THE BASELINE IN '21, '22 WAS AT 142 HOURS. NOW WE'RE AT 250 HOURS. WE HAVE INCREASED AND HAVE MET THAT GOAL. 3.3 STUDENT FOCUSED AGENDA. WE HEARD ABOUT I THINK ONE OF THE PUBLIC COMMENTS TALKED ABOUT THE AGENDA BEING STUDENT FOCUS. OUR BOARD SECRETARY HELPS US TO TRACK THE TIME TO DETERMINE WHAT IS STUDENT FOCUS ON OUR AGENDAS. THE GOAL IS 55% OF THE TIME BEING INVESTED IN IMPROVING STUDENT OUTCOME. THOSE DISCUSSIONS AT BASELINE, WE'RE JUST AT 32%. IN THE '23, '24 YEAR, WE'RE AT 53%, SO WE'RE ON OUR WAY TO 55, VERY CLOSE. 3.4, THE LENGTH OF THE BOARD MEETINGS, MAINTAINING AN HOUR AND A HALF TO THE MAX OF TWO HOURS. THE PORTAL IS OPEN, I BELIEVE, UNTIL SEPTEMBER 20TH, AND SO WE'RE TRYING TO ENCOURAGE AS MANY OF OUR TEACHERS TO SUBMIT GREAT IDEAS. I'M ON THAT COMMITTEE, SO IS TRUSTEE NEWSOM, AND THEN WE ALSO TYPICALLY HEAR FROM DR. CANTU UPDATE FOR THE DISTRICT. IT'S A GREAT WAY TO CONNECT WITH OTHER COMMUNITY PARTNERS. THERE ARE GOING TO BE SOME INTERESTING THINGS I THINK THAT WERE MENTIONED BY JENNIFER, WHO IS THE EXECUTIVE DIRECTOR, I THINK THAT'S HER TITLE. ONE OF THE INTERESTING THINGS I THOUGHT WOULD BE GRAB A GRANT. [00:40:02] THERE WERE A COUPLE OF HEARINGS. THAT IS ONLINE FOR THOSE WHO ARE INTERESTED IN HEARING. MOST OF THAT WAS ABOUT VOUCHERS OR THE LACK OF OUR DESIRE TO PROMOTE PUBLIC EDUCATION AND FUNDING FOR PUBLIC EDUCATION, AND WE DO NOT WANT VOUCHERS. ALSO, THERE WAS THE DISCUSSION, AND MR. TIPPING WILL TALK MORE ABOUT THIS IN TERMS OF TAXING, INCREASING THE TAXES FOR OUR SCHOOL DISTRICTS. WE DO NOT WANT THEM TO INCREASE THE TAXES ON OUR SCHOOL DISTRICTS, BUT THAT WAS A PART OF THE CONVERSATION. TASB IS ALSO HAVING DISCUSSIONS REGARDING THE CALCULATION, I JUST MENTIONED THAT. SCHOOL BOARD OF EDUCATION AND TASB ARE IN DISCUSSIONS REGARDING CONTINUING EDUCATION, WHICH WE JUST MENTIONED, OF SCHOOL BOARD MEMBERS REGARDING SAFETY AND SECURITY. BELIEVE IT OR NOT, THIS IS IN ACCORDANCE WITH 7.1 ON OUR SCHOOL BOARD SCORECARD, WHERE THEY'RE REQUIRING OR ASKING THAT WE REQUIRE THOSE PERSONS WHO ARE TRAINING SCHOOL DISTRICTS OR SCHOOL BOARD MEMBERS, THEY SHOULD HAVE BACKGROUND CHECKS. THERE WILL BE A DECISION IN SEPTEMBER ON THAT. IMRA, WHICH IS INSTRUCTIONAL MATERIALS REVIEW AND APPROVAL, SCHOOL BOARD OF EDUCATION WITH TASB ARE IN DISCUSSION REGARDING THE PROCESS TO APPROVE OR REJECT MATERIALS. THIS IS IN