BACK IN THE BEGINNING OF THE SCHOOL YEAR, SO REALLY WHEN THE CONVERSATION BEGAN TIED TO THIS WORK, AND WE WANTED TO REALLY POINT BACK TO VISION 2030. AND YOU SAY, WELL, HOW? IS VISION 2030 CONNECTED TO THE WORK OF THE LEGISLATIVE LEADERSHIP COMMITTEE? I'M GLAD YOU ASKED. I'LL TELL YOU SPECIFICALLY. WE WON'T BE ABLE TO DO THE GREAT THINGS THAT WE LOVE DOING FOR MANSFIELD ISD IF WE'RE NOT PROPERLY FUNDED AND WE DON'T GET THE RESOURCES THAT WE NEED IN ORDER TO BE ABLE TO FULFILL VISION 2030 OF LIFE-READY, CAREER-READY, AND COLLEGE-READY. SO IT SPECIFICALLY IS CONNECTED TO IT IN THAT WAY. SO THE PURPOSE OF THE COMMITTEE. WHEN THIS PARTICULAR COMMITTEE WAS FORMED, WE LITERALLY JUST REALLY CAME OUT OF THE 89TH LEGISLATIVE SESSION AND ALL OF THE THINGS THAT WERE CONNECTED TO THAT AND ALL THE WORK THAT WAS A PART OF THAT. AND WE QUICKLY UNDERSTOOD IN THAT MOMENT THAT EVEN THOUGH WE'RE IN THE MIDDLE OF TAKING CARE OF THE THINGS FROM THE 89TH LEGISLATIVE SESSION AND ALL THE THINGS THAT TRANSPIRED IN THAT SPACE, WE NEEDED TO ALREADY BE FORECASTING AND GETTING READY AND PLANNING FOR THE 90TH LEGISLATIVE SESSION. SO THE ROLE OF THIS PARTICULAR COMMITTEE WAS TO BE ABLE TO BRING... LEGISLATIVE PRIORITIES TO THE BOARD AND ONE OF THE THINGS THAT I KNOW THAT THEY PROBABLY GREW TIRED OF HEARING ME SAY IS WE ARE A ADVISORY COMMITTEE WE'RE GOING TO PRESENT THINGS TO THE BOARD AND ULTIMATELY AT THAT POINT THEY WILL LOOK AT THAT EVALUATE IT TWEAK IT MAKE CHANGES OR MODIFICATIONS BUT LIKE I SAID JUST SUPER EXCITED ABOUT THAT PART OF IT SO LET'S TALK ABOUT THE OVERVIEW OF THE COMMITTEE WITH THIS, WE WANTED EVERYONE TO BE ABLE TO FEEL SEEN, VALUED, AND HEARD. SO EVERY ASPECT OF OUR DISTRICT, WE WANTED TO HAVE REPRESENTED IN THIS SPACE. REPRESENTATIVES FROM ALL OF OUR HIGH SCHOOLS, FROM ALL OF OUR FEEDER PATTERNS, FROM PARENTS, FROM CAMPUS AND DISTRICT STAFF, FROM COMMUNITY AND BUSINESS MEMBERS. AND AGAIN, I BELIEVE THAT WE ACCOMPLISHED THAT IN THIS MOMENT. WE HAD OVER 100 INDIVIDUALS WHO SIGNED UP TO SAY THAT THEY WANTED TO BE A PART OF THIS. YOU KNOW THE BEAUTY OF MANSFIELD ISD? THEY DIDN'T EVEN UNDERSTAND WHAT IT WAS. SOME OF THEM, THEY CALLED AND SAID, YOU KNOW WHAT, I WANT TO BE A PART OF THIS. AND THAT'S JUST HOW SOMETIMES PEOPLE FEEL SO CONNECTED TO THE WORK IN THAT STANDPOINT. SO ULTIMATELY, WE LANDED AT 89 CITIZENS THAT ARE A PART OF THIS PARTICULAR WORK. WHEN YOU TALK ABOUT IT, THOSE ARE THE COMMITTEE MEMBERS THAT ARE NOTATED THERE. PARENTS, YOU SEE ALL OF THE NAMES AND THE DIFFERENT FOLKS THAT ARE NOTATED THERE. THE STUDENTS, AND WHEN I TELL YOU WE HAVE SOME IMPRESSIVE STUDENTS THAT ARE A PART OF MANSFIELD, YOU ALREADY KNOW IT. THEY ARE, AND THEY LEANED IN, THEY ASKED GREAT QUESTIONS, AND SO JUST HAVING THEM THERE AND BEING A PART OF IT EVEN MADE IT EVEN THAT