THAT'S MISS RILEY. SO THANK YOU.
[01:11:11]
OKAY. CONGRATULATIONS TO ALL OUR NEW HIRES AND PLACEMENTS AND PROMOTIONS, I GUESS.SO THEN WE WILL MOVE ON TO ITEM SEVEN, OUR INSTRUCTIONAL FOCUS.
[7. Instructional Focus]
I'LL ASK DOCTOR CANTU TO MAKE HER INTRODUCTIONS, PLEASE.I WOULD LIKE DOCTOR TIFFANY SPENCER TO.
TO GIVE OUR ASSESSMENT AND ACCOUNTABILITY DEPARTMENT UPDATE.
GOOD EVENING, PRESIDENT WILSON.
DOCTOR CANTU AND MEMBERS OF THE BOARD.
I'M EXCITED TO BE HERE WITH YOU ALL TONIGHT.
AND IT'S BECAUSE I GET TO BRAG ON ONE OF MY DIVISIONS.
YOU KNOW, THE WORK THAT WE DO IS REWARDING.
BUT TONIGHT I GET TO TALK ABOUT ALL OF THE GREAT THINGS THAT THIS TEAM DOES.
SO BEFORE I DIVE IN, I HAVE THE PLEASURE OF LEADING AN INCREDIBLE GROUP OF EDUCATORS.
AND HOW CAN WE PUT PEOPLE OVER PROCESSES.
AND WHEN I SAY THAT THIS TEAM HAS STEPPED UP TO THE CHALLENGE, THAT'S EXACTLY WHAT THEY HAVE DONE.
THEY THOUGHT OUTSIDE OF THE BOX, THEY'VE BEEN PROACTIVE.
THEY'VE RESPONDED TO FEEDBACK.
THEY DO EVERYTHING THAT YOU THINK THAT YOU WOULD WANT OUT OF AN AMAZING TEAM.
AND I'M EXCITED TO GET TO BRAG ON THEM TONIGHT.
SO FIRST UP IS DOCTOR EVANS ONSONGO.
HE IS OUR DIRECTOR OF RESEARCH AND ACCOUNTABILITY.
HE HAS TWO DIRECTORS THAT WORK.
I MEAN TWO COORDINATORS THAT WORK WITH HIM, MARIA ALCORN AND SUSIE WILLIAMS. AND SO MARIA DEALS MORE WITH OUR LOCAL ASSESSMENTS, AND SUSIE FOCUSES ON OUR STATE ASSESSMENTS AND KEEPS US FROM BEING IN TROUBLE.
SHE IS VERY GREAT WITH ALL OF THOSE THINGS.
AND THEN AMY ADAMS JOINED OUR TEAM LAST YEAR AND SHE HAS JUST BEEN AMAZING.
ANYTHING THAT YOU NEED DONE, SHE JUMPS IN, SHE TACKLES IT.
THEY ARE JUST AN AMAZING TEAM.
AND SO I'M EXCITED TO GET TO SHARE WITH YOU SOME OF THE THINGS THAT THEY PROVIDE FOR OUR DISTRICT.
SO OUR GOALS LAST YEAR THAT HAVE LED INTO THIS YEAR HAVE BEEN REALLY BASED ON THREE THINGS.
ONE IS BUILDING CAPACITY, DATA LITERACY, UNDERSTANDING OUR ACCOUNTABILITY SYSTEM, HELPING OUR TEACHERS AND OUR ADMINISTRATORS JUST GROWING THEIR UNDERSTANDING SO THAT THEY CAN EFFECTIVELY IMPACT CHANGE AND THEN CONTINUOUS IMPROVEMENT.
SO WHAT ARE WE PROVIDING TO OUR CAMPUSES? WHAT ARE WE PROVIDING TO OUR TEACHERS AND OUR STAFF THAT WE SUPPORT, AND WHAT CAN WE DO TO GET BETTER, REALLY LIVING OUR VALUES AND MISTY AND THEN FINALLY COMMUNICATION.
WHAT ARE WE DOING IN ORDER TO GET THE WORD OUT RIGHT? AND SO NOT BEING RESPONSIVE AND NOT BEING REACTIVE.
BUT WHAT ARE WE DOING TO REALLY BE PROACTIVE IN OUR APPROACH AND GETTING COMMUNICATION TO ALL OF OUR STAKEHOLDERS SO THAT THEY CAN BETTER BE INFORMED TO MAKE GREAT DECISIONS? SO WITH BUILDING CAPACITY WE ARE IMPACT IS IMPORTANT.
AND SO THINKING THROUGH OUR GOAL IS JUST TO PROVIDE ALL OF OUR DISTRICT AND OUR CAMPUS STAFF WITH PROFESSIONAL LEARNING TO REALLY INCREASE THEIR KNOWLEDGE, TO HELP THEM MAKE AN IMPACT AND INFORMED DECISIONS.
OVER THE LAST YEAR, WE'VE PROVIDED 148 HOURS OF PROFESSIONAL LEARNING, AND WE CALL IT PROFESSIONAL LEARNING FOR A REASON, RIGHT? PROFESSIONAL DEVELOPMENT IS A ONE TIME SITTING GIG, RIGHT? YOU GET IT ONE TIME AND YOU GO AWAY AND HOPEFULLY IT STICKS.
PROFESSIONAL LEARNING IS ONGOING AND SO HOW CAN WE CONTINUOUSLY BUILD THAT RAPPORT? HOW CAN WE CONTINUOUSLY BUILD THAT CAPACITY.
THOSE CAMPUS TESTING COORDINATORS ARE BOOTS ON THE GROUND DURING TESTING SEASON.
SO WE STARTED LAST YEAR WITH WHAT'S CALLED LUNCH AND LEARNS.
[01:15:03]
THE GAME ANYWAY. Y'ALL REMEMBER? YES. AND SO WE TRIED TO FIGURE OUT HOW CAN WE GET THAT INFORMATION TO PRINCIPALS AS WE GOT THE INFORMATION, HOW CAN WE TURN IT AROUND IN A WAY OF BEING PROACTIVE AND BEING SURE THAT OUR PRINCIPALS HAD THE INFORMATION THAT THEY NEED IN ORDER TO MAKE APPROPRIATE DECISIONS? SO OUR LUNCH AND LEARN STARTED AS OPTIONAL TRAININGS.AND SO WE OFFERED THEM FOUR TIMES LAST YEAR.
AND SO WE TALKED ABOUT ACCOUNTABILITY DOMAINS ONE, TWO AND THREE.
AND WHAT DOES THAT MEAN FOR OUR CAMPUS AND OUR DISTRICT, OUR CAMPUSES IN OUR DISTRICT.
HE IS VERY WELL KNOWN WITH A ORGANIZATION CALLED LEAD FORWARD.
AND SO THEY HAVE THE MOST UP TO DATE INFORMATION ON ACCOUNTABILITY AND WHAT'S HAPPENING.
AND WHAT CAN YOU DO WITH IT? AND SO IT WAS REALLY HANDS. ON LEARNING.
WE'VE CONTINUED THAT LEARNING THIS YEAR WITH OUR PRINCIPALS, AND WE ASKED FOR FEEDBACK LAST YEAR.
AND SO WE'RE GOING TO TALK ABOUT THAT CONTINUOUS IMPROVEMENT PIECE.
BUT OUR PRINCIPALS TOLD US WHAT THEY WANTED.
MORE OF THESE SESSIONS HAVE BEEN INCREDIBLE.
THEY'RE COMING BECAUSE THEY WANT TO COME.
ISN'T THAT A GREAT FEELING? NOT BECAUSE WE'RE MAKING THEM COME SOMEWHERE, BUT BECAUSE WE'RE OFFERING SOMETHING THAT THEY FIND VALUABLE AND IT'S MAKING AN IMPACT ON THEIR CAMPUSES AND IN THEIR WITH THEIR KNOWLEDGE. SO WE FOCUSED ON PROFESSIONAL LEARNING IN THREE VERY INTENTIONAL WAYS.
AND SO WE HAVE A VERY LARGE DISTRICT.
AND SO PRINCIPAL SELECTED WHO THEY WOULD LIKE ON THEIR CAMPUS TO COME TO OUR TRAINER OF TRAINERS.
OUR TEACHERS ALSO WANTED INFORMATION ON ADJUTANTS.
ADJUTANTS IS WHERE ALL OF OUR STUDENT DATA LIVES.
IT'S WHERE OUR INFORMATION FOR OUR CMR INFORMATION LIST AND INDICATORS LIVE.
AND SO THEY WANTED MORE INFORMATION ON THAT.
SO WE'VE PROVIDED INDIVIDUAL CAMPUS TRAINING.
WE'VE PROVIDED ONLINE TRAINING ANYTHING TO MAKE IT EASIER FOR TEACHERS TO ACCESS.
WE'VE ALSO PROVIDED SPECIFIC TIME FOR OUR CAMPUS TESTING COORDINATORS.
AGAIN, THOSE ARE OUR BOOTS ON THE GROUND DURING TESTING SEASON.
AND SO THEY'RE PREPARING ALL YEAR.
WE'VE GIVEN THEM ADDITIONAL TRAINING ON ADJUTANTS DATA ANALYSIS.
SO NOT ONLY IS THE DATA THERE, BUT WHAT DO WE DO WITH IT.
RIGHT. BECAUSE THEY'RE WITH TEACHERS EVERY DAY.
IF A TEACHER HAS A QUESTION, WE WANT THEM TO BE ABLE TO ANSWER AND SUPPORT.
AND SO DATA ANALYSIS FOR THEM.
AND WE'VE ALSO PROVIDED CTC WORK DAYS.
SO THIS IS THESE ARE DAYS WHERE THEY CAN COME IN.
OUR ASSESSMENT TEAM IS SET UP.
AND THEY CAN COME AND GO AS THEY PLEASE.
AND SO THEY ARE AT THEY'RE SERVING IN WHATEVER CAPACITY THAT THEY NEED.
AND OUR SEATS ARE ABLE CTCS ARE ABLE TO COME IN AND GET THE SUPPORT THAT THEY NEED AND THEN LEAVE.
AND SO QUESTIONS ANSWERED ON THE SPOT AND THEY'RE ABLE TO HAVE THAT COLLABORATION TIME.
AND THEN OUR CAMPUS ADMINISTRATORS, WE'VE DONE NOT ONLY THE LUNCH AND LEARNS.
WE'VE ALSO PROVIDED BASED ON FEEDBACK FROM PRINCIPALS NWA MAP GROWTH REPORTS.
AND SO LOOKING AT HOW OUR STUDENTS ARE GROWING FROM SPRING TO SPRING, FROM FALL TO FALL, WE WERE HAVING SMALL GROUP PRINCIPAL MEETINGS WITH OUR ELEMENTARY PRINCIPALS AND WITH OUR MIDDLE GRADE PRINCIPALS ON, HEY, THESE ARE WHAT THESE REPORTS ARE AND THIS IS WHAT WE CAN DO WITH THEM.
WE'RE ACTUALLY BRINGING IN OUTSIDE SUPPORT FOR THAT.
WE'VE ALSO WORKED WITH OUR HIGH SCHOOL PRINCIPALS WITH INTERIM GROWTH REPORTS.
SO OUR HIGH SCHOOLS TAKE THE INTERIM INTERIM ASSESSMENTS TWICE A YEAR.
AND SO WE LOOK AT GROWTH FOR OUR STUDENTS.
HOW ARE THEY PERFORMING? ARE THEY GROWING FROM THE FALL TO THE SPRING AND HELPING OUR PRINCIPALS UNDERSTAND THOSE REPORTS AND HOW TO MAKE DECISIONS AND INFORM DECISIONS GOING BACK TO THEIR CAMPUSES, SOMETHING THAT WE'VE TALKED ABOUT AND THAT OUR PRINCIPALS HAVE ASKED FOR ARE THE DATA DIG WORKSHOPS.
SO CONTINUOUS IMPROVEMENT IS EXTREMELY IMPORTANT.
RIGHT. HOW DO WE KNOW IF WHAT WE'RE DOING IS EFFECTIVE? AND SO WE HAVE GIVEN AND THEY HAVE GIVEN SURVEYS AFTER EACH OF OUR LUNCH AND LEARNS THIS YEAR.
AND OUR PRINCIPALS RESPOND THROUGH SURVEYS ON ONE OF THE LUNCH AND LEARN FLIERS.
ONE OF THE TASKS ON THERE WAS TO REVIEW THE LUNCH AND LEARN FEEDBACK AND QUESTIONS.
[01:20:03]
SO THAT'S HOW WE START OUR MEETINGS.THIS IS WHAT WE'RE GOING TO TALK TO YOU ABOUT TODAY BECAUSE YOU ASKED FOR IT.
THESE ARE THE QUESTIONS THAT YOU HAVE.
THIS IS WHAT WE'RE GOING TO DO IN ORDER TO RESPOND.
AND THIS IS JUST SOME OF THE FEEDBACK THEY RECEIVED.
THAT'S WHERE THE DATA DIGS HAVE COME FROM.
SO NEXT YEAR OUR PRINCIPALS WILL HAVE THE OPPORTUNITY.
OUR ASSESSMENT TEAM WILL SET UP FOR A DAY.
SOME OF THE FEEDBACK IS JUST NOTHING.
YOU'RE SERVING AND SUPPORTING AND EXACTLY THE WAY THAT WE WOULD LIKE.
PLEASE CONTINUE THE GREAT WORK.
ABOUT HOW GREAT OF A JOB THEY DO.
COMMUNICATION. SO ONE OF THE THINGS THAT I DON'T THINK PEOPLE NECESSARILY KNOW ALL OF THE TIME IS ALL OF THE DEPARTMENTS THAT ASSESSMENT AND ACCOUNTABILITY TOUCHES. SO OF COURSE, FOR OUR CAMPUS ADMINISTRATORS, ONE OF THEIR MAIN PIECES IS TO PROVIDE STUDENT DATA.
SO HOW ARE OUR STUDENTS PERFORMING? WHAT DOES IT MEAN FOR US AS ACCOUNTABILITY? AS A DISTRICT DOCTOR, ONSONGO AND HIS TEAM ARE CONTINUOUSLY RUNNING REPORTS.
EVERY TIME WE GET DATA IN, HE'S PUSHING DATA OUT.
HE'S ANALYZING IT AND BEING SURE THAT WE HAVE WHAT WE NEED IN ORDER TO MAKE DECISIONS.
THEY MAKE THEY WORK VERY CLOSELY WITH OUR SPECIAL POPULATIONS.
AND THEN AS WELL AS WITH CMR. SO I'M GOING TO TALK TO YOU A LITTLE BIT ABOUT HOW THEY SUPPORT CMR AND BEING SURE THAT OUR STUDENTS ARE LIVE, COLLEGE AND CAREER READY, AND THEY ALSO SUPPORT WITH OUR COMMUNITY AND STAFF ENGAGEMENT. SO I DON'T KNOW IF YOU ALL KNOW, BUT THEY ROLL OUT ALL OF OUR CLIMATE AND CULTURE SURVEYS.
SO THE PARENTS AND TEACHERS AND STAFF, DOCTOR ONSONGO AND HIS TEAM ARE PUSHING THAT INFORMATION OUT, AND THEY'RE DISAGGREGATING IT AND ANALYZING THAT DATA WHEN IT COMES BACK IN TO BE SURE THAT WE HAVE THAT INFORMATION IN ADDITIONAL.
IN ADDITION, WE'RE PUSHING OUT NEWSLETTERS.
SO THIS TEAM PUSHES OUT NEWSLETTERS WEEKLY.
IT'S SPECIFIC TO WHAT PRINCIPALS NEED.
ASSISTANT PRINCIPALS ARE CAMPUS TESTING COORDINATORS.
AND IT HAS SOMETHING THAT THEY CAN GO BACK TO.
SO THEY CAN IF THEY DON'T NEED IT THIS WEEK, THEY CAN REFERENCE IT BACK IN TO TO DETERMINE WHAT THEY NEED TO KEEP THEM UP TO DATE ON RELEVANT STATE AND LOCAL TESTING SO THAT THEY'RE AWARE OF WHAT'S COMING AND WHAT THEY NEED TO KNOW IN ORDER TO MOVE FORWARD.
WE KNOW THAT THIS IS A BIG PART OF WHAT WE DO HERE IN MISD, BEING SURE THAT OUR STUDENTS ARE LIVE COLLEGE AND CAREER READY LAST YEAR, THAT YOU KNOW THAT THE STATE OF TEXAS CHANGED HOW CMR WAS CALCULATED.
EVERY MONTH THEY PUSH OUT MONTHLY REPORTS ON HOW OUR STUDENTS ARE PERFORMING, WHERE THEY ARE AS FAR AS READING, REACHING THEIR CMR GOALS AND TARGETS, AND THEY START AT THE NINTH GRADE. SO DOCTOR ONSONGO WAS PULLING NINTH GRADE DATA, 10TH GRADE ALL THE WAY THROUGH OUR 12TH GRADERS.
AND THAT'S REALLY SO WE CAN BE PROACTIVE.
AND WE'RE NOT WAITING UNTIL THE SENIOR YEAR FOR OUR STUDENTS TO DECIDE WHAT THEY NEED.
NOT ONLY IS THIS TEAM DOING AN AMAZING JOB WITHIN MISD, THEY ARE ALSO PRESENTING AT THE REGIONAL AND STATE LEVELS THEY PRESENTED AT THE TEXAS ASSESSMENT CONFERENCE IN AUSTIN MULTIPLE TIMES, JUST ABOUT THE WORK THAT WE'RE DOING HERE AND THE LUNCH AND LEARNS AND HOW IMPORTANT AND IMPACTFUL THAT IS.
SO NOT ONLY ARE THEY MAKING AN IMPACT HERE, THEY'RE MAKING AN IMPACT OUTSIDE OF MISD AS WELL.
AND SO THAT'S JUST I'M SO EXCITED THAT I GOT TO BRAG ON THEM.
THANK YOU ALL FOR THE OPPORTUNITY.
ANY QUESTIONS? HE WAS KIND OF KEEPING EYES DOWN.
TRUSTEES, DID YOU HAVE ANY COMMENTS OR QUESTIONS? OH, YEAH. DOCTOR REED. OH I'M SORRY, DID YOU WANT TO SAY OKAY, GREAT.
DOCTOR SPENCER, THAT WAS AN EXCELLENT PRESENTATION.
I LOVE THAT THE COMMUNICATION IS TWO WAY MULTI-LEVEL AND IT'S LINEAR WHEN IT'S NECESSARY. AND SO YOU'RE MAKING CERTAIN THAT EVERYONE IS WELL INFORMED.
[01:25:02]
THAT WAS OUTSTANDING.BUT ALSO, I REALLY THANK YOU FOR MAKING CERTAIN THAT OUR PRINCIPALS ARE ARE SEEN AND HEARD SO THEY CAN IMMEDIATELY ASK OR EXPRESS WHAT THEY LIKE TO GET WHATEVER IT IS THAT THEY NEED, WHATEVER HELP THAT THEY NEED.
SO I REALLY APPRECIATE I DON'T REALLY HAVE ANY QUESTIONS.
HOW DO YOU PLAN TO IMPROVE THIS PROCESS FOR NEXT YEAR? WILL YOU COME BACK AND SHARE THAT WITH US? ABSOLUTELY, ABSOLUTELY.
THEY'VE ALREADY HAVE A PLAN OF WHAT THEY'RE GOING TO DO AND THEIR LUNCH AND LEARNS FOR NEXT YEAR.
THEY GAVE ME A WHOLE YEAR AT A GLANCE FOR NEXT YEAR ALREADY.
OKAY, I LOVE THAT. THAT WAS ONE THING THAT YOU SAID THAT YOU DIDN'T GET.
