HOW ARE WE KEEPING AND MAINTAINING A HEALTHY BENCH AND PIPELINE OF LEADERS WITHIN MANSFIELD ISD. SO, WE'RE GOING TO START WITH THE PROGRAM ASPIRING LEADERS. ASPIRING LEADERS AND DR. BRANNON AND I, AS WELL AS DR. PATTON, OUR COLLEAGUE, HAVE HAD THE OPPORTUNITY TO LEAD BOTH OF THESE PROGRAMS THROUGHOUT THE YEARS, BUT THIS YEAR SPECIFICALLY I WORKED WITH OUR ASPIRING LEADERS. AND ASPIRING LEADERS IS FOR OUR DISTRICT PROFESSIONALS, SO OUR TEACHERS, INSTRUCTIONAL SPECIALISTS, LIBRARIANS, COUNSELORS WHO REALLY ARE WORKING ON THEIR MASTER'S DEGREE TYPICALLY AND WANTING TO STEP INTO THAT FIRST LEADERSHIP ROLE. TYPICALLY, WHAT THIS LOOKS LIKE IS AN ASSISTANT PRINCIPAL ROLE. SO, THE BULK OF THE COHORT THAT I WORKED WITH THIS YEAR ARE WANTING TO BECOME CAMPUS ASSISTANT PRINCIPALS. AND SO, WHAT WE FOCUS ON IN OUR SESSIONS IS A BROAD OVERVIEW OF WHAT DOES IT MEAN TO BE A LEADER IN MANSFIELD ISD AND THEN HOW DO YOU PREPARE FOR THE INTERVIEW PROCESS? ON THIS SLIDE HERE, YOU CAN SPECIFICALLY SEE OUR SYLLABUS FOR THE YEAR. THIS YEAR, WE MET FOUR TIMES, WITH A FIFTH TIME BEING REALLY A HYBRID SESSION WHERE THE PARTICIPANTS SENT ME THEIR RESUME, AND I WORKED WITH THE OTHER EXECUTIVE DIRECTORS TO GIVE FEEDBACK ON THEIR RESUMES AND SEND THAT BACK TO THEM TO DO SOME WORK ON THEIR OWN. SO, I MENTIONED EARLIER THAT YOU WOULD SEE THE CORE VALUES. YOU CAN SEE THE FOUR SESSIONS THAT WE LAID OUT FOR ASPIRING LEADERS THIS YEAR. OUR FIRST SESSION WE DID SOME DIGGING INTO WHO ARE WE AS LEADERS USING A PERSONALITY PROFILE AND WE REALLY LOOKED THROUGH THE LENS OF CONTINUOUS IMPROVEMENT. THEN WE DUG INTO THE CORE VALUE OF STUDENTS FIRST AND WHAT DOES THAT REALLY MEAN WHEN YOU'RE A LEADER. IT MEANS THAT SOMETIMES YOU HAVE TO MAKE HARD DECISIONS. SESSION THREE WAS FOCUSED ON POSITIVE RELATIONSHIPS AND COMMUNICATION, WHAT WE TYPICALLY REFER TO AS CULTURE WITHIN A CAMPUS. AND THEN SESSION FOUR WAS PREPARATION FOR INTERVIEW SEASON AND GETTING THE JOB. ONE OF THE THINGS THAT I REALLY WANT TO HIGHLIGHT ABOUT THE SYLLABUS THIS YEAR AND WHAT WE DID WAS WE INVITED CURRENT MISD PRINCIPALS TO COME IN AND SPEAK TO OUR PARTICIPANTS. SO, IT'S ONE THING FOR ME TO STAND UP AND LEAD THROUGH A SLIDESHOW OR TO DO A BOOK STUDY OR TO HAVE THE COHORT MEMBERS READ AN ARTICLE BUT WHEN THEY GET TO HEAR FROM CAMPUS PRINCIPALS THAT'S WHAT REALLY STUCK AND RESONATED WITH MOST OF THEM. THE REALLY UNIQUE THING ABOUT ALL THREE OF THESE AMAZING LEADERS ON THE SCREEN IS ALL THREE OF THESE PRINCIPALS WENT THROUGH ASPIRING LEADERS AND TIPS. SO, THEY ARE PROUD PRODUCTS OF THE GROW YOUR OWN IN MANSFIELD ISD. SO, YOU HAVE MS. KATRINA MABRY-SMITH, MS. MIRIAM MORALES, AND MS. SHAKINDRA ALLEN. AND SO, THIS YEAR I HAD THE OPPORTUNITY OF WORKING WITH 25 MISD TEACHERS WHO ARE WORKING ON [01:20:01] THEIR MASTER'S DEGREE AND WANTING TO BECOME ASSISTANT PRINCIPALS. AND DR. BRANNON AND I THREW SOME KIND OF TRICKY MATH WENT THROUGH AND CALCULATED HOW MANY OF THOSE HAVE STEPPED INTO A LEADERSHIP ROLE AND WE COUNT A LEADERSHIP ROLE AS AN INSTRUCTIONAL COACH COORDINATOR OR ASSISTANT PRINCIPAL AND OF THOSE THREE COHORTS 30% OF THEM HAVE BEEN PROMOTED INTO SOME SORT OF LEADERSHIP POSITION IN MANSFIELD ISD. ONE AS RECENTLY AS LAST WEEK, STEPHANIE PRUITT WAS APPROVED BY DR. SPENCER TO BE THE NEW ASSISTANT PRINCIPAL AT LILY BROWN AND SHE WAS ONE OF THE 25 IN MY COHORT THIS YEAR. AND SO REALLY EXCITED ABOUT THOSE NUMBERS AND THAT WORK. IN ADDITION TO THE NUMBERS, OF COURSE, IT'S IMPORTANT TO HEAR WHAT OUR PARTICIPANTS SAY. SO, THROUGH THIS PROGRAM WE ARE FOCUSED ON