LITTLE BIT LOWER THAN THE OTHER GRADES.

IN THIRD GRADE, I KEPT A CLOSE EYE ON THIS ONE LAST YEAR.

LAST YEAR, WE STARTED OUT BEING PREDICTED TO BE AT 40% MEETS.

WHEN WE TOOK THE STAR TEST AT THE END OF THE YEAR, WE WERE AT 50% MEETS.

WE KNOW THAT OUR KIDDOS WERE GROWING AND THAT'S GREAT.

OUR CHALLENGE IS, HOW MUCH CAN OUR STUDENTS GROW THIS YEAR SO THAT WE CAN SURPASS THAT 50% OF OUR STUDENTS BEING READY AT THE MEETS LEVEL.

THIRD GRADERS ARE COMING IN.

THEY'VE NEVER TAKEN A COMPUTERIZED TEST LIKE THAT BEFORE.

REMEMBER THEY'VE BEEN TAKING CLASS WITH ONE ON ONE WITH A TEACHER, THEY'RE LEARNING HOW TO TYPE, THEY'RE EXPECTED TO TYPE SOME LITTLE SHORT CONSTRUCTED RESPONSES.

THERE'S A LOT OF THINGS THAT THEY'RE WORKING THROUGH WHILE THEY'RE LEARNING.

IT'S A LITTLE BIT OF A LEARNING CURVE, BUT I LOOK FORWARD TO WATCHING THOSE THIRD GRADERS GROW IN MATH AS WELL.

>> WHEN WE MOVE OVER TO READING, WE TALKED ABOUT READING, IT WAS A LITTLE EASIER TO SINCE COVID, ALL OF OUR GRADE LEVELS RIGHT NOW ARE PREDICTED TO BE AT THAT 60% OR ABOVE THE MEETS FOR 3RD, 4TH, 5TH, 6TH, 7TH AND 8TH.

THEN SCIENCE, DIDN'T IT LOOK SO PRETTY ON THAT BELL CURVE? WE JUST HAD THAT 72%, THAT 66, AND IT LOOKED SO HIGH AND GREAT.

HERE'S SOME INTERESTING THINGS I WANT TO POINT OUT WITH THIS SCIENCE.

IN ORDER TO TAKE THE END OF THE YEAR TEST, AND WE TAKE THAT STAR TEST, A STUDENT, CAN GET ANYWHERE FROM, I THINK IT IS THIRD GRADE READING.

THEY CAN GET 48% OF THE QUESTIONS CORRECT AND STILL GET MEETS.

BUT IN FIFTH GRADE SCIENCE, YOU HAVE TO GET 64% OF THE QUESTIONS CORRECT TO BE AT THE MEETS LEVEL.

EVERY STAR TEST THAT WE TAKE DOESN'T HAVE THE SAME PASSING STANDARD, DOESN'T HAVE THE SAME PERCENTAGE TO GET CORRECT TO BE AT APPROACHES OR MEETS OR MASTER.

THEY'RE ALL WEIGHTED DIFFERENTLY.

SCIENCE HAS A VERY HIGH EXPECTATION FOR OUR STUDENTS TO BE AT THAT MEETS LEVEL, THEY HAVE TO GET ALMOST TWO THIRDS OF THE TEST CORRECT, OR SOME OTHER SUBJECTS DON'T EVEN HAVE TO GET HALF OF THE QUESTIONS CORRECT TO BE AT THAT MEETS LEVEL.

I THINK THAT REALLY FACTORS IN WHEN WE'RE LOOKING AT THE EXPECTATION OF OUR STUDENTS TO BE AT THE MEETS LEVEL BECAUSE THEIR EXPECTATION TO PERFORM IS A LITTLE BIT HIGHER.

I ALSO TALKED ABOUT THE NEW WAYS IN WHICH OUR STUDENTS ARE BEING ASSESSED IN SCIENCE NOW WITH THE NEW RESOURCES AND THE NEW STANDARDS, ALL OF THE OVERLAP OF THE STANDARDS COMING TOGETHER.

EVEN THOUGH THE DATA ISN'T WHERE WE WOULD HOPE TO BE UP TO THAT 60%, I KNOW THAT OUR CURRICULUM IS REALLY COMING ALONG THE SHARE IN SCIENCE.

WE'RE REALLY WORKING TO ENSURE THAT OUR KIDDERS ARE MAKING THOSE CONNECTIONS AND THOSE CONCEPTS.

I LOOK FORWARD TO REPORTING BACK IN THE SPRING AND TO SEE HOW MUCH GROWTH THAT WE'VE ACTUALLY HAD IN THAT.

ANOTHER THING I WANT TO POINT OUT ABOUT GROWTH.

WHEN WE TALK ABOUT THE EXPECTATION TO GROW, IT'S TYPICALLY SAYING, WE WANT OUR KIDS TO GROW A YEAR'S WORTH OF GROWTH.

BUT IF WE HAVE KIDDOS THAT ARE UNDERPERFORMING AND THEY PERFORM A YEAR'S WORTH OF GROWTH, WHERE WILL THEY BE AT THE END OF THE YEAR? THEY'LL STILL BE UNDERPERFORMING, BECAUSE THEY WILL HAVE ONLY GROWN A YEAR.

THAT WE KNOW IF WE WANT ATYPICAL GROWTH, WE HAVE TO HAVE ATYPICAL INSTRUCTION.

THAT'S THE EXCITING THINGS I WANT TO TALK ABOUT. NOW WHAT? NOW, WHAT DOES THAT MEAN FOR THE TEACHERS? THEN WHAT DOES THAT MEAN FOR US FROM A DISTRICT PERSPECTIVE? OUR TEACHERS ARE REALLY WORKING WITH OUR KIDDOS AND PART OF THAT SCORECARD IS ABOUT SETTING GOALS.

OUR TEACHERS HAVE ACCESS TO EVERY ONE OF THEIR STUDENTS DATA.

THEY SIT DOWN WITH THEIR KIDS AND THEY SET REASONABLE GOALS.

SOMETIMES THOSE GOALS ARE MORE THAN A YEAR'S WORTH OF GROWTH, AND SO THEY CAN SEE THAT THE WORK THAT THE KIDDO HAS TO PUT IN AND THAT THE TEACHER HAS TO PUT INTO.

[00:55:01]

THOSE ARE EXCITING CONVERSATIONS THAT ARE HAPPENING NOW, THAT THAT MAP ASSESSMENT IS FINISHED, AND THEN OUR KIDDOS ARE GETTING TO WORK WITH THEIR TEACHERS TO SET THEIR PERSONAL GOALS.

BUT WHAT ARE WE DOING FROM A DISTRICT PERSPECTIVE? THEY'RE DOING A LOT.

WE HAVE INSTRUCTIONAL UNIT PLANS THAT PROVIDE TEACHERS WITH RESOURCES AND INSTRUCTIONAL STRATEGIES TO TEACH.

IT'S NOT NECESSARILY ABOUT ADDING MORE INTO THOSE UNIT PLANS, IT'S ABOUT UNDERSTANDING AND INTERNALIZING WHAT WE HAVE IN PLACE AND LEARNING HOW TO USE THOSE TO HELP OUR STUDENTS THE BEST THAT THEY CAN.

WHILE WE HAVE THOSE IN THERE, WE'RE WORKING ON THOSE PROCESSES OF INTERNALIZATION, PROVIDING MORE IDEAS FOR TEACHERS FOR THAT INTERVENTION AND THAT EXTENSION PIECE.

REMEMBER WE TALKED ABOUT THEY HAVE TO GET HARDER QUESTIONS RIGHT TO SHOW THAT THEY'RE GROWING.

WE WANT TO GIVE OUR KIDS THOSE EXPERIENCES OF HARDER QUESTIONS, A LITTLE BIT MORE PUSH, A LITTLE BIT MORE PULL.

THEN WE MONITOR THAT WITH OUR CURRICULUM-BASED ASSESSMENTS, OUR CAMPUSES FROM A DISTRICT LEVEL, TAKE THOSE ASSESSMENTS AND WE MONITOR THE DATA TO DETERMINE WHAT OUR NEXT STEPS NEED TO BE.

THEN OUR CAMPUS PRINCIPALS ARE WORKING HAND IN HAND WITH THEIR EXECUTIVE DIRECTORS, UNPACKING STANDARDS, ENSURING THAT TEACHERS REALLY UNDERSTAND WHAT IT IS THAT THEY'RE ABOUT TO TEACH SO THAT OUR KIDDOS HAVE A TRUE OPPORTUNITY TO REALLY SHOW THEIR LEARNING.

AS WE THINK ABOUT ALL THE THINGS THAT WE'RE DOING IN OUR DISTRICT, WE'RE THINKING ABOUT ALL THE WAYS THAT WE'RE TRYING TO HELP OUR STUDENTS.

WE HAVE TO REMEMBER THAT IT'S EVERY SINGLE STUDENT AND WE NEVER WANT TO LOOK AT THE DATA AS JUST A WHOLE.

THAT CAN BE EASY TO DO AT A DISTRICT LEVEL AND WE SAY, LOOK AT THOSE NUMBERS, THEY LOOK GREAT.

BUT WE KNOW WHEN WE START DIGGING IN, EVERY STUDENT HAS THEIR OWN STORY.

THAT'S WHAT'S EXCITING ABOUT THE WORK THAT OUR ADS THAT ARE DOING WITH THEIR CAMPUS PRINCIPALS IS THEY'RE HAVING THOSE DATA MEETINGS AND THEY'RE REALLY GETTING DOWN TO EVERY STUDENT IN EVERY NEED.

WE KNOW WHEN OUR INTENTION IS CLEAR, WE KNOW WHAT WE'RE DOING, THEN THAT WAY AND THAT PATHWAY FOR OUR KIDS TO LEARN WILL BE TWO.

WE'RE DOING A LOT, WE'VE GOT A LOT MORE TO DO WORKING AS HARD AND AS FAST AS WE CAN, BUT I KNOW WE'RE GOING TO GET THERE AND I'M REALLY EXCITED ABOUT.

THAT'S ALL I HAVE FOR YOU TODAY.

>> THANK YOU VERY MUCH.

