IN PARTICULAR, IT FOCUSES ON OUR TELPAS AND OUR EMERGENT BILINGUALS AND HOW THEY ARE ACQUIRING LANGUAGE. SO 10% OF OUR OVERALL SCORE FOR OUR DISTRICT IS BASED ON THAT AND OUR CAMPUSES THERE'S A PORTION OF THEIR ACCOUNTABILITY THAT IS BASED ON THIS AS WELL. COMING UP, MS. CURRENTLY, WE HAVE OVER 80 LANGUAGES SPOKEN IN OUR DISTRICT OTHER THAN ENGLISH; THE TOP THREE BEING SPANISH, VIETNAMESE, AND ARABIC. SOMETHING TO TAKE NOTE AND TO KEEP AS A REMINDER IS THAT JUST BECAUSE OUR STUDENTS SPEAK ANOTHER LANGUAGE DOES NOT MEAN THAT THEY'RE EMERGENT BILINGUAL. BUT WHAT IS OR WHO IS OUR EMERGENT BILINGUAL STUDENTS? WE'RE GOING TO BE USING THE TERM EB THROUGHOUT THE PRESENTATION. WE'RE REFERRING OUR EMERGENT BILINGUAL STUDENTS THROUGHOUT THE PRESENTATION AS EBS. THESE ARE STUDENTS WHO ARE IN THE PROCESS OF ACQUIRING ENGLISH AS THEIR SECOND LANGUAGE BECAUSE THEY HAVE A ANOTHER LANGUAGE SPOKEN AT HOME. WE HAVE STUDENTS IN GRADE LEVELS K-12 ACROSS THE DISTRICT IN EVERY SINGLE CAMPUS. CURRENTLY, I HAVE THE PRIVILEGE OF SUPPORTING THROUGH OUR DEPARTMENT 05,346 ESL OR BILINGUAL STUDENTS IN OUR DISTRICT. [00:45:02] THIS MEANS THAT ONE OUT OF SIX STUDENTS SITTING IN OUR CLASSROOMS ARE EMERGENT BILINGUAL, EB STUDENTS IN GRADES PRE K-12. IN ADDITION TO THAT, WE ALSO HAVE ABOUT 1,400 STUDENTS WHO HAVE ALREADY MET RECLASSIFICATION CRITERIA. THEY ARE NOW FLUENT ENGLISH SPEAKERS AND WE'RE MONITORING THEM AS WELL AS THEY PROGRESS THROUGH THEIR LEARNING ALL THE WAY THROUGH 12TH GRADE. BUT HOW DO WE PROGRESS LANGUAGE IN THE DISTRICT OR IN THE STATE? WE DO THIS THROUGH OUR ASSESSMENT AS A STATE ASSESSMENT, TELPAS. IT STANDS FOR TEXAS ENGLISH LANGUAGE PROFICIENCY ASSESSMENT SYSTEM. YES, LONG TELPAS. WE ASSESS FOUR DOMAINS OF LANGUAGE: LISTENING, SPEAKING, READING, AND WRITING. THIS ASSESSMENT IS DONE THROUGH THE GRADE LEVELS OF K-12 GRADE. WE DO THIS EVERY YEAR. OUR STUDENTS TAKE THIS ASSESSMENT. TELPAS AND STAAR ARE VERY ALIGNED. THE STATE HAS DONE AN AMAZING JOB TO MAKE SURE THAT THEY'RE CORRELATED. IN THE TELPAS ASSESSMENT, WE ASSESS THE ENGLISH LANGUAGE PROFICIENCY STANDARDS, THE ELPS AND IN STAAR WE ASSESS THE TEKS. THERE'S THE WHAT AND HOW OUR STUDENTS ARE LEARNING. THE CORRELATION IS SO GREAT THAT THOSE 1,400 STUDENTS; THOSE MONITOR STUDENTS, THEY OUTPERFORM THEIR PEERS ALL THE WAY THROUGH 12TH GRADE; THEIR GENERAL PEERS. THEY CONTINUE TO DO SO. >> WHEN WE BEGIN THE COMMITTEE, WE STARTED LOOKING AT THE