I'M EXCITED TO BE HERE TONIGHT TO GIVE YOU A LITTLE GLIMPSE INTO OUR CURRICULUM AUDIT SPECIFICALLY AS IT RELATES TO CURRICULUM AND INSTRUCTION AND SOME OF THE THINGS THAT WE'RE DOING WITHIN OUR DEPARTMENT.
I WANT TO BEGIN BY LETTING YOU KNOW WHY WE WANTED TO LOOK AT OUR CURRICULUM.
DR. CANTU HAD AN AMAZING QUOTE IN THE CURRICULUM AUDIT, SO I WANTED TO USE IT, BUT FOR THE LAST 13 YEARS, WE'VE BEEN WRITING OUR OWN CURRICULUM IN MANSFIELD ISD.
CONSEQUENTLY, AS PART OF OUR FOCUS ON CONTINUOUS IMPROVEMENT.
IT WAS REALLY TIME THAT WE LOOKED AND EVALUATED WHAT WE WERE USING AND ENSURING THAT ALIGNMENT BETWEEN THAT WRITTEN TAUGHT AND TESTED CURRICULUM.
THIS WORK ACTUALLY BEGAN ABOUT THIS TIME LAST YEAR IN THE SUMMER WHERE WE EMBARKED ON DOING A LOT OF THINGS, GATHERING LOTS OF DOCUMENTS, EVERYONE UP HERE HAD A ROLE IN A PART IN THAT JOURNEY.
SOME OF YOU WERE GIVEN THE PRIVILEGE TO INTERVIEW WITH THEM AND THEY REALLY JUST LOOKED AT OUR ENTIRE SYSTEM AS A WHOLE TO EVALUATE OUR SYSTEM AND THE THINGS THAT WE WERE DOING HERE.

WE'VE OUTLINED AND LAID OUT OUR CURRICULUM FORMAT TO MATCH WHAT THE CAMPUSES ARE DOING ON THEIR CAMPUSES EVERY DAY.
THAT IS DEFINITELY SOMETHING THAT WAS UNIQUE AND THEY'VE ASKED AND ENCOURAGED US TO CONTINUE WITH THAT PROCESS AND CONTINUE BUILDING OUR CURRICULUMS AROUND THAT.
THE SECOND STRENGTH THAT THEY NOTED WAS THE SAFETY AND SECURITY OF OUR STUDENTS AND EMPLOYEES.
MANY DISTRICTS ARE WORKING TO IMPROVE THAT.
MANSFIELD ISD HAS DONE A LOT OF WORK TO ENSURE THAT OUR STUDENTS FEEL SAFE AND SECURE.
WE KNOW THAT LEARNING CAN'T HAPPEN IF STUDENTS DON'T FEEL SAFE AT SCHOOL.
REMEMBER, IF OUR KIDS FEEL SAFE AT SCHOOL, THEY'RE LEARNING, BUT NOT ONLY PHYSICALLY SAFE.
THE THIRD STRENGTH THAT THEY REALLY TALKED ABOUT WAS ABOUT THAT EMOTIONAL SAFE AND WELL BEING OF OUR STUDENTS THAT WAS ALSO UNIQUE TO MANSFIELD ISD.
OUR WONDERFUL COMMUNICATIONS DEPARTMENT HAS REALLY STRONG COMMUNITY PARTNERSHIPS, THINGS LIKE OUR MVP PROGRAM THAT MANY OF YOU ARE ACTUALLY MENTORS AND VOLUNTEERS IN.
AGAIN, ENSURING THAT OUR STUDENTS FEEL SAFE, NOT ONLY PHYSICALLY, BUT EMOTIONALLY.
THEY ALSO WANTED TO POINT OUT A STRENGTH WITH OUR STUDENTS SCORECARD.
AS SOME DISTRICTS OR SOME DISTRICTS WITHIN AND AROUND US DO SOME FORM OF A SCORECARD IN THEIR SECONDARY SCHOOLS, IT'S VERY UNIQUE TO HAVE THAT IN A K12 SYSTEM.