DEVELOPING LEADERS WHO HAVE EXCELLENCE AND ACHIEVEMENT AND ALSO EDUCATIONAL EQUITY. SO, THROUGH OUR PROGRAM WE ARE A DISTRICT THAT'S COMMITTED TO PROVIDING ENGAGING LEARNING EXPERIENCES DESIGNED TO DEVELOP AND FOSTER PERSONAL AND PROFESSIONAL COMPETENCIES EXPECTED OF EFFECTIVE MISD LEADERS AND PRINCIPALS. SO, WHAT DOES THE CURRENT RESEARCH SAY? WITHOUT A STRONG PK-12 LEADERSHIP PIPELINE, SCHOOLS FACE INSTABILITY, STALLED INITIATIVES, AND DIMINISHED SUPPORT FOR TEACHERS AND AND STUDENTS AT A TIME WHEN STEADY LEADERSHIP IS ESSENTIAL. AND WE ALL KNOW THAT, ESPECIALLY GIVEN THE STATE OF EDUCATION TODAY. ADDITIONALLY, RESEARCH FROM THE WALLACE FOUNDATION FOUND THAT DISTRICTS WITH STRONG PRINCIPAL PIPELINES AND EXPERIENCES EXPERIENCED HIGHER STUDENT ACHIEVEMENT AND BETTER PRINCIPAL RETENTION, WHICH IS THE GOAL. THE MORE PRINCIPALS WE CAN KEEP IN THE SEAT OVER TIME, THE BETTER. AND AT A COST OF LESS THAN 0.5% OF THE DISTRICT'S BUDGET, AND I KNOW MS. TRONGAARD CAN APPRECIATE THAT. SO AS MS. COBB ALSO WALKED THROUGH, AND AS I REFERRED TO EARLIER, SO DR. PATTON AND I, WE HAD AN OPPORTUNITY TO LOOK AT THE FEEDBACK FROM THE PREVIOUS PARTICIPANTS IN THE PREVIOUS COHORT. AND WHAT WE DID IS WE SAT DOWN, WE REVIEWED THEIR FEEDBACK, TRYING TO IDENTIFY THE THEMES THAT SHOWED UP MOST OFTEN. AND WHAT WE WANTED TO DO IS TO PROVIDE A DEEP, RICH LEARNING EXPERIENCE FOR OUR LEADERS, ALTHOUGH. THERE'S NEVER REALLY ENOUGH TIME, RIGHT? SOME OF THE THINGS THAT COME UP OFTEN IS MORE TIME, MORE TIME, MORE TIME. AND SO, WITH THAT ADJUSTMENT, DR. PATTON AND I AGREED THAT WE WILL MAKE IT A TWO-YEAR COMMITMENT FOR THOSE WHO ARE JOINING IN THE PROGRAM. WE ALSO MADE IT AN APPLICATION-BASED PROCESS, WHICH WAS DIFFERENT FROM HOW IT WAS IN THE PAST IN WHICH THEY ALSO HAD TO INTERVIEW. GIVEN THAT THE PARTICIPANTS WANTED TO RECEIVE A LOT OF HIGH-QUALITY FEEDBACK THAT'S ONGOING THROUGHOUT THE PROGRAM FOR THEIR OWN LEADERSHIP AND PERSONAL DEVELOPMENT, DR. PATTON AND I COMMITTED TO REALLY FOCUSING ON 10 TIPS OF PARTICIPANTS OVER THE COURSE OF THE TWO YEARS. AND OUR HOPE IS THAT WE TRY TO TURN OVER AT LEAST 50% OF THOSE PARTICIPANTS EACH YEAR. SO, THE GOAL IS THAT WE'RE PUSHING HALF [01:25:02] OF THEM OFF AND WE GET TO CONTINUE TRAINING. ADDITIONAL ONES FOR THE FOLLOWING YEAR FOR YEAR TWO. SO HERE YOU'LL SEE WE HAD ACTUALLY WE MET FOR ABOUT EIGHT SESSIONS TOTALLY BECAUSE WE HAD SOME ADDITIONAL INTERVIEWS, SOME OTHER TASKS AND THERE'S PROFESSIONAL LEARNING FOR THEM THAT'S ALSO REQUIRED IN THE SUMMER. BUT YOU'LL SEE HERE WE FOCUS ON VISION 2030 BECAUSE EVERYTHING THAT WE DO HERE IN MISD IS THROUGH VISION 2030 AND IT GUIDES OUR WORK, RIGHT? AND THEN NEXT, WE ALSO FOCUS ON THEIR LEADERSHIP STYLE WITH DISC. AND I'LL TALK A LITTLE BIT ABOUT THAT IN JUST A MOMENT. CAMPUS CULTURE, BECAUSE WE KNOW WITHOUT A STRONG, FRUITFUL CAMPUS CULTURE AS A LEADER, YOU CANNOT BE SUCCESSFUL. SO, THE CULTURE IS THE VEHICLE OF WORKING WITH THE PEOPLE TO GET THE WORK DONE. ADDITIONALLY, A STRONG 30, 60, 90 ENTRY PLAN. AS A PRINCIPAL, IF YOU DON'T HAVE A STRONG ENTRY PLAN. WHEN YOU GET THERE TO LISTEN, LEARN, CONNECT, BUILD RELATIONSHIPS, IT'LL BE VERY, VERY DIFFICULT AND VERY CHALLENGING FOR YOU TO BE SUCCESSFUL AS A LEADER. SO, WE PUT A LOT OF EMPHASIS THERE. NEXT, WE MOVE TOWARD BOARD POLICY, UNDERSTANDING HOW DO WE APPLY THAT WITHIN OUR WORK, AND THEN ALSO GETTING A LITTLE BIT OF PRACTICE WITH CAMPUS BUDGET. AND AGAIN, I'M SURE MS. TRONGAARD WOULD APPRECIATE THAT. AND SO, WITH THAT, WE HAD AN OPPORTUNITY TO THROW DIFFERENT SIMULATIONS TOWARDS