TONIGHT I COME BEFORE YOU WITH A DEEP SENSE OF URGENCY AND FRUSTRATION, BECAUSE WHAT IS HAPPENING IN OUR COMMUNITY SHOULD CONCERN EVERY SINGLE ONE OF US.

THE VERY RECENT PROPOSAL TO BUILD A CAR WASH NEXT TO WILLIE BROWN ELEMENTARY IS NOT JUST A MINOR DEVELOPMENT, IT'S A GLARING SYMBOL OF MISPLACED PRIORITIES.

PICTURE IT FOR A MOMENT.

THE RELENTLESS NOISE OF CARS, THE PUNGENCY OF EXHAUST, STEADY FLOW, OF ERRATIC TRAFFIC JUST STEPS AWAY FROM WHERE OUR CHILDREN ARE SUPPOSED TO LEARN, DREAM AND FEEL SAFE.

HOW CAN WE SAY WE PRIORITIZE OUR CHILDREN'S EDUCATION AND WELL-BEING WHEN DECISIONS LIKE THIS ARE EVEN CONSIDERED? THIS ISN'T JUST POOR PLANNING.

IT IS A BETRAYAL OF OUR TRUST AND THE FRUSTRATION DOES NOT END THERE.

THE CAR WASH ISN'T BEING CHAMPIONED BY PEOPLE WHO DON'T KNOW BETTER.

IT'S BEING PUSHED BY LEADERS WHO ONCE ELECTED OR WHO WE ONCE ELECTED LEADERS WHO ARE SUPPOSED TO HAVE THE BEST INTERESTS OF OUR SCHOOL AND OUR COMMUNITY AT HEART.

WHAT DOES IT SAY ABOUT OUR SCHOOL BOARD AND CITY COUNCIL WHEN PERSONAL AND BUSINESS INTERESTS OVERSHADOW THE NEEDS OF OUR KIDS? WE HAVE TO ASK OURSELVES, WHEN DID WE ALLOW OUR CITY'S LEADERSHIP TO BECOME SO OUT OF TOUCH, SO WILLING TO COMPROMISE THE SANCTITY OF OUR SCHOOLS FOR SOMETHING AS TRIVIAL AS A CAR WASH? THIS ISSUE IS SYMPTOMATIC OR IS EMBLEMATIC OF A MUCH LARGER PROBLEM.

IT'S FRUSTRATING AND FRANKLY, BAFFLING TO SEE MANSFIELD ISD FALL SHORT AGAIN WHEN IT COMES TO KEEPING THE PUBLIC INFORMED ABOUT SCHOOL BOARD ELECTIONS.

JUST ONE GLANCE AT THE WEBSITE SHOWS AN INCOMPLETE VERSION OF WHAT'S GOING ON A GLARING FAILURE FOR A DISTRICT.

FOR A DISTRICT THAT ENDURED CHAOS LAST ELECTION CYCLE.

ONE WOULD THINK THAT AFTER LAST YEAR'S DEBACLE, MARKED BY CONFUSION AND DISTRUST, THE ADMINISTRATION WOULD SEIZE THE OPPORTUNITY TO SHOW ITS COMMITMENT TO TRANSPARENCY AND REGAIN PUBLIC CONFIDENCE.

BUT HERE WE ARE, WAITING, SEARCHING AND WE ARE STILL DISAPPOINTED.

WHERE IS THE ACCOUNTABILITY? WHERE IS THE SO-CALLED DEDICATION TO OPENNESS AND ACCESSIBILITY? IT'S NOT ENOUGH TO OFFER VAGUE PROMISES AND PLATITUDES.

ACTIONS SPEAK LOUDER THAN WORDS AND THIS SILENCE IS DEAFENING YET AGAIN.

THIS COMMUNITY DESERVES CLARITY, ESPECIALLY WHEN THE STAKES ARE SO HIGH FOR OUR CHILDREN'S EDUCATION AND THE FUTURE OF OUR DISTRICT.

BUT THE FRUSTRATION DOES NOT END THERE.

