[00:30:06]
I.OKAY. WE'VE GIVEN EVERYBODY A CHANCE TO STAY AROUND FOR SOME MORE FUN, BUT THEY CHOSE OTHERWISE.
SO WE WILL MOVE ON IN OUR AGENDA.
WE WILL NOW MOVE TO ITEM 8.1, THE 2023 STAR DATA INFORMATION.
[8. Instructional Focus]
DR. CANTU. YES.I WOULD LIKE TO INVITE ASSOCIATE SUPERINTENDENT FOR CURRICULUM INSTRUCTION AND ACCOUNTABILITY, JENNIFER YOUNG FORWARD TO SHARE WITH US OUR FIRST LOOK AT OUR 2023 STAR DATA. MS.. YOUNG.
CANTU. BOARD MEMBERS, I'M EXCITED TONIGHT TO SHARE WITH YOU OUR STAR DATA FROM 2023.
IF YOU'LL REMEMBER LAST MONTH I WAS HERE TALKING ABOUT OUR EOC SCORES AND AP SCORES.
AND JUST A REMINDER, WE TYPICALLY DO ALL OF THESE REPORTS THE SAME NIGHT, BUT SINCE WE HAD THE NEW TEST AND THE NEW ACCOUNTABILITY SYSTEM, WE'VE BEEN DELAYED IN GETTING THE SCORES. SO LAST MONTH YOU HEARD ABOUT HIGH SCHOOL.
AND SO TONIGHT WE WILL FOCUS ON GRADES THREE THROUGH EIGHT.
JUST AS A REMINDER TO YOU ALSO, SINCE IT IS A NEW TEST AND A NEW ACCOUNTABILITY SYSTEM, OUR DISTRICT AND CAMPUS RATINGS WILL NOT COME OUT UNTIL THE END OF SEPTEMBER.
AND SO I WANT TO START OUR PRESENTATION BY JUST REMINDING YOU THAT EVERYTHING WE DO IS GROUNDED AND ROOTED IN VISION 2030 AND HELPING ENSURE THAT OUR KIDS EARN AND COMPLETE THOSE GUIDING STATEMENTS OF READING ON LEVEL BEING MATH ON OR ABOVE LEVEL AND BEING LIVE AND COLLEGE OR CAREER READY.
AND WE DO THAT BY REALLY FOCUSING ON OUR CURRICULUM.
JUST AS A REMINDER, WE WRITE OUR CURRICULUM.
WE ALSO CALIBRATE THAT CURRICULUM.
AND SO AS A REMINDER, THIS YEAR IT WAS A STATE REQUIREMENT THAT THE TESTS WERE ONLINE.
AND SO LAST YEAR WE ACTUALLY TESTED ALL OF OUR STUDENTS ONLINE.
SO THIS WAS THEIR SECOND YEAR TO TEST ONLINE.
THE MORE SIGNIFICANT CHANGES FOR US WERE THE NEXT THREE THINGS.
SO THERE ARE NEW ITEM TYPES ON THE TEST.
AND SO THE REMAINING 25% OF THE TEST IS EVERYTHING.
I'M SORRY, MY PHONE'S RINGING.
THE REST OF THE TEST ARE THINGS THAT ARE LIKE GRID TABLES, DRAG AND DROP MULTI-SELECT WHERE THERE CAN BE TWO OR MORE ANSWERS AND A SHORT CONSTRUCTED RESPONSE, WHICH IS A SHORT WRITTEN RESPONSE, OR THE EXTENDED CONSTRUCTED RESPONSE, WHICH IS MORE OF AN ESSAY.
AND SO THE NEW ITEM TYPES, JUST BY THE NATURE INCREASE THE RIGOR OF THE TEST BECAUSE.
[00:35:05]
TO RESPOND TO THOSE NEW ITEM TYPES.THE NEXT BIG CHANGE WAS CROSS-CURRICULAR PASSAGES.
SO ON THE READING LANGUAGE ARTS TEST, YOU'RE NO LONGER JUST READING A WORK OF FICTION OR NONFICTION.
YOU'RE READING TEXT FROM OTHER CONTENT AREAS.
SO FOR EXAMPLE, YOU'RE READING A SOCIAL STUDIES TEXT, A SCIENCE TEXT.
IT COULD BE FINE ARTS, IT COULD BE MATH.
AND THEN THE LAST THING IS EVIDENCE BASED WRITING.
AND SO YOU'RE WRITING A RESPONSE TO A READING SELECTION, AND YOU CAN THE RESPONSES CAN BE THREE DIFFERENT THINGS INFORMATIONAL, ARGUMENTATIVE OR CORRESPONDENCE. MS. SO THESE ARE PRETTY SIGNIFICANT CHANGES FOR OUR THIRD THROUGH EIGHTH GRADE STAR KIDDOS.
WE'RE GOING TO LOOK PRE-PANDEMIC TO WHERE WE ARE TODAY.
WE'RE GOING TO COMPARE OURSELVES TO OTHER DISTRICTS, JUST LIKE WE DID IN THE EOC PRESENTATION.
SO ONE OF THE THINGS WE'RE WE'RE SHARING WITH PRINCIPALS AND WITH OUR CURRICULUM COORDINATORS AND OUR DEPARTMENT OF INSTRUCTION IS THIS YEAR TRULY IS GOING TO SET THE BENCHMARK FOR WHERE WE NEED TO GO MOVING FORWARD.
SO I JUST WANT TO REMIND YOU THAT TONIGHT, EVEN THOUGH WE DO OUR NORMAL COMPARISONS, IT'S REALLY HARD FOR ME TO SAY, HEY, WE REALLY INCREASED FROM LAST YEAR BECAUSE IT'S REALLY TWO DIFFERENT TESTS.
OKAY. NOW, REMEMBER, THESE ARE THIRD GRADERS.
OKAY? SO THE FIRST THING THEY HAD TO DO WAS READ TWO ARTICLES REGARDING RECYCLING.
SO THIS IS READING ACROSS CONTENTS, RIGHT? AND SO THIS IS A SCIENCE TECH.
AND SO THEY HAD STUDIED RECYCLING IN THEIR SCIENCE CLASS.
SO THESE PASSAGES WEREN'T NEW INFORMATION.
ONE OF THE PASSAGES TALKED ABOUT HOW PEOPLE NEED TO RECYCLE BECAUSE IT'S THE RIGHT THING TO DO AND THEY SHOULD DO IT OUT OF THE GOODNESS OF THEIR HEART BECAUSE IT'S GOOD FOR THE ENVIRONMENT. THE SECOND ARTICLE SAID, IF YOU WANT PEOPLE TO RECYCLE, YOU HAVE TO REWARD THEM.
AND SO IF YOU REWARD PEOPLE, THEY'LL RECYCLE.
BUT IN FOURTH GRADE, THEY'RE EXPECTED TO READ MULTIPLE TEXTS AND RESPOND.
SO EVEN THOUGH THAT'S A FOURTH GRADE TAKE, OUR KIDS WERE TESTED ON IT AT THIRD GRADE.
BUT. THAT QUESTION WAS WORTH TEN POINTS.
37% OF OUR THIRD GRADERS GOT ZERO POINTS ON THAT.
SO OF COURSE I WAS LIKE, WE'RE ALL GETTING FIRED.
AND ACROSS THE STATE, 42% OF THIRD GRADERS GOT ZERO POINTS.
AND SO WE WENT THROUGH AND STARTED LOOKING AT INDIVIDUAL STUDENT ESSAYS.
OUR KIDS HAD GOT ZERO POINTS, WERE WRITING A GREAT ESSAY IN RESPONSE ABOUT THE IMPORTANCE OF RECYCLING, BUT THEY DIDN'T USE EVIDENCE FROM BOTH OF THE PASSAGES.
AND SO WHAT'S REALLY FRUSTRATING IS WE'VE GOT A NEW TEST.
WE KNOW IT'S GOING TO BE HARDER.
AND THESE THIRD GRADERS WERE BEING TESTED AT SOMETHING THAT'S A FOURTH GRADE TEAK.
AND SO I GIVE YOU THAT EXAMPLE JUST AS A REMINDER THAT YOU'RE GOING TO SEE SOME SCORES UP HERE THAT YOU NEED TO BE VERY PROUD OF BECAUSE WE SHOWED GROWTH AND MADE GAINS PRETTY MUCH ACROSS THE BOARD AND OUR COMPARATIVE DATA LOOKS GREAT.
BUT OUR KIDS WERE ASKED TO DO A LOT AND WE DIDN'T REALLY WE WEREN'T REALLY ABLE TO PLAN WITH WHAT THE END GAME REALLY LOOKED LIKE. AND SO THERE WERE A LOT OF SURPRISES ON THE TEST.
BUT I JUST WANTED YOU TO SEE THAT ONE EXAMPLE.
ANOTHER THING TO KEEP IN MIND, IN THIRD GRADE, THIS IS AN ONLINE TEST.
SO THEY'RE HAVING TO TYPE THEIR ANSWERS.
[00:40:01]
AND SO I DON'T KNOW IF YOU'VE SEEN A THIRD GRADER TYPE RECENTLY, BUT I WILL TELL YOU THAT A SECOND GRADE TEAK IS HELPING STUDENTS LEARN WHERE THE LETTERS ARE ON THE KEYBOARD.AND SO WHILE AS A THIRD GRADER, YOU'RE LEARNING THOSE THREE PIECES OF KEYBOARDING, YOU'RE ASKED TO READ TWO PASSAGES AND WRITE AN ARGUMENTATIVE ESSAY, TYPE IT OUT ON THE COMPUTER.
SO THAT WAS VERY HIGH LEVEL QUESTION.
SO I JUST WANTED TO GIVE YOU THAT AS AN EXAMPLE IN TERMS OF WHAT THE REDESIGN ACTUALLY LOOKS LIKE.
OKAY. SO NOW LET'S LOOK AT OUR DATA.
AND AGAIN, THIS IS GOING TO LOOK VERY SIMILAR TO THE EOC DATA REPORT THAT WE DID LAST MONTH.
SO WHAT YOU'RE LOOKING AT HERE IS READING.
AND SO THIS IS GRADES THREE THROUGH EIGHT.
AND SO YOU CAN SEE THIS IS JUST MANSFIELD ISD DATA.
AND SO YOU CAN SEE THAT IS OUR AGAIN, BASELINE DATA FOR THE STAR REDESIGN FOR READING.
ONE OF THE THINGS THAT YOU'LL NOTICE ACROSS THE BOARD AS YOU'RE LOOKING AT OUR DATA IS STATEWIDE.
THERE WAS A DIP IN MEETS AND MASTERS.
AND SO STATEWIDE THERE HAS BEEN A DROP IN THE MEETS AND THE MASTERS.
AND SO AGAIN, THIS IS THE DATA JUST FOR MANSFIELD ISD IN TERMS OF MATH GRADES THREE THROUGH EIGHT.
OKAY. SO NOW LET'S LOOK AT SOME HISTORICAL DATA.
AND SO WE START WITH 2019, THE BLUE BAR, WHICH IS PRE PANDEMIC AND THEN GOES ALL THE WAY UP TO CURRENT WHICH IS IN THE LITTLE YELLOW IS YELLOW ORANGE BAR.
SIXTH, WE SAW A HUGE INCREASE AND SEVENTH WE HAD A LITTLE DIP.
AND THEN EIGHTH WE HAD AN INCREASE.
