WE ALWAYS LIKE TO BRAG THAT WE'RE VERY FINANCIALLY TRANSPARENT ABOUT ALL OUR AWARDS AND NATIONAL AWARDS AND THINGS, SO WE WANT EVERYONE TO KNOW, THE COMMUNITY AND TAXPAYERS, TO GO OUT AND FEEL FREE TO GO LOOK AT OUR WEBSITE ON FINANCIAL TRANSPARENCY AND FIND OUT ANYTHING ON BUDGET AND HISTORY AND AUDIT AND EVERYTHING YOU WANT TO KNOW. BUDGET CALENDAR WAS PRESENTED IN JANUARY OF THIS YEAR, AND IT HAS THE ZERO POINT A TO POINT B. HOW DO WE GET TO OUR BUDGET? OUR BUDGET CALENDAR, LIKE I SAID, PRESENTED IN JANUARY, ENROLLMENT PROJECTIONS WERE BROUGHT TO US THAT DRIVES EVERYTHING. EVERYTHING IN OUR BUDGET IS DRIVEN BY OUR ENROLLMENT NUMBERS AND OUR DISTRICT IMPROVEMENT PLAN. IN FEBRUARY, OUR ADDITIONAL REQUESTS WERE SUBMITTED AND THE DEPARTMENTS' BUDGETS WERE DUE. THEN MARCH, WE REVIEWED A LOT OF THE BUDGET REQUESTS. WE'RE STILL LOOKING AT THINGS AND FINALIZING THINGS, AND APRIL COMES OUT WITH THE CERTIFIED ESTIMATES FROM OUR PROPERTY APPRAISAL DISTRICTS. MAY, WE HAVE A BUDGET WORKSHOP PLAN FOR Y'ALL. WE MAY END UP DOING ONE AT THE APRIL BOARD MEETING. AGAIN, THIS IS GOING TO BE A JOURNEY. THIS IS WHERE HERE WE'RE STARTING. THEN IN JUNE, WE ADOPT THE BUDGET. THEN JULY, OUR CERTIFIED VALUES COME OUT FOR OUR PROPERTY TAX APPRAISAL DISTRICTS FOR TARRANT AND JOHNSON COUNTY THAT WILL DRIVE OUR TAX RATE. THEN AUGUST, WE'RE BACK TO SCHOOL, AND THEN WE ALSO ADOPT THE TAX RATE. EVERYTHING REVOLVES AROUND VISION 2030, LIFE READY, CAREER READY, COLLEGE READY. THEN WE HAVE THIS LENS. IT'S A DECISION MAKING LENS WHEN WE LOOK AT THIS. IT GOES THROUGH THE VISION 2030 AND THE SAFETY AND EQUITY AND ACCESS. THOSE ARE OUR PRIORITIES WHEN WE'RE MAKING DECISIONS IN OUR BUDGET. THEN WHEN YOU'RE LOOKING AT THE VISION 2030, THIS IS WHAT IT REVOLVES. STUDENTS FIRST IS AT THE VERY TOP. WE LOVE THAT PIECE. THEN WE HAVE A FRAMEWORK WHEN WE'RE GOING THROUGH OUR PROCESS OF BUDGET, WE DON'T JUST PUT A BUNCH OF NUMBERS DOWN. IT'S A SYSTEMATIC PLAN IN PLACE, AND IT'S A PLAN AND PREPARE, GET SET INSTRUCTIONAL PRIORITIES. HOW DO WE PAY FOR THOSE PRIORITIES? HOW DO WE IMPLEMENT THE PLAN? MOST IMPORTANTLY, HOW DO YOU ENSURE SUSTAINABILITY? THE BIGGEST FOUR FACTORS WE HAVE ON A BUDGET: ENROLLMENTS AND ATTENDANCE PERCENTAGE. YOU SAID I HAVE TO PUT ATTENDANCE PERCENTAGE UP THERE, BUT IT IS A FACTOR AND IT COMES INTO OUR FUNDING [00:05:03] BECAUSE WE'RE ONE OF SIX STATES TO GET FUNDED BASED ON ATTENDANCE, THAT MEANS KIDS COMING TO SCHOOL VERSUS JUST ENROLLMENT. ALSO, PROPERTY VALUES AND THE TAX RATE. THERE'S BOTH SIDES ARE OFFERING SOME TYPE OF PROPERTY TAX RELIEF, AND AS THE VALUES