WE HAVE WATCHED AS OUR SCHOOL BOARD HAS DESCENDED INTO DYSFUNCTION, CHAOTIC MEETINGS FILLED WITH SHOUTING MATCHES THAT SPILL INTO THE HALLWAYS, POLICE HAVING TO BE CALLED TO RESTORE ORDER, AND A COMPLETE LACK OF ACCOUNTABILITY WHEN IT COMES TO HOLDING POWERFUL FRIENDS RESPONSIBLE FOR ACTIONS THAT HURT OUR SCHOOLS.

THE SUPPORT FOR SCHOOL VOUCHERS THAT THREATEN TO STRIP FUNDING FROM PUBLIC EDUCATION IS JUST ANOTHER GLARING EXAMPLE.

THESE POLICIES AND DECISIONS WEAKEN OUR SCHOOLS.

THEY HURT OUR STUDENTS AND DIMINISHED THE VALUE OF EVERY HOME AND FAMILY IN MANSFIELD.

THIS IS NOT LEADERSHIP, IT'S NEGLIGENCE, AND IT'S HURTING WORKING CLASS FAMILIES THE MOST.

IT'S DIFFICULT NOT TO QUESTION WHETHER THIS CONTINUED PATTERN OF NEGLIGENCE IS TRULY ACCIDENTAL.

HOW MANY OVERSIGHTS CAN WE TAKE BEFORE WE START WONDERING IF THERE'S A MORE STRATEGIC, OR IF THEY ARE MORE STRATEGIC? EXCUSE ME THAN THEY APPEAR WITH THESE.

WITH THREE SEATS ON THE BOARD CURRENTLY HELD BY INCUMBENTS, IT'S HARD NOT TO SUSPECT THAT THE GOAL IS TO KEEP NEW, POTENTIALLY TRANSFORMATIVE VOICES FROM ENTERING THE CONVERSATION.

EVEN MORE ALARMING IS THE TREND OF PUSHING UNQUALIFIED AND EVEN INELIGIBLE CANDIDATES INTO POSITIONS OF INFLUENCE WITHIN OUR SCHOOL DISTRICT, WHICH RAISES SERIOUS CONCERNS AND QUESTIONS ABOUT THE MOTIVATIONS BEHIND SUCH ENDORSEMENTS AND HIGHLIGHTS A FAILURE TO PRIORITIZE THE BEST INTERESTS OF OUR STUDENTS.

MERIT AND QUALIFICATIONS OUR STUDENTS AND EDUCATORS.

SORRY, I AM NOT VERY GOOD AT READING.

WHEN LEADERSHIP CHOICES ARE DRIVEN BY PERSONAL OR POLITICAL LOYALTIES INSTEAD OF MERIT AND QUALIFICATIONS, IT WEAKENS THE VERY FOUNDATION OF OUR EDUCATIONAL SYSTEM AND COMPROMISES THE TRUST OF THE COMMUNITY.

MANSFIELD ISD OWES ITS PARENTS, STUDENTS, AND THE COMMUNITY A STRAIGHTFORWARD EXPLANATION AND AN APOLOGY.

THIS IS NOT JUST ABOUT TODAY'S GAPS, BUT ABOUT A CULTURE THAT EITHER DOESN'T PRIORITIZE TRANSPARENCY OR ACTIVELY RESISTS IT.

IN SUMMARY, WE FACE ISSUES THAT SHOULD CONCERN EVERY MEMBER OF OUR COMMUNITY.

A RECKLESS PROPOSAL FOR A CAR WASH NEXT TO AN ELEMENTARY SCHOOL.

A SCHOOL BOARD MIRED IN CHAOS AND INEFFECTIVE LEADERSHIP.

TROUBLING SUPPORT FOR SCHOOL VOUCHERS THAT THREATEN PUBLIC EDUCATION, AND A PERSISTENT LACK OF TRANSPARENCY, ESPECIALLY EVIDENT IN THE OUTDATED ELECTION INFORMATION.

THESE ARE NOT ISOLATED PROBLEMS. THEY REFLECT A DEEPER FAILURE OF LEADERSHIP THAT PRIORITIZES PERSONAL INTERESTS OVER THE WELFARE OF OUR CHILDREN AND FAMILIES.

AS YOU'LL RECALL FROM SOME OF THE PUBLIC MEETINGS, THIS IS A CONCEPTUAL LAND PLAN FOR A PLANNED DEVELOPMENT AND MIXED USE TOWN CENTER THAT WE CALL THE CANALS AT THE RESERVE. IT'S GOING TO BE ABOUT 1.5 TO $2 BILLION AT BUILD OUT.

