STUDENT FORMULA USA IS A COMPETITION WHERE STUDENTS DESIGNED, BUILT, AND RACED SMALL FORMULA 1 CARS IN WISCONSIN, BACK IN MAY, TEAMS ARE JUDGED ON ENGINEERING DESIGN, PERFORMANCE, AND RACING SKILLS, GAINING HANDS ON EXPERIENCE IN TEAMWORK AND PROBLEM SOLVING.

I WANT TO MAKE SURE THAT I THANK OUR INCREDIBLE INSTRUCTORS.

THESE CONTESTS ARE DESIGNED TO CHALLENGE STUDENTS ACADEMICALLY, PROMOTE CRITICAL THINKING, AND RECOGNIZE EXCELLENCE.

PARTICIPANTS CAN ADVANCE THROUGH DISTRICT, REGIONAL AND STATE LEVEL COMPETITION, GAINING VALUABLE EXPERIENCE AND ACADEMIC RECOGNITION ALONG THE WAY.

FOR OUR KIDS THAT WERE NOT TAKING ALGEBRA IN THE EIGHTH GRADE, THEY WERE NOT GOING INTO ADVANCED MATHEMATICS.

WE REDESIGNED OUR FOURTH THROUGH SEVENTH GRADE CURRICULUM, AND WE REDESIGNED OUR CURRICULUM FOR OUR NINTH GRADE, THE STUDENTS TAKING ALGEBRA IN NINTH GRADE.

THAT'S WHY IT'S BY THE END OF THE 11TH GRADE.

NOW, MY DAUGHTER, JUST ANECDOTALLY, WHO'S SITTING AS A 10TH GRADER IN A CLASS, SHE ONLY HAS ONE OTHER 10TH GRADE IN OUR ALGEBRA 2 CLASS BECAUSE OUR 11TH GRADERS ARE TAKING ALGEBRA 2 NOW, AND THEY'RE TAKING THOSE ADVANCED COURSES.

THE BIGGEST PART AND THE HARDEST PART OF DESIGNING VISION 2030, WHICH WAS AN INCREDIBLE COMMITTEE THAT AGAIN, ALL THESE FOLKS SAT ON AND I HAD THE PRIVILEGE TO LEAD AT THAT TIME WAS A DEVELOPMENT OF OUR STUDENT SCORECARD.

THAT'S WHERE OUR LIFE READINESS PIECE COMES FROM.

BECAUSE EVERYONE IN A DEPARTMENT OR A DIVISION IS NOT INVOLVED IN EVERY PIECE OF THE WORK.

WHAT IS THE PROBLEM THAT WE'RE LOOKING TO IMPROVE IN THE PART OF OUR CONTINUOUS IMPROVEMENT PROCESS.

THEN WE'RE LOOKING AT VARIOUS PIECES OF DATA.

WE KNOW THAT ONE PIECE OF DATA DOESN'T TELL US ALL OF THE THINGS THAT WE NEED TO KNOW.

WE'RE LOOKING AT MULTIPLE PIECES OF DATA THROUGHOUT THE YEAR.

SOME OF THAT COULD BE OUR MAP DATA THAT DR. SWIZE PRESENTS ON THREE TIMES A YEAR.

IT COULD BE OUR STAR DATA OR JUST FORMATIVE ASSESSMENTS.

THE FORMATIVE ASSESSMENTS WE'RE LOOKING MONTH BY MONTH, SIX WEEKS BY SIX WEEKS TO SEE IF WE'RE MAKING THE PROGRESS THAT WE WOULD LIKE TO MAKE.

THEN IDENTIFYING ISSUES THAT WE CAN CONTROL AND THOSE THAT WE CAN'T.

WE SEPARATE THOSE THINGS BECAUSE TEACHERS NEED TO BE ABLE TO EXPRESS WHAT ARE THOSE OBSTACLES THAT THEY'RE FACING.

THEN WE USE QUALITY TOOLS.

WE DON'T WANT A FIDELITY MEASURE THAT'S JUST FLUFF.