MUCH MORE EXTRA SPECIAL. COMMUNITY MEMBERS, MISD TEACHERS, AND OTHER MISD STAFF. I WANT TO ALSO PAUSE IN THIS MOMENT TO TALK A LITTLE BIT WITH REGARD TO THE STRUCTURE THAT TRANSPIRED WITH IT. WE WANTED TO TAKE THAT LARGE COMMITTEE AND MAKE IT SMALL, SO WE HAD INDIVIDUALS THERE, WE HAD SUBCOMMITTEE LEADERSHIP THAT WAS IN PLACE. SO I WANT TO BE ABLE TO KIND OF TIP. MY HAT TO OUR SUBCOMMITTEE CHAIR FOLKS. THAT WAS MS. POWERS, IT WAS ALSO MR. BENAVIDES, AND ALSO MS. IRVING. AND, AGAIN, I WANT TO JUST SAY THE COMMITTEE REALLY APPRECIATED THAT. AND I GOT A PHONE CALL AND SAID, YOU KNOW WHAT? HEY, WE WANT THEM TO BE ABLE TO COME BACK AND BE A PART OF THAT. A LOT OF PEOPLE JUST KIND OF TURN THEIR HEAD TO IT AND BE LIKE IT'S LEGISLATION AND THEY KNOW WHAT THEY'RE DOING BUT LEARNING AT THAT. LETTERS TO LETTERS ARE ACTUALLY READING THE EMAILS WE'RE SENDING THEM. MY PASSION IS NOW TO TEACH PEOPLE TO BE LIKE, PLEASE REACH OUT TO THEM, EVEN IF IT'S A, I DON'T UNDERSTAND THIS OR I DON'T LIKE THIS. ANYTHING, JUST ANYTHING, GET INVOLVED. ONE OF THE THINGS THAT REALLY HIT ME HARD IS JUST ALL THE STATE MANDATES COMING DOWN. WHEN THEY PUT THAT MANDATE IN PLACE, HOW IT'S REALLY GOING TO AFFECT THE SCHOOL DISTRICTS. AND I THINK THAT'S WHY THIS COMMITTEE IS SO IMPORTANT, TO GET OUR VOICES HEARD. AND WE'RE THE VOICE FOR OUR DISTRICT AND WE'VE GOT TO FIGHT FOR OUR KIDS. I DIDN'T REALIZE HOW IT GETS DOWN TO EACH AND EVERY STUDENT AND HOW THOSE DECISIONS THAT ARE MADE IN LEGISLATION IMPACTS THAT ONE STUDENT AT THAT DESK. I'M GLAD I'M HERE TO UNDERSTAND AND GET A BETTER FEEL FOR HOW I CAN HELP WITH THOSE DECISIONS AS WELL. AND THOSE WERE SENTIMENTS THAT WE HEARD. OVER AND OVER AND OVER AGAIN. SO WITH THAT BEING STATED, THERE WERE THREE DIFFERENT SUBCOMMITTEES THAT WE HAD, AND WE'RE GOING TO BEGIN WITH THE STUDENT EXPERIENCE RECOMMENDATIONS. WE HAVE TWO INCREDIBLE STUDENTS OF MANSOUR ISD. WHEN WE TALK ABOUT MANSOUR ISD AS A GREAT PLACE TO LIVE, LEARN, AND TEACH, THIS IS WHY. STUDENTS THAT HAVE COME FORWARD, THEY WERE EXCITED. YOU KNOW, WHEN WE WERE TALKING AT THE MEETING, I WAS LIKE, YOU KNOW WHAT, WE NEED TO BE ABLE TO HAVE REPRESENTATIVES THAT ARE GOING TO COME AND DO THE RECOMMENDATIONS. WE KNOW THAT ALL MANDATES HAVE THE BEST INTENT IN MIND, RIGHT? WE HAVE OUR STUDENTS AND OUR TEACHERS. IN MIND BUT WHEN THOSE MANDATES ARE NEEDED TO BE PUT IN PLACE BUT LACK THE FINANCIAL BACKING BEHIND IT THERE'S A LOT OF UNINTENDED FINANCIAL BURDEN THAT IS IN PLACE ON OUR DISTRICTS TO NOW JUST FIGURE OUT ESSENTIALLY SO WE BELIEVE THAT OR AN EXAMPLE OF THIS WOULD BE THE EVOLVE THIS IS JUST ONE THAT LIKE I KNOW I CAN DRAW ON BECAUSE LIKE I KNOW THE STEP TO OFFER THAT ADDITIONAL LAYER OF SECURITY IN THE SCHOOL DISTRICTS IS OBVIOUSLY A STEP IN THE RIGHT DIRECTION, BUT THE CONSEQUENCE OF THAT