ACCORDANCE TO HOUSE BILL 1605. THIS IS IMPORTANT BECAUSE WE HAVE CURRICULUM AND INSTRUCTION MATERIALS, AND SO THEY'RE TALKING ABOUT PROCESSES IN TERMS OF APPROVING. IS IT NECESSARY? THEN WITH ADVOCACY, WE TALKED ABOUT ANTI VOUCHER DISCUSSIONS, AND PROMOTING THE FUNDING AND THE BUILDING OF PUBLIC SCHOOLS, AND GETTING THE COMMUNITY BEHIND THE ANTI VOUCHER DISCUSSIONS. DOES IT SOUND HARSH? THAT'S WHAT IT IS. WE WOULD LIKE TO GET THE FUNDING AND WE NEED THE COMMUNITIES TO SUPPORT US. WE WANT THE COMMUNITY TO UNDERSTAND ALL THE DEFICITS THAT WOULD COME IF VOUCHERS WERE TO ENTER INTO OUR COMMUNITY. THE THIRD THING WE TALKED ABOUT WAS MENTAL HEALTH INITIATIVES. IT'S VERY IMPORTANT. THIS IS ONE OF THE INITIATIVES THAT TASB HAS ALSO TAKEN UP. I DIDN'T MENTION THAT BEFORE. BUT MENTAL HEALTH IS IMPORTANT. WE AS A BOARD ARE CONCERNED ABOUT THE MENTAL HEALTH OF OUR STAFF AND CONCERNED ABOUT THE MENTAL HEALTH OF OUR STUDENTS. I KNOW DR. CRUTCHFIELD WANTED TO SAY A BIT MORE ABOUT THAT. WITH THE POSSIBILITY OF IT INCREASING UP TO 10%, IF THE DISTRICT CAN PROVIDE EVIDENCE THAT THE HOMES VALUE IS HIGHER. THAT'S SOMETHING NEW THAT HAS JUST RECENTLY BEEN PASSED WITHIN THE LAST COUPLE OF WEEKS, ACTUALLY, HAS BEEN PASSED. THERE'S SOMETHING ELSE THAT WENT ALONG WITH THAT IS ALSO THE FREEZING OF RESIDENTIAL PROPERTY VALUES, WHICH MEANS THE DISTRICT PLANS TO FREEZE RESIDENTIAL PROPERTY VALUES UNTIL 2026, [00:50:06] AND THEN THEY WILL APPRAISE THOSE PROPERTIES EVERY OTHER YEAR AFTER THAT. THAT AGAIN IS SOMETHING NEW. ALONG WITH THIS IS THE ROLLING OVER OF RESIDENTIAL PROPERTY VALUES TO 2025. WHAT THEY ARE CURRENTLY WILL BE ROLLED OVER INTO 2025. THAT'S WHAT HAS RECENTLY BEEN PASSED. WHAT DOES THAT MEAN? BECAUSE THERE'S A LOT OF NUMBERS. OBVIOUSLY, AS A HOMEOWNER, SOMEBODY WHO OWNS PROPERTY, YOU'RE PROBABLY WELCOMING THAT THAT YOUR TAXES WILL NOT INCREASE YOUR PROPERTY VALUE. TAXES WILL NOT INCREASE. I CAN LOOK AT IT FROM THAT PERSPECTIVE AS A HOMEOWNER HERE AS WELL. BUT WHAT DOES THAT MEAN FOR THE SCHOOL DISTRICT IS THE FLIP SIDE OF THAT, AND THAT'S THE OTHER HAT THAT WE HAVE TO WEAR UP HERE AND SO FORTH. I DID WANT MISS TRONGAARD TO EXPLAIN THIS A LITTLE BETTER BECAUSE WITH THE DIFFERENCES IN THE MARKET VALUES THAT THEY'RE REAPPRAISING, WHETHER IT'S BETWEEN THE APPRAISAL DISTRICT AND THE STATE COMPTROLLER'S OFFICES, IF THERE'S DIFFERENCES, THAT