YOU SAID SOMETHING ABOUT SOME OF THE FEEDBACK IS NOTHING.
I THINK THE FEEDBACK IS EVERYTHING.
ABSOLUTELY, BECAUSE IT GUIDES YOU AND DIRECTS YOU.
THANK YOU TEAM. WE REALLY APPRECIATE ALL THE WORK THAT YOU DO.
PATERSON. SORRY, MISS ANDERSON, I'M JUST ECHOING.
THAT TO ME, PROVES THAT THEY'RE VALUABLE TO US.
I JUST WELCOME EVEN MORE OF THAT RIGHT NOW.
TO MY LEFT. DOCTOR CRUTCHFIELD I'VE GOT TO GET USED TO SAYING THAT.
SO, DOCTOR SPENCER, THANK YOU.
I WAS IMPRESSED BY THE LUNCH AND LEARN TOPICS.
ABSOLUTELY. AND SO ONE OF THE THINGS THAT WE'RE REALLY LOOKING AT WITH OUR PRINCIPLES IS NOT LOOKING AT OUR STUDENTS AS ONE BIG POT, BUT REALLY UNDERSTANDING WHAT EACH INDIVIDUAL STUDENT NEEDS.
AND SO WE HELP THEM TO LOOK AT OUR DIFFERENT STUDENT GROUPS.
SO RIGHT NOW WE KNOW THAT OUR EMERGENT BILINGUALS ARE OUR FASTEST GROWING POPULATION.
AND SO HOW DOES THAT IMPACT WITH US? NOT ONLY WITH STARR BUT WITH TOPAZ.
AND SO WE'RE HELPING THEM DESEGREGATE THE DATA.
YOU'RE WELCOME. ANYONE ELSE? OKAY. SEE, YOU DID SUCH A GREAT JOB.
WE DIDN'T EVEN HAVE HARD QUESTIONS FOR YOU.
THANK YOU. BUT WE DO APPRECIATE ALL THE WORK THAT YOU GUYS ARE DOING.
AND WE DO GET THAT. YOU ARE DOING A LOT.
THANK YOU. SO DOCTOR CANTU TAKES US TO ITEM EIGHT, OUR
[8. Presentation]
PRESENTATIONS. YES, MA'AM.SO THAT CAN NOT BE SAID ENOUGH.
BUT I'M GOING TO GIVE YOU A QUICK OVERVIEW TONIGHT.
BOTH ARE MUCH NEEDED TO KEEP OUR BUILDINGS IN THE FANTASTIC SHAPE THAT THEY ARE IN.
JUST A REAL QUICK RECAP IN PROPOSITION A, IF YOU'LL REMEMBER, THAT'S THE LIFE CYCLE REPLACEMENTS.
THAT'S AIR CONDITIONING AND ROOFING AND ALL THOSE THINGS THAT HAVE A LIFE CYCLE AND WEAR OUT.
A LOT OF SAFETY AND SECURITY ALSO INCLUDES A SAFETY AND SECURITY BUILDING, TRANSPORTATION, BUSSES, AS WELL AS AN ADDITION TO OUR SIX AVENUE BUS BARN MIDDLE SCHOOL ORCHESTRA SPACES, AND THEN AN EXPANSION OF CTE.
WE HEARD A LOT ABOUT CTE TONIGHT WHEN WE RECOGNIZED OUR STUDENTS.
SO THIS IS AN EXPANSION TO CREATE MORE OPPORTUNITIES.
ALSO, PROPOSITION A HAS A EARLY LEARNERS ACADEMY TO SERVE OUR YOUNGEST LEARNERS IN PROPOSITION B.
[01:30:06]
QUICK RECAP.THAT IS THE INTERACTIVE DISPLAYS THAT THE TEACHERS USE EVERY DAY IN THEIR CLASSROOMS. AND THIS WILL TAKE CARE OF A MAJORITY OF OUR SECONDARY AND A FEW ELEMENTARY SCHOOLS THAT DID NOT GET THE INTERACTIVE DISPLAYS RECENTLY.
ALSO, DIGITAL SIGNAGE FOR OUR CAMPUS COMMUNICATION.
THESE ARE THE BOARDS THAT ARE IN THE OFFICES AND SEVERAL OTHER LOCATIONS THROUGHOUT THE CAMPUSES.
OKAY, SO WHAT'S NEXT? WELL, NEXT IS WE HIRE OUR ARCHITECT AND WE HAVE INTERVIEWED WE DID RECEIVE ABOUT 21 RESPONSES, AND WE RANKED THE RESPONSES THE TOP FIVE.
AND WE INTERVIEWED THE TOP FIVE.
AND WE'RE MAKING A RECOMMENDATION TONIGHT FOR OUR PRIMARY ARCHITECT.
AND OUR SECONDARY ARCHITECT IS ON THE CONSENT AGENDA.
12.4 OTHER RFQS THAT YOU MAY SEE COMING SOON.
WE WILL PROBABLY DO ONE FOR A GEOTECHNICAL COMPANY.
THIS IS THE PEOPLE THAT GO OUT AND TEST THE SOIL FOR US AND HELP US DEVELOP THE FOUNDATIONS.
WE'LL ALSO DO ONE FOR A SURVEYOR.
ALSO OUR CONSTRUCTION MANAGERS AT RISK.
AND THEN WE'LL PROBABLY HAVE AN RFQ FOR MATERIALS TESTING.
AND THEN WE ALSO HAVE HVAC TESTING AND BALANCE COMPANY AFTER THEIR CONDITIONING IS PUT IN.
YOU WANT IT TO OPERATE RIGHT? SO THERE'S A LOT OF FINE TUNING AND ADJUSTMENT.
THAT'S THE TEST AND BALANCE PART OF IT OKAY.
THIS IS THE STAFF THAT I'LL NEED TO ACCOMPLISH THE PROPOSITION.
A ALL OF THESE POSITIONS ARE FUNDED FROM THE BOND, AND THEY WERE CALCULATED IN THE BOND REFERENDUM.
SO THIS IS ALL BOND FUNDED POSITIONS.
MICHELLE. THESE ARE ALL BOND FUNDED POSITIONS.
PROJECT ORGANIZATION IS SCHEDULING.
THIS IS WHERE I'M SPENDING THE MAJORITY OF MY TIME RIGHT NOW.
IF YOU REMEMBER, OUR CAPITAL IMPROVEMENT PROGRAM HAD OVER 1600 LINE ITEMS. SO MY JOB RIGHT NOW, ALONG WITH MY TEAM IS TO SEPARATE THOSE ITEMS INTO MEANINGFUL PACKAGES.
WE WANT PACKAGES TO BE ATTRACTIVE TO CONTRACTORS.
WE WANT THEM TO SAY, HEY, THAT'S A JOB I WANT TO DO.
MICHELLE ASKED ME FOR IT EVERY OTHER DAY.
AND WE'RE DEVELOPING THE CASH FLOW.
THAT'S. THIS IS WHEN THE MONEY LEAVES.
MICHELLE GETS THE MONEY TO ME.
AND THIS IS THE PROJECTION OF WHEN THE MONEY LEAVES THE DISTRICT FROM WORK ACCOMPLISHED.
THAT ASTERISK MEANS THAT THERE'S GOING TO BE A SITE SELECTION.
SO I DIDN'T LIST THAT EVERY TIME.
BUT IF YOU SEE AN ASTERISK, THAT'S WHAT IT'S ABOUT.
FOR INSTANCE, OUR EARLY LEARNERS ACADEMY HAS ALL OF THOSE ACTIVITIES.
SO DOES THE POLICE AND SECURITY BUILDING.
WE'LL HAVE A SMALL COMMITTEE HELP US DEVELOP THAT DESIGN AS WELL AS THE MIDDLE SCHOOL ORCHESTRA.
WE'RE WORKING ON EVOLVE RIGHT NOW.
IT IS MY GOAL TO POTENTIALLY HAVE EVOLVED UP AND RUNNING FOR MIDDLE SCHOOLS BY THE START OF SCHOOL.
I'M ALMOST NERVOUS THAT I SAID THAT, BUT THAT'S MY GOAL AND THAT'S WHAT WE'RE WORKING TOWARDS.
AND REMEMBER I SAID EARLIER, THEY GET A NEW BUILDING AND WE'RE DEFINITELY GOING TO HAVE A COMMITTEE OF THOSE DRIVERS AND FOLKS THAT WORK IN TRANSPORTATION TO HELP US DEVELOP THE DESIGN. WE HAVE MAJOR ROOFING DISTRICT WIDE.
THAT ONE WILL DEFINITELY HAVE A COMMITTEE.
ONE REQUEST THAT ATHLETICS HAS HAD.
IS THERE ANY WAY THAT YOU CAN GET THE TENNIS COURT LIGHTING DONE THIS YEAR? SO WE PULLED IT OUT INTO A SEPARATE PACKAGE, AND WE'RE DILIGENTLY WORKING ON MAKING THAT HAPPEN BY THIS FALL.
THE FIRST ROUND OF BUSSES IS 96 BUSSES.
[01:35:04]
WE'RE WORKING ON THOSE QUOTES NOW AND I HOPE TO BRING THOSE TO YOU VERY SOON.NOTHING WOULD THRILL ME MORE THAN TO GET SOME NEW BUSSES ON THE GROUND.
AND THAT WAS PART OF THE PROPOSITION A AND TECHNOLOGY.
THOSE INTERACTIVE DISPLAYS IS WHAT YOU'RE GOING TO SEE FIRST FROM US.
AS WELL AS THE DIGITAL COMMUNICATION, THERE ARE ALSO SEVERAL SCHOOLS IN THE CAPITAL IMPROVEMENT PLAN THAT ARE GETTING NEW FURNITURE, SO THAT'LL BE A CAPITAL PURCHASE THAT WILL RUN THROUGH THE PURCHASING DEPARTMENT.
HERE'S WHAT'S IN THE QUEUE FOR 2425 I TOUCHED ON SOME OF THEM.
CAPITAL PURCHASES PACKAGE ONE, OUR EARLY LEARNERS ACADEMY.
PACKAGE TWO POLICE AND SECURITY BUILDING PACKAGE THREE WILL BE BEN BARBER FRONTIER.
WE'RE GOING TO ALSO PACKAGE PHOENIX WITH IT.
THERE'S SOME RENOVATIONS THAT HAPPEN AT PHOENIX JUST TO MAKE IT A LITTLE MORE ATTRACTIVE.
SO THAT'S PACKAGE FOUR IS WESTERN HOWARD FIVE WHIRLY JOB, PACKAGE SIX IS JONES, COBLE AND MCKENZIE.
AND WE'RE NOT ADDING AN ORCHESTRA AT MCKENZIE.
BUT THERE ARE SOME LIFE CYCLE THINGS THAT WILL HAPPEN BEFORE THIS BOND PROGRAM IS OVER.
SO WE'RE GOING TO PACKAGE THEM WITH PACKAGE SIX JONES AND COBLE.
RIGHT NOW, THERE'S A TOTAL OF 23 PACKAGES THAT WE'RE WORKING ON.
SO ONE OTHER THING I'D LIKE TO PROPOSE IS WE MOVE INTO THE FALL.
WE WOULD LOVE TO HAVE A BOND OVERSIGHT COMMITTEE.
THIS IS JUST MY IDEA OF HAVING ABOUT SIX MEMBERS.
SOME OF THOSE CAN BE FROM THE COMMUNITY, SOME CAN BE FROM THE LONG RANGE PLANNING COMMITTEE.
THEY HAVE PRETTY GOOD INSIGHT ON WHAT'S GOING ON.
SO YOU'RE NOT JUST HEARING IT FROM ME.
YOU'LL ALSO HEAR IT FROM A COMMITTEE OF OUR CITIZENS AND COMMITTEE MEMBERS FROM LONG RANGE PLANNING.
DID I MENTION THAT WE'RE GOING TO DO ALL THIS WORK WITH NO TAX RATE INCREASE? I THINK I DID.
ANY QUESTIONS THAT I CAN ANSWER.
WHAT WAS THAT LAST PART? WE'RE DOING ALL THIS WORK WITH NO TAX RATE INCREASE.
THANK YOU. SO WE WILL FIRST START WITH OUR QUESTIONS TO MY LEFT OR RESPONSES.
MISS NEWSOM. THANK YOU SO MUCH, MR. BROGDON. FOR THAT PRESENTATION.
AND SUPER EXCITED TO HEAR ABOUT 96 BUSSES.
SO I'M SUPER EXCITED TO HAVE THAT NEWS AND BE ABLE TO GET THAT ACCOMPLISHED.
AND I REALLY LOVE THE IDEA OF THE BOND OVERSIGHT COMMITTEE.
I THINK THAT'S A REALLY GREAT WAY TO CONTINUE TO PULL INFORMATION TOGETHER AND SEEK A LITTLE BIT OF, YOU KNOW, WISE WORDS OR THOUGHTS OUTSIDE OF THE BOX SOMETIMES YOU KNOW, CRAZY IDEAS MAKE IT MAKE IT ALL THE WAY SOMETIMES.
SO I HOPE THAT THAT KIND OF MAKES THAT FULL, FULL CIRCLE AROUND SO.
AND WE WORKED REALLY HARD TO GET THAT BOND.
YES WE DID. I APPRECIATE ALL YOUR WORK.
AND THANK YOU TO THE VOTERS AS WELL.
IF WE PUT IT TOGETHER RIGHT NOW, I'M JUST GOING TO GIVE THEM A WHOLE LOT OF.
THAT'S GOOD. DOCTOR CRUTCHFIELD, CONGRATULATIONS.
I THINK IT WAS PROBABLY ONE OF YOUR BOND PRESENTATIONS THAT PUT US OVER THE TOP.
SO I KNOW IT'S A IT'S A HEAVY LIFT, A LOT OF MONEY.
AND IT'S GOOD THAT WE ARE ALREADY MOVING FORWARD AND HAVE AN ARCHITECT RECOMMENDED.
AND SO WE HAVE I KNOW IT'S IN THE CONSENT AGENDA, HUCKABEE AND PBC.
BUT FOR ME GETTING UP TO SPEED.
RIGHT. BUT I THINK ALSO POTENTIALLY FOR THE COMMUNITY.
CAN YOU JUST SHARE A LITTLE BIT MORE ABOUT THAT EVALUATION PROCESS FOR SELECTING THEM AS THE TOP CHOICES FOR THE BOND WORK? SURE. SO WE TOOK THE 21 RESPONSES THAT WE RECEIVED, AND WE WENT THROUGH THOSE AND DETERMINED WHO WOULD BE THE BEST FIT BASED ON EXPERIENCE.
RIGHT. WHO WOULD BE THE BEST VALUE TO THE DISTRICT? WE PICKED THE TOP FIVE, AND THEN WE BROUGHT THOSE TOP FIVE IN AND GAVE THEM THE OPPORTUNITY TO PRESENT TO US, WHY ARE YOU THE BEST FERM.
IT ALSO INCLUDED A ROUND OF QUESTIONS FROM THE COMMITTEE AND THE.
[01:40:04]
THE PROPOSER ALSO HAD THE OPPORTUNITY TO MAKE A CLOSING STATEMENT, AND BASED ON THAT FORMAT, WE SCORED ALL OF THE FIVE.AND WHAT YOU HAVE TONIGHT IS THE TOP RANK.
HUCKABEE AND ASSOCIATES AND THEN THE, THE SECOND RANK PBC.
AND SO WE WERE RECOMMENDING HUCKABEE TO BE OUR PRIMARY ARCHITECT.
AND IN THE EVENT WE NEED SOME ADDITIONAL SUPPORT THAT WOULD GO TO PBC.
TWO VERY GOOD FIRMS BOTH WITH A HISTORY IN MANSFIELD.
BOTH HAVE WORKED HERE IN MANSFIELD.
AND PBC HAS ALSO SERVED OUR DISTRICT WELL.
OKAY. TO MY RIGHT AND MR. TIPPIN. YES.
THANK YOU, MR. BROGDEN, FOR YOUR PRESENTATION.
JUST A COUPLE OF QUESTIONS ON THE BOND PROGRAM.
STAFFING. I KNOW YOU CAN'T PREDICT THE FUTURE, BUT IS THERE AN EXPECTATION OF A CERTAIN DATE FOR THOSE HIRES TO BE IN PLACE? AND WILL THAT SLOW DOWN THE PROJECTS AT ALL IF THEY'RE NOT IN PLACE BY THOSE CERTAIN DATES? THAT'S A GREAT QUESTION.
IF WE DON'T HAVE THEM IN PLACE, YES, IT WILL SLOW US DOWN.
THAT MEANS YOU'LL NEVER SEE ME.
BUT BY THE FALL, WE WOULD LOVE TO BE FULLY STAFFED.
THE REASON I WENT AHEAD AND POSTED THEM.
YOU MAY KNOW THAT THE COMMERCIAL CONSTRUCTION BUSINESS IS BOOMING IN THE DALLAS FORT WORTH AREA, AND PROJECT MANAGERS ARE HARD TO FIND, SO WE WENT AHEAD AND PUT THEM OUT THERE TO SEE IF WE'D GET ANY BITES.
IN THE RECEPTION FOR DESIREE THOMAS, I SAW TWO PEOPLE THERE THAT WERE QUALIFIED.
I TALKED TO THEM AND HEY, WE GOT SOME JOBS POSTED YOU MIGHT BE INTERESTED IN.
WE'RE GOING TO FIGURE IT OUT NO MATTER WHAT.
IT WOULD CERTAINLY BE NICE TO HAVE EVERYBODY IN PLACE.
THAT MEANS WE CAN GO FASTER, AND WHEN WE GO FASTER, WE AVOID ESCALATION AND WE AVOID INFLATION.
THAT'S MY CHIEF CHIEF CONCERN RIGHT NOW.
AND WE'VE GOT TO GET OUT THERE ON THE BIG PROJECTS.
SO WE DON'T HAVE HAVE TO PAY THAT INFLATION AND ESCALATION.
DOCTOR REED. THANK YOU, MR. BROGDEN, FOR THE PRESENTATION.
AND THANK YOU FOR THE VOTERS AS WELL.
AND I DO APPRECIATE THAT THERE IS NO TAX RATE INCREASE, NO TAX RATE INCREASE, RATE INCREASE.
WE TALKED A LITTLE BIT BEFORE ABOUT THE IMPORTANCE OF HAVING A BOND OVERSIGHT COMMITTEE.
AND THEN THE SECOND QUESTION IS WILL THE PACKAGES BE AVAILABLE TO OUR VOTERS SO THEY CAN SEE AS THE PRODUCTIVITY IS ACTUALLY TAKING PLACE AND TIMELINE AS MUCH AS YOU POSSIBLY CAN, ESPECIALLY IF THERE'S SOME TRAFFIC CONCERNS OR SOME DETOURS OR WORK AREAS THAT MAY BE CUMBERSOME TO OUR COMMUNITY SO THEY'LL KNOW HOW TO BE REROUTED OR THINGS OF THAT NATURE.
SO I'LL ANSWER THE FIRST QUESTION.
THE BOND OVERSIGHT COMMITTEE, I JUST THINK IT'S A GREAT IDEA TO HAVE A GROUP OF CITIZENS BEING IN THE TRENCHES WITH US AND SEEING THE PROGRESS AND BEING ABLE TO ASK THOSE HARD QUESTIONS AND BEING ABLE TO PRESENT TO THE BOARD, HEY, THIS IS WHAT'S GOING ON.
SO YOU'RE NOT JUST HEARING IT FROM ME ON A MONTHLY OR QUARTERLY BASIS.
YOU'RE HEARING IT FROM FROM FOLKS.
YOU'RE HEARING IT FROM COMMITTEE MEMBERS THAT SAY, HEY, HERE'S WHAT THEY'RE DOING.