IS HAVING TO ALLOCATE RESOURCES THAT WE MAY HAVE USED FOR OUR TEACHERS OR FOR OUR STUDENTS TO OFFER ADDITIONAL RESOURCES TO THEM BECAUSE WE NOW HAVE TO FUND EVOLVE, WE OFTEN HAVE TO CUT BACK ON THOSE RESOURCES AND THINGS LIKE THAT. SO WE BELIEVE THAT FULLY FUNDING STATE MANDATES WOULD HELP US ALLOCATE RESOURCES AS WE SEEM FIT. WHILE WE WANT TO BE ABLE TO OFFER THAT LEVEL OF SECURITY, BY FULLY FUNDING THE MANDATES, WE ARE ABLE TO OFFER THAT ADDITIONAL LAYER OF PROTECTION FOR OUR KIDS, [00:15:01] BUT THEN ALSO... BE THERE TO SUPPORT OUR TEACHERS AND OUR STUDENTS BY ALSO INVESTING BACK INTO THE CLASSROOM TO GIVE THEM THE RESOURCES THEY NEED TO MAKE TO HELP EACH STUDENT SUCCEED. SO OUR SECOND LEGISLATIVE PRIORITY IS TO SUPPORT FUNDING SCHOOLS BASED ON ENROLLMENT RATHER THAN ATTENDANCE. SO TEXAS IS EXCUSE ME TEXAS IS ONE OF SIX STATES THAT STILL USES AN AVERAGE DAILY ATTENDANCE TO FUND OUR SCHOOL SYSTEM AND WHILE IT'S WE'VE USED IT FOR YEARS AND IT MIGHT SOUND GOOD IN PRACTICE. WHAT WE'VE SEEN IS IT'S MORE DIFFICULT TO BUDGET AND FORECAST OUR FINANCIALS BECAUSE OF THE FLUCTUATIONS THAT OCCUR DUE TO BASIC OUR FUNDING BASED ON ATTENDANCE. WITH AN ENROLLMENT BASED FUNDING MODEL WE COULD BETTER PREDICT WHERE WE WOULD LIKE TO ALLOCATE OUR RESOURCES AND MAKE SURE THAT WE ARE PROPERLY FUNDING AND STAFFING THE PROGRAMS AND THE INITIATIVES THAT WE'RE WANTING TO PUT IN PLACE WITHOUT THE WORRY OF HAVING TO RELY ON FUNDING OR NOT GETTING FUNDING BECAUSE OF THE AMOUNT OF THE AMOUNT STUDENTS ARE IN SCHOOL SO ONCE AGAIN, WE BELIEVE THAT WE SHOULD PRIORITIZE FUNDING SCHOOLS BASED ON ENROLLMENT AND NOT ATTENDANCE AND THEN OUR LAST LEGISLATIVE PRIORITY IN THE REALM OF STUDENT EXPERIENCE IS TO CLARIFY AND REFINE SENATE BILL 12 THIS ONE IS MORE PERSONAL TO ME BECAUSE I'VE HAD THE PRIVILEGE OF INTERNING THROUGH OUR DISTRICT AT ONE OF OUR LOCAL ELEMENTARY SCHOOLS FOR TWO YEARS NOW AND SO I'VE KIND OF HAD THE OPPORTUNITY TO SEE FIRSTHAND OF LIKE WHAT THAT LOOKS LIKE IN THE CLASSROOM SETTING AND OUR TEACHERS AND OUR SCHOOL COUNSELORS WANT TO BE THERE FOR OUR STUDENTS IN THE BEST WAY POSSIBLE AND WE WANT TO BE ABLE TO SUPPORT THEIR MENTAL AND EMOTIONAL WELL-BEING BUT DUE TO THE AMBIGUITY AROUND SOME OF THE TERMS IN SENATE BILL 12 THERE WAS A LOT OF UNINTENDED STRESS AND WORRY THAT COMES AROUND KNOWING EXACTLY WHERE THAT BOUNDARY IS DRAWN ON. HOW TO SHOW UP FOR A STUDENT BUT ALSO OPERATE WITHIN THE GUIDELINES OF THE LAW. I'M A PARENT OF THREE MISD STUDENTS AND I'M PARTICIPATING ON THIS COMMITTEE AS A MEMBER OF THE PTA AND I'M HERE TO PRESENT THE COMMITTEE'S RECOMMENDATIONS ON LEGISLATIVE PRIORITIES RELATED TO SCHOOL FINANCE AND RESOURCE ALLOCATION. SO OUR FIRST RECOMMENDATION IS TO INCREASE PER STUDENT FUNDING AND INDEX THE BASIC ALLOTMENT TO INFLATION. THE BASIC ALLOTMENT