COULD MEAN THAT THERE IS POTENTIALLY LOSS OF FINANCES COMING INTO US. DO YOU MIND SPEAKING TO THAT A LITTLE BIT. >> YES, SIR MR. TIPPING THAT'S CORRECT. THE STATE PAYS DISTRICTS BASED ON MARKET VALUE THAT IS DONE BY THE COMPTROLLER'S OFFICE. THAT'S USUALLY DONE AFTER THE FACT THAT JULY CERTIFIED VALUES COME OUT FROM THE APPRAISAL DISTRICTS. THOSE COME OUT IN JULY AND THEN IN JANUARY, THERE'S PRELIMINARY VALUES FROM THE COMPTROLLER'S OFFICE, AND THEIR JOB IS TO ENSURE THAT THE VALUES ARE AROUND MARKET VALUE BECAUSE THEY'RE RESPONSIBLE TO REPORT BACK TO THE STATE FOR STATE BUDGET PURPOSES. IF THE APPRAISAL DISTRICTS RIGHT HERE AND THE COMPTROLLERS VALUES ARE GOING UP HERE, AND THEY'RE WRITING THE CHECK ON HERE. THERE'S A GAP BETWEEN WHAT WE SHOULD BE RECEIVING ON FUNDING RIGHT HERE. THAT'S THE LOSS IN THAT, AND RIGHT NOW, IT'S POTENTIAL THAT IF THERE IS A 10% BECAUSE IT'S A THREE YEAR GAP NOW THAT WE'RE GOING TO HAVE THE REAPPRAISED VALUES NOT UNTIL 2027. WITH THAT, WE COULD LOSE POTENTIALLY EVEN 15 MILLION IF IT'S A 10% GAP BETWEEN THE TWO VALUES BY THREE YEARS. IT DOES PUT TARRANT COUNTY SCHOOL DISTRICTS AT A DIFFERENT AND EVEN PLAYING FIELD BY DOING THAT BECAUSE THEY'RE GOING TO STILL BE FUNDED ON THE SAME LEVEL AT THE STATE LEVEL AROUND THE OTHER COUNTIES APPRAISAL DISTRICT. >> YES. THANK YOU, MISS TRONGAARD. I THINK SOME OF THIS IS STILL WE'RE IN THE UNKNOWN RANGE RIGHT NOW BECAUSE I MEAN, THIS IS BRAND NEW. KNOWING EXACTLY WHAT THOSE NUMBERS WILL BE IS DIFFICULT. BUT OBVIOUSLY, IF THERE IS SOMETHING AROUND THAT $15 MILLION LOSS, THAT HAS TO BE MADE UP FOR SOMEWHERE WITHIN THE DISTRICT. WE HAVE TO FIND WAYS TO COMPENSATE FOR WHERE THOSE LOSSES ARE, WHO KNOWS WHAT THAT MEANS? WE'VE TALKED ABOUT DISTRICTS LOCALLY THAT HAVE HAD DEFICIT BUDGETS AND ALL THOSE THINGS BECAUSE OF FUNDING AND SO FOR SCHOOL FUNDING. WE DON'T KNOW HOW THIS COULD AFFECT US JUST YET, BUT WE KNOW IT COULD HAVE EFFECTS. I MEAN, $50 MILLION IS A LOT OF MONEY, NO MATTER WHAT DISTRICT YOU ARE. DID YOU HAVE? >> YES. IF YOU DON'T MIND. THERE WERE A FEW OF US WHO ATTENDED THE TD BOARD MEETING AND REALLY VEHEMENTLY SPOKE AGAINST THEIR DECISION MAKING BECAUSE WE DISCOVERED THAT THEY WERE DECIDING TO DO THIS. WE WERE ASKING THEM TO DELAY SO THAT WE COULD HAVE AN OPPORTUNITY TO WORK WITH THE TASB BOARD. WE MOSTLY BEEN MISS TRONGAARD, THE WIZARD, WITH