AGAIN, THE PERCENTAGES I'M SHOWING YOU HERE ARE AT THE MEETS LEVEL.
SO JUST A REMINDER, A LOT MORE STUDENTS PASS THAN THAT.
AND SO YOU CAN SEE AGAIN, WE HAVE SOME GAINS, SOME WHERE WE STAYED PRETTY STEADY.
BUT THAT IS OUR READING HISTORICAL DATA.
NOW, IF YOU'LL LOOK HERE, WE'RE GOING TO COMPARE READING TO THE STATE AND THE REGION.
AND THEN BLACK IS REGION 11 AND GRAY IS THE STATE.
AND YOU CAN SEE IN READING GRADES THREE THROUGH EIGHT, WE OUTPERFORM THE REGION AND THE STATE.
AND YOU CAN SEE IN SOME AREAS LIKE EIGHTH GRADE, WE ARE SIGNIFICANTLY HIGHER.
BUT YOU CAN SEE THAT WE'RE HIGHER ACROSS THE BOARD IN ALL GRADE LEVELS THERE.
OKAY. SO NOW LET'S LOOK AT THE SAME TWO SETS OF DATA.
THIS, AGAIN, IS THE HISTORICAL DATA FOR GRADES THREE THROUGH EIGHT.
THE BLUE WAS PRE-PANDEMIC AND THEN THE NEXT THREE YEARS WITH CURRENT YEAR IN YELLOW ORANGE.
AND YOU KNOW, FROM PREVIOUS YEARS, MATH WAS HIT PRETTY HARD BY THE PANDEMIC.
AND SO WE HAD MAJOR DROPS AFTER THE PANDEMIC.
BUT YOU CAN SEE WE'RE STARTING TO MAKE SIGNIFICANT GAINS.
AND YOU CAN SEE THAT WE INCREASED IN EVERY AREA EXCEPT SIXTH GRADE WHERE WE STAYED EXACTLY THE SAME.
BUT YOU CAN SEE A PRETTY BIG SIGNIFICANT GROWTH IN SEVENTH GRADE AND IN EIGHTH GRADE MATH THERE.
SO NOW LET'S COMPARE HOW WE DID TO THE STATE AND THE REGION IN MATH.
SO AGAIN, MANSFIELD IS IN BLUE, THE REGION IS IN BLACK AND THE STATE IS IN GRAY.
ONCE AGAIN, WE OUTPERFORM THE REGION AND THE STATE IN ALL GRADE LEVELS THERE FOR MATH.
SO NOW LET'S LOOK AT SOCIAL STUDIES AND SCIENCE.
AND SO YOU CAN SEE PRE PANDEMIC AND THEN CURRENT PERFORMANCE.
SO WE'RE TRENDING BACK UPWARDS IN SOCIAL STUDIES.
IN SCIENCE, WE HAVE A FIFTH GRADE TEST AND AN EIGHTH GRADE TEST.
[00:45:05]
SO WE TOOK A LITTLE BIT OF A DIP IN SCIENCE IN FIFTH GRADE AND A LITTLE BIT OF A GAIN IN EIGHTH GRADE SCIENCE.AND THEN THIS SHOWS HOW WE COMPARE TO THE STATE AND REGION IN SCIENCE AND SOCIAL STUDIES.
AND THEN THE LAST ONE IS SOCIAL STUDIES.
AGAIN, WE OUTPERFORM THE STATE AND THE REGION ON ALL THREE OF THOSE TESTS.
SO NOW I WANT TO SHARE WITH YOU OUR COMPARISON DATA.
JUST AS A REMINDER, WE HAVE TWO DIFFERENT SETS OF COMPARISON DATA FOR YOU JUST THE LOCAL AREA DISTRICTS THAT WE TYPICALLY COMPARE OURSELVES TO, AND THEN THE NEW SET OF DISTRICTS THAT WE'RE COMPARING OURSELVES TO BASED ON THEIR SIZE AND THEIR ECONOMIC DISADVANTAGED GROUP. SO HERE YOU CAN SEE THE REGIONAL COMPARISON, AND THIS IS GRADE THREE AND YOU CAN SEE GRADES THREE, READING AND MATH.
AGAIN, EVERYTHING THAT'S GREEN MEANS THAT WE OUTPERFORMED THOSE DISTRICTS.
AND SO YOU CAN SEE LOTS OF GREEN ON THAT THIRD GRADE SLIDE.
HERE IS FOURTH GRADE AGAIN, READING AND MATH.
WHEN WE GET TO FIFTH GRADE, YOU SEE READING MATH AND SCIENCE.
IF YOU'LL NOTICE, WE HAVE A TON OF GREEN ON MATH, A LOT OF GREEN ON READING.
BUT AGAIN, WE REALLY SAW A LOT OF GROWTH THIS YEAR ON SEVENTH GRADE MATH.
AND THEN EIGHTH GRADE, WE'VE GOT THESE FOUR DIFFERENT TESTS HERE.
WE'VE GOT READING, MATH, SCIENCE AND SOCIAL STUDIES.
SO A LOT OF GREEN ON READING, A LOT OF GREEN ON SCIENCE AND SOCIAL STUDIES.
I WANT TO POINT OUT THAT EIGHTH GRADE MATH IS KIND OF AN ANOMALY FOR US JUST BECAUSE THE WAY WE'RE SET UP AND HOW WE TEST OUR EIGHTH GRADERS, HURST-EULESS-BEDFORD KELLER, MIDLOTHIAN, ANY OF THEIR SEVENTH GRADERS THAT ARE TAKING ADVANCED MATH, THEY TAKE THE EIGHTH GRADE MATH STAAR TEST.
AND SO WE DO NOT HAVE SEVENTH GRADERS TAKING THE EIGHTH GRADE STAAR.
SO THE ONLY STUDENTS TAKING THE EIGHTH GRADE STAAR FOR US OR ARE ON GRADE LEVEL.
EIGHTH GRADERS, OUR ADVANCED EIGHTH GRADERS ARE TAKING ALGEBRA ONE.
SO THOSE ARE OUR NORMAL COMPARISON GROUPS.
AND NOW HERE'S OUR NEW COMPARISON GROUPS THAT WE STARTED USING THIS YEAR.
AND SO THIRD GRADE READING AND MATH, YOU CAN SEE WE COMPARE VERY FAVORABLY WITH OUR LIKE DISTRICTS.
AGAIN, YOU CAN SEE IN THE EIGHTH GRADE MATH CATEGORY, A BIG DIFFERENCE IS AT THE MASTERS LEVEL.
AND AGAIN, IN A YEAR WHERE IT'S HARD TO COMPARE WHAT WE DID THIS YEAR TO LAST YEAR, WE CAN AT LEAST COMPARE OURSELVES WITH HOW EVERYONE ELSE DID ON THIS SAME TEST. AND SO AGAIN, THE CHALLENGE FOR US AND THE MOST IMPORTANT QUESTION ISN'T, WELL, WHAT HAPPENED OR WHAT DID YOU DO? BUT THE MOST IMPORTANT THING IS WHAT'S NEXT? AND SO AS A CURRICULUM DEPARTMENT, WE'VE ALREADY ANALYZED EACH ONE OF THE TESTS.
WE LOOK AND SEE IF A DISTRICT HAS AN AREA OF STRENGTH, BUT A PARTICULAR CAMPUS IS STRUGGLING.
WE KNOW HOW TO SUPPORT THOSE CAMPUSES AND WE'RE ALSO USING THIS TO EVALUATE OUR CURRICULUM.
SO THE GREAT THING IS, AS YOU GUYS WILL REMEMBER, WE ARE HAVING A CURRICULUM AUDIT IN OCTOBER.
[00:50:01]
BEING TESTED.AND SO WE'LL CONTINUE TO FOCUS ON OUR CORE PROCESSES OF MAKING SURE OUR CURRICULUM IS ALIGNED AND CONSTANTLY CALIBRATING THE CURRICULUM WITH THE WORK, USING OUR CONTINUOUS IMPROVEMENT PROCESS, WITH THE CADENCE OF ACCOUNTABILITY AND REALLY USING THAT PLC PROCESS TO ENSURE HIGH LEVELS OF LEARNING FOR ALL KIDS.
AND SO WITH THAT, I'LL OPEN IT UP FOR ANY QUESTIONS YOU HAVE.
OKAY, THANK YOU. TRUSTEES WILL START TO MY RIGHT.
MR. TIPPING. THANK YOU, MISS CHUNG, FOR THE PRESENTATION.
JUST ONE QUESTION TO START WITH.
WAS THERE A LOT OF EXAMPLES OF THAT? I MEAN, WAS THAT VERY COMMON THAT WE'RE SEEING? I WILL TELL YOU THAT WE'RE SEEING MORE OF THAT IN TERMS OF THE WRITING PIECE, BECAUSE WRITING SCAFFOLDS SO MUCH ON TOP OF EACH OTHER IN THIRD GRADE, FOR EXAMPLE, OR IN SECOND GRADE, THEY'RE ASKED TO WRITE A BRIEF COMMENT.
AND THEN IN THIRD GRADE, THEY'RE ASKED TO WRITE A RESPONSE.
AND THEN IN FOURTH GRADE, THEY WRITE RESPONSES ACROSS MULTIPLE TEXTS.
AND SO IT JUST LAYERS ON TOP OF EACH OTHER.
I THINK, AGAIN, ANY TIME YOU DO SOMETHING FOR THE FIRST TIME, YOU HAVE TO LEARN AND IMPROVE.
AND I THINK THE STATE HAS HAD A LOT OF FEEDBACK FROM PEOPLE LIKE US ABOUT ABOUT THIS ISSUE.
AND SO I'M SURE THAT THAT WILL GET ADDRESSED.
WELL, THAT WAS GOING TO BE MY FOLLOW UP, IS, YOU KNOW, IF THE TEACHERS AREN'T ALIGNING WITH WHAT THE STAAR TEST WAS, YOU KNOW, WHAT ARE THE EXPECTATIONS MOVING FORWARD? IS IT FOR THE TEACHERS TO CHANGE, FOR THE STAR TEST TO CHANGE, FOR US TO HAVE TO ADAPT TO THAT? OR OR WHAT EXACTLY DO WE KNOW? YEAH. AND I THINK IT'S JUST IT'S TO DID THE TEST AND NOW THEY'RE GOING TO EVALUATE.
AND SO, YOU KNOW, I THINK IT'S JUST THE THE PROCESS OF JUST ADAPTING AND ADJUSTING AND REVISING.
AND AGAIN, ONE OF THE THINGS WE'RE MEETING WITH PRINCIPALS TOMORROW AND ONE OF THE THINGS I WAS SHARING WITH MY TEAM YESTERDAY IS WE HAVE TO MAKE SURE WE DON'T HAVE KNEE JERK REACTIONS. AND IF WE WERE TO JUST LOOK AND SAY 37% OF OUR KIDS GOT A ZERO, WE'VE GOT TO REDO EVERYTHING WE'VE TAUGHT THEM ABOUT WRITING AND TOTALLY CHANGED COURSE THAT THAT'S NOT SMART.
AND SO WE'VE GOT TO MAKE SURE THAT WE'RE WE'RE DOING AN ACCURATE ANALYSIS OF OUR PROCESSES AND PROCEDURES AND CURRICULUM AND MAKE THE ADJUSTMENTS NECESSARY WHEN NEEDED AND STAY THE COURSE WHERE WE KNOW WE'RE DOING THE RIGHT WORK.
