UM, AND I'M JUST HAPPY TO BE ABLE TO CONTINUE MY CAREER HERE, LOOK FORWARD TO A LONG CAREER HERE.
AND TONIGHT MY FAMILY WASN'T ABLE TO MAKE IT BUT THEY'RE FULLY SUPPORTIVE OF ME.
AND JUST LOOKING FORWARD TO IT.
[00:25:41]
CONGRATULATIONS TO ALL OF THOSE THAT WERE INTRODUCED THIS EVENING AND NOW TAKES US TO ITEM NINE, OUR INSTRUCTIONAL FOCUS.[9. Instructional Focus]
DR. CANTU. YES, I WOULD LIKE TO INVITE DR.ALL RIGHT. GOOD EVENING, PRESIDENT WILSON.
DR. CANTU, MEMBERS OF THE BOARD.
SEEMED LIKE A LITTLE LONGER THAN NORMAL.
[LAUGHTER] WELL, I'M PRIVILEGED TO BE HERE IN FRONT OF YOU TONIGHT TO SHARE OUR PROCESS OF HOW WE DEVELOPED OUR DISTRICT IMPROVEMENT PLAN.
YOU WILL ALSO SEE THAT OUR DISTRICT IMPROVEMENT PLAN FOR THIS YEAR, 23-24, IS ALSO LOCATED ON CONSENT AGENDA ITEM NUMBER THREE FOR YOU THIS EVENING FOR YOUR CONSIDERATION AND APPROVAL.
SO WHEN IT COMES TO OUR DISTRICT IMPROVEMENT PLAN, OUR PROCESS IS PRETTY MUCH STAY THE SAME.
BUT ONE THING THAT REMAINS CONSTANT IS VISION 2030.
AND SO THROUGH THE LENS OF VISION 2030 AND ALSO INCORPORATING OUR CONTINUOUS IMPROVEMENT PROCESSES, IT'S WHAT LEADS US THROUGH OUR CAMPUS IMPROVEMENT PLANS.
YES, BUT ALSO OUR DISTRICT IMPROVEMENT PLAN.
ALL RIGHT, SO LEGAL REQUIREMENTS REGARDING OUR DISTRICT IMPROVEMENT PLAN INCLUDES THAT OUR SCHOOL BOARD HAS A PLAN THAT WE IMPLEMENT AND REVIEW ANNUALLY.
ALL RIGHT. SO OUR CHARTER SO OUR CHARTER IS, OUR MEMBERSHIP, WHICH IS COMPRISED OF MULTIPLE REPRESENTATIVES AMONGST OUR COMMUNITY. SO WE HAVE OUR CAMPUS BASED PROFESSIONALS THAT ARE ELECTED AT THEIR CAMPUS BY THEIR PEERS.
WE ALSO HAVE BUSINESS REPRESENTATIVES THAT ARE ALSO THERE.
WE HAVE PARENT REPS AND WE ALSO HAVE COMMUNITY REPS.
AND SO THIS IS ALSO IN COORDINATION WITH BQA LOCAL AND LEGAL POLICY.
OH. ALL RIGHT, SO JUST TO KIND OF GIVE YOU AN IDEA.
SO OUR PROCESS FOR OUR DISTRICT IMPROVEMENT PLAN, IT ACTUALLY STARTED WAY BACK, ACTUALLY, BEFORE, SCHOOL STARTS, BECAUSE GUESS WHAT? WHEN WE GET BACK IN THE SUMMERTIME, WHEN ADMINISTRATORS RETURN, WE THEN START TO COMMUNICATE THE EXPECTATIONS OF HAVING OUR CAMPUS BASED PROFESSIONALS WHO ARE ELECTED BY THEIR PEERS JOIN DEIC, FOR THEIR TERM IN WHICH THE TERMS ARE TWO YEARS.
AND THEN HERE WHAT YOU WILL SEE IS SOME PRETTY CANDID PHOTOS OF THE WORK MEMBERS AT WORK.
AND SO WE HAVE A GROUP OF VERY DEDICATED INDIVIDUALS.
THEY COME TO US EVERY MONTH AND WE WORK.
WE LOOK AT DEPARTMENT GOALS, WHICH IS OUR PLANS ON THE PAGE.
WE ALSO DO AN OVERVIEW OF OUR DISTRICT PROCESSES.
SO OUR SCORECARD VISION 2030, ALL OF THOSE THINGS TO ENSURE THAT THEY'RE WELL ROUNDED.
AND SO THESE ARE JUST SOME PHOTOS OF OUR MEMBERS AT WORK IN ONE OF OUR SESSIONS, AS THEY PROVIDED FEEDBACK TO OUR DEPARTMENT LEADERS AND FEEDBACK TO US ABOUT THE DISTRICT IMPROVEMENT PLAN. SO JUST ALONG THE WAY WE HAVE SOME REQUIREMENTS.
SO WE START PRETTY MUCH JULY THROUGH AUGUST IS WHEN WE START TO WORK ON THAT CHARTERING, UH, WORKING WITH OUR CAMPUSES TO ENSURE THAT THEY'RE WORKING WITH THE CAMPUS BASED PROFESSIONALS, TO HAVE THOSE MEMBERS ELECTED FOR THOSE WHO ARE GOING OUT AND FOR THOSE WHO ARE CONTINUING, THEY SIMPLY CONTINUE IN THE TERM.
[00:30:05]
THE NEXT THING IS, IN SEPTEMBER, WE HAD DR.SHE KIND OF WALKS US THROUGH THAT.
AND SHE ALSO SHARES WITH US THE INTENT FOR FEDERAL FUNDS.
SO TITLE ONE WILL BE USED FOR THIS TITLE TWO, TITLE THREE, TITLE FOUR, ETC..
SO SHE WALKS US THROUGH ALL OF THOSE ELEMENTS.
EVANS ONSONGO, WHICH IS OUR DIRECTOR OF ASSESSMENT, ACCOUNTABILITY AND RESEARCH.
AND SO WE DO KNOW THAT TEA IS GOING BACK AND FORTH ABOUT HOW WE'RE GOING TO BE MEASURED.
BUT WHAT HE DID, HE JUST KIND OF WALKED US THROUGH THE METRICS OF HOW STUDENTS PERFORM.
SO WE HAD AN OVERVIEW OF OUR LAG MEASURE, WHICH IS OUR DISTRICT SCORECARD.
AND FROM THAT OR WITHIN THAT SAME MEETING, WE HAD DEPARTMENT LEADERS.
AND THEN DEIC MEMBERS HAD AN OPPORTUNITY TO VIEW EACH PLAN INDIVIDUALLY AND TO PROVIDE FEEDBACK, WHICH WAS COLLECTED AND THEN SHARED BACK TO THOSE RESPECTIVE DEPARTMENT LEADERS.
AND THEN WE CAME BACK THIS MONTH IN DECEMBER, AND THE DEPARTMENT LEADERS HAD DONE A RESUBMISSION, INCLUDING THE FEEDBACK IN WHICH THE DEIC MEMBERS PROVIDED.
SO THIS IS OUR PROCESS, OUR PLANNING PROCESS, WHICH WAS ACTUALLY BOARD APPROVED BACK IN 2016.
AND SO YOU WILL SEE HERE WE HAVE THREE DIFFERENT AREAS.
AND I KNOW THAT WE'VE SEEN THIS SLIDE BEFORE.
UM BUT IN THE BLUE AREA THAT'S THE DISTRICT'S ROLE OR THE DISTRICT'S PROCESSES.
AND SO THE RED DENOTES THE DEPARTMENTAL PROCESSES AND THE GREEN DENOTES THE CAMPUS PROCESSES.
SO THIS IS THE ONE TIME IN WHICH IT'S GOOD TO BE IN THE RED.
SO THE DISTRICT HAS KEY STRATEGIC MEASURES.
IN ADDITION TO CAMPUSES YOU'RE ALSO GOING TO SEE ACTION PLANS, WHICH ARE THE PDSA'S THAT WE WHICH WE REFER TO AS THE PLAN, NEW STUDY ACT ALSO FOLLOWED UP BY A CADENCE OF ACCOUNTABILITY.
SO IN THE CADENCE OF ACCOUNTABILITY IS ALSO SHARED OR REFLECTED REALLY ON OUR DASHBOARD.
AND WE USE THAT AS OUR LEAD FIDELITY MEASURE.
SO ONCE AGAIN, THIS IS JUST AN OVERVIEW OR AN ALIGNMENT OF OUR SYSTEM.
AND SO WE HAVE ILLUSTRATED HERE JUST HOW WE HAVE ALL THOSE PIECES WORKING IN TANDEM TOGETHER.
THEN WE HAVE OUR ROOT CAUSE ANALYSIS PROCESS.
AND AS SOMETIMES WE MAY THINK SOMETHING IS A PROBLEM.
SO THE ROOT CAUSE ANALYSIS PROCESS THEN WE HAVE FOLLOWED UP WITH THAT IS OUR PLAN ON THE PAGE, WHICH IS THE ACTUAL GOAL THAT DEPARTMENTS COME UP WITH FOR THEIR DEPARTMENT WHICH THEN IS SUPPORTED BY THE PDSA, WHICH IS A LIVING, BREATHING DOCUMENT THAT REALLY DIRECTS THE DAY TO DAY WORK AND OPERATIONS TO CARRY OUT THAT PLAN, FOLLOWED UP BY THE SCORECARD, WHICH IS OUR LAG MEASURE.