IT JUST GIVES US ANOTHER LEVEL OF INTEGRITY AND ACCOUNTABILITY.
AND I LOVE IT. I THINK IT'S GOING TO BE GREAT.
I HAVE SOME FOLKS THAT I WOULD LOVE TO RECOMMEND THAT BE ON THAT COMMITTEE.
IT'S GOING TO BE WELL COVERED.
IF YOU WANT TO KNOW WHAT'S GOING ON, YOU'RE GOING TO BE ABLE TO EASILY GET TO IT WITH OUR WEB PAGE.
WE'RE GOING TO HAVE A SPECIAL BOND WEB PAGE.
SO YOU'LL BE ABLE TO CLICK ON IT, SEE WHAT'S GOING ON AND SEE WHAT THE PROGRESS IS.
DID ANYONE HAVE ANYTHING? YOU'RE GOOD. OKAY.
I DIDN'T KNOW. SOMETIMES I KNOW THAT OUR NEWBIE.
SHE MIGHT HAVE AN EXTRA QUESTION AFTER SHE DOES SOME PROCESSING, BUT I DID WANT TO TELL YOU GUYS.
THANK YOU AND OUR COMMUNITY AGAIN.
THANK YOU SO MUCH FOR SUPPORTING OUR DISTRICT, OUR KIDDOS, OUR STAFF AND IN THIS NEW BOND AND SUPER EXCITED FOR ALL OF US. I DO I'LL REITERATE WHAT DOCTOR REED SAID.
[01:45:05]
I DO LIKE YOUR OVERSIGHT COMMITTEE.BUT ALSO I WOULD LIKE TO POINT OUT THAT IT'S NOT UNCOMMON, AND IT'S REALLY ACTUALLY PRETTY NEAT TO HAVE BECAUSE IT KIND OF SERVES AS OUR, OUR OWN COMMITTEE SERVE HERE ON THE BOARD TO HAVE YOU KNOW, A FINE TUNED GROUP TO GET TO REPORT OUT, LIKE YOU SAID TO THE REST OF US.
AND IT'S ALSO MADE A PART COMMUNITY MEMBERS THAT ARE OWNERS OF THIS BOND AS WELL.
RIGHT. AND SO AND SUPPORTED US ON IT.
WE'RE WORKING BECAUSE YOU GOT A LOT TO DO.
IT IS NOT UNCOMMON THERE ARE MOST ALL BOND PROGRAMS HAVE AN OVERSIGHT COMMITTEE.
YES. THANK YOU. THANK YOU AGAIN.
I WOULD LIKE TO INVITE JEFF ROBERT, THE MANAGING DIRECTOR FOR HILLTOP SECURITIES, TO COME UP.
AND SPEAKING OF BONDS, WE'RE GOING TO LET MR. ROBERT TALK WITH US A LITTLE BIT ABOUT THE ISSUANCE AND SALE.
BOARD PRESIDENT WILSON, DOCTOR CANTU, MEMBERS OF THE BOARD, JEFF ROBERT WITH HILLTOP SECURITIES.
FIRST, LET ME ECHO WHAT MR. BROGDON SAID AND SAY CONGRATULATIONS ON THE PASSAGE OF OF PROPS A AND B.
TONIGHT, I'M HERE TO ASK THE BOARD TO CONSIDER ADOPTION OF AN ORDER THAT WOULD AUTHORIZE THE ISSUANCE OF THE FIRST 200 MILLION FROM THE AUTHORIZATION, AS WELL AS A POTENTIAL REFUNDING IN THE FUTURE.
THAT WOULD BE INCLUDED AS A SEPARATE ISSUANCE, BUT IT'S WITHIN THE SAME ORDER.
AND THE REASON WHY WE HAVE THAT REFUNDING IN THERE RIGHT NOW IS BECAUSE IT CAN BE DONE IN OCTOBER.
AND WE THOUGHT WE'D JUST GO AHEAD AND INCLUDE IT.
WE CAN'T DO THEM TOGETHER, BUT WE CAN DO THAT IN OCTOBER DUE TO FEDERAL TAX LAWS.
THIS IS A 20 YEAR INDEX THAT GOES ALL THE WAY BACK TO 1981.
I THINK INTEREST RATES, AS EVERYBODY KNOWS, HAVE GONE UP QUITE CONSIDERABLY HERE RECENTLY.
HOWEVER, THEY'VE GONE UP FROM THE MOST HISTORICAL LOWS WE'VE EVER SEEN AS A RESULT OF COVID.
SO ON THE LEFT AND THE WHITE BACKGROUND THERE.
IT GOES ALL THE WAY BACK TO 1981 WHEN, BELIEVE IT OR NOT, TAX EXEMPT RATES WERE OVER 13%.
AND THEN YOU CAN GO OVER ALL THE WAY TO THE FAR RIGHT.
AND THEN THAT BLUE GRAPH JUST SHOWS WHAT THIS INDEX HAS DONE OVER THE LAST YEAR.
AND IT COMES OUT EVERY THURSDAY.
THERE WAS ONE MORE THAT HAS COME OUT SINCE I UPDATED THIS FOR MISS TRONGAARD.
I CAN PROMISE THAT IT WILL LIKELY CHANGE.
AS MR. BROGDEN SAID, HE'S GOING TO BE WORKING ON THOSE CASH FLOW SCHEDULES AND NEEDS.
IF WE NEED TO SLOW IT DOWN, THEN WE CERTAINLY HAVE THE ABILITY TO DO THAT AS WELL.
AND AGAIN, NO TAX RATE INCREASE.
AND THEN AFTER THE ISSUANCE OF THESE BONDS AS WELL.
AND YOU CAN SEE IT TRENDS DOWNWARD.
SO WE FEEL VERY COMFORTABLE THAT WE CAN ISSUE ALL OF THESE BONDS.
AND AGAIN MAINTAIN THE CURRENT TAX RATE.
AND THIS IS NEW TO SOME OF YOU I KNOW THE PARAMETER BOND ORDER.
SO THIS IS THE DOCUMENT THAT WAS PREPARED BY THE DISTRICT'S BOND COUNSEL.
WHAT THIS DOES IS IT ALLOWS FOR THE BOARD TO APPROVE THE ISSUANCE AND DELEGATE FINAL AUTHORITY TO THE SUPERINTENDENT AND OR HELP ME WITH YOUR WITH YOUR TITLE.
MICHELLE, I'VE GOT IT ON HERE.
ASSOCIATE SUPERINTENDENT OF BUSINESS AND FINANCE.
SO IT DELEGATES FINAL PRICING AUTHORITY TO SUPERINTENDENT OR ASSOCIATE SUPERINTENDENT, SO LONG AS CERTAIN PARAMETERS ARE MET, THOSE PARAMETERS ARE LISTED UNDER THE THIRD BULLET THERE.
AND YOU CAN SEE THOSE DIFFERENT DIFFERENT SPECIFIC PARAMETERS.
AND AGAIN, THE ONLY WAY THAT THE PRICING OFFICERS CAN APPROVE IS IF ALL THOSE PARAMETERS ARE MET.
SO WITHIN THE ORDER THESE ARE THE SPECIFIC PARAMETERS.
THE SUPERINTENDENT AGAIN, OUR ASSOCIATE SUPERINTENDENT OR THE DELEGATED PRICING OFFICERS, MAXIMUM PRINCIPAL AMOUNT, WE WOULDN'T ISSUE OVER 200 MILLION IN THE AUTHORIZATION OF THE RECENT 2024 AUTHORIZATION.
IT BECOMES CALLABLE IN FEBRUARY OF 2025.
[01:50:01]
SO WE HAVE TO DO THAT NO MORE THAN 90 DAYS PRIOR TO THAT DATE IN ORDER TO BE ABLE TO USE TAX EXEMPT RATES, THE MAXIMUM TRUE INTEREST COST 5.5% ON THE NEW MONEY ISSUANCE. I FEEL LIKE WE'RE GOING TO BE PROBABLY CLOSE TO FOUR AND A HALF, BUT JUST IN CASE WE SEE A LITTLE BIT OF SPIKE, WE DO HAVE THE CAPACITY, EVEN IF THE RATE WERE TO SPIKE UP SOME. SO THE MINIMUM SAVINGS THRESHOLD FOR THE REFUNDING THE 3% PRESENT VALUE SAVINGS FIGURE IS KIND OF A STANDARD IN OUR INDUSTRY.AND THEN LASTLY, I'VE KIND OF SHOWN FOR THE ISSUANCE OF THIS 200 MILLION, A CALENDAR OF THE DIFFERENT STEPS WE'RE TAKING TO BE ABLE TO HOPEFULLY BE ABLE TO PRICE THIS THIS LAST WEEK IN JUNE IS OUR HOPE.
I BELIEVE THAT FOURTH FRIDAY IN JUNE.
AND WITH THAT, I'D BE HAPPY TO TO ANSWER ANY QUESTIONS IF YOU HAVE THEM TRUSTEES, IF YOU HAVE QUESTIONS FOR MR. ROBERT OR AND MISS TRONGAARD FOR HER AS WELL.
I JUST WANTED TO MAKE SURE SHE KNEW SHE WAS ON THE HOT SPOT TOO.
SO THIS TIME I'LL START TO MY RIGHT.
OH, MISS FARRAR, I JUST HAD A QUICK QUESTION.
I MISSED SOMETHING THAT YOU SAID IN THE BEGINNING.
YOU HAD MENTIONED SOMETHING ABOUT OCTOBER.
CAN YOU JUST REPEAT WHAT YOU SAID? I DIDN'T KNOW IF IT WAS ABOUT A REFUND.
SO FOR THE FOR THE REFUNDING, THE CALL DATE IS FEBRUARY 15TH OF 25.
SO THAT'S WHY WE CAN'T DO IT NOW IN CONJUNCTION WITH THE NEW MONEY ISSUANCE.
OKAY. THANK YOU FOR THAT CLARIFICATION.
ANY OTHER QUESTIONS ON HERE OKAY.
LUCKY FOR YOU, YOU HAVE THE PRESENTATION THAT WE'RE ALL NOT MATHEMATICIANS.
THANK YOU, THANK YOU. APPRECIATE IT.
OKAY. SO WE WILL NOW MOVE TO ITEM NINE, OUR PUBLIC COMMENTS.
[9. Public Comments]
AS I'M PULLING THOSE THAT HAVE SIGNED UP, JUST A QUICK REMINDER THAT WE NOW HAVE ONLINE REGISTRATION TO SPEAK AT A BOARD MEETING.AND SO WITH THAT, WE'LL GET STARTED.
THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD DURING PUBLIC COMMENTS IS AS FOLLOWS.
BED LOCAL COPIES OF PRESENTATIONS SHOULD BE MADE AVAILABLE TO ALL TRUSTEES AND THE SUPERINTENDENT BOARD POLICY PROHIBITS THE DISCUSSION OR COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.
SO OUR FIRST SPEAKER IS KATIE SHERBOURNE, AND AS SHE APPROACHES THE PODIUM I WILL SAY THAT ADAM SHELBURNE WILL BE FOLLOWING HER.
MY NAME IS KATIE SHELBURNE, AND I'M AN MISD PARENT AND AN EMPLOYEE.
I'D LIKE TO SPEAK FOR A FEW MOMENTS ON A SIMPLE RESPECT AND DIGNITY IN THIS DISTRICT.
I'VE SEEN THE KIDDOS GO THROUGH OUR K TO 12 SYSTEM.
THE GROWTH OF THESE KIDDOS, INCLUDING MY OWN, IS EXTRAORDINARY.
I'VE SEEN FIRST GRADE TEACHERS CALLING THEM LITTLE CHILDREN TO COME IN AFTER RECESS.
I'VE SEEN HOW THE FIFTH AND SIXTH GRADE LANGUAGE STARTS TO CHANGE TO YOUNG MEN AND YOUNG WOMEN.
I'VE SEEN HOW SOME HIGH SCHOOL INSTRUCTORS START CALLING THEM MISTER OR MISS.
RESPECT AND DIGNITY SHOULD COME NATURALLY AS OUR STUDENTS GROW TO BECOME THE LEADERS OF OUR FUTURE.
I'VE NEVER SEEN A POLICY UPDATE THAT MANDATED THAT WE DO THIS.
IT'S DIGNITY AND RESPECT THAT FORCES US AND OURSELVES TO MAKE THESE CHANGES AS OUR CHILDREN GROW.
NO ONE SHOULD HAVE TO TELL YOU OR MANDATE A POLICY TO RESPECT ALL STUDENTS, BUT EVIDENTLY MISD NEEDS A POLICY TO ALLOW THE ADULTS IN OUR SCHOOL TO BULLY, DISRESPECT AND ACTUALLY PUT THESE STUDENTS IN HARM'S WAY.
WHY ARE WE TRYING TO IMPOSE A POLICY THAT WILL FIRMLY REMOVE THE RESPECT AND DIGNITY THAT A VERY SMALL MINORITY OF OUR STUDENTS COUNT ON? BY NOT RESPECTING A PRONOUN CHANGE IN OUR TRANS STUDENTS, WE'RE GIVING OUR DISTRICT ADMINISTRATION STAFF AND OTHER STUDENTS A REASON TO DISRESPECT AND BULLY
[01:55:05]
AGAIN, A VERY SMALL MINORITY OF STUDENTS.I'LL LEAVE YOU TONIGHT THIS EVENING WITH A FEW FACTS.
THE TREVOR PROJECT'S 2023 US NATIONAL SURVEY, THE MENTAL HEALTH OF LGBTQ YOUTH, FOUND THAT 41% OF THESE CHILDREN HAVE SERIOUSLY CONSIDERED ATTEMPTING SUICIDE IN THE PAST YEAR, INCLUDING ROUGHLY HALF OF TRANSGENDER AND NON-BINARY.
HALF OF THESE TRANS CHILDREN WOULD RATHER KILL THEMSELVES THAN NOT BE RESPECTED AND HAVE TO COME OUT TO A COMMUNITY THAT HATES THEM. THAT'S THE SERIOUS PROBLEM THAT THE BOARD SHOULD BE ADDRESSING.
HOW DO YOU ASK, CAN WE HELP THESE CHILDREN HELP THEIR MENTAL HEALTH, HELP THEM TO WANT TO LIVE AND CONTINUE TO THRIVE IN THIS COMMUNITY? IT'S EASY RESPECTING THEIR PRONOUNS.
CHILDREN WHO HAVE THEIR PRONOUNS RESPECTED, LESS THAN HALF OF THEM REDUCED BY HALF.
THESE CHILDREN ARE GOING TO BE HARMED IF THIS POLICY GOES INTO EFFECT.
IT'S SIMPLE USE THEIR PRONOUNS.
WE'RE STRONGER TOGETHER, YET THE BOARD WANTS TO CONTINUE TO DIVIDE US.
OUR NEXT SPEAKER IS ADAM SHELBURNE, AND FOLLOWING MR. SHELBURNE IS MARICELA ARIANA ARIMINO.
THIS NEW, NEW POLICY ON PRONOUNS IS BLATANTLY ABSURD.
NOTICE THE AIR QUOTES ARE USED FOR NUISANCE.
THIS IS BLATANTLY PLAGIARIZED BY KELLER ISD.
BUT LET'S GO INTO LIKE THE WORDING REAL QUICK.
AND THIS IS WORD FOR WORD WHAT YOU GUYS PUT IN, EXCEPT TO THE EXTENT PROHIBITED BY LAW OR IN CASES OF SUSPECTED ABUSE, DISTRICT STAFF WILL NOTIFY PARENTS IF THEIR CHILD REQUESTS HE OR SHE BE IDENTIFIED AS A TRANSGENDER, CHANGE HIS OR HER NAME, OR USE DIFFERENT PRONOUNS AT SCHOOL.
SO A FEW THINGS WRONG WITH THIS.
FIRST OF ALL, HOW DO YOU KNOW A CHILD WON'T BE ABUSED AFTER BEING OUTED? YOU DON'T. YOU HAVE NO IDEA WHAT'S GOING TO HAPPEN BEHIND CLOSED DOORS AFTER THE ACTIONS OF YOUR CONSEQUENCE, AFTER THE CONSEQUENCE OF YOUR ACTION? SORRY, 83% OF LGBTQ HAVE BEEN ABUSED AT SOME POINT OF THEIR LIFE, ACCORDING TO A SURVEY THAT WENT OUT IN 2021.
ALSO CHANGING NAME INCLUDES NICKNAMES SINCE THEY'RE NOT LEGAL ON A BIRTH CERTIFICATE.
SO NO MORE NICKNAMES, RIGHT? SO DESIREE THOMAS CAN NO LONGER BE CALLED DES, RIGHT? OR IS THAT CONSIDERED DIFFERENT? INSTEAD OF CREATING POLICIES THAT BULLY CHILDREN, MAY I RECOMMEND ACTUALLY CREATING POLICIES THAT HELP STUDENTS LIKE PREVENTING TEACHERS FROM HAVING INAPPROPRIATE RELATIONSHIPS WITH STUDENTS, OR BETTER TRAINING TEACHERS TO FOLLOW IEPS AND KNOW THE DIFFERENCE BETWEEN MODIFICATION AND ACCOMMODATION.
RESPECTS THE TWO LANE STREET AND THIS BOARD NEEDS TO LEARN TO STAY IN THEIR LANE.
OKAY. OUR NEXT SPEAKER IS VENETIA SNEED.
IT'S AMIDST THIS BACKDROP THAT I SPEAK TONIGHT FOR.
DURING OUR RECENT BOARD ELECTIONS, OUR BOARD DEMONSTRATED A LEVEL OF BEHAVIOR THAT DOES NOT REPRESENT THE CORE VALUES OF MOST OF THE PHENOMENAL MISD STAFF, SPECIFICALLY CORE VALUE.
WHILE I'M SURE THE ENTIRE BOARD WASN'T COMPLICIT IN GIVING RISE TO THE DEBACLE THAT MISD EXPERIENCED, I CAN'T SAY THAT MISS WILSON NEGATIVELY IMPACTED THE ELECTION PROCESS WHEN SHE ADMITTED IN HER FEBRUARY 7TH EMAIL THAT IT LOOKS LIKE HE, MR. HIDALGO, IS NOT A REGISTERED TARRANT COUNTY VOTER.
SHE WAS AT A CROSSROADS FOR INTEGRITY AND CHOSE NOT TO WALK IN IT.
I'M NOT GOING TO REHASH THE ISSUE.
[02:00:01]
I BELIEVE THE STAR-TELEGRAM, THE NEWS MEDIA, THE NEXT DOOR NEIGHBOR APS, THE TEACHER LOUNGE CHATTER, AND THE COMMUNITY VOICES HAVE ALL SPOKEN OUT.MY QUESTION FOR THE BOARD IS WHAT ARE YOU GOING TO DO ABOUT IT? SPECIFICALLY, HOW ARE YOU GOING TO MEND BOARD RELATIONS AND STAKEHOLDER RELATIONS TO RESTORE A LEVEL OF TRUST THAT ALLOWS THE DISTRICT TO ACCOMPLISH THE THINGS THAT ARE IN THE BEST INTEREST OF ALL STUDENTS? WHAT CHECKS AND BALANCES ARE YOU PUTTING INTO PLACE TO SEE THAT OUR FUTURE ELECTIONS ARE HELD WITH FIDELITY, AND WITH CANDIDATES THAT MEET THE ELECTION GUIDELINES? MAY I SUGGEST THAT IN YOUR VERY NEXT BOARD SESSION, YOU DO THREE THINGS AS A BOARD.
FIRST, MISS WILSON ACKNOWLEDGED YOU MADE A MISTAKE.
WE ALL MAKE THEM. BUT ONLY A PERSON OF INTEGRITY OWNS UP TO THEM.