RIGHT. THE STATE OF TEXAS HAS ALWAYS GIVEN THAT GRACE.
HEREAFTER SO THEY COULD WORK OUT THESE KINKS.
AS FAR AS WITH HANDING OUT RATINGS.
IT'S STILL CALLED THE STAR, BUT IT IS STILL A SIGNIFICANT OVERHAUL OF THE TEST.
AND SO RATINGS ARE STILL COMING OUT.
CHUNG SAID, THERE'S BEEN A LOT OF FEEDBACK THAT'S BEEN GIVEN.
AND SO WE'LL WE'LL SEE WHAT HAPPENS FROM THIS POINT.
OKAY. ARE THERE ANY OTHER QUESTIONS ON THE SIDE? OKAY. HE ASKED MY QUESTION.
OKAY. I DIDN'T REALLY HAVE A QUESTION, BUT I WANTED TO SEE IF YOU HAD ANYTHING TO ADD.
CANTU JUST STATED, WHEN WHEN YOU MAKE THOSE TRANSITIONS, A LOT OF TIMES WHEN WE ARE DEVELOPING THOSE CURRICULA, WHAT WE'RE DOING IS MEASURING OR KIND OF CALIBRATING THOSE EXPECTATIONS, BUT HAVING THIS KNOWLEDGE THAT IT WAS 42% MEANS THAT I KNOW YOU'RE GOING TO GO BACK TO THE DRAWING BOARD, BUT IT ALSO MEANS THAT YOU'RE ALREADY PREPARING FOR OUR TEACHERS TO BE WELL EQUIPPED TO ADMINISTER TEST ASSIGNMENTS SKILLS. THE PLCS WILL REFLECT THAT.
SO IF YOU WANT TO SPEAK TO THAT, THAT WOULD BE PRIOR TO OUR MEETING TONIGHT.
[00:55:08]
AND EVERY STUDENT WHO FOLLOWED THE RACE METHOD EARNED SIGNIFICANT POINTS ON THE WRITING PROMPT.AND SO WE KNOW THAT THAT METHOD WORKS AND WHERE IT WAS USED, IT WAS SUCCESSFUL.
WE'VE GOT TO KEEP IT AND WE'VE GOT TO KEEP, YOU KNOW, IMPLEMENTING IT AND REFINING IT.
AND THEN WHERE IT WASN'T USED, HOW DO WE ENSURE THAT THE TEACHERS ARE USING THESE METHODS THAT WE KNOW WORK? AND SO BEING ABLE TO DRILL DOWN AND LOOK AT THE ACTUAL STUDENT WORK IS IS VERY HELPFUL.
ALL RIGHT. THANK YOU. SO NOW IT TAKES US TO ITEM 9.1.
[9. Presentation]
DR. CANTU. YES.I WOULD LIKE TO INVITE MICHELLE TRONGAARD FORWARD TO DO A PRESENTATION RELATED TO THE 2023 TAX RATE.
THANK YOU. DR. CANTU, PRESIDENT LECKY WILSON AND ESTEEMED BOARD OF TRUSTEES.
OKAY. TRYING TO EXPLAIN THIS VERBALLY IS VERY HARD.
SO I WANTED TO DO SOME KIND OF PRESENTATION HERE.
SO AS PART OF OUR OUR BUDGET ADOPTION.
AND THEN WE HAD THE SECOND THING IS OUR TAX RATE, TAX RATE, ADOPTION.
SO WE'VE DONE ALL OF THESE THINGS AS PART OF THE BUDGET PROCESS, THOUGH.
AND IF YOU ALL RECALL, IT WAS 9% AT THE TIME.
AND THEN WE GET THE CERTIFIED VALUES, WE TAKE A LOOK AND WE GO, OKAY, WHAT'S GOING TO CHANGE FROM THIS POINT GOING FORWARD? HOW ARE WE GOING TO GET FROM THERE TO BY THE TIME WE ADOPT OUR BUDGET AND THEN ADOPTING A TAX RATE, KNOWING THAT WHAT'S ABOUT TO HAPPEN IN LEGISLATIVE SESSION.
SO WE'VE GOT OUR HOMESTEAD EXEMPTIONS COMING UP.
WE KNEW THAT POSSIBLY A NEW APPRAISAL CAP WAS COMING ON, SO WE ADOPTED OUR BUDGET HERE.
WE DID A PUBLIC WELL ADOPTED BUDGET.
WE DID A NOTICE THAT WAS DONE AS WELL.
JULY 25TH IS WHAT THE CERTIFIED VALUES COMING FROM OUR APPRAISAL DISTRICTS.
WE HAVE JOHNSON COUNTY AND TARRANT COUNTY.
BOTH OF THOSE CAME IN AND THEY GAVE US TWO CERTIFIED VALUES.
THEY GAVE US $100,000 HOMESTEAD EXEMPTION AND A AND A $40,000 HOMESTEAD EXEMPTION.
AND I'LL GO THROUGH THAT, WHAT WE USE FOR THAT.
AND THEN BY THAT TIME WE COME TO TONIGHT TO ADOPT THE TAX RATE.
SO FOR THE PROCESS BEHIND THE SCENES, WE ALSO HAVE THE SITUATION WHERE WE HAVE OUR CALCULATIONS WITH TEXAS EDUCATION AGENCY THAT WE CALCULATE OUR MAXIMUM COMPRESSED TAX RATE.
SO BY BETWEEN THE TIME WE RECEIVE OUR CERTIFIED VALUES AND BY AUGUST 5TH, WE RECEIVED OUR MAXIMUM COMPRESSED TAX RATE. SO THAT'S YOUR FIRST LAYER.
THAT WAS THE VERY FIRST SIGN OF GOING FORWARD WITH AN ADOPTION OF A TAX RATE.
AND I'LL GO SHOW YOU THAT IN JUST A MINUTE.
SO WE ARE IN THAT TIMELINE HERE.
WE SEE THAT THE TWO VALUES FOR THE $40,000 HOMESTEAD EXEMPTION SHOWS A WHOPPING 19.15% INCREASE FROM LAST YEAR.
OKAY. WHEN WE DID OUR MAXIMUM COMPRESSED TAX RATE WITH TIA, WE USE THE 40,000 HOMESTEAD EXEMPTION.
SO WHAT DOES THAT MEAN TO A TAXPAYER? THEY GET THE BENEFIT OF IT.
SO IT'S A LOWER TAX RATE BECAUSE THE VALUES WERE HIGHER.
OKAY. SO THAT STARTS WITH A LOWER MAXIMUM COMPRESSED TAX RATE.
AND THAT IS ACTUALLY WE ARE AT THE FLOOR AND WE'RE GOING TO TALK ABOUT THAT IN A SECOND.
THE SECOND PART OF THE EQUATION WAS THE 100,000 HOMESTEAD EXEMPTION, AND THAT'S BASED ON THE COLLECTIONS BECAUSE THEY'RE GOING FORWARD WITH SENDING OUT THE TAX STATEMENTS TO THE TAXPAYERS, ALL OF US AS TAXPAYERS.
THOSE ARE BASED ON THE 100,000 HOMESTEAD EXEMPTION.
AND THEN AND BUT IT'S PENDING VOTER APPROVAL IN NOVEMBER.
OKAY. SO WE SAID 9% WAS THE BUDGET ESTIMATE, 8.4, 9%.
[01:00:04]
SO NOT TOO BAD OF A CRYSTAL BALL.AND THIS IS WHAT HAPPENED BEHIND THE SCENES AT TEXAS EDUCATION AGENCY.
THAT WAS THE MAXIMUM COMPRESSED TAX RATE.
AND THEN WE HAD OUR 88TH REGULAR SESSION.
AND THEN WE HAVE ONE MORE STEP THAT WILL BE ON THE BALLOT UNDER SENATE BILL TWO.
THAT WAS THE SPECIAL SESSION THAT LOWERED IT TO THAT GREEN BOX RIGHT THERE.
THEY HAVE THE CEILING IN THE FLOOR AND YOU CAN ONLY GO 90%.
SO WHAT DOES THAT MEAN? IN SIMPLISTIC TERMS, THE AVERAGE STATE PROPERTY VALUES INCREASED FOR THE CONTROLLER WAS ESTIMATED AT 4.43%.
THIS IS WHAT DRIVES THE COMPRESSED TAX RATE.
AND THERE'S THE GRAPH THAT DISPLAYS THAT.
ALL RIGHT. SO THE FIRST TIER IS OUR MAXIMUM COMPRESSED TAX RATE AT 0.6192.
THOSE ARE THOSE 17 PENNIES, ENRICHMENT PENNIES.
THAT WAS FROM THE VATRA 13 OF THOSE AT LEAST.
AND THEN THE INTEREST AND SINKING FUND TAX RATE AT $0.36, WHICH IS A TOTAL OF $1 1.1492, AND IT'S SHOWING AN 18.54 CENT DECREASE OVER PRIOR YEAR.
SO THAT WENT FROM $1.33 46 TO $1 1492 IS A PROPOSED TAX RATE FOR 2324.
THE BLUE PORTION OF THAT IS THE MAINTENANCE AND OPERATIONS SUPPORTING THE GENERAL FUND.
AND THE RED PORTION OF THAT IS OUR INTEREST IN SINKING FUND, THE SUPPORTS OUR BOND DEBT.
WE DO HAVE THREE MOTIONS TO MAKE BASED ON THE THE TAX CODE, SECTION 2605 AND ZERO FOUR.
AND THE FIRST MOTION IS THE NO NEW REVENUE RATE.
AND WE ARE AT 1.126549 BASED ON THE TRUTH AND TAXATION.
AND BUT THE PROPOSED TAX RATE, YOU'RE SAYING IS 1.1492.
WE GET A LOT OF QUESTIONS OR CONFUSION IS WHY ARE WE GOING ABOVE THE NO NEW REVENUE RATE? ONE, THERE'S TWO THERE'S A COUPLE REASONS.
WE'RE VERY, VERY DIFFERENTLY FUNDED.
SO IF WE WERE IN A WORLD WHERE PROPERTY VALUES AND TAX RATES WERE THE MAIN WAY WE DO OUR FUNDING, THAT WOULD BE THAT WOULD BE MORE IN LINE WITH HOW IT'S OPERATED.
BUT WE HAVE A LOT OF MECHANISMS SUCH AS ENROLLMENT AND THE WEIGHTED FUNDINGS AND THE WAY IT DOES THE TAX RATES OR THE TAX VALUES GO UP, THE STATE AID GOES UP.
THERE'S A LOT OF MOVING PARTS IN THERE THAT WE CAN'T DO ALL THE TIME IS JUST A NO NEW REVENUE RATE.
AND THEN THE SECOND PIECE WAS THE FLOOR THAT WE'RE ALREADY AT THE FLOOR.
WE'RE ALREADY AT THE VERY BOTTOM FROM THE MAXIMUM COMPRESSED TAX RATE.
SO REALLY, THAT'S IT? THAT'S ALL I HAVE ON MY TAX RATE PRESENTATION.
THIS TIME, TRUSTEES, I'LL START TO MY LEFT.
DOES ANYONE HAVE ANY QUESTIONS OR COMMENTS? DR. REID, THANK YOU FOR EXPLAINING THAT TO TO ME WHERE I CAN UNDERSTAND IT.