THAT'S NOT TO SAY, DOES YOUR DISTRICT HAVE A VISION? THAT IS MORE TO LOOK AT THE EXPECTATIONS AROUND OUR VISION THAT WE HAVE.
LOOKING AT THE VISION FOR OUR DISTRICT POLICY, LOOKING AT OUR RESOURCES AND PERSONNEL, AND ENSURING THAT WE HAVE AN ORGANIZATIONAL STRUCTURE THAT SUPPORTS STUDENT LEARNING.
THE SECOND AREA IS CURRICULUM, WHICH IS THE AREA I'M GOING TO GIVE MORE DETAIL ON IN A MOMENT, BUT AGAIN, LOOKING THAT OUR CURRICULUM PROVIDES GUIDANCE FOR TEACHERS SO THAT THEIR DELIVERY OF INSTRUCTION CAN BE THE BEST THAT IT CAN.
THE THIRD AREA THAT AN AUDIT LOOKS AT IS FEEDBACK.
THEY'RE INVESTIGATING HOW OUR DISTRICT PERSONNEL USES ASSESSMENT AND ASSESSMENT DATA AS FEEDBACK FOR OUR DECISION MAKING PROCESSES.
NOT ONLY ASSESSMENT DATA FROM A TEST THAT WE MAY GIVE STUDENTS, BUT ASSESSING OUR SYSTEMS AND COMMUNICATIONS AND TECHNOLOGY ACROSS THE BOARD AND HOW WE'RE USING THAT DATA TO INFORM DECISIONS.
WHEN WE THINK OF WITHIN CURRICULUM, I THINK OF OUR CURRICULUM BASED ASSESSMENTS AND HOW WE USE THOSE, AND I'LL TALK ABOUT THAT A LITTLE BIT.

THE LAST AREA THAT THE AUDIT LOOKS AT IS WITHIN PRODUCTIVITY.
THAT IS LOOKING AT THE EXTENT TO WHICH OUR STUDENTS ARE CONSISTENTLY IMPROVING IN THEIR ACADEMICS IN SPITE OF DIMINISHING RESOURCES THAT WE MAY OR MAY NOT HAVE.
WE WANT TO ENSURE THAT OUR KIDS ARE ALWAYS PERFORMING, PUTTING ASIDE ANY EXCUSES THAT THEY'RE DOING THE BEST THEY CAN.
SPECIFICALLY WITHIN CURRICULUM.
WHEN WE TALK ABOUT WRITTEN CURRICULUM AND THE WORK THAT WE DO, NOT ONLY WE DO WANT TO MAKE SURE THAT WE HAVE A STRONG WRITTEN CURRICULUM LAID OUT THAT TEACHERS CAN USE AND UNDERSTAND, BUT THAT THAT CURRICULUM CAN BE DIFFERENTIATED, THAT IT HAS STUDENT CENTERED INSTRUCTION THAT IS RESPONSIVE TO STUDENT NEEDS.
I WANT TO GIVE YOU SOME EXAMPLES OF SOME THINGS THAT WE'VE DONE IN ORDER TO BE RESPONSIVE TO STUDENT NEEDS.