THEM. WELL, WHAT IF THIS HAPPENED? WHAT IF YOU HAD TO CUT FUNDING? WHAT'S OUR OUTLOOK FOR 26-27 AND WHAT ARE WE DOING RIGHT NOW? WHO WE ARE? THIS IS ALL ABOUT VISION 2030. YOU HEARD MS. THAT'S BEEN I THINK THAT'S BEEN ADDED OVER THE YEARS BECAUSE IT HAS BEEN A RESILIENCY THAT WE'VE GONE THROUGH A LOT OF CHALLENGES AND STUFF BUT THAT'S WHAT WE VALUE AND THEN WE SHARED EARLIER TONIGHT, AND I WAS SO PROUD TO PRESENT TO YOU ALL, OUR WONDERFUL BUSINESS AND FINANCE TEAM THAT HAVE WON NATIONAL AWARDS FOR BUDGET AND FINANCE, AS WELL AS 22 YEARS IN A ROW A SUPERIOR RATING ON OUR FIRST REPORT WITH TEXAS EDUCATION AGENCY. THESE ARE EXTREMELY IMPORTANT AWARDS TO US. IT PUTS IN A LOT OF EXTRA TIME, BUT MOST IMPORTANT ARE, WE WANT OUR COMMUNITY AND OUR STAKEHOLDERS TO KNOW THAT WE'VE DONE EVERYTHING WE CAN TO PROVIDE THIS INFORMATION ALL ON OUR WEBSITE. OKAY AND THEN HERE WE ARE HOW DO WE GET HERE? AGAIN, STUDENT FOCUS THAT'S OUR NUMBER ONE THING AS WE MAKE OUR DECISIONS AND THEN ANOTHER THING IS WE MENTIONED THE RESPONSIBLE STEWARDSHIP AND THE STRONG FOUNDATION. HAVING COMMUNITY PARTNERSHIPS IS PART OF THE PROCESS OF HOW WE GOT HERE, BUT IT'S A POSITIVE THING. WE CAN ALWAYS DO MORE AND WE CAN ALWAYS DO BETTER TOGETHER, AS WE'VE ALWAYS MENTIONED IN THE PAST, IS OUR THEME, BETTER TOGETHER. BUT WE'RE ALSO PREPARING FOR TOMORROW. THIS IS SMALL, AND I KNOW THAT IS, BUT IT IS A ROADMAP OF HOW WE GOT HERE, AND IT'S IMPORTANT. STARTING IN 2020, THIS IS WHEN I ARRIVED IN 2020, WE HAD COVID, ALL RIGHT? COVID, WE STARTED TO HAVE A LOSS OF ENROLLMENT. HOWEVER, THE STATE PROVIDED FUNDING FOR THE LOSS OF AVERAGE DAILY ATTENDANCE. LET'S GO TO THE NEXT BIG ITEM WAS OUR, WE WERE OPENING THREE NEW SCHOOLS, THE INTERMEDIATE, THE JUNIOR HIGH AND ELEMENTARY DOWN IN THE SOUTHERN PART OF THE MANSFIELD. THAT WAS A LOT OF GROWTH THAT WAS HAPPENING RIGHT DOWN IN THE SOUTHERN PART. WE WERE OPENING THREE NEW SCHOOLS DURING COVID TIME PERIOD. WE HAD TO DO SOMETHING DIFFERENT THAN WHAT WE HAD [01:50:01] IN FRONT OF US. SO, WE DID, WE HAD AN OPPORTUNITY. WE HAD A $400 MILLION BOND REFUNDING, WHICH IS VERY SIMILAR TO A $400 MILLION MORTGAGE REFINANCE. AND SO, YOU'RE ABLE TO SAVE MILLIONS OF DOLLARS IN TAXPAYER INTEREST PAYMENTS ON THOSE, AND INTEREST ON BY DOING JUST LIKE A REFINANCING YOUR MORTGAGE. SO, THE INTEREST RATES DROPPED. WE REFUNDED AND WE SAVED $50 MILLION IN TAXPAYER DOLLARS BY DOING SO. THAT ALLOWED US TO DO A 13-CENT INCREASE IN OUR VATRE MAINTENANCE AND OPERATIONS WHERE THOSE DOLLARS NEEDED TO BE TO OPEN THOSE THREE NEW SCHOOLS. THAT GAVE $24 MILLION IN ADDITIONAL REVENUES. AND THEN ON THE DEBT SERVICE SIDE, WE WERE ABLE TO LOWER THOSE 13 PENNIES ON THAT SIDE. NOT A TAXPAYER CENT WENT TO THE TAXPAYER. THERE WAS NO INCREASE IN THE TAX RATE AS A RESULT OF THAT. ALONG THOSE LINES, WE WERE GIVEN ESSER FUNDS DURING THE COVID TIME PERIOD. THERE WERE STRATEGIC DECISIONS WHEN THOSE FUNDS CAME INTO OUR HANDS OF HOW WE USE THOSE FUNDS. WE DID NOT USE THEM FOR ONGOING SUSTAINABLE TYPE EXPENDITURES THAT WOULD LOCK US IN. WE KNEW THIS WAS A TEMPORARY FUNDING. AND SO, WE PUT THE MAJORITY OF IT, 94% OF THAT, INTO ONE-TIME BIG EXPENDITURES. AGAIN, I MENTIONED THOSE THREE NEW CAMPUSES THAT WERE OPENED UP. AND THEN, ONE OTHER THING WE'VE DONE IS, WELL, SOME OF THE LEGISLATIVE SESSIONS, THE LAST TWO ESPECIALLY, HAVE BEEN FOCUSED ON PROPERTY TAX COMPRESSION, REALLY SINCE 2019. THAT STARTED WITH WHAT'S CALLED COMPRESSION TAX RATE. AND THAT'S A FORMULA THAT WAS CREATED THAT AS THE INCREASE IN THE PROPERTY VALUES GO UP, THE DECREASE