EACH SPEAKER SHOULD ADDRESS THE BOARD FROM THE PODIUM MICROPHONE AND STATE HIS OR HER NAME BEFORE SPEAKING.

ALL SPEAKERS WILL BE LIMITED TO THREE MINUTES TO MAKE COMMENTS REGARDING ITEMS ON THE AGENDA UNLESS MODIFIED BY THE BOARD PRESIDENT BASED ON BOARD POLICY, BED LOCAL.

BOARD POLICY PROHIBITS THE DISCUSSION OF COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.

I'VE BEEN DOWN HERE BEFORE TO SPEAK TO YOU GUYS, SO I'M NOT GOING TO TELL YOU ANYTHING THAT YOU PROBABLY DON'T ALREADY KNOW ABOUT ME.

[NOISE] I'M DOWN HERE JUST TO SAY THANK YOU FOR YOUR CONSIDERATION THIS EVENING.

I'M GOING TO TELL YOU A LITTLE BIT OF A STORY ABOUT ME BECAUSE NO MATTER HOW MUCH I TALK AND TELL YOU WHAT I BELIEVE, YOU NEVER REALLY GET TO KNOW THE PERSON.

I'M GOING TO TELL YOU THIS STORY.

THIS IS MY THIRD TIME RUNNING FOR THIS.

LAST YEAR, YOU MAY RECALL DURING THE FIRST EVER ELECTIONS HELD IN MAY, I RAN AND I GOT BEAT BAD, ALMOST BY 40 POINTS.

AFTER THAT WAS DONE, I SAID TO MY WIFE, YOU KNOW WHAT, I'M DONE, I'M NOT GOING TO DO THIS AGAIN.

I GUESS I LIED TO HER BECAUSE A LITTLE BIT LATER IN SEPTEMBER, SOMEONE HAD TOLD ME, ERIC, IF YOU'RE REALLY INTERESTED IN THIS, SO YOU SHOULD STAY AT IT AND GO AND TRY TO SEEK THIS APPOINTMENT.

AT THE TIME, I DIDN'T KNOW WHAT I WAS DOING.

I WAS GOING AROUND, AND I WAS SPEAKING TO DIFFERENT SCHOOLS, DIFFERENT CITY COUNCILS, AND I WAS JUST LEARNING MY WAY THROUGH THE WHOLE PROCESS.

NEAR THE END OF IT, WHEN I REALIZED THAT I WASN'T GOING TO BE ONE OF THE TOP FIVE MEMBERS, I STARTED GOING AROUND AND I HAD A REAL GOOD RAPPORT WITH THIS SMALL CITY IN CENTRAL TARRANT COUNTY.

A FEELING THAT THEY WERE GOING TO BE VOTING FOR ME.

I WENT TO HIM, AND I BEGGED, AND I PLEADED FOR HIM, AND I ASKED THEM, PLEASE DON'T VOTE FOR ME.

I GAVE THEM A LIST OF CANDIDATES THAT I THOUGHT WOULD BE GOOD FOR THEM TO SHOW THEIR SUPPORT BEHIND, BUT IT SHOULDN'T BE ME BECAUSE I DIDN'T HAVE A CHANCE TO WIN.

[NOISE] THEY HAD THEIR MEETING, AND AT THE END OF THE MEETING, THEY DIDN'T LISTEN TO ME,

AND THEY CAST ALL THEIR VOTES FOR ME.

AFTER THE MEETING, ONE OF THE COUNCIL MEMBERS, SHE CAME OFF THE DICE AND SHE TALKED TO ME AND SHE'S LIKE, ERIC, YOU KNOW THE FIRST TIME I RAN, I GOT KILLED TOO.

SHE SAID THE SECOND TIME I RAN.

I DIDN'T WIN THEN EITHER. SHE GOES, BUT THE THIRD TIME.

THE THIRD TIME I WON, AND IT STUCK WITH ME.

THE REASON IT STUCK WITH ME WAS BECAUSE SHE WAS RIGHT.

I HAD NEVER RUN FOR ANY TYPE OF OFFICE OR SOUGHT ANY TYPE OF APPOINTMENT FROM THAT.