YOU KNOW, I HAVE A LOT OF QUESTIONS ABOUT MONEY, BUT BUT THANK YOU FOR EXPLAINING WHERE I THINK EVERYONE CAN UNDERSTAND AND THEN GIVING THE EXPLANATION ABOUT WHERE THE MONEYS ARE GOING. I APPRECIATE IT.
WE DON'T KNOW HOW YOU DO IT, BUT WE APPRECIATE EVERYTHING YOU DO.
THANK YOU. THIS FOR JUST A COUPLE QUESTIONS.
IF WE CAN GO BACK TO THE SECOND TO THE LAST OF THE THE SLIDE JUST BEFORE THIS AND JUST KIND OF REITERATE THE NO NEW REVENUE RATE IS 1.12.
SO WE'RE AT THE LOWEST WE'RE AT THE LOWEST PART IN THE I FORGET WHAT THE NUMBER IS.
[01:05:02]
THE INITIAL NUMBER IS 0.6.SO WE CANNOT GO ANY LOWER THAN THAT.
REALLY, WHAT DRIVES UP THAT NUMBER FROM THE 1.12 TO THE 1.14 HAS TO DO ALSO WITH THE PENNIES, IS THAT CORRECT? YES. OKAY.
SO IS THERE ANY TAX RATE THAT WE COULD ADOPT ANY LOWER THAN WHAT WE'RE PROPOSING TONIGHT? WE COULD.
IT WOULD BE LESS AND LESS FUNDING FOR THE DISTRICT, BUT WE WOULD BE TAKING AWAY SOME OF OUR VOTES.
I'M SORRY, IT GOES BACK TO THE VOTER.
CORRECT. IS THAT CORRECT? THAT'S WHAT I JUST WANTED TO MAKE SURE THERE WAS AN UNDERSTANDING OF THAT.
EVERYONE'S GOOD. WELL, YOU DID THAT GOOD OF A JOB.
LIKE DR. REID SAID, THAT WE ALL MAYBE UNDERSTOOD SOMETHING BETTER THIS TIME.
THANK YOU. WE THANK YOU FOR ALL YOUR HARD WORK.
I WOULD LIKE TO INVITE JEFF BROGDON, PAUL CASH, JENNIFER YOUNG AND DAVID WRIGHT.
WE HAVE A WHOLE TEAM COMING COMING UP.
AND WHILE THEY'RE MAKING THEIR WAY, I JUST WANT JUST A LITTLE BRIEF INTRO.
LAST FALL, WE BEGAN A CONVERSATION HERE IN THE DISTRICT AT THE ADMIN LEVEL ABOUT REALLY SURROUNDING ENROLLMENT AT DISTRICTS ACROSS THE DISTRICT, AT OUR DIFFERENT CAMPUSES.
WE ALSO WERE DISCUSSING THIS ALONGSIDE THE UTILIZATION OF BUILDINGS AND SPACE.
AND SO TONIGHT, WE ARE GOING TO SHARE THE RESULTS OF ALL OF THIS WORK AND SEEING, YOU KNOW, AS WE KIND OF LOOK TOWARD SOME LONG RANGE SOLUTIONS FOR ALL OF THESE THINGS.
SO I'LL TURN IT OVER TO MR. BROGDON. THAT'S A GREAT INTRODUCTION.
PRESIDENT WILSON, SUPERINTENDENT CANTU AND BOARD MEMBERS, WE ARE PRESENTING TO YOU TONIGHT THE RECOMMENDATIONS FROM OUR ADVISORY COMMITTEES FOR THE ATTENDANCE ZONES, CAPACITY AND UTILIZATION AND CHOICE SCHOOLS.
SO THE COMMITTEE'S PURPOSE THIS IS REALLY THE DRIVING COMMITTEE PURPOSE FOR ALL THREE SUBCOMMITTEES.
THAT WAS TO LOOK AT PROJECTED GROWTH, OUR ATTENDANCE ZONES, OUR BUILDINGS, CAPACITIES, AND HOW ARE WE UTILIZING OUR BUILDINGS AS WELL AS OUR CHOICE SCHOOL PROGRAMS. AND SO THE COMMITTEES WERE TO STUDY THOSE, COME UP WITH SOME SOLUTIONS AND RECOMMENDATIONS AND PASS THOSE ON TO THE SUPERINTENDENTS CABINET, WHICH HAS HAPPENED.
SO ABOUT THIS COMMITTEE, WE HAD OVER 82 MEMBERS.
AND SOMETIMES LIFE GETS IN THE WAY AND SOMETIMES PEOPLE HAVE TO DROP OUT.
SO WE DID SELECT SOME ALTERNATES.
SO REAL QUICKLY, BOARD OF TRUSTEES, YOU GAVE US 14 APPOINTEES, A SUPERINTENDENT, TEN.
WE HAD 16 STAFF MEMBERS AND EIGHT ADMINISTRATORS.
WE HAD 34 FROM OUR COMMUNITY, PLUS A FEW ALTERNATES.
THEY CAME FROM A POOL OF 400 VOLUNTEERS, AND THESE FOLKS WERE SELECTED AT RANDOM.
I THINK THAT MAY BE THE LARGEST VOLUNTEER POOL THAT WE'VE EVER HAD.
AND ONE LAST THING ABOUT THE COMMITTEES.
WHEN WE STARTED OUT, EVERYBODY WAS TOGETHER.
WE WENT OVER A LOT OF INFORMATION IN THE FIRST MEETING, BUT WE GAVE EVERYBODY THE OPPORTUNITY.
WHAT SUBCOMMITTEE DO YOU WANT TO SERVE ON? AND FORTUNATELY, WE WERE ABLE TO AWARD EVERYBODY THEIR FIRST CHOICE.
AND SO IF THEY PICKED CHOICE SCHOOLS, THEY GOT IT.
IF THEY WERE ON CAPACITY AND UTILIZATION, THEY GOT IT INTERESTED IN ATTENDANCE ZONES, THEY GOT IT.
GARY DECLINED THE MEETING INVITATION.
THAT'S ONLY FUNNY IF YOU KNOW WHERE HE IS.
THE CHOICE SCHOOLS WAS LED BY JENNIFER YOUNG AND DONALD WILLIAMS. CAPACITY AND UTILIZATION WAS LED BY MYSELF AND MY FRIEND DR.
PAUL CASH. SO EVERYBODY'S PRIORITY, REGARDLESS OF WHAT COMMITTEE YOU WERE SERVING ON, WAS TO LOOK AT THE GEOGRAPHICAL AREAS SERVED BY EACH ONE OF OUR CAMPUSES, STUDY WHAT THE PROJECTED GROWTH IS, AND THE CURRENT OVERCROWDING COME UP WITH PLANS THAT WERE THAT ADDED STABILITY OVER TIME SO THAT WE WOULDN'T HAVE TO REVISIT THIS FOR SEVERAL YEARS, COME UP WITH RECOMMENDATIONS ON HOW WE UTILIZE OUR CAMPUSES AND WHAT WHAT MORE DO WE WANT TO DO WITH CHOICE SCHOOLS?
[01:10:02]
YOU KNOW, WE ALREADY HAVE SOME CHOICE SCHOOLS, BUT HOW DO WE WANT TO EXPAND THOSE PROGRAMS? SO REAL QUICK, I'M NOT GOING TO READ EACH ONE OF THESE, BUT ESSENTIALLY EACH COMMITTEE REVIEWED A LOT OF DATA AND WE DID A LOT OF BRAINSTORMING AND WE CHARTED A LOT OF IDEAS.AND FROM THOSE IDEAS, THEY WERE VETTED AND THOSE VETTED IDEAS MADE IT FORWARD TO THE MAIN COMMITTEE.
AS WE CAME BACK TOGETHER, THREE COMMITTEES CAME BACK TOGETHER AS ONE LARGE ONE.
THOSE RECOMMENDATIONS WERE EVENTUALLY REPORTED TO THE SUPERINTENDENTS CABINET.
AND THEN TONIGHT, THE FINAL STEP WOULD BE TO GIVE THOSE RECOMMENDATIONS TO OUR BOARD OF TRUSTEES.
SO MEETINGS, IF YOU'RE FAMILIAR WITH OUR CHARTER, WE STARTED OUT WITH FOUR MEETINGS.
WE QUICKLY REALIZED AFTER THE FIRST TWO MEETINGS THAT FOUR WAS NOT GOING TO BE ENOUGH.
AND I CERTAINLY APPRECIATE THE COMMITTEE MEMBERS THAT THAT HUNG IN WITH US AND WENT THE DISTANCE.
WHAT ACTUALLY HAPPENED IN THOSE FIRST TWO MEETINGS WAS A LOT OF DATA REVIEW.
THE LAST TWO MEETINGS WERE PRESENTING THOSE IDEAS TO THE COMMITTEES.
AS THE COMMITTEE, THE SUBCOMMITTEES, TO THE LARGE COMMITTEE.
A LOT OF WORK, VERY PROUD OF EVERYBODY THAT SERVED.
FINALLY, ON JUNE THE 22ND, WE HAD A COMMUNITY MEETING AT THAT COMMUNITY COMMUNITY MEETING.
EACH SUBCOMMITTEE PRESENTED THEIR IDEAS AND RECOMMENDATIONS.
WE ALSO RECEIVED PUBLIC COMMENTS.
WE HAD THREE SECTIONS OF PUBLIC COMMENTS.
OBVIOUSLY, A LOT OF THE QUESTIONS WERE REPETITIVE, SO WE DIDN'T ANSWER THE SAME QUESTION SIX TIMES.
WE GATHERED THOSE TOGETHER AND IF THEY WERE SIMILAR ENOUGH, WE ANSWERED THEM ONE TIME.
ALL OF THAT INFORMATION CAN BE FOUND ON OUR WEBSITE UNDER OUR Q AND A UNDER THIS COMMITTEE'S WORK.
PAUL CASH IS GOING TO BE PRESENTING THE RECOMMENDATIONS FROM THE CAPACITY AND UTILIZATION.
HE'LL BE FOLLOWED UP BY JENNIFER YOUNG ON CHOICE SCHOOLS.
AND THEN DAVID WRIGHT IS GOING TO WRAP US UP ON THE ATTENDANCE ZONE COMMITTEES.
DR. CASH. THANK YOU, MR. BROGDON. THE UTILIZATION AND CAPACITY SUBCOMMITTEE, THEY LOOKED AT A LOT OF ENROLLMENT.
LIKE MR. BROGDON SAID, WE CRUNCHED A LOT OF DATA IN ORDER TO MAKE THESE RECOMMENDATIONS.
AND SO BUT THEIR TASK WAS TO LOOK AT ENROLLMENT DATA AND MAKE RECOMMENDATIONS TO BETTER UTILIZE THE CAMPUSES WE HAVE AND THEN LOOK AT HOW CAN WE INCREASE AND POTENTIALLY INCREASE ENROLLMENT IN THE DISTRICT.
AND THEN YOU'LL YOU'LL KIND OF SEE WHAT IT DOES FOR INTERMEDIATE.
BUT WHAT'S IMPORTANT ABOUT THIS IS THIS THIS AREA STEMS FROM A 22, 23 DEQ RECOMMENDATION THAT WE NEED TO MAKE SURE THAT WE HAVE AN EFFICIENT USE OF OUR FACILITIES. AND SO THE BEST WAY TO DO THAT IS TO STUDY HOW ARE THEY BEING UTILIZED.