BEFORE THAT, I'M GOING TO START TO MY LEFT.

DOES ANYONE HAVE ANY COMMENTS OR QUESTIONS? DR. CRUTCHFIELD.

>> THANK YOU SO MUCH, DR. SWEEZY.

I'M REALLY EXCITED TO HEAR ABOUT THE DRILL DOWN INTO THE CAMPUS LEVEL AND THE INDIVIDUAL STUDENT WITH THE DISAGGREGATED DATA.

IT'S A LOT OF INFORMATION ABOUT ALL OF THE SUPPORTS FROM THE DISTRICT PERSPECTIVE.

I WONDER IF YOU COULD JUST SHARE WITH US IF I'M A STUDENT WHAT MY EXPERIENCE MIGHT BE LIKE.

I'M ONE OF THOSE STUDENTS WHO DID NOT MEET WHATEVER LEVEL I NEEDED TO MEET AT THE BEGINNING OF THE YEAR.

WHAT MIGHT HAPPEN NEXT?

>> GOOD QUESTION. LIKE I SAID, THE TEACHERS ARE HAVING INDIVIDUAL ONE-ON-ONE CONFERENCES WITH KIDDOS.

WHAT THAT LOOKS LIKE IS, WE MIGHT IDENTIFY HERE ARE TWO OR THREE THINGS THAT WE KNOW COULD PUSH YOU OVER THE EDGE.

FOR INSTANCE, IN OUR CURRICULUM, WE IDENTIFY WHAT WE CALL ESSENTIAL STANDARDS, AND THAT JUST MEANS THIS IS THE HILL WE'RE GOING TO DIE ON.

THEY'RE ANYWHERE 8-12, COULD EVEN BE 14 IN SOME SUBJECT AREAS.

THOSE STANDARDS, THEY HAVE ENDURANCE, MEANING THEY'RE GOING TO GO THROUGHOUT THE GRADES, THEY HAVE LEVERAGE, THEY HAVE READINESS, THEY MAY BE ASSESSED.

AN EXAMPLE MIGHT BE IF YOU'RE IN EIGHTH GRADE AND ONE OF OUR STANDARDS IS A STEM AND PLOT.

THERE'S NOT A WHOLE LOT OF PROBABLY OPPORTUNITIES THAT YOU MAY NEED TO JUST HANG ON AND DOWN THAT HILL, YOU GOT TO KNOW A STEM AND PLOT.

BUT WHEN WE TALK ABOUT READING AND INFERENCING AND BEING ABLE TO UNDERSTAND THE AUTHOR'S PURPOSE OR THEIR CRAFT, THOSE ARE SKILLS THAT ARE GOING TO LAST FOREVER.

WE HELP OUR KIDDOS FIND WHAT THOSE SPECIFIC SKILLS ARE, AND THEN WE HAVE PROGRAMS THAT WE CAN USE.

WE HAVE ONLINE PROGRAMS, WE HAVE TEACHER, TABLE INTERVENTION ACTIVITIES, WE HAVE WIN TIME, WE HAVE STATION AREAS WHERE WE IDENTIFY THOSE SKILLS AND THEN GIVE THEM THE OPPORTUNITIES TO EXTEND.

>> GREAT. THANK YOU. THEY'RE WORKING WITH TEACHERS ON THESE GOALS, AND THAT'S UNTIL THE MIDDLE OF THE YEAR ASSESSMENT.

LET'S SAY MIDDLE OF THE YEAR THEY TEST OUT AND THEY DO WHAT THEY NEED TO DO.

THEN THOSE DRILL DOWNS AND ONE ON ONE SEATS.

IS THAT HOW IT WORKS?

>> YEAH. THEY'RE SETTING GOALS FOR THEIR GROWTH.

THEY WANT TO SEE HOW MUCH THAT THEY CAN GROW.

WHEN THEY GET THAT MIDDLE OF YEAR ASSESSMENT AND WE CAN LOOK AT THAT PERCENTAGE OF GROWTH POINTS THAT THEY RECEIVE AND THEN LOOK AT THEIR OLD GOALS AND THEIR NEW GOALS THAT THE PROGRAM IS SUGGESTING THAT THEY HAVE, THEN WE CAN LOOK AND CHECK OFF THE SHEET AND SEE WHICH ONES WE NEED TO ADD TO IT.

>> THANKS, SO THEY CAN WORK THEIR WAY TO GROWTH.

>> YES

>> THANK YOU.

>> YES, MA'AM.

>> ANYTHING ELSE TO MIND? TO MY RIGHT, DR. REED.

>> THANK YOU, DR. SWEEZY. THAT WAS A GREAT PRESENTATION.

THANK YOU FOR YOUR COMPARATIVE ANALYSIS AND THE INDICATORS.

PARENTS AT HOME CAN SEE THE PRESENTATION AND IDENTIFY WHERE STAR WOULD FALL IN LINE WITH THAT.

ALSO, I WANT TO THANK YOU FOR MENTIONING THAT OUR STUDENTS GET PERSONALIZED GOALS WHILE THEY MEET WITH THEIR TEACHERS.

THAT'S REALLY CRUCIAL SO THAT PARENTS WILL REALIZE THAT THEIR STUDENTS ARE EVEN IF ALL THE KIDS NEED HELP WITH SOMETHING, EACH STUDENT IS SIGNIFICANT AND GETS A PERSONALIZED GOAL

[01:00:01]

SETTING SHARED AND ACCOUNTABLE GOALS.

MY ONE QUESTION IS, AND YOU MAY HAVE ANSWERED THIS ALREADY, BUT THE ONE QUESTION IS ABOUT CAN YOU DISCUSS THE FINDINGS THAT REVEAL A COUPLE OF MEASURES WE ARE TAKING TO ADDRESS DIFFERENTIATED TEST SCORES BETWEEN GRADES 4 AND 8? NOW, I HEARD WHAT YOU SAID AND I BELIEVE YOU'VE ALREADY ANSWERED THAT, SO YOU REPEAT IT, BUT THIS IS A QUESTION THAT I GET FROM PARENTS A LOT OF TIMES.

I JUST WANT TO ASK SO THAT WE WILL KNOW.

>> A LOT OF THAT HAS TO DO WITH THE TEACHERS REALLY UNDERSTANDING AND INTERNALIZING WHAT THEY'RE ABOUT TO TEACH.

LIKE I MENTIONED, WE CAN LOOK AT THE DATA AS A WHOLE AND WE CAN EITHER BE DISAPPOINTED OR WE CAN BE EXCITED BY THE PERCENTAGE OF OUR KIDS THAT ARE AT OR BELOW OR ABOVE GRADE LEVEL.

BUT NONE OF THAT REALLY MATTERS UNTIL WE LOOK AT EVERY SINGLE KIDDO.

THAT ABILITY THAT THIS ASSESSMENT GIVES US TO PINPOINT KID BY KID, IT'S A LOT OF WORK.

I ALWAYS STRUGGLE WITH THIS BECAUSE AT THE DISTRICT LEVEL, HOW DO I GIVE YOU AN OVERVIEW OF HOW WE'RE DOING ON MAP? BECAUSE IT'S REALLY DESIGNED FOR EVERY SINGLE KID.

I WANT TO TALK ABOUT, HERE WE ARE AT THIS ELEMENTARY AND THIS SET OF KIDDOS AND I REALLY WANT YOU TO SEE THE WHOLE PICTURE AND HOW EVERY KIDDO IS DOING.

WE'RE WORKING WITH SOME SYSTEMS AND MR. BENAVIDEZ IS BRINGING IN SOME HELP FOR US TO REALLY HELP SYSTEMATICALLY HAVE A PROCESS FOR OUR TEACHERS TO INTERNALIZE AND ONCE THEY OWN IT, THEY'RE ABLE TO TEACH IT WITH SO MUCH MORE POWER.

I KNOW THAT'S WHERE THAT STRENGTH IS GOING TO COME IN FOR OUR KIDS.

>> THIS IS WHERE THE PERSONALIZED GOAL SETTING TAKES PLACE FOR EACH ONE. THANK YOU SO MUCH.

>> YOU'RE WELCOME. BOARD MEMBERS.

ANYONE ELSE? YOU DID A GREAT JOB. THANK YOU SO MUCH.

I ALWAYS ENJOY LOOKING AT THE BEGINNING OF THE YEAR DATA, BUT I'D LIKE SEEING THE END OF THE YEAR DATA, AND JUST SEEING HOW MUCH THEY'VE GROWN THROUGHOUT THE YEAR.

I CAN'T WAIT TO SEE THAT AT THE END OF THE YEAR.

>> YOU DO.

>> THANK YOU SO MUCH.

>> THANK YOU.

[9. Presentation]

>> WE ARE GOING TO MOVE ON TO OUR NEXT PRESENTATION, DR. CANTU.

>> NEXT UP, WE HAVE OUR BOND 2024 PROGRAM UPDATE, MR. BROGDEN.

>> THANK YOU, DR. CANTU, PRESIDENT FARRAR, BOARD MEMBERS.

GIVE YOU A QUICK UPDATE.

WE PUT TOGETHER ABOUT 80 SLIDES.

JUST KIDDING. NOT THAT MANY.

>> JUST FOR MS. WILSON'S BIRTHDAY, WHICH I FORGOT TO MENTION EARLIER.

I THINK THIS IS A PERFECT TIME TO WISH HER A HAPPY BIRTHDAY.

>> HAPPY BIRTHDAY.

>> [INAUDIBLE] FIVE AGAIN.

>> EIGHTY SLIDES IS NOT THE BEST WAY TO TELL ME HAPPY.

>> THAT'S WHAT I THOUGHT. THIS IS YOUR BIRTHDAY PRESENT, 80 SLIDE.

>> I APPRECIATE THAT.

>> EXCITED TO GIVE YOU ANOTHER QUICK UPDATE.

WE'RE GOING TO SHOOT FOR EVERY OTHER MONTH BECAUSE WE HAVE A WHOLE LOT HAPPENING.

THERE'S A LOT GOING ON. BRING IT TO YOU EVERY OTHER MONTH, KEEP YOU IN THE NO.