I THOUGHT IF I REALLY WANT TO DO THIS, WHAT CAN I DO? THROUGHOUT THIS WHOLE YEAR, I'VE MADE A CONCERTED EFFORT TO GET TO KNOW THE DIFFERENT SCHOOLS AND THE DIFFERENT COUNCILS, AND I'VE BEEN TO YOUR MEETINGS, AND I'VE HEARD YOUR STRUGGLES WITH THE REAPPRAISAL PLAN.

I JUST WANT TO SAY I THINK I'M A BETTER CANDIDATE FOR IT.

MY NAME IS WENDY BURGESS, AND I'VE HAD THE HONOR OF SERVING YOU ON THE TARRANT APPRAISAL DISTRICT BOARD FOR SEVEN YEARS.

I'M ALSO PROUD TO BE A MANSFIELD ISD PARENT.

MY DAUGHTER BEGAN SCHOOL AT ALICE PONDER, BENEFITED FROM THE AG SCIENCE PROGRAM AT BEN BARBER CAREER TECH ACADEMY, AND GRADUATED FROM FRONTIER HIGH SCHOOL.

SHE'S A PROUD GRADUATE OF MAISD.

MY COMMITMENT HAS ALWAYS BEEN TO THE PEOPLE OF TARRANT COUNTY, AND YOU KNOW ME.

EVERY DECISION THAT I HAVE MADE HAS BEEN GUIDED BY INTEGRITY AND A DESIRE TO STRENGTHEN TRANSPARENCY WITHIN AN ORGANIZATION.

I'M HERE NOT ONLY AS A BOARD MEMBER, BUT ALSO AS A FELLOW COMMUNITY MEMBER WHO CARES DEEPLY ABOUT FAIRNESS, ACCOUNTABILITY, AND EARNING YOUR TRUST.

I'M ASKING FOR YOUR VOTE SO I CAN CONTINUE TO WORK ON YOUR BEHALF ON THE CRITICAL ISSUES FACING TAD'S FUTURE.

SCHOOL FINANCE BECOMES MORE COMPLEX WITH EACH LEGISLATIVE SESSION BECAUSE I'VE BEEN THERE.

DISTRICTS ARE INCREASINGLY REQUIRED TO REACT RATHER THAN TO PLAN DUE TO STRUCTURAL TIMING CONSTRAINTS BUILT INTO THE SYSTEM.

IN MY ROLE AS BOARD MEMBER, I WILL CONTINUE TO ADVOCATE ON BEHALF OF ANNUAL REAPPRAISAL, AS I HAVE FOR SIX YEARS, INCLUDING DURING THE MARCH 12TH VOTE WHEN THE MOTION DID NOT PASS.

MY WORK IS NOT FINISHED.

ANNUAL REAPPRAISAL IS BEST UNDERSTOOD AS A PLANNING AND STABILIZATION TOOL.

IT KEEPS PROPERTY VALUES ALIGNED WITH CURRENT MARKET CONDITIONS, SO TAXING ENTITIES CAN BUDGET RESPONSIBLY, MAINTAIN SERVICE LEVELS, AND PLAN EFFECTIVELY WHEN PROVIDING THE PUBLIC SERVICE THAT YOU PROVIDE.

APPRAISAL DISTRICTS DO NOT SET THE TAX RATES.

YOU DO. WE ALL KNOW THIS. SOME PEOPLE FORGET.

OUR RESPONSIBILITY IS TO PROVIDE ACCURATE, TIMELY DATA SO THAT ELECTED OFFICIALS LIKE YOU CAN MAKE INFORMED DECISIONS WITHIN AN IMPERFECT FINANCE SYSTEM.

I KNOW YOU'RE A FINANCE DIRECTOR; WE SPEAK OFTEN.

AS I STAND FOR REAPPOINTMENT AND ASK FOR YOUR VOTE, I WANT TO THANK THOSE WHO HAVE SUPPORTED ME AND CHALLENGED ME AND HELD ME ACCOUNTABLE.

WE'VE HAD SOME MEETINGS THAT WE'RE CHALLENGING, AND HE'S MADE SOME MISTAKES, BUT HE'S BEEN VERY UPFRONT AND WILLING TO TAKE CONSTRUCTIVE CRITICISM.