IN THE PAST, OUR STUDENTS HAD JUST BEEN ASSESSING GRADES FOUR AND SEVEN IN WRITING, AND THEN ALL OF A SUDDEN, THEY WERE BEING TESTED ACROSS THE BOARD, EVERY SUBJECT AREA, THE WHAT WAS CALLED AN EXTENDED CONSTRUCTED RESPONSE.
OUR SCORES WERE NOT THAT GREAT AS WELL AS THE STATE, BUT WE REALLY TOOK A DEEP DIVE.
WE LOOKED AT ALL OF OUR STUDENTS SAMPLES, WE LOOKED AT THEMES, WE LOOKED AT THE RUBRIC, WHAT WAS CAUSING OUR STUDENTS TO NOT DO AS WELL.
WE BUILT A SYSTEM THIS YEAR, OUR CURRICULUM WRITERS WITHIN OUR ENGLISH LANGUAGE ARTS DEPARTMENT REVAMPED THAT AND I'M HAPPY TO REPORT THOSE ECR SCORES ARE MUCH BETTER THIS YEAR AND AN IMPROVEMENT IN ALMOST EVERY GRADE.
I SAY ALMOST BECAUSE OUR WORK ISN'T DONE.
THERE'S A COUPLE OF GRADE LEVELS THAT WE STILL WANT TO CONTINUE TO BUILD AND ENSURE THAT OUR STUDENTS ARE GROWING.
A SMALLER EXAMPLE, JUST RIGHT NOW, LOOKING AT WHAT WAS TESTED ON OUR STAR TEST, POETRY WAS TESTED A LOT, AND WE'RE NOT TEACHING THAT UNTIL LATER ON IN THE SCHOOL YEAR.
JUST BEING RESPONSIVE TO THAT, REALIZING OUR STUDENTS NEED MORE PRACTICE, WE'RE MOVING THAT UP TO OUR BEGINNING UNITS, UNITS 1 AND 2, SO WE CAN CONTINUE TO SPIRAL THAT IN.
HEY, OUR DATA SHOWS IN THE AUDIT POINTED OUT TO US THAT IN THE LAST FIVE YEARS, OUR EMERGING BILINGUAL STUDENT POPULATION HAS INCREASED BY 52%.
THE WORK THAT WE HAVE TO DO TO ENSURE THAT OUR STUDENTS THAT ARE LEARNING ENGLISH FOR THE FIRST TIME CAN UNDERSTAND OUR CURRICULUM IS SOMETHING THAT WE ARE HAVING TO REALLY FOCUS ON TO ENSURE THAT WE HAVE SCAFFOLDS BUILT INTO OUR CURRICULUM, TO ENSURE THAT OUR TEACHERS UNDERSTAND HOW TO USE THOSE SCAFFOLDS.
THE EXCITING THING IS THOSE THINGS THAT WE USE FOR STUDENTS THAT ARE JUST LEARNING TO SPEAK ENGLISH, THEY WORK FOR ALL KIDS.
WE'RE WORKING ON THAT RIGHT NOW IN PART OF OUR DEPARTMENT IS ENSURING THAT WE HAVE SUPPORTS FOR OUR STUDENT GROUPS THAT ARE STRUGGLING.
THROUGH THE AUDIT, WE WERE GIVEN A GOOD STRONG KEY RECOMMENDATION THAT WE FEEL LIKE IS ACCOMPLISHABLE, SOMETHING THAT WE CAN REALLY WORK ON IN THE NEXT COUPLE OF YEARS.

THAT'S SOMETHING WE'RE GOING TO CONTINUE TO WORK ON.
WE'VE BUILT SOME TIMELINES TO ENSURE THAT WE ARE KEEPING THOSE UPDATED, REVISED, AND PUSHED OUT.

I HAVE TWO KIDDOS IN HIGH SCHOOL, ONE IN COLLEGE NOW BUT EVERY TIME I GET THEIR REPORT CARD, I'M LIKE MAN, DO THEY KNOW 97% OF THE MATERIAL? DO THEY TURN IN THEIR WORK? DO THEY HAVE A ZERO BECAUSE OF THAT? WHAT DO THEY REALLY KNOW? HERE WE ARE PRESENTING TO YOU WHAT WE HAVE DONE AND FOCUSED FROM A ONE TIME TO THOSE MINIMAL LESS THAN THREE MILLION GOING INTO THE GENERAL FUND THAT WE NEEDED TO GO TO KEEP IMPACTING FOR OUR STUDENTS TO INCREASE THE STUDENT OUTCOMES.
THOSE FINANCIAL CHALLENGES, OF COURSE, ENROLLMENT GROWTH, LACK OF LEGISLATIVE FUNDING, INFLATION, AND THEN THE PRESSURES ON THE COMPETITIVE WAGES AND STUFF.
SPECIAL POPULATIONS, WE SHARED ALL THE INCREASE.
YOU HEARD DR. [INAUDIBLE] TALK ABOUT THE EMERGENT BILINGUAL AND I HEARD DR. CRUTCHFIELD ALSO TALK ABOUT THE INCREASES IN THE SPECIAL POPULATIONS.
THIS WAS SOMETHING THAT REALLY HITS BUDGETS HARD BECAUSE EVEN THOUGH YOU SAW 34 STUDENTS INCREASE, YOU'RE SEEING THE INCREASES IN THE SPECIAL POPULATIONS.
WE DON'T GET FULLY FUNDED ON THESE TYPE OF SPECIAL POPULATIONS.