THE MATH SKILLS, AND OTHER CFOS, WHO COULD WORK WITH THEM AND LET THEM SEE WHERE THIS FUNDING, THIS 15 MILLION, 10 MILLION, THAT WOULD BE SUCH A HUGE DEFICIT FOR OUR FOR MANSFIELD ISD. IN PARTICULAR, WE SPOKE ON BEHALF OF DR. CRUTCHFIELD AND I SPOKE ON BEHALF AND SHE CAN SHARE WHAT SHE SAID, SPOKE ON BEHALF OF MANSFIELD ISD. I SPOKE FROM THE PERSPECTIVE OF BUSINESSES. WE KNOW THAT WE HAVE A LARGE, VERY GOOD CONNECTIVITY WITH INDUSTRY IN THIS AREA AND THAT BUSINESSES BRING BUSINESS PERSONS, FAMILIES HERE. BUSINESS PERSONS ARE LIKELY NOT HAVE A DESIRE TO COME TO MANSFIELD PROPER OR TO THIS AREA, AND THAT'S NOT WHAT WE WANT BECAUSE WE DO HAVE A DESTINATION DISTRICT. [00:55:01] I SPOKE FROM THAT PERSPECTIVE IN TERMS OF THE FINANCES, AND WHEN BUSINESS REPRESENTATIVES, EXECUTIVES COME TO THIS AREA OR ANY AREA, THEY'RE LOOKING TO SEE THAT THERE'S A GREAT PUBLIC SCHOOL, THAT THERE IS A ROBUST ACADEMIC PUBLIC SCHOOL SYSTEM. WE DO NOT WANT TO HAVE A DEFICIT WHERE WE'RE TAKEN AWAY FROM THE IBCS THAT DR. SCOTT JUST MENTIONED AND THE OTHER PROGRAMS THAT WE HAVE THAT ARE TOP NOTCH. THAT IS VERY CONCERNING AND I'M HOPING THAT AND I KNOW THIS BOARD IS HOPING THAT THE COMMUNITY WILL GET BEHIND THIS AND SAY THAT THIS IS NOT WHAT WE WANT TO TAX THE SCHOOL DISTRICT. IF A PARENT STARTS OFF NOT THINKING THEY'RE IN A GOOD DISTRICT OR IN A GOOD SCHOOL, A TEACHER WHO'S WORKING EXTREMELY HARD TO SERVE HER STUDENTS, ALL OF A SUDDEN WALKS INTO A MEETING WITH A PARENT, THROUGH NO FAULT OF THE TEACHER OR THE PRINCIPAL, BELIEVES THEM TO BE INCOMPETENT OR AT LEAST THE SYSTEM TO BE INCOMPETENT. I DON'T WANT TO SAY I'M EXCITED TO ENTER INTO THIS AT ALL, BUT I THINK IT'S REALLY IMPORTANT FOR US TO TAKE A STAND ON WHAT WE BELIEVE IS THE RIGHT THING TO DO. THAT'S WHY I'LL BE SUPPORTING THAT. DOES ANYBODY ELSE HAVE ANYTHING? MISS NEWSOM. >> I THINK THAT IT DISTRACTS FROM THE TRUE WORK THAT THE TEACHERS DO EVERY DAY AND ADMINISTRATORS FOR OUR STUDENTS. AS MUCH HARD WORK AS THEY PUT IN AND THE GOALS THAT THEY REACH AND THE SUCCESSES THAT THEY HAVE, THIS TELLS A DIFFERENT STORY. AT THE SAME TIME, WE JUST DISCUSSED ON OUR SCORECARD ABOUT ADVOCACY AND SPEAKING UP FOR NOT JUST OUR SCHOOL DISTRICT, BUT ALL THE STUDENTS IN THE STATE OF TEXAS AS WELL AS THE STAFF MEMBERS AS WELL. WE DID THAT FOR MANY YEARS IN THIS STATE WITHOUT AN A THROUGH F SYSTEM. WE