ADVANCED HIGH PERCENTAGES, AND THAT'S THE HIGHEST RANGE THAT OUR STUDENTS CAN SCORE AND TELPAS ADVANCE HIGH. WE STARTED LOOKING AT THE PERCENTAGES OF OUR STUDENTS MEETING THAT, BECAUSE THAT'S THE GOAL FOR OUR STUDENTS TO BECOME PROFICIENT ENGLISH SPEAKERS. WE LOOKED AT THE DATA FROM, AT THAT TIME, CONSECUTIVE THREE YEARS. THESE ARE FOUR COMPONENTS; LISTENING, READING, SPEAKING AND WRITING, BUT SOMETHING TO TAKE NOTICE IS THAT, IN 2022 FOR THE WRITING, WE WENT FROM HOLISTIC, AND THEN IN 2023, WE WENT TO A COMPUTERIZED PROGRAM. THAT'S WHY THERE'S THAT BIG DIP RIGHT THERE. BUT LOOKING AT THE DATA, WHEN WE STARTED LOOKING AT THIS AS A COMMITTEE, WE NOTICED OBVIOUSLY THAT WE NEEDED TO ADDRESS THE SPEAKING AND IN THE WRITING PORTION FOR OUR STUDENTS. THAT'S HOW THE WORK BEGAN. NOW DR. SPENCER IS GOING TO GO OVER ALL THE DATA POINTS THAT WE UTILIZED IN THE PROCESS. >> JUST TO TAKE NOTE. THE HOLISTIC RATING IS WHEN TEACHERS WERE MAKING OBSERVATIONS AND DOING THEIR OWN RATING OF STUDENTS IN THEIR WRITING. WHEN IT MOVED TO 2023, THAT WAS COMPUTER-BASED, AND SO IT TOOK THE TEACHER AND THE FEELING OUT OF IT. IT WAS JUST RATING THEM ON HOW THEY WERE ASSESSED THROUGH TELPAS. THAT'S THE BIGGEST DIFFERENCE WITH THE HOLISTIC VERSUS THE COMPUTER. I CAME TO MS. MUNOZ AND DR. EDWARDS SCOTT IN THE SUMMER OF LAST YEAR AND SAID, WE HAVE THIS TELPAS DATA, WE KNOW TELPAS IS GOING TO BE CHANGING IN THE WAY THAT IT'S EVALUATED. WHAT ARE WE GOING TO DO? LET'S PUT A COMMITTEE TOGETHER AND LET'S HAVE A LONG RANGE PLAN OF HOW WE'RE LOOKING AT PROVIDING A QUALITY PROGRAM FOR OUR STUDENTS THAT WILL SUSTAIN US OVER TIME. DEVELOPING THE COMMITTEE WAS REALLY IMPORTANT. WHO WAS GOING TO BE ON THE COMMITTEE, THE PERSPECTIVES THAT THEY BROUGHT, AND BEING REALLY INTENTIONAL ABOUT THE DEVELOPMENT? OF COURSE, WE HAVE OUR EXECUTIVE LEADERSHIP TEAM THAT WAS ON THE COMMITTEE, BUT ALSO BEING VERY INTENTIONAL ABOUT THE DIRECTORS AND THE COORDINATORS THAT WERE SELECTED. HERE YOU SEE DR. WELL, TITLE III SPECIFICALLY MEETS THE NEEDS OF OUR LANGUAGE ACQUISITION STUDENTS, AND SO BEING ON THE FRONT END OF USING THAT FUNDING IN ORDER TO FILL ANY GAPS THAT WE HAD. ALSO, DR. EVANS ONSONGO, HE IS OVER ASSESSMENT AND ACCOUNTABILITY, SO BEING VERY INTENTIONAL ABOUT HELPING US TO SEGREGATE DATA AND WHAT DATA WE NEEDED TO LOOK AT. THEN WE HAD OUR CURRICULUM COORDINATORS, WHICH ARE AN ESSENTIAL PIECE OF THIS, BECAUSE ONCE WE LOOKED AT THE