GO UP, THE TAX RATE GOES DOWN UNDER COMPRESSED TAX RATES AND THE FORMULAS. THEN WE'RE UNDER LEGISLATIVE SESSION, AND THEN FINALLY WHAT ABOUT FEDERAL FUNDING? THESE ARE THE HIGHLIGHTS YOU'VE BEEN READING IN THE PAPER NOT TOO LONG AGO AND DISTRICTS ARE HURTING BECAUSE THERE HASN'T BEEN ANY ADJUSTMENTS TO OUR BASIC ALLOTMENT WITH DRIVES OF FUNDING SINCE 2019, BUT YET INFLATION LEVELS ARE AT ALL-TIME HIGH. LET'S TALK ABOUT LEGISLATION. CSHB2 STANDS FOR COMMITTEE SUBSTITUTE HOUSE BILL 2. THAT IS THE HOUSE SIDE OF FUNDING FOR PUBLIC EDUCATION. IT WAS VOTED OUT OF COMMITTEE ON APRIL 4. I HAPPENED TO BE DOWN THERE ON APRIL 4, SO I DIDN'T GET TO GO SEE THIS. IT WASN'T VISUALIZED ON THE CAMERAS AND STUFF, BUT IT WAS DOWN THERE TAKING PLACE. THEIR PROPOSAL IS INCREASE IN THE BASIC ALLOTMENT TO 6,555. THAT'S 395 MORE DOLLAR THAN IT WAS IN 2019. Y'ALL MIGHT RECALL THAT PUBLIC FUND SCHOOLS FIRST HAD TO DO WITH HOW MUCH $1,340 TO GET US BACK TO 2019 LEVELS. WE'RE STILL A BIG SHORTFALL HERE. THEY REQUIRE COMPENSATION INCREASES. THIS IS VERY SIMILAR TO HOUSE BILL 3 THAT THOSE REMEMBER IN 2019, WHEN THEY INCREASE THE BASIC ALLOTMENT, WE GIVE THE YEAR OVER INCREASE IN OUR FORMULA, THAT FOUNDATION SCHOOL PROGRAM AND OUR LOCAL TAX REVENUES COMBINED TOGETHER YEAR OVER YEAR, 40% OF THAT INCREASE WILL GO TO COMPENSATIONS. THEN THE REST 75% OF THE 40% INCREASE GOES TO TEACHERS, NURSES, LIBRARIANS, AND COUNSELORS, PRIORITIZING 10 YEARS EXPERIENCE AND THEN FIVE YEARS EXPERIENCE FOR TEACHERS. THEN 25% REMAINING OF THE 75% WOULD GO TOWARDS ALL OTHER DISTRICT EMPLOYEES OTHER THAN ADMINISTRATORS. THAT'S WHAT THE LAW SAYS CURRENTLY. THEN OTHER HIGHLIGHTS. SPECIAL EDUCATION ALLOTMENT OVERHAUL. YOU SEE IT SAYS, WEIGHTS ARE DETERMINED BY THE COMMISSIONER. WELL, I DON'T KNOW WHAT THAT MEANS. WE THINK IT'S SIMILAR TO WHAT WE HAVE. WHEN WE'RE TRYING TO PROJECT WHAT THESE REVENUE CHANGES ARE, WE REALLY NEED TO KNOW WHAT THE COMMISSIONER'S WEIGHTS ARE GOING TO BE. THERE'S INITIAL EVALUATION ALLOTMENT OF 1,000 PER EVALUATION. THE SENATE SIDE WILL ALSO HAVE A PROPOSAL THERE. THE TRANSPORTATION ALLOTMENT THEY'RE PROPOSING TO INCREASE ABOUT FIVE CENTS. THEN BILINGUAL ALIGNMENTS, THEY SAID, "HEY, DON'T FORGET US." WE'RE 0.02 AND THEN COMP ED, WHICH IS FOR AT-RISK OR ECONOMICALLY DISADVANTAGED STUDENTS IS 0.005 INCREASE. EARLY EDUCATION ALLOTMENT IS EXPANDING TO INCLUDE PRE-K. RIGHT NOW, IT'S KINDERGARTEN THROUGH THIRD GRADE. HOWEVER, WHAT THAT CAN BE USED FOR, WE USE IT TO OFFSET SOME OF THE HALF-DAY ADA THAT WE DO NOT GET FUNDING FOR FOR PRE-K. THAT'S HOW IT'S DRIVEN. I'M GLAD TO