IN THE TAX RATE GOES DOWN. SO, IT'S A REVENUE-NEUTRAL TYPE STATE AID FOR US. HOWEVER, THAT'S BEEN A PRIORITY FOR THE LEGISLATORS, AND BILLIONS OF DOLLARS HAVE GONE TOWARDS THAT FUNDING FOR SCHOOL DISTRICTS. AND THAT'S WHAT THEY SEE IS THERE'S NO MONEY INCREASING INTO OUR POCKETS. HOWEVER, IT IS COMING OUT OF THE STATE BUDGET. SO, ON THE LAST TWO LEGISLATIVE SESSIONS, THAT'S BEEN THE PRIORITY, AND WE HAVE BEEN HOLDING OUR BREATH FOR MORE STATE FUNDING, FOR MORE INCREASE IN BASIC ALLOTMENT. SO THAT PARTICULAR PIECE, KNOWING THAT THE STATE LEGISLATION MEETS AROUND JANUARY AND THE BIENNIUM DECISIONS ARE MADE, WE ARE WORKING ON OUR BUDGET. SO, BY THE TIME WE GET ANY INDICATION OF WHAT MIGHT BE COMING OUT AHEAD WE'RE ALREADY IN BUDGET MODE ADOPTING OUR BUDGET FOR THAT FISCAL YEAR SO 23-24 OR LAST YEAR WAS ACTUALLY THE VERY FIRST YEAR WE HAD A DECREASE IN ENROLLMENT ALL RIGHT LAST YEAR WAS THE BIGGEST YEAR WE HAD A DECREASE AND WE DID IT AGAIN IN THIS NEXT FISCAL YEAR THIS FOR THIS YEAR WE ALSO PASSED MISSED THIS BUT IN MAY OF 2024. AGAIN, A SUCCESSFUL BOND ELECTION OF $588.5 MILLION, AGAIN WITH NO INCREASE IN THE TAX RATE. SO, IF THAT WAS NOT PASSED BY OUR VOTERS, AND THANK YOU VOTERS FOR THAT, BECAUSE WE WOULD HAVE HAD A DIFFERENT OUTCOME IN OUR SCHOOL DISTRICT. WE NEEDED TO TAKE CARE OF MANY THINGS THAT THE LIFE CYCLES WERE EXPIRING. AND SO, WITH THAT PASSAGE IT REALLY ENABLED US TO CONTINUE TO MOVE THINGS OVER. WE PAID A LOT OF BUSES IN BETWEEN THE TIME OF THE VATRE AND THE PASSAGE OF THE BOND OUT OF A CAPITAL PROJECTS FUND THAT WE SET ASIDE FROM EXCESS ESSER FUNDS THAT WE HAD. AND HOW WE GOT EXCESS ESSER FUNDS IS BECAUSE WE UTILIZED THOSE FUNDS FOR UTILITIES AND THINGS THAT WE WERE ALREADY SPENDING OUR MONEY ON. SO THAT'S A STRETCHING OF THOSE DOLLARS THAT WE WERE ABLE TO DO IN DESPERATE NEED OF THOSE BUSES. AND SO HERE IS AN EXAMPLE OF OVER THE YEARS PAST OF WHAT HAS TAKEN PLACE. THE VERY TOP NUMBER THERE, THE TOP LAYER, IS THE RAISES THAT HAVE BEEN APPROVED BY THE BOARD. IT'S GONE FROM 1% UP TO 4% OVER THE PAST SEVERAL YEARS. IT'S HARD. OUR STAFF IN DEALING WITH THE HEALTH INSURANCE AND INFLATION AND THINGS LIKE THAT, YOUR BOARD HAVE SUPPORTED THE STAFF MEMBERS VERY MUCH SO IN THE PAST YEARS. AND YOU CAN SEE THE REVENUES HAVE GONE UP, THE EXPENDITURES HAVE GONE UP. THE THIRD LINE THERE, IF ANYONE CAN SEE THAT, THE THIRD LINE IS WHERE YOU START SEEING HOW WE INVESTED THE FUNDS. SO, YOU TAKE THE EXCESS, WE HAD AN $18 MILLION INCREASE IN REVENUES OVER EXPENDITURES. AND THAT WAS ALLOWED US TO MOVE THAT MONEY [01:55:02] OVER TO BUY THOSE BUSES, TO BUY THE THINGS THAT ANYTHING THAT CAME UP THAT WE DIDN'T HAVE A BOND TO PAY FOR BECAUSE WE HADN'T GONE OUT FOR THAT BOND YET. AGAIN, WE DID THE SAME THING IN $14 MILLION IN 22-23. AND THEN NOTICE THE NUMBER GETS A LITTLE BIT SMALLER IN 23-24 AND THAT'S BECAUSE THE ESSER FUNDS RAN OUT IN SEPTEMBER OF 2024. IT WAS THE GRANT WAS ENDING. THE FIVE-MILLION-DOLLAR TRANSFER COMING BACK IN IN 2024-25 IS WHAT I SAID WHEN WE FIRST SAW THE DECREASE IN ENROLLMENT. WE NEEDED A LITTLE HELP THERE AND THEN THE SAME THING IN 25-26 THAT'S THIS YEAR FOR THIS YEAR. OKAY AND THEN HERE THE MAIN GOAL AROUND ALLOWING US TO TRANSFER THOSE FUNDS OUT OVER INTO A CAPITAL PROJECT WAS TRYING TO MEET YOUR GOAL FIRST AND THAT IS BOARD'S GOAL OF 25% OF OPERATING EXPENDITURES. THIS GRAPH DEMONSTRATES HOW THAT WAS DONE. SO, WE SHOW THE 112, WE'VE MAINTAINED IT FAIRLY STABLE OVER THE YEARS. SO THAT'S HOW WE'VE BEEN ABLE TO USE THOSE FUNDS IN THE BEST OF WHAT'S BEST FOR ALL