REAL QUICK ON THE OCTOBER AGENDA, WE HAVE FOR YOUR APPROVAL TONIGHT, THE CONSTRUCTION MANAGER AT RISK FOR OUR PHASE 1 PROJECTS.

NOW KEEP IN MIND, WE STILL HAVE PHASE 2 AND PHASE 3.

WE'LL BE DOING THIS EXERCISE AGAIN, SO THERE'S GOING TO BE A LOT OF OPPORTUNITIES FOR OTHER CONTRACTORS.

WE'RE PRETTY CERTAIN THAT WE'RE GOING TO COMBINE PHASE 2 AND PHASE 3 WHEN WE SOLICIT SMRS FOR THAT NEXT ROUND, BUT THAT'S REALLY THE MAJORITY OF THE WORK IS IN PHASE 2 AND PHASE 2.

GOT PHASE 2 OUT EARLY BECAUSE IT'S THE NEW CONSTRUCTIONS INCLUDED IN IT, THE EARLY LEARNERS ACADEMY AND THE POLICE BUILDING, AND THEN THE MAJOR RENOVATIONS.

ALSO TONIGHT, WE HAVE FROM PACKAGE A6, THAT'S A TENNIS COURT LIGHTING FOR ALL FIVE HIGH SCHOOLS.

WE'RE EXCITED TO BRING THAT TONIGHT.

ONCE APPROVED, WE'LL BE HITTING THE GROUND RUNNING, THAT VENDORS STANDING BY AND READY TO GO.

NOW, THIS IS OUT OF PACKAGE 16.

THIS IS NOT PACKAGE 16 IN ITS ENTIRETY, BUT YOU'RE GOING TO SEE US OCCASIONALLY BRING YOU SOME PACKAGES OR SOME ACTUAL PROJECTS.

THEY'RE OUT OF PACKAGES BECAUSE OF THEIR CONDITION, THEY NEED TO BE MOVED FORWARD.

THE FENCE AT THE FACILITIES DEPARTMENT IS ONE OF THOSE EXAMPLES.

IT WAS PUT IN IN 2003 WITH NOT THE BEST QUALITY OF MATERIALS, AND SO IT PROVIDES SECURITY FOR OUR PARKING LOT, AND SO WE'RE REPLACING IT WITH A CHAIN LINK FENCE.

THE CITY HAS APPROVED US TO REPLACE THE WOOD FENCE WITH A CHAIN LINK, GIVE US ADDITIONAL SECURITY.

IT'S JUST A PIECE OF PACKAGE 16 AND NOT THE ENTIRE PACKAGE.

THAT WILL GO OUT LATER AND YOU MAY SEE A FEW MORE THINGS COME FORWARD OUT OF THESE PACKAGES.

A GREAT EXAMPLE IS WE HAVE CONCRETE ISSUES, SIDEWALKS AND DRIVEWAYS ALL ACROSS OUR DISTRICT BECAUSE OF THE VERY EXPANSIVE SOIL THAT WE LIVE ON.

THERE ARE SOME PACKAGES THAT ARE OR SOME CONCRETE WORK THAT'S IN PACKAGE 3, WHICH IS ELEMENTARY SCHOOLS, BUT IT NEEDS TO BE DONE RIGHT NOW.

YOU MAY SEE ME BRING NEXT MONTH, HEY, HERE'S SOMETHING OUT OF PACKAGE 12.

IT'S NOT THE PACKAGE ENTIRETY, BUT IT'S ONE SMALL PROJECT JUST SO WE CAN TAKE CARE OF THESE TRIP HAZARDS AND ISSUES THAT WE HAVE.

YOU MIGHT SEE A FEW PROJECTS COME FROM ME TIME TO TIME.

ALSO, OUT OF PACKAGE R1 IS ROOFING 1 IS THE HOWARD MIDDLE SCHOOL.

[01:05:02]

WE HAVE A FEW LEAKS OVER THE GYM IN THE CAFETERIA, SO WE'RE MOVING THAT FORWARD.

TAKE CARE OF THAT WOOD FLOOR AND THE GYMNASIUM.

ALSO PACKAGE S1, S IS FOR SECURITY.

WE HAVE ALL OF THE EVOLVE MACHINES AND WEAPONS DETECTION SYSTEMS THAT WERE PURCHASED FOR THE MIDDLE SCHOOLS IN THE ATHLETIC FIELDS, THEY'RE IN PLACE AND THEN OPERATION.

THIS IS JUST IN ADDITION TO THIS PACKAGE TO ADD CAMERAS TO EACH ONE OF THOSE LOCATIONS.

WE'LL BE ABLE TO SEE WHAT'S HAPPENING AT THAT EVOLVE LOCATION.

SAY SOMEBODY DROPS A LAPTOP.

BUT WE'RE GOING TO BE ABLE TO GO BACK AND SEE WHO DROPPED THAT LAPTOP OR WHAT HAPPENED? IF THERE WAS AN INCIDENT, WE'LL BE ABLE TO GO BACK AND REVIEW IT.

THESE ARE CAMERAS PRIMARILY FOCUSED AT THE NEW EVOLVE LOCATIONS.

THERE IS STILL A HUGE CAMERA PACKAGE THAT WILL REPLACE THE PANTIL ZOOM, UPDATE THE CAMERAS, UPDATE THE SERVERS, THAT'S COMING LATER.

THIS IS JUST A PIECE OUT OF THE SECURITY PACKAGE FOR EVOLVE ONLY.

REAL QUICK. WE'RE MAKING SOME SIGNIFICANT PROGRESS ON THE EARLY LEARNERS ACADEMY.

AGAIN, IT IS SO MUCH FUN TO WORK ON ANOTHER EARLY LEARNERS ACADEMY.

WE'RE TAKING ONE MORE SITE VISIT TO GREGORY PORTLAND IN THE NEXT COUPLE OF DAYS.

THEY TOOK MANSFIELD'S MODEL AND TWEAKED IT A LITTLE BIT AND THEY HAVE SOME REALLY COOL TWEAKS THAT WE'RE GOING TO PUT IN OUR NEW EARLY LEARNERS ACADEMY.

WE'RE STILL SHOOTING FOR JULY 26TH IS OUR COMPLETION DATE AND THE BUDGET IS STILL 47.8 MILLION.

THIS IS THE SITE.

THIS IS A REDA AND BROAD, YOU MIGHT GO, HEY, I RECOGNIZE THAT SHAPE, THAT LOOKS LIKE A TRANSFORMER.

WELL, IT'S NOT REALLY.

THAT CENTERPIECE THAT YOU'RE SEEING IS THE PLAY AREA.

THE PLAY AREA WILL BE COMPLETELY ENCLOSED BY THE BUILDING AND THIS IS SOMETHING THAT WE TOOK FROM THE GREGORY PORTLAND MODEL.

THERE'S NO SECURITY FENCES REQUIRED, ALL THE KIDS WILL PLAY AT THE INTERIOR OF THE BUILDING.

IT'S A GREAT MODEL THAT I THINK WE'LL PROBABLY TRY TO INCORPORATE IN OUR NEXT ELEMENTARY SCHOOL.

MIGHT BE DIFFICULT WITH THE ELEMENTARY SCHOOL, BUT IT'S SOMETHING WORTH LOOKING AT.

THIS SITE IS BIG ENOUGH FOR A SECOND CAMPUS, AND IF WE CHOOSE TO PUT A SECOND CAMPUS THERE, WE DO HAVE ROOM.

POLICE AND SECURITY BUILDING IS GOING JUST AS GOOD.

THEY'VE MADE A SITE VISIT TO THE CITY OF MANSFIELD AND I DON'T KNOW IF WE'VE MADE ANY OTHER SITE VISITS JUST YET.

REMEMBER, THIS IS GOING TO GO ON THE PROPERTY DIRECTLY BEHIND CITY HALL.

STILL ON OUR TASK OF GETTING FINISHED BY JULY 26TH AND THE BUDGET 31.6.

HERE'S A QUICK LOOK OF WHAT YOU'RE GOING TO SEE LATER WITH A LITTLE MORE DETAIL.

THIS IS JUST TO GIVE YOU AN IDEA OF HOW IT'S SHAPING UP RIGHT BEHIND CITY HALL.

YOU MIGHT GO, OH, MY GOSH, THAT'S HUGE.

WELL, IT'S A ONE STORY BUILDING.

KEEP IN MIND CITY HALL IS A TWO STORY BUILDING.

OURS IS GOING TO BE A ONE STORY THAT INCLUDES A TORNADO SHELTER.

IT LOOKS A LITTLE DISPROPORTIONATE, BUT IT IS GOING TO FIT IN NICE ON THAT PIECE OF PROPERTY.

YOU'RE GOING TO SEE MORE ON IT REALLY SOON.

YOU'RE GOING TO SEE THE SCHEMATIC DESIGN OR THE DESIGN DOCUMENTS PRETTY QUICK.

MOVING ON TO THE MIDDLE SCHOOL ORCHESTRA ADDITIONS, WE'RE DOING GREAT THERE TOO.

WE'VE HAD SOME GREAT MEETINGS WITH THE CAMPUS STAFF AND THESE ARE REALLY FUN PROJECTS.

REMEMBER PACKAGE 1 IS WORLEY AND JOBE, TWO IS COBLE AND HOWARD.

PACKAGE 3 IS JONES AND WESTER.

I REMEMBER WE HAD A QUESTION ABOUT WHY ARE WE SPENDING MORE AT JONES AND WESTER? I WANT TO ADDRESS THAT TONIGHT.

THE DIFFERENCE IS THE CAPITAL IMPROVEMENT ITEMS. ALL OF THE ORCHESTRA HALLS ARE BUDGETED EXACTLY THE SAME, BUT THE CAPITAL IMPROVEMENT ITEMS THAT ARE EACH ONE OF THESE CAMPUSES ARE DIFFERENT BECAUSE THEY'RE DIFFERENT AGES.

THERE MAY BE MORE WORK AT ONE CAMPUS THAN THE OTHER.

WITH WESTER TOO, THERE IS A SMALL SECTION THAT WE HAVE FOUNDATION ISSUES THAT WE'RE GOING TO REQUIRE DEMOLITION, SO THAT'S WHY THAT BUDGETS JUST SLIGHTLY MORE.