SEE THAT THEY'RE GOING TO INCLUDE THE PRE-K AS PART OF THAT ALLOTMENT THAT WILL HELP. THERE IS ANOTHER TEACHER INCENTIVE ALLOTMENT, AND THEY HAVE SOME DIFFERENT DESIGNATIONS. THEY'RE GOING TO ADD AN ACKNOWLEDGE DESIGNATION. IT CREATES A TEACHER INCENTIVE ALLOTMENT DISTRICT DESIGNATION. FINE ARTS ALLOTMENT, THERE'S ALSO ANOTHER SMALL ALLOTMENT THERE, BUT IT'S LIMITED TO $15 MILLION PER YEAR STATEWIDE. WHEN YOU HAVE 5.5 MILLION STUDENTS, IT'S A LOT TO SPREAD AROUND. AID FOR DISTRICTS ASSIGNED STATE VALUE AND A PROPERTY VALUES STUDIES. THIS HAS TO DO WITH THOSE COUNTIES, THE APPRAISAL DISTRICTS THAT DID USE REAPPRAISALS THAT SAID WE'RE NOT GOING TO REAPPRAISE THEM EVERY YEAR, SO THEY HAVE ADDED THIS TO THE BILL. IT WOULD NEED TO HAVE A BOARD RESOLUTION SIGNED BY MAJORITY OF IT AND THEN APPROVED BY THE COMMISSIONER AS WELL, BUT IT WAS TO OFFSET ANY DAMAGE THAT LOCAL VALUES WOULD BE USED OVER THE STATE VALUES THAT DRIVES THE STATE AID PAYMENT. [00:10:03] THEN THE TWO DIFFERENT SIDES. THE BIGGEST DIFFERENCE IS, OF COURSE, YOU SEE ALMOST OVER THREE BILLION DOLLARS. SENATE BILL 26 IN GROSS, IN HOUSE BILL 2 COMMITTEE SUBSTITUTE, 4.35 BILLION ON THE BI ANNUM COSTS FOR THE SENATE SIDE AND 7.7 BILLION ON THE HOUSE SIDE. WHEN IT COMES TO OUR SIZE DISTRICT, THE SENATE SIDE IS SAYING 2,500 A TEACHER FOR THREE YEARS TO FIVE YEARS, AND THEN 5,500 PER TEACHER FOR FIVE OR MORE YEARS. THEN THEY ALSO HAVE AN INCREASE IN THE TEACHER INCENTIVE ALLOTMENT. NOTICE NO BASIC ALLOTMENT INCREASE, AND THOSE ARE TARGETING FOR TEACHERS. WHAT DOES THAT MEAN? PEOPLE GO, "HOW MUCH AM I GOING TO GET OUT OF THIS LEGISLATIVE SESSION?" THERE'S A LOT THAT'S DEPENDING ON THIS. TWO BILLS. SENATE SIDE SAYS ACROSS THE BOARD INCREASE, DIFFERENT INCREASES DEPENDING ON LESS THAN FIVE YEARS AND 05,500 PER TEACHER FOR FIVE OR MORE YEARS OF EXPERIENCE OR HOW ABOUT HOUSE BILL 2 THAT SAYS WE'VE GOT THE FORMULA LIKE WE DID BACK IN HOUSE BILL 3 2019, WHERE YOU HAD TO HAVE 40% OF THE GAIN GO TOWARDS THE TEACHERS, NURSES LEFT 75% OF THE 40% GAIN TOWARDS COMPENSATION FOR THOSE GROUPS. WE DON'T KNOW WHICH ONE THEY WILL DO, SO WE'RE WATCHING CLOSELY. A NEW LANGUAGE COULD EMERGE BETWEEN EITHER ONE OF THOSE AND WE DON'T KNOW THAT EITHER. Y'ALL RECALL THAT [INAUDIBLE] DATE IS JUNE 2. WE STILL HAVE A LITTLE BIT OF WAYS TO GO. WE'VE TALKED ABOUT SRS IN MEDICAID, BUT HERE'S OUR DIFFERENCE IN REVENUES OVER THE PAST SEVERAL YEARS. THIS IS IN THE GENERAL FUND SIDE. IT TOOK A BEATING ON US AND DISTRICTS ACROSS THE STATE AND IT HAD TO DO WITH AN AUDIT FROM THE FEDERAL LEVEL TO THE STATE LEVEL, AND DISTRICTS