OF US AND THEN IT SHOWS ALSO THE DIFFERENCE IN THE TRANSFERS AND THE ADDED TO FUND BALANCE AND THEN THE LAST THING YOU'RE GOING TO HEAR FROM MRS. IRVIN, BUT THE LAST ONE IS THIS YEAR'S PROJECTIONS IS THE $8.2 MILLION DEFICIT. IT IS BETTER THAN WHAT WE BROUGHT YOU TO AN ADOPTED BUDGET OF $13 MILLION AND SOMETHING, AND SHE'LL GO OVER THAT. BUT IT STILL DOES COME ABOVE THE BOARD'S GOAL OF 25% WITH THAT CHANGE THERE. OKAY, NOW I'M GOING TO TURN IT OVER TO MRS. IRVIN. THANK YOU. GOOD EVENING. DR. CRUTCHFIELD, DR. SPENCER, MEMBERS OF THE BOARD. 25-26, WHERE WE STAND AS OF RIGHT NOW, AND THESE PROJECTIONS ARE BASED ON MAY 8, OUR EXPENDITURES THROUGH MAY 8, SO BASICALLY THROUGH THE END OF APRIL, PROJECTING OUT HOW WE WOULD FINISH OUT THE NEXT TWO MONTHS. WE HAD 34,743 STUDENTS AT THE FALL SNAPSHOT, AND WE HAD 4,737 EMPLOYEES. THIS IS WHAT WAS SHOWN TO THE BOARD LAST YEAR FOR ADOPTION. WE ADOPTED A 13-MILLION-DOLLAR DEFICIT BUDGET THAT INCLUDED THE TEACHER RETENTION ALLOTMENT INCREASES, 3% RAISE FOR ALL OTHER STAFF AND PLUS INCORPORATED SOME OF THE OTHER CHANGES THAT CAME ABOUT FROM THE LEGISLATIVE SESSION. THE TEACHER RETENTION ALLOTMENT THAT EQUATED TO AROUND A 7 TO 8% RAISE FOR THE TEACHERS AT THAT TIME. SO, WHERE WE STAND RIGHT NOW, OUR BUDGETED REVENUES WERE 397 MILLION DOLLARS, BUT WE'RE COMING IN AROUND 396 MILLION IS WHAT IT LOOKS LIKE. EVEN THOUGH WE'VE HAD A DECLINE OF ENROLLMENT, WE ALSO HAD SOME ADDITIONAL STATE AID FROM PROPERTY VALUE STUDY AUDITS, IT'S JUST ADDITIONAL STATE AID. OUR EXPENDITURES ARE COMING IN BETTER THAN WHAT WE HAD PROJECTED ORIGINALLY AT FOUR HUNDRED AND ELEVEN POINT NINE MILLION DOLLARS. WHEN WE STARTED SEEING THE DECLINE OF ENROLLMENT, WE STARTED SCALING BACK AND TAKING STEPS TO PULL BACK THOSE EXPENDITURES TO HELP REDUCE THAT DEFICIT. SO AS OF RIGHT NOW RATHER THAN A 13.4 MILLION DOLLAR DEFICIT BUDGET THAT WE HAD ADOPTED WE'RE LOOKING AT AROUND AN 8.2 MILLION DOLLAR DEFICIT IS WHAT WE'RE PROJECTING. THIS IS A BAR GRAPH OF OUR FUND BALANCE AND OUR REVENUES AND EXPENDITURES. THE SOLID BLUE LINE IS GOING TO BE OUR REVENUES. THE SOLID RED LINE ARE EXPENDITURES. AND YOU CAN SEE STARTING IN 2020-2021 THAT WE START OUT WITH OUR REVENUES ARE GREATER THAN OUR EXPENDITURES. BUT THEN WHEN WE GET TO 23-24 THE TWO MEET AND WE BEGIN TO SEE THE CHANGES AND THEN BEGINNING IN 24-25 OUR EXPENDITURES START EXCEEDING OUR REVENUES AND SO YOU CAN SEE THAT RED LINE EXCEEDING. THE BOTTOM GRAPH IS GOING TO BE OUR FUND BALANCE AND IT ALSO INDICATES WHAT THE BOARD'S GOAL IS AND WHAT PERCENTAGE OF OPERATING EXPENDITURES BOARD POLICY CE LOCAL SAYS THAT 17 TO 25 PERCENT OF OPERATING EXPENDITURES SHALL BE IN FUND BALANCE. AND YOU CAN SEE THAT WE [02:00:01] ARE WELL EXCEEDING THAT THE BOARD'S GOAL 17 IS ROUGHLY TWO MONTHS OPERATING EXPENSES AND THEN 25 IS GOING TO BE THREE MONTHS OPERATING EXPENSE. WE ENDED LAST YEAR THE 24-25 SCHOOL YEAR WITH AN AUDITED FUND BALANCE OF 115.3 MILLION DOLLARS. OF THAT, $2.4 MILLION IS ASSIGNED. THAT IS SOMETHING THAT'S SET ASIDE FOR PREPAID ITEMS, INVENTORY, THINGS LIKE THAT. AND IF I SUBTRACT OUT, WHAT, 25% OF EXPENDITURES, THAT'S $94.9 MILLION. AND THEN WE SUBTRACT OUT OUR PROJECTED DEFICIT OF $8.2 MILLION, WE SHOULD APPROXIMATELY BE AROUND $107 MILLION. WELL, THAT IS 27.6% OF OPERATING EXPENDITURES STILL WELL ABOVE THE BOARD'S GOAL. SO THAT WOULD LEAVE 14.6 MILLION AVAILABLE FOR A RAINY DAY FOR EXTRA EXPENDITURES. SOME OF THE TRENDS THAT WE'VE BEEN EXPERIENCING WITH ENROLLMENT AND STAFFING SINCE 2020-2021 TO TODAY, YOU CAN SEE ON THE STUDENT SIDE