WE WANT TO MAKE SURE THAT IT'S PULLING THE LINE AND TOWING

SOME PEOPLE WERE IN DIFFERENT POSITIONS.

THEY WEREN'T IN LEADERSHIP POSITIONS.

THEY HAD HEARD ABOUT CONTINUOUS IMPROVEMENT, REALLY DIDN'T UNDERSTAND THE WHY OF WHAT WE WERE DOING AND SO WE HAD A RESET AND TRAINED EVERYONE.

I MEAN WE WENT ALL THE WAY BACK AND WENT THROUGH ALL OF THE PROCESSES AND THE WHY.

WE ALSO CONDUCTED A SURVEY AT THE END OF PDC LAST YEAR.

REALLY, WE JUST ASKED THE QUESTION, DID PDC HELP YOU THIS YEAR IN YOUR LEADERSHIP? EIGHTY THREE PERCENT OF OUR STAFF SAID ABSOLUTELY.

IT HELPED US TO UNDERSTAND WHAT CONTINUOUS IMPROVEMENT WAS, HOW WE MOVED FORWARD, IT HELPS ME IN MY LEADERSHIP AND IN MY DEPARTMENT, WHICH IS WHAT WE WANTED.

BUT NOW WE'VE MOVED FORWARD.

THEY HAVE THE TRAINING.

LOOKING FORWARD TO 2025, WE HAVE OUR FIRST MEETING ON THURSDAY AND SO SOME OF THIS WILL BE NEW PEOPLE ARE WATCHING.

BUT ONE THING IS WE'RE STILL GOING TO LAY THE FOUNDATION OF CONTINUOUS IMPROVEMENT.

THAT'S ONE OF OUR VALUES.

WE NEED TO CONTINUE TO MAKE SURE THAT EVERYONE UNDERSTANDS THAT CORE VALUE.

BUT WE ALSO WANTED TO PROVIDE DIFFERENTIATION FOR OUR STAFF BECAUSE THEY'RE ALL LEADERS AND THEY'RE ALL IN DIFFERENT POINTS IN THEIR LEADERSHIP.

I NOTICED IN SEPTEMBER, THEY'RE PRESENTING THEIR PLAN, AND THEN JULY, THEY'RE FINISHING THAT UP AND PRESENTING THE END.

AT WHAT POINT ARE THEY DOING THE WORK TO IDENTIFY STUFF TO BRING TO YOU IN SEPTEMBER? ARE THEY DOING THAT IN AUGUST, OVER THE SUMMER?

WHEN SCORES COME IN, THEY GET RAW SCORES AT THE END OF MAY.

OUR CAMPUSES HAVE THEIR RAW DATA STARTING IN MAY.

THAT'S AN INDICATOR OF READING READINESS, IF THEY'RE ON TRACK, AND THAT'S WHERE WE END AT SECOND GRADE.

SECOND GRADE DETERMINES IF THEY'RE READING ON GRADE LEVEL OR HIGHER BY THE BEGINNING OF THIRD GRADE.

ONE OF THE THINGS THEY MAY LOOK TO SEE THAT THEY HAVE KIDS NOT MEETING A PARTICULAR PART IN IN-CLASS, THEY MAY BE READ.

ONE OF THEIR QUESTIONS IS, WHY ARE 50% OF OUR STUDENTS NOT MEETING STANDARD ON IN-CLASS IN THIS PARTICULAR AREA.

THEY'LL START WITH PLUS DELTA, WELL, WHAT ARE WE DOING WELL? THEY WILL SEPARATE INTO THINGS THAT WE CAN DO AND THINGS THAT WE CAN'T? SOME PEOPLE WILL SAY, WELL, NOBODY HELPS THEM WITH HOMEWORK.

WELL, THAT'S NOT SOMETHING THAT WE CONTROL.

WE CONTROL WHAT HAPPENS WHEN THEY STEP THROUGH OUR DOORS AND WHEN WE TAKE CARE OF THEM.

WHAT ARE THE THINGS THAT WE'RE DOING? WELL, WE'RE NOT DOING SMALL GROUP GUIDED READING WITH FIDELITY.