SO HOW DID WE DO? SO WE FOLLOWED IT UP BY THE SCORECARD, WHICH YOU GUYS RECEIVE THAT ANNUALLY.
[00:35:05]
OUR CADENCE OF ACCOUNTABILITY.SO THEY ACTUALLY STARTED BACK THIS AUGUST.
AND SO WHEN THEIR TEACHERS RETURN, THEY DOVE INTO THE DATA THAT THEY HAD AVAILABLE TO THEM.
THEY WORKED WITH THEIR CAMPUS TEAMS. THEY DID A ROOT CAUSE ANALYSIS PROCESS TO GET DOWN TO THE ROOT AS TO WHAT MAY HAVE BEEN ANY CONCERNS AROUND MAYBE STUDENT ACHIEVEMENT THAT THEIR CAMPUS IS HAVING.
SO THEY CAME AND THEY PRESENTED TO EXECUTIVE COUNCIL FOR US AND WERE PROVIDED FEEDBACK IF NEEDED.
AND THEN WE WILL CONTINUE IN JANUARY OF 2024.
BUT THAT'S WHEN I WILL HAVE FOR YOU AS A CONSENT AGENDA ITEM, THE CAMPUS PLANS.
AND SO YOU WILL SEE ALL CAMPUS PLANS IN JANUARY 2024.
AND THIS PROCESS HAS ALREADY STARTED.
AND SO YOU CAN SEE WE HAVE MORE THAN 60 MEMBERS, ACTUALLY, WHICH ARE COMPRISED OF OUR DEIC.
AND SO IF ANY ARE OUTSTANDING OR WITH ME TONIGHT, JUST IF YOU COULD JUST PLEASE STAND.
I DON'T THINK ANY ARE HERE, BUT IF YOU WERE HERE, JUST I WOULD LIKE TO ACKNOWLEDGE YOU.
AND SO THOSE THAT ARE LISTENING, THANK YOU SO MUCH AS WELL.
AND THEN ALSO A SPECIAL THANK YOU TO DR.
TAMARA LIDDELL, OUR DIRECTOR OF STATE AND FEDERAL PROGRAMS. AGAIN, SHE BROUGHT FORTH THE INTENT FOR FEDERAL FUNDS AND REALLY EDUCATED OUR DEIC AROUND THOSE PROCESSES OF ALL THE TITLE FUNDS AND HOW THEY'RE USED. ALSO, KIMBERLY MURPHREE, ONE OF OUR DIGITAL LEARNING COACHES.
SO SHE REALLY AIDED AND ENSURED THAT OUR DEPARTMENT LEADERS COULD RECEIVE THE FEEDBACK FROM DEIC, MAKE THOSE CHANGES, GET THAT PLAN ON THE PAGE, SUBMIT IT FOR EVERYONE.
AND THEN LAST BUT NOT LEAST, HERE DR.
EVANS ONSONGO, OUR DIRECTOR OF RESEARCH AND ACCOUNTABILITY.
AND HE WAS LIKE, NO, YOU DIDN'T HAVE MY PERMISSION.
I SAID, WELL, TOO BAD IT'S ON THE DISTRICT'S WEBSITE, SO WE'RE GOING TO USE IT AGAIN.
ONSONGO REALLY DID A THOROUGH JOB OF WALKING OUR COMMITTEE THROUGH THE STUDENT ACHIEVEMENT PIECES.
AND SO IT WAS REALLY IMPACTFUL AND EDUCATIONALLY IMPORTANT.
AND SO THEY'VE REALLY BEEN ENGAGED IN THAT.
AND SO IF YOU HAVE ANY QUESTIONS OR FEEDBACK, I WOULD LIKE TO TAKE THAT AT THIS TIME.
THANK YOU. TRUSTEES, WE'LL START ON THIS END.
ANYONE HAVE ANY QUESTIONS OR STATEMENTS? ABOUT THIS SIDE? MS. NEWSOM. THANK YOU, DR.
BRANNON. IT WAS A GREAT PRESENTATION.
I THINK IT MAKES US ALL A LITTLE BIT EXCITED ABOUT WHAT YOU GUYS DO AND THE WORK THAT GOES INTO IT.
IT'S NOT JUST SOMETHING THAT'S A QUICK MEETING AND GETS, YOU KNOW, HANDED DOWN TO EVERYONE INVOLVED.
SO THANK YOU SO MUCH FOR YOUR WORK.
ANYONE ELSE? DR. REED? YES. I DIDN'T HAVE A QUESTION, BUT DR.
BRANNON THANK YOU FOR PROVIDING US WITH SUCH DETAILED INFORMATION ABOUT WHAT YOU AND THE DEIC CHARTER MEMBERS AND THOSE WHO ARE COMMITTED TO EXCELLENCE IN EDUCATION FOR OUR STUDENTS.
THE FACT THAT YOU ALL ARE THINKING FROM ALL PERSPECTIVES, AND IT REALLY IS COMPREHENSIVE WITH THE RESEARCH AND THE FUNDING THAT CAN BE APPLICABLE TO DIFFERENT AREAS. I APPRECIATE ALL OF THOSE PRESENTERS AND THE WORK THAT ALL OF THOSE WHO ARE ON THE COMMITTEE.
SO THAT WAS A VERY COMPREHENSIVE, EXAMPLE OF WHAT MORE THAT YOU DO.
THANK YOU, DR. BRANNON, YOU AND YOUR TEAM.
ANYONE ELSE GOOD? WELL, YOU DID A GOOD JOB.
LOOK AT ALL THE QUESTIONS YOU DIDN'T HAVE.
[00:40:03]
ALL RIGHT. [LAUGHTER] THANK YOU SO MUCH TO YOU AND YOUR TEAM.WE APPRECIATE ALL THAT YOU DO.
WE REALLY DO. THANK YOU VERY MUCH.
THANK YOU. SO NOW WE MOVE ON TO ITEM TEN, OUR PRESENTATION.
[10. Presentation ]
DR. CANTU. YES.DR. SWIZE. HELLO, PRESIDENT WILSON, BOARD DR.
CANTU. IT'S NICE TO BE HERE TONIGHT.
IT'S KIND OF WEIRD TO THINK I'M TALKING TO YOU ABOUT 24-25, BUT IT'S THAT TIME OF YEAR.
THIS IS THAT TIME OF YEAR. I CAN NEVER REMEMBER WHAT YEAR IT IS BECAUSE WE'RE TALKING 24, 25.
WHAT YEAR IS IT? BUT THIS IS EXCITING.
I'VE HAD THE PRIVILEGE TO WORK WITH MR. WRIGHT THIS YEAR IN WORKING WITH THE CALENDAR COMMITTEE AND LOOKING AT ALL THE POSSIBILITIES AND ALL OF THE IDEAS THAT VARIOUS MEMBERS OF OUR COMMUNITY AND STAFF HAVE HAD TO SHARE.
UM, JUST LIKE ANYTHING ELSE, WE START WITH OUR VISION 2030 IN MIND.
AND THE MOST IMPORTANT VALUE IN THAT IS STUDENTS FIRST.
SO LET'S TALK ABOUT WHO ALL HAD A STAKE IN THIS.
SO WE HAD A LOT OF REPRESENTATION.
SO WE BEGAN WITH A LARGE COMMITTEE.
AND THIS COMMITTEE MADE UP OF WHAT YOU CAN SEE ON THE BOARD, UH, FROM EVERY LEVEL OF ALL OF OUR SCHOOLS REPRESENTATIVES, WE HAVE TO HAVE REPRESENTATIVES FROM PLACES LIKE FINE ARTS, ATHLETICS, OUR CTE, OUR CURRICULUM DEPARTMENT, ADVANCED PLACEMENT AND DUAL CREDIT.
WHAT WORKS? WHAT DOESN'T WORK? HOW DOES THAT FIT IN WITH ATHLETICS? HOW DOES THAT FIT IN WITH FINE ARTS? WHAT ARE THE CURRICULUM IMPLICATIONS? SO AS WE'RE BUILDING THAT, THERE'S A LOT OF THINGS THAT WE LOOK AT.
RIGHT? WHEN DO WE START SCHOOL? OKAY. WE LOOK AT THANKSGIVING WEEK I DON'T KNOW ABOUT YOU, BUT I REMEMBER WHEN WE WENT TO SCHOOL, RIGHT, THAT MONDAY AND TUESDAY OF THANKSGIVING BREAK AND WE GOT OUT WEDNESDAY, THURSDAY, FRIDAY.
AND THEN ALL THE DISTRICTS STARTED SWITCHING THAT AROUND.
AND NOW THE LAST SEVERAL YEARS, WE'VE HAD THAT ENTIRE WEEK OFF.
AND THAT'S BEEN IMPORTANT AND A GREAT TIME FOR OUR FAMILIES TO RECHARGE WITH EACH OTHER.
AND THAT HAS BEEN SO VALUABLE AS WE HAVE PLANNED AND PREPARED FOR EVERYTHING THAT WE HAVE COMING IN OUR WORK WITH OUR PLCS, AND HAVING THAT TIME SET ASIDE THAT WE DON'T HAVE TO ASK OUR TEACHERS TO STAY AFTER SCHOOL TO TAKE CONFERENCE PERIODS, THOSE KINDS OF THINGS.