YOU DIDN'T NEED LEGAL COUNSEL FOR THAT.
DO STUDY, ACT TO EVALUATE YOUR CURRENT FAILED CANDIDATE VETTING PROCESS AND DEVELOP ONE THAT INCORPORATES TRAINING WITH ACCOUNTABILITY AND THEN BE TRANSPARENT WITH THE RESULTS. REVISIT.
THIS IS NUMBER THREE, THE MISD CORE VALUES, WHICH SHOULD BE REFLECTIVE OF THE BOARD.
IF YOU CANNOT PERSONIFY INTEGRITY, THEN REPLACE IT.
FIND ANOTHER I WORD THAT REPRESENTS YOUR BEHAVIOR.
DON'T LIST SOMETHING THAT DOESN'T CHARACTERIZE YOU, FOR YOU CAN'T EXPECT STUDENTS AND STAFF TO SUPPORT A VALUE THAT YOU DON'T EMBODY OR EMBRACE, BUT BASED ON YOUR RECENT ACTIONS, PERHAPS YOU NEED TO CHANGE INTEGRITY TO, I DON'T KNOW, INDECISIVE, IRRESPONSIBLE, INADEQUATE, OR MAYBE JUST INCONCLUSIVE.
I PRAY THAT YOU DO WHAT'S NECESSARY TO LEAVE INTEGRITY ON THE LIST AND TO FOLLOW THE ESTABLISHED GUIDELINES IN YOUR FUTURE BOARD ELECTIONS, BUT YOU WILL HAVE TO MAKE THAT HAPPEN WITH INTENTIONALITY.
THANK YOU, THANK YOU, PRESTON HORN AND FOLLOWING PRESTON HORN WILL BE CAROLINE FERGUSON.
WOW, I ALMOST HAVE NOTHING TO SAY, BUT I WILL SAY SOMETHING.
HI, PRESTON HORN, THREE KIDS IN MISD.
DOCTOR CRUTCHFIELD, CONGRATULATIONS ON YOUR CONCLUSIVE, LEGITIMATE WIN.
BUT FIRST, I'M SURPRISED YOU SURPRISED ME.
I GUESS I'M TOO MUCH OF AN OPTIMIST TO HAVE EXPECTED MUCH DIFFERENT.
WE DIDN'T GET THAT. I'M SO CONFUSED ABOUT THE PRIORITIES.
YOU SHOULD BE SHOUTING FROM THE ROOFTOPS THAT YOU FIXED THE GAPING HOLE THAT ALLOWED A DISTRICT EMPLOYEE TO EMBARRASSINGLY FUMBLE VERIFICATION OF CANDIDATE ELIGIBILITY, AND THEN FOLLOWED WITH AN ASTONISHINGLY TRULY, ASTONISHINGLY INCOMPETENT RESPONSE FROM THIS BOARD.
WHERE'S THE PUBLIC APOLOGY? WHERE IS IT? YOU ALL ARE THE DISTRICT.
YOU CAN DO BETTER A LOT BETTER.
WHAT ARE WE DOING HERE? WHERE'S THE PROBLEM? CAN WE GET SOME TRANSPARENCY AND DATA TO GO WITH THE POLICY FOR WHY IT'S NEEDED? IS THE 1.42% OF TRANS PEOPLE IN.
IS SUCH A PROBLEM AND IN MISD THAT WE NEED TO HAVE A POLICY AROUND IT.
IS THIS MAKING MANSFIELD STRONGER TOGETHER? IS IT? I DON'T KNOW, IS THIS WHAT YOU WANT YOUR LEGACY TO BE, THIS POLICY? ARE YOU HOPING THAT SUPPORT OF THIS POLICY WILL ENDEAR YOU IN HISTORY? I GOTTA SAY, HISTORICALLY SPEAKING, MARGINALIZING A PEOPLE OF PEOPLE OF COLOR IN MANSFIELD, PEOPLE THAT ARE MARGINALIZED IN MANSFIELD DOESN'T GO OVER TOO WELL.
SOMETIMES PARENTS NEED TO BE TAUGHT IT TOO.
AND FOLLOWING CAROLINE WILL BE CHRISTINE TAYLOR.
OUTSTANDING AND SUCCESSFUL CAMPAIGN.
YOU NOT ONLY UPHELD INTEGRITY, BUT YOU WERE TRANSPARENT AND ACTIVE IN THE COMMUNITY.
IF SOMEONE HAD QUESTIONS OR WANTED TO GET TO KNOW YOU, YOU WERE THERE TO GREET THEM.
[02:05:04]
SO FOR THAT, I SAY THANK YOU AND CONGRATULATIONS.I'M ALSO HERE TO ADDRESS ITEM 11.2.
I WAS GOING TO TALK TO THE BOARD DIRECTLY, BUT INSTEAD I DECIDED TO TALK TO THE STUDENTS.
I AM SO SORRY FOR THE PAIN THIS POLICY IS GOING TO CAUSE.
THE VERY FEW SAFE SPACES YOU HAVE ARE GROWING EVEN SMALLER.
I UNDERSTAND THAT YOU WANT TO KNOW.
I UNDERSTAND AND WANT YOU TO KNOW THAT I STAND BY YOU.
IT MAY NOT SEEM LIKE IT, BUT SO DO MANY OTHER PEOPLE HERE IN MANSFIELD.
YOU ARE NOT BROKEN, YOU ARE NOT UNLOVED, AND YOU ARE NOT ALONE.
AND I JUST WANT TO ADD REALLY QUICK THAT I KNOW SOME PEOPLE HERE PROBABLY THINKING THAT IF THESE KIDS ARE A LARGE PORTION OF SUICIDE RATES BECAUSE THEY DON'T HAVE JESUS IN THEIR HEART, BUT THAT'S YOUR BELIEF, NOT MANY OTHERS, AND HONESTLY IS WORSE.
TWO KIDS WHO ARE HAVING THOSE FEELINGS.
NOW I WANT TO SPEAK DIRECTLY TO THE BOARD.
WE JUST HEARD ABOUT THE HOPE SQUAD AND HOW THEIR PURPOSE IS TO HELP PREVENT SELF-HARM AND SUICIDE.
BUT DO YOU REALIZE HOW THIS POLICY WILL UNDO ALL OF THE WORK THAT THEY HAVE DONE? MAYBE THEY ARE YOUR SHINY EXCUSE TO SAY WE'RE DOING SOMETHING.
YOU CAN CONTINUE TO CHANGE POLICIES AND CONTINUE TO CLAIM IT'S TO PROTECT THE CHILDREN, BUT WE WILL CONTINUE TO SPEAK UP AND WE WILL KEEP FIGHTING TO PROTECT OUR CHILDREN FROM YOU.
THANK YOU. THANK YOU, CHRISTINE TAYLOR.
AND FOLLOWING CHRISTINE WILL BE CYNTHIA DANIELS.
HELLO, I'M CHRISTINE TAYLOR, AND LAST TIME I WAS HERE, I ASKED YOU GUYS TO FLIP YOUR ORG CHART.
AND I ASKED YOU TO PUT THE KIDS UP TOP.
YOUR COMMUNITY GAVE A RESOUNDING, WE WANT EDUCATORS.
YOU DON'T KNOW HOW THRILLED I AM, DOCTOR CRAWFORD, THAT YOU'RE SITTING THERE.
THAT GIVES ME TWO EDUCATORS ON THIS BOARD BECAUSE IT IS A VERY DIFFERENT VIEW.
LADIES AND GENTLEMEN, WHEN YOU'RE IN THE CLASSROOM WITH THE KIDS AND YOU SEE THE FEAR IN THE EYES.
AND LAST YEAR I TOLD YOU I HAD TWO KIDS THE DAY AFTER THEY CAME AND TALKED TO YOU ABOUT YOUR BOOK BAND THAT WERE CRYING IN MY ROOM, DIDN'T FEEL SAFE AND KNEW THEY WERE NOT WANTED IN MISD.
CONGRATULATIONS. YOU CONFIRMED IT.
YOU KNOW, IT'S LIKE THIS AS A TEACHER, IF SOMEBODY SAID MY SPED KIDS, WE FREAKED OUT.
PERIOD. DON'T CARE IF YOU AGREE WITH THEM OR NOT.
DON'T CARE IF THEIR RELIGION IS DIFFERENT.
THEY SHOULD NOT HAVE TO WORRY ABOUT POLICIES THAT ARE BOARD MAKES.
THEY SHOULD KNOW THEY'RE SAFE.
BECAUSE. DOCTOR SNEED, I LOVE YOU.
AND I REMEMBER THE FIRST DAY I CAME TO MANSFIELD ISD.
AND YOU KNOW WHAT SHE SAID? KIDS DON'T LEARN UNTIL THEY KNOW HOW MUCH YOU CARE.
WE CARE. AND I WANT TO SAY THAT BECAUSE LET ME TELL YOU SOMETHING.
AND YOU WANT TEACHERS TO CALL THESE PARENTS AND SAY, HEY, LITTLE JOHNNY SAID HE MIGHT BE TRANSSEXUAL AND IF THEY KICK HIM OUT, YOU WANT YOUR TEACHERS TO LIVE WITH THAT? BECAUSE I DO WANT TO QUOTE OUR LOVELY YOUNG LADY HERE THAT CAME IN EARLIER WHEN SHE SAID, IT'S ABOUT BEING PRESENT IN THEIR TIME OF NEED.
OUR JOB IS TO BE PRESENT FOR THESE KIDS.
YOUR JOB IS NOT TO RUN THE DISTRICT.
PERIOD. TALK TO YOUR TEACHERS BECAUSE LET ME TELL YOU SOMETHING.
AND I DO HAVE TO QUICKLY SAY THIS BECAUSE I'M RUNNING OUT OF TIME.
SHE GETS YELLED AT, HIT THINGS THROWN IN HER CLASSROOM.
SHE WRITES UP THOSE KIDS AND THEY COME BACK PRETTY MUCH WITH A JUICE BOX.
[02:10:05]
YOU PASS THIS, THEY CALL THOSE PARENTS AND NOW THEIR CAREERS UP FOR ONE MORE TIME BECAUSE THE KID SAYS, NO, I DIDN'T SAY THAT.WELL, NOW THE TEACHER IS IN TROUBLE.
YOU SAY? WELL, THE TEACHER DIDN'T CALL TEACHERS IN TROUBLE.
PEOPLE GO BY NICKNAMES AND MIDDLE NAMES ALL THE TIME.
THIS CAN HAVE SERIOUS CONSEQUENCES ON THEIR MENTAL HEALTH, WELL-BEING, AND ACADEMIC SUCCESS.
BY ADOPTING A POLICY THAT ALLOWS STUDENTS TO USE THE NAMES AND PRONOUNS THAT REFLECT THEIR GENDER IDENTITY, YOU ARE NOT ONLY AFFIRMING THEIR RIGHT TO SELF-EXPRESSION, BUT ALSO CREATING A SAFER AND MORE INCLUSIVE ENVIRONMENT FOR ALL STUDENTS.
I ALSO IMPLORE YOU TO ENACT POLICIES THAT ALSO PRIORITIZE THE CONFIDENTIALITY AND AUTONOMY OF STUDENTS WHEN IT COMES TO MATTERS OF THEIR GENDER, GENDER IDENTITY, AND SEXUAL ORIENTATION. STUDENTS SHOULD HAVE THE RIGHT TO DISCLOSE THE INFORMATION TO THEIR PARENTS ON THEIR OWN TERMS, WITHOUT FEAR OF REPERCUSSION OR COERCION FROM SCHOOL OFFICIALS.
I DON'T THINK YOU WANT TO HARM THESE STUDENTS, DO YOU? SOMETIMES SCHOOL IS THE ONLY SAFE SPACE THEY HAVE.
FURTHERMORE, IT'S ESSENTIAL THAT YOU ADDRESS THE ISSUE OF BATHROOM ACCESSIBILITY FOR TRANSGENDER AND NON-BINARY STUDENTS, HAVING ACCESS TO A RESTROOM THAT CORRESPONDS WITH THEIR GENDER IDENTITY IS NOT A MATTER OF CONVENIENCE, BUT A BASIC HUMAN DIGNITY.
THERE ARE ACTUALLY EXAMPLES OUT THERE OF GENDER NEUTRAL BATHROOMS. YOU ALL SHOULD REALLY LOOK INTO IT.
I'LL SEND YOU DOCTOR CRUTCHFIELD.
THE VIDEO THAT I FOUND, SAINT PAUL, MINNESOTA HAS FIGURED THIS OUT.
THANK YOU, THANK YOU. SO WE MOVE TO ITEM TEN, OUR HUMAN
[10. Human Resources Report]
RESOURCES REPORT.MISS NEWSOM, WOULD YOU LIKE TO READ OUR 20 PLUS YEARS? I WOULD, WE DO HAVE QUITE A FEW THIS EVENING.
SO I WILL BE BRIEF WITH MY DETAILS.
BUT I DO WANT TO CONGRATULATE THESE EDUCATORS ON OVER 20 YEARS OF IN EDUCATION.
BRANDON AUSTIN, 26 YEARS IN EDUCATION.
ANDREW BAUER, 28 YEARS IN EDUCATION.
[02:15:02]
DANIEL HICKMAN 27 YEARS.KATHRYN SCHULZ 31 YEARS AND THELMA VEGA 23 YEARS.
THANK YOU TO ALL THESE INCREDIBLE EDUCATORS FOR ALL THEY'VE POURED INTO OUR STUDENTS.
OKAY. SO WE WILL NOW MOVE TO ITEM 10.2.
OUR NEW HIRES FOR BOARD APPROVAL.
MAY I PLEASE RECEIVE A MOTION? I MOVE TO APPROVE THE FIRST READING OF TASB POLICY UPDATE 122.
OKAY, SO WE HAVE A MOTION MADE BY BIANCA.
MISS ANDERSON, AND THEN A CAN I GET A SECOND, PLEASE? ON THE NEW HIRES APPROVAL? OKAY, WE HAVE A SECOND BY MISS NEWSOM.
OKAY. DID ANYBODY HAVE ANY QUESTIONS OR ANYTHING THAT THEY NEED TO SAY REGARDING THE APPROVAL OF THE NEW HIRES? ITEM 10.2.
OKAY. WITH THAT BEING SAID, ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? OKAY. THE MOTION PASSES 7 TO 0.
[11. Business Items Requiring Board Action]
11.1 CONSIDERATION AND APPROVAL OF THE FIRST READING OF TASB POLICY UPDATE 122 AND MSD LOCAL UPDATES.MAY I PLEASE RECEIVE A MOTION NOW? I'LL MOVE TO APPROVE THE FIRST READING OF TASB POLICY UPDATE 122 AND MISD LOCAL UPDATES.
OKAY, SO WE HAVE A MOTION MADE BY MR. TIPPING. IT HAPPENS.
I'VE ALMOST MISSED THE OTHER ONE MYSELF.
CAN WE GET A SECOND, PLEASE? OKAY, WE HAVE A SECOND BY MISS FARRAR.
ARE THERE ANY DISCUSSIONS OR QUESTIONS? STARTING ON MY LEFT, MISS NEWSOM.
I JUST WANTED IF SOMEONE FROM POLICY COMMITTEE COULD GO THROUGH SOME OF THE DETAILS HERE ON THIS THIS FAR, IS THERE ANY SPECIFIC.
THERE'S OTHER COMMITTEE PERSON, JUST SO EVERYONE KNOWS.
WHAT'S MISS THOMAS. AND SHE'S NO LONGER WITH US, SO WE COULD CALL HER ON PHONE.
IT'S JUST A LOT, SO I JUST WANTED TO SEE IF YOU COULD GIVE SOME SUMMARIZATION.
USUALLY THAT'S WHAT WE DO WHEN WE GET A POLICY REVIEW.
OKAY. IS THERE A SPECIFIC PART OF THE.
MR. WRIGHT, DO YOU HAVE A BRIEFING BY ANY CHANCE? YES, I CAN DO THAT.
SO I'LL GIVE YOU THE BRIEF ON SOME OF THE ONES THAT ARE MORE SIGNIFICANT. SO LET ME PUT MY GLASSES ON.
SO SEE, SEE, CUBE IS CYBERSECURITY.
IT IS ADDING THE WORD SECURITY INCIDENT FOR WHAT WE HAVE TO RESPOND TO IN PROTOCOL.
HB IS SPECIAL PROGRAMS. WE MUST COMPLY WITH RULES ADOPTED BY THE STATE BOARD OF EDUCATION FOR DYSLEXIA AND RELATED DISORDERS. I WILL TELL YOU THAT WE'VE ALREADY BEEN IN COMPLIANCE WITH THIS ONE.
BUT IT IS A NEW PROGRAM THIS YEAR.
HB C IS JUST MOVING FROM PART OF IT'S MOVING FROM HBC TO HBC TO EFFIA IS ABOUT COMPULSORY ATTENDANCE.
[02:20:10]
AS A SENIOR.NOW THEY ARE GIVING UP TO TWO DAYS FOR JUNIORS AND TWO DAYS FOR SENIORS FOR CAREER INVESTIGATIONS AS WELL.
THEN FB FOR CRISIS INTERVENTIONS.
IT TALKS ABOUT HERE THAT THERE MUST BE A CLEAR PROCEDURE FOR REPORTING.
WE ALREADY HAVE A VERY SUBSTANTIAL PROCESS AND CLEAR REPORTING.
AND THEN IF FL FOR STUDENT RECORDS THAT ONE IS JUST SIMPLY CHANGING THE TERMINOLOGY FROM LEARNING COMMITTEE TO EDUCATIONAL PLAN DEVELOPMENT.
AND THEN THAT IS MOVING INTO THAT WAS 11 THERE'S 11 BOARD POLICIES THAT CAME FROM TASBIH JUST WENT OVER THOSE. THERE ARE SIX BOARD POLICIES THAT CAME DIRECTLY FROM THE BOARD MEMBERS IN THE POLICY REVIEW. AND IT'D PROBABLY BE BETTER IF, IF THE BOARD MEMBERS WANTED TO THE TWO BOARD MEMBERS THAT REMAIN TO TALK ABOUT ANY OF THOSE THAT IF THEY'RE WISH IS TO.
I HAVE ONE QUESTION BEFORE YOU GO ANY FURTHER.
OKAY. IT WAS ABOUT THE ADMINISTRATION OF OPIOID ANTAGONIST.
I JUST WANT TO MAKE SURE THAT I'M READING IT CORRECTLY, THAT WE STILL ARE ALLOWED TO ADMINISTER.
ABSOLUTELY. WE ARE ALLOWED TO.
IT LOOKS LIKE IT'S ALMOST LIKE ALMOST ALL OF IT'S TAKEN AWAY.
AND SO I JUST WANT TO MAKE SURE I'M NOT MISREADING WHAT'S GOING ON.
NO, IT'S GIVING CLARIFICATION TO OPIOID OPIOID ANTAGONISTS PROVISIONS.
AND WHEN AND HOW DO WE REPORT OKAY.
YEAH. AND THEN THE OTHER BOARD, THE OTHER BOARD POLICIES IS THE MISD.
LOCAL ONES ARE ARE ONES THAT ACTUALLY CAME FROM THE BOARD.
MEMBERS. ON THE POLICY REVIEW.
OKAY. MR.. NEWSOM FOR I FORGET.
WHAT WAS YOUR QUESTION JUST NOW REGARDING OPIOIDS? I'M SORRY. YOU KNOW, I JUST WANTED A CLARIFICATION THAT THE CHANGING OF THE POLICY WASN'T THAT WE WEREN'T ALLOWED TO ADMINISTER IT ANYMORE, BUT JUST THAT WE HAD TO REPORT IT DIFFERENTLY. GOT IT.