IS THE AMOUNT OF FUNDING DETERMINED BY THE STATE THAT A SCHOOL DISTRICT IS ENTITLED TO PER STUDENT. THIS DEFINED AMOUNT IS A COMBINATION OF LOCAL REVENUE FROM PROPERTY TAXES AND FROM STATE FUNDING. THIS AMOUNT HAS NOT SIGNIFICANTLY INCREASED SINCE 2019 AND WHILE THE 89TH LEGISLATIVE SESSION DID PROVIDE A SMALL INCREASE TO THE BASIC ALLOTMENT AND DEDICATED FUNDING TO CERTAIN PRIORITIES, TEXAS PUBLIC SCHOOLS HAVE CONTINUED TO EXPERIENCE SIGNIFICANT EROSION IN PURCHASING POWER. SCHOOLS ARE BEING ASKED TO DO MORE WITH LESS AND BY INCREASING BY INDEXING THIS FUNDING WE HOPE TO HELP ENSURE SUSTAINABILITY AND EDUCATIONAL QUALITY AND TO HELP PREVENT RECURRING SHORTFALLS THAT TEXAS SCHOOL DISTRICTS ARE FACING. THE NEXT PRIORITY IS TO MODERNIZE AND FULLY FUND SPECIAL POPULATIONS. WE ARE ASKING THE STATE TO PROVIDE EQUITABLE, ADEQUATE, AND INFLATION-ADJUSTED FUNDING FOR SPECIAL EDUCATION, EMERGING BILINGUAL PROGRAMS, AT-RISK STUDENT SERVICES, AND EARLY EDUCATION, INCLUDING FULL-DAY PRE-K, WHICH THE STATE HAS MANDATED. FUNDING FOR THESE SPECIAL POPULATIONS IS BASED ON ASSIGNED WEIGHTS OR MULTIPLIERS OF THE BASIC ALLOTMENT, BUT EVEN WITH RECENT CHANGES TO THOSE WEIGHTS, THE CURRENT FUNDING STRUCTURES STILL DO NOT REFLECT THE ACTUAL COST OF SERVING THE DIVERSE STUDENT POPULATIONS, WHICH LIMITS THE DISTRICT'S ABILITY TO MEET THE STATUTORY AND EDUCATIONAL EXPECTATIONS AS EXPECTED OF PUBLIC SCHOOLS. AND WE'RE HOPING TO DO THIS. WITHOUT HAVING TO DIVERT FUNDS FROM OTHER PURPOSES, SIMILAR TO WHAT OUR STUDENTS SAID [00:20:02] ABOUT PROVIDING FOR SECURITY FUNDING AND OTHER PURPOSES. AND THEN THE LAST RECOMMENDATION IS TO ENSURE LONG-TERM SCHOOL FINANCE STABILITY AND EQUITY. WE'RE HOPING TO DEVELOP, THAT THE STATE WILL DEVELOP A SCHOOL FINANCE SYSTEM THAT PRIORITIZES EQUITABLE DISTRIBUTION OF STATE RESOURCES, THAT INCREASES THE STATE SHARE OF FUNDING TO RELEASE RELIANCE ON LOCAL PROPERTY TAXES. ESTABLISHING MORE OF A HOLISTIC AND BALANCED ACCOUNTABILITY SYSTEM, REDUCING THE OVER-RELIANCE ON STAR ASSESSMENTS, AND NO IT WAS NOT JUST TEACHERS ON OUR COMMITTEE. IT WAS, AND THE THING ABOUT THE ASSESSMENT AND ACCOUNTABILITY, WE HAVE THE PTA, WE HAVE THE COMMUNITY MEMBERS, IT, WE ARE ALL TOGETHER ON THE SAME BOAT AND SO IT, WE ALSO INCORPORATES THE MULTIPLE MEASURES OF STUDENT SUCCESS. PEOPLE ARE TURNING IN DEFICIT BUDGETS, AND THE DEFICIT BUDGETS ARE COMING FROM AUSTIN, AND WE NEED TO BE ABLE TO TELL THEM WHAT THE PROBLEMS ARE, AND I HOPE THAT THIS BECOMES A BLUEPRINT AND THAT PEOPLE FOLLOW SUIT. BECAUSE I'VE BEEN IN THE ROOMS IN LEGISLATIVE HEARINGS AND STUFF LIKE THAT WHERE NUMBERS CAME IN AND CHANGES WERE MADE BASED ON NUMBERS. I'VE BEEN OVER IN MANSFIELD AT MEETINGS WHERE 100, 200 PEOPLE CAME IN TO YELL AT ONE LEGISLATOR. AND HE CHANGED HIS MIND RIGHT THEN AND THERE.