AND THAT SPIRIT OF CONTINUOUS IMPROVEMENT.
SO THE TWO CALENDAR OPTIONS THAT WE HAVE HAVE TWO DIFFERENT SETS OF STARTING DATES.
SO THAT WAS DEFINITELY A BIG DIFFERENCE BETWEEN THE TWO.
WE ALSO LOOK AT THOSE TIMES WHENEVER WE DO GIVE STUDENTS A BREAK WHEN WE HAVE A THREE DAY WEEKEND.
AND IF IS IT POSSIBLE TO EXTEND IT TO A FOUR DAY WEEKEND AT DIFFERENT TIMES? THAT'S ALWAYS FUN FOR STUDENTS AND TEACHERS.
WE ALSO DON'T REALLY WANT TO HAVE DAYS OFF IN THE MIDDLE OF THE WEEK.
RIGHT. YOU WANT YOUR MONDAYS AND FRIDAYS KIND OF KEEP THAT FLOW THROUGH THE WEEKEND.
WE HAVE PARENT TEACHER CONFERENCES THAT WE PLAN FOR, AND THEN OF COURSE, EVERYONE WANTS THE END TO BE BEFORE WHAT IS IT, MEMORIAL DAY, MEMORIAL DAY, LABOR DAY, MEMORIAL DAY. SO THOSE ARE ALL IMPORTANT PRIORITIES THAT THE COMMUNITY AND THE COMMITTEES HAVE ESTABLISHED AND HAVE TRIED TO WORK THROUGH TO TRY TO GET US A CALENDAR THAT FITS ALL OF THESE DIFFERENT THINGS.
SO ONCE THIS COMMITTEE PUT TOGETHER SEVERAL DIFFERENT CALENDARS, WE TOOK THOSE TO A LOT OF PLACES.
WE HAD THEM LOOK AT, ASK QUESTIONS, CONSIDER CHANGING THIS DATE TO THIS DATE, KIND OF GO THROUGH A VOTING TECHNIQUE TO JUST KIND OF GET THEIR IDEAS AND WHAT THE MOST POPULAR MIGHT BE.
WE HAVE A GROUP OF STUDENTS, OUR SUPER SAC, WHERE WE DID THE SAME THING.
WE PRESENT THOSE CALENDAR OPTIONS TO THEM, GET THEIR FEEDBACK OF COURSE, OUR CABINET, OUR ADMINISTRATIVE TEAM ALSO LOOKS AT ALL OF THOSE DIFFERENCES IN THE CALENDARS.
I MENTIONED EARLIER, OUR TARRANT COUNTY COMMUNITY COLLEGE.
OUR WINTER HOLIDAYS ARE VERY SIMILAR.
THEY WERE OFF A DAY OR TWO FROM EACH OTHER.
[00:45:01]
PARENT TEACHER CONFERENCE DAY.IT'S TRADITIONALLY BEEN IN OCTOBER AND THAT'S A NICE TIME TO HAVE IT.
OF COURSE, WE HAVE BAD WEATHER MAKE UP DAYS BUILT INTO OUR CALENDAR.
IF YOU REMEMBER, OUR ICE STORMS ARE TYPICALLY WHAT HAS IT BEEN THE LAST THREE YEARS? THEY'VE BEEN AROUND THAT LAST WEEK OF JANUARY, FIRST WEEK OF FEBRUARY.
SO WE DEFINITELY HAVE TO BUILD THOSE IN.
SO IN LOOKING AT THOSE DIFFERENCES, WE SURVEYED THE COMMUNITY.
I THINK THERE WERE ONE PERCENTAGE POINT OFF.
SO 49.5% FOR OPTION A AND 50.5% FOR OPTION B.
TYPICALLY, WE BROUGHT TO YOU THE CALENDAR OPTION THAT HAS HAD THE MOST VOTES.
BUT AS WE HAVE LEARNED MORE AND GATHERED MORE INFORMATION, ONE OF THE BIG THINGS OR REASONS WHY WE'RE GOING TO PROPOSE TO YOU DRAFT A IS WHAT WE WERE TALKING ABOUT WITH OUR DUAL CREDIT STUDENTS.
TARRANT COUNTY COLLEGE IS PLANNED TO START THE SAME TIME AS OPTION A.
SO THAT WAS ONE REASON THERE ARE SOME OTHER ADVANTAGES.
WITH SOME MORE STRATEGIC DAYS OFF FOR OUR STAFF AND STUDENTS.
IN FEBRUARY WE HAVE A DAY OFF THAT ACTUALLY TEACHERS GET TO ENJOY TOO, NOT JUST STUDENTS.
AND I THOUGHT THAT WAS IMPORTANT.
APRIL WILL HAVE A LOT OF TESTING, RIGHT? STATE TESTING. WE START TO GEAR UP FOR AP TESTING.
SO THAT KIND OF GIVES OUR TEACHERS A WORK DAY AND TIME TO TO PLAN AND PREPARE FOR THAT.
AND WE'VE RECOMMENDING OPTION A TO YOU TONIGHT.
AND AGAIN THAT'S IN THE CONSENT AGENDA.
SO YOU'LL BE VOTING ON THAT LATER OR APPROVING THAT.
AND THEN IF THERE'S ANY OTHER QUESTIONS OR THINGS YOU'D LIKE TO SHARE, I'M SURE DAVID, MR. WRIGHT AND I WOULD BE HAPPY TO ANSWER THOSE.
YES. LET ME START ON THIS SIDE, MISS FARRAR.
THERE YOU ARE. I'LL TRY THAT AGAIN.
THANK YOU SO MUCH FOR GOING OVER THIS.
YOU KNOW, I ALWAYS HATE GOING AGAINST WHAT OUR SURVEY.
WHAT WE SURVEY OUR PARENTS, WE WANT THEIR FEEDBACK.
AND TYPICALLY WE DO, LIKE YOU SAID, GO WITH THEM.
I THINK IT IS IMPORTANT. AND THANK YOU FOR MENTIONING THAT.
SO THAT IN MY MIND, JUST MAKES SENSE TO ALIGN THOSE TWO START DATES, WITH EACH OTHER.
I ALSO HAD A LITTLE BIT OF HEARTBURN, ON OPTION B WITH THE WINTER HOLIDAY STARTING ON DECEMBER 23RD.
WHEN I INITIALLY SAW THAT, I WAS LIKE, I DON'T KNOW ABOUT THAT, SO THERE WERE A FEW THINGS.
MY OTHER QUESTION, WHICH YOU KIND OF ANSWERED WAS, UM, WHAT HAS THE FEEDBACK BEEN FOR THE PROFESSIONAL DEVELOPMENT DAYS? I'M GLAD THAT'S BEEN POSITIVE.
I'VE HEARD POSITIVE THINGS, TOO.
I THINK TEACHERS HAVE APPRECIATED THAT WE'VE ADDED THOSE EXTRA DAYS IN.
SO I'M GLAD TO SEE THAT WE ARE CONTINUING TO DO THAT.
BUT OVERALL, THANK YOU FOR YOUR HARD WORK.
THANK YOU. ANYONE ELSE? DR. REED. I WANTED TO THANK YOU ALL FOR CONSIDERING.
I APPRECIATE BOTH OF THE OPTIONS.
LIKE AT THE FINISH LINE THAT CLOSE.
BUT I APPRECIATE YOUR RECOMMENDATION OF OPTION A, BECAUSE I CAN'T TELL YOU HOW MANY TIMES WHEN WE.
I REMEMBER WHEN WE WERE IN SCHOOL FROM MONDAY TO WEDNESDAY BEFORE THANKSGIVING, I'M GRATEFUL THAT WE ALIGNED WITH MISD AT TARRANT COUNTY COLLEGE.
SO THANK YOU SO MUCH FOR CONSIDERING THAT.
SO THANK YOU FOR THAT CONSIDERATION.
IS THERE ANYONE ELSE ON THIS SIDE? THIS SIDE? MISS THOMAS, ARE YOU TURNING YOUR MIC ON? YEAH. OKAY. JUST WANTED TO MAKE SURE YOU WANTED TO SPEAK.
I'M JUST GOING TO KIND OF PIGGYBACK ON WHAT MISS FARRAR AND MISS REED SAID.
AGAIN, THE BIG THING FOR ME ON A AND B WERE THE START DATES.
I REALLY WASN'T A PROPONENT FOR HAVING OUR DUAL CREDIT KIDS STARTING EARLIER.
[00:50:08]
MORE. SO I APPRECIATE THAT, YOU BRINGING THAT TO US.MISS ANDERSON. I BELIEVE YOU HAD YOUR HAND UP.
HONESTLY, I'M JUST CONCURRING WITH EVERYONE ELSE AT THIS POINT.
ABSOLUTELY. TAKE CARE OF OUR TEACHERS.
IT'S ALWAYS A FUN SCIENCE PROGRAM PROJECT TRYING TO FIGURE THIS OUT, ISN'T IT? I KNOW SO IT WAS SO FUN FOR ME.
THANK YOU. OKAY, SO WE WILL MOVE ON TO ITEM 11, OUR PUBLIC COMMENTS.
[11. Public Comments]
AS A REMINDER, THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD DURING PUBLIC COMMENTS IS AS FOLLOWS.BED LOCAL COPIES OF PRESENTATIONS SHOULD BE MADE AVAILABLE TO ALL TRUSTEES AND THE SUPERINTENDENT.