OKAY. TRYING TO MAKE SURE I HEARD YOU.
SO, MISS FARRAR, DID YOU WANT TO DO THAT OR DO WE WANT TO HAVE DAVID? FOR THOSE THAT DON'T KNOW, DAVID WRIGHT IS OUR RIGHT HAND MAN WITH THE W.
REGARDING POLICY. SO HE'S IT'S OFTENTIMES HE'LL REPORT OUT WHEN WE GET TO THIS SECTION.
THE NEXT ONE, IF YOU'RE FOLLOWING ALONG, IS JUST THE MR UPDATE ITS BOARD MEMBERS AND ETHICS.
I MEAN, THERE'S SEVERAL THINGS THAT WERE CHANGED IN THERE.
ALL ARE SUBJECT TO OPEN RECORD REQUESTS AND THEREFORE PROHIBITED DURING BOARD MEETINGS.
I'LL HOLD CONFIDENTIAL MATTERS AND INFORMATION THAT IS PRIVILEGED UNDER APPLICABLE LAWS AND WE'LL NEED OR THAT WILL NEEDLESSLY HARM EMPLOYEE INDIVIDUALS OR THE DISTRICT. I WILL NOT DISCUSS ANY INFORMATION OR EXPRESS OPINION IN PUBLIC WHEN THE DISTRICT IS INVOLVED WITH THIRD PARTY NEGOTIATIONS.
I WILL BASE I WILL BASE MAKE MY DECISIONS IN TERMS OF EDUCATIONAL WELFARE, WELFARE OF ALL STUDENTS IN THE DISTRICT BASED ON THE FACT RATHER THAN SUPPOSITION, OPINION OR PUBLIC FAVOR.
OTHER THINGS THAT WERE ADDED IN.
THERE WERE REGULAR BOARD MEETINGS.
[02:25:01]
THE NOTICE FOR A MEETING SHALL REFLECT THE CHANGE DATE OR TIME.IF IT DOES NOT OCCUR ON THE FOURTH TUESDAY OF EVERY MONTH AT 7 P.M..
CHANGING A COUPLE OF WORDINGS.
THE DEADLINE FOR SUBMITTING ITEMS FOR INCLUSION ON THE AGENDA.
IT CHANGED FROM THE THIRD CALENDAR DAY BEFORE REGULAR MEETING TO THE FIFTH.
IT LOOKS LIKE THAT WAS EVERYTHING UPDATED ON THERE AND THEN WE MOVE ON TO DUTIES AND REQUIREMENTS OF BOARD OFFICERS.
BOARD OFFICERS SHALL SERVE FOR A TERM OF ONE YEAR OR UNTIL A SUCCESSOR IS ELECTED.
A MINIMUM OF ONE YEAR BOARD EXPERIENCE IS PREFERRED BEFORE SERVING AS AN OFFICER.
IN ADDITION TO THE DUTIES REQUIRED BY LAW, THE BOARD PRESIDENT SHALL GOES INTO ALL THE DUTIES THAT HAVE ALREADY BEEN LISTED ADDING IN ACT AS A SPOKESPERSON FOR THE ENTIRE BOARD, AND WILL APPOINT BOARD MEMBERS TO SPECIFIC BOARD COMMITTEES AT THE REGULAR MEETING FOLLOWING THE ELECTION.
NOT TO INTERRUPT YOU, MISS. I JUST WANTED TO POINT OUT TO YOU ALSO THAT A LOT OF THESE THEY KIND OF SEEM SIMPLE IN SOME WAYS, BUT THEY WERE IN ORDER TO MAKE SURE THAT OUR BOARD OPERATING PROCEDURES COINCIDED WITH BOARD WITH BOARD POLICY.
YEAH. SO A LOT OF THIS WAS VOTED ON LAST MONTH IN OUR BOARD OPERATING PROCEDURES.
WAS THAT IT WAS ON THE BOARD OPERATING.
YEAH. SO THAT WAS THE BASICALLY IT WAS JUST MAKING IT JUST KIND OF UPDATING.
YEAH. WE'RE JUST KIND OF UPDATING EVERYTHING.
AND THEN THAT WAS KIND OF WHAT I MEANT.
YOU DIDN'T HAVE TO READ IT OVER.
THANKS. AND THEN THE NEXT ONE GOES INTO IS THERE ANY OTHER ONES YOU WANT ME TO CONTINUE? NO, I WAS JUST I JUST WANTED I WAS REALLY DOING THAT FOR FOLKS TO UNDERSTAND WHAT THE WHAT SOME OF THE CLARIFICATIONS WERE.
AND THE BOARD OPERATING PROCEDURES ARE ACTUALLY IN TONIGHT'S CONSENT AGENDA FOR FINAL APPROVAL.
WE HAD THE FIRST READING LAST MONTH ON THOSE.
IF YOU HAVE ANY OTHER QUESTIONS, FEEL FREE TO ASK ME SPECIFICALLY.
I WANT TO MAKE SURE I WAS BACK TO WHERE WE WERE.
I WAS LOOKING DOWN THE AGENDA FOR EVERYONE.
IS THERE ANY MORE QUESTIONS? CONCERNS? OKAY.
MR. WRIGHT, YOU'RE SAYING THAT SOME OF THE LOCAL POLICY INCLUSIONS WERE SUGGESTED BY THE BOARD MEMBERS ON THE POLICY REVIEW COMMITTEE? YES, THAT IS CORRECT.
SO, AND WHEN WE'RE TALKING ABOUT MISD POLICY NOT NOT COMING FROM TASB.
IT COULD COME IT COULD COME FROM IT COULD START WITH A MEMBER OF CABINET.
OKAY. IT COULD START FROM SOMEBODY THAT IS ON THE POLICY COMMITTEE.
OKAY. OR IT COULD START FROM THE SUPERINTENDENT.
OKAY. IT ALL FUNNELS THROUGH POLICY REVIEW.
OKAY. WHICH IS THREE BOARD MEMBERS.
THAT'S THEIR THAT'S THE COMMITTEE THAT VETS ALL POLICY.
SO WHETHER OR NOT IT'S JEFF BROGDEN IN HIS AREA OR SEAN SCOTT IN HIS AREA OR DAVID WRIGHT IN HIS AREA, OR IT COULD BE A BOARD MEMBER.
I MEAN BOARD MEMBERS THAT THAT ULTIMATELY START IT IT ALL, IT ALL IT IS ALL VETTED THROUGH POLICY REVIEW. OKAY.
GREAT. SO SO THE IDEA FOR A LOCAL STUDENT WELFARE PARENT AUTHORITY THAT'S ON THE LAST FEW PAGES IF SOME IF ONE OF THE BOARD MEMBERS FROM THE POLICY COMMITTEE CAN TALK TO US ABOUT WHY WE THOUGHT THAT WAS NEEDED, I'M HAPPY TO START.
AND THEN IF YOU WANT TO ADD ANYTHING WE DIDN'T HAVE A POLICY THAT REALLY TOUCHED ON ANY OF THIS.
SO WE'RE JUST PUTTING IT IN POLICY PRONOUN USAGE AND PARENT RIGHTS.
AND SO WE HAD NO GUIDELINES FOR TEACHERS ON WHAT TO DO IF THAT PRESENTED ITSELF.
AND SO THAT'S HOW THE DISCUSSION GOT STARTED INITIALLY.
IT'S BEEN AN ONGOING DISCUSSION FOR A WHILE.
BUT ULTIMATELY THE PARENT HAS THE AUTHORITY.
[02:30:02]
AND IF STUDENTS ARE USING DIFFERENT PRONOUNS AT SCHOOL OR, YOU KNOW, WHATEVER A PARENT HAS A RIGHT TO KNOW, I WOULD BE UPSET IF MY STUDENT REQUESTED TO BE IDENTIFIED AS SOMETHING DIFFERENT AT SCHOOL, AND I WASN'T AWARE OF IT.DID YOU WANT TO ADD ANYTHING? I HAD ANOTHER QUESTION. I DON'T KNOW WHO ELSE IS ON THE POLICY COMMITTEE.
RIGHT. DID YOU HAVE A MORE OF A PROCESS THAN THAT SET UP OR WORKING ON ONE WHERE IT WOULD ACTUALLY.
SURE. WHEN, WHEN WHEN CAMPUSES LEARN OF A SITUATION LIKE THAT.
THEY ARE THE PRINCIPAL IS TO CONTACT STUDENT SERVICES.
THAT IS FOR REALLY FOR A COUPLE OF THINGS.
KEEP GETTING AWAY FROM THIS MICROPHONE.
SO NUMBER ONE, WE WANT TO MAKE SURE THAT THE STUDENT IS TAKEN CARE OF WHETHER IT'S A PRONOUN, WHETHER IT'S THE USE OF A FACILITY AND WHERE THEY, WHERE THEY CAN USE THE WHAT FACILITIES CAN THEY USE MAKE SURE THAT WE'RE WE'RE GETTING A COUNSELOR.
IF THE STUDENT NEEDS A COUNSELOR THERE'S A WHOLE LOT OF THINGS THAT GO INTO THAT.
AND SO STUDENT SERVICES NEEDS TO KNOW SO THAT WE CAN MAKE SURE THAT WE CAN GUIDE AND TALK TO THE PARENT, AND THEN THEY CAN TALK TO THEIR STUDENT THAT WE CAN GUIDE THE THE CAMPUS THAT, THAT AND THAT PROCESS.
FROM THE POLICY WILL HAVE A PROCESS THAT IS DEVELOPED THAT WILL HELP THROUGH THIS, THROUGH THIS THROUGH ANY STUDENT THAT NEEDS HELP OR ANY FAMILY THAT NEEDS HELP.
OKAY. SO AND SO THIS IS FROM MY LEARNING.
IT MAY HELP. THE COMMUNITY AS WELL.
SO WHEN WE ARE MEETING AS A POLICY REVIEW COMMITTEE AND WE'RE THINKING OF SOMETHING THAT'S NEEDED ARE WE DOING A STUDY OF THE ISSUE? WHAT WAYS ARE WE FINDING OUT HOW THIS IS IMPACTING STUDENTS BEFORE WE DECIDE ON A POLICY? I MEAN, I HAVE STUDENTS IN THE DISTRICT THAT THIS HAS DIRECTLY IMPACTED.
THERE HAVE BEEN CONVERSATIONS ABOUT PRONOUN USAGE IN CLASSROOMS. THAT HAVE MADE MY CHILD FEEL UNCOMFORTABLE.
YOU CAN LOOK AT WELCOME PACKETS, ESPECIALLY IN HIGH SCHOOL.
TEACHERS ARE REQUESTING WHAT PREFERRED PRONOUNS ARE IN THE GET TO KNOW YOU PACKET.
SO THESE CONVERSATIONS ARE BEING HAD AND THE EXPECTATION IS THAT STUDENTS AND STAFF AND I'M NOT SAYING THE DISTRICT IS PUTTING THIS EXPECTATION, BUT IN GENERAL IS THAT STUDENTS AND STAFF WILL USE THE PREFERRED PRONOUNS.
I'VE TALKED TO MULTIPLE PEOPLE THAT IT'S HAPPENING.
I'VE TALKED TO TEACHERS THAT ARE REALLY UNCOMFORTABLE WITH IT.
I'VE GOTTEN NUMEROUS PHONE CALLS SINCE THIS WENT OUT, THANKING US FOR FINALLY ADDRESSING THEM AND GIVING THEM SOME GUIDANCE SO THEY DON'T FEEL LIKE THEY HAVE TO ABIDE BY A REQUEST FROM A STUDENT.
SO IT'S JUST HAVING CONVERSATIONS OVER THE LAST THREE YEARS THAT I KNOW THAT IT'S HAPPENING.
I DON'T KNOW IF ANYBODY ELSE HAD ANYTHING ELSE TO ADD.
AS FAR AS WHATEVER THAT MAY BE LIKE MR. WHITE SAID, FACILITY USAGE THINGS TO MAKE SURE THE STUDENT THEMSELVES ARE ALSO LOOKED AFTER AND, YOU KNOW, GIVEN THE OPPORTUNITIES FOR CERTAIN THINGS.
SO BASICALLY WE'VE TAKEN PRACTICES AND PUT THEM ON PAPER.
AND THE REASON FOR THAT IS, IS OFTEN TIME IT GIVES, AS MISS FARGO SAID, GUIDANCE.
SO THAT I MEAN, WE HAVE A BIG STAFF, YOU KNOW, AND SO IF SOME ARE NOT CERTAIN OF WHAT, YOU KNOW, WHAT THEY'RE SUPPOSED TO DO OR NOT DO OR WHATEVER, AND DEPENDING ON THE CIRCUMSTANCE OR THE QUESTION AT HAND IT'S BASICALLY JUST PUTTING WHAT THE PRACTICES HAVE BEEN ON PAPER.
AND THAT WAY THEN IT'S ALSO ADDRESSED ALL THROUGH ONE SOURCE AND UP THROUGH STUDENT SERVICES.
AND SO THAT THEN THAT WAY WE KNOW THAT, YOU KNOW, ALL, ALL CHILDREN ARE BEING LOOKED AFTER AND.
OKAY LOOKED AFTER FOR THEIR DIFFERENT, YOU KNOW QUESTIONS OR CONCERNS.
GOTCHA. SO I THINK LET ME SEE HOW ELSE I CAN REPHRASE THIS.
SO I'M SAYING IF EVEN IF IT'S NOT THIS PARTICULAR POLICY, WE PROBABLY TYPICALLY WOULD STUDY OR SAY,
[02:35:08]
HEY, THIS ISSUE IS HAVING AN IMPACT ON STUDENT ACHIEVEMENT IN SOME WAY.AND SO I KNOW WE WILL WILL LIKELY ALL HAVE CONVERSATIONS AND HAVE OUR OWN EXPERIENCES WITH OUR KIDS.
BUT SYSTEMATICALLY LOOKING AT DATA SOURCES TO FIGURE OUT, YOU KNOW, WHAT A POLICY NEEDS TO SOLVE.
THAT'S WHAT I'M ASKING JUST ABOUT THE PROCESS ON THE COMMITTEE, HOW THAT WORKS.
AND SOMETIMES IT'S CAN COME UP ABOUT DIFFERENT, YOU KNOW, WAYS, JUST LIKE MR. RICE SPOKE ABOUT. AND IT COULD BE YOU KNOW, FROM THE CABINET, IT COULD BE FROM OURSELVES, IT COULD BE FROM THE SUPERINTENDENT OR EVEN FROM THE CAMPUS, YOU KNOW, UPWARDS.
AND THEN AT THAT POINT IS WHEN IT KIND OF TAKES A COLLECTIVE, YOU KNOW, GROUP, NOT JUST THE THE COMMITTEE, THE POLICY COMMITTEE, BUT ALSO OUR INTERACTIONS WITH MR..
RIGHT. AND HE'S BEEN A PHENOMENAL LEADER FOR US IN THE POLICY FOR SEVERAL YEARS NOW.
AND DEPENDING ON THE AREA IT FALLS IN WHEN WE DID THE, THE UPDATES FOR THE NURSES AND, AND EVERYTHING, THEN WE HAD THE, THE LEAD NURSE IN THERE WHEN WE'VE HAD ANYTHING THAT'S ADDRESSED ACADEMICS, WE'VE HAD MAYBE DOCTOR SCOTT IN THERE.
SO IT ALSO DEPENDS ON, YOU KNOW WHAT WHAT ALL'S IN, WHAT IT ENTAILS, YOU KNOW, AND THEN WHO, WHO MAY BE BROUGHT IN THE ROOM ALSO. AND THEN THAT'S ALSO WHY WE HAVE THE FIRST READING, BECAUSE THAT'S WAY IT HAS THE OPPORTUNITY FOR THIS KIND OF DISCUSSION AND OR QUESTIONS.
I THINK THE ONLY OTHER THING WAS JUST SOMETHING PROCEDURAL AND IT PROBABLY FLUCTUATES.
AND SO I'M COMING MOST RECENTLY FROM THE PARENT SIDE AND NOT AS A BOARD MEMBER.
BUT WHEN WE LOOK AT DELETIONS THAT ARE IN RED AND BLUE IS ADDITIONS.
RIGHT. WHEN WE HAVE A BRAND NEW POLICY, IT SHOULD IT BE IN BLUE OR DOES DOES THAT VARY BECAUSE IT LOOKS LIKE THIS FOR LOCAL IS IN BLACK COMPLETELY BRAND NEW? IT'S PROBABLY JUST ALL BLACK UNLESS THERE'S BEEN SOME SPECIFIC CHANGES TO IT.
AND SOMETIMES THE ONES THAT WE'VE GOTTEN FROM TASBIH.
REALLY? USUALLY YOU'LL SEE IT FURTHER DOWN.
THEY GO THROUGH AN UPDATE, YOU KNOW, WHAT THEY NEED TO AND MAKE THE CHANGES AND ADDITIONS THERE.
SO YEAH, THE RED, BUT NO, NOT WHEN IT'S A WHOLE NEW POLICY.
SO, YOU KNOW, MISS CRUTCHFIELD, THAT'S A GREAT QUESTION.
AND IT'S IT'S BEEN BROUGHT UP A COUPLE OF TIMES.
SO WHEN IT'S A BRAND NEW POLICY IT IT DOES NOT COME TO US.
IF IT COMES FROM TASBIH, IT DOESN'T COME IN ALL BLUE.
AND SO SOMETIMES I MAKE IT BLUE.
BLUE. THE AND IN THIS CASE SOMETIMES IT'S JUST IT'S ALL BLACK.
IT'S KIND OF MY FAULT ON THAT.
I MEAN, I'M SO IF YOU'LL LOOK AT AND IF YOU'LL NOTICE THAT CSA BACK THERE AND FAR, THEY'RE BOTH BRAND NEW.
I LEFT BOTH OF THEM SOLID BLACK THIS TIME.
I DIDN'T MEAN I DIDN'T MEAN TO CONFUSE ANYBODY.
IT'S JUST THERE IS NO CHANGES IN IT THAT THAT'LL TELL YOU THAT IT'S IT'S A NEW POLICY.
WHETHER IT'S BLUE OR BLACK, IF IF THERE'S YOU GET TO YOU CAN SEE IN POLICY WHEN THERE'S JUST SNIPPETS OF IT THAT'S BLUE OR RED, THAT MEANS THAT'S JUST THOSE ARE THE CHANGES WITHIN THE REST OF IT'S THE SAME.
AND LET ME JUST ADD DOCTOR CRUTCHFIELD, I DO SEE WHAT YOU'RE SAYING.
IT JUST AND AS HE SAID, THE COLOR CODED COMES ACTUALLY FROM TASBIH.
THAT'S HOW WE RECEIVE OUR UPDATES.
AND SO AND HE HAS TYPICALLY PUT IT IN BLUE.
IT WAS YOU KNOW, I DIDN'T THINK ABOUT IT BECAUSE I WAS USED TO READING IT.
RIGHT. AND SO BUT IT WAS A GOOD POINT.
YEAH. SO DOCTOR CRUTCHFIELD, WAS THAT ALL YOUR QUESTIONS? YES. OKAY. I GUESS I JUST WANTED TO MRS NEWSOM POINT OF CLARIFICATION FOR YOU AS WELL, BECAUSE I WAS ON BOARD OPERATING POLICY.
[02:40:07]
AND SO SOMETIMES WE'RE CONSTANTLY HANDING OFF THINGS ONE WAY OR ANOTHER AND ANOTHER.SINCE OUR MAIN GOAL, OUR MAIN PURPOSE IS TO OVERSEE POLICY, WE'VE GOT TO MAKE SURE THAT WHAT WE'RE DOING EVERY DAY ISN'T DIFFERENT THAN WHAT'S ON PAPER AND OR TO WHAT MR. WRIGHT SAID. SOMETIMES WE HAVE TO BUILD POLICY AND BUILD ALMOST THAT RUBRIC OF HOW TO GIVE THE TEACHERS AND THE STAFF OR THE STUDENTS SUPPORT AND WHAT THAT LOOKS LIKE, AND SOMETIMES THEY GO HAND IN HAND.
AND SO SOMETIMES THAT'S JUST THAT'S HOW WE'RE GETTING OUR INFORMATION.
BUT YOU ASK LIKE, HOW DO YOU GET THAT INFORMATION? I'M THINKING TO MYSELF, IT'S ALL THE PEOPLE IN THE COMMUNITY THAT YOU HEAR FROM ALL THE TIME.
IT'S THE PHONE CALLS THAT YOU GET.
IT'S IT'S USUALLY FROM A LOT OF SOURCES.
SO I'D LIKE TO TELL YOU THAT WE HAVE SOME SPECIAL VETTING PROCESS OF THAT.
BUT IT'S KIND OF WHATEVER WE'VE HEARD THE MOST OF AT THAT POINT THAT'S GIVING SOME PAIN POINTS.
ARE YOU GOOD? SO, SO MY BENT IS FOR DEAF PEOPLE IN THE AUDIENCE BOARD.
AND SO RESEARCH DATA I THINK DRIVES DECISION MAKING.
AND SO THAT'S, THAT'S TYPICALLY WHAT I'M TALKING ABOUT WHEN I'M ASKING WHERE STUFF IS COMING FROM.
AND Y'ALL BEARING WITH ME WHILE I'M BRAND NEW.
OKAY, LADIES ON THE LEFT, I HAVE TO LET THESE PEOPLE DOWN ON THE RIGHT TALK.
SO IT WAS ANYONE THAT HAD MISS ANDERSON AND THEN DOCTOR REED.
WELL, I GUESS IT'S KIND OF BEEN SAID A LITTLE BIT BY MICHELLE, BUT A LITTLE BIT OF THIS IS I'VE NEVER BEEN ON THE POLICY COMMITTEE, BUT I ALSO KNOW WHAT THINGS ARE GOING ON IN THE SCHOOLS, BECAUSE I'M IN THE SCHOOLS AND I HAVE THREE.
I'VE HAD FOUR KIDS THROUGH THE SCHOOLS THE LAST 20 YEARS.
SO YOU KIND OF KNOW WHAT'S GOING ON.
AND WHILE THERE IS NO WE'RE WE ARE PUTTING A SURVEY OUT THERE TO CHANGE A POLICY.
IT'S ALREADY BEING DONE MAJORITY OF THE TIME, AND WE'RE JUST SOLIDIFYING IT.
I KNOW IT'S BEEN PUT IN THERE.
SO I GUESS IT'S GIVING THE TEACHER A LITTLE MORE AUTONOMY TO SAY THIS IS WHY.
IT IS BECAUSE IT'S RIGHT HERE IN BLACK AND WHITE VERSUS, WELL, THAT'S WHAT WE'VE ALWAYS DONE.
THAT'S REALLY THE DIFFERENCE, HONESTLY.
BUT IT'S ALSO BEING HERE AND KNOWING, LIKE YOU SAID, NEW AND WHATNOT.
THE MORE YOU HEAR THINGS, THE MORE YOU KNOW THAT WAS ALREADY BEING DONE.
THEY ALREADY HAD PLACES TO GO.
SOME OF MY MY KIDS FRIENDS ARE THAT IN THAT REALM EVERY DAY.
SO I DON'T WANT ANYBODY TO THINK, OH, WE'VE ALL OF A SUDDEN DECIDED TO DO THESE THINGS.
I THINK MY CONCERN IS THAT THE TEACHERS ARE ALREADY DOING THIS AS AS MISS FARRAR AND MISS WILSON AND MISS BENAVIDES SAID THE TEACHERS ARE ALREADY DOING THIS, SO I'M TRYING TO TO SEE WHY WE NEED TO PUT THIS IN POLICY.
IF THE IF THE PROCEDURES AND THE GUIDELINES ARE ALREADY IN PLACE AND TEACHERS GET THAT INFORMATION THROUGH STUDENT SERVICES, ESPECIALLY IN ORIENTATION, THEN I DON'T UNDERSTAND THE NEED TO PLACE THIS INFORMATION IN POLICY.
DO WE AS A AND LIKE DOCTOR CRUTCHFIELD, I'D LIKE TO KNOW IF WE HAVE HAD INCIDENCES THAT WE CAN PUT IN DATA TO, TO SAY AND JUSTIFY THAT THERE IS A NEED FOR A POLICY IF WE'RE ALREADY DOING THIS.
I TRUST OUR TEACHERS ARE DOING A GREAT JOB, AND I BELIEVE THAT YOU ALL AS WELL.
MY QUESTION IS, HAVE WE TAKEN A LOOK AT OTHER NEIGHBORING DISTRICTS WITH THIS POLICY? IF THEY'RE UTILIZING THIS POLICY, HAS IT HAS IT IMPROVED STUDENT OUTCOMES? DO THEY HAVE IMPENDING LAWSUITS? BECAUSE WE ARE WE WANT TO BE VERY DILIGENT ABOUT OUR BUDGET AND NOT ENTER INTO LAWSUITS THAT ARE UNNECESSARY, ESPECIALLY WHEN THE PROCEDURES AND GUIDELINES ARE ALREADY WORKING.
SO I GUESS ONE OF MY QUESTIONS IS DO WE HAVE WE RESEARCHED TO SEE IF THERE ARE NEIGHBORING DISTRICTS THAT HAVE THE SAME POLICY? AND IF THEY DO, HAVE THEY ENTERED INTO LAWSUITS BECAUSE I DON'T WANT TO SPEND ANY MORE MONEY IN TERMS IN TERMS OF OUR BUDGET.
[02:45:01]
I WANT TO MAKE CERTAIN THAT WE'RE ADHERING TO OUR FIDUCIARY CONCERNS.ME TOO. I GUESS MY, MY MY QUESTION WOULD BE WHAT IN THIS POLICY CONCERNS YOU ABOUT A LAWSUIT? IT DOESN'T.
NOWHERE IN HERE DOES IT SAY THAT WE ARE PROHIBITING PRONOUN USAGE.
IF A TEACHER WANTS TO OR A STUDENT WANTS TO, THEY ABSOLUTELY CAN.
AND IF THEY DON'T, THEN THEY DON'T HAVE TO.
SO I I DON'T KNOW, IS THAT WHAT YOU'RE ALLUDING TO? OR I GUESS MY QUESTION WOULD BE WHAT WHAT IN HERE CONCERNS YOU SPECIFICALLY? AND IT CONCERNS ME THAT WE MAY BE PUTTING WELL, WE ALREADY HAVE IN PLACE.
AND I'M NOT CERTAIN THAT WE NEED THAT.
I JUST WANT TO MAKE CERTAIN THAT WE ARE ACKNOWLEDGING, LIKE DOCTOR CRUTCHFIELD SAID, IS THAT HAVE WE HAD INCIDENCES, HAVE THINGS BEEN REPORTED? DO WE HAVE THE DATA TO PROVIDE THE CREDENCE FOR A POLICY, AS OPPOSED TO MOVE FROM PROCEDURES AND GUIDELINES TO A POLICY? IF THAT'S NECESSARY, THEN THAT THEN THE DATA WOULD WOULD SUPPORT THAT.
DID YOU WANT TO ANSWER THAT, OR IS DAVID.
I WAS NOT IN THE POLICY COMMITTEE MEETINGS RELATED TO THIS.
SO I THINK SOMEONE THAT WAS IN POLICY COMMITTEE COULD MAYBE HAVE CONVERSATION AROUND WHETHER OR NOT.
I MEAN, I DON'T KNOW I DO NOT KNOW IF DATA WAS DISCUSSED.
AND THEN RELATED TO THE QUESTION, I THINK YOU ASKED A QUESTION ABOUT LITIGATION.
THERE IS LITIGATION OUT THERE RIGHT NOW.
THERE ARE PARTS OF IT THAT DON'T LOOK LIKE OURS.
RIGHT. TO KNOW WHAT SPECIFICALLY WITHIN FAA LOCAL THAT PIECE OF LITIGATION IS RELATED TO.
RIGHT. AND SO I DON'T KNOW THAT THERE'S ANYONE THAT DIRECTLY EXACTLY MIRRORS WHAT MR..
RIGHT. BUT I DO KNOW THAT THERE ARE POLICIES LIKE THIS THAT ARE HAPPENING PLACES.
AND THERE'S ONE SPECIFIC PLACE THAT, YES, I DO KNOW THAT THERE IS LITIGATION.
I GUESS MY QUESTION WOULD BE WHAT DATA ARE YOU LOOKING FOR? ARE YOU LOOKING FOR INSTANCES WHERE STUDENTS HAVE REQUESTED THIS? ARE YOU LOOKING FOR THE PERCENTAGE OF WHAT WHAT DATA POINTS WOULD YOU WOULD YOU WANT US TO LOOK AT? BECAUSE TO ME, WHEN YOU ASK A QUESTION LIKE THAT, WELL, IS THIS ACTUALLY HAPPENING? IS A VERY LET'S NOT DO ANYTHING AND WE'RE GOING TO BE REACTIVE INSTEAD OF PROACTIVE.
AND SO IF MANY OF THESE THINGS IN THIS POLICY ARE THINGS THAT WE ARE ALREADY DOING I CAN'T SAY ALL OF THEM ARE I LIKE TO LOOK AT THINGS AS BEING MORE PROACTIVE THAN REACTIVE AND WAITING FOR SOMETHING TO HAPPEN.
BUT THERE WERE SCRAMBLING TO NOW OVERCORRECT IT.
SO I GUESS WHAT? WHAT DATA POINTS ARE YOU LOOKING AT TO MAKE? I GUESS TO MAKE YOU MORE COMFORTABLE WITH THIS POLICY, I WOULD THANK YOU FOR ASKING THAT QUESTION.
I WOULD SAY ALL OF THE ABOVE, AS YOU MENTIONED, IF THERE HAVE BEEN INCIDENCES, IF PEOPLE HAVE FELT DISCRIMINATORY, THEN WE SHOULD HAVE THERE SHOULD HAVE BEEN SOME TYPE OF REPORTING FROM THE TEACHERS OR FROM THE SCHOOL, FROM THOSE RESPECTIVE SCHOOLS.
AND IT IT GIVES ME ANGST TO KNOW THAT WE COULD POTENTIALLY ENTER INTO A LAWSUIT.
I'D RATHER I HATE TO SAY THIS, BUT I'D RATHER SEE WHAT HAPPENS WITH THAT DISTRICT IN A LAWSUIT AS OPPOSED TO FOLLOW SUIT, KNOWING THAT ANOTHER DISTRICT IS IN A LAWSUIT.
I WOULD NOT WANT US TO BE FOR IT TO BE AN OPTION THAT WE WOULD.
WELL, BUT BY YOUR OWN ADMISSION, OUR TEACHERS ARE ALREADY DOING THIS.
SO OUR TEACHERS ARE BEING VERY SUCCESSFUL.
AND THAT'S WHAT IT'S THERE FOR TO PROTECT WHEN THEY DO IT.
CAN WE, CAN WE USE CAN WE UTILIZE DOCTOR BROWN'S AREA WITH STUDENT SERVICES TO STRENGTHEN THE GUIDELINES IF NECESSARY? IF WE FEEL THAT THEY I DON'T I'M JUST OFFERING SUGGESTIONS.
[02:50:01]
MAYBE BECAUSE I'M NOT SURE.WE DON'T HAVE ANY INCIDENT REPORTS.
WE DON'T HAVE DATA TO SHOW THAT THIS IS HAPPENING.
RIGHT. JUST TO JUSTIFY SO THAT IF WE DO ENTER INTO A LAWSUIT, WE'D HAVE THE JUSTIFICATION.
I'M JUST BEING VERY CAREFUL RIGHT ABOUT NOW.
AND LIKE I SAID, THIS IS ALSO WHY WE HAVE THE FIRST READING SO THAT WE CAN HAVE A DISCUSSION AS A GROUP SINCE WE CAN'T OTHERWISE, YOU KNOW, SO I WOULD THINK THAT IT WOULD BE APPROPRIATE AFTER THE FIRST READING MAYBE TO REQUEST THAT FROM HIM AND WHATEVER QUESTIONS OR DATA THAT YOU NEEDED THAT MAY BE STUDENT SERVICES COULD PROVIDE BEFORE THE NEXT, THE NEXT READING.
AND AND WE WE'LL GET BACK WITH YOU FOR CLARIFICATION.
YES. MR. CANTU, ONCE SHE GETS THOSE ANSWERS, THEN SHE CAN SHARE WITH THE ENTIRE BOARD.
THEY CAN ALSO COME FROM LACK OF POLICY, LACK OF GUIDELINES AND LACK OF STRUCTURE.
SO YOU KNOW, WE'VE GOT TO THINK OF IT FROM BOTH.
DIRECTIONS. AND YOU KNOW, IF AGAIN, IF THIS IS SOMETHING THAT WE'RE DOING AND WE JUST NEED.
ADMINISTRATION WITH THE DECISIONS THAT THEY HAVE TO MAKE REGARDING THESE AREAS.
THEN TO ME, THAT JUST STRENGTHENS THEIR ABILITY TO BE ABLE TO, TO DO THOSE THINGS.
IS THERE ANY MORE FOR MY RIGHT SIDE? NO. OKAY.
OKAY, SO WITH THAT IF THERE ARE NO MORE QUESTIONS OR CONCERNS, WE'VE GOT THE REQUEST FOR CERTAIN INFORMATION THROUGH DOCTOR CANTU AND DAVID WRIGHT'S OFFICE.
AND THEN I KNOW THAT THE OTHER QUESTIONS THE STAFF MAKING NOTES OF.
SO HOPEFULLY WE CAN GET THE ANSWERS AND RESPONSES AND SO WITH THAT, WE HAVE A MOTION ON THE FLOOR TO APPROVE THE FIRST READING OF TASB POLICY UPDATE 122 AND THE LOCAL UPDATES.
AND I HAVE A SECOND ON THAT MOTION.
ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? OKAY, SO THE MOTION PASSES 5 TO 2.
WITH DOCTOR CRUTCHFIELD AND DOCTOR REID VOTING THE POST JUST FOR THE RECORDS.
11.2 THE CONSIDERATION AND APPROVAL OF RESOLUTION NUMBER 24.
MAY I PLEASE RECEIVE A MOTION? WE HAVE A MOTION MADE BY MISS FARRAR.
DID I HEAR A SECOND TO MY RIGHT? MISTER TIPPING IS MAKING THE SECOND.
SO WE'LL START ON THE RIGHT SIDE THIS TIME.
ARE THERE ANY QUESTIONS, CONCERNS, OR JUST SOME DISCUSSION YOU WOULD LIKE TO HAVE OVER THE RESOLUTIONS? DOCTOR REID? YES.
SO THIS RESOLUTION, I THINK THAT.
AND THEN THERE WAS A RESOLUTION.
THIS TIME THERE WAS JUST A RESOLUTION.
SO I WOULD LIKE TO KNOW WHAT NOTES WERE REPORT YOU HAVE THAT WOULD SUPPORT SUCH A SAD RESOLUTION.
THE OTHER THING IS I'M REALLY, REALLY CONCERNED THAT WE ARE GETTING INTO A REALM WITH HIGHER LEVEL POLITICAL FIGURES AND NOT DOING OUR JOB HERE AS MISD REPRESENTATIVES, BOARD MEMBERS.
I KNOW THAT WE'RE HIRED OR WE'RE VOTED ON TO SUPPORT THE DISTRICT.
AND SO IT SEEMS THAT WE'RE GETTING AWAY FROM THAT, AND THAT'S NOT WHAT I WANT TO DO.
SO I WOULD I WOULD LOVE TO KNOW WHAT THE PROCESS WAS AND WHY DIDN'T WE FOLLOW THE SAME PROCESS?
[02:55:02]
I'D LOVE TO KNOW THE NOTE TO SEE WHERE THE NOTES WERE, BECAUSE I REALLY DON'T WANT TO GET INTO A FIGHT THAT IS NOT OURS.AND I DON'T UNDERSTAND HOW A RESOLUTION OF THIS KIND IS AFFECTING STUDENT OUTCOMES, BECAUSE WE WE ALL ARE FOR STUDENTS FIRST. SO I'M REALLY, REALLY CONCERNED ON A NUMBER OF LEVELS.
I BELIEVE WE ARE ALL WE ALL SAY THAT WE ARE HERE TO SUPPORT THE STUDENTS FIRST.
AND I WANT TO MAKE CERTAIN THAT THAT'S WHAT WE'RE DOING.
WE CAN LET THE HIGHER LEVEL POLITICAL POLITICIANS DO THAT AND WE CAN FOCUS ON MISD.
IT'S IT'S A GRAVE NEED RIGHT NOW FOR OUR COMMUNITY TO KNOW THAT WE'RE FIGHTING FOR THE COMMUNITY.
AND SO THIS BRINGS ME GREAT PAUSE TO VOTE ON A RESOLUTION OF THIS KIND.
SO REAL QUICK ON THE PROCESS, BECAUSE I KNOW THAT WAS ONE OF YOUR QUESTIONS, DOCTOR REED.
IT WAS SENT OUT BY DOCTOR CANTU.
THE PREVIOUS VOUCHER OR ONE REGARDING VOUCHERS WAS SENT THE SAME WAY.
AND AND BECAUSE IT DOES BASICALLY SUPPORT AND BACK UP THE POLICY AS WHY IT'S ON THIS AGENDA FOR DISCUSSION, BECAUSE WE WOULD WANT TO PUT SOMETHING LIKE THAT IN CONSENT, BECAUSE THEN WE HAVEN'T HAD THE OPPORTUNITY TO DISCUSS IT.
SO I YES, AND I APPRECIATE THAT IT'S NOT ON CONSENT.
IS IT POSSIBLE FOR US TO GET THE ANNOTATIONS OR THE REPORTING THAT YOU ALL BASED ON? BECAUSE NOW WE, WE HAVE QUESTION ABOUT TITLE NINE.
IT CONCERNS ME THAT WE HADN'T DISCUSSED TITLE NINE AND THE CHANGES THAT YOU ALL HAVE AN ISSUE WITH.
I WANT I WOULD LIKE TO KNOW THAT I'M NOT SAYING I WOULD DISAGREE, BUT I WOULD LIKE TO KNOW THAT.
BUT AT THIS POINT I DISAGREE WITH THE WAY THIS RESOLUTION IS IS WRITTEN.
I CANNOT WHOLEHEARTEDLY VOTE ON THE FIRST READ.
IS IT POSSIBLE FOR US TO POSTPONE IT? I'D LIKE TO POSTPONE THE RESOLUTION THAT WOULD HAVE.
THE AMENDMENT WOULD HAVE TO BE MADE BY THE PERSON THAT MADE THE MOTION.
MAY I MAKE A MOTION TO POSTPONE THE RESOLUTION? WELL, IT HAS TO BE MADE BY THE PERSON THAT MADE THE MOTION.
LET EVERYONE ASK THEIR QUESTIONS.
THANK YOU. AND HAVE THAT DISCUSSION FIRST.
WAS THERE ANYONE ELSE ON THIS SIDE? CORRECT. TIPPING. YES.
YOU KNOW, JUST TO THE CONCERN OF YOU SAYING THAT THE PROTECTION OF OUR KIDS.
WELL, I MEAN, I THINK THIS SPEAKS TO HALF OF OUR STUDENT POPULATION.