AND SO THE FIRST STEP TO THAT IS LOOK AT YOUR ELEMENTARY CAMPUSES.
SO IN THE YEAR 2223, OUR ENROLLMENT AT THE ELEMENTARY LEVEL WAS 12,674.
SAME THING IS TRUE INTERMEDIATE JUST OVER 2000 OPEN SEATS IN 2020 2223 MIDDLE SCHOOL, 17,025.
AND THEN OUR HIGH SCHOOLS, YOU KNOW, ABOUT 911 SEATS.
WHAT'S CRITICAL THERE IS IT'S NOT NECESSARILY THE NUMBER OF SEATS THAT ARE AVAILABLE OR OPEN.
AND SO WE'LL TALK ABOUT THAT A LITTLE BIT LATER.
AND SO REALLY AS A GROUP, THEY LOOKED AT ALMOST 12,000 OPEN SEATS.
WHAT CAN WE DO TO BETTER UTILIZE THAT SPACE? SO THIS SLIDE IS JUST A SUMMARY OF THAT.
SO REALLY, WE UTILIZE 76% OF ALL OUR CLASSROOMS WITH THE CAPACITY THAT WE HAVE.
AND THEN TEN YEARS YOU COME UP AND YOU DON'T HAVE ENOUGH SPACE.
[01:15:02]
WE WOULD STILL HAVE JUST OVER 8000 AVAILABLE SEATS.SO WHEN YOU LOOK SO SO THIS LET'S DIVE DOWN A LITTLE BIT INTO THIS THESE THIS SLIDE REPRESENTS 14 ELEMENTARY SCHOOLS THE ONES AND THEY SPLIT UP INTO TWO CATEGORIES.
THE FIRST CATEGORY IS ELEMENTARY SCHOOLS THAT ARE LESS THAN 50, 50% CAPACITY.
AND THOSE ARE THE SCHOOLS THAT ARE HIGHLIGHTED IN YELLOW.
AND THEN THE OTHER TEN ARE HIGHLIGHTED IN CORAL AND THEY REPRESENT A GROUP THAT ARE AT OR BELOW 75%.
SO WHEN YOU LOOK AT THIS CHARLOTTE ANDERSON, KENNETH DAVIS, IMOGENE GIDEON AND THELMA JONES ARE FOUR, FOUR CAMPUSES THAT IF YOU LOOK FROM THIS YEAR THROUGHOUT 32, 33 REMAIN UNDER 50% CAPACITY OF THEIR ENROLLMENT.
SO THESE 14 CAMPUSES, IF YOU LOOK AT THAT TOTAL OF OPEN SEATS THAT WE HAD THIS YEAR, IT'S ALMOST 5000 WELL FROM THE SLIDE BEFORE, THESE 14 ELEMENTARY SCHOOLS REPRESENT 5000 OF THE 7066 SEATS THAT WE HAD OPEN THIS LAST YEAR.
SO THE COMMITTEE REALLY LOOKED AT THAT.
AND ANOTHER IMPORTANT FACTOR, WHEN YOU DON'T WANT TO WHEN YOU WANT TO BE CAUTIOUS AND DON'T WANT TO MAKE A MISTAKE, THESE 14 CAMPUSES ONLY GROW 300 STUDENTS OVER THE NEXT TEN YEARS. AND SO THAT'S THAT'S THE INFORMATION THAT THE COMMITTEE WORKED OFF OF WHEN WE MOVED TO INTERMEDIATE MIDDLE SCHOOLS.
THE CORAL COLOR ARE THE ONES THAT ARE AT OR ABOVE 75%.
BUT, YOU KNOW, CROSS TIMBERS CHANGED A LITTLE BIT.
WE ADDED THE FINE ARTS ACADEMY THERE AND WE MADE SOME FACILITY CHANGES.
WE AND WE TOOK OVER ABOUT 17 CLASSROOMS TO MAKE THAT A FINE ARTS ACADEMY.
SO THE CAPACITY OF CROSS TIMBERS IS GOING TO BE A LITTLE LOWER THAN THAT.
THE OTHER NUMBER THAT COMES INTO PLAY THERE IS THE FINE ARTS ACADEMY JUST HAD FIFTH GRADE.
AND SO THAT'LL BE ADJUSTED THERE.
1700. BUT IF YOU LOOK OVER THE TEN YEARS.
INTERMEDIATE SCHOOLS, WE EXPECT THEM TO GROW BY ABOUT 740 STUDENTS.
SO REALLY, IF YOU HAVE 2000 NOW, THAT PUTS YOU SOMEWHERE IN THE BALLPARK OF OF 1200.
AND WE ALSO EXPECT OUR MIDDLE SCHOOL CAMPUSES TO GROW 500 STUDENTS OVER THE NEXT TEN YEARS.
AND SO THAT NUMBER GETS DOWN TO ABOUT 1200.
SO WHEN WE LOOK AT OUR HIGH SCHOOLS, THE INFORMATION THAT WAS GIVEN TO THE COMMITTEE TALKS ABOUT OUR THREE HIGH SCHOOLS LAKERIDGE I'M SORRY, TWO HIGH SCHOOLS, LAKERIDGE AND LEGACY.
IF YOU LOOK AT THOSE ACROSS THE BOARD, THEY PRETTY MUCH ARE AT OR ABOVE CAPACITY.
AND OVER THE NEXT TEN YEARS THEY REMAIN AT OR ABOVE CAPACITY.
WHEN YOU LOOK AT MANSFIELD HIGH, IT'S AT CAPACITY.
IT DOES DIP A LITTLE, BUT IT BASICALLY REMAINS AT OR SLIGHTLY BELOW CAPACITY FOR THE NEXT TEN YEARS.
AND BUT THEN WHEN YOU LOOK AT SUMMIT TIMBERVIEW, THEY ARE CORAL COLOR.
THEY SAID, OKAY, WE HAVE SEATS HIGHER NUMBER OF SEATS AT TIMBERVIEW AND SUMMIT.
SO WHAT CAN WE DO THERE? AND SO WHAT PROGRAMS MIGHT WE RECOMMEND FOR THAT? SO THESE ARE THE SIX RECOMMENDATIONS THAT THE UTILIZATION THE CAPACITY COMMITTEE HAD.
NOW, THIS COMMITTEE STARTED OUT WITH A LOT OF RECOMMENDATIONS AND THEY WE DID WE DID A PLUS DELTA AND VETTED THESE DOWN, EACH AND EVERY ONE. AND BASICALLY AT THE END, WE CAME BACK WITH THE TOP SIX RECOMMENDATIONS TO BRING TO THE LARGE COMMITTEE.
BUT AS FAR AS THE BUT THESE WERE THE TOP SIX WITH.
HUGE SUPPORT FROM THE SUBCOMMITTEE.
SO LET'S TALK ABOUT THOSE REAL QUICK.
THE FIRST RECOMMENDATION IS TO AND TO BETTER UTILIZE SCHOOLS IS TO COMBINE SCHOOLS.
OKAY. THE SECOND RECOMMENDATION IS TO REPURPOSE EXISTING CAMPUSES.
[01:20:05]
THE REALITY IS ONE AND TWO PRETTY MUCH WORK TOGETHER.IF YOU TAKE TWO SCHOOLS THAT ARE UNDER CAPACITY AND YOU COMBINE THEM, THEN YOU HAVE A BUILDING THAT GIVES YOU THE OPPORTUNITY TO REPURPOSE FOR FOR ANOTHER PURPOSE, REPURPOSE THE BUILDING. THE THIRD RECOMMENDATION WAS TO WAS WAS SIMPLE HOW ARE WE GOING TO BRING MORE STUDENTS INTO MANSFIELD ISD? ONE RECOMMENDATION WOULD BE TO HAVE OPEN ENROLLMENT, BUT THAT WOULD BE ONLY FOR PRE K THROUGH EIGHT.
THE RECOMMENDATION AND THAT WAS SUPPORTED BY THE LARGE COMMITTEE.
50%. THE FOURTH RECOMMENDATION ALSO GOES TO HOW ARE WE GOING TO BRING STUDENTS, MORE STUDENTS INTO MANSFIELD ISD AND IT'S EXPAND PRE-K AND EARLY CHILDHOOD PROGRAMS. AND REALLY THE LOGIC THAT THE COMMITTEE LOOKED AT HERE IS IF WE CAN HAVE STUDENTS GET INTO OUR SYSTEM BECAUSE WE KNOW HOW GREAT THE SYSTEM IS EARLY, THEN WE REALLY EXPECT THEM TO STAY ALL THE WAY THROUGH, ALL THE WAY THROUGH HIGH SCHOOL.
FIFTH RECOMMENDATION EXPAND OPTIONS FOR PHENIX ACADEMY.
THAT WAS SUPPORTED 100% BY THE BIG GROUP.
AND THAT HAD THE SUPPORT OF THE LEVEL OF 95%.
AND REALLY WHAT THOSE LAST TWO ARE, WHEN WE TALKED ABOUT WHERE THE HIGH SCHOOL SPACE WAS AND EVEN THOUGH IT'S ONLY 900 AND SOMETHING SEATS, WHERE COULD WE DO THAT? AND WE COULD UTILIZE EITHER TIMBERVIEW OR SUMMIT TO MAYBE MOVE PROGRAMS OR EXPAND PROGRAMS. AND JENNIFER IS GOING TO TALK ABOUT THIS AND, YOU KNOW, MAYBE A BEN BARBER 2.0 OR SOMETHING LIKE THAT TO UTILIZE THOSE SCHOOLS.
SO AT THIS TIME, I WILL INTRODUCE MISS JENNIFER YOUNG.
I WORKED WITH THE CHOICE SUBCOMMITTEE.
AND SO JUST A REMINDER ABOUT CHOICE PROGRAMING IN MANSFIELD ISD WITH VISION 2020.
WE EXPANDED SOME OF OUR BARBER OFFERINGS.
AND WE ALSO HAVE A TWO WAY DUAL LANGUAGE PROGRAM.
AND AS OUR COMMITTEE STARTED LOOKING AT OUR CHOICE PROGRAMING AND CHOICE OPTIONS, THEY REALLY WANTED TO HONE IN ON EARLY COLLEGE, HIGH SCHOOL IN STEM AND FINE ARTS. IF YOU LOOK AT OUR TWO WAY DUAL LANGUAGE PROGRAM, KIDS ENTER THAT PROGRAM IN KINDERGARTEN.
IF YOU ARE A SECOND GRADER AND WANTED IT, THERE'S NOT AN OPPORTUNITY TO ENTER IT LATER ON.
AND SO WHAT WE DECIDED TO FOCUS ON WAS HOW DO WE INCREASE STEM AND OR FINE ARTS OFFERINGS AND ALSO LOOK AT OTHER CHOICE OPPORTUNITIES. AND SO THE REASON WE KIND OF FOCUS ON STEM AND FINE ARTS IS THIS CHART RIGHT HERE.
CHOICE PROGRAMING FOR STEM AND FINE ARTS REQUIRES AN APPLICATION.
IN THE SPRING OF 23, WE HAD 1700 APPLICATIONS.
HOWEVER, WE ONLY HAD 513 OPEN SPOTS.
AND SO WE DON'T HAVE A LOT OF OPEN SEATS EACH EACH YEAR.
ALSO, WE LOOKED AT TRANSPORTATION IN MISD.
IF YOU'RE A PART OF A CHOICE PROGRAM, WE PROVIDE TRANSPORTATION.