IT'LL HAVE OFFICE, RETAIL, RESTAURANT, ENTERTAINMENT.

OF COURSE, OUR CITY HALL RESIDENTIAL.

SO IT'LL REALLY JUST BE A PLACE OF PRIDE FOR THE COMMUNITY THAT EVERYBODY CAN GATHER FOR EVENTS OUT FRONT OF CITY HALL.

COME DO SOME DINING, SHOPPING AND SOME OF THOSE THINGS.

SO AGAIN, WE'RE VERY EXCITED ABOUT THIS DISTRICT OVERALL.

AS YOU CAN SEE, IT'S A VERY TRADITIONAL, CLASSIC TOWN SQUARE LOOKING ARCHITECTURE THAT WILL SERVE OUR MUCH LIKE THIS BUILDING.

CITY HALL SERVED US FOR 20 YEARS.

THIS WILL BE SERVING US THROUGH BUILDOUT OF THE CITY.

SO WE TRULY BELIEVE THAT THIS WILL BE ANCHORED IN OUR TOWN CENTER AND OUR FOREVER HOME FOR THE CITY, FOR OUR ADMINISTRATION AND SOME OF OUR CITY SERVICES.

SO WE'RE VERY PROUD OF THE WORK.

WE'RE THANKFUL FOR THE SUPPORT OF NOT ONLY THE ISD BOARD, BUT THE CITY COUNCIL FOR MOVING THESE PROJECTS TOGETHER JOINTLY TO MAKE THIS HAPPEN FOR US.

SO I GUESS YOU COULD SAY THAT I'M A PRODUCT OF BOTH OF YOUR ORGANIZATIONS, AND I'M EXCITED TO BE HERE TONIGHT TO SHARE AN UPDATE ON ANOTHER INCREDIBLE COLLABORATION THAT YOU'VE CREATED, KNOWN AS GAIA COMMONS.

ALL RIGHT. BEFORE WE GET STARTED, I JUST WANT TO TAKE A MOMENT TO PROVIDE AN OVERVIEW OF HOW EXACTLY WE GOT TO THIS POINT.

THIS TIME LAST YEAR, BOTH BOARDS MET AND FOUND THAT YOU BOTH HAVE A VERY SIMILAR ISSUE, AND THAT ISSUE IS SPACE.

THE CITY HAS SIGNIFICANTLY OUTGROWN ITS 20 YEAR OLD CITY HALL, AND I KNOW THAT THE SCHOOL DISTRICT HAS ADMIN SEPARATED ACROSS VARIOUS BUILDINGS IN THE CITY, REDUCING THEIR OPPORTUNITY FOR COLLABORATION.

SO THANKS TO COLLABORATIVE MEETINGS, JUST LIKE THIS ONE TONIGHT.

THE IDEA WAS BORN TO SWAP LAND AND ADDRESS A COMMON ISSUE WHILE ALSO CREATING A REMARKABLE DEVELOPMENT FOR MANSFIELD RESIDENTS.

SO IN NOVEMBER OF 2023, THE COUNCIL AND THE SCHOOL BOARD AGREED TO SWAP GAIA COMMONS IN THE ADJACENT SHOPPING CENTER ON NORTH WALNUT CREEK AND BROAD STREET FOR THE CURRENT CITY HALL.

THERE ARE SEVERAL BENEFITS TO THIS LAND SWAP, AND I'M GOING TO TALK ABOUT A FEW OF THEM.

THE FIRST ONE IS THAT IT NOT ONLY EXEMPLIFIES THE PARTNERSHIP AND POSITIVE RELATIONSHIP BETWEEN THE SCHOOL BOARD AND THE CITY COUNCIL, BUT IT ALSO PREVENTS MISD FROM HAVING TO CONSTRUCT A NEW ADMIN BUILDING.

AND LASTLY, IT KEEPS PRESERVATION AT THE FOREFRONT OF THIS PROJECT.

MISD HAS DONE A GREAT JOB OF PRESERVING SEVERAL STRUCTURES ON THIS SITE, SUCH AS THE ORIGINAL MANSFIELD HIGH SCHOOL, THE ROCK GYM, AND THE GAZEBO, AND WE ARE LOOKING FORWARD TO MAKING THOSE STRUCTURES THE FOCAL POINT OF THIS NEW DEVELOPMENT.