AS FAR AS, YOU KNOW, THE FEMALE ATHLETES, FEMALE STUDENTS AND WHATNOT, AND US PROTECTING THEM AND THEIR RIGHTS TO TO BE ABLE TO PARTICIPATE IN WHETHER IT BE SPORTS.
IT'S WHATEVER OTHER PROGRAMS ON AN EQUAL PLAYING FIELD AND SO FORTH.
AND SO I DO THINK THIS SPEAKS TO US BEING THERE FOR OUR STUDENTS AND, AND OUR POPULATION AND SO FORTH, BECAUSE, LIKE I SAID, HALF OF OUR HALF OF OUR STUDENTS ARE FEMALES, AND I WANT TO PROTECT THEM IN EVERY WAY THAT WE CAN.
AND I THINK YOU KNOW, SIGNING ON TO A RESOLUTION LIKE THIS, I BELIEVE HELPS US TO VOICE THAT OPINION TOWARDS OUR COMMUNITY, TOWARDS LAWMAKERS AND WHATNOT.
AND SO THAT'S WHERE THAT'S WHERE I STAND.
I WANT TO I WANT TO PROTECT THEM.
AND, AND THIS DOES THAT IN MY OPINION.
SO MAY I RESPOND, MADAM PRESIDENT? YES, DOCTOR. I DO WANT TO PROTECT THEM.
WE WANT TO PROTECT OUR STUDENTS FIRST.
SO WHERE IS THE INFORMATION THAT THE DATA THAT DEMONSTRATES THAT WE'RE NOT PROTECTING THEM? FROM WHAT? I UNDERSTAND THAT WE AS A DISTRICT, WE DO A GREAT JOB OF PROTECTING OUR STUDENTS.
I'M SIMPLY SAYING, MENTIONING CERTAIN HIGHER LEVEL POLITICAL FIGURES SHOULD NOT BE IN MRS BUSINESS.
IF WE'RE GOING TO PROTECT THEM, THEN SHOW ME HOW WHAT WE'RE DOING NOW.
AND ALSO, WHAT ARE THE STUDENT OUTCOMES BY SIGNING OFF ON A RESOLUTION OF THIS NATURE.
NOW, I WOULD LOVE TO FOR THE THE COMMITTEE TO REWRITE IT SO THAT IT DOES DEMONSTRATE A PROTECTION OF OUR STUDENTS WITHOUT OTHER POLITICAL FIGURES NAMES ON IT.
[03:00:02]
I WANT TO PROTECT OUR OUR KIDDOS, THEIR FAMILIES AND THE EDUCATORS.I WANT TO PROTECT THE STUDENTS.
I'M SIMPLY SAYING, CAN WE ALTER IT IF WE IF WE ARE GETTING INTO THE BUSINESS OF WHAT OTHER POLITICAL FIGURES ARE DOING, WE ARE NOT ALIGNING WITH OUR GOALS.
WE'RE NOT ALIGNING WITH BOARD BEING BEING EXCELLENT.
SO WE CAN'T HAVE DATA ON, ON THINGS THAT HAVEN'T HAPPENED YET.
AND WHAT WOULD HAPPEN BASED OFF OF THESE CHANGES IF THEY WERE TO HAPPEN TO TITLE NINE? SO SO THAT PART I, YOU KNOW, I DON'T THINK WE CAN REALLY HAVE A DISCUSSION OR AN ARGUMENT ABOUT WHAT I WOULD SAY IS I DON'T CARE WHO WE PUT AT THE TOP WHO AGREES WITH IT.
I MEAN, WE CAN LIST EVERY PERSON THAT HAS VOICED AN OPINION TO ME.
LISTING ANYBODY, WHOEVER IT MAY BE, IS JUST SHOWING THAT WE'RE FIGHTING FOR THE SAME THINGS.
AND THAT'S FOR THOSE PROTECTIONS OF OUR YOUNG LADIES, OUR WOMEN AND SO FORTH.
SO I DON'T CARE WHO WE PUT AT THE TOP.
I MEAN, YOU CAN PUT EVERY POLITICIAN THAT'S OUT THERE IF IF THEY'RE FIGHTING THAT SAME FIGHT TO PROTECT OUR STUDENTS, THEN PUT THEM IN THERE. I DON'T I DON'T CARE, I JUST WANT TO I JUST WANT TO PROTECT OUR YOUNG LADIES.
I THINK IT IS OUR DUTY TO DO SO AS AS A DISTRICT AND AS US AS LEADERS, LEADERS OF THAT DISTRICT.
SO MAY I RESPOND, MADAM PRESIDENT? YES, MA'AM. I AGREE WITH YOU, MR. TIPPINGS. WE ARE TO PROTECT ALL OF OUR STUDENTS.
I'M NOT GOING TO ARGUE ABOUT THAT.
I AM SIMPLY CONCERNED THAT EVEN THOUGH THIS IS A RESOLUTION PRESUPPOSING THAT WE ARE GOING TO ENTER INTO ERRORS OR DIFFICULTIES WITH OUR STUDENTS, IF WE ARE PRESUPPOSING THAT, THEN WE SHOULD HAVE SOME VALIDATION TO SUBSTANTIATE THAT.
AS FAR AS I KNOW, WE HAVE DONE AN EXCEPTIONAL JOB.
SO I'M NOT DISAGREEING WITH YOU.
I'M SIMPLY SAYING, LET'S FOCUS ON OUR STUDENTS AND LET'S MAKE LET'S CREATE A RESOLUTION THAT WOULD DEMONSTRATE THAT THIS WILL IMPROVE OUR STUDENTS THEIR OUTCOMES, THAT IT WILL IMPROVE OUR DISTRICT.
AND WE SO WE AGREE THAT WE WANT TO PROTECT.
HOWEVER, WE DO AGREE THAT WE DO NEED TO BE CONCERNED ABOUT THE STUDENTS AND THEIR SAFETY.
DOCTOR REID, AND BEFORE I MOVE ON TO OTHERS FOR CLARIFICATION, ARE YOU SAYING THAT YOU AGREE WITH THE RESOLUTION MINUS NAMES THAT OTHER NAMES? I'M JUST WANT TO MAKE SURE THAT I UNDERSTAND WHAT YOU'RE SAYING.
WOULD YOU LIKE ME TO ANSWER THAT HONESTLY? I REALLY DON'T THINK WE NEED A RESOLUTION.
I DON'T BELIEVE THAT WE NEED TO ENGAGE IN A POLITICAL WARFARE WITH OTHER PEOPLE.
I NEED WE NEED TO SUPPORT OUR STUDENTS AND OUR STAFF.
SO HERE THEN ON THE POLICY THAT IT ACTUALLY SUPPORTS, WHAT DO YOU THINK IN REGARDS TO THE POLICY? I'M JUST ASKING SO THAT WHAT THAT WAS ONE OF MY QUESTIONS.
WHAT IS WHAT IS IT ABOUT THE TITLE NINE POLICY THAT YOU ALL DO NOT LIKE? YOU DON'T LIKE THE CHANGE? WHAT ARE THE CHANGES THAT YOU DISAGREE WITH? ARE YOU TALKING ABOUT THE CHANGES THAT APPEARED IN OUR AGENDA, THE CHANGES FROM THE TITLE NINE POLICY THAT YOU WERE WRITTEN? SO THIS IS THIS RESOLUTION IS BASED ON TITLE NINE, RIGHT? RIGHT. OKAY.
FOR ME IT IS PROTECTING 50% OF THE POPULATION.
AND OUR YOUNG LADIES ARE GETTING FORGOTTEN IN A LOT OF THIS.
I DON'T SEE A NEED THAT MY SONS NEED TO SUIT UP AND PLAY AGAINST MY DAUGHTER.
IT'S JUST BEING PROACTIVE SO THAT IT ALREADY IS NOT GOING TO HAPPEN.
AND THEN THAT WAY WE'RE JUST WE'RE PROTECTING THEM AS A WHOLE AS WELL.
I JUST I HAVE TO ADMIT, AS I IT'S IT'S ONE OF THE FEW THINGS THAT ACTUALLY REALLY ANNOYS ME.
[03:05:07]
AND IT IS THE FACT THAT 50% OF OUR POPULATION ARE FEMALES, OUR YOUNG GIRLS, THESE PRECIOUS PEOPLE ARE BEING SIDE SWIPED AND FORGOTTEN AND ALL OF THIS. AND HONESTLY, IT PROTECTS MY BOYS TOO, BECAUSE I DON'T WANT THEM TO EVER THINK THAT THEY ARE ABLE TO JUST WALK INTO A LOCKER ROOM THAT YOUR DAUGHTER IS IN.BECAUSE I JUST LIKE MY DAUGHTER.
I WANT TO PROTECT HER AS WELL.
OKAY, SO IS IT ARE YOU ASKING ME, SHALL WE REWRITE IT? CAN WE? WELL, I WANTED TO KNOW IF.
IF WHAT DO YOU THINK ABOUT THE OVERALL.
I MEAN, THE RESOLUTION SAYS BASICALLY WHAT THE POLICY SAYS.
SO AND I AND I HEARD YOU SAY THAT FOR YOU YOU PREFER NOT TO HAVE THE POLITICAL NAMES INVOLVED.
SO I WAS JUST WANTING TO KNOW, DO YOU AGREE WITH THE POLICY? I MEAN, THE THE RESOLUTION.
OTHERWISE I LIKE THE THINGS THAT IT SAYS WITHOUT THE NAMES.
MOSTLY I, BUT I THINK WE'RE ALREADY DOING THAT.
I THINK WE'RE ALREADY PROTECTING EVERY SINGLE CHILD IN THIS DISTRICT.
NOW, IF WE CAN POSTPONE IT TO REWRITE IT, WE BEING YOUR COMMITTEE, THE POLICY COMMITTEE, THEN I WOULD LOVE TO SEE SOMETHING THAT ALIGNS WITH WHAT WE ARE DOING AND WHO WE ARE AT MISD IN PROTECTING AND SECURING THE NATURE OF OUR STUDENTS.
MR. TIPPING, THEN I NEED TO GIVE THIS OTHER SIDE.
YEAH, I JUST HAVE I JUST HAVE ONE QUICK COMMENT.
AND I THINK THAT'S I THINK THAT'S WHAT WE HAVE TO REMEMBER.
WE'RE BEING WE'RE TRYING TO GET OUT AHEAD OF THIS.
CAN I MOVE DOWN TO THE OTHER SIDE REALLY QUICK? I APPRECIATE THAT RESPONSE, MR. TIPPING. I WOULD JUST LIKE TO KNOW HOW WE WOULD NOT BE PROTECTING THEM WHEN WE ALREADY HAVE THINGS IN PLACE, POLICIES AND PROCEDURES TO PROTECT THEM.
BUT I WOULD JUST LIKE DOCUMENTATION.
OH. I'M SORRY. ARE YOU OKAY? NO. OKAY.
OKAY. MR. FARRAR, I WOULD FIRST PROBABLY URGE ANYONE THAT HASN'T READ TITLE NINE TO READ THAT FIRST BECAUSE IT WAS INITIALLY WRITTEN TO PROTECT WOMEN AND THEN GO READ THE CHANGES THAT PRESIDENT BIDEN HAS MADE.
SO YOU KNOW, YOU CAN SAY THIS ISN'T POLITICAL AT ALL.
WE ENGAGE WITH THEM ALL THE TIME.
THERE'S NOTHING WRONG WITH INCLUDING THESE ARE ALL LOCAL.
THESE ARE ALL LOCAL LEGISLATORS THAT WE SHOULD BE ENGAGING IN CONVERSATION WITH ALL THE TIME.
SO WHO'S NAMED IN THIS GOVERNOR ABBOTT? HE IS THE GOVERNOR OF THE OF THE STATE OF TEXAS.
JUDGE O'HARE, HE'S THE JUDGE OF TARRANT COUNTY.
DAVID COOK, WHO IS OUR HOUSE REPRESENTATIVE.
WE ENGAGE WITH HIM ALL THE TIME.
IF THERE WAS ANY OTHER LOCAL OFFICIAL THAT ALSO WAS DENOUNCING THE CHANGES TO THE BIDEN ADMINISTRATION, I WOULD 100% HAVE WANTED TO ADD THAT TO.
I'M GOING TO BE REAL HONEST WITH YOU.
IF THERE WAS ANY DEMOCRAT THAT DENOUNCED ANY OF THIS, THEIR NAME WOULD BE ON HERE TOO.
SO I DON'T CARE IF YOU VOTE RED OR BLUE.
AND NOW THAT I THINK ABOUT IT, I THINK EVERY BOARD MEMBER UP HERE HAS A DAUGHTER.
THIS IS SOMETHING THAT RIGHT NOW WE DO A GREAT JOB OF PROTECTING OUR GIRLS 100%.
OUR HAND WILL BE FORCED IF THESE CHANGES GO INTO EFFECT ON AUGUST 1ST.
ALL OF THIS IS SAYING IS THAT WE ARE DENOUNCING THE CHANGES THAT PRESIDENT BIDEN HAS PUT FORTH.
AND AS A DISTRICT, WE DON'T AGREE WITH THEM BECAUSE WE WANT TO PROTECT OUR GIRLS.
SO I DON'T HAVE A PROBLEM WITH HAVING LOCAL OFFICIALS ON THERE.
THESE ARE ALL OUR LOCAL OFFICIALS, AND WE ENGAGE WITH OUR LOCAL OFFICIALS ALL THE TIME.
WE HAD A LOCAL OFFICIAL HERE TONIGHT SWEARING IN A BOARD MEMBER.
WAS THAT INAPPROPRIATE? I MEAN, I DIDN'T HAVE A PROBLEM WITH IT.
[03:10:10]
I FEEL LIKE OUR RESPONSIBILITY IS, IS AND I'LL JUST SAY, AND I'LL LET YOU GO BECAUSE I KNOW A TON MORE PEOPLE HAVE THINGS TO SAY ABOUT THIS, I'M SURE.BUT THIS IS A HILL I WILL DIE ON.
THIS IS THAT IMPORTANT TO ME? I HAVE A DAUGHTER THAT NO BOY SHOULD BE ABLE TO TO TAKE HER PLACE.
SHOULDN'T BE ABLE TO WALK INTO A LOCKER ROOM.
AND I DON'T. AND JUST LIKE COURTNEY SAID, I HAVE, I HAVE SONS, TOO.
THIS THIS PROTECTS BOTH OF THEM.
AND SO THIS IS SOMETHING I CAN TELL YOU.
SO WE WILL BE VOTING ON IT AS WRITTEN.
THAT'S KIND OF OFF THE TABLE, BUT I'LL LEAVE IT AT THAT.
MAY I RESPOND, MADAM PRESIDENT? IT'S REALLY QUICK SO I CAN LET THE OTHER TRUSTEES HAVE AN OPPORTUNITY.
THIS TO ME, THIS HAS NOTHING TO DO WITH REPUBLICAN OR DEMOCRAT.
I DO BELIEVE IN PROTECTING ALL CHILDREN IN MISD.
I DON'T LIKE THAT WE'RE MAKING IT A POLITICAL ISSUE.
OKAY, SO I 100% AGREE WITH YOU, BUT IF THERE ARE PUBLIC OFFICIALS THAT ARE BOLD AND WILLING TO STAND SHOULDER TO SHOULDER WITH US AND DENOUNCE SOMETHING THAT WE'RE PASSIONATE ABOUT, THEN BY GOD I DON'T HAVE A PROBLEM DOING THAT.
AND I WOULD HOPE THAT THEY WOULD PUT MY NAME ON SOMETHING THAT I WAS PASSIONATE ABOUT AS WELL.
I AGREE WITH ENGAGING WITH THE POLITICAL, WITH THE PUBLIC OFFICIALS.
LET'S ENGAGE WITH ALL OF THEM.
I WHOLEHEARTEDLY AGREE WITH YOU.
LET'S ENGAGE WITH ALL OF THEM AND SEE WHAT THEY HAVE TO SAY ABOUT IT.
LET'S MAKE IT AN MISD RESOLUTION.
IT'S NOT JUST AN MISD CONCERN THOUGH.
THIS THIS AFFECTS EVERY FEMALE IN THE ENTIRE UNITED STATES.
THIS ISN'T THIS IS NOT JUST A THIS ISN'T A MISD THING.
SO I'M NOT GOING TO GO BACK AND FORTH ANYMORE.
I'M VERY PASSIONATE ABOUT THIS TOO.
CORRECT. WE WE TALK ABOUT HOW IMPORTANT IT IS TO ENGAGE OUR LOCAL OFFICIALS ALL THE TIME.
I'M NOT DISAGREEING WITH YOU ON THAT.
I'M NOT DISAGREEING WITH YOU ON THAT.
OKAY. LET ME GIVE THE OTHER TRUSTEES A DOCTOR.
CRUTCHFIELD. I'LL GIVE MISS NEWSOM.
YOU CAN COME BACK TO ME. I THINK SHE WANTED TO KIND OF TALK ABOUT THIS DIALOG.
I HAD A DIFFERENT QUESTION. OKAY.
MISS NEWSOM I JUST WANT TO SAY THAT MAYBE WE CAN.
I THINK WE'RE ALL AGREEING TO THE SAME THING.
I THINK WE I MEAN, I THINK WE ALL FULLY KNOW THAT WE NEED TO ENGAGE WITH OTHER POLITICAL PARTIES IN THIS, IN THIS FIGHT, UNDERSTANDING WHAT TITLE NINE IS, UNDERSTANDING WHAT THE CHANGES ARE ON AUGUST 1ST ARE REALLY IMPORTANT FOR US TO UNDERSTAND THAT WE DO NEED TO TAKE EARLY ACTION.
WHEN I WILL TELL YOU, A LOT OF TIMES I'M NOT ABOUT TAKING TOO EARLY OF AN ACTION IF I THINK IT MIGHT CAUSE A PROBLEM, BUT I THINK THAT US MAKING A RESOLUTION IS USUALLY ABOUT US MAKING A STATEMENT.
WHAT I WOULD SAY IS THAT I BELIEVE THAT THIS COULD BE A STRONGER STATEMENT.
LOVE YOU MISTER, RIGHT? BUT THIS COULD BE A MUCH STRONGER STATEMENT ABOUT WHAT WE FEEL AND ABOUT MANSFIELD.
I WOULD SAY THAT IT READS A LITTLE DIFFERENTLY THAN WE HAVE READ, AND WE WRITE RESOLUTIONS BEFORE, BUT I BELIEVE THAT IT COULD BE EVEN STRONGER ABOUT HOW WE FEEL ABOUT WHAT THIS IS DOING AND HOW THIS COULD IMPACT OUR STUDENTS.
AND SO, I MEAN, I WOULD THINK THAT MAYBE THE CONSIDERATION WOULD BE TO MAKE IT EVEN BETTER.
DO YOU HAVE SOME IDEAS FOR THAT? WHEN YOU WERE SAYING YOU WANT TO MAKE IT STRONGER OR TOUGHER? I MEAN, I'M JUST ASKING IF YOU HAVE OFF THE TOP OF YOUR HEAD ANY WHAT THAT MEANS TO YOU.
I MEAN, I DON'T HAVE ANY I DON'T HAVE A WORD DOCUMENT WRITTEN WITH CORRECTIONS FOR YOU, BUT I CAN I JUST THINK THAT THIS IS SOMETHING THAT WE FEEL PRETTY PASSIONATELY ABOUT, AND I THINK THAT THIS IS A PLACE THAT WE HAVE TO TAKE A STAND.
WE TEND TO BE THE PEOPLE LEADING THE CHARGE.
AND SO WHY WOULDN'T WE MAKE SURE THAT WE'RE DOING SOMETHING INCREDIBLY STRONG ABOUT WHAT WE ALL CLEARLY, I THINK, ACROSS THE TABLE, FEEL PRETTY STRONGLY ABOUT PROTECTING OUR FEMALE STUDENTS.