TEST IN MORE SUBJECTS AT MORE GRADES THAN ARE REQUIRED, AND MORE THAN JUST ABOUT ANY OTHER STATE IN THE COUNTRY. NO, IT'S NOT REQUIRED. IF THAT'S THE WAY WE CONTINUE TO DO, WE'LL MAKE THAT WORK. WE'LL GET TO AN A AGAIN. WE'LL DO WHAT WE NEED TO DO. I DON'T LOVE THE FACT THAT THERE IS A, AND I DON'T THINK MANY OF OUR PARENTS LOVE THIS, THERE IS A HIGHER PERCENTAGE OF THE A THROUGH F SCORE SINCE THE CHANGE IS BASED ON STAAR SCORES THAN WAS BEFORE THE CHANGE. BECAUSE OF THE WAY THEY DO SOMETHING CALLED PROPORTIONAL WEIGHTING. IT TAKES A LOT OF DISCIPLINE FROM A DISTRICT, AND FROM CURRICULUM DEPARTMENTS AND TEACHERS, AND PRINCIPALS, AND PARENTS, AND EVERYBODY, TO CONTINUE TO ENSURE [01:20:01] THAT THE FOCUS IS ON THE STUDENT EXPECTATIONS AND THE LEARNING, RATHER THAN TRYING TO FIGURE OUT WHAT'S GOING TO BE ON THAT TEST ON THAT ONE DAY IN APRIL OR MAY. BECAUSE THE TEST CANNOT COVER EVERY PIECE OF A FOURTH GRADE ELA CURRICULUM. IT'S A SNAPSHOT. TO DR. CRUTCHFIELD'S POINT, THE STAAR TEST IS A PIECE OF THE DATA THAT WE USE FOR AN INDIVIDUAL CHILD. IF WE'RE WAITING TO THE STAAR TEST TO TRY TO WORK WITH AN INDIVIDUAL KID, THAT SHIP HAS SAILED A LONG TIME AGO. WHAT IT IS USEFUL IS THAT ANOTHER PIECE OF DATA FOR US TO LOOK AT A DISTRICT. IF WE HAVE A PROBLEM WHEN WE'RE TESTING AT COMMON SC ACROSS 24 ELEMENTARY SCHOOLS, AND WE SEE THAT THAT IS A LOW ON EVERY ELEMENTARY SCHOOL, WE KNOW WE HAVE A CURRICULUM PROBLEM. IF WE'RE GOOD ON 21 OF THOSE ELEMENTARY SCHOOLS, BUT THERE'S CONSISTENT PROBLEMS AT THREE ELEMENTARY SCHOOLS, WE HAVE A PLANNING PROBLEM. WE NEED TO AN UNDERSTANDING OF WHAT IS BEING ASSESSED. WE NEED TO GO WORK WITH THEM. IF WE'RE PRETTY GOOD ACROSS 24 ELEMENTARY SCHOOLS, BUT WE HAVE 10 OR 11 INDIVIDUAL TEACHERS, WELL THEN WE HAVE AN INSTRUCTIONAL PROBLEM. THAT ALLOWS GEORGIE SWEEZEY AND HER TEAM, AND FERNANDO AND HIS TEAM, AND MISS YOUNG DID A GREAT JOB OF THIS, BY THE WAY, OF KNOWING HOW TO DEPLOY THEIR RESOURCES. IT IS HELPFUL FOR US IN THAT, BUT THAT DOESN'T MEAN THAT THERE NEEDS TO BE A GRADE ASSOCIATED WITH IT. IT IS MOST USEFUL WHEN IT'S USED AS AN AUDIT OF OUR CURRICULUM. EXTERNAL FINE, BUT AS AN AUDIT OF OUR CURRICULUM AND NOT A GRADING OF AN INDIVIDUAL CHILD. >> THAT'S WHAT I WANTED, DR. SCOTT, TO MENTION THAT BECAUSE WE HAD GREAT CONVERSATION REGARDING THIS LAWSUIT. EVERYONE HAS SAID WHAT I WOULD SAY.
