>> WE ARE BACK ONCE AGAIN THIS EVENING.

[1. Call to Order]

WE WILL CALL BOARD MEETING AND WORK SESSION FOR THE BOARD OF TRUSTEES OPEN AT 6:02 PM.

LET THE RECORD SHOW THAT ALL TRUSTEES ARE PRESENT.

WE DO NOT HAVE A REASON TO GO TO CLOSED SESSION THIS EVENING SO WE WILL SKIP ITEM 3 ON THE AGENDA AND ITEM 4 BECAUSE WE DON'T NEED TO RECONVENE FROM IT EITHER.

WE'LL GO STRAIGHT TO ITEM 5.

I WILL ASK EVERYONE TO PLEASE STAND AS WE ARE LED IN PRAYER BY TRUSTEE CRAIG TIPPING AND THE PLEDGES BY TRUSTEE DESIREE THOMAS.

>> PLEASE PRAY WITH ME. LORD GOD, WE COME TO YOU AGAIN AND WE THANK YOU JUST FOR A BEAUTIFUL DAY THAT YOU'VE GIVEN US, LORD, AND WE THANK YOU FOR THE OPPORTUNITY JUST TO COME TOGETHER TO WORK FOR THE DISTRICT.

SUCH A GREAT DISTRICT THAT YOU'VE PUT US IN, LORD, AND WE JUST ASK THAT YOU GIVE US SOUND MIND IN EVERY DECISION THAT WE MAKE AND THAT EVERYTHING BE DONE FOR YOUR GLORY HAS CALLED US IN JESUS CHRIST'S NAME, AMEN.

>> THIS NOW TAKES US TO ITEM 6, OUR PUBLIC COMMENTS.

[6. Public Comments]

ARE THERE? THERE ARE NO PUBLIC COMMENTS.

I WILL SPARE EVERYONE THE READ.

WE WILL GO ON TO ITEM 7,

[7. Discussion]

WHICH IS THE REASON WHY WE MET AND IT IS TO VISIT OUR BOARD SCORECARD.

MS. THOMAS, WOULD YOU LIKE TO LEAD THIS UP FOR US?

>> YEAH, I CAN START US OFF.

OUR WORKSHOP SESSION HERE IS JUST TO GO OVER OUR BOARD ACCOUNTABILITY AND REVIEW WHERE WE'RE AT IN THIS FIRST QUARTER WITH OUR SCORECARD AND THEN JUST TO HAVE SOME COMMITTEE REPORTS FOLLOWING THAT.

I CAN START OFF WITH OUR FIRST PART OF OUR VISION AND GOALS, WHICH WE GO OVER HOW WE MONITOR OUR SCORECARD.

THEN ONE OF THE DOMAINS IS THE STUDENT GROWTH QUALIFYING STUDENTS IN DOMAIN 3.

BUT WE'RE STILL WORKING ON SOME DATA ON THAT, SO WE DON'T HAVE ANYTHING REALLY TO DISCUSS TONIGHT ON THAT.

THEN THE SUPERINTENDENT BEING VISIBLE WITH COMMUNITY IN ON-SCHOOL CAMPUSES.

OUR CURRENT STATUS IS, WE'RE BLUE.

WE ARE MEETING OUR GOAL FOR OUR MONITORING OUR DASHBOARD.

SUPERINTENDENT-ON-CAMPUSES HER VISITS HAVE BEEN GREAT.

SHE'S IN GREEN MOVING TOWARDS OUR GOAL IN A POSITIVE WAY.

WE ARE STILL NEEDING IMPROVEMENT IN THE COMMUNITY.

THAT IS YELLOW.

THE REASON WHY IS BECAUSE WE'VE CALCULATED THAT IN THE FIRST QUARTER, BUT WE ONLY HAVE SIX WEEKS OF SCHOOL TO CALCULATE SO THAT IS WHY THAT'S IN YELLOW.

OUR NEXT QUARTER AND OUR NEXT TARGET, WE ARE PLANNING ON THAT BEING BLUE AND PROBABLY EXCEEDING THE GOALS LIKE SHE DID LAST YEAR.

WE HAVE TOTAL AND COMPLETE CONFIDENCE IN HER.

DASHBOARD IS THE SAME WAY, WE MONITOR THAT.

THAT IS POSTED ON OUR BOARD AGENDAS EVERY MONTH AT OUR REGULAR BOARD MEETINGS AND WE'RE DOING REALLY WELL WITH THAT.

MOVING ON TO SYSTEMS AND PROCESSES, THAT'S SCHEDULING OR SCHEDULED REPORTS THAT THE DIFFERENT DEPARTMENTS REPORT TO US ON OUR AGENDAS.

DIFFERENT DEPARTMENTS WITHIN MISD ARE SCHEDULED TO REPORT ON DIFFERENT THINGS.

ADEQUATE TIMING FOR OUR BOARD MEMBERS AND THEN KEEPING OUR AGENDA TIMELY AND WE'RE OPERATING IN A TIMELY AND EFFICIENT MANNER AND FOCUSED ON OUR STUDENTS.

OUR DEPARTMENT REPORTS WE'RE RIGHT AT YELLOW RIGHT NOW BECAUSE WE'VE ONLY HAD THREE.

BECAUSE WE START OUR SCORECARD ACCOUNTABILITY, WE START CALCULATING THAT IN JULY.

WE'VE ONLY HAD THREE. THAT'S THE REASON THAT IT'S IN YELLOW, BUT WE'VE HAD EXACTLY THE REPORTS THAT WE HAVE SCHEDULED FOR.

MEETING OUR GOAL FOR TRAINING HOURS.

WE'RE IN BLUE, WE'RE ON TRACK AS A GROUP TO BE MEETING AND EXCEEDING THAT GOAL.

BUT INDIVIDUALLY, WE NEED TO MAKE SURE THAT WE'RE WATCHING OUR HOURS AND WE'RE MEETING OUR INDIVIDUAL GOALS AS WELL.

OUR AGENDA.

WE CHANGED OUR TARGET TO MEET, OUR GOAL IS TO BE 55% OF TIME SPENT ON STUDENT-FOCUSED.

WE CHANGED THE WAY THAT WE ARE CALCULATING THAT.

RIGHT NOW WE'RE RIGHT IN THE GREEN, SO WE'RE DOING WHAT WE NEED TO DO WHEN WE'RE STAYING FOCUSED ON OUR STUDENTS.

THE TIME OF OUR MEETINGS WE HAD FOR OUR EXECUTIVE SESSION, WE HAD ONE THAT WENT A LITTLE OVER.

IT'S MESSING WITH OUR AVERAGES.

BUT SO FAR SINCE THAT ONE WE'VE BEEN RIGHT AT KEEPING IT AT AN HOUR,

[00:05:04]

SO WE'RE STAYING IN OUR TIME LIMITS THERE AS WELL AS OUR BOARD MEETINGS.

THAT'S GIVING US A LITTLE BIT OF A STRUGGLE.

WE CHALLENGE OURSELVES TO KEEPING OUR BOARD MEETINGS AT AN HOUR-AND-A-HALF AND WE'VE GONE OVER, NOT TOO BAD, BUT JUST A LITTLE BIT.

THAT'S WHY WE'RE KIND OF IN THE YELLOW THERE.

BUT IF WE KEEP DOING WHAT WE'RE DOING AND FOCUSING ON KEEPING WHAT WE PULLED FROM THE CONSENT AGENDA TO A MINIMUM, ASKING QUESTIONS PRIOR TO THE BOARD MEETINGS, AND BEING CONSCIENTIOUS OF THE PRESENTATIONS AND HOW AND WHAT AGENDA THEY FALL ON.

I THINK WE'LL BE AT GREEN FOR THE BOARD MEETING TIME AND THEN SCHEDULED DEPARTMENT AND EXECUTIVE MEETING TIME WILL BE BLUE.

MEETING GOALS IN OUR DEPARTMENT REPORTS WILL BE BLUE.

THAT IS A VISIONS AND GOALS AND SYSTEMS AND PROCESSES.

I THINK BIANCA IS NEXT WITH HER SECTION.

>> YES, MA'AM. MS. ANDERSON?

>> FOR OUR PROGRESS, AND ACCOUNTABILITY, PARTICIPATION AND REPORTING ON COMMITTEES.

THE BOARD HAS BEEN ASSIGNED TO MAKING SURE OUR BOARD OPERATING PROCEDURES ARE UP-TO-DATE, CURRENT, AND BEING FOLLOWED.

THE CURRENT STATUS RIGHT NOW, ALL BOARD MEMBERS ARE CURRENTLY SERVING ON A MINIMUM OF THREE, SOMETIMES FOUR COMMITTEES.

WE HAVE NOT ALL REPORTED AS AUGUST WORK SESSION.

THIS IS WHY IT SHOWS IMPROVEMENT.

I MEAN, WE HAVE SOME MORE TO DO TONIGHT AND AS WE MOVE THROUGH OUR QUARTERLY WORK SESSIONS, WE'LL ACTUALLY GET THERE AND WE'LL BE GREEN AND BY THE END, WE SHOULD BE BLUE SO NOT A PROBLEM.

I'VE PREVIOUS QUARTER NONE FOR THIS FIRST QUARTER TO REPORT.

NEXT STEPS, BOARD COMMITTEES NEED TO CONTINUE TO REPORT AT OUR WORK SESSION MEETINGS AND BOARD OPERATING PROCEDURES REVIEW SHOULD BE COMPLETED AND READY TO PRESENT TO THE BOARD IN APRIL.

OUR NEXT TARGET GOAL BOARD COMMITTEES SHOULD BE ON TRACK TO MEET YEAR AND GOAL BOARD OPERATING PROCEDURES SHOULD BE AT MITS LEVEL AND RIGHT NOW AT BOARD OPERATING PROCEDURES ARE AT GREEN AS WE HAVE ALREADY REVIEWED AND WE'LL REVIEW AGAIN LATER THIS YEAR.

THAT'S PROGRESS AND ACCOUNTABILITY.

I'LL TURN IT OVER TO DR. BENITA REED.

>> DR. REED, IF YOU WOULD LIKE TO TAKE YOUR TWO SECTIONS, PLEASE.

>> YES, MA'AM. THANK YOU, MADAM PRESIDENT.

I HAVE ADVOCACY AND ENGAGEMENT.

PRESENTLY, WE AS A SCHOOL BOARD, WE HAVE COMMUNITY CONVERSATIONS WHERE WE MEET WITH DIFFERENT COMMUNITY ORGANIZATIONS.

BOARD MEMBERS ARE VISIBLE IN THE SCHOOLS AS WELL AS COMMUNITY EVENTS.

WE ARE BUILDING RELATIONSHIPS WITH OUR LOCAL ELECTED OFFICIALS.

WE JUST WITNESSED THEM AS DR. CANTU JUST STATED, HISTORY-MAKING.

WE ARE DEFINITELY DOING THAT WITHOUT LOCAL ELECTED OFFICIALS.

OUR CURRENT STATUS IS WE ARE ENGAGING IN COMMUNITY CONVERSATIONS RIGHT NOW.

WE'VE MADE THEM REQUIRED OF US, AND SO WE ARE CURRENTLY ON TRACK.

THAT MAY BE THE REASON WE SEE THAT IT IS IN THE RED RIGHT NOW, BUT WE HAVE THEM SCHEDULED THROUGH 2024.

WE WILL BE IN THE BLUE AT THE END OF OUR SCHOOL YEAR FOR 2024 AND WE SHOULD BE GREAT.

I DON'T WANT TO REPEAT MYSELF.

THEREFORE, WE WOULD NEED TO IMPROVE ON BUILDING RELATIONSHIPS WITH OUR LOCAL ELECTED OFFICIALS I JUST SAID THAT, BUT NEVER HURTS TO REPEAT YOURSELF, I GUESS.

OUR PREVIOUS QUARTER, THERE WAS NOTHING THAT WE HAD TO REPORT IN OUR PREVIOUS QUARTER.

THE NEXT STEPS ARE THAT WE WILL CONTINUE WITH OUR COMMUNITY CONVERSATIONS WITH VARIOUS ORGANIZATIONS AS WELL AS PARENTS THAT HAVE ALREADY BEEN SCHEDULED WE HAVE NON-CONFIRMED DATES AND THREE MORE TO POSSIBLY ADD, WHICH WE WILL MEET.

THEREFORE, WE WILL MEET OUR GOAL.

THE ADVOCACY COMMITTEE WILL NEED TO MAKE DILIGENT EFFORTS TO CONTACT OUR ELECTED OFFICIALS AND EXTEND AN INVITATION TO VISIT MISD AND ENCOURAGE THE FACE-TO-FACE MEETINGS.

I WAS TALKING TO BOARD MEMBER DESIREE THOMAS AND WE WERE TALKING ABOUT THE UPCOMING TOYS FOR TOTS SO THAT'S A GREAT TIME TO INVITE OUR ELECTED OFFICIALS TO COME ON AND LET'S HAVE COFFEE AND GATHER A LOT OF TOYS, BRING SOME TOYS, BE SANTA FOR US.

THE NEXT QUARTER TARGET FOR THE COMMUNITY CONVERSATIONS WE SHOULD BE ON TRACK AS I SAID, WE WILL MEET OUR YEARLY GOAL.

BOARD MEMBERS WILL ATTEND SCHOOL EVENTS, THEREFORE WE WILL BE ON TRACK FOR THAT AND MEET OUR YEARLY GOALS.

BOARD MEMBERS ARE IN THE COMMUNITY AND ATTENDING COMMUNITY EVENTS SUPPORTING OUR KIDDOS AND OUR STAFF SO WE WILL MEET OUR YEARLY GOALS THERE WE ARE BUILDING RELATIONSHIPS WITH OUR ELECTED OFFICIALS, THEREFORE, WE WILL MEET OUR YEARLY GOAL. THANK YOU, MADAM PRESIDENT.

[00:10:01]

>> ALTHOUGH I APPRECIATE MY EGO, DID YOU GET YOUR NEXT ONE.

>> I HAVE THREE MORE.

>> YOU HAVE THREE MORE.

>> YES, I DO.

>> ONE MORE.

>> WELL I HAVE ONE MORE BUT THEN I HAVE TWO MORE, ONE FOR TASBY.

>> JUST DO SYNERGY.

>> YEAH, JUST THIS ONE.

>> OKAY.

>> YEAH.

>> YOU DON'T WANT ME TO PRESENT ON EDUCATION.

>> IT'S UP RIGHT NOW [LAUGHTER]

>> I MEAN, I WAS EXCITED.

FOR SYNERGY AND TEAMWORK, WE MEET ONCE A QUARTER.

ONCE A QUARTER WE HAVE PROGRESS MEETING PLUS A TEAM OF A TRAINING BUILDING UNITY WITHIN, THE BOARD IS CENTRAL FOR US AS WE WORK AS A TEAM OF EIGHT, THE CURRENT STATUS IS THAT WE ARE PROGRESSING AND WE'LL WORKING AS A TEAM OF EIGHT AND WE'RE ON TRACK TO MEET OUR YEARLY GOAL, RIGHT NOW WE'RE IN THE GREEN.

>> ISN'T THAT AMAZING?

>> WE'RE IN THE GREEN RIGHT NOW, BUT WE WILL BE IN THE BLUE BY THE END OF THE SCHOOL YEAR.

WE'RE GOING TO CONTINUE TO BUILD UNIT AND PARTNERSHIPS AMONGST OURSELVES WITH THE BOARD.

CURRENTLY, WE NEED IMPROVED EFFORTS AMONGST OURSELVES, WE NEED TO DO MORE TOGETHER.

COME ON, HOLD MY HAND, KEZIAH.

>> THE PREVIOUS QUARTER WE DID NOT HAVE ANYTHING TO REPORT.

OUR NEXT STEPS ARE TO CONTINUE WITH OUR QUARTERLY WORK SESSIONS AND EACH BOARD MEMBER NEEDS TO MAKE A CONSCIOUS EFFORT TO REACH OUT TO EACH OTHER AND PLAN ACTIVITIES TO DO TOGETHER TO BUILD UNITY, AND SO WE'RE MAKING CONSCIOUS EFFORTS TO DO THAT.

WE'RE IN THE YELLOW RIGHT NOW, BUT BY THE END OF THE SCHOOL YEAR, WE WILL BE IN THE BLUE.

OUR NEXT QUARTER TARGET IS THAT WE WILL PROGRESS AS WE'RE MEETING AS A TEAM OF EIGHT, THEREFORE, WE WILL BE ON TRACK BY THE END OF THE YEAR AND BOARD UNITY WILL AGAIN MEET THOSE YEARLY GOALS. THANK YOU, MADAM PRESIDENT.

>> THANK YOU, DR. RICK. ALTHOUGH I APPRECIATE MY SPEEDY AND EAGER BOARD MEMBERS WE USUALLY TAKE A LITTLE BIT OF A PAUSE BETWEEN EACH SECTION, SO IF ANYBODY DOES HAVE ANY QUESTIONS OR CONCERNS REAL QUICK.

BUT YOU GUYS DID A PHENOMENAL JOB AND I DO AGREE WITH EVERYTHING ELSE SAID WE WILL BE NO PROBLEM IN THE BLUE IN APPROPRIATE TIME, GIVE US THE TIME, RIGHT? DOES ANYBODY HAVE ANYTHING? ARE WE ALL GOOD WITH ALL OF THESE? I HAVE SO MANY PAPERS UP HERE NOW.

I DON'T EVEN KNOW WHICH ONE AM SUPPOSED TO BE WITH THEM.

GO AHEAD, MS. THOMAS.

NO, GO AHEAD. I WAS JUST GOING TO CLOSE IT.

I WAS JUST GOING TO SAY DO YOU WANT TO START THE COMMITTEE REPORT OR?

>> YEAH, WE CAN. DID YOU WANT TO LEAVE THEM OFF?

>> DO YOU WANT TO LEAD OFF WITH POLICY?

>> WITH POLICY?

>> YEAH.

>> WELL, WE HAVE CONTINUED TO MEET ACTUALLY, THAT IS MYSELF AND MS FLORA, AND MS. THOMAS.

WE JUST SAW THAT WE HAVE ANOTHER UPDATE I'M SURE MR. WRIGHT WAS SUPER EXCITED ABOUT THAT IT MEANS HE GETS MORE MEETINGS WITH US.

BUT IT SEEMS OVER THE LAST YEAR OR SO, IT'S AN EVER-CHANGING IN ALMOST A CONSISTENT MEETING AND WORK, SO MOST LIKELY WE WILL SEE SOME MORE UPDATES COMING FROM US SOON AND SOME OF THOSE FROM THE GUIDANCE OF THE STATE BECAUSE AGAIN, WE JUST RECEIVED ANOTHER UPDATE.

NOW GETS JUST YESTERDAY WASN'T IT? THAT'S ALL POLICY HAS RIGHT NOW UNLESS YOU ALL WANT TO.

>> I'M JUST GOING TO SAY KUDOS TO US AND DAVID WRIGHT AND ALL YOUR HELP BECAUSE THERE ARE SOME DISTRICTS THAT HAVE AN EVEN APPROACH TO UPDATE 121, SO WE'RE MOVING IN A GROOVE.

>> WE'RE ALREADY ON THE NEXT ONE?

>> YES, WE'RE ALREADY ON THE NEXT ONE, SO I APPRECIATE ALL THAT WORK.

MS. FARRAR, DO YOU WANNA DO SAFETY? GIVE US AN UPDATE ON SAFETY.

>> SURE, I'D BE HAPPY TO SO LAST WEEK WE HAD OUR SAFETY AND SECURITY MEETING WITH MRS. PORTNER AND SHE GAVE US AN UPDATE, OUR SRR BALL EXPRESS WEAPON DETECTION IS FULLY DEPLOYED IN ALL SEVEN HIGH SCHOOLS.

A COUPLE OF WEEKS AGO, THE DISTRICT ACTUALLY INVITED MEDIA OUT TO TAKE A LOOK AT THE TECHNOLOGY THAT WE'VE IMPLEMENTED IN OUR SCHOOLS AND SEVERAL MEDIA PUBLICATIONS AND RADIO INTERVIEWS PRODUCED HEADLINES, SUCH AS MANSFIELD ISD STUDENTS SAY THEY FEEL SAFE, SAFER AFTER HIGH-SCHOOL ADDS AI WEAPONS DETECTION UNITS AT ENTRANCE DOORS AND ALSO ANOTHER HEADLINE READ, REVOLUTIONIZING SCHOOL SECURITY MANSFIELD ISD IMPLEMENTS AI WEAPONS DETECTION UNITS ACROSS CAMPUSES SO JUST A COUPLE OF THESE HEADLINES, STUDENTS SAYING THAT THEY FEEL SAFER IN SCHOOLS IS REALLY WHAT THIS IS ALL ABOUT SO THAT MEANS A LOT TO ME AND I'M SURE EVERYONE ELSE IN HERE, KNOWING THAT THEY'RE WALKING THROUGH THEM FEELING JUST A LITTLE BIT SAFER EVERY DAY THAT THEY GO IN AND ALSO REVOLUTIONIZING SCHOOL SECURITY JUST SHOWS THAT WE'RE ALWAYS AT THE FOREFRONT OF TECHNOLOGY.

WE'RE GOING TO KEEP MOVING FORWARD AND STAYING ON TOP OF THIS.

I APPRECIATE EVERYTHING THAT OUR TEAM HAS DONE.

[00:15:03]

THERE'S ALSO ON ALL THE EXTERIOR DOORS AT EVERY SINGLE CAMPUS, THEY ARE NUMBERING EACH DOOR SO THAT THEY ARE GOING UP ACROSS THE DISTRICT.

THE NEW NUMBERS WILL CREATE A COHESIVE SEQUENCING THAT WILL ALLOW FIRST RESPONDERS MORE DIRECT ACCESS IF NEEDED, AS WELL AS THE ABILITY FOR STAFF AND STUDENTS TO REPORT CONCERNS TO A DIRECT LOCATION.

THEY ARE IN THE PROCESS OF DOING THAT AND OUR SEVERAL SCHOOLS ARE ALREADY COMPLETE.

BUT THAT HAS TO BE A LABOR OF LOVE BECAUSE I CAN'T EVEN IMAGINE HOW MANY DOORS WE HAVE SO THANK YOU FOR THAT EFFORT.

[LAUGHTER] THEN LET'S SEE, THE SAFETY AND SECURITY DEPARTMENT, THEY WILL BE PRESENTING ALONG WITH THE POLICE DEPARTMENT AT THE LONG-RANGE PLANNING COMMITTEE MEETING THIS WEEK REGARDING FUTURE NEEDS RELATED TO GROWTH AND AGING EQUIPMENT SO THEY WILL BE TALKING TO THAT COMMITTEE ABOUT THEIR NEEDS IN THAT DEPARTMENT AND THEN FINALLY, THE EMERGENCY MANAGEMENT UPDATE.

THE DISTRICT DID SUBMIT THEIR MULTI-HAZARD EMERGENCY OPERATION PLAN FOR 2023, 2024 REVIEW CYCLE.

ALSO COMING OUT OF THE STADIUM SAFETY AUDIT THAT WE HAD CONTRACTED LAST YEAR, THE SAFETY AND SECURITY TEAM, POLICE DEPARTMENTS, ATHLETIC DEPARTMENT, AND MANSFIELD FIRE EMS HAVE STOOD UP AS A UNIFIED COMMAND FOR ALL HOME FOOTBALL GAMES THIS SEASON, THE COMMAND CENTER HAS FOUND TO BE IMPACTFUL SPECIFICALLY DURING NON-STUDENT ATHLETES MEDICAL EMERGENCIES AND THEN THE DISTRICT HAS RECEIVED 12 STATE-LED INTRUDER DETECTION AUDITS, RESULTING IN ZERO FINDINGS FOR THE DISTRICT.

I JUST WANTED TO SAY THANK YOU SO MUCH FOR OUR SAFETY AND SECURITY DEPARTMENT.

THE WORK THAT YOU GUYS DO DOES NOT GO UNNOTICED AND IT'S CONSTANTLY CHANGING EVERY SINGLE DAY SO WE APPRECIATE THE ATTENTION TO DETAIL AND STAYING AT THE FOREFRONT OF EVERYTHING THAT GOES ON IN OUR DISTRICT EVERY DAY SO THANK YOU.

>> I WAS KICKED OUT OF MY SYSTEM AND I'M TRYING TO LOG BACK IN, WHO'S THE NEXT ONE ON THE LIST?

>> THAT WOULD BE FINANCIAL REVIEW, MS. ANDERSON.

>> AS OUR WELL, INTERNATIONALLY RENOWNED MS. STRONG GUARD AND SUPERMODEL ON THE FRONT OF [LAUGHTER] GAVE US THE RIGHT REPORT.

AS WE ALL KNOW BASICALLY WE'VE GOT A SUPERIOR RATING, WHICH IS FANTASTIC, IT'S THE HIGHEST THAT WE CAN GET.

THE DISTRICT CONTINUES TO BE PHYSICALLY RESPONSIBLE WITH RECEIVING A SUPERIOR RATING.

TEAS, FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS, IF YOU DON'T KNOW WHAT RIGHT REPORT MEANS, THEY RECENTLY RECEIVED A CERTIFICATE OF EXCELLENCE IN THE FINANCIAL REPORTING FROM G, F, O, A FOR THE 21, 22 AUDIT.

WE ARE NOW AS MISD FINALIZING THE 22, 23 AUDIT AND ANTICIPATE ANOTHER CLEAN AUDIT THAT WILL BE SHARED WITH THE AUDIT COMMITTEE THIS FRIDAY.

WE WILL REPORT BACK.

AS WE TALK ABOUT BEING FINANCIALLY RESPONSIBLE, YOU HEARD IT EARLIER TONIGHT WITH THIS CITY AND US PARTNERSHIP.

ONE OF THE AUDIT INDICATORS NUMBER 13, IT TALKS ABOUT THE DISTRICT'S ADMINISTRATIVE COSTS RATIO SO THIS JUST PROVES THAT WE CONTINUE TO BE FINANCIALLY RESPONSIBLE.

LET'S TALK ABOUT LEGISLATION, DR. SCOTT REMINDED US THE GAVEL WENT ON TONIGHT SO WE STILL AWAIT OUR LEGISLATORS TO ASSIST IN PUBLIC EDUCATION WITH ADDITIONAL FUNDING WE ALL DESPERATELY NEED, AND THAT'S ALL ACROSS THE STATE.

WITH THE ANTICIPATED PASSAGE OF THE HUNDRED K HOMESTEAD EXEMPTION TODAY.

THIS IS THE DAY OF US VOTING, OF COURSE, THE TAX RATE ADOPTED IN AUGUST IS THE LOWEST IT'S BEEN SINCE 1992.

FUN FACT TO SHARE SINCE 2010, BOND REFUNDING SIMILAR TO A HOME MORTGAGE REFINANCING APPROVED BY THE BOARD, HAVE SAVED OVER 151 MILLION IN TAXPAYER DOLLARS, WE SHOULD GIVE A GREAT APPLAUSE [APPLAUSE] TO OUR FINANCIAL TEAM OVER THERE.

THANK YOU, MS. STRONG GUARD.

THAT'S IT FOR OUR FINANCIAL REVIEW WILL HAVE MORE UPDATES AFTER THIS FRIDAY.

>> OKAY. THAT WOULD BE BOARD OPERATING PROCEDURES. MS. NEWSOME?

>> YES, MA'AM. CURRENTLY THE BOARD OPERATING PROCEDURES COMMITTEE, OUR MEETING AND WE'RE REVIEWING OUR BOARD OPERATING PROCEDURES AS THEY ALIGN WITH OUR LOCAL POLICIES AND GOING THROUGH ONE BY ONE, WE'RE CONTINUING TO MEET.

THIS IS A LABOR OF LOVE AND WE'LL TAKE JUST A LITTLE BIT OF TIME AND WE WILL HAVE ALL OF THESE COMPLETE BEFORE APRIL.

>> [NOISE] OKAY.

>> I FINALLY HAVE MY SHEET BACKUP [OVERLAPPING] SO I CAN GO DOWN THE LIST AND I DON'T TRY TO REMEMBER ANYTHING.

[00:20:01]

BUT I DON'T REMEMBER ANYMORE.

[LAUGHTER] TO KEEP IT ALL IN FRONT OF ME, I KNOW BETTER.

SO, THIS TAKES US TO OUR SAFETY COMMITTEE THAT MYSELF AND MS. FARRAR AND I'LL LET YOU REPORT TO THE MEETING, BUT I DID WANT TO MAKE NOTE THAT WE HAVE KICKED OFF OUR NEW SECURITY SYSTEM.

AND THAT SEEMS TO BE GOING VERY WELL.

[OVERLAPPING] WE'VE HEARD SOME REALLY GOOD THINGS ABOUT IT AND I KNOW EVERYONE'S REALLY EXCITED ABOUT THAT.

[INAUDIBLE] DID YOU WANT TO REPORT OFF OF OUR LAST MEETING?

>> REALLY JUST EVERYTHING ALREADY WENT OVER WAS FROM THE LAST MEETING, SO I DON'T HAVE ANYTHING ADDITIONAL TO REPORT.

>> OKAY. AND THEN THE APPRAISAL DISTRICT? MICHELLE [INAUDIBLE].

>> YES. SO THE COMMITTEE IS MYSELF, MS. FARRAR, AND MS. NEWSOME.

AND, AS YOU KNOW FROM LAST MONTH, WE NOMINATED FOR THE TARRANT APPRAISAL DISTRICT.

WE HAD NO NOMINATIONS FOR THE JOHNSON COUNTY APPRAISAL DISTRICT, BUT WE ARE IN THE MIDDLE NOW OF THE VOTING THAT'S GOING ON BY EACH ENTITY.

WE HAVE TO HAVE THOSE VOTES DONE BY DECEMBER 15TH.

AND WE'VE DECIDED TO WAIT UNTIL OUR DECEMBER 12TH MEETING TO ACTUALLY SUBMIT OUR VOTES FOR THOSE CANDIDATES AND SO FORTH TO SEE HOW SOME OF THE OTHER ENTITIES PLAY OUT THROUGHOUT THE REST OF TARRANT COUNTY AND SO FORTH.

AS FAR AS JOHNSON COUNTY, WE'RE STRUGGLING A LITTLE BIT TO GET INFORMATION ON THOSE CANDIDATES.

THOSE MEETINGS ARE NOT ONLINE AND IT'S A STRUGGLE TO GET SOME OF THE AGENDAS AND SO FORTH.

SO HOPEFULLY, WE'LL BE ABLE TO ATTAIN A LITTLE MORE INFORMATION FROM JOHNSON COUNTY.

BUT AT LEAST WITH THE TARRANT APPRAISAL DISTRICT, WHICH IS THE MAJORITY OF WHAT MISD SITS WITHIN.

WE DO KNOW ABOUT THE CANDIDATES.

ALL OF YOU SHOULD HAVE RECEIVED AN EMAIL THAT GAVE A BIO OF EACH CANDIDATE, GAVE SOME ADDITIONAL INFORMATION ON THE VOTING AND SO FORTH, WHICH I JUST WANT TO GIVE A SHOUT OUT TO TURN APPRAISAL DISTRICT FOR DOING THAT.

AND THAT'S SOMETHING THAT WE'VE BEEN ASKING FOR, THAT WE'VE BEEN, I HATE TO SAY DEMANDING, BUT ALMOST DEMANDING THAT THEY DO.

AND THEY'VE BEEN DOING THAT.

THEY'D BEEN ON TOP OF THAT SINCE THE CHANGEOVER TO THE INTERIM [LAUGHTER] STAFF AND SO FORTH THERE.

WE WILL HAVE MORE INFORMATION ON THOSE CANDIDATES AND WHICH DIRECTION WILL WE WILL LOOK AT VOTING AND SO FORTH.

BUT WE HAVE BEEN SPEAKING WITH SOME OF THE OTHER ENTITIES AROUND TARRANT COUNTY AND WHATNOT JUST TO GATHER INFORMATION TO TRY TO BE WELL-INFORMED ON WHICH DIRECTION WE WANT TO GO WITH THAT.

BUT THAT SHOULD BE COMING IN THE DECEMBER MEETING WHERE WE WILL HAVE A VOTE ON BOTH JOHNSON AND TARRANT COUNTY.

>> OKAY. I THINK WE MADE IT THROUGH EVERYONE.

DID YOU NOT START AT THE TOP OF THE LIST? [LAUGHTER] MAYBE THERE'S ANOTHER ONE.

WHICH ONE DO YOU HAVE? [BACKGROUND] YOU'RE GOING TO LET?

>> EDUCATION FOUNDATION. SO THANK YOU, BOARD MEMBER THOMAS FOR KEEPING ME ON TRACK [LAUGHTER].

THIS IS WHEN I'M SUPPOSED TO [OVERLAPPING].

>> I'M EXCITED ABOUT IT.

[LAUGHTER] SO YES, EDUCATION FOUNDATION.

SO WE ARE ON TARGET TO MEET THREE PRIMARY EXPECTATIONS.

EDUCATIONAL ENRICHMENT, COMMUNITY ENGAGEMENT, AND FUNDRAISING.

AND OUR CURRENT STATUS IS THAT WE DID HAVE MANY MINI GRANTS THAT WERE DONE OVER THE SUMMER AND WERE DELIVERED TO THE GRANT WINNERS ON CAMPUS IN SEPTEMBER.

THIS WAS DIFFERENT BECAUSE WE USUALLY WOULD PROVIDE THE GRANTS DURING CONVOCATION.

THE EDUCATION FOUNDATION CONDUCTED THE FALL GRANT APPLICATION PROCESS WITH THE GRANT PATROL TO OCCUR IN THE NEXT FEW WEEKS BEFORE THE HOLIDAY BREAK AND AFTER TESTING, THE FOUNDATION PARTICIPATED IN THE PRESENTATION AT THE CALM ROOM, THAT'S THE WOLVES AND TIMBER VIEW.

IT'S GREAT IF YOU HAD HAD AN OPPORTUNITY TO GO VISIT IN WOLVES HIGH, YOU SHOULD DO THAT AT THE CURRENT ROOM AT TIMBER VIEW HIGH SCHOOL.

WE ALSO PARTICIPATED WITH METHODIST MANSFIELD AND THE COOKE CENTER.

THE FOUNDATION PARTICIPATED IN THE BOOKING VENDING MACHINE REVEALED WITH A GRANT SPONSORED BY ATMOS ENERGY AT DP MARS ELEMENTARY SCHOOL.

IN ADDITION, THE FOUNDATION IS STAYING VISIBLE IN THE COMMUNITY ALONG WITH THE PTA.

WE VOLUNTEERED AT HYDRATION STATION FOR THE RUN PER HEART METHODIST MANSFIELD RUN THIS PAST WEEKEND AND I ALMOST RAN, BUT SINCE I WAS AT THE HYDRATION STATION, I JUST STAYED PUT.

[LAUGHTER] THE FOUNDATION ALSO IS NOMINATED. LISA, THIS IS GOOD.

WE CAN GO OUT AND NOMINATE GO AND VOTE FOR THE FOUNDATION AGAIN THIS YEAR FOR THE MANSFIELD AREA CAMP CHAMBER OF COMMERCE 2023 BUSINESS AWARDS, COMMUNITY SERVICE AWARD.

SO, WE'D LIKE TO HAVE YOUR VOTE.

I THINK WE DESERVE IT.

[00:25:02]

WE DIDN'T HAVE ANYTHING TO REPORT ON LAST QUARTER.

THE NEXT STEPS ARE THAT THE EDUCATION FOUNDATION WILL CONDUCT ANOTHER GRANT ROUND FOR HIGH SCHOOLS AND MIDDLE SCHOOL FOR STEM AND STEAM OVER THE HOLIDAY BREAKS AND ANTICIPATE AWARDING THEM VIA A GRANT PATROL AT THE END OF JANUARY OR FEBRUARY.

THE FOUNDATION ANTICIPATES ANOTHER BOOKING VENDING MACHINE REVEALED BEFORE THE HOLIDAY BREAK IN DECEMBER AT ANDERSON ACADEMY.

IF YOU HADN'T SEEN IT, IT'S AMAZING.

IT'S LIKE A VENDING MACHINE THAT HAS BOOKS IN IT.

SO, YOU JUST WANT TO PUT SOMETHING IN IT.

THEY HAVE TOKENS AND THINGS OF THAT NATURE.

THE FOUNDATION ALSO WILL BE A PART OF THE TOYS FOR TODD'S AND THROUGH SPONSORSHIP WITH MOUSSA, THE FOUNDATION, SPECIFICALLY ENGINEERING THE HOLIDAYS, THAT'S THE TITLE OF IT.

IN UPCOMING WEEKS, THE FOUNDATION WILL CELEBRATE 25TH ANNIVERSARY IN APRIL 2024 AT A BOARD MEETING HERE IN THE PACK.

SO THAT'S A MAJOR THING.

SAVE THE DATES, WILL BE COMING OUT VERY SHORTLY.

IN LIEU OF THE MARDI GRAS EVENT IN FEBRUARY, THE FOUNDATION IS PLANNING A PICKLEBALL TOURNAMENT FUNDRAISER IN MARCH.

AND I KNOW YOU'VE BEEN WATCHING THE NEWS, SO YOU KNOW THAT PICKLEBALL IS THE HOTTEST RIGHT NOW.

THERE IS A PICKLEBALL TOURNAMENTS IN DALLAS.

WE'RE ANTICIPATING BRINGING IN A LOT OF FUNDRAISING.

SO PLEASE BE PARTICIPANTS, GATHER UP TEAMS. I KNOW DR. CANTU WILL HAVE A TEAM [LAUGHTER] NOT PUTTING YOU ON THE SPOT.

>>ZERO.

>> JUST THE COMPETITIVE NATURE.

[LAUGHTER] [OVERLAPPING].

>> OKAY. THANK YOU.

>> YES. [LAUGHTER]

>> I'M SURE THAT THE REST OF THE CABINET WILL.

>> THEY LOOK VERY ENTHUSIASTIC.

>> THEY ARE READY.

>> SITTING OVER THERE THEY'RE ON THE EDGE OF THEIR SEAT. [LAUGHTER]

>> THEY ARE READY, I KNOW THEY ARE.

I'M JUST SAYING, I KNOW THAT WILL HAPPEN.

>> THEY'LL NEED TO CALM DOWN. CALM DOWN GUYS.

>> THE FOUNDATION WILL PROMOTE GRANT OPPORTUNITIES TO THE DISTRICT TO ENCOURAGE TEACHERS TO APPLY, OF COURSE.

THE FOUNDATION WILL ALSO MAKE EFFORTS TO PUBLICIZE OPPORTUNITIES TO DONATE TO THE EDUCATION FOUNDATION.

OUR NEXT QUARTER TARGET IS THAT WE WILL MEET OUR EDUCATIONAL, COMMUNAL, AND FINANCIAL EXPECTATIONS.

THAT IS THE END OF MY REPORT FOR THE EDUCATION FOUNDATION, MADAM PRESIDENT. THANK YOU.

>> SURE. MS. THOMAS, IF YOU'LL REMIND ME, MAKE SURE I DON'T MISS ANY OTHERS.

I'M TRYING TO REMIND MYSELF SINCE I WAS LOOKING AT MY LIST WHEN WE WENT THROUGH THEM.

>> JUST HAVE A LITTLE BIT ON AN ADVOCACY AND THEN WE CAN BOUNCE BACK TO DR. REED FOR THE TASK VIEW REPORT.

>> OKAY.

>> REALLY THE LEGISLATURES MESSED US UP, THEY KEEP LIKING TO MEET AND GOING INTO THESE SPECIAL SESSIONS.

IT'S KIND OF REALLY MESSED UP GOALS FOR OUR SCORECARD.

WE WERE SUPPOSED TO ALREADY BE MEETING WITH THEM AND HAVING THEM COME.

>> WE'RE BLAMING THAT ON LEGISLATURE, ALSO? I LIKE IT.

>> YES. MEETING WITH THEM AND HAVING THEM COME, BUT THEY'VE BEEN BUSY OR SO THEY SAY.

BUT ANYWAY, SO OUR GOAL IS TO TRY TO AT LEAST REACH OUT AND INVITE AND TRY TO GET ONE OR TWO OF OUR ELECTED OFFICIALS HERE TO SHOWCASE OUR TOYS FOR TOTS.

THAT'S A BIG EVENT FOR US.

IT'S A GREAT WAY TO SHOWCASE A LOT OF THE COOL THINGS THAT WE DO.

WITH THIS COMMITTEE, WE DO HAVE SOME WORK TO DO TO MEET OUR GOAL OF MEETING SOME FACE-TO-FACE WITH AT LEAST FIVE, WE WERE ADVENTUROUS WHEN WE SET THAT GOAL, BUT WE'RE GOING TO GET THERE.

THAT'S WHERE WE ARE WITH OUR COMMITTEE.

WE'RE HOPING TO GET SOME OF OUR ELECTED OFFICIALS HERE FOR OUR TOYS FOR TOTS EVENT.

>> THEN BACK TO DR. REED.

>> HELLO. I'M EXCITED AGAIN, TO PRESENT ON THE TASB REPORT.

YES. AS MANY OF YOU ALL KNOW, I WAS VERY EXCITED.

I STUDIED LIKE I WAS IN HIGH SCHOOL NOT TOO LONG AGO FOR TASB.

>> YOU SHOULD HAVE STUDIED LIKE I WAS IN HIGH SCHOOL. IT'S DIFFERENT.

>> FOR TASB, WHICH IS THE TEXAS ASSOCIATION OF SCHOOL BOARDS, THE BOARD MEMBERS' TRAINING IS SIGNIFICANT SO THAT WE CAN MEET OUR DESIGNATED EXPECTATIONS.

THE CURRENT STATUS IS TO DATE, ALL BOARD MEMBERS HAVE ATTENDED AT LEAST SIX HOURS OF TASB TRAINING.

I KNOW IT'S MORE THAN THAT, BUT EACH ONE HAS ATTENDED AT LEAST 6 HOURS.

MANSFIELD SUBMITTED TWO PROPOSALS.

I'M SO EXCITED WE NEED A DRUM ROLL RIGHT HERE.

[NOISE] MANSFIELD ISD SUBMITTED TO PROPOSALS FOR TASB SCHOOL BOARD RESOLUTION ADOPTION.

PROPOSED RESOLUTION 1 WAS TASB ADVOCATED FOR ROLLING BACK THE EVER-EXTENDING POWER THE TEA COMMISSIONER AND VENDORS HERE SELECTED BUT NOT PENALIZING ISDS FOR USING A DISTRICT-CREATED AND CURATED CURRICULUM BY PROVIDING

[00:30:01]

LESS FUNDING THAN IF THEY USED INSTRUCTIONAL MATERIALS FROM TEA VENDORS.

AND GUESS WHAT HAPPENED AT TASB? I DON'T KNOW IF, DR. SCOTT DID YOU WANT TO SAY WHAT HAPPENED AT TASB? WE KICKED THE FIELD GOAL.

IT WAS ADOPTED.

YES. I'M SUPER EXCITED ABOUT THAT.

[APPLAUSE] WE WANT TO THANK DR. SCOTT, HE WAS VERY INSTRUMENTAL IN CREATING, WRITING THE RESOLUTION.

DID YOU HAVE ANYTHING YOU WANT TO SAY?

>> NO. I'M VERY EXCITED.

IT WAS FUN WATCHING DR. REED GET READY FOR IT.

SHE WAS PRETTY EXCITED AND I THINK THAT SHE TOOK THE WORDS ON THE PAGE AND MADE THEM MEAN SOMETHING TO THE DELEGATES THERE SO I THINK IT'S HUGE FOR MISD TO BE REPRESENTED THAT WAY. THANK YOU, DR. REED.

>> YES. THANK YOU SO MUCH.

THANK YOU FOR THE OPPORTUNITY, REALLY.

THE SECOND PROPOSAL WE HAD IS STILL PENDING.

THE PARTNERSHIP. BOARD MEMBER FARRAR MAYBE YOU WANT TO TALK ABOUT THIS.

IT WAS PROPOSED RESOLUTION NUMBER 2 TASB ADVOCATES WERE TAKING TEXAS FROM 41ST IN PER PUPIL FUNDING TO THE NATIONAL AVERAGE BY THE END OF THE DECADE, BY PRIORITIZING PUBLIC EDUCATION FUNDING DURING THE 89TH, 90TH, AND 91ST LEGISLATIVE SESSION.

THIS RESOLUTION WAS REPEATED AND THEREFORE HAS NOT BEEN ADOPTED YET.

I'M SAYING THAT IT'S PENDING ADOPTION. WOULD YOU LIKE TO SPEAK ON THAT?

>> I GUESS I CAN SPEAK FOR MYSELF, BUT NOTHING'S CHANGED ON THAT.

WE'RE STILL HOPING THAT THEY MAKE SCHOOL FUNDING A PRIORITY IN THIS NEXT.

WHAT LEGISLATIVE SESSION ARE WE IN NOW? WHEREVER. WHICHEVER ONE JUST STARTED AGAIN.

SCHOOL FUNDING HAS GOT TO BE A PRIORITY THAT THEY NEED TO START HAVING SOME SERIOUS DISCUSSIONS ABOUT.

I'M HOPEFUL AND I HOPE THAT THEY'RE LISTENING, WE GOT TO PUT OUR KIDS FIRST.

>> I AGREE WITH YOU. I THINK EVERYONE HERE IN THIS BUILDING AGREES WITH YOU.

I KNOW WE DO. FOR THE PREVIOUS QUARTER, WE HAD NOTHING TO REPORT.

THE NEXT STEPS ARE WE'RE ATTENDING TASB AND NTAASB, WHICH IS THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARDS.

THOSE MEETINGS ARE A PARAMOUNT, THERE IS A NTAASB MEETING NEXT WEDNESDAY, NOVEMBER 15TH, AT GARLAND HIGH SCHOOL ABOUT SCHOOL SAFETY.

I WOULD LIKE TO ENCOURAGE ALL OF US TO ATTEND, TO HEAR THE MOST RECENT FINDINGS, THE MOST RECENT RECOMMENDATIONS FOR SCHOOL SAFETY.

WE DO KNOW THAT WE'RE ALWAYS THE CUSP, WE'RE AHEAD OF THE GAME IN TERMS OF SCHOOL SAFETY, WE JUST IMPLEMENTED EVOLVE, BUT WE WANT TO MAKE CERTAIN THAT WE'RE STILL AWARE OF WHAT'S GOING ON.

FOR THE NEXT QUARTER TARGET, MANSFIELD SCHOOL BOARD MEMBERS WILL MEET TRAINING EXPECTATIONS AND WILL DEMONSTRATE SUCH TRAINING IN AND THROUGH ACTIONS.

THESE ACTIONS ARE ADVOCACY, POLICY MAKING, PROCEDURES, AND OVERALL OUTCOMES.

I'M CONFIDENT THAT WE WILL MEET THOSE GOALS. THANK YOU, MADAM PRESIDENT.

>> THANK YOU, GUYS. WE GET IT.

DID I MISS ANYBODY? I'M HAVING ONE OF THOSE EVENINGS SO BE THERE.

JUST WANTED TO MAKE SURE THEY TELL ALL OF YOU GUYS HOW MUCH I APPRECIATE ALL THE WORK THAT OUR BOARD DOES DO AND WITH ALL THE SUPPORT FROM THE STAFF BECAUSE WE DO RECOGNIZE THAT WE WOULDN'T BE NEARLY AS GOOD AS WE ARE WITHOUT ALL OF YOU GUYS.

IT DOES TAKE THE TEAM ACROSS THE BOARD LITERALLY.

THANKS TO EVERYONE FOR ALL THAT.

DR. CANTU, DO WE HAVE ANYTHING ELSE THAT YOU CAN THINK OF? BOARD MEMBERS, ANYONE HAVE ANYTHING? WITH THAT, WE WILL CALL IT ADJOURNED AT 6:36 PM.