WHEN THIS LAND SWAP WAS PRESENTED AS AN OPPORTUNITY TO COUNCIL, WE LOOKED FAR AND WIDE TO GAIN INSPIRATION FROM OTHER DEVELOPMENTS AND SEE WHAT WE COULD PULL FROM THOSE. WE FOUND A FEW PROJECTS THAT HAD COMPONENTS THAT COUNCIL WAS VERY PASSIONATE ABOUT.

SO WHAT WE'VE DONE IS INTERTWINED.

THOSE COMPONENTS WHILE ALSO INCORPORATING OUR OWN MANSFIELD SPECIFIC ELEMENTS, TRULY MAKING IT A ONE OF A KIND DEVELOPMENT.

SO BEFORE I KICK OFF TO THE TIMELINE ON THE RIGHT HAND SIDE, YOU WILL SEE THE SITE PLAN.

JUST TO ORIENT YOU WHERE IT IS AGAIN, IT'S ON EAST BROAD STREET IN NORTH WALNUT CREEK.

PHASE ONE A IS THE PHASE THAT'S MOVING ALONG PRETTY QUICKLY.

THAT INCLUDES THE SITE INFRASTRUCTURE, THE SPLASH PAD, A RESTROOM BUILDING, CIVIC LAWN SPACE, AND A MAKERS MARKET.

THAT DESIGN STARTED IN APRIL OF 2024, AND WE JUST WRAPPED THAT UP ABOUT A MONTH OR SO AGO.

AND THE CONSTRUCTION FOR PHASE ONE A IS GOING TO KICK OFF IN DECEMBER AND WRAP UP NEXT FALL OF 2025.

PHASE ONE B ENCOMPASSES THE RELOCATION AND OR RECONSTRUCTION OF HISTORIC BUILDINGS ON THE SITE, AS WELL AS A RECONSTRUCTION OF BROWN STREET.

WE JUST KICKED OFF THE DESIGN PROCESS FOR THAT ABOUT A MONTH OR SO AGO, AND THAT'LL WRAP UP NEXT FALL AS WELL IN THE CONSTRUCTION PROCESS WILL SHORTLY FOLLOW.

PHASE TWO IS A LITTLE BIT DOWN THE ROAD, BUT I STILL WANT TO PROVIDE A HIGH LEVEL OVERVIEW OF WHAT THAT'S GOING TO LOOK LIKE.

THAT IS GOING TO HAVE A WIFFLE BALL FIELD, A GREEN SPACE AND IMPROVED PARKING.

WE INITIALLY WERE GOING TO INCLUDE A PIECE OF IMPROVED PARKING WITHIN PHASE ONE A, BUT WE WANT TO MINIMALLY DISRUPT MISD AS MUCH AS POSSIBLE.

SO WE HAVE MOVED THAT COMPONENT TO PHASE TWO AFTER MISD VACATES THE SPACE.

SO THAT DESIGN SHOULD KICK OFF IN 2025.

HOWEVER, CONSTRUCTION WON'T START UNTIL 2027, ONCE MISD IS IN THEIR NEW HOME AT CITY HALL.

SO MOST OF THE UPDATES I'VE ALREADY GIVEN ARE PROBABLY STUFF THAT YOU ALL ALREADY KNOW ABOUT.

BUT NOW I'M EXCITED TO TRANSITION INTO UNVEILING THE PHOTOS OF PHASE ONE A.

SO THIS HERE IS OUR GATEWAY ENTRANCE RIGHT OFF OF BROAD STREET.

IT IS DISTINCTIVE AND DRAMATIC, AND IT REALLY DEFINES THE SPACE.

AND YOU'LL SEE THAT IT IS ACCESSIBLE NOT ONLY FOR VEHICLES BUT ALSO PEDESTRIANS, TRULY CREATING A WALKABLE DEVELOPMENT.

THIS IS A HIGH LEVEL OVERVIEW OF PHASE ONE A, WHICH ENCOMPASSES THE CIVIC LAWN SPACE.

AND YOU'LL ALSO SEE THIS THE STAGE RIGHT OFF OF THAT.