AND SO WE HAVE 47 SPECIALIZED BUS ROUTES EACH DAY WITH AROUND 860 RIDERS OVER 2500 MILES PER DAY.
AND WHAT HAPPENED WHEN WE OPENED? KENNETH DAVIS AND CROSS TIMBERS FINE ARTS ACADEMY IS WE WERE ABLE TO CREATE AN ATTENDANCE ZONE FOR FINE ARTS.
IF YOU LIVED ON THE SOUTHWEST SIDE OF TOWN, YOU WOULD APPLY FOR NORWOOD OR MARTINEZ.
HOWEVER, WE DON'T HAVE THAT EQUAL DISTRIBUTION OF STEM ACROSS THE DISTRICT, AND SO WE WILL HAVE SOME STUDENTS THAT ARE IN THE NORTHWEST PART OF OUR DISTRICT TRAVELING SOUTHEAST TO GET TO A STEM ACADEMY.
SO OUR SUBCOMMITTEE REALLY CAME UP WITH THREE MAIN RECOMMENDATIONS.
A LOT OF THESE KIND OF COINCIDE WITH WHAT DR.
[01:25:02]
CASH WAS TALKING ABOUT.THEY WANTED MORE CHOICE SEATS, MORE CHOICE OPPORTUNITIES FOR OUR KIDS.
SO SOME WAYS TO DO THIS, THEY WERE TALKING ABOUT MOVING SOME OF OUR CTE OFFERINGS THAT WE HAVE AT BEN BARBER RIGHT NOW MOVE SOME OF THOSE CLASSES TO THE HOME CAMPUSES THAT WOULD THEN FREE UP MORE SPACE AT BEN BARBER.
THE SECOND RECOMMENDATION WAS TO CONSIDER REPURPOSING AN UNDERUTILIZED FACILITY AND MAKING IT A BEN BARBER 2.0 FACILITY. AND THEN THE THIRD THING WAS, SINCE STEM IS SO POPULAR, IF WE HAVE A CAMPUS THAT'S NOT A STEM CAMPUS, MAYBE WE CAN OFFER SOME ELECTIVE COURSES OR OFFER CLUBS OR ELECTIVE OFFERINGS OUTSIDE OF THE SCHOOL DAY TO PROVIDE THOSE STEM OPPORTUNITIES FOR STUDENTS.
SO THESE ARE REALLY THE THREE RECOMMENDATIONS FROM THE SUBCOMMITTEE FOR CHOICE IS JUST CREATING MORE OPPORTUNITIES, MORE SEATS FOR KIDS TO ACTIVELY PURSUE CHOICE OPTIONS.
SO NOW I'M GOING TO TURN IT OVER TO DAVID WRIGHT FOR THE ATTENDANCE ZONE.
SO. I HAVE AN OPPORTUNITY HERE TO PRESENT THE ATTENDANCE ZONES.
I THINK IT'S IMPORTANT TO FIRST SAY THE THE FIRST TWO PRESENTATIONS ARE FOR THE SUBCOMMITTEES HAVE RECOMMENDATIONS THAT HAVE BEEN PRESENTED TO YOU.
HOWEVER, THOSE RECOMMENDATIONS ARE RECOMMENDATIONS FOR THE DISTRICTS FURTHER STUDY.
WHAT WE HAVE HERE IN THE ATTENDANCE ZONE PRESENTATION AT THE END OF IT, WE HAVE A SOME RECOMMENDATIONS FOR YOU TO POTENTIALLY ACT ON TONIGHT, WHICH IS SUBSTANTIALLY DIFFERENT THAN THE FIRST TWO PRESENTATIONS.
WHAT WE'RE GOING TO TALK ABOUT REALLY IS IS KIND OF TWO THINGS.
AND THE IN ESSENCE, IT'S ABOUT ENROLLMENT.
ENROLLMENT IMBALANCES AND THE NEED TO PUSH NORTH FROM THE SOUTHERN PART OF THE DISTRICT TO THE NORTHERN PART OF THE DISTRICT. AND I'LL EXPLAIN THAT.
GET MY GLASSES OUT SO I CAN SEE WHAT I'M TRYING TO SAY.
AND SO THE ATTENDANCE ZONE SUBCOMMITTEE REALLY WENT TO WORK.
AND IT SAYS HERE THAT THEY THEY LOOKED AT MAPS AND DEVELOPED AND REVIEWED BY THE SUBCOMMITTEE.
BUT EVEN BEFORE THAT, BEFORE WE LOOKED AT MAPS, WHAT WE LOOKED AT TO TWO DIFFERENT MEETINGS.
THEY LOOKED AT DATA FROM ALL DIFFERENT SIDES.
AND IT WAS THE COMMITTEE THEMSELVES THAT CAME TO THE CONCLUSION THAT WE REALLY HAVE TO TAKE SOME ENROLLMENTS THAT ARE HIGH, THAT ARE GOING TO BE ON A ON AN UNATTAINABLE OR TOO HIGH TO MAINTAIN IN THE SOUTHERN PART OF THE DISTRICT.
AND WE HAVE TO DO SOMETHING SO THAT THOSE FEEDER PATTERNS SHIFT NORTH.
AND WE'LL TALK ABOUT THAT WITH WITH ALL OF THAT.
THEN WE DID THE PLUS DELTA AS THE AS THE OTHER GROUPS TALKED ABOUT, WE DID MULTI VOTING IN BOTH THE SUBGROUP AND THEN THE ENTIRE GROUP AS A WHOLE.
AND I SHOULD BE TALKING ABOUT THIS.
SO LET'S TALK ABOUT A LITTLE BIT ABOUT ELEMENTARY.
I WANT TO TALK ABOUT THIS JUST BRIEFLY IN THAT NO ELEMENTARY ZONES CHANGED AS A AS A COURSE OF THIS.
HOWEVER, THAT DOESN'T THAT'S NOT TO SAY THAT A ELEMENTARY MAP MAY CHANGE
[01:30:06]
FEEDER PATTERNS WITHIN WHERE THEY WERE GOING TO SCHOOL OR WHERE THEY COULD BE GOING TO SCHOOL AS A RESULT OF THE COMMITTEE'S WORK.SO THAT'S ALL WE'RE GOING TO TALK ABOUT NECESSARILY FOR ELEMENTARY.
LET'S MOVE INTO THE INTERMEDIATE.
WE'RE GOING TO TALK ABOUT REALLY IMBALANCE OF ENROLLMENTS A LITTLE BIT AND THEN SOME YELLOW NUMBERS AT MARTINEZ AND MCKENZIE IN THE IN THIS IF YOU LOOK IN THE INTERMEDIATE ZONE OR OR.
GRAPH SPREADSHEET, WHATEVER YOU WANT TO CALL IT.
WHAT YOU SEE IS YOU HAVE THINGS LIKE EISENHOWER, WHO IS TRADITIONALLY, OVER THE NEXT TEN YEARS, SOMEWHERE AROUND 700 STUDENTS, AND WHERE SHEPHERD INTERMEDIATE IS GETTING UP TO EVEN ABOUT 875 IN THAT YEAR OF 2032.
SO THAT'S A LITTLE BIT OF AN IMBALANCE.
IT'S NOT IT'S NOT TOO TERRIBLE.
BUT WE WANTED TO TAKE A LOOK AT THAT.
IN THE MIDDLE SCHOOL YOU'VE GOT WHERE HOWARD IS, 600 STUDENTS, GIVE OR TAKE, DEPENDING ON WHAT YEAR YOU LOOK AT AND WORLEY GETS IN 2032, 2031, 2032.
WE'RE TALKING IN THE NINE HUNDREDS.
SO IN THE NEW MAP OF MIDDLE SCHOOLS, WE HAVE SOME PRETTY GOOD NUMBERS.
THERE WAS ONLY ONE PLAN FOR THE MIDDLE SCHOOL.
THAT'S THE MAP THAT IS BEING RECOMMENDED.
SO LOOK AT LET'S LOOK AT THE NUMBER IN 2025 FOR SAY, IN THE IN THE INTERMEDIATES, THERE'S ONLY ABOUT 110 STUDENTS DIFFERENT IN THE INTERMEDIATE ZONES OTHER THAN.
WELL, IT IS STILL WITHIN THAT 110 STUDENTS, EVEN IN MARTINEZ, ALTHOUGH MARTINEZ WILL QUICKLY GROW.
BUT THAT THAT SCHOOL HAS BEEN BUILT DIFFERENT AND IS BUILT FOR 1200 STUDENTS WHERE OTHER CAMPUSES ARE BUILT FOR 1000.
AND THEN YOU LOOK AT THE MIDDLE SCHOOLS AND 2025, THEY'RE ONLY ABOUT 150 STUDENT POPULATIONS DIFFERENT WITH THE EXCEPTION OF MCKENZIE.
AND AND AGAIN, MCKENZIE IS A SCHOOL THAT WAS BUILT FOR A SCHOOL OF CHOICE.
SO IT'S BUILT FOR 1200 INSTEAD OF THE 1000 STUDENTS THAT WE TRADITIONALLY BUILD BUILD FOR.
SO WHAT WERE THE ADJUSTMENTS MADE IN THAT THIS MAP NUMBER ONE, MORRIS MOVES TO CROSS TIMBERS AND HOWARD MARTHA REED MOVES TO LOWE AND WESTER AND ANNETTE PERRY SPLITS BETWEEN OR AND WORLEY AND SHEPHERD AND JOBE.
THERE ARE CONCERNS BUT THERE WE JUST KIND OF TALKED ABOUT IT.
THERE ARE SOME CONCERNS, BUT WE CONSIDERED THEM NOT HIGH CONCERNS.
LET ME FIRST LAY OUT SOME PARAMETERS THAT I WOULD LIKE FOR YOU TO LOOK AT.
AND THESE THIS WILL BE ON THE WEBSITE FOR ANYBODY TO LOOK AT IT.
SO I'VE PLACED A COUPLE OF HIGHWAYS SO THAT YOU CAN GET GET YOUR BEARINGS.
FARM ROAD 157 WHICH YOU ALSO KNOW IS COOPER HIGHWAY 287.
THAT'S COMING IN FROM DIAGONALLY ACROSS THE MAP.
[01:35:03]
YOU HAVE FARM ROAD 1187.THAT'S ALSO DEBBIE COMING ACROSS THE DISTRICT FROM RIGHT TO LEFT OR LEFT TO RIGHT.
YOU GOT FARM ROAD 528, WHICH ALSO IS BROAD STREET, DEPENDING ON WHERE YOU ARE IN THE MAP AND WHAT THAT'S CALLED.
THEN YOU ALSO SEE DOWN HERE WHERE YOU HAVE 917 COMING DOWN THE DOWN THROUGH THE CURVE.
AS YOU GO UP, IT BECOMES HERITAGE PARKWAY.
AND THEN YOU ALSO SEE THREE 60.
I ALSO WANT TO POINT OUT THAT YOU HAVE THE NEW ATTENDANCE ZONES IN OR THE ATTENDANCE ZONES IN BLOCK COLORING SO THAT ENTIRE.
HER AREA OF PURPLE IS AN ATTENDANCE ZONE, BUT THE HIGHLIGHTED PINK LINE SHOWS WHAT A WHAT A BOUNDARY ZONE WAS.
I'M GOING TO I'M GOING TO HIGHLIGHT A FEW THINGS.