WORK AND WHAT NEEDED TO HAPPEN, THEY WERE GOING TO HAVE TO BE PART OF HOW WE BUILT THIS PIECE INTO OUR CURRICULUM DOCUMENTS. WE HAD PRINCIPALS FROM EVERY THEATER PATTERN. WHEN WE WERE SELECTING OUR TEACHERS AND OUR ESL SPECIALISTS AND OUR PRINCIPALS, WE MADE SURE THAT EVERY THEATER PATTERN WAS REPRESENTED. THEN WE HAD OUR ESL LEADS. OUR ESL LEADS ARE WHO PROVIDE THE INSTRUCTION FOR OUR ESL, OUR EMERGENT BILINGUAL STUDENTS ON CAMPUS. WE ALSO CONSIDERED PEOPLE THAT WERE NEW TO THE DISTRICT WITH ONE OR TWO YEARS OF EXPERIENCE, BUT WE ALSO WANTED TO HAVE PEOPLE THAT WERE VETERANS IN THE DISTRICT. [00:50:01] WE WANTED ALL PERSPECTIVES. IT WAS IMPORTANT. I REMEMBER OUR FIRST MEETING, WE HAD PEOPLE LOOK AT US AND THEY WALKED IN, THEY WERE LIKE, WHY AM I HERE? I SAID, BECAUSE YOU HAVE A VERY UNIQUE PERSPECTIVE AND WE WANT TO HEAR FROM YOU. WE WANT TO KNOW HOW THIS IMPACTS YOU, AND WE WANT YOU TO GIVE US FEEDBACK ON HOW WE MOVE FORWARD. WE'LL SHARE SOME OF THE FEEDBACK THAT THEY SHARED WITH US JUST ABOUT THE PROCESS AND HOW THEY FELT ABOUT BEING INVOLVED. WE STARTED. OF COURSE, THE ONE PIECE OF DATA WAS OUR TELPAS DATA FOR THAT TREND DATA, BUT WE ALSO LOOKED AT MULTIPLE PIECES OF DATA TO DETERMINE IF THIS WAS SOMETHING THAT WE NEEDED TO DO. AS DR. CANTU MENTIONED, WE USED OUR EQUITY AUDIT THAT WAS CONDUCTED IN 2021. WE ALSO USED OUR CURRICULUM AUDIT THAT WAS CONDUCTED IN FALL OF 2023, BUT WE RECEIVED THE RESULTS IN SPRING OF 2024. THE WAY THAT THE EQUITY AUDIT AND THE CURRICULUM AUDIT THEY'RE SET UP EXACTLY THE SAME WAY. THE THIRD FINDING IN ALL OF THE AUDITS ARE AROUND EQUITY AND ACCESS. THEY GAVE US SPECIFIC FINDINGS ABOUT THINGS THAT WE NEEDED TO DO FOR OUR EMERGENT BILINGUAL STUDENTS, AND SO THAT'S WHERE WE STARTED AND THAT'S WHAT WE SHARED WITH THE COMMITTEE. THEY WERE ABLE TO SEE THE FINDINGS AND THE RECOMMENDATIONS FROM THE AUDIT. WE ALSO USED TEA, BECAUSE THEY HAVE PROVIDED A RUBRIC FOR US TO EVALUATE OURSELVES BASED ON WHAT WE WERE PROVIDING FOR OUR STUDENTS. WHAT WE FOUND THROUGH THAT PROCESS AND WHAT THE COMMITTEE SAW IS THAT, IT WAS THE SAME THING SHOWING UP IN OUR EQUITY AUDIT AND OUR CURRICULUM AUDIT, AND OUR DATA, AND THROUGH OUR OWN RUBRICS OF EVALUATING OURSELVES. THEY UNDERSTOOD AT THAT POINT WHY THE WORK WAS IMPORTANT AND WHY IT NEEDED TO BE DONE. FROM THERE, WE REVERTED BACK TO, WHAT ARE OUR CORE VALUE? OUR CORE VALUE IS CONTINUOUS IMPROVEMENT. WE'RE GOING TO USE THAT