OUR TEACHERS HAVEN'T BEEN TRAINED WITH SMALL-GROUP GUIDED READING.

THEY NEED MORE PROFESSIONAL LEARNING.

THEY SET OUT TO SAY, OUR TEACHERS ARE GOING TO TEACH SMALL GROUP GUIDED READING WITH FIDELITY FOR 20 MINUTES DAILY ON THIS PARTICULAR TASK.

THEN WHAT WE SAY IS THAT OUR PERFORMANCE MEASURE, THAT'S OUR FIDELITY MEASURE ADULT BEHAVIOR, BUT OUR PERFORMANCE MEASURE IS THAT OUR STUDENTS ARE GOING TO INCREASE IN THIS PARTICULAR AREA OF IN-CLASS AND WE'RE GOING TO TRACK THAT BEGINNING OF THE YEAR, MIDDLE OF THE YEAR, AND END OF THE YEAR.

WE HAD A CABANIS ELEMENTARY AT THAT TIME.

THEY WENT TO THEIR AREA SUPERINTENDENT AT THE TIME THAT WAS OVERSEEING THEM AND WANT TO DO SOMETHING A LITTLE BIT DIFFERENT THAN WE'RE LEARNING IN OUR READING ACADEMIES.

WE WANT TO DO X, Y, AND Z, AND THIS IS MEASURE AND WE SAID GO FOR IT.

THEN SHE DID IT, AND SHE WAS A MENTOR PRINCIPAL.

THEN THE NEXT YEAR SHE HAD THREE MORE DOING IT.

WELL, WHEN WE GOT TOGETHER FOR THAT MID-YEAR, WE WERE LIKE, WELL, DEAD GO.

ALL FOUR OF THOSE CAMPUSES HAD THIS BIG JUMP.

THE OTHER THING WAS WE TALKED ABOUT THIS A LOT OVER THE LAST FEW YEARS.

SUMMIT WAS THE FIRST ONE TO JUMP OUT WAY AHEAD WITH THE CCMR. MR. BENAVIDES WENT TO THEM AND SAID, WHAT DID YOU DO? THEN HE GOT ALL OF THE PRINCIPALS AND HE SAID, DESIGNATE YOUR FACILITIES ASSOCIATE.

THEN THEY WROTE A HANDBOOK ON HOW TO MAKE SURE THAT OUR STUDENTS ARE CCMR MET.

THEY MEET ON A REGULAR CADENCE OF ACCOUNTABILITY TO TAKE THOSE MEASURES AND MAKE SURE THE KIDS ARE ON TRACK AND MAKE SURE THEY'RE ALL MEASURING THINGS THE SAME WAY, TO MAKE SURE THEY ALL UNDERSTAND THE DATA THE SAME WAY AND TALK ABOUT RESOURCES THAT THEY NEED.

RIGHT IN THE MIDDLE THERE, THE LAST TIME WE MET WAS IN JUNE WHEN WE ADOPTED THE BUDGET, WE RECEIVED THE CERTIFIED VALUES, JULY 25TH, AND THEN WE HAVE ABOUT FIVE DAYS TO TURN THAT AROUND TO TEA TO CALCULATE OUR MAXIMUM COMPRESSED TAX RATE.

THEN WE GO OUT AND ONCE WE GET IT BACK AND CONFIRMED, WHICH WE HAVE, AND NOW WE'RE HERE TO FINISH THE PROCESS OF ADOPTING IT.

THERE WAS THE 140K HOMESTEAD EXEMPTION WAS DONE OUT THERE IN THE LEGISLATION, ALONG WITH OVER 65 A NO DISABLED EXEMPTION.

HOWEVER, IT GOES TO THE VOTERS IN NOVEMBER.

THEN WITH THAT IN MIND, THIS TAX ROLE DOES INCLUDE THESE EXEMPTIONS.

IN FACT, THE AVERAGE TAXPAYER AND AVERAGE HOMEOWNER IN TARRANT COUNTY WILL RECEIVE A SAVINGS OF ADDITIONAL $400 ON THE REGULAR HOMESTEAD EXEMPTION TO UP TO $900 IF THEY'RE UP FOR THE OVER 65 DISABLED AND THE HOMESTEAD.