REMEMBER TO THAT WE'RE TAKING CARE OF THE CHOIR RENOVATION AT WESTER WORLEY AND HOWARD.

HERE'S A QUICK LOOK.

WE'RE GOING TO GET DETAILED WITH YOU COMING SOON.

YOU'RE GOING TO SEE THESE MODELS IN OUR DESIGN PRESENTATION, BUT TONIGHT, I JUST WANTED TO GIVE YOU A TEASER. THIS IS WORLEY.

THE ORCHESTRA HALL IS GOING TO FIT REALLY NICELY ON THE FRONT OF THIS BUILDING.

THAT'S WHERE IT'S GOING TO GO AT THIS MOMENT.

I'M CERTAIN THAT'S WHERE IT'S GOING TO LAND.

JUST A LITTLE TEASER, WHAT YOU'RE GOING TO SEE COMING SOON.

JOBE MIDDLE SCHOOL, JOBE, BELIEVE IT OR NOT IS FULL OF CHALLENGES.

THERE'S A LOT OF UTILITIES AROUND THIS BUILDING, THERE'S A LOT OF GRADES THAT CREATE AN ISSUE.

RIGHT NOW, WE BELIEVE THE BEST PLACE IF YOU'RE FACING THE BUILDING IS ON THE RIGHT SIDE, ALMOST A STANDALONE BUILDING, BUT WE'LL BE CONNECTED WITH A ENCLOSED HALLWAY.

IT'S NOT GOING TO BE THE KIDS WILL HAVE TO WALK OUTSIDE, THERE WILL BE AN ENCLOSED STRUCTURE FOR THEM TO GET TO THIS BUILDING, AND IT'S NOT VERY FAR.

IT'S JUST ENOUGH TO GET US OUT OF THE PROBLEMATIC AREA OF THE UTILITIES TRANSFORMERS, UNDERGROUND SEWAGE AND WATER, ET CETERA.

IT TURNED OUT TO BE A LITTLE BIT OF A CHALLENGE.

ADDITIONALLY, WHERE IT'S SITUATED IS WHERE THE FINE ARTS ARE NOW,

[01:10:01]

SO WE DIDN'T WANT IT TO BE ON THE BACK OF THE BUILDING EITHER AND HAVE THAT DISTANCE BETWEEN THE FINE ARTS.

LOOKING AT COBLE, YOU'RE GOING TO SEE COBLE AND JONES LOOK PRETTY CLOSE.

THEY'RE MIRROR IMAGE BUILDINGS.

>> THIS IS WHERE WE'RE LOOKING TO DROP THE NEW BUILDING IN AT COBLE AND YOU CAN SEE WHEN I GET TO JONES, IT LOOKS VERY SIMILAR. HOWARD MIDDLE SCHOOL.

IT FITS NICELY, IF YOU'RE FACING THE BUILDING, IT'LL BE ON THE LEFT.

WHAT'S NOT SHOWN HERE AND YOU'RE GOING TO SEE LATER IS HOW THAT NEW SECTION INCORPORATES THE CHOIR RENOVATION.

IT'S REALLY COOL AND I'M REALLY EXCITED ABOUT BRINGING THAT BACK ONCE WE HAVE IT DEVELOPED FOR YOU TO SEE.

DANNY JONES, JUST LIKE I SAID, REMEMBER THEY'RE MIRROR IMAGES OF EACH OTHER AND THAT PLACEMENT IS ALMOST IDENTICAL.

THESE ARE PROGRESSING GREAT AND WE'RE HAVING A LOT OF FUN WITH THEM.

REMEMBER TOO, THESE ARE GOING TO BE STORM SHELTERS TOO.

THE MIDDLE SCHOOLS WILL HAVE STORM SHELTERS JUST LIKE WE HAVE AT MCKENZIE.

THIS IS A CONCEPT FOR WESTER.

IT'S ALSO VERY DIFFICULT.

JUST ABOUT OUT OF SPACE AT WESTER.

BUT THIS IS IN THE BACK OF THE BUILDING CLOSE TO FINE ARTS AND JUST PRETTY ADJACENT TO WILLI PIG AUDITORIUM.

THERE IS A LITTLE BIT OF DEMOLITION HERE.

YOU'LL SEE IT WHEN WE BRING BACK THE DESIGN DRAWINGS.

AGAIN, JUST A TEASER TONIGHT.

GOING REALLY QUICKLY INTO BEN BARBER ALSO SUPER FUN TO WORK ON.

STILL SHOOTING FOR SUBSTANTIAL COMPLETION OF THE 2027 OF JUNE, AND THEN THE BUDGET IS $22.5 MILLION AGAIN, YOU'RE APPROVING THE CMAR FOR ALL THESE PROJECTS TONIGHT.

BEN BARBER IS ALSO DIFFICULT.

WE'RE JUST ABOUT OUT OF ROOM AT BEN BARBER.

THIS IS OUR CONCEPT RIGHT NOW.

THAT'S AN ADDITIONAL BUILDING IN THE BACK THAT WILL HOLD THE LABS IN THE CLASSROOM AND THE OTHER WHITE SPACES YOU SEE ARE RENOVATIONS THAT ARE INSIDE THE BUILDING.

REMEMBER WE TALKED ABOUT CONVERTING SOME OF THEIR LABS INTO HIGH TECH LABS.

WE'LL BE DRILLING DOWN ON THESE DETAILS WHEN WE BRING YOU THE DESIGN DRAWINGS BACK AND YOU'LL BE EXCITED ABOUT IT TOO.

THIS IS GOING TO BE REALLY COOL CONCEPT.

TECHNOLOGY FIBER RING, I WANT TO SHARE THIS WITH YOU REALLY QUICK.

THE RFP IS OUT FOR PROPOSALS FOR OUR TECHNOLOGY FIBER RING AND IT'S GOING TO BE THROUGH E RATE.

WE HOPE THAT WE'RE GOING TO GET A SUBSTANTIAL AMOUNT OF THIS MONEY BACK.

WE'LL BE INVESTING 2.9 MILLION DOLLARS ROUGHLY, BUT WE FEEL LIKE WE'LL GET A SUBSTANTIAL PART BACK FROM OUR E RATE PROCESS.

CHANTE HAS BEEN LEADING THAT EFFORT FOR US.

THOSE PROPOSALS CLOSE NOVEMBER 13.

WE'RE PRETTY CLOSE TO FINDING OUT WHERE WE'RE AT ON THIS PROJECT.

BASEBALL SOFTBALL TURF AND COVERED BATTING CAGES.

WE'VE TAKEN THE COACHES ON SOME FIELD TRIPS, GOT ONE SCHEDULED AGAIN FOR MONDAY, AND WE'LL START NARROWING DOWN WHAT THESE PROJECTS LOOK LIKE, BUT THEY'VE ALREADY HAD THEIR OPPORTUNITY THAT SOME OF OUR COACHES THROWING ON SOMEBODY ELSE'S PICTURES MOUND.

BUT WE'VE HAD THE OPPORTUNITY TO LOOK AT TURF AND BATTING CAGES, AND THESE PROJECTS ARE COMING ALONG GREAT.

HOPEFULLY WE'LL LAND ON OUR DESIGN HERE PRETTY QUICK AFTER WE MAKE OUR NEXT FIELD TRIP WHICH THIS COMING MONDAY.

HIGH SCHOOL TENNIS COURT LIGHTS.

AGAIN, I SPOKE ABOUT THEM THEY'RE ON THE AGENDA FOR APPROVAL TONIGHT.

THIS PROJECT WILL GO REALLY QUICK AND WE'LL HAVE LIGHTS AT OUR TENNIS COURTS.

WE'LL BE ABLE TO HOST UIL EVENTS.

THAT'S GOING TO BE A LOT OF FUN FOR OUR KIDS IN TENNIS.

INTERIOR LIGHTING UPGRADE.

WE ALMOST HAD THIS READY FOR BOARD APPROVAL.

WE'RE STILL EVALUATING ONE OF THE PROVIDERS.

BY NOVEMBER, WE'LL HAVE THIS FOR YOUR APPROVAL.

I'M REALLY EXCITED ABOUT GETTING THIS PROJECT GOING BECAUSE IT DOES OFFER US SOME SAVINGS IN OUR UTILITY BILLS.

I'M EXCITED TO GET THIS DONE.

TECHNOLOGY INFRASTRUCTURE, WE'RE GETTING CLOSE TO THE END JOE.

CHANTE, WE HAVE ALL OF THESE ITEMS PURCHASED, THAT'S DISTRICT WIDE PHONE UPGRADE.

SOME OF THE EQUIPMENTS COMING IN, THE WIRELESS ACCESS POINT NETWORK SWITCHES AND WIRELESS ACCESS POINTS FOR THE AUXILIARY BUILDINGS.

ALL OF THAT EQUIPMENT HAS BEEN ORDERED AND IT'S TRICKLING IN SO SOON AS IT ARRIVES, WE'LL GET BUSY WITH THE INSTALLATION.

CHANTE WE'LL GET BUSY WITH THE INSTALLATION.

I MENTIONED WEAPONS DETECTION.

JUST REMEMBER THAT TONIGHT WE'RE JUST ADDING THE CAMERAS TO THESE LOCATIONS.

ALL OF THE EVOLVED WEAPONS DETECTION SYSTEMS ARE IN PLACE UP AND RUNNING THAT WERE PART OF THE 2024 BOND PROGRAM.

TRANSPORTATION, THE BUSES ARE TRICKLING IN.

WE HAVE 28 SO FAR.

WE EXPECT SEVERAL MORE THIS WEEK.

TAKING A LITTLE TIME TO GET THEM, BUT I DO GET EXCITED WHEN WE SEE A BUS THAT HAS A FULL PAINT JOB ON IT, AND IT'S NOT BEING PULLED BY WRECKER.

I'M SUPER EXCITED.

GUYS, THIS IS SUCH A MORALE BOOSTER FOR THE PEOPLE THAT DRIVE OUR BUSES.

OUR DRIVERS ARE SO EXCITED TO GET NEW BUSES.

REPLACEMENT FURNITURE FOR THE FOUR CAMPUSES.

MARY ORR, SOME AT DONNA SHEPARD AND MANSFIELD.