THIS IS SOMETHING IMPORTANT THAT WE HAVE TO FOCUS ON.THE EMERGENT BILINGUAL BUDGETS, WE ALLOCATED ALREADY $479,000 INTO THIS YEAR'S BUDGET TO GO TOWARDS NEXT YEAR'S BUDGET, SO THAT YOU'RE NOT GOING TO SEE FTES FOR THOSE BECAUSE WE'VE ALREADY GONE TO THAT AND ADDRESSED THE NEED.
THE SPECIAL ED, YOU'RE GOING TO SEE A LOT OF FTES FOR THAT.
THEN DYSLEXIA AND AS WELL AS GT, WE'VE INCREASED SOME OF THOSE FUNDINGS AS WELL.
ON PRE-K, WE'VE GROWN A LITTLE BIT, WE'VE INCREASED OUR TUITION BASED CLASSES.
THEN WE'RE TALKING ABOUT BUDGETING OR THE FINANCE SIDE OF MAINTENANCE AND OPERATIONS AS A GENERAL FUND.
THAT'S THE BUCKET WE'RE TALKING ABOUT TONIGHT.
BUT I WANT TO THANK EVERYBODY AGAIN IN THE COMMUNITY FOR THE SUPPORT ON THE RIGHT SIDE BUCKET BECAUSE WE HAVE A DIFFERENT BUDGET TALKING TODAY IF THAT DID NOT PASS, ESPECIALLY PROP-A.

WE ARE RECOMMENDING TO YOU THAT WE INCREASE THE STARTING PAY TO 64,700 AS YOU SEE ON THE RIGHT SIDE THAT PUTS IT MORE IN LINE WITH A 3% PAY PLAN WITH OUR TEACHER MATRICES.
THERE'S OUR HIGHLIGHTS. WE'VE SHARED THIS WITH ALL.
ALSO, I WANT TO NOTE THAT INCREASE IN THE MEDICAL CONTRIBUTION FROM $250 TO 350 PER MONTH.
THAT'S A BIG STEP FOR THIS BUDGET, ALONG WITH THE STARTING PAY IS 64,700.
THOSE ARE ALL THE FULL TIME FTES THAT HASN'T CHANGED SINCE WE PRESENTED THIS TO YOU AGAIN WITH THE OTHER NON FTE ADDITIONAL EXPENDITURES.

WE REALLY HAD TO FOCUS AS A GROUP OF WHAT WAS BEST FOR THE KIDS AND HAVE STUDENTS FIRST.

AGAIN, THAT TRANSFER OF 6.7 MILLION IN FROM THE CAPITAL PROJECTS FUND, THAT IS ALMOST ALL OF IT.
WE STILL HAVE ABOUT 6.8 MILLION IN THAT PORTION, BUT IT'S GOOD TO KNOW WE CAN DO THAT BECAUSE OF THE PASSAGE OF PROPOSITION A AND THE BOND.
THEN WE ALSO HAVE A $5 MILLION THAT WE HAVE SET ASIDE FROM WORKERS' COMP FUNDS, JUST TO REITERATE THAT WE STILL HAVE TWO YEARS WORTH OF CLAIMS AVAILABLE IN THAT, SHOULD WE NEED IT.
THAT GETS US TO THE $3.1 MILLION BOTTOM.
BUT AGAIN, WHERE DOES THAT COME FROM? THERE'S YOUR GENERAL FUND FUND BALANCE.