BOARD POLICY PROHIBITS DISCUSSION OR COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.
FOR THOSE THAT MAY NOT HAVE BEEN AWARE, I JUST REAL QUICK REMINDER THAT WE A FEW MONTHS BACK, CHANGED THE PROCESS ON REGISTERING TO SPEAK AT A BOARD MEETING, AND IT'S DONE ONLINE AND BY EARLY AFTERNOON THE DAY OF THE MEETING.
SO WITH THAT, WE WILL MOVE FORWARD WITH OUR FIRST SPEAKER, DUAINE GOULDING.
GOULDING. YOU TELL ME WHEN YOU COME UP HERE.
I SAID THAT, I SAID COULD WOULD.
YEAH. [LAUGHTER] ANYWAY, UM, TRUSTEES.
MADAM SUPERINTENDENT, STAFF, I APPRECIATE THE OPPORTUNITY TO TALK TO YOU TONIGHT.
I'M A CANDIDATE FOR THE JOHNSON COUNTY CAD BOARD OF DIRECTORS.
AND IN FULL DISCLOSURE, THE POSITIONS HAVE ALL BEEN DETERMINED.
WE HAVE FIVE CANDIDATES THAT HAVE ENOUGH VOTES, ME BEING ONE OF THEM.
UH, SO I WANT TO START WITH THAT, UH, A LITTLE BIT ABOUT ME.
I'M A NATIVE OF JOHNSON COUNTY, BORN AND RAISED IN CLEBURNE.
LIVE IN FAR SOUTHWEST PART OF THE COUNTY, IN A RURAL AREA.
I HAVE THREE SONS WHOSE WIVES ALSO LIVE IN THE COUNTY.
MY BROTHER LIVES IN THE COUNTY WITH HIS WIFE.
I'M A RETIRED CORPORATE EXECUTIVE IN THE IT SERVICES COMPANIES.
I'VE SERVED ON BOARDS OF DIRECTORS.
I'VE BEEN PRESIDENT OF TWO COMPANIES.
I'VE BEEN ON EXECUTIVE COMMITTEES, OPERATING COMMITTEES.
WE ALL UNDERSTAND THAT TAXES ARE IMPERATIVE.
YOU CAN'T DO THE QUALITY EDUCATION THAT YOU NEED TO DO FOR YOUR KIDS WITHOUT MONEY.
WE KNOW THAT, SO WE'RE 100% SUPPORTIVE OF THAT.
UH, THERE'S BEEN SOME RUMORS THAT, WE'RE GOING TO LOWER APPRAISALS AND PUT THOSE TO REST RIGHT NOW.
THE BOARD OF DIRECTORS HAS NOTHING TO DO WITH THAT.
THE DEAL IS THE TAXPAYERS DON'T UNDERSTAND THE CAD SYSTEM.
I STILL DON'T HAVE ENOUGH UNDERSTANDING TO FEEL COMFORTABLE.
SO WE HAVE, TAXPAYERS THAT HAVE LITTLE TO NO CONFIDENCE IN THE SYSTEM THAT THEY'RE PAYING FOR.
ABOVE ALL, TAXPAYERS JUST SIMPLY WANT TO KNOW THAT THEY'RE GETTING A FAIR DEAL.
STATE OF TEXAS MANDATES A LOT.
THEY DO NOT MANDATE TRANSPARENCY, UNFORTUNATELY.
THEY MANDATE THEY DON'T MANDATE APPRAISALS EITHER.
OUR ONLY OBLIGATION TO ENSURE THEY FOLLOW THE STATE MANDATED APPROACH.
AND NO, THE BOARD OF DIRECTORS CANNOT CHANGE APPRAISALS.
I'VE ALREADY HAD FRIENDS CALL ME AND ASK ME IF I CAN INTERVENE, AND THE ANSWER IS NO.
WHAT WE'RE REALLY LOOKING FOR IS TRANSPARENCY.
AND SINCE YOU GUYS ALREADY KNOW THAT THE BOARD MAKE UP IS DETERMINED.
OH, BY THE WAY, ANOTHER FULL DISCLOSURE.
I HAVE TWO KIDS IN YOUR SCHOOL DISTRICT, GRANDKIDS IN YOUR SCHOOL DISTRICT.
[00:55:01]
SO I'M VERY FAMILIAR WITH THE QUALITY OF THE EDUCATION.WE'RE ASKING FOR YOUR VOTE TONIGHT, MAINLY TO SEND A MESSAGE.
WE WANT TO SEND A MESSAGE TO THE TAXPAYERS.
WE WANT TO SEND A MESSAGE TO OTHERS IN THE COUNTY THAT THE CITIZEN ADVOCATES ARE HERE TO SERVE THE TAXPAYERS AND THE TAXING ENTITIES. WE'RE GOING TO HAVE AN OPEN.
TRANSPARENT. I'VE GOT TO CUT YOU OFF YOUR TIME.
YOU, TOO. OUR NEXT SPEAKER IS CRAIG HUNDLEY.
LADIES AND GENTLEMEN, MY NAME IS CRAIG HUNDLEY.
I'M CAMPAIGNING FOR MR. DUAINE GOULDING.
I'M A LIFELONG JOHNSON COUNTY RESIDENT.
I'VE BEEN WORKING FOR FOUR AND A HALF YEARS TO GET CITIZENS ELECTED TO THE CENTRAL APPRAISAL DISTRICT BOARD OF DIRECTORS, UH, AND BRING TRANSPARENCY TO THE PEOPLE PAYING THE BILLS.
SO FAR, AS OF LAST NIGHT, WE HAVE THREE CITIZENS ELECTED, AND TWO OF THEM ARE HERE TONIGHT, MR. GOULDING AND MISS AMY LINGO.
YOU ARE OUR LAST STOP ON THIS CAMPAIGN TRAIL, AND WE WANT YOUR VOTES.
I WOULD LIKE FOR YOUR JOHNSON COUNTY VOTES TO GO TO MR. DUAINE GOULDING.
I WOULD ALSO LIKE FOR YOUR TARRANT COUNTY VOTES TO GO TO MR. GARY LOSADA.
HE'S OUT TALKING TO OTHER ENTITIES TONIGHT.
OUR NEXT SPEAKER IS BYRON JOHNSON.
MY SON, BRADLEY JOHNSON, ATTENDS ANNA MAY DAULTON.
UH, HE WAS DIAGNOSED WITH AUTISM AT THE AGE OF THREE.
AND SINCE HE'S BEEN IN, HE STARTED PRE-K IN JUDY K MILLER.
AND HE'S BEEN AT DAULTON SINCE KINDERGARTEN.
AND I'M HERE ON BEHALF TO ADVOCATE FOR HIM.
I'M HERE ON BEHALF TO ADVOCATE FOR ALL THE STUDENTS IN THE OWL PROGRAM CURRENTLY, UH, IN THAT PROGRAM, WITHOUT A TEACHER OR QUALIFIED TEACHER OR INSTRUCTOR IN THE CLASSROOM, I'M HERE TO ASK THAT YOU ALL DO WHATEVER IT IS THAT YOU CAN TO GET THOSE KIDS HELP.
JUST WITH JUST THIS SEMESTER ALONE, JUST IN BRADLEY'S BEHAVIOR, HE'S DONE WELL.
WE ALL KNOW THAT NO CHILD SHOULD BE LEFT BEHIND, THAT THOSE STUDENTS ARE JUST AS DESERVING.
THEY'RE DOING EVERYTHING THEY CAN.
BUT IT'S BEEN A WHOLE SEMESTER THAT THOSE CHILDREN HAVE SUFFERED OR JUST WENT WITHOUT.
UH, WE KNOW THE PARAS IN THE CLASS ARE DOING THE BEST THAT THEY CAN, BUT I'M HERE TO ADVOCATE ON BEHALF OF THOSE STUDENTS, TO ADVOCATE, TO TRY TO GET SOME HELP IN HERE, BECAUSE IT'S VERY MUCH SO NEEDED.
AND JUST TO KIND OF GIVE YOU A SCOPE OF HOW THAT HAS AFFECTED HIM.
SO EACH YEAR HE'S PROGRESSED AND DONE BETTER.
WE WORK TO GET MORE ADDITIONAL CLASSROOM TIME.
THIS YEAR AS A RESULT, BECAUSE OF THE LACK OF A QUALIFIED INDIVIDUAL IN THE CLASSROOM, WE'VE SEEN A DIFFERENCE IN THE STRUCTURE THROUGHOUT HIS DAILY ROUTINE, WHICH UNFORTUNATELY HAS HAD A NEGATIVE EFFECT ON HIM.
UH, AND I'M SURE IF IT'S AFFECTING HIM, IT'S AFFECTING THE OTHER STUDENTS AS WELL.
IN HIS CLASSROOM IN THE DISTRICT.
UH, I KNOW THERE'S A SHORTAGE.
BUT I'M HERE ON BEHALF OF THE STUDENTS.
I'M HERE ON BEHALF TO TRY TO ADVOCATE.
UH, WE DON'T WANT TO SPOT FILLER.
WE WANT THE BEST PEOPLE THAT YOU ALL YOU KNOW ARE ABLE TO GET.
BUT I'M ASKING THAT WE DO SOMETHING AND WE COME UP WITH A GAME PLAN.