HOW THE STUDENT NUMBERS THEY GROW UP UNTIL THE 24-25 SCHOOL YEAR, OR EXCUSE ME, THE 23-24 SCHOOL YEAR, BUT THEN THEY START DECLINING IN 24-25. THAT CUMULATIVE EFFECT ON OUR REVENUE FROM THAT POINT IN TIME IS $11.5 MILLION IN LOST REVENUE BY THE LOSS OF 384 STUDENTS. NOW, IT FLUCTUATES OVER TIME. JUST IN THE LAST TWO YEARS ALONE, IT WAS 1,100 STUDENTS, BUT YOU CAN SEE HOW THAT CUMULATIVE EFFECT AFFECTS OUR REVENUE AT THE SAME TIME THE MIDDLE GRAPH REFLECTS THE CHANGE IN EMPLOYEES AND IT FOLLOWS THE SAME PATTERN WE HAVE INCREASE INCREASE BUT THEN IN THE 24-25 SCHOOL YEAR WE START A DECLINE NOW WE STILL HAVE A LITTLE BIT OF AN INCREASE IN THE 25-26 SCHOOL YEAR A LOT OF THOSE CHANGES IN STAFFING IS NOT GOING TO BE ALL GENERAL FUNDS. SOME OF THOSE ARE OUR OUT-OF-SCHOOL PROGRAMS, OUR FEDERAL PROGRAMS, SAFETY AND SECURITY, SOME OF OUR SPECIAL POPULATION CHANGES. THOSE ARE PRIMARILY, AGAIN, THOSE CHANGES IN STAFFING, THEY'RE PRIMARILY DUE, NOT TOTALLY DUE TO ALL OF THOSE ITEMS, BUT PRIMARILY. SO, THE INCREASES IN SPECIAL POPULATIONS. THOSE ARE GOING TO BE OUR EARLY, EXCUSE ME, OUR SPECIAL EDUCATION STUDENTS, OUR ENGLISH LANGUAGE LEARNERS, OUR GIFTED AND TALENTED, SPECIALIZED PROGRAMS. SOME OF THOSE REQUIRE ADDITIONAL SERVICES BECAUSE WE WANT TO MAKE SURE THAT THEY ALL HAVE AN EQUAL OPPORTUNITY FOR HAVING A HIGH-QUALITY EDUCATION. AND OUR OUT-OF-SCHOOL CARE PROGRAMS, THAT'S GOING TO BE OUR BEFORE AND AFTER SCHOOL PROGRAM, OUR DAYCARE PROGRAM, THINGS OF THAT NATURE. AND AS MS. TRONGAARD SAID, THAT WE OPENED THREE NEW CAMPUSES. WE OPENED AN ELEMENTARY, INTERMEDIATE, AND A MIDDLE SCHOOL CAMPUS. AND THEN WE HAVE SOME ADDITIONAL INCREASES IN OUR SAFETY AND SECURITY. SO, WHAT ARE WE LOOKING AT FOR 26-27? AGAIN, WE ARE ALWAYS STUDENT FIRST WHENEVER WE'RE WORKING ON OUR BUDGET. WE'RE ALWAYS FOCUSED ON VISION 2030 TO MAKE SURE THAT EVERYTHING ADHERES TO WHAT IS THE VISION OF THE DISTRICT. SO, THE GOALS OF DEVELOPING THIS BUDGET, OF COURSE, WE ALWAYS WANT TO KEEP AT THE CENTER IS THE HIGH-QUALITY EDUCATION INSTRUCTIONAL SUPPORT. WE WANT TO ATTRACT AND RETAIN HIGH QUALITY STAFF, BUT WE'VE ALSO GOT TO MAKE SURE THAT OUR BUDGET IS SUSTAINABLE AND THAT OUR STAFFING ALIGNS WITH OUR STUDENT POPULATION. THERE'S SOME REAL CHALLENGES IN DEVELOPING THIS BUDGET. WE HAVE DECLINING ENROLLMENT AND WE'LL EXPLORE THAT A LITTLE BIT MORE IN A MOMENT. RECORD INFLATION SINCE 2020-2021. WE'VE EXPERIENCE RECORD INFLATION. WE HAVE JUST IN THAT PERIOD OF TIME OUR INSURANCE HAS INCREASED 74.8% AND OUR FUEL COSTS 93.9%. THERE'S THE PRESSURE TO INCREASE WAGES BECAUSE JUST AS WE ARE EXPERIENCING INFLATION OUR EMPLOYEES ARE EXPERIENCING THAT AS WELL SO THAT THERE IS PRESSURE TO INCREASE THEIR WAGES TO REMAIN COMPETITIVE BECAUSE WE HAVE TO COMPETE WITH OTHER DISTRICTS [02:05:01] FOR THE HIGH-QUALITY STAFF. BIG CHALLENGES FOR US IS THE FACT THAT OUR BASIC ALLOTMENT HAS NOT BEEN INCREASED SINCE 2019. IT HAS REMAINED FLAT. IF YOU WERE TO ADJUST THAT FOR INFLATION, WE SHOULD BE EARNING $7,500 PER STUDENT RATHER THAN $6,215. THAT IS A $1,285 GAP BY NOT INCREASING THE BASIC ALLOTMENT. FOR A SCHOOL DISTRICT, THE MAJORITY OF OUR EXPENDITURES ARE GOING TO BE SALARIES. WE ARE A LABOR-INTENSIVE ORGANIZATION, SO THEREFORE 85% OF OUR BUDGET GOES TOWARDS SALARIES. THE NEXT BIGGEST PIECE ARE GOING TO BE OUR UTILITIES AND INSURANCE, FOLLOWED BY OUR TRANSPORTATION, THE FUEL COSTS, THE SAFETY AND SECURITY, AND SOME ADDITIONAL RESOURCES TO PROVIDE FOR OUR SPECIAL POPULATIONS. VISUALLY, TO LOOK AT THE ENROLLMENT CHANGES, THE SOLID BLUE LINE, THAT