SO RIGHT HERE IN THIS AREA, YOU HAVE PERRY ELEMENTARY.
IF YOU CAN SEE THAT, THAT RIGHT ABOVE AND TO THE LEFT, YOU SEE PERRY FROM THAT SIGN OF FARM ROAD.
917. WHAT THIS IS SHOWING IS THIS THIS PURPLE AREA IS NOW OR ANNE WORLEY, WHERE IT WAS MCKENZIE AND MARTINEZ.
OKAY. SO THAT'S THAT'S A CHANGE.
YOU SEE THOSE THAT HIGHLIGHTED YELLOW COLOR? NOW IT IS IN THE JOB AND SHEPHERD ZONE.
SO IT WENT FROM BEING IN THE OR AND WHIRLY, AND NOW THEY ARE IN WESTER AND LOW ATTENDANCE ZONE BECAUSE THEY'RE IN THAT YELLOW COLOR AND MORRIS WHICH TRADITIONALLY OR HAS BEEN IN.
ALSO IN LOW AND WESTER WILL BE AT CROSS TIMBERS AND HOWARD.
SO THOSE ARE THE CHANGES IN THE MIDDLE SCHOOL MAP MOVING ZONES NORTHWARD.
ALL RIGHT. SO MOVING ON TO HIGH SCHOOL NOW.
YOU SEE TWO SCHOOLS TOWARDS THE BOTTOM, THAT IS SUMMIT AND TIMBERVIEW. THEY'RE STARTING OFF ABOUT 1616, 1800 AND CONTINUALLY LOSING ENROLLMENT BECAUSE OF A LOT OF AGING OUT IN THOSE NEIGHBORHOODS ALL THE WAY DOWN TO ABOUT 1500.
YOU SEE MANSFIELD HIGH IN THE PURPLE THERE, FAIRLY STEADY, BUT THEY ARE DROPPING BELOW, NOT SIGNIFICANTLY, BUT BELOW THEIR CAPACITY ALL THE WAY OUT UNTIL IT GETS UNTIL ABOUT 2030, 20, 31.
AND THEN WE HAVE THE TOP TWO WHERE YOU HAVE LAKE RIDGE AND LEGACY.
BOTH OF THOSE ARE RIGHT NOW JUST A TOUCH ABOVE CAPACITY.
NOT CONCERNING, BUT THEY'RE A TOUCH ABOVE CAPACITY, BUT THEY CONTINUE TO GROW TO THE POINT WHERE WE HAVE SOME CONCERNS AND AND EVEN A PROBLEM.
[01:40:03]
AND LEGACY IN IN NOT SO DISTANT FUTURE.AS A MATTER OF FACT, THAT'S WHAT THE WINDOW OR THAT THAT BLOCK IS THERE FOR IS WE FEEL LIKE WE WE HAVE TO DO SOMETHING AND WE'VE SAID THIS TO THE COMMITTEE.
WE HAVE TO DO SOMETHING IN THE SCHOOL YEAR THAT STARTS 24 OR THE SCHOOL OF THE YEAR THAT STARTS 25.
IF WE WAIT ANY LONGER, WE'RE GOING TO HAVE SOME REAL SIGNIFICANT OVERCROWDING, I MEAN, MASSIVE OVERCROWDING AT THOSE TWO SCHOOLS.
SO AGAIN, AS THE COMMITTEE DETERMINED, WE DETERMINED AS WELL, WE'VE GOT TO DO SOMETHING AND IT'S GOT TO IT'S GOT TO GO BALANCE BY MOVING ATTENDANCE ZONES NORTH.
IT'S JUST SHOWING NUMBERS INSTEAD OF A GRAPH YOU SEE WHERE LAKE RIDGE AND LEGACY IS.
YOU GET OUT TO 20, 30, 20, 31, 2032, WE'RE TALKING 2700 2800S.
SO SOMETHING'S GOT TO BE DONE.
BUT THEY'RE LOSING ENROLLMENT UNTIL WE GET BACK OUT INTO THE 30S.
AND TIMBERVIEW, AS WE TALKED ABOUT, ARE AGING OUT IN OLDER FAMILIES, OLDER HOMES, AND IT IS DROPPING ENROLLMENT.
SO HERE IS SOMETHING I'D LIKE TO STOP HERE AND JUST TALK ABOUT ONE THING.
YOU KNOW, WHEN WE EVERY TIME WE DO THESE ENROLLMENTS OR REZONINGS, IT IS IT'S AN EMOTIONAL THING.
BUT WE HAVE TO DO SOMETHING AND WE'VE LOOKED AT THE COMMITTEE LOOKED AT THE FIRST THREE MAPS AND HERE WAS SOME ADJUSTMENTS AND CONCERNS.
YOU KNOW, BESIDES THE THE CONCERNS AND THINGS THAT WE LOOKED AT OR TOOK INTO ACCOUNT OR ANSWERED QUESTIONS ABOUT ABOUT NATURAL BARRIERS OR CROSSING HIGHWAYS OR THINGS THAT WE WE LOOK AT THESE ADJUSTMENTS AND CONCERNS WERE IN IN MAP ONE SUMMIT INCREASED BY 700 STUDENTS IN ONE YEAR.
THAT'S THAT'S HARD TO DO TO MANAGE IT CAN BE DONE BUT IT'S IT'S HARD TO MANAGE LEGACY REMAINS AT OR NEAR CAPACITY AND THEN MANSFIELD DECREASED BY AND LET ME LET ME POINT THIS OUT REAL QUICK IT'S APPROXIMATELY THESE NUMBERS ARE APPROXIMATE BECAUSE IT DEPENDS ON WHAT YEAR YOU LOOK.
WHAT IS IT, APPROXIMATELY 400.
SO THIS YEAR IT MAY BE UNDER 400 ANOTHER YEAR.
YOU LOOK AT IT, IT'S GOING TO BE MORE THAN 400.
SO WE'RE JUST LOOKING AT APPROXIMATE NUMBERS IN THIS SLIDE MAP TO THAT.
EVERYBODY SAW SUMMIT INCREASED BY APPROXIMATELY 600 STUDENTS.
LEGACY REMAINED AT CAPACITY AND EXCEEDED CAPACITY IN TWO YEARS.
SO DID WE REALLY DID WE REALLY FIX A PROBLEM BY ADDING A PROBLEM? AND THEN MANSFIELD DECREASED BY APPROXIMATELY 400 STUDENTS.
[01:45:03]
AND THEN IN MAP THREE, SUMMIT INCREASED BY 700 STUDENTS APPROXIMATELY IN THE FIRST YEAR, TIMBERVIEW INCREASED BY APPROXIMATELY 700 STUDENTS IN THE FIRST YEAR, AND MANSFIELD DECREASED BY 200 STUDENTS.SO WE TOOK ALL THAT INTO ACCOUNT AND AND THEN WE TOOK IT TO THE COMMUNITY AND GOT AND LISTENED, GOT FEEDBACK AND ANSWERED QUESTIONS AS, AS PAUL I MEAN, AS JEFF ALLUDED TO JUST EARLIER.
AND THEN WE WENT BACK AND SAID, YOU KNOW, CAN CAN WE DO SOME ADJUSTMENTS? IT WAS NOT BIG ADJUSTMENTS.
CAN WE CAN WE DO ADJUSTMENTS? NOT IT WASN'T BASED ON COMMUNITY FEEDBACK.
IT WASN'T BASED ON COMMITTEE WORK.
IT WAS BASED ON EVERYTHING THAT WE GATHERED ALONG THE WAY.
AND SO WE CAME UP WITH MAP NUMBER FOUR.
SO AND THAT'S LET'S LOOK AT SOME NUMBERS HERE.
FIRST. THIS IS THE SAME CURRENT HIGH SCHOOL NUMBERS THAT YOU SAW EARLIER WITH ALL THE YELLOW AT LEGACY AND LAKE RIDGE.
AND THEN YOU CAN LOOK AT THE HIGH SCHOOL FOR MAP NUMBERS AND JUST FOR GRINS, LET'S LOOK AT 25, 26.
YOU CAN SEE THAT LAKE RIDGE IS AT 25.
MANSFIELD'S AT IS A LITTLE BIT LOW AT 20.
BUT IF YOU LOOK AT THAT, THEY'RE THEY'RE STEADILY GROWING THROUGHOUT THE REST OF THE DECADE.
SO THOSE NUMBERS ARE REALLY GOOD AND THOSE NUMBERS ARE REALLY GOOD FOR ABOUT 7 OR 7 YEARS OR SO.
AND THEN TIMBERVIEW HASN'T BEEN TOUCHED, BUT THERE'S A REASON FOR THAT IS TIMBERVIEW HAS EARLY COLLEGE, HIGH SCHOOL, AND WE'VE KIND OF LOOKED AT IT AS WE CAN PULL SOME OF THE NUMBERS FROM THE FOUR OTHER HIGH SCHOOLS AND DO SOME OF THE WORK THAT AT THE OTHER TWO COMMITTEES HAVE RECOMMENDED.
SO I DON'T KNOW WHAT THAT WOULD BE YET, BUT WE HAVE SOME TIME TO FIGURE THAT OUT, WHETHER THAT WELL, I DON'T WANT TO GET INTO WHAT IT WOULD BE, BUT NOT WE'VE GOT QUITE A FEW OPTIONS.
THERE'S THINGS THAT WE NEED TO LOOK AT AS A DISTRICT.
BUT THE WAY THAT LAKERIDGE I'M SORRY.
IT WOULD BE PERFECT FOR SOMETHING ALONG THE LINES OF ANOTHER SCHOOL OF CHOICE.
SO LET'S LOOK AT WHAT ADJUSTMENTS AND CONCERNS.
THAT HIGH SCHOOL FOR MAP WOULD WOULD WOULD MAKE ROBERTA TIPS MOVES TO SUMMIT HOLT NO LONGER SPLITS BETWEEN SUMMIT AND LEGACY.
NANCY NEAL DOES NOT SPLIT AND REMAINS AT LEGACY LAKERIDGE ATTENDANCE ZONE ADJUSTS AND REDUCES THE ENROLLMENT BY APPROXIMATELY 400 STUDENTS.
LEGACIES ATTENDANCE ZONE ADJUSTS AND REDUCES ENROLLMENT BY APPROXIMATELY 200 STUDENTS.
MANSFIELD INCREASES ENROLLMENT BUT DOES NOT EXCEED CAPACITY UNTIL TO 2032.
SUMMIT INCREASES BY ABOUT APPROXIMATELY 500 STUDENTS, BUT REMAINS UNDER CAPACITY BY 300. APPROXIMATELY APPROXIMATELY 300 STUDENTS IN TIMBERVIEW HAD AN EARLY COLLEGE HIGH SCHOOL MAINTAINS WHERE THEY'RE AT, BUT I JUST TALKED ABOUT THEM, SO.
[01:50:07]
LET'S LOOK AT WHAT A MAP WOULD LOOK LIKE.THIS WOULD BE MAP FOUR AND HERE IS THE SAME SEMBLANCE OF THE PREMISE.
YOU'VE GOT BLOCK COLORS FOR THE FIVE COMPREHENSIVE HIGH SCHOOLS, AND THEN YOU HAVE SOME HIGHLIGHTED LINES IN TEAL THAT SHOWS WHAT THE BOUNDARY ZONES WERE.
AND I'M GOING TO POINT THOSE OUT.