A PORTION OF WHAT GOES INTO STUDENTS VERSUS RETAINING AND RECRUITING THE BEST OF THE BEST EDUCATORS AND STAFF, NOT OVERWORKING THEM WITH TASK AFTER TASKS TO THE POINT THEY WANT TO LEAVE THE DISTRICT, RETIRE EARLY, OR IN THE CASE OF POSSIBLE RECRUITS, NOT COME HERE AT ALL.
I UNDERSTAND THAT PARENTS AND GUARDIANS SHOULD HAVE CERTAIN RIGHTS, BUT WHAT ABOUT THE RIGHTS OF THE STUDENT? WHEN AND WHERE DO THEIR RIGHTS BEGIN? ISN'T ASKING TEACHERS TO OUT STUDENTS TO THEIR PARENTS AND GUARDIANS A VIOLATION OF THE RIGHTS OF THAT STUDENT? LEARNING CAN'T HAPPEN IF STUDENTS DON'T FEEL SAFE.
NOT JUST FEELING SAFE PHYSICALLY, BUT ALSO EMOTIONALLY.

WHEN STUDENTS COME TO UTA, WE HAVE A VIBRANT CARING COMMUNITY THAT WILL BE THERE TO PROTECT THEM. BUT YOU KNOW WHAT? I'VE GOT A FRIEND OF MINE, TONS OF YEARS, THEY'VE BEEN ACTIVE IN THE LBGT COMMUNITY.
THEIR STUDENT JUST CAME TO ME AS ONE OF MY STUDENTS RIGHT NOW.
THE KID DIDN'T COME OUT UNTIL THE KID WAS 20, EVEN THOUGH THE PARENTS WERE ACTIVE LGBT ACTIVISTS, SO I KNEW WELL FROM THE COMMUNITY.
THE STUDENT CAME OUT TO ME, TALKED TO ME ON CAMPUS.
I'LL TELL YOU THE STUDENT WAS FELT LIKE BREAKING DOWN BECAUSE THEY WERE PUT IN THE SAME HOUSING AS A CIS MALE.
THESE SITUATIONS, I DEAL WITH THESE STUDENTS.
DEALING WITH PEOPLE WHO ARE CONTEMPLATING SUICIDE, HAVING THEM COME TO ME AND TALK TO ME, THESE ARE JUST WORDS ON PIECES OF PAPER.
WE GOT TO ACTUALLY RECOGNIZE THE HUMAN BEINGS AT ISSUE HERE.
STUDENT LEARNING ENDS WHEN STUDENTS DIE.
KEEP OUR STUDENTS ALIVE, LET THEM FEEL COMFORTABLE TO TALK TO THEIR TEACHERS BECAUSE TEACHERS, WE CARE.

I WOULD ARGUE THAT IT WOULD NOT CAUSE HARM, BUT WOULD SEND THE MESSAGE THAT LGBTQIA+ YOUTH AND GENDER NON-CONFORMING STUDENTS ARE SEEN, VALUED, AND SAFE.
SCHOOL CAN AND SHOULD BE A SAFE SPACE FOR ALL STUDENTS.
AS THE GRANDPARENT OF FUTURE MISD STUDENTS, I'M HERE TO SPEAK ON BEHALF OF STUDENTS WHO MAY OR MAY NOT BE

WE COULD SEND SOMETHING OUT AND ALLOW THE PARENTS TO BE EMPOWERED AND THE CHILDREN AND THE FAMILY TO SIT AND HAVE A DISCUSSION.
THAT WAY, IF WE DO ENTER INTO LITIGATION, WE WOULD HAVE THE PROPER DOCUMENTATION TO SAY THAT WE HAVE DONE OUR VERY BEST TO ENSURE THAT PARENTS, TEACHERS, ALL THOSE WHO CARE FOR OUR KIDS AND OUR CHILDREN ARE SAFE AND THIS IS WHAT WE BELIEVED WOULD BE A VIABLE OPTION TO ENSURE THAT THEY'RE SAFE AND THEY FEEL COMFORTABLE LEARNING ALL OF OUR KIDS.