IS HISTORICAL ENROLLMENT. THE DOTTED YELLOW LINE IS GOING TO BE OUR PROJECTED ENROLLMENT BASED ON THE MIDPOINT FROM OUR DEMOGRAPHER'S REPORT. YOU CAN SEE, AGAIN, AS WE'VE STATED BEFORE, YOU CAN SEE THE PEAK IN 23-24, AND THEN WE START THE DECLINE AND THE TRAJECTORY CONTINUES DOWNWARD. WE'RE NOT ALONE THOUGH. THIS IS HAPPENING ACROSS THE STATE OF TEXAS. ACCORDING TO A REPORT THAT WAS JUST RELEASED FROM TEXAS2036.ORG, OVER 76,000 STUDENTS HAVE LEFT PUBLIC EDUCATION IN THE STATE OF TEXAS JUST IN THE PAST YEAR. WE ARE IN WHAT'S CALLED REGION 11, WHICH IS GOING TO BE THE NORTH-CENTRAL TEXAS AREA, INCLUDING FORT WORTH. WE SAW THE LARGEST DECREASE IN STUDENTS. THAT'S AT 3%. 24,500 STUDENTS. REGION 10, WHICH IS OUR NEIGHBOR, THE DALLAS AREA, THEY DECLINED 1.3%. BUT WHERE ARE THOSE KIDDOS GOING? 60% OF THEM ARE GOING TO PRIVATE SCHOOLS, 18% ARE BEING HOMESCHOOLED, WITH 12% GOING TO CHARTER SCHOOLS. BUT THAT'S NOT ALL. WE DO HAVE DECLINING BIRTH RATES. THERE ARE FEWER BABIES BEING BORN, THEREFORE WE HAVE FEWER KINDERGARTNERS. SO, THE TWO THINGS COUPLED TOGETHER AMOUNT TO OUR DECLINE. ALTHOUGH WE'VE HAD A DECREASE IN OUR OVERALL ENROLLMENT, WE'VE ALSO EXPERIENCED AN INCREASE IN OUR SPECIAL POPULATIONS. OUR SPECIAL POPULATIONS, AGAIN, ARE GOING TO BE OUR ENGLISH LANGUAGE LEARNERS, OUR SPECIAL EDUCATION STUDENTS, OUR AT-RISK STUDENTS, ARE GIFTED AND TALENTED. AND ALTHOUGH IT SHOWS THAT A 06,100-STUDENT INCREASE, I DO WANT TO POINT OUT THAT THOSE AREN'T INDIVIDUAL NUMBERS. ONE COULD BE IN MULTIPLE PROGRAMS, SO THEY COULD BE DUPLICATED. WELL, WHO ARE OUR SPECIAL POPULATIONS? AGAIN, AS I SAID, THE ENGLISH LANGUAGE LEARNERS, SPECIAL POPULATIONS OF OUR GIFTED AND TALENTED, OUR SPECIAL EDUCATION STUDENTS. WELL, THEY, THE STUDENTS, HOW WE SUPPORT THEM, WE PROVIDE INDIVIDUAL EDUCATION PROGRAMS, BEHAVIORAL PLANS, THEY COULD BE IN SPECIALIZED PROGRAMS, THEY COULD LEARN IN A SELF-CONTAINED CLASSROOM, THEY COULD BE IN A GENERAL ED CLASSROOM, COULD BE IN A PULL-OUT PROGRAM. BUT BASICALLY, WHAT IT BOILS DOWN TO IS THAT ALL OF OUR STUDENTS, THAT WE WANT TO PROVIDE ACCESS TO A HIGH-QUALITY EDUCATION. SOME OF OUR STUDENTS REQUIRE SOME SPECIALIZED SERVICES AND SO WE HAVE WE PROVIDE THOSE TO THOSE STUDENTS TO PROVIDE THEM AN EQUITABLE OPPORTUNITY TO LEARN AND TO BE SUCCESSFUL IN THEIR LEARNING. THE ASSUMPTIONS THAT WERE USED FOR THE 26-27 BUDGET IS A ENROLLMENT OF 34,319 WHICH IS A DECREASE OF 414 OVER THE CURRENT YEAR AND A 95% ATTENDANCE RATE. AGAIN, 85% OF OUR BUDGET IS PAYROLL. PAYROLL REPRESENTS THE MAJORITY OF OUR BUDGET. IF YOU WERE TO COMPARE IT TO OTHER DISTRICTS, SOME DISTRICTS MAY VARY SLIGHTLY AND THAT COULD BE THAT SOMETIMES THEY MAY CONTRACT OUT CERTAIN SERVICES SUCH AS TRANSPORTATION, SOME CONTRACT OUT CUSTODIAL, SO THAT YOU DO HAVE TO KEEP THOSE IN MIND. UNDER PROPOSAL TWO THAT WOULD BE A TWO PERCENT OF THE MIDPOINT FOR ALL EXCEPT TEACHERS, TEACHERS RECEIVING FIVE HUNDRED DOLLARS EACH AND THAT IS WHERE, THAT CAME FROM IS LAST YEAR, AS I MENTIONED EARLIER, THE TEACHER RETENTION ALLOTMENT PROVIDED ROUGHLY 7 TO 8% INCREASE AND THE REST OF THE EMPLOYEES WAS 3%. OR UNDER PROPOSAL 3 WOULD BE A 2% OF THE MIDPOINT FOR ALL STAFF WITH AN ADDITIONAL 3%, 5% TOTAL FOR PARAPROFESSIONALS WITH AN ESTIMATED COST OF $356.7 AND WHERE THAT PROPOSAL CAME FROM IT COMES AS A RESULT OF CLIMATE SURVEYS CONVERSATIONS WITH PRINCIPLES THAT DR. SPENCER HAS HAD AND MEMBERS OF THE COMMUNITY THAT SAID WE NEED TO DO SOMETHING FOR THE PAIR OF PROFESSIONALS SO THAT'S WHERE THAT CAME FROM SO WHAT DOES THAT LOOK LIKE UNDER