THAT IS A PICTURE OF THE CENTER RIGHT WHERE WE'RE AT TONIGHT, WE OPENED UP THE ENTIRE CENTER FOR VENDORS TO COME IN AND DISPLAY THEIR WARES.

WE HAD OUR CAMPUSES SEND OVER TEACHERS.

WE INVITED THEM TO BRING STUDENTS, ANY PARENTS.

WE INVITED ANYBODY TO COME FROM THE CAMPUS THAT THEY WANTED TO RATHER.

WE HAD ABOUT 100 PEOPLE PARTICIPATE IN THE GROUP THAT'S RUNNING THIS FOR ME, GINA REFERS AND DARRYL DOUGLAS AND HUCKABEE,

[01:15:02]

THEY'RE IN THE PROCESS RIGHT NOW OF REVIEWING ALL THE FEEDBACK THAT WE GATHERED FROM THE PARTICIPANTS.

SAFETY AND SECURITY CAMERAS.

I MENTIONED IT EARLIER, WE'RE REALLY PUSHING ON THIS.

WE HOPE TO START OUR DESIGN MEETINGS IN NOVEMBER JUST RIGHT AROUND THE CORNER.

PHASE 1 WILL BE THE HIGH SCHOOLS AND THE MIDDLE SCHOOLS AND THEN WE'LL COME BACK AND FINISH THE REST OF THE CAMPUSES.

INSTRUCTIONAL TECHNOLOGY PROP B.

THE INTERACTIVE DISPLAY BOARDS, THEY'RE ON THE WAY.

SOME OF THEM HAVE ALREADY ARRIVED AND BEING CONFIGURED.

THE ROLLOUT OF THOSE WILL BE REALLY SOON.

WE EXPECT COMPLETE DELIVERY BY NOVEMBER 24.

ALWAYS LOOK TO SHANTE, MAKE SURE THERE'S NOTHING CHANGED.

SHE'S NODED HER HEAD.

WE'RE ALL GOOD. PANELS OF SHIPPED.

THE CAMPUS DIGITAL SIGN PROJECT HAS BEEN ENTERED TO, AND SOME OF THAT EQUIPMENT HAS ARRIVED AND AT THE VENDOR BEING CONFIGURED.

BOND PROGRAM STAFFING.

YOU SAW SOME OF MY NEW PEOPLE TONIGHT.

I'M SO EXCITED.

HERE THEY ARE ALL TOGETHER.

REMEMBER YOU SAW GARY WALKER, LONGEST ACCEPTANCE SPEECH. I LOVE HIM.

I CHALLENGED CAMERON AND I SAID, DON'T USE THE WORD OPPORTUNITY TO BE SHORTER THAN GARY, AND YOU GOT IT.

THAT'S CAMERON ASSISTANT PROGRAM MANAGER, LACY BECKLER, SO EXCITED TO HAVE HER, BRAD BARKER.

YOU MAY NOT KNOW PAM HOFFMAN.

SHE'S BACK THERE. SHE'S AN ASSISTANT PM.

SHE KEEPS EVERYTHING RUNNING.

WE'RE SUPER PROUD TO HAVE MADDLE MORRISON, A BRAND NEW GRADUATE AS AN ASSISTANT BOND ACCOUNT.

SHE'S DOING A FANTASTIC JOB, AND WE HAVE A VETERAN KAREN FICHTE, STOLER FROM THE BUSINESS OFFICE.

MICHELLE STILL SURE ABOUT IT.

SHE IS BOND ACCOUNTANT AND WE HAVE A BRAND NEW ASSISTANT PM.

HE STARTED YESTERDAY, SHAWN MCLEMORE.

WE HAVE A GREAT STAFF.

I CANNOT BE MORE EXCITED WITH THE STAFF THAT I HAVE.

WE HAVE ONE OR TWO MORE POSITIONS, BUT WE DON'T REALLY NEED TO FILL THEM UNTIL WE REALLY GET INTO CONSTRUCTION.

MAYBE NEXT SPRING, WHEN WE'RE REALLY GOING STRONG AND WE START PHASE 2 AND 3, WE'LL BRING ON A COUPLE OF MORE STAFF MEMBERS IF WE FEEL LIKE THEY'RE NEEDED.

IF WE FEEL LIKE WE CAN HANDLE IT WITH THE TEAM THAT WE HAVE, WE'LL GO FORWARD WITH THE TEAM WE HAVE.

WE DO HAVE THE AVAILABILITY FOR A COUPLE MORE.

SUPER EXCITED TO SHARE THIS WITH YOU.

I HOPE YOU'LL GO VISIT IT.

OUR BOND PROGRAM WEBSITE IS UP AND RUNNING.

WE'VE GOT SOME GREAT GRAPHICS.

LAR JOB AND HER TEAM SET THE FRAMEWORK FOR US.

SHE HANDED IT OFF TO LACEY BECKLER.

LACEY LEARNED HER FIRST LESSON.

DON'T SAY THAT YOU CAN DO SOMETHING.

HEY, I THINK I CAN DO THAT.

GUESS WHO'S DOING IT. I SAID, LACEY, COME IN HERE.

WE'RE GOING TO TEACH YOU HOW TO DO THIS.

LACEY TOOK IT AND RAN WITH IT.

SHE'S NOW OPERATING OUR WEB PAGE FOR US.

YOU CAN GO THERE AND FIND A BUDGET AT A GLANCE.

EVERYTHING THAT HAS A PO, HOW MUCH HAS BEEN SPENT ON THAT PO, WHAT'S LEFT ON THAT PO.

THIS WILL GET POPULATED AND UPDATED EVERY OTHER WEEK.

YOU CAN FIND OUT PROJECT INFORMATION WHERE WE'RE AT ON IT.

YOU CAN GO BACK TO THE 2017 BOND PROGRAM, PICK UP SOME HISTORY.

YOU CAN GO BACK TO THE ELECTION PROCESS OF 2024.

WE HAVE EVERYTHING AT EVERYBODY'S FINGERTIPS.

WHEN YOU GO ON OUR MAIN WEB PAGE, IF YOU HIT ABOUT MANSFIELD ISD, IT'LL SAY BONDS.

CLICK ON BONDS, IT'LL POPULATE ALL OF THAT INFORMATION.

WE'RE SUPER EXCITED ABOUT IT.

I DO BELIEVE IT'S OUR BEST WEBSITE WE'VE HAD IN THE ANY BOND PROGRAM SO FAR SO I'M SUPER EXCITED ABOUT IT.

THAT'S ALL 80 SLIDES.

I'M OPEN FOR QUESTIONS.

>> THANK YOU, MR. BROGDEN. I'LL START TO RIGHT THIS TIME. MR. TIPPING.

>> NOT SO MUCH A QUESTION AT FIRST.

ONE, I LOVE HEARING ALL THIS.

I LOVE THE TRANSPARENCY SO THAT OUR PUBLIC CAN SEE WHAT THEY VOTED ON AND THE PROGRESS THAT'S BEING MADE WITH IT, ANYWHERE FROM THE START OF THE PROJECT, THE HIRING THE CONTRACTORS INTO HOW MUCH IT'S GOING TO COST AND WHAT THE PROGRESS IS LIKE AND SO FORTH.

I LOVE HAVING THAT TRANSPARENCY.

THE QUESTION THAT I WAS GOING TO ASK AND YOU WENT INTO MORE DEPTH WITH IT THERE AT THE END WAS WITH THE WEBSITE ABOUT WHAT SPECIFICS COULD BE FOUND ON THE WEBSITE THAT THE PUBLIC COULD GO TO AND SAY, HEY, I WANT TO KNOW ABOUT THIS PROJECT, WHAT CAN THEY FIND AND SO FORTH.

I DON'T KNOW IF YOU HAVE ANY MORE TO ADD, BUT YOU ALREADY KEPT IT BACK.

>> ABSOLUTELY. YOU'LL BE ABLE TO GO TO EACH CAMPUS AND CLICK ON THE CAMPUS AND YOU'RE GOING TO GET A SUMMARY OF WHAT'S GOING ON.

AS WE GET FURTHER AND FURTHER, WE'RE GOING TO KEEP DEVELOPING THAT SO IT GETS A LITTLE MORE DETAILED.

RIGHT NOW YOU'RE GOING TO GET HIGH LEVEL.

BUT AS WE GET THE PROJECTS ROLLING OUT, IT'S OUR INTENTION TO BE SO TRANSPARENT THAT YOU'LL KNOW IF A SINK IS BEING REPLACED AT YOUR CAMPUS.

BUT THAT TAKES A LITTLE BIT OF TIME.

RIGHT NOW WE HAVE THE GENERAL THINGS, PAVING, AIR CONDITIONING, CARPET, TILE, ETC.

YOU ARE GOING TO GET A REALLY GOOD FEEL FOR WHAT'S AT EACH CAMPUS, BUT IT'S JUST GOING TO GET BETTER.

THE OTHER THING THAT I LOVE ABOUT IT IS WE PUT A LOT OF PICTURES.

PICTURES TELL MORE OF A STORY.

PEOPLE LIKE TO LOOK AT A PICTURE, SO WE'RE CONSTANTLY UPDATING THE PICTURES AS WE MAKE PROGRESS AS WELL.

IT'S A LOT OF WORK, BUT IT'S GOING GREAT.

>> ANYONE ELSE [INAUDIBLE]?

>> I DON'T HAVE A QUESTION, BUT I WANT TO THANK YOU AND YOUR TEAM FOR DOING SUCH A GREAT JOB.

[01:20:01]

I APPRECIATE ENCAPSULATING OUR KIDS AND THE TEACHERS TO KEEP THEM SAFE WHERE THE BUILDING IS CENTERED AROUND THEM SO THAT THEY'RE SAFE AND TAKEN ALL THE OTHER SECURITY MEASURES TO ENSURE THAT THEY'RE SAFE.

SO THANK YOU SO MUCH. OF COURSE I LOVE THE BOND WEBSITE.

WE TALKED ABOUT THAT BEFORE MONTHS AGO SO THANK YOU SO.

HAPPY BIRTHDAY [INAUDIBLE].

THIS IS YOUR BIRTHDAY PRESENT, OUR 90 SLIDES.

>> THANK YOU. WE'RE EXCITED ABOUT IT.

WE'RE EXCITED ABOUT THAT DESIGN.

IN FACT, I HAVEN'T BEEN MORE EXCITED ABOUT A DESIGN WHEN IT COMES TO OUR EARLIEST LEARNERS, HAVING THAT COMPLETELY ENCLOSED PLAYGROUND, THAT MAKES ME HAPPY.

>> MRS ANDERSON.

>> MINE IS JUST REALLY QUICK.

I REALLY WANTED TO SAY THANK YOU AGAIN FOR THE TRANSPARENCY.

BOTH OF THE FOLKS APPEAR AS WELL AS SAID.

I KNOW THAT YOU ALWAYS GIVE US DETAILS, AND I LOVE IT THAT WE'RE GOING TO STEP FURTHER FOR THE COMMUNITY SO THEY CAN GO INTO IT AND LOOK AT IT.

I THINK THAT'S SUPER GREAT BECAUSE IT SHOWS SAVINGS TO DIFFERENT THINGS THAT WE HAVE GOING ON IN THE COMMUNITY WHERE THEY FEEL VERY CONFIDENT ABOUT THE BOND AND THAT HELPS FOR THE FUTURE AS WELL. OF COURSE. THANK YOU.

>> I DON'T THINK WE'VE EVER BEEN SO DETAILED ON OUR WEBSITE.

THIS IS FANTASTIC.

YOU CAN ACTUALLY GO AND SEE A PO.

YOU CAN GO TO A PROJECT AND IF A PO HAS BEEN ISSUED ON IT, YOU'RE GOING TO SEE IT IN THE NARRATIVE.

WE'VE NEVER BEEN THAT DETAILED.

>> TO MY LEFT. DOCTOR CRUTCHFIELD

>> CONGRATULATIONS ON YOUR PINNACLE AWARD. THANK YOU.

I'M JUST GLAD THAT YOU GUYS ARE THE ONES THE BOND DEPARTMENT THAT ARE DOING ALL OF THE RFPS AND ALL THE REVIEWS AND ALL THE HIRING AND ALL OF THAT GREAT.

>> IT'S A LOT OF WORK.

>> YOU GOT IT. IT'S A LOT OF WORK.

MY QUESTION IS JUST TO GIVE US A PEEK BEHIND THAT.

ONE OF THE THINGS I NOTICED IN A LOT OF YOUR SLIDES WAS THE HIRING OF THE CMR, THE CONSTRUCTION MANAGER AT RISK.

GIVE THE COMMUNITY A PEEK BEHIND WHAT THE CRITERIA IS FOR HIRING CMR, YOU KNOW THEY'RE GOING TO DO GOOD WORK AND A LOT OF WORK.

>> THAT'S A GREAT QUESTION. THANK YOU, DR. CRUTCHFIELD.

ONE OF THE THINGS THAT I REALIZED THAT UNLESS YOU RESPONDED OR READ THE RFP, YOU PROBABLY DON'T KNOW WHAT THE CRITERIA IS.

HERE'S THE CRITERIA THAT'S PUBLISHED IN OUR RFP.

THIS IS THE BASIS FOR HOW WE INTERVIEW.

WE ASK YOU IN THE RFP AND I WROTE THEM DOWN BECAUSE THERE'S A LOT AND I DIDN'T WANT TO SKIP ANYTHING.

COST IS A BIG FACTOR.

IN THE RFP, COST HAS A WEIGHT OF 15%.

ORGANIZATION, WHAT IS YOUR ORGANIZATION? WHAT DO YOU LOOK LIKE? WHERE ARE YOU STRUCTURE? THAT'S 3%.

EXPERIENCE IS A BIG PART.

WE'RE ASKING YOU TO BUILD AN EARLY LEARNERS ACADEMY, HAVE YOU BUILT ONE BEFORE? HAVE YOU BUILT SOMETHING SIMILAR? THAT HAS A WEIGHT OF 20%.

IN YOUR FINANCES, ARE YOU ABLE TO FINANCE THE PROJECT? WE WANT SOMEBODY THAT HAS A STABLE FINANCIAL BACKGROUND AND HAS ABILITY TO BOND TO THAT CAPACITY.

THAT IS A 10% OF THE WEIGHT.

THEN YOUR METHODOLOGY, HOW ARE YOU GOING TO CONSTRUCT THIS BUILDING? WHAT ARE YOUR MEANS AND METHODS? THAT'S SUPER IMPORTANT TO US WHEN IT COMES TO A SMR, AND SO THAT IS WEIGHTED AT 12%.

THEN YOUR PERSONNEL.

YOU CAN HAVE THE GREATEST CONTRACTOR IN THE WORLD, BUT IF THEY SEND YOU THE WORST PERSONNEL, YOU'RE PROBABLY NOT GOING TO HAVE A HAPPY EXPERIENCE.

THE PERSONNEL IS WEIGHTED AT 20%.

THAT'S PRETTY HIGH, BUT IT'S THE MOST IMPORTANT THING TO MAKE OR BREAK A PROJECT IS WHO'S RUNNING THE JOB.

WE WANT TO KNOW WHAT THEIR EXPERIENCE IS.

THAT WEIGHT IS 20%.

REPUTATION, CAN YOU DEMONSTRATE TO US THAT YOU'VE HAD REPEAT BUSINESS? IN MANSFIELD, WE'VE HAD A COUPLE OF CONTRACTORS THAT WE HAVE CONTRACTED WITH MULTIPLE TIMES.

THEY HAVE A GREAT REPUTATION WITH US.

CAN YOU DEMONSTRATE THAT YOU HAVE THE SAME REPUTATION WITH OTHER CLIENTS AND THAT HAS A WEIGHT OF 15%.

THEN ROUNDING IT UP IS A VERY SMALL SECTION.

IT'S CALLED UNIQUENESS. IT'S 5%.

THAT GIVES A CONTRACTOR THE OPPORTUNITY TO SAY, HEY, I'M GOING TO DO IT DIFFERENT THAN JEFF BROGAN, HERE'S SOMETHING THAT'S UNIQUE ABOUT MY COMPANY.

THAT'S THE WEIGHT BEHIND IT.

THEY SUBMIT THEIR PROPOSALS AND THAT'S HOW WE GRADE THEM.

ONCE WE GRADE THEM, WE BRING THEM IN, WE BRING THEM THE TOP.

IT MIGHT BE THE TOP, DEPENDING ON HOW MANY PEOPLE RESPOND, OBVIOUSLY.

WE'LL BRING IN A CERTAIN NUMBER OF THOSE FOLKS AND DO AN INTERVIEW WITH THEM.

AT THE INTERVIEW YOU HAVE THE OPPORTUNITY TO TELL US WHY YOU'RE THE BEST AT IT.

IT'S JUST LIKE YOU'RE INTERVIEWING FOR A POSITION WITH MANSFIELD ISD.

WHY DO WE WANT TO PICK YOU? THEN WE TAKE THAT INFORMATION AND DELIBERATE ON IT AND DECIDE WHO WE WANT TO RECOMMEND TO THE SCHOOL BOARD IS OUR PARTNER.

THEY'RE NOT JUST A SEYMOUR.

THEY'RE ALSO OUR PARTNER.

THAT'S THE 50,000 FOOT VIEW BEHIND THE SCENES. THAT'S A GREAT QUESTION.

>> YOU DID A GREAT JOB SUMMARIZING THAT SO I JUST WANTED TO GIVE PEOPLE A SNEAK BEAK.

[01:25:01]

WE ARE VOTING ON A LOT OF THOSE THINGS TODAY AND SO THAT'S VERY HELPFUL. THANKS.

>> YOU'RE WELCOME.

>> ANYONE ELSE TO MY LEFT? MRS WILSON.

>> JUST AS ALWAYS THANK YOU GUYS.

WE'VE DONE A LOT OF THESE TOGETHER AND I DO KNOW THAT ALL PUT A LOT INTO IT, AND I APPRECIATE YOUR EXPERIENCE AS WELL AS A LOT OF THESE GUYS OUT HERE.

WHETHER THEY'VE STARTED JUST NOW WITH THIS GROUP OR CAME IN FROM A DIFFERENT DIRECTION.

I DO KNOW THE WORK BEHIND THE SCENES, AND I DO APPRECIATE ALL THE JOB DONE, SO I'M SUPER EXCITED AS WELL.

I DO CALL OUR CURRENT MY HAPPY PLACE.

IT'S THE HAPPIEST PLACE ON EARTH.

SO I CAN'T WAIT TO GET TO HAVE TWO OF.

THANK YOU GUYS. I APPRECIATE IT.

>> THANK YOU.

>> THANK YOU VERY MUCH, MR. BROGDEN.

I WANTED TO ACTUALLY, YOU STOLE THE WORDS OUT OF MY MOUTH.

I JUST WANTED TO SAY, I'M SO GLAD THAT WE HAVE YOU LEADING THIS PROJECT AND ALL THE EXPERIENCE OF EVERY MEMBER IN THE DEPARTMENT.

JUST TAKING THIS ON.

I MEAN, THIS IS A LOT OF INFORMATION.

YOU GUYS HIT THE GROUND RUNNING AND SO I CAN'T WAIT US TO SEE IT COME TO FRUITION AND ALSO OUR COMMUNITY SO THANK YOU FOR ALL YOUR HARD WORK ALL OF YOU.

>> THANK YOU.

>> ALL RIGHT, AND THAT IS GOING TO MOVE US TO ADAM 10,

[10. Public Hearing ]

OUR PUBLIC HEARING, DR CANTU?

>> YES. I WOULD LIKE TO ADD THE EAGLE AWARD WINNER OR ASK THE EAGLE AWARD WINNER TO COME TO THE PODIUM.

MICHELLE TRONGARD, TO TALK TO US ABOUT OUR FIRST RATING.

YES [INAUDIBLE] OUR FIRST RATING AND THEN TO MOVE US INTO THE PUBLIC HEARING RELATED TO THE FIRST REPORT. MISS TRONARD.

>> THANK YOU, DR KANTI, MISS BAR, PRESIDENT AND BOARD OF TRUSTEES. LET ME GO BACK HERE.