SO WE CAN ENJOY LIVE MUSIC.

AND ON THE BACK SIDE OF THE STAGE, THERE'S ALSO GOING TO BE FOOD TRUCK CAPABILITIES ALONG THE PARALLEL PARKING, THE MAKER SPACES ON THE RIGHT.

OUR VISION FOR THAT IS TO CREATE A SPACE FOR ENTREPRENEURS TO COME AND PILOT THEIR BUSINESS OVER THE COURSE OF A SHORT TERM LEASE AND AN AFFORDABLE RENT.

THIS ALSO ENCOMPASSES A SPLASH PAD, A RESTROOM BUILDING, AND ON THE BACKSIDE OF THAT ADDITIONAL GATHERING SPACE.

THIS IS A GATHERING SPACE ON THE BACK SIDE OF THE RESTROOM.

SO AFTER FAMILIES ENJOY LIVE MUSIC AND EAT FOOD OR SHOP AT THE FARMER'S MARKET, THEY CAN POP RIGHT OVER HERE AND PLAY AND ENJOY THE DAY.

OR IF IT'S HOT LIKE IT USUALLY IS HERE IN TEXAS, THEY CAN POP OVER TO THE SPLASH PAD.

THIS SPLASH PAD HAS LED CAPABILITIES, AND IT'S VERY SIMILAR IN FUNCTION TO THE SPLASH PAD AT SUNDANCE SQUARE IN FORT WORTH.

AND IF YOU'VE EVER BEEN THERE, YOU KNOW IT'S QUITE POPULAR.

SO WE'RE EXCITED FOR THIS.

THE CITIZENS BANK THAT WAS PREVIOUSLY LOCATED IN THE TOWN OF BRENTON, NOW KNOWN AS BRENTON ROAD IN MANSFIELD.

AND THAT BANK IS POPULAR BECAUSE IT'S KNOWN, OR AT LEAST THOUGHT TO BE ONE OF THE ONLY BANKS THAT BONNIE AND CLYDE DIDN'T ROB BECAUSE THEY WOULD FREQUENT A ICE CREAM PARLOR DOWN THE STREET, AND THEY DIDN'T WANT TO RUN THE RISK OF BEING RECOGNIZED.

ANOTHER BUILDING IS THE MANSFIELD COED COLLEGE, WHICH CURRENTLY SITS ON THE SITE OF A BLESSING FUNERAL HOME.

IT'S STILL STANDING TODAY WITH THE FACADE HAS COMPLETELY CHANGED, SO WE'D LIKE TO RECONSTRUCT IT AND RESTORE IT TO ITS ORIGINAL FORM.

THE JULIAN FIELD HOUSE BELONGED TO JULIAN FIELD, THE CO-FOUNDER OF MANSFIELD.

AND SINCE WE'VE RESTORED THE RALPH MANN HOUSE ON BROAD STREET, WE ALSO WANT TO PAY HONOR AND RESPECT TO OUR OTHER CO-FOUNDER, JULIAN FIELDS.

AND THEN LASTLY THE ONLY BUILDING THAT WILL BE RELOCATED AT THIS TIME IS THE WALLACE HALL HOUSE, WHICH CURRENTLY SITS ON SOUTH MAIN STREET. THAT HOUSE BELONGED TO DOCTOR RAYMOND WALLACE, AND IT IS ALSO DESIGNATED AS A HISTORICAL LANDMARK.

WE HAVE A LARGE SAFETY AND SECURITY DIVISION TOO, THAT WORKS WITH OUR STUDENTS AND PERFORM STUDENT ASSESSMENTS, ETC.

SO THIS WILL TAKE CARE OF BOTH OF THEM.

THAT'S PRETTY AGGRESSIVE.

SO I WOULDN'T BE A BIT SURPRISED IF WE WE KIND OF SLIDE INTO AUGUST OF 26 FOR A FULL COMPLETION AND OCCUPANCY.

I HAVE MET WITH THE CITY OFFICIALS, I MET WITH MY COUNTERPARTS AT THE CITY AND TALKED ABOUT WHAT THAT CONSTRUCTION PROCESS WOULD LOOK LIKE.

AND SO WE KNOW WHAT THOSE TRANSITIONS ARE GOING TO BE LIKE.