EACH OF THE PROPOSALS OUR REVENUES ARE FAIRLY STABLE THE DIFFERENCES HAS TO DO WITH TRS ON BEHALF SO OUR PROJECTED REVENUES UNDER PROPOSAL 1 WOULD BE $391.3 MILLION, UNDER PROPOSAL 2 $391.6 MILLION, AND UNDER PROPOSAL 3 $391.7 MILLION. TWO WOULD BE A $16.8 MILLION DEFICIT. AND THEN UNDER THREE WOULD BE A $20.1 MILLION DEFICIT BUDGET. SOME OF THE GREAT THINGS ABOUT WORKING FOR MANSFIELD ISD BECAUSE WE ARE A GREAT PLACE TO LIVE, LEARN, AND TEACH. WE START OUR TEACHER SALARIES AT $64,700. WE OFFER AN EMPLOYEE CLINIC THAT IS AVAILABLE TO OUR EMPLOYEES, THEIR DEPENDENTS, THEIR SPOUSES. THE EMPLOYEE HEALTH CONTRIBUTION THIS YEAR TRS ACTIVE CARE THE ONE IS INCREASING IN THEIR COST THAT'S THE ONLY PLAN LEVEL THAT'S INCREASING. SO, WE CURRENTLY PAY $375 A MONTH PER PARTICIPATING EMPLOYEE, AND WE ARE PROPOSING TO INCREASE THAT TO $412 PER MONTH TO THOSE THAT ARE PARTICIPATING IN THE PROGRAM. WE CURRENTLY HAVE 1,455 EMPLOYEES THAT PARTICIPATE IN THE LOWEST COST. AND OF THAT NUMBER, 54% OF THOSE REPRESENT TEACHERS AND 27% REPRESENT PARAPROFESSIONALS AND AUXILIARY EMPLOYEES. SO, WHAT ARE SOME OF THE OTHER DISTRICTS DOING? YOU CAN SEE THAT SOME OF THE OTHER DISTRICTS, THE RAISES THAT THEY ARE PROPOSING, BUT I WOULD LIKE TO POINT OUT THAT ONLY HEB AND NORTHWEST ISD HAS NOT CLOSED ANY CAMPUSES. THE OTHER DISTRICTS HAVE ALREADY CLOSED CAMPUSES AND ARE ABLE TO PROVIDE A LITTLE BIT MORE. SO, WHAT ARE WE DOING RIGHT NOW? WHAT HAVE WE DONE ALREADY? THESE ARE SOME ITEMS THAT WE'VE BEEN DOING IS TO REVIEW EACH AND EVERY POSITION AS SOMEONE LEAVES THROUGH ATTRITION. SO, WE ARE EVALUATING TO SEE IF THAT PARTICULAR POSITION NEEDS TO BE REPLACED. OR IF WE CAN DO WITHOUT. AND THERE IS A LENS THAT WE ARE TO BE REVIEWING THOSE POSITIONS AT TO MAKE SURE THAT WE ARE TOUCHING THE CLASSROOM LAST. SO, WE ALWAYS WANT TO MAKE SURE THE STUDENT STAYS STUDENT-CENTERED. RIGHT NOW, WE HAVE SAVED APPROXIMATELY $1.1 MILLION IN NOT FILLING POSITIONS THAT HAVE LEFT. WE CURRENTLY HAVE OPEN ENROLLMENT AND WE HAVE 128 NEW STUDENT APPLICATIONS THAT HAVE BEEN APPROVED. THOSE ARE NEW [02:15:04] TO MISD. THAT WOULD EQUATE TO AROUND $755,000 ADDITIONAL INCOME. MAXIMIZING OUR FEDERAL FUNDS, THAT IS TAKING A LOOK AT OUR FEDERAL FUNDS TO SEE CAN WE STRATEGICALLY PLACE SOME OF OUR POSITIONS THAT WE PAY FOR IN THE GENERAL FUND OVER WITH FEDERAL FUNDS. AND WITH THAT, WE ARE ABLE TO SAVE APPROXIMATELY $900,000. WE ARE ALSO CANCELING THE CONTRACT FOR THE SUBSTITUTE FINDING CONTRACT. WE'RE GOING TO BRING THAT BACK IN-HOUSE. THAT WILL SAVE APPROXIMATELY $1.1 MILLION. NOW ALSO, WE WILL BE FORMING, DR. SPENCER IS FORMING A FINANCIAL FUTURE COMMITTEE THIS FALL TO EVALUATE. WHAT ARE THE DIFFERENT THINGS THAT WE COULD DO TO CONTINUE TO REDUCE THIS DEFICIT? AND I BELIEVE THEY WOULD PLAN TO PRESENT SOMETHING TO THE BOARD IN THE NOVEMBER-DECEMBER TIMEFRAME. THE PROPOSAL THAT WE BROUGHT TO YOU FOR 26-27 WE OFFERED THREE DIFFERENT PROPOSALS WITH THE THIRD PROPOSAL KEEPING IN MIND OUR GOAL OF TO RETAIN AND RECRUIT OR RECRUIT AND THEN RETAIN HIGH QUALITY STAFF AND BEING ABLE TO MEET THEIR NEEDS I SHARED WITH YOU WHAT OTHER DISTRICTS ARE DOING AND THE FACT THAT MANY OF THEM HAVE ALREADY CLOSED CAMPUSES. AND WE DO PRIORITIZE DOING IN-TOWN TRAVEL WITH THOSE AND WITH OUR OLDER STUDENTS, MIDDLE SCHOOL AND HIGH SCHOOL. THIS IS THE WHIRLY TO WESTER TYPE OF A TRIP THAT WE USE THOSE FOR. SO, I AM REQUIRED BY THE TEA TO PRESENT THE COST TO YOU SO THAT YOU CAN MAKE A VERY INFORMED DECISION OF HOW TO MOVE FORWARD TO RETROFIT THOSE 37 BUSES THAT ARE NOT COMPLIANT.