WE'RE HERE FOR OUR PUBLIC HEARING FOR THE FINANCIAL MANAGER REPORT FOR 2024, AND IT'S GREAT TO FOLLOW THE PINNACLE AWARD SUBMISSION, JEFF BROGDON TOO.

FOR 2024, MANSFIELD ISD. THERE WE GO.

>> FOR THE RATING FOR MANSFIELD ISD FOR 2024 IS A SUPERIOR RATING, AND IT'S BASED ON THE 2022-2023 DATA, WHICH IS BUDGET FINANCIAL DATA ON THAT.

GOVERNANCE IS THE BOARD OF TRUSTEES ROLE IN THIS SUPERINTENDENTS LEADERSHIP, AND PRINCIPALS AND DIRECTORS OR FOLLOW POLICIES AND PROCEDURES.

THEN IT'S THE FINANCE TEAM THAT HAS TO ENSURE THAT THOSE POLICIES AND PROCEDURES ARE BEING FOLLOWED.

THOSE ARE THE STEPS AND HOW IT GETS DONE.

THE PURPOSE OF THE FINANCIAL INTEGRITY SYSTEM OF TEXAS, IT'S IN ITS 23RD YEAR AND BELIEVE IT OR NOT.

I DO. WE HAVE 23 YEARS OF SUPERIOR RATINGS.

THE PRIMARY GOAL IS ALSO TO IMPROVE THE MANAGEMENT OF SCHOOL DISTRICTS FINANCIAL RESOURCES.

TONIGHT, IT'S OPENLY REPORTED TO THE PUBLIC FOR THIS REPORT.

THAT'S WHAT WE'RE DOING.

THE BASIS OF THE RATINGS AROUND 20 INDICATORS, AND YOU CAN SEE THE DIFFERENT RANGES IN THERE.

MANSFIELD ISD SCORED A 92.

WHICH IS ACTUALLY TWO POINTS HIGHER THAN LAST YEAR.

WE HAD CONVERSATIONS ABOUT THEM AND THE LAST PRESENTATION OF WHAT WE CAN DO TO IMPROVE ON THAT AND WE HAVE DONE SO.

IN FACT, MONDAY, WE DID ANOTHER BOUNDARY FUNDING, SAVE $5.8 MILLION.

WE'RE PROUD OF THAT TOO.

INDICATOR NUMBER 1. LET'S GO THROUGH THEM.

AUDIT. WAS IT COMPLETED ON TIME? YES, WE PASSED THAT.

THAT WAS NUMBER 1. NUMBER 2.

DO WE HAVE A CLEAN AUDIT? WE CALL IT UNMODIFIED OPINION.

I CAN'T TALK TONIGHT.

THAT IS TRUE, WE PASSED IT.

DID THE DISTRICT MAKE THEIR BOND PAYMENTS ON TIME? YES, WE DID. THAT PASSES THAT ONE.

NUMBER 4. DO WE PAY ALL OF OUR GOVERNMENTAL AGENCIES ON TIME? YES, WE PASSED THAT.

INDICATOR NUMBER 5, IS THE NET POSITION POSITIVE AFTER REDUCING POST- EMPLOYMENT BENEFITS? WE HAVE THAT POST-EMPLOYMENT BENEFITS THAT AREN'T ACTUALLY CASH RELATED, BUT WE HAVE TO HAVE A BOOKING, YOU'RE GOING TO HEAR IT WHEN OUR AUDITORS TALK TO YOU ALL ABOUT IT NOVEMBER.

YES, WE GET A PASSING ON THAT.

INDICATOR NUMBER 6.

THIS TALKS ABOUT THE CHANGE IN THE GENERAL FUND BALANCE OVER THREE YEARS IF IT'S OVER 25% DECREASE, YOU'RE NOT GOING TO DO WELL.

YOU'RE NOT GOING TO PASS IT, BUT WE'VE BEEN STABLE, IN FACT, A LITTLE BIT OF AN INCREASE THERE INTENTIONALLY, 5% OVER THE PAST THREE YEARS.

NUMBER OF DAYS, DO WE HAVE MONEY IN THE BANK? YES, WE DO.

IN FACT, WE HAVE 122 DAYS, AND WE NEED 90 DAY THRESHOLD.

INDICATOR NUMBER 3, WAS THE CURRENT ASSETS TO CURRENT LIABILITIES RATIO TO COVER SHORT TERM DEBT? YES, WE RECEIVED EIGHT POINTS ON THIS.

LET ME JUST SAY IT WAS JUST SHY OF 0.3 TO GET THE 10 POINTS.

I WANT Y'ALL TO KNOW THAT IT WAS REALLY CLOSE AND IT WAS EIGHT POINTS LAST YEAR.

WE WERE JUST REALLY, REALLY CLOSE.

IT'S JUST THE TIMING OF WHEN PAYMENTS ARE MADE AND THE LIABILITIES OCCUR.

[01:30:01]

THAT'S BY JUNE 30TH.

INDICATOR NUMBER 9, THIS TALKS ABOUT THE GENERAL FUND REVENUES.

DO THEY EQUAL EXCEED THE EXPENDITURES, EXCLUDING FACILITIES AND ACQUISITIONS AND CONSTRUCTION? THERE WAS ALSO ANOTHER OUT ON THIS AND GETTING THE TOTAL 10 POINTS.

NUMBER OF DAYS OF CASH ON HAND, AND WE SAID EARLIER, THAT WAS 122, WE PASSED BOTH OF THESE.

SAYING THAT REVENUES DO EXCEED THAT.

INDICATOR NUMBER 10 IS NOT BEING SCORED FOR THIS YEAR.

IT WAS NEW THREE YEARS AGO, AND I HAD TO DO WITH A DISTRICT'S AVERAGE LESS THAN A 10% VARIANCE IN COMPARING THE BUDGET TO ACTUAL REVENUES.

A LOT OF THAT HAD TO DO WITH THE SFO FUNDS BEING IMPLEMENTED INTO THAT.

INDICATOR NUMBER 11. LET'S TALK ABOUT THIS ONE.

THIS IS A RATIO OF LONG TERM LIABILITY TO TOTAL ASSETS.

WE ACTUALLY WENT UP TWO POINTS LAST YEAR.

THIS IS WHERE OUR TWO POINTS INCREASED.

THE MAIN THING IS THE LONG TERM LIABILITIES.

THAT TALKS ABOUT YOUR DEBT AND ALL THAT.

WE PAID DOWN OVER 84 MILLION IN THE LAST TWO YEARS FROM THE LAST TWO OF THE YEAR OF THESE SCORING YEARS.

WHEN YOU ARE IN A ROOFTOP DISTRICT, YOU DO NOT RECEIVE AS MUCH PROPERTY TAX REVENUE PER STUDENT AS ANOTHER DISTRICT, IT'S SIMILAR TO OURS IN THE SAME SCENARIO.

THAT'S BECAUSE WE'RE NOT COMMERCIAL.

WE DON'T BRING IN THAT MONEY THAT PAYS, SO WE PAY DOWN OUR DEBT AS QUICKLY AS WE CAN, JUST LIKE WE DID IN MONDAY, AND WE TAKE THOSE OPPORTUNITIES TO SAVE AS MUCH AS WE CAN.

WE DO MANAGE EVERYTHING REALLY WELL.

WE HAVE HILLTOP SECURITIES AS OUR FINANCIAL ADVISORS, JEFF ROBERT, HE'S ONE OF THE TOP AROUND, AND OUR BOND RATING AGENCIES THINK SO TOO.

WE GET SOME OF THE TOP RATINGS.

INDICATOR NUMBER 12.

THIS WAS NEW THREE YEARS AGO, AND IT'S ANOTHER THING WITH A LONG TERM LIABILITIES.

ALSO, IN THIS SITUATION, WE DID RECEIVE EIGHT POINTS LAST YEAR.

IT WAS JUST SHY AGAIN.

IT WAS 4.1866 AND WE NEEDED LESS THAN FOUR TO RECEIVE THE 10 POINTS.

INDICATOR NUMBER 13, THIS HAS TO DO THE ADMINISTRATIVE COST RATIO.

WE NEEDED TO BE UNDER 8.55% AND WE WERE LESS THAN 6.97.

THEN NUMBER 14 WASN'T MEASURED LAST YEAR, SO IT'S A NEW ONE FOR THIS YEAR.

IT WAS BROUGHT BACK.

WHAT'S A TOTAL ENROLLMENT TO TOTAL STAFF? IF WE DIDN'T HAVE LESS THAN 4%, IF THERE WAS A 4% VARIANCE.

BUT WE WERE LESS THAN THAT SO CHANGE AND ALL THAT.

I'M SORRY, WE WERE AT A 4% DIFFERENCE IN THE RATIO AND NOT LESS THAN 15% RATIO.

THAT WAS PART OF THE SCORING.

WE RECEIVED 10 POINTS.

INDICATOR NUMBER 15, IT'S NOT BEING SCORED.

THEN NUMBER 16, THIS ONE JUST BLOWS ME AWAY.

YOU GOT TO HAVE LESS THAN A 3% VARIANCE IN YOUR SUM OF DIFFERENCES WHEN YOU SUBMIT YOUR PEIMS DATA, AND THAT MEANS YOUR STUDENT DATA THAT'S AUDIT DATA, FINANCE DATA, ALL THE DATA THAT GOES TO TA.

THE SUM OF THE DIFFERENCES, THE DENOMINATOR, WE COULD HAVE HAD A POSSIBLE OVER 345.8 MILLION ERRORS.

WE HAD 481, AND THOSE ARE DUE TO ROUNDING.

THAT'S ROUNDING DIFFERENCES.

WE HAD A 14,000TH OF A PERCENT, SO WE PASSED THAT.

INDICATING NUMBER 17, THESE ARE EXTERNAL AUDITORS.

DID THEY FIND ANY MATERIAL WEAKNESSES IN HERE? NO, THIS WAS NEW THREE YEARS AGO. THEY DID NOT.

EXTERNAL AUDITS, DID THEY FIND THAT THE AUDIT WAS FREE IN ANY INSTANCES OF MATERIAL NON-COMPLIANCE? THEN WE GET 10 POINTS.