LOST MILLIONS OF DOLLARS THROUGH THIS PROCESS. IT HAD TO DO WITH THE PROCESSING OF THE WHOLE THING. YOU DISAGREED ON IT. HOUSE BILL 500, I WANTED TO POINT THIS OUT, BY BONNEN SAID, THEY WANT TO GIVE ALMOST 935 MILLION TO ADDRESS THESE SHARE LOSSES, AND IT HAS TO DO WITH AN APPROPRIATION BILL, WHICH MEANS THEY WOULD USE THE FUNDING FROM '24/'25 BI ANNUM. REMEMBER, THERE WAS ABOUT FOUR BILLION LEFTOVER FROM THIS LAST BI ANNUM, THIS ONE RIGHT HERE. I THINK THAT'S GOOD USE OF THOSE LEFTOVER FUNDS. THEN WHERE ARE WE IN THE STATE BUDGET? EACH SIDE, THEY HAVE A NUMBER 1 NEXT TO EITHER SENATE BILL 1 OR HOUSE BILL 1. THAT'S WHAT THEIR NUMBERS ARE. THEY SAY, THESE ARE OUR BUDGETS. SENATE PASSED ITS VERSION ON TUESDAY, MARCH 25. THE HOUSE FLOOR IS A CONSIDERATION SET FOR APRIL 10. THAT'S A COUPLE OF DAYS. THE CONFERENCE WILL BEGIN AFTER THE HOUSE PASSES ITS VERSION BECAUSE THEY GOT TO KNOW WHAT THEY'RE WORKING WITH AND IT'S TYPICALLY DURING THE LAST WEEK OF THE LEGISLATIVE SESSION. ON THE SPED SIDE, ON THE SENATE, THERE'S A SENATE BILL 568 BY BETANCOURT. IT MOVES TO AN INTENSITY OF SERVICES BASED FORMULA FOR SPECIAL ED USING WAITS AND STUDENT GROUPS, AND REQUIRES ANNUAL BOARD MEETINGS ON PERFORMANCE OF STUDENTS IN SPED. IT CREATES AN ALLOTMENT OF 500 PRIOR YEAR INITIAL EVALUATION. NOTICE IT'S 500 PRIOR YEAR FOR SENATE SIDE. IT WAS 1,000 ON THE HOUSE SIDE. IT REINSTATES AUTISM AND DYSLEXIA GRANTS, AND THEN CREATES A GRANT TO SUPPORT RECRUITMENT OF SPED STAFF. ON THE SCHOOL SAFETY SIDE. THIS IS MR. WRIGHT [INAUDIBLE] SENATE BILL 260 BY HUFFMAN AND DR. SCOTT FOR THE POLICE, AND DR. CANTU. WOULD INCREASE THE PER CAMPUS PORTION TO 30,000 FROM 15,000 AND THE PER THE ADA PORTION TO $28 FROM OUR $10 PER ADA PER STUDENT. ON BEHIND SIDE, SAME GUY HOUSE BILL 124, THEY'RE SAYING, "HEY, WE'LL GIVE 37,000 FROM 15,000 AND THEN THE PER STUDENT TO $14 FROM $10, MISSED THE BRACKET. THEN HERE'S THE LAST PIECE IS THE HOUSE BILL 3, AND I'M JUST HIGHLIGHTING THE FINANCIAL PIECES OF IT. THERE'S A LOT. Y'ALL WOULD NOT LIKE MY WHOLE PRESENTATION. HOUSE BILL 3, SENATE BILL 2, THAT'S THE ONE THAT'S RELATING TO THE EDUCATION SAVINGS ACCOUNT PROGRAM, AND IT WAS REPORTED FAVORABLY AS SUBSTITUTED ON APRIL 3RD, 2025. THE ONE WE'RE TALKING ABOUT WHEN WE ADOPT OUR BUDGET FOR SALARIES AND STUFF, THAT'S OUR MAINTENANCE AND OPERATIONS. THEN THE BOND BUCKET, WHICH I CAN TELL YOU RIGHT NOW WOULD BE A DIFFERENT STORY IN PRESENTATION TODAY IF WAS NOT A THANK YOU. THANK YOU ALL FOR THE SUPPORT OF THAT. THEN WE WANT TO REMIND EVERYBODY THAT PAYROLL IS ABOUT 85% OF OUR GENERAL FUND BUDGET.