SO NUMBER ONE, THAT LITTLE PIE SHAPED AREA THAT IT HAS PERRY ELEMENTARY IN IT, THAT THAT AREA WAS PART OF LAKE RIDGE.
IT WILL NOW BE PART OF IF THIS GOES THROUGH.
IT'S NOW PART OF MANSFIELD HIGH.
THIS BIG SWATH OF A LOT OF RURAL LAND OUT BY NINE, NINE, 917.
THAT WAS ALL LEGACY HIGH SCHOOL.
IT WILL NOW BE PART OF MANSFIELD HIGH SCHOOL.
I'M GOING TO I'M GOING TO SAVE THIS ONE BECAUSE I WANT TO SAY A COUPLE OF THINGS ABOUT TIPS.
AND THEN THIS AREA UP HERE THAT IS PART OF THE HOLT IF YOU IF ANYBODY WAS WOULD LOOK AT HOLT IS A BACKWARDS L THAT AREA THE BOTTOM PART OF THE L DID GO TO LEGACY HIGH SCHOOL AND SO NOW IT WOULD GO TO SUMMIT AND HOLT WAS A SPLIT FEEDER FOR SUMMIT AND LEGACY.
IT WOULD BE A TRUE FEEDER INTO SUMMIT.
SO LET'S GO BACK I WANT TO TALK ABOUT THIS ONE.
AND THIS IS GOING TO BE REALLY HARD TO SEE.
BUT IN THIS RED CIRCLE RIGHT THERE WHERE WE'RE TIPS IS AT THE TOP OF THE CIRCLE.
AND THERE'S A THERE IS A TEAL LINE JUST RIGHT BELOW THE TOP.
IF YOU IF YOU HAVE IT IN YOUR IF YOU'RE FOLLOWING ALONG WITH DEVICE AND THEN JUST BELOW AND TO THE LEFT OF THAT ON WALNUT CREEK IS IS TIPS.
SO IN 2001, THAT STAR FOR SUMMIT HIGH SCHOOL WAS CALLED.
AND IF YOU GO DOWN WALNUT CREEK TO WHERE WESTER MIDDLE SCHOOL IS, WHICH IS JUST BELOW THE BOTTOM PART OF THAT BOTTOM PART OF THAT RED LINE, I WISH MAYBE I CAN.
NOW THERE'S I CAN'T THIS DIDN'T HAPPEN.
BUT JUST BELOW THE BOTTOM, YOU SEE THOSE TWO CIRCLES, TWO STARS.
THAT'S THAT'S WESTER AND A SLOW.
SO THAT USED TO BE NORTH CAMPUS, SOUTH CAMPUS IN 2001, 2002.
WELL, SUMMIT HIGH SCHOOL AND THEN MANSFIELD MOVED DOWN ON BROAD.
SO NOW WE HAD OUR FIRST SPLIT HIGH SCHOOLS SUMMIT AND MANSFIELD HIGH, AND THE BOUNDARY ZONE WAS DERBY LANE IN 2002.
AND THEN ONCE I BELIEVE IT WAS IN 2003, THE NEXT YEAR.
TIPS OPENED AS THE LITTLE JAGS, AND THEY WERE PART OF THAT FEEDER PATTERN FOR
[01:55:03]
CLOSE TO A DECADE BECAUSE THAT BOUNDARY ZONE WAS DEBBIE LANE.NOW FOR PART OF A LITTLE BIT MORE THAN A DECADE.
IT IS WHERE THE BOUNDARIES ARE, WHERE THEY ARE NOW.
AND SO JUST GIVING YOU SOME A LITTLE BIT OF HISTORY THERE.
AND SO THAT THAT IS A ZONE THAT HAS BEEN PART OF LEGACY FOR A GOOD PART OF THE LAST TEN, MAYBE 12 YEARS.
AND THEN BUT WE'RE IN IN MAP FOUR.
IT IS GOING BACK TO SUMMIT HIGH SCHOOL.
WE WANTED TO MAKE SURE THAT THAT WAS A TRUE FEEDER.
AND WE LOOKED AT MAKING SURE THAT IT COULD COULD GO TO HOWARD AND CROSS TIMBERS. THE NUMBERS AT CROSS TIMBERS AND HOWARD JUST DIDN'T PROVIDE FOR THAT. IT WAS THE NUMBERS AT THOSE TWO SCHOOLS WERE TOO, TOO HIGH, ESPECIALLY SINCE WE'VE PUT A FINE ARTS ACADEMY AT CROSS TIMBERS.
SO. SO I'LL TALK TO YOU ABOUT RECOMMENDATIONS.
SO I'M GOING TO TAKE THESE IN DIFFERENT ORDERS TO TELL YOU THE TRUTH, AND YOU'LL YOU'LL KNOW WHY.
SO THE FIRST TWO RECOMMENDATIONS IS WE'RE RECOMMENDING THAT YOU APPROVE THE INTERMEDIATE MIDDLE SCHOOL AND HIGH SCHOOL MAPS.
THIRD RECOMMENDATION IS THAT YOU WOULD MAKE THE ZONING GO INTO EFFECT IN 2025, 26 INSTEAD OF 24.
I'M GOING TO SKIP DOWN TO SEVEN AND THAT WE WOULD MAKE THE REZONE STUDENTS ANY REZONE STUDENT THAT GOES INTO EFFECT WHENEVER YOU MAKE IT.
BUT WE'RE RECOMMENDING 2526 THAT THOSE STUDENTS COULD LEAVE AND GO EARLY IN 2425 IF THEY SO CHOOSE.
AND THAT WOULD BE BY WAY OF APPLICATION.
SO NOW LET'S TALK ABOUT THE FOURTH, FIFTH AND SIXTH RECOMMENDATION.
WE HAVE WHAT'S CALLED OPTIONS, A JUNIOR SENIOR OPTION, AN EIGHTH GRADE OPTION, AND A SIXTH GRADE OPTION WITH A CORRESPONDING SIBLING OPTION THAT GOES WITH EITHER THE JUNIOR SENIOR, EIGHTH GRADE OR SIXTH GRADE.
AND WHAT THAT MEANS IS LET'S JUST TAKE THE JUNIOR SENIOR.
SO IF THERE IS A LET'S SAY YOU APPROVE THE MAP, YOU APPROVE EVERYTHING, THEN JUNIOR, A JUNIOR OR SENIOR, A STUDENT WHO'S GOING TO BE A JUNIOR OR SENIOR IN 25, 26 COULD APPLY, WHICH THEY WOULD GET AS LONG AS THEY MEET ALL THE CRITERIA, WHICH JUST MEANS YOU LIVE IN THE ZONE THAT YOU SAID YOU DID.
YOU WERE REZONED IN THIS ZONE, SO YOU'RE GOING TO GET IT.
THEN THAT JUNIOR SENIOR WHO WAS REZONED IN 2526 COULD STAY AT THE SCHOOL YOU WERE ATTENDING FOR YOUR FOR YOUR LAST TWO YEARS.
AND IF YOU HAVE A SIBLING THAT'S GOING TO BE AT THAT SCHOOL, THAT SAME SCHOOL IN 25, 26.
THEN THEY GET TO ATTEND WITH YOU.
SO WE'VE DONE THAT THE LAST COUPLE OF YEARS, LET'S SAY THE LAST COUPLE OF TIMES THAT WE'VE REZONED.
WE'VE HAD A LOT OF STUDENTS TAKE ADVANTAGE OF IT, AND I THINK I'VE EXPLAINED THAT WELL AND
[02:00:10]
QUESTIONS. OKAY.THANK YOU, MR. ROT. WE'LL START DOWN HERE ON MY RIGHT.
TRUSTEES. ANY QUESTIONS? CONCERNS, MR. TIPPIN? YES.
FIRST OF ALL, THANK YOU ALL FOR THE TIME YOU KNOW, SPENT WITH THIS.
I KNOW IT'S BEEN A LOT OF GRUELING HOURS AND SO FORTH BETWEEN MR. TIPPING. I DON'T MEAN TO CUT YOU OFF.
AND SO IF YOU WANT TO RAISE YOUR HAND, JUMP UP AND YELL OR WHATEVER.
BUT WE NEED TO WE NEED TO RECOGNIZE THEM AND IT THEIR THEIR EFFORTS AND SPENDING MONTHS OF TIME AND I'M SORRY TO CUT YOU OFF, BUT WANTED TO MAKE SURE THAT THAT WE RECOGNIZE THEM BECAUSE THEY THEY WENT ABOVE AND BEYOND THE CALL OF DUTY FOR SIX COMMITTEE MEETINGS AND HAVING TO PUT UP WITH PAUL CASH.
WE APPRECIATE ALL OF YOU THAT VOLUNTEER FOR THOSE.
SO SO KEEP VOLUNTEERING FOR COMMITTEES.
BUT ONE OF MY QUESTIONS WAS, YOU KNOW, I HEAR A LOT ABOUT MIDDLE SCHOOLS.
AND SOMETIMES THAT BREAKS UP, YOU KNOW, THOSE THOSE GROUPS OF STUDENTS AND WHATNOT.
AND YOU CAN CORRECT ME IF I'M WRONG, BUT I MEAN, THAT'S BEEN HAPPENING ALL ALONG.
AND IT'S KIND OF EXPECTED, YOU KNOW, BASED OFF OF THE NUMBER OF SCHOOLS WE HAVE AT EACH LEVEL.
IS THAT IS THAT CORRECT? YEAH, I THINK YOU'RE EXACTLY RIGHT.
WHAT ONE IT'S IT'S AN IMPOSSIBILITY WHEN WE HAVE SEVEN INTERMEDIATES AND SEVEN MIDDLE SCHOOLS AND TRYING TO GET TRUE FEEDERS BY PLACING THEM INTO FIVE HIGH SCHOOLS.
AND SO, I MEAN, I, I WISH WE COULD.
AND SO WITH OUR WITH OUR CURRENT SYSTEM WITH SEVEN AND FIVE, YOU KNOW, IT THEY THEY DON'T GO INTO EACH OTHER EVENLY SO.
SO WE HAVE WE HAVE TO HAVE SPLITS AND THAT'S THAT'S PART OF THE REASON THAT WE DIDN'T WANT TO AS MUCH AS POSSIBLE HAVE SPLITS AT ELEMENTARY.
WE HAD TO DO IT IN SOME CASES.
BUT YOU KNOW WE TRY JUST IT IT'S IT'S JUST NOT POSSIBLE.
AND THEN JUST ANOTHER QUESTION.
I MEAN, OBVIOUSLY WE SEE WHERE THE NUMBERS ARE LEADING.
IF IF WE MADE NO CHANGES, YOU KNOW, WHERE THAT CAPACITY WOULD BE AT FOR FOR LAKERIDGE LEGACY AND SO FORTH, WHICH IS JUST IT'S NOT FEASIBLE.
UM, SO YOU SAID THE SHIFT WAS, WAS BASICALLY MOVING SOUTH AND PUSHING NORTH INTO THE AREAS THAT ARE BUILDINGS, CAMPUSES THAT ARE BEING UNDERUTILIZED, ESPECIALLY AT THE HIGH SCHOOL LEVEL.
IS THAT WHAT I'M HEARING IS WE'RE TRYING TO PUT KIDS IN THE BEST SITUATIONS WHERE THEY HAVE THE THE MOST SPACE, WHICH WILL, YOU KNOW, ALLOW ALLOW THEM TO TO GