WE HAVE SOME OPPORTUNITIES IN FRONT OF US AS NEW DEVELOPMENTS COME ABOUT IN THE CITY, IT PRESENTS US WITH SOME CHALLENGES AS AN ORGANIZATION, BUT ALSO SOME OPPORTUNITIES AS A CITY AND AS A TEAM WITH THE DISTRICT.
WE'LL TALK A LITTLE BIT ABOUT HOW DR. CANTU AND I AND OUR ADMINISTRATIONS WORK TOGETHER AND HOW MAYBE WE CAME UP WITH A POTENTIAL SOLUTION TO A COUPLE OF ISSUES THAT BOTH OF US MAY BE HAVING OR SOME CHALLENGES WITH OUR COLLABORATIVE EFFORTS.
OBVIOUSLY, WE'LL FINISH WITH ONE OF OUR GUIDING PRINCIPLES, WHICH IS VERY SIMILAR TO THE SCHOOL DISTRICTS IN BEING BETTER TOGETHER AND BEING TOGETHER AS ONE.
IF YOU JUST THINK ABOUT GROWTH, IF WE THINK ABOUT WHAT THE CITY LOOKED LIKE IN THE FALL OF 2002, WE WERE A POPULATION OF JUST SHY OF 32,000 PEOPLE.
THAT'S REALLY NOT THAT LONG AGO WHEN YOU THINK ABOUT IT, MATTER OF FACT, THAT STARTED HERE IN 2001.
NOW I'M QUESTIONING WHETHER I SHOULD HAVE SAID THAT OR NOT.

BUT IN THE CITY, WE'VE GOT A GROWTH OF OVER 50,000 PEOPLE.
THAT'S PRESENTED US WITH SOME CHALLENGES, BUT WE'VE GOT SOME OPPORTUNITIES WE THINK WE'LL BE ABLE TO RISE TO.
>> AS THE CITY HAS GROWN, SO HAS THE SCHOOL DISTRICT.
IN THE FALL OF 2003, IF WE'RE USING THAT SAME DATA POINT, WE HAD APPROXIMATELY 20,967 STUDENTS.
NOW HERE IN THE FALL OF 2023, THAT'S GROWN BY OVER 40%.
THAT'S A LOT OF GROWTH IN 20 YEARS.
AS THE DISTRICT GROWS, SO DO THE INCREASED SUPPORTS SO THAT WE CAN CONTINUE TO DO THE GREAT THINGS FOR OUR KIDS.
WHEN WE THINK ABOUT 10 YEARS FROM NOW, WE'VE JUST TALKED ABOUT HOW WE'VE GROWN IN THE LAST 20 YEARS.
IF WE LOOK AT THE DEMOGRAPHER REPORTS AND WE PROJECT OUT 10 YEARS FROM NOW IN THE FALL OF 2023, WE'RE SET TO BE AT 38,948 KIDS SO COMING IN REALLY CLOSE TO THAT 39,000 MARK.
IN FACT, IF WE'RE SET TO GROW BY CLOSE TO 3,000 STUDENTS IN THE NEXT 10 YEARS, I THINK IT'S REALLY IMPORTANT TO HIGHLIGHT THAT THIS YEAR ALONE, FROM THE BEGINNING, FROM THE VERY FIRST DAY OF SCHOOL AS A SCHOOL DISTRICT, WE'VE ALREADY GROWN BY OVER A 1,000 STUDENTS SINCE THE FIRST DAY OF SCHOOL THIS YEAR.
I KNOW THAT DEMOGRAPHERS ARE SAYING A LITTLE OVER 3,000 IN THE NEXT 10 YEARS, BUT IN JUST ONE YEAR, WE'VE ALREADY GROWN BY 1,000.
>> AS THE DISTRICT GOES SO GOES THE CITY.
WE'VE TALKED ABOUT WHAT WE LOOKED LIKE 20 YEARS AGO, TALKED ABOUT WHAT WE LOOK LIKE TODAY.
BUT I THINK WHAT'S REALLY IMPORTANT AND THE CATALYST FOR THIS CONVERSATION TODAY IS WHAT DO WE LOOK LIKE 10 YEARS FROM NOW, 20 YEARS FROM NOW.
BASED ON OUR FUTURE LAND USE PLAN WE BELIEVE THAT IN 2033 WE WILL HAVE SURPASSED 100,000 POPULATION AND NEARING 120,000 RESIDENTS HERE IN THE CITY OF MANSFIELD.
THAT CREATES A NEED FOR US TO LOOK AT FACILITIES FOR STAFFING ALL OF THE ABOVE.
>> FOR US THERE ARE SOME CHALLENGES.
I CAN TELL YOU FOR US WE KNOW THAT IT'S TIME THAT WE NEED TO MAKE SOME DECISIONS ABOUT SOME OF OUR ADMINISTRATIVE FACILITIES.
OVERTIME AS I SAID OUR STUDENT POPULATION HAS GROWN THEREFORE OBVIOUSLY OUR STAFF POPULATION HAS GROWN.
WHEN YOU CONSIDER ALL OF THAT YOU KNOW THEN THAT THE SUPPORTS FOR BOTH OF THOSE THINGS AT THE CENTRAL OFFICE LEVEL THAT'S GROWN AS WELL.
BUT I DO WANT TO HIGHLIGHT HOWEVER WHEN WE THINK ABOUT CENTRAL OFFICE ADMINISTRATION, SCHOOL BOARD MEMBERS YOU WILL PROBABLY RECALL THIS FROM THE OCTOBER 24TH MEETING, JUST LAST MONTH WHEN MICHELE TRONGAARD DID THE FIRST REPORT.
INDICATOR 13, STATES THAT TEA REQUIRES DISTRICTS WHO ARE MORE THAN 10,000 STUDENTS,

THEY WANT YOU TO KEEP THAT DISTRICT ADMINISTRATIVE COST BELOW 8.55% AND AS A DISTRICT WE MORE THAN MEET THAT.AS A MATTER OF FACT WE'RE CONSIDERABLY LOWER AT 5.6%.
WE ARE GROWING OUR STUDENTS, WE ARE GROWING THE STAFF AND AT THE CENTRAL OFFICE LEVEL WE ARE GROWING THAT SUPPORT STAFF AT THE CENTRAL OFFICE LEVEL.
BUT WE ARE WAY BELOW THAT REQUIREMENT OF TEA.
WITH THAT DOES COME SOME CHALLENGES.
WHEN WE THINK ABOUT OUR ADMINISTRATORS THAT WORK AND ALL OF OUR SUPPORT STAFF AT THE CENTRAL OFFICE LEVEL.
WE ARE SPREAD OUT AMONGST A LOT OF DIFFERENT BUILDINGS.
THAT'S ONE OF THE CHALLENGES OF THAT IS JUST MAINTAINING THOSE FACILITIES.
WHEN YOU HAVE DEPARTMENTS THAT ARE BROKEN OUT OVER MULTIPLE FACILITIES YOU'RE MAINTAINING ALL OF THOSE FACILITIES AND ALL THE PEOPLE THAT CUSTODIAL, THE MAINTENANCE EVERYTHING THAT COMES WITH HAVING MULTIPLE BUILDINGS, YOU'RE HAVING TO MAINTAIN THAT.
CENTRALIZING INTO ONE BUILDING WILL REALLY HELP REDUCE SOME OF THOSE COSTS.
IT ALSO REALLY REDUCES OUR ABILITY FOR COLLABORATION.
AGAIN WE HAVE DEPARTMENTS THAT ARE SPREAD OUT AMONGST ONE BUILDING, AMONGST SEVERAL BUILDINGS AND AMONGST DIFFERENT SITES THROUGHOUT THE DISTRICT.
OUR CURRICULUM INSTRUCTION DEPARTMENT IS BROKEN OUT OVER MULTIPLE BUILDINGS IN MULTIPLE PLACES ALL OVER MANSFIELD ISD.

DR. CANTU AND I ARE NOW FACED WITH THE SAME THE SAME CHALLENGES AND THE SAME OPPORTUNITIES TO PRESENT TO OUR BOARDS FOR CONSIDERATION NEW FACILITIES FOR BOTH OF US.
THERE'S A DEVELOPMENT IN THE RESERVE THAT PRESENTS US WITH AN OPPORTUNITY TO PURCHASE PROPERTY FOR THE NEXT CITY HALL.

WE WOULD EXCHANGE THAT FOR GUYER FIELD AND ALL OF THE PROPERTY THAT THE SCHOOL DISTRICT OWNS AT THAT INTERSECTION ALL THE WAY BACK.
I GUESS THAT'S TO THE NORTH, ALL THE WAY TO THE NORTH OF THE ROCK GYM.
THEN THE DEVELOPMENT OFF TO THE EAST OF THAT, ON THE OTHER SIDE OF WALNUT CREEK DRIVE WHERE DOLLAR GENERAL MANSFIELD MISSION CENTERED CURRENTLY SIT, THAT WOULD BE THE EXCHANGE.

YOU CAN SEE OFTEN THE DISTANCE THAT THAT WOULD BE THE HIGH-SCHOOL.
THE BUILDINGS THAT SURROUND THE HIGH SCHOOL AND THE ROCK GYM WOULD COME DOWN, GIVING A CLEAR SHOT FROM BROAD STREET DOWN TO THE HISTORIC HIGH SCHOOL.