SUPPORT THOSE CHILDREN NEEDED.
[01:00:02]
NO CHILD SHOULD BE LEFT BEHIND.YES. OUR NEXT SPEAKER IS AMY LINGO.
MY NAME IS AMY LINGO, AND I'M A RESIDENT OF JOHNSON COUNTY, AND I ACTUALLY GREW UP IN ARLINGTON.
UM, AS A TEEN, MANSFIELD WAS THE NEXT BEST THING TO CRUISING COOPER STREET.
UH, WELL, SERVING YOUR DISTRICT.
MY HUSBAND AND I MARRIED AND WE MOVED TO CLEBURNE, SO IT'S NOT TOO FAR AWAY.
HE'S ACTUALLY COMMUTED UP TO MANSFIELD FOR WORK FOR THE PAST, UH, 25 YEARS OR SO.
UH, HE FIRST WORKED FOR THE SCHOOL DISTRICT, AND NOW HE WORKS FOR THE CITY.
SO HE'S BEEN A PUBLIC SERVANT IN MANSFIELD FOR A LONG TIME.
AND AS ARLINGTON GREW, MANY OF MY FAMILY MEMBERS MIGRATED TO MANSFIELD.
SO MY AUNT ACTUALLY JUST RECENTLY RETIRED FROM MANSFIELD SCHOOL DISTRICT, AS WELL AS MY UNCLE.
SO YOU GUYS ARE NOT TOO FAR AWAY FROM US, BUT, AS I DROVE UP HERE TONIGHT AND FACED ALL THE TRAFFIC BETWEEN CLEBURNE AND MANSFIELD, I COULDN'T BELIEVE HOW MANY WERE COMING THIS DIRECTION. AND I DON'T KNOW HOW, MY HUSBAND'S NAME IS SCOTT.
I DON'T KNOW HOW HE DOES THAT EVERY DAY, BUT, HE HAS.
AND I JUST WANTED TO COME TO YOU TONIGHT TO ASK YOU FOR YOUR SUPPORT FOR MR. DUAINE GOULDING, FOR THE JOHNSON COUNTY CENTRAL APPRAISAL DISTRICT BOARD OF DIRECTORS.
UM, I MYSELF AM ALSO A CANDIDATE.
I BELIEVE THAT DUAINE WILL SERVE WELL WITH ME.
SO WE REALLY WANT TO COME TO YOU TONIGHT OUT OF RESPECT FOR YOUR PROCESS, BECAUSE WE BELIEVE THAT EVERY ENTITY'S VOTES ARE IMPORTANT, AND WE WANT TO SHOW YOU THAT WE WANT TO COMMUNICATE WITH YOU BETTER AS A BOARD.
THE TRANSPARENCY, THE EDUCATIONAL OUTREACH PROGRAMS AND THE ACCOUNTABILITY ARE SOMETHING THAT OUR GROUP HOLDS NEAR AND DEAR. AND THAT IS THE PLATFORM THAT WE RAN ON.
WE CANNOT FIND WHEN THE MEETING TIMES ARE.
WE CANNOT FIND WHEN, WHAT THE AGENDAS ARE AND WE CANNOT FIND THE MINUTES OF THE MEETINGS ONLINE.
HERE TONIGHT TO THANK YOU FOR YOUR SUPPORT.
AND I HOPE THAT YOU WILL AFFORD YOUR VOTES TO DUAINE.
THANK YOU. OUR NEXT SPEAKER IS LISA JACOB.
PRESIDENT WILSON AND MEMBERS OF THE BOARD.
MY NAME IS LISA JACOB, AND I'M WITH THE BAPTIST JOINT COMMITTEE FOR RELIGIOUS LIBERTY.
HAVING PRACTICED AS A CLINICAL THERAPIST AND ALSO HAVING SERVED AS A CHRISTIAN PASTOR FOR THE PAST 13 YEARS, I CARE DEEPLY ABOUT MENTAL HEALTH AND I CARE DEEPLY ABOUT FAITH.
CANTU, THE SUPERINTENDENT'S RECOMMENDATION TO RESERVE HIRED COUNSELING ROLES FOR TRAINED AND CERTIFIED SCHOOL COUNSELORS WHO HAVE THE KNOWLEDGE, SKILLS, AND ACCOUNTABILITY NEEDED TO PROMOTE SAFE AND HEALTHY ENVIRONMENTS.
[01:05:05]
MANSFIELD ISD, PANDERS TO POLITICIANS AND A SMALL GROUP OF OUTSPOKEN INDIVIDUALS WHO DO NOT REPRESENT THE MAJORITY OF CONSTITUENTS WITHIN THIS DISTRICT.THIS PUTS UNDUE PRESSURE ON PRINCIPALS TO MONITOR CHAPLAINS, AND UNLIKE CHAPLAINS IN GOVERNMENT, MILITARY, OR HOSPITALS, CHAPLAINS IN THIS REGARD HAVE NO QUALIFICATIONS, TRAINING, OR CERTIFICATION REQUIRED.
THERE ARE NO STANDARDS WITH WHICH CHAPLAINS ABIDE AND ARE HELD ACCOUNTABLE TO.
THIS POSES AN UNNECESSARY SAFETY RISK, AND THIS ALSO REMOVES PARENTAL CONSENT AS CHAPLAINS CAN COUNSEL CHILDREN WITHOUT PARENTAL APPROVAL. MY ORGANIZATION HAS PUT TOGETHER A LETTER SIGNED BY OVER 170 TEXAS CHAPLAINS WHO HAVE ACTUALLY BEEN PROFESSIONALLY TRAINED AND CERTIFIED, DOCUMENTING THAT CHAPLAINS THEMSELVES DO NOT WANT TO SEE UNQUALIFIED AND UNACCOUNTABLE CHAPLAINS IN OUR PUBLIC SCHOOLS.
ADDITIONALLY, ALLOWING CHAPLAINS IS AN INFRINGEMENT ON THE RIGHTS OF THOSE WHO DO NOT PRACTICE THE SAME FAITH TRADITIONS, BEING IN ONE OF THE MOST DIVERSE REGIONS OF OUR STATE.
WOULD YOU WANT PEOPLE OF OTHER BELIEFS OR FAITH TRADITIONS COUNSELING YOUR CHILDREN ON MATTERS OF FAITH? LOVING OUR NEIGHBOR MEANS HONORING THE SEPARATION OF CHURCH AND STATE, PROTECTING INCLUSIVE ENVIRONMENTS, AND PUTTING THE NEEDS OF MARGINALIZED COMMUNITIES IN THE FOREFRONT OF HOW WE APPROACH POLICY AND PUBLIC EDUCATION.
THANK YOU FOR YOUR TIME TODAY.
AGAIN, A VOTE AGAINST THIS POLICY IN OPPOSITION TO THIS POLICY IS A WAY TO LOVE OUR NEIGHBORS.
AND OUR NEXT SPEAKER IS MICHELLE STEWART.
I AM A MEMBER OF THE RENDON COMMUNITY.
I'M SURE ALL OF YOU ARE FAMILIAR WITH THE LOCATION OF THE BATCH PLANT, AND WE WANT TO THANK THE BOARD PUBLICLY ON BEHALF OF OUR COMMUNITY FOR PUBLICLY OPPOSING THIS.
THIS IS GOING TO BE A BATTLE, WE THINK, FOR A WHILE.
AND. SORRY, THIS IS A LITTLE EMOTIONAL FOR ME, BECAUSE THIS IS GOING IN AND NOT MY BACKYARD, BUT, LIKE, LESS THAN A MILE FROM WHERE I AM, AND, WE EXPECT THAT IF THIS DOES NOT GET STOPPED BY TCEQ, BY NOT ISSUING THE PERMIT, THEN WE AS STAKEHOLDERS AND COMMUNITY MEMBERS ARE GOING TO BE IN FOR A FIGHT.
WE'RE NOT JUST ACCEPTING THAT THIS IS GOING TO HAPPEN.
UM, WE WANT THOSE SCHOOLS TO COME IN.
HOWEVER, WE KNOW THAT IF THIS CONCRETE BATCH PLANT COMES, WE POTENTIALLY MAY NOT GET THEM.
YOU GUYS MAY SELL THAT LAND AND DO SOMETHING ELSE.
WE'D LIKE TO HAVE NEIGHBORHOOD SCHOOLS.
UM, WE'D LIKE TO SEE OUR COMMUNITY GROW.
LESS OF A NEED FOR THE SCHOOL.
WE KNOW WE'RE UNINCORPORATED, TARRANT COUNTY.
WE KNOW WE'RE NOT REGULATED BY A CITY.
SO WE SIMPLY WANT TO SAY THANK YOU VERY MUCH FOR PUBLICLY FOR YOUR OPPOSITION.
WE WANT TO ASK YOU TO FOLLOW ALONG ON OUR JOURNEY.
YOU CAN SEE OUR BLOG POSTS AND WE'RE GOING TO BE POSTING SOME MORE VIDEO AND SOME SOCIAL MEDIA.
[01:10:03]
IF YOU WOULD FOLLOW ALONG ON OUR FIGHT.GIVE US ANY SUPPORT THAT YOU CAN BECAUSE THIS MAY NOT BE OVER QUICKLY.
WE JUST WANTED TO SAY THANK YOU VERY MUCH.
AND I BELIEVE IT'S OUR LAST SPEAKER OF THE EVENING, BRANDON MCELROY.