DO WE POST THE REQUEST FINANCIAL INFORMATION ON OUR WEBSITE? WHICH WE HAVE, WHICH HAS ALL THE DIFFERENT CODES AND LAWS ON THERE.

THIS WAS NEW THREE YEARS AGO.

WE RECEIVED THE FIVE POINTS ON THAT.

WE BELIEVE IN THE TRANSPARENCY.

I CAN'T WAIT TO GO LOOK FOR THOSE POS.

INDICATOR NUMBER 20.

NEW LAST YEAR, IF WE CAN TALK TO Y'ALL AS THE BOARD, TALK TO THE BOARD, DO WE COMMUNICATE TO Y'ALL? ANY CHANGES OR IMPACT FOR LOCAL STATE AND FEDERAL FUNDING AT A BOARD MEETING, BUT AROUND THE AUDIT FOR THE BUDGET IS ADOPTED.

WE DO THAT WHEN WE DO OUR WORKSHOPS, AND WE HAD THAT FILED ON IN MAY. WE PASSED THAT.

THEN ANOTHER NEW ONE THIS YEAR WAS, DID THE SCHOOL DISTRICT EVEN ADJUSTED REPAYMENT SCHEDULE FOR MORE THAN ONE FISCAL YEAR, OVER ALLOCATION OF STATE AID, DID YOU BECAUSE OF FINANCIAL HARDSHIP? THEY WANT THOSE SCHOOL DISTRICTS TO BE TARGETED IF THEY'RE IN A SITUATION THAT NEEDS TO BE TAKEN CARE OF.

THAT IS NOT US, WE PASSED THAT.

THEN WE HAVE A REQUIRED DISCLOSURES.

THE FIRST ONE IS A SUPERINTENDENT'S CONTRACT, WHICH YOU CAN FIND ON THE MANSFIELD ISD WEBSITE.

DISCLOSURE NUMBER 2, THIS HAS TO DO WITH THE BOARD MEMBERS AND SUPERINTENDENT REIMBURSEMENTS FOR THE 12 YEARS.

REMEMBER, IT'S '22-'23 FISCAL YEAR.

[01:35:01]

DISCLOSURE NUMBER 3, OUTSIDE COMPENSATION AND FEES, ZERO FOR THE SUPERINTENDENT, GIFTS RECEIVED BY THE EXECUTIVE OFFICERS AND BOARD MEMBERS, THOSE ARE POSTED.

DISCLOSURE NUMBER 5 IS THE BOARD MEMBERS BUSINESS TRANSACTIONS BETWEEN SCHOOL DISTRICT AND BOARD MEMBERS, AND THAT IS POSTED.

I ALWAYS SAY, I GET THE ONE PRIVILEGE TO SHARE THE GREAT NEWS WITH YOU, BUT I AM NOT ALONE, BUT ALL OF THOSE PEOPLE LISTED THERE HAVE A HUGE IMPACT ON WHY I'M ABLE TO DO THIS TODAY.

WITH THAT, I'M GOING TO OPEN IT TO ANY QUESTIONS AND THEN I'M GOING TO TURN IT OVER TO MS. BAR FOR PUBLIC HEARING.

>> THANK YOU, MRS. TRONGAARD.

I'M GOING TO START TO MY RIGHT.

ANY QUESTIONS OR COMMENTS? NO. OKAY. TO MY LEFT. DR. CATCH.

>> CONGRATULATIONS. WE CAN SEE WHY YOU GOT THAT INTERNATIONAL AWARD.

FANTASTIC. I JUST WANTED TO MAKE A COMMENT.

I DIDN'T HAVE A QUESTION.

I THINK IT'S IMPORTANT TO POINT OUT HOW YOU'RE WORKING AROUND THE FACT THAT WE'RE A ROOFTOP DISTRICT, AND SO WE HAVE THAT LOWER TAX BASE AND STILL CONTINUE TO GET THOSE HIGH RATINGS FOR OUR BONDS.

JUST CONGRATULATIONS. THANK YOU FOR WHAT YOU DO.

>> THANK YOU.

>> WELL, THAT MUST BE THE SIGN THAT WE ARE DONE.

[LAUGHTER] THANK YOU SO MUCH FOR THE IN DEPTH PRESENTATION.

IF WE DON'T HAVE ANYTHING FURTHER, I'LL GO AHEAD AND MOVE INTO THE PUBLIC HEARING.

WE WILL NOW OPEN THE PUBLIC HEARING ON THE FIRST REPORT AT 8:59 PM.

DO I HAVE ANYONE THAT SUBMITTED A COMMENT AND JUST A REMINDER THIS IS

[11. Public Comments]

NOT THE REGULAR PUBLIC COMMENT PORTION OF THE MEETING THAT WE TYPICALLY HAVE? THIS IS SPECIFICALLY FOR WHAT SHE JUST WENT OVER.

I WILL GET TO THAT IN JUST A MINUTE.

BUT DID WE HAVE ANY PUBLIC COMMENTS SUBMITTED? NO. IF YOU HAVE NOT SUBMITTED A PUBLIC COMMENT REQUEST AND WOULD LIKE TO SPEAK IN REGARD TO THE FIRST REPORT, YOU MAY COME UP AND SUBMIT ONE AT THIS TIME.

WE WILL NOW CLOSE THE PUBLIC HEARING AT 9:01 PM.

I AM GOING TO MOVE TO PUBLIC COMMENTS NOW.

THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD DURING PUBLIC COMMENTS IS AS FOLLOWS.

EACH SPEAKER SHOULD ADDRESS THE BOARD FROM THE PODIUM MICROPHONE AND STATE HIS OR HER NAME BEFORE SPEAKING.

ALL SPEAKERS WILL BE LIMITED TO THREE MINUTES TO MAKE COMMENTS REGARDING ITEMS ON THE AGENDA UNLESS MODIFIED BY THE BOARD PRESIDENT BASED ON BOARD POLICY BED LOCAL.

COPIES OF PRESENTATION SHOULD BE MADE AVAILABLE TO ALL TRUSTEES AND THE SUPERINTENDENT.

BOARD POLICY PROHIBITS THE DISCUSSION OF COMPLAINTS AGAINST THE DISTRICT EMPLOYEE, DURING AN OPEN FORUM.

I BELIEVE WE HAVE TWO PUBLIC COMMENTS THAT WERE SUBMITTED.

OUR FIRST SPEAKER WILL BE SAIDA [INAUDIBLE], PLEASE FEEL FREE TO CORRECT ME. I APOLOGIZE.

>> GOOD EVENING, DR. CANTU, PRESIDENT FARRAR AND TRUSTEES.

I AM SAYADA SAYAT.

YES, YOU PRONOUNCE MY NAME CORRECTLY.

MY NAME IS SAYADA [INAUDIBLE].

THAT'S MY FULL NAME. I WANT TO TALK ABOUT YOUR TAX RULE.

THIS IS ONE OF THE JOB RESPONSIBILITY OF TAD BOARD TO CERTIFY TAX ROLE AS OF JULY 25TH, AND I BELIEVE THEY CERTIFY IT EVERY YEAR.

I'M GOING TO SHOW YOU SOMETHING.

THIS IS THE BOOK AND IT'S NOT ONLY THE BOOK, IT IS THE LAW OF THE LAND.

IT'S CALLED TAXES PROPERTY TAX CODE.

IN THIS BOOK, THERE'S A CHAPTER, NUMBER 23,

[01:40:06]

AND IT'S ON PAGE 172, SAYS, APPRAISAL METHOD AND PROCEDURES AND IT STARTS WITH ALL TAXABLE PROPERTY IS APPRAISED AT ITS MARKET VALUE AS OF JANUARY 1ST.

I STRONGLY BELIEVE JANUARY 1ST COMES EVERY YEAR IN THE SIMILAR WAY, JULY 25TH COMES EVERY YEAR.

PLEASE DO THE AUDIT IF YOU NEVER DONE THE AUDIT OF YOUR TAX ROLL BECAUSE I WANT TO TELL YOU SOMETHING.

IT'S NOT RELATED TO MISD YET.

I DON'T LOOK INTO IT IN THE AREA OF MISD.

BUT AT LOUISVILLE ISD, THERE WAS A $5.6 MILLION PARKING GARAGE WAS ON TAX ROLL FOR THREE YEARS AS A VACANT DEVELOPED LAND.

FINALLY, THIS YEAR, WITH THE HELP OF SEVERAL ACTIVISTS, IT APPEARS AS A $5.6 MILLION PARKING GARAGE.

IT'S IN LOUISVILLE ISD, IT'S IN FLOWER MOUND, BUT PLEASE LOOK INTO YOUR AREA, ESPECIALLY THE SPLIT ZONING CASES, AND WHEN I AM ON PLANNING ZONING FOR COLEVILLE OVER FIVE YEARS, AND I CAN TELL YOU THERE WAS ONE PROPERTY SHEARED BETWEEN TWO CITIES AND COLEVILLE WILL NOT GET THE COMMERCIAL LAND PROPERTY TAX FOR 40 YEARS.

IT TOOK US EIGHT MONTHS TO RESOLVE IT. PLEASE LOOK INTO IT.

BY THE WAY, I'M ONE OF THE NOMINEE FOR TAD BOARD, AND I GOT 13 NOMINATIONS OUT OF 18 AND THREE SCHOOL BOARDS NOMINATED ME.

YOU WILL GET THE BALLOT BY OCTOBER 30TH, AND PROBABLY NEXT MONTH, YOU WILL VOTE ON THAT.

YOUR VOTES ARE DECREASED FROM 221 TO 204, BUT IT'S STILL 4.07% STAKE ON TAD BOARD.

I WILL APPRECIATE YOUR VOTE.

IF YOU WANT TO MAKE ME ACCOUNTABLE, GIVE ME VOTES. THANK YOU FOR YOUR TIME.

>> THANK YOU MA'AM. OUR NEXT SPEAKER IS NIGEL LOUIS.

I DON'T SEE HIM.

MR. LOUIS? NO. THAT CONCLUDES OUR PUBLIC COMMENTS.

WE ARE GOING TO MOVE PAST OUR ITEM NUMBER 12 HUMAN RESOURCES REPORT.