OVERALL, BOTH COUNTIES DID GO WITH THEIR REAPPRAISAL PLANS.

TARRANT COUNTY WENT DOWN 4.4%, AND IN JOHNSON, IT'S REALLY STILL GROWING OUT THERE AT 6.43%, OVERALL, SLIGHTLY A 3% DECREASE.

IN SIMPLISTIC TERMS, WHEN WE SAY, WELL, WHAT'S THAT MAXIMUM COMPRESSED TAX RATE? WE KNOW IT'S DONE BY THE TEXAS EDUCATION AGENCY AND IT'S ON THIS FIRST TIER LAYER.

WE HAVE OUR TIER 1.

I KNOW YOU HAVE INSTRUCTIONAL TIER 1, BUT IN FINANCE TIER 1, ITS TIER 1 IS THE TAX RATE, AND IT'S 6169, AND THAT'S BASED ON A FORMULA THAT SAYS, WHAT IS THE STATE AVERAGE INCREASE IN PROPERTY VALUES? THAT COMES FROM THE COMPTROLLER'S OFFICE.

THEY SAY IT'S 5.6% IS ESTIMATED.

IT'LL BE VALUED IN JANUARY.

WHEN YOU LOOK AT THE BREAKDOWN OF IT AND COMPARE IT TO LAST YEAR, YOU SEE THAT THOSE ARE THE BREAKDOWNS, 0.7869 IS OUR MAINTENANCE AND OPERATIONS, AND INTEREST AND SINKING IS 0.36, THE SAME FOR BOTH YEARS.

THERE'S OUR TAX RATE HISTORY.

IT SHOWS YOU HOW WE'VE DECREASED OVER THE YEARS.

THE RED IS THE INTEREST AND SINKING FUND TAX RATE AT $0.36, AND THEN THE BLUE IS THE MAINTENANCE AND OPERATIONS RIGHT THERE.

THEN AT THE VERY END HERE, I'M GOING TO SAY, THERE'S A SPECIAL MOTION THAT IS REQUIRED FROM LEGISLATORS AND THAT SAYS, IF YOUR NO NEW REVENUE TAX RATE IS CALCULATED FOR THEIR TOOTH IN TAXATION, WHICH WE'VE DONE FOR THE DISTRICT, IF IT'S LOWER THAN THE PROPOSED TAX RATE, THEN YOU NEED TO MAKE THIS SPECIAL LANGUAGE.

IT'S VERY CONFUSING.

IT'S BECAUSE IT SAYS, WE'RE GOING TO RAISE THE TAX RATE.

IT'S EFFECTIVELY AN INCREASE IN THE OVERALL TAX RATE.

WELL, ACTUALLY, THE M&O TAX IS DECREASING BY 1.5 MILLION.

THE CONFUSION PART OF THIS IS THAT THE WAY THEY CALCULATE THE NO NEW REVENUE TAX RATE IN SIMPLISTIC TERMS, IF WE WOULD STAY STILL AND NOT RAISE ONE PENNY AND NOT HAVE INCREASED FUNDING, NOT HAVE A LEGISLATIVE SESSION, NOT CHANGE ONE CHILD, NO INCREASE, THEN WE MIGHT HAVE A STAY NO NEW REVENUE RATE.

BUT WE HAD HOUSE BILL 2.

WE HAVE INCREASE IN ENROLLMENT, WE MIGHT HAVE SOME DECREASE, WE MIGHT HAVE SOME CHANGES IN FUNDING, BUT MAJOR IMPACT WAS HOUSE BILL 2.

WELL, THAT'S GOING TO CHANGE OUR FUNDING.

IF I TOOK THAT AMOUNT AWAY THAT WE GOT AN INCREASE IN, WE'D BE RIGHT THERE WITH A NO NEW REVENUE.

WE CAN'T DO THAT.

THEREFORE, WE HAVE THIS SPECIAL MOTION THAT I'M GOING TO ASK YOU TO DO.