I'M A FATHER OF TWO BOYS IN THE MISD SCHOOL DISTRICT.
UH, SIX YEARS OLD AND TEN YEARS OLD.
BOTH ONE AT TARVER RENDON AND ONE AT DONNA SHEPHERD NOW.
I THANK YOU FOR TAKING SWIFT ACTION AND GETTING US ONTO THE AGENDA HERE TODAY.
YOU KNOW, FIRST PUTTING OUR KIDS HEALTH, BEFORE THESE CONCRETE GUYS WEALTH AND PROFITS.
BUT AS WELL AS, YOU KNOW, OUR COMMUNITY.
ON SEPTEMBER 11TH IS WHEN WE FOUND OUT ABOUT THIS.
AND DUE TO THE LACK OF PUBLIC NOTICE, WE HAD THREE DAYS TO GATHER COMMENTS AND GET THE PUBLIC INVOLVED TO TRY TO STOP THIS. MYSELF AND A 77 YEAR OLD NEIGHBOR WENT KNOCKING DOORS AND WERE ABLE TO, UH, GET 430 COMMENTS AND TO SLOW THIS PROCESS DOWN.
CASH FOR QUICK RESPONSE OF HOPEFULLY GETTING THE BOARD ON.
UM, YOU KNOW, WITH THE HEALTH OF THIS, WITH THE J7.
UH, THEY'VE ALREADY HAD ONE FATALITY IN THEIR TRUCKING DOWN IN ALVARADO.
THEY'VE HAD 87, TEXAS DEPARTMENT OF TEXAS, DEPARTMENT OF PUBLIC SAFETY.
WHAT DO THEY CALL THEM? UH, REPORTS OR, THERE.
AND THEY HAD THEY FAILED 67 OF THEIR COMPLIANCE.
SO WITH THIS COMING IN RIGHT DOWN THE ROAD, TO US, YOU KNOW, WITH THE FATALITIES AND THE FAILURES OF THEIR SAFETY VIOLATIONS, WITH SCHOOLS BEING LESS THAN 1000FT OF THIS PROPERTY, YOU KNOW, WE ASK THAT YOU HELP US THROUGH THIS BATTLE AND THROUGH THE PROCESS OF IT, AS LAST NIGHT, WE HELD OUR PUBLIC MEETING WITH TCEQ, HAD AROUND 500 MEMBERS OF THE COMMUNITY COME OUT AND HAD TO TURN SOME DOWN DUE TO THE FIRE MARSHAL AND THE BUILDING SIZE, BUT AGAIN, THANK YOU FOR YOUR CONSIDERATION AND APPROVAL. THANK YOU.
[12. Human Resources Report]
WOULD YOU LIKE TO [INAUDIBLE] PLEASE? SURE. SO WE HAVE A FEW ON THE LIST TONIGHT.WE HAVE LAURA DAVIS, 27 YEARS IN EDUCATION.
WE WILL NOW GO TO ITEM 12.2, OUR NEW HIRES THAT ARE FOR BOARD APPROVAL.
MAY I PLEASE RECEIVE A MOTION ON THESE RECOMMENDATION OR THIS RECOMMENDATION? MOTION. SECOND. MISS THOMAS, MAKE A MOTION.
MISS ANDERSON MADE THE SECOND.
ALL RIGHT. IS THERE ANYTHING TO BE SAID OR DONE BEFORE WE VOTE? OKAY. ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? AND THERE ARE NONE LEFT TO OPPOSE.
OKAY, SO NOW WE MOVE TO ITEM 13.1 A RESOLUTION.
[13. Business Items Requiring Board Action]
NUMBER 24-11.TARRANT COUNTY APPRAISAL DISTRICT 2024 BOARD OF DIRECTORS OFFICIAL BALLOT.
MAY I PLEASE RECEIVE A MOTION? YES. I MAKE A MOTION THAT WE GIVE 131 VOTES TO MR.
[01:15:01]
RICH DEOTTE, THAT WE GIVE 30 VOTES TO MR. GARY LOSADA.THAT WE GIVE 30 VOTES TO MR. VINCE PUENTE, SENIOR, AND THAT WE GIVE 30 VOTES TO MR. ALAN BLAYLOCK.
I HAVE A SECOND FOR MISS FARRAR.
THERE'S A MOTION MADE BY MR. TIPPING. I WON'T TRY TO REPEAT THAT EXACTLY, BUT WE ALL KNOW WHAT HE SAID.
AND A SECOND MADE BY MISS FARRAR.
IS THERE ANY OTHER CONCERNS OR QUESTIONS OR DISCUSSION FROM ANY OTHER TRUSTEES? OKAY, MR. TIPPING. RIGHT.
I JUST, UM, JUST WANTED TO MAKE A COUPLE OF STATEMENTS.
AS WE KNOW, UM, IT'S, YOU KNOW, SOMETIMES IT'S BEEN DIFFICULT WITH GETTING INFORMATION FROM THE APPRAISAL DISTRICTS TARRANT COUNTY, I WOULD SAY, HAS GOTTEN A LITTLE BETTER OVER THE LAST FEW MONTHS THAT WE'RE GETTING EMAILS AND MORE OPENNESS.
BUT IN, IN SPEAKING WITH THE INDIVIDUALS, THAT WERE ON THE BALLOT, THESE INDIVIDUALS GAVE ASSURANCES THAT THEY WERE IN IT TO COMMUNICATE WELL WITH THE ENTITIES, WITH THE TAXPAYERS, THAT THEY WANTED OPENNESS AND THINGS TO BE RUN HONESTLY AND ETHICALLY.
AND SO THAT'S WHERE MY RECOMMENDATION CAME FROM.
AND THE COMMITTEE RECOMMENDATION.
AND I'LL JUST CONCUR. I'LL JUST CONCUR WITH WHAT CRAIG SAID.
SO THANK YOU, CRAIG, FOR KEEPING OUR COMMITTEE INFORMED.
BUT I AGREE WITH EVERYTHING THAT HE SAID.
MISS THOMAS NOT [INAUDIBLE] YEAH.
AND THANK YOU FOR CRAIG AND, UM, ALL OF YOUR THE COMMITTEE FOR DOING ALL THAT WORK.
IT'S A LOT OF RESEARCH AND A LOT OF TIME THAT YOU'VE PUT IN, AND FOLLOWING UP ON THAT AND THERE IS ALREADY SOME CHANGES COMING BECAUSE LIKE YOU SAID, IT'S BEEN A LONG TIME, UH, TRYING TO GET NOTICE ON CALLED MEETINGS AND THINGS LIKE THAT BECAUSE WE NEVER RECEIVED EMAILS AND WE'RE STARTING TO GET THAT NOW.
SO I TOTALLY AGREE WITH YOUR RECOMMENDATION.
AND IT IS TRUE. THANKS SO MUCH TO OUR COMMITTEE FOR THIS.
SO WITH THAT WE WILL TAKE A VOTE.
ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS.
AND THE MOTION PASSES UNANIMOUSLY 7 TO 0.
SO WE GO TO ITEM 13.2, OUR RESOLUTION NUMBER 24-12, THE CENTRAL APPRAISAL DISTRICT OF JOHNSON COUNTY 2024 BOARD OF DIRECTORS AND THE OFFICIAL BALLOT. MAY I PLEASE RECEIVE A MOTION? YES. I MOVE THAT WE GIVE 133 OF OUR VOTES TO MR. DUAINE GOULDING AND THAT WE GIVE 132 OF OUR VOTES TO MISS AMY LINGO.
SECOND. OKAY, WE HAD A MOTION MADE BY MR. TIPPING AND A SECOND MADE BY MISS FARRAR.
IS THERE ANY DISCUSSION ON THIS MATTER? ANYTHING, MR. TIPPING? YES. HE'S KIND OF STEALING THE SHOW HERE TONIGHT, RIGHT? NO NO NO NO NO.
I WILL SAY AGAIN THAT AND WE SAID THIS TWO MEETINGS AGO THAT JOHNSON COUNTY, WE HAD THE MOST DIFFICULTY GETTING ANY INFORMATION FROM JOHNSON COUNTY, UM, AS FAR AS MEETINGS, AGENDAS, WHATEVER IT MAY BE.
AND I WILL SAY THROUGHOUT THIS PROCESS OVER THE LAST COUPLE OF MONTHS THAT THESE TWO INDIVIDUALS, UM, HAVE REACHED OUT, HAVE COMMUNICATED, HAVE CONSISTENTLY COMMUNICATED, AND AGAIN ASSURED US THAT THAT THINGS WILL BE CHANGING AS FAR AS, UM, THE COMMUNICATION AND THE TRANSPARENCY. AND EVEN THOUGH, UM, AS THEY MENTIONED IN THEIR COMMENTS THAT OUR VOTES TECHNICALLY AT THIS POINT, UM, DO NOT MATTER AS FAR AS PUTTING SOMEBODY INTO THOSE SEATS, IT DOES MATTER, BECAUSE WE WANT TO SHOW OUR CONSTITUENTS THAT WE ARE ACTIVE IN THE PROCESS, THAT WE KNOW WHAT'S GOING ON AND THAT WE DO PLAY A PART, A BIG ROLE IN WHAT'S HAPPENING.