I MEAN THIS WAS SENT TO US FRIDAY.
[03:15:01]
SO AND I GUESS THAT'S KIND OF MY POINT TOO.SO IF YOU HAVE SOME IDEAS, BY ALL MEANS BRING THEM TO US.
THIS ISN'T A LITTLE DEAL, Y'ALL.
THIS COULD, THIS COULD CAUSE, CAUSE LOTS OF ISSUES FOR OUR STUDENTS.
AND THIS COULD ACTUALLY BE FINANCIALLY IMPACTFUL FOR US IF WE'VE GOT TO DO THINGS TO CHANGE BECAUSE WE'RE BEING MANDATED BY THE FEDERAL GOVERNMENT TO MAKE CHANGES, THAT'S, THAT'S THAT'S WRONG.
WE DON'T WE'VE GOT TO TELL THEM THAT THIS IS NOT OKAY.
DOCTOR CRUTCHFIELD, GO AHEAD AND GO IF YOU'RE READY.
LEARNING A LOT. I THINK WHAT I'M HEARING IS POTENTIALLY IN SOME OF THE RESOLUTIONS THAT THE BOARD HAS TAKEN BEFORE, THE PROCESS MIGHT HAVE BEEN DIFFERENT. AND SO I WAS SERVING ON THE SUPERINTENDENT'S ADVISORY COMMITTEE WHEN THIS BOARD WAS CONSIDERING A RESOLUTION ON VOUCHERS. AND SO IF I THINK ABOUT SOME OF THE THINGS THAT I'VE HEARD I DON'T REMEMBER THE EXACT LANGUAGE, BUT I WONDER IF WE LISTED SPECIFIC ELECTED OFFICIALS THAT WERE ANTI VOUCHER IN THE RESOLUTION.
IT SOUNDS LIKE ON FRIDAY AND PLACED ON THE AGENDA.
AND SO I'M JUST THINKING OF THE VOUCHER ONE.
AND SO THEN I WONDER WHAT AGAIN, I'VE TALKED ABOUT THIS IN RELATION TO THE FAA LOCAL POLICY.
IF IF WE WERE PRESENTED, WE HAD SOME GREAT PRESENTATIONS TONIGHT.
AND SO MAYBE THIS TIES IT ALL TOGETHER.
WHAT I'VE BEEN TRYING TO SAY WE HAVE A PRESENTATION IT GIVES US INFORMATION.
AND SO THEN WE'RE ABLE TO TAKE AN ACTION.
AND SO IT DOESN'T SOUND LIKE THAT PROCESS HAPPENS.
IN THIS, EITHER THE RESOLUTION OR POTENTIALLY THE FAA LOCAL.
BUT REALLY, DO WE HAVE THE INFORMATION THAT THAT WE'RE NEEDING? BECAUSE I WOULD LOVE TO HEAR FACTUAL INFORMATION ABOUT THIS COULD POTENTIALLY HAVE THIS IMPACT.
LIKE THAT'S SOMETHING TO CONSIDER, RIGHT? THAT'S IMPORTANT. THIS COULD HAVE AN IMPACT ON, YOU KNOW, THIS PROCEDURE OR PROCESS THAT HAPPENS IN THE DISTRICT.
AND SO I MEAN, I DON'T KNOW, RIGHT? TODAY IS MY FIRST DAY, BUT IT SOUNDS LIKE THIS PROCESS POTENTIALLY HAS BEEN DIFFERENT.
AND THAT'S WHERE SOME OF THE THE CHALLENGES.
BUT IN TERMS SO THAT'S ONE THAT'S JUST AN OBSERVATION, NOT A QUESTION.
BUT I DO THINK IN TERMS OF THE WORDING I WAS READING IT, IT LOOKS LIKE THE PROPOSED RESOLUTION IS STATING THE DESIRE OF THE BOARD TO SEE THE BIDEN ADMINISTRATION DIALOG WITH STAKEHOLDERS AND TO TRY TO GET MORE MORE INFORMATION ABOUT IT.
AND SO I THINK ALSO REVISITING THAT THE FACT SHEET THAT WAS PRESENTED FROM THE US DEPARTMENT OF EDUCATION TALKED ABOUT THAT PROCESS AGAIN, PROCESS OF ENGAGING WITH TENS OF THOUSANDS OF STAKEHOLDERS RESPONDING TO OVER 200,000 COMMENTS.
AND SO I DON'T KNOW WHERE THAT GOES IN A MOTION TO MAKE AMENDMENTS OR CHANGES.
BUT I THINK IT'S MORE ABOUT THE PROCESS.
OKAY. JUST TO CLARIFY REAL QUICK DOCTOR CANTU, WHEN WE DID THE VOUCHER RESOLUTION, HOW DID HOW DID YOU SEND IT OUT? SINCE WE CAN'T EMAIL AND TALK TO EACH OTHER BEFOREHAND? I BELIEVE THAT WENT OUT AND IT WAS WENT OUT VIA EMAIL, VIA EMAIL, VIA EMAIL.
HOW DID THIS ONE GO OUT VIA EMAIL AND FRIDAY FAX? OKAY. SO THE SAME WAY AS WE'VE DONE IN THE PAST, JUST JUST FOR RECORD SAYING SO YOU GUYS HAVE A CHANCE TO TALK ABOUT IT.
THIS IS WHEN YEAH, WE DO NOT HAVE A CHANCE TO TALK ABOUT IT AS A GROUP.
IT IS TOTALLY AGAINST THE PUBLIC MEETINGS ACT.
WE DON'T VOTE IN CLOSED SESSION.
WE OFTEN CAN'T TALK ABOUT CERTAIN THINGS IN CLOSED SESSION WITHOUT LEGAL COUNSEL PRESENT.
SO AND THEN ALSO, THIS IS HOW WE'VE ALWAYS DONE.
[03:20:02]
THAT'S WHY WE HAVE MORE THAN ONE READING FOR POLICY.IT IS SENT OUT FROM THE COMMITTEE.
WHAT DAVID WRIGHT WORKED SO HARD ON TO GET PUT THROUGH.
SO IT WAS THERE FOR EVERYONE TO SEE AT THE SAME TIME.
BECAUSE THIS IS THE TIME FOR US TO DISCUSS.
AND EVERYONE HAS HAD THE OPPORTUNITY TO LOOK AT, THINK ABOUT ALL THE THINGS AS OF NOW.
SO ALL THOSE THINGS HAVE HAVE BEEN FOLLOWED.
THEY FOLLOW THE PROCESS SINCE I'VE KNOWN ABOUT IT.
AND IT'S BEEN A COUPLE OF YEARS.
RIGHT. AND SO SO WITH THIS RESOLUTION, THERE'S NO FIRST OR SECOND READING.
IT WOULD. AND THE MAIN REASON WHY IT WOULD AND.
BECAUSE WHEN THE NEXT TIME POLICY COMES TO US, IT WILL BE ON A CONSENT AGENDA.
AND SO AS THEN IT'S NOT NECESSARILY UP FOR DISCUSSION RIGHT NOW.
OKAY. THANKS. IF I CAN ADD JUST ONE THING I DON'T WRITE RESOLUTIONS THAT OUR LAWYER WRITES THE RESOLUTIONS THAT DAVID WRIGHT DOESN'T WRITE THE RESOLUTIONS.
MR.. RIGHT. SO ALL THOSE MISSPELLINGS ARE NOT ON DAVID.
MR. DID YOU HAVE OFF OF WHAT COURTNEY WAS SAYING? YEAH. THIS I THINK IT'S BEEN ALLUDED THAT THIS HAS BEEN DONE DIFFERENTLY.
THIS HASN'T BEEN DONE DIFFERENTLY.
IF SOMEBODY'S NOT FAMILIAR WITH TITLE NINE AT THAT POINT THAT'S WHEN I THOROUGHLY READ TITLE NINE.
AND I WROTE REREAD THE REWRITTEN PROPOSALS BY OUR PRESIDENT.
IT'S A BOARD MEMBER'S RESPONSIBILITY TO READ THROUGH THEIR PACKET AND GET THEIR QUESTIONS ANSWERED BEFOREHAND, OR IF THEY HAVE SOME THINGS THAT THEY WANT TO BRING TO THE TABLE, THEY COULD HAVE, YOU KNOW, ALL OF THAT COULD HAVE BEEN TALKED ABOUT.
AND THEN WE CAN COLLECTIVELY HAVE A DISCUSSION HERE.
SO I DON'T I MEAN, THIS IS NORMALLY HOW IT'S DONE.
SO I DON'T WANT YOU TO THINK THAT THIS WAS DONE ANY DIFFERENTLY THAN IT'S EVER DONE.
IT WAS THE SAME THING THAT EVERYONE GOT THOSE THINGS AT THAT FOR THAT MEETING.
AND THEN THEY WERE UP FOR TONIGHT FOR APPROVAL ON CONSENT.
I DID MISS FARRAR DID MENTION SOMETHING THAT I THOUGHT WAS IMPORTANT TO KNOW THAT MOST ALWAYS ANY POLICY, WHETHER IT BE CHANGED OR ADJUSTED, ADDED, CORRECTED IS GOING TO FOLLOW WITH AN UPDATE FROM TASBIH.
THE COMMITTEE DOESN'T JUST IN ANY TIME, BECAUSE I'VE BEEN ON LONG ENOUGH THAT THAT COMMITTEE HAS CHANGED TO WRITE SEVERAL TIMES OVER THAT NONE OF THE COMMITTEES HAVE EVER JUST VISITED A POLICY AND TOOK UP DAVID'S TIME.
MOST OFTEN THEY THEY COINCIDE WITH AN UPDATE ANYWAY.
AND AND I THINK I MENTIONED TO YOU THAT WE ALREADY HAVE THE NEXT UPDATE COMING OUT.
WE'RE GETTING THE UPDATES A LOT MORE OFTEN.
I KNOW DAVID WRIGHT CAN SHARE CAN SHARE MY SENTIMENT WITH ME ON THAT ONE.
BUT WE ALREADY HAVE THE THE NEXT UPDATE OUT.
SO MR. WRIGHT SAID HE HE DOESN'T WRITE RESOLUTIONS.
SO WHERE DOES THE RESOLUTION COME FROM.
WELL IT DEPENDS ON THE RESOLUTION ITSELF, ON WHERE YOU KNOW, WHAT IT'S PERTAINING TO.
KIND OF LIKE WHAT HE SAID EARLIER ABOUT POLICY CHANGES IN THIS CASE SINCE IT SUPPORTED A POLICY.
THIS THIS DID COME FROM THE POLICY COMMITTEE SINCE IT SUPPORTED SOMETHING IN PARTICULAR.
THERE ARE OTHER TIMES THAT LIKE WITH THE VOUCHERS, YOU KNOW, THAT MIGHT HAVE BEEN ONE OF THE ITEMS THAT HE SPOKE UP EARLIER THAT CAME FROM CABINET, AND THEY BROUGHT IT TO OUR ATTENTION, YOU KNOW, THAT THEY DID AND WANTED OUR SUPPORT AS WELL, WHICH OF COURSE WE DID ON THAT.
AND SO IT WOULD DEPEND ON THAT.
THEN THEY YES, THE THE ATTORNEY WRITES IT, YOU KNOW, WITH, YOU KNOW, WE USUALLY LIKE IT TO WORK.
[03:25:02]
ALL RIGHT. THANKS. OKAY, MISS NEWSOM, I JUST WANTED TO SHARE A LITTLE BIT.I MEAN, WE'RE WE VOTE ON A RESOLUTION.
WE'RE JUST TRYING TO SAY WHAT WE WANT.
THERE'S NOTHING THAT CHANGES FOR THE WORLD BECAUSE WE PASS A RESOLUTION.
IT'S US COMING TOGETHER AS A BOARD SAYING THIS IS HOW WE FEEL ABOUT SOMETHING ON PURPOSE, SO THAT PUBLICLY WE CAN SAY THAT THIS IS WHAT WE'RE EITHER FOR OR AGAINST OR WANT TO BRING LIGHT TO.
IT'S IT'S US TRYING TO BRING ATTENTION TO A MATTER.
SO I JUST WANT TO MAKE SURE THAT WE KIND OF UNDERSTAND THAT A POLICY CHANGE IS DIFFERENT THAN A RESOLUTION, AND WHY THOSE THINGS WORK TOGETHER. AND WHAT IT MEANS.
SO IT'S AN ORGANIZED STATEMENT.
YEAH. IT'S AN ORGANIZED STATEMENT FROM, FROM THIS ORGANIZATION.
AM I RIGHT? DO THEY WANT TO HAVE ANY LAST COMMENT OR QUESTION OR CONCERN? I DON'T HAVE ANOTHER STATEMENT TO MAKE.
YES, I DO HAVE ONE. I'M SORRY.
WHAT'D YOU SAY? I AGREE WITH WHAT SHE JUST SAID.
THAT IT'S AN ORGANIZED STATEMENT THAT COMES FROM THIS BOARD.
OKAY. ANY OTHER QUESTIONS OR CONCERNS? OKAY. THERE WAS A MOTION MADE AND A SECOND TO APPROVE ITEM 11.2.
ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? ALL THOSE OPPOSED? ARE YOU REFRAINING FROM VOTING? YES. I'M ABSTAINING.
THANK YOU. OKAY, SO THE MOTION PASSES FIVE, ONE AND ONE.
WE HAVE DOCTOR READ VOTED, OPPOSED, AND DOCTOR CRUTCHFIELD REFRAIN FROM VOTING OR ABSTAIN.
SO WE WILL NOW MOVE ON TO ITEM 11.3.
UNLIMITED TAX SCHOOL BUILDING BONDS SERIES 2024, INCLUDING THE ADOPTION OF AN ORDER AUTHORIZING THE ISSUANCE OF SUCH BONDS, ESTABLISHING PARAMETERS FOR THE SALE AND ISSUANCE OF SUCH BONDS, AND DELEGATING CERTAIN MATTERS TO AUTHORIZE DISTRICT'S OFFICIALS.
MAY I PLEASE RECEIVE A MOTION? SO MOVED. I HAVE A MOTION MADE BY MISS FARRAR.
IS THERE A SECOND? IS THAT MISS ANDERSON? OKAY. SECOND.
SO DOES ANYONE HAVE ANY QUESTIONS OR CONCERNS? OKAY. SEEING NONE. ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? THE MOTION PASSES 7 TO 0.
CONSIDERATION AND APPROVAL OF RESOLUTIONS FOR THE TASB ADVOCACY AGENDA.
MAY I PLEASE RECEIVE A MOTION? WAS THAT DOCTOR REID? OKAY.
A MOTION TO APPROVE THE RESOLUTIONS FOR TASB.
OKAY. WE HAVE A MOTION MADE BY DOCTOR REID.
IS THERE A SECOND? SECOND. OKAY, WE HAVE A SECOND MADE BY MISS ANDERSON.
IS THERE ANY DISCUSSION OR CONCERNS ON THIS TOPIC? OKAY. SURE.
QUESTION. SO AGAIN, DOCTOR CRUTCHFIELD, BY THE WAY, IN CASE THOSE WHO ARE LISTENING.
THEY I THINK THEY'RE WELL WRITTEN.
I THINK THEY'RE HELPFUL. BUT JUST HOW THE HOW THAT CAME ABOUT, HOW THAT COMES ABOUT.
WELL, WE'LL TURN IT OVER TO OUR TASB DELEGATE AND WHICH YOU MAY BE SITTING IN HERE SOON IN THAT SEAT, BUT DOCTOR REID, WOULD YOU LIKE TO SPEAK TO THOSE? YES. SO I'M A FORMER BOARD MEMBER.
DESIREE THOMAS AND I WERE WORKING TOGETHER.
I AM THE TASK BE DELEGATE NOW.
DOCTOR CRUTCHFIELD WILL SOON BE AND SO THESE WERE THREE KEY AREAS.
ONE, THE SPECIAL EDUCATION AREAS WHERE WE WHERE THE STATE OF TEXAS, WE LOST OVER $300 MILLION.
AND SO I THOUGHT IT WOULD BE VERY BENEFICIAL FOR US TO PETITION TO WRITE A RESOLUTION TO ENSURE THAT WE WOULD GET SOME MONIES BACK, SOME FUNDING FOR SPECIAL EDUCATION AREA FOR OUR SPECIAL POPULATIONS.
[03:30:02]
THE OTHER TWO WERE WERE REALLY, REALLY LARGE.WE WERE GOING TO JUST DO SAFETY, BUT WE DECIDED THAT SAFETY AND SECURITY REQUIRED OUR ATTENTION.
DOCTOR SCOTT, WOULD YOU LIKE TO SHARE ANYTHING? I BELIEVE MISS TRONGAARD, WE SPENT $20 MILLION MORE THIS YEAR THAN THE STATE ALLOCATED ON SPECIAL EDUCATION.
OUR STATE HAS NOT BEEN A STALWART AT TAKING ADVANTAGE OF ALL THE FEDERAL MONEY AVAILABLE.
WE ARE DRASTICALLY, DRASTICALLY UNDERFUNDED AND SPED.
AND IT TAKES A LOT OUT OF OUR GENERAL MOE BUT BUDGET TO PROPERLY ATTEMPT TO SERVE THOSE STUDENTS.
SO THAT'S WHERE THEY CAME FROM.
AND AGAIN, DOCTOR REED AND MISS THOMAS DID A GOOD JOB WITH THOSE.
AND I JUST PUT SOME JUST CHANGE THE VERBIAGE, JUST SOME EDUCATIONAL LEAVES IN THERE.
THANK YOU FOR THOSE RESOLUTIONS AND FOR THE DATA FOR MY BRAIN.
IS THERE ANY OTHER QUESTIONS? OKAY. THERE'S A MOTION MADE ON ITEM 11.4 WITH A SECOND.
ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? THE MOTION PASSES 7 TO 0.
WE NOW MOVE TO THE CONSENT AGENDA.
[12. Consent Agenda]
LET ME REMIND EVERYONE THAT WE VOTE THE CONSENT AGENDA UP OR DOWN AS IT IS PRESENTED.UNLESS SOMEONE WOULD LIKE TO PULL AN ITEM ON THE CONSENT AGENDA.
IS THERE ANYTHING ANYONE WOULD LIKE TO PULL AT THIS TIME? OKAY SEEING NONE.
ALL THOSE IN FAVOR OF THE CONSENT AGENDA AS PRESENTED, MAY I PLEASE SEE A SHOW OF HANDS? OKAY. THE CONSENT AGENDA IS APPROVED.
SO NOW WE'RE DOWN TO ITEM 13 OR SUPERINTENDENT'S REPORT, WHICH IS FOR INFORMATION PURPOSES ONLY.
[13. Superintendent's Report]
IS THERE ANYTHING THAT ANYONE WOULD LIKE TO ASK DOCTOR CANTU REGARDING THE SUPERINTENDENT'S REPORT AT THIS TIME? OKAY WITH THAT, WE WILL MOVE DOWN TO.[14. Closed Session]
EVALUATION, REASSIGNMENT DUTIES, DISCIPLINE OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE, OR TO HEAR A COMPLAINT OR CHARGE AGAINST AN OFFICER OR EMPLOYEE, INCLUDING THE SUPERINTENDENT'S EVALUATION AND CONTRACT.551.071 CONSULTATION WITH THE BOARD'S ATTORNEY AND 551.072 REAL PROPERTY AND 551.076 TO CONDUCT DELIBERATIONS REGARDING SECURITY DEVICES OR SECURITY AUDITS.
MY ADVICE THAT EVERYONE ELSE IS TO GO GET SOME SLEEP, AND WE ARE GOING TO ADJOURN THE
CLOSED SESSION AND WE WILL BE BACK WHEN WE'RE DONE.