THROUGH THIS PROCESS TO BE SURE THAT WE'RE IN ALIGNMENT. WE STARTED WITH DATA AND WE STARTED WITH OUR PROBLEM STATEMENT, WHICH WAS BASED ON OUR DATA AND OUR CURRICULUM AUDIT FINDINGS. THEN WE STARTED WITH ROOT CAUSE ANALYSIS, AND I HAVE SOME PICTURES TO SHARE WITH YOU ALL ABOUT WHAT THAT PROCESS LOOKED LIKE. THEN WE STARTED WITH THE PLAN. WHAT ARE WE TRYING TO ACCOMPLISH BASED ON THAT ROOT CAUSE? HOW DOES IT ALIGN TO VISION 2030? BEING SURE THAT IF WE'RE COMING UP WITH SOMETHING FOR OUR EMERGING BILINGUAL STUDENTS, IT'S STILL IMPORTANT THAT IT ALIGNS TO THE WORK THAT WE DO FOR ALL STUDENTS. WE ARE JUST PROVIDING SUPPORTS IN ORDER TO CLOSE GAPS IN ORDER TO GET US THERE. NOW WE'RE IN THE PROCESS OF THE STUDY AND THE ACTING, AND SO WE'RE GOING TO TALK A LITTLE BIT TONIGHT ABOUT WHAT THAT HAS LOOKED LIKE. IT'S AMAZING BECAUSE WE ARE MAKING CHANGES AS WE GO? WE ARE MONITORING, WE'RE IMPLEMENTING, AND THEN WE'RE ADJUSTING ALONG THE WAY. THE WORK HAS BEEN REALLY IMPACTFUL AND STRONG. THESE ARE PICTURES FROM OUR LONG RANGE PLANNING COMMITTEE. YEAR 3 AND 4 IS TO KEEP THE FULL IMPLEMENTATION OF THE ELPS, OF COURSE, AS BEST PRACTICES ACROSS ALL DISCIPLINES, NOT JUST IN CERTAIN POCKETS, JUST MAKING SURE THAT THEY ARE UNDERSTOOD AND WHERE ARE THEY GOING TO BE TAKING PLACE. WE HAVE DONE THIS, AGAIN, AT THE DISTRICT LEVEL AND ALSO THE CAMPUS LEVEL, AND THE PRESENTATIONS THEY HAVE DONE AT THE LEVEL AS YOU CAN SEE THEY'RE JUST FANTASTIC REPRESENTATION ACROSS THE DISTRICT. THESE ARE JUST SOME OF THE CAMPUSES THAT WE HAVE ALREADY FULLY TRAINED, AND WE HAVE CREATED SESSIONS OF PROFESSIONAL LEARNING TO UNDERSTAND AND REALLY START WORKING WITH THE ELPS IN THE CLASSROOMS, AND ALSO PUTTING THOSE BEST PRACTICES, LIKE DR. PHASE 1 IS THE FOUNDATION AND DATA GATHERING. JANUARY 5TH, THE BUDGET DEPARTMENT SERVICE SENT EVERYTHING OUT TO ALL THE LEADERSHIP AND CAMPUSES AND SET THEIR PROCESS OFF. THEN ON FEBRUARY 27TH IS THE CABINET SUBMISSION DEADLINE FOR THEIR BUDGET REQUEST WHICH WILL BE EXTREMELY MINIMAL AND ANY CUTS THAT THEY CAN MAKE IN THEIR BUDGET. IN THE MEANTIME, MS. TRONGAARD AND HER TEAM ARE READY TO RECEIVE A DEMOGRAPHER'S UPDATE SO THAT THEY WILL BE ABLE TO DETERMINE ENROLLMENT PROJECTIONS. MOVING ON TO PHASE 2 IN MARCH AND APRIL MARCH 13TH, LEADERSHIP CABINET WILL MEET TOGETHER. THAT'S USUALLY A PRETTY LONG DAY HASHING AND DISCUSSING AND MAKING SURE THAT WHAT WE'RE DOING IS ALIGNED TO VISION 2030.