DID ANYONE ELSE HAVE ANYTHING? MISS FARRAR? AGAIN, JUST TO PIGGYBACK OFF OF WHAT MR. TIPPING SAID, THANK YOU GUYS FOR REACHING OUT TO US.
SO WE WANT A GREAT COMMUNITY, WHETHER IT'S JOHNSON COUNTY, UH, TARRANT COUNTY, ANY OF THEM.
SO THANK YOU FOR YOUR WILLINGNESS TO SERVE.
AND WE LOOK FORWARD TO WORKING WITH YOU GUYS.
WELL, MISS THOMAS, AND I JUST WANT TO THANK YOU ALL FOR TAKING THE TIME TO BE HERE.
YOU DIDN'T HAVE TO BE HERE. LIKE YOU BOTH SAID.
YOU'VE BEEN GREAT TO WORK WITH SO FAR, SO LOOKING FORWARD TO OUR FUTURE RELATIONSHIP.
[01:20:04]
I JUST WANT TO REITERATE THAT INFORMATION, BUT I'VE BEEN ON THE BOARD FOR EIGHT YEARS.SO, I JUST WE WERE BLOWN AWAY.
I WAS LIKE, LET ME READ THAT ONE MORE TIME.
AND WE LOOK FORWARD TO, WHAT THIS MEANS FOR OUR BETTERMENT OF OUR COMMUNITY AS A WHOLE.
OKAY. WITH THAT, WITH A MOTION AND A SECOND.
ALL THOSE IN FAVOR, MAY I PLEASE SEE A SHOW OF HANDS? AND AGAIN, THE MOTION PASSES UNANIMOUSLY, 7 TO 0.
THERE IS NO ACTION TO BE TAKEN THIS EVENING, TRUSTEES.
SO WE WILL PASS RIGHT BY IT AND MOVE ON TO ITEM 13.4, OUR RESOLUTION NUMBER 24-13.
TO DESIGNATE PORTABLE BUILDINGS AS SURPLUS PROPERTY.
MAY I PLEASE RECEIVE A MOTION? SO MOVED. DID SOMEBODY SAY SOMETHING ON THIS SIDE? BECAUSE I SAW MISS THOMAS SAYING, IS IT? OKAY? IS THAT WAS THAT MISS NEWSOM OKAY? MISS NEWSOM MADE THE MOTION.
IS THERE ANY DISCUSSION OR QUESTIONS ON THIS ITEM? OKAY. WITH THAT, ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? AND THE MOTION PASSES 7 TO 0 UNANIMOUSLY.
NOW MOVING TO ITEM 13.5, THE CONSIDERATION AND APPROVAL OF SENATE BILL 763 ACTION ITEM.
MAY I PLEASE SEE? OH, AT FIRST LET ME RECEIVE A MOTION.
THEN WE CAN GO INTO DISCUSSIONS.
I'D LIKE TO MOVE TO AFFIRM THE DISTRICT'S PRACTICE, TO CONTINUE TO ALLOW CHAPLAINS IN SCHOOL IN THEIR CURRENT CAPACITY AS VISITORS OR VOLUNTEERS AS OUTLINED IN POLICIES AND REGULATIONS, AND DECLINE TO ADOPT A POLICY FOR CHAPLAINS TO BE EMPLOYED AS SCHOOL COUNSELORS OR VOLUNTEER TO FULFILL THE DUTIES OF A SCHOOL COUNSELOR. THANK YOU.
SO WE HAVE A MOTION BY MISS THOMAS IS OKAY AN A SECOND BY MISS ANDERSON.
ARE THERE ANY DISCUSSIONS OR ANYTHING ANYONE WOULD LIKE TO SHARE? OH, DR. CANTU.
YES. I JUST WANT TO THANK THE BOARD FOR ASKING ME TO PLACE THIS ON THE AGENDA AS IT IS THIS EVENING, JUST AFFIRMING OUR ALREADY STRONG PARTNERSHIPS THAT WE HAVE IN OUR MANSFIELD ISD COMMUNITY WITH OUR FAITH COMMUNITY.
AND SO I JUST AGAIN, THANK YOU FOR ASKING IT TO BE ON THE AGENDA IN THE WAY THAT IT WAS PRESENTED.
WE'RE VERY APPRECIATIVE OF THAT.
UM, SO I JUST WENT, I WENT AHEAD AND PREPARED A STATEMENT.
I DON'T TYPICALLY DO THAT BUT I CAN START TO TALK, AND THIS WILL HELP ME STAY FOCUSED.
SO, UM, BACK IN JUNE, WHEN GOVERNOR ABBOTT SIGNED SB 762 INTO LAW, I BEGAN READING UP ON IT AND REACHING OUT TO THE VERY LAWMAKERS THAT VOTED TO PASS THIS BILL SO THAT I COULD HAVE A BETTER UNDERSTANDING OF WHAT IT SAID AND WHAT THE INTENT WAS UPON ITS PASSAGE.
I KNEW THAT MANSFIELD ISD HAD A VERY RICH HISTORY OF WORKING ALONGSIDE OUR FAITH BASED COMMUNITIES, AND I WAS WILLING TO VOTE, HOWEVER, I NEEDED TO, TO PRESERVE THAT RELATIONSHIP MOVING FORWARD.
AFTER SEVERAL DISCUSSIONS, I'VE COME TO THE CONCLUSION THAT THIS BILL IS NECESSARY FOR MANY DISTRICTS THAT LONG TO HAVE WHAT MANSFIELD ISD HAS WORKED FOR YEARS, EVEN DECADES TO BUILD. IF YOU DON'T KNOW WHAT I'M REFERRING TO, JUST ASK ANYONE THAT'S ATTENDED OUR ANNUAL COMMUNITY PRAYER BREAKFAST HELD HERE AT THE PAC, WHERE FAITH LEADERS FROM ALL OVER THE COMMUNITY COME TOGETHER TO PRAY FOR OUR LEADERS, TEACHERS, AND STUDENTS.
THE IMPACT THAT MANY FAITH LEADERS HAVE MADE IN MISD ON EVERY HIGH SCHOOL AND MIDDLE SCHOOL CAMPUS.
JUST IN THE LAST COUPLE OF YEARS THAT I'VE SERVED IS REMARKABLE.
WHEN TRAGEDY STRUCK OUR DISTRICT, IT WAS OUR FAITH COMMUNITY AND FAITH LEADERS FROM ALL FAITHS THAT JUMPED IN ALONGSIDE OUR STAFF TO HELP BRING A SENSE OF CALM IN THE MIDST OF CHAOS.
ALTHOUGH I'M OFTEN RIDICULED ON SOCIAL MEDIA FOR PROMOTING FAITH BASED EVENTS WITH OUR DISTRICT THAT DIRECTLY IMPACT OUR STUDENTS, I WILL CONTINUE TO DO SO BECAUSE OUR DISTRICT COULD NOT FUNCTION AT THE LEVEL THAT IT DOES, NOR COULD WE PROVIDE THE SERVICES THAT WE DO WITHOUT OUR FAITH COMMUNITY STEPPING IN AND FILLING THE GAPS.
I WANT TO PERSONALLY THANK EACH OF YOU FOR THE TIME THAT YOU POUR INTO OUR STUDENTS AND STAFF.
UM, AND I DO HAVE JUST A QUICK QUESTION FOR DR.
[01:25:01]
CHAPLAIN OF ANY DENOMINATION, DO WE HAVE A POLICY THAT ALLOWS US TO PROVIDE THAT? UM, AND THEN WHAT DOES THAT KIND OF LOOK LIKE IN MANSFIELD ISD? UM, I'M UNAWARE OF A SPECIFIC POLICY THAT ALLOWS FOR THAT.RIGHT. OUR PRACTICE, UM, IS THAT OBVIOUSLY WHEN THERE IS A MAJOR EVENT, UM, WE ALL HAVE SEEN HOW OUR FAITH PARTNERS JUST WRAP THEIR ARMS AROUND US AND AROUND OUR STAFF, AND THEY ARE ABSOLUTELY WELCOMED IN.
IF A STUDENT WERE TO, SAY, BE SPEAKING WITH A COUNSELOR AND SAY, I REALLY THINK I NEED TO SPEAK WITH A PERSON OF FAITH ABOUT WHAT I'M GOING THROUGH, THEN THAT WOULD BE THE OPPORTUNITY FOR THAT COUNSELOR TO REACH OUT TO THE PARENT AND PARTNER WITH THAT PARENT ALONG THOSE LINES.
ALTHOUGH I CAN ALWAYS ADVOCATE, I'M NOT TASKED WITH MAKING DECISIONS THAT ARE IN THE BEST INTEREST OF EVERY STUDENT IN THE STATE OF TEXAS, NOR THOSE THAT ARE IN THE BEST INTEREST FOR OTHER ISD'S. I AM, HOWEVER, TO LOOK AT WHAT IS BEFORE ME AND MAKE THE VERY BEST DECISION FOR MANSFIELD ISD.
THE CURRENT POLICIES AND SYSTEMS THAT WE HAVE IN MANSFIELD ISD WORK AND THEY WORK WELL.
APPROVING ANY OTHER LANGUAGE IN SB 763 WILL NOT FURTHER IMPROVE WHAT WE ARE DOING HERE.
THEREFORE, I WILL BE VOTING FOR THE MOTION AS WRITTEN.
IS THERE ANYONE ON THIS SIDE, MR. TIPPING? RIGHT.
I JUST I JUST HAVE A QUICK STATEMENT.
I FIRST JUST WANT TO SAY, YOU KNOW, I'M THANKFUL FOR THE ROBUST SYSTEM THAT WE HAVE IN PLACE FOR, UM, THE COUNSELORS THAT WE HAVE FOR, UM, THE STAFF THAT WE PROVIDE.
AND BUT ON THE FLIP SIDE OF THAT, I ALSO WANT TO SAY THAT I DO FEEL LIKE OUR FAITH COMMUNITY PLAYS A HUGE ROLE IN OUR SCHOOL DISTRICT AND OUR, UM, COMMUNITY THAT, THAT I DON'T WANT PEOPLE TO THINK THAT THAT WILL BE LOST IN ANY WAY, UM, BY BY WHAT WE'RE VOTING ON HERE, THAT IS STILL VERY IMPORTANT, WITHIN OUR COMMUNITY, WITHIN OUR SCHOOL DISTRICT AND TO ME PERSONALLY THAT THAT WE CONTINUE TO, UM, HAVE THOSE GROUPS, THOSE INDIVIDUALS, THOSE FAITH PARTNERS, AND I DON'T WANT ANYBODY TO THINK THAT WE WILL BE LOSING THAT IN ANY WAY.
THIS TO ME, STRICTLY IS WE ALREADY HAVE A SYSTEM THAT WORKS, AND SO I BELIEVE THAT WHY CHANGE IT WHEN IT'S WORKING? UM, BUT AGAIN, I JUST WANTED TO REITERATE THE POINT THAT THAT DOES NOT DIMINISH, UM, WHAT WE BELIEVE FAITH PLAYS WITHIN OUR DISTRICT, WITHIN OUR COMMUNITY, UM, WITHIN EACH INDIVIDUAL THAT'S WITHIN OUR DISTRICT.
OH, MISS THOMAS, I'M JUST GOING TO BE SHORT AND SWEET.
WE HAVE GREAT PARTNERSHIPS WITH SO MANY OF OUR FAITH BASED, ORGANIZATIONS HERE.
AND SO IF IT'S NOT BROKE, DON'T FIX IT.
THAT'S ALL I GOT TO SAY. OKAY.
I THINK WE ALL UNDERSTAND WHAT IT FEELS LIKE, AND TO WALK INTO A CAMPUS AND THE SUPPORT THAT'S GIVEN FROM OUR COMMUNITY AND OUR TEAMS HERE, UM, MOST OF US HAVE AN OPPORTUNITY TO SEE THAT FIRSTHAND.
UM, AS MISS FARRAR SO ELOQUENTLY PUT AND SO, UM, WE BELIEVE THAT WE HAVE A GREAT THING HERE, AND MAYBE EVERYBODY ELSE DOESN'T HAVE THAT OPPORTUNITY TO HAVE SUCH AMAZING SUPPORT.
AND, FROM A DO THE RIGHT THING PERSPECTIVE FOR ALL KIDS ALL THE TIME.
SO I JUST WANTED TO SHARE THAT, UM.
SO OUR FAITH BASED LEADERSHIP, OUR FAITH BASED COMMUNITY, OUR STAFF IS STILL OUTSTANDING.
AND THEN WE ARE ALL GOING TO JUST CONTINUE TO MOVE ALONG LIKE MANSFIELD ISD ALWAYS HAS.
AND THAT IS EVERY BIT OF OUR INTENTION.
AND WITH THAT, WE WILL TAKE A MOTION OR A VOTE ON THE MOTION.
ALL THOSE IN FAVOR OF IT, MAY I PLEASE SEE A SHOW OF HANDS? AND THERE ARE NONE OPPOSED.
THE MOTION PASSES UNANIMOUSLY, 7 TO 0.
WE WILL NOW MOVE TO ITEM 13.6, OUR CONSIDERATION AND APPROVAL OF THE RESOLUTION OPPOSING THE CONCRETE BATCH PLANT SECOND. OH, LISTEN TO THAT.
THEY'RE COMING AT ME. MISS FARRAR, I BELIEVE.
OKAY. MADE THE MOTION AND MISS NEWSOM MADE A SECOND.
IS THERE ANY DISCUSSION OR QUESTIONS OR.
OKAY, I PROMISE I WON'T BE AS LONG ON THIS.
[01:30:06]
I MEAN, I TRY TO KEEP A PULSE ON EVERYTHING THAT IS.BUT SOMETIMES THERE'S THINGS THAT ARE HAPPENING THAT COULD DIRECTLY IMPACT US.
AND I DON'T KNOW ABOUT IT UNLESS YOU TELL US.
SO THANK YOU FOR REACHING OUT.
WHEN I LOOKED AT THE SITE AND SAW HOW CLOSE IT WAS TO ONE OF OUR PROPOSED SITES FOR A SCHOOL DOWN THE ROAD, UM, YOU KNOW, I DON'T ONLY CARE ABOUT THE HEALTH OF OUR STUDENTS WHILE THEY'RE INSIDE THE BUILDING.
I ALSO DO CARE ABOUT THEM WHEN THEY'RE OUTSIDE AND WHEN THEY'RE AT HOME.
SO, I AM HAPPY TO OPPOSE THIS, AND I HOPE THAT THE REST OF THE BOARD JOINS ME.
SO WE HAVE A MOTION AND A SECOND.
I JUST WANTED TO CONCUR WHAT BOARD MEMBER KEZIAH FARRAR SAID, WE ARE REALLY CONCERNED ABOUT THE SAFETY OF OUR STUDENTS AS WELL AS THE EDUCATORS.
IT'S IMPORTANT WHEN YOU GO, WE DROP OUR KIDS OFF TO SCHOOL.
WE GO TO SCHOOL AS EDUCATORS THAT WE WANT TO KNOW THAT WE ARE SAFE AND THAT WE APPRECIATE THE COMMUNITY FOR REALLY PARTNERING WITH US ON THIS EFFORT.
AND I REALLY WANT TO THANK DR.
CANTU AND HER TEAM FOR MAKING SUCH AN APPROPRIATE AND RESPONSIVE COMMITMENT TO PARTNER WITH THE COMMUNITY AND MAKING A STATEMENT THAT IT IS IMPERATIVE THAT WE KEEP THE PRIORITY OF SAFETY AND SECURITY AT THE FOREFRONT OF WHAT WE DO HERE AT MANSFIELD ISD.
SO BEFORE WE VOTE, I WILL JUST, DITTO WHAT THEY WERE SAYING, THAT OUR, UM, ALL OUR BOARD MEMBERS HERE ARE, TRULY, UM, THEY RUN FOR THE BOARD AND WANT TO BE ON THE BOARD BECAUSE WE ARE CONCERNED ABOUT THE SAFETY AND WELL-BEING OF OUR STUDENTS AND OUR STAFF.
UM, BUT WE ARE ALSO ELECTED TO REPRESENT THE BEST INTERESTS OF THE MISD COMMUNITY.
AND THEN IT IS, UM, THERE WAS NO HESITATION.
AND THAT'S FROM ANYBODY ON THIS SIDE OF THE DAIS.
SO EVERYBODY WAS ALL IN FOR OUR COMMUNITY AS A WHOLE.
SO WITH THAT, WE WILL TAKE A VOTE SINCE WE HAVE A MOTION AND A SECOND AND ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? AND THERE AGAIN, NONE OPPOSED.
WE NOW MOVE TO OUR CONSENT AGENDA.
[14. Consent Agenda]
AND LET ME REMIND YOU THAT WE VOTE THE CONSENT AGENDA UP OR DOWN, UNLESS SOMEONE WANTS TO PULL AN ITEM.IS THERE ANYONE THAT WANTS TO PULL AN ITEM AT THIS TIME? OKAY, SO NO ITEMS PULLED AT THIS TIME.
WITH THAT, MAY I PLEASE SEE A SHOW OF HANDS OF ALL OF THOSE IN FAVOR OF THE CONSENT AGENDA AS PRESENTED? AND THE CONSENT AGENDA PASSES UNANIMOUSLY 7 TO 0.
WE NOW MOVE TO THE SUPERINTENDENT'S REPORT.
[15. Superintendent's Report]
AND THIS IS FOR DISCUSSION PURPOSES ONLY.IS THERE ANYTHING THAT ANYONE WOULD LOVE, UH, LOVE WOULD LIKE TO ASK DR.
CANTU ABOUT AT THIS TIME? LOOK AT THAT. WE'RE GETTING CLOSER.
SO NOW WE MOVE TO ITEM 16 I WILL.
I'M SORRY, I DON'T HAVE ANYTHING FOR DR.
YOU WANTED TO MENTION OUR SHIRTS? YEAH. WE'RE WEARING.
OUR STUDENTS FROM WHERE? DR. REED.
SO. YES. SO THEY SPONSORED US.
Y'ALL DIDN'T HAVE TO SEE US IN THE UGLY SWEATER THING, OKAY? [LAUGHTER] RIGHT. YOU GOT TO SEE US IN SUPPORTING OUR KIDDOS.
SO. BUT I LIKE MY SHIRT, SO I THINK YOU ALL DO TOO.
YES. SO WITH THAT, I WILL WISH EVERYONE A HAPPY HOLIDAYS AND A VERY, VERY MERRY CHRISTMAS.
AND WE WILL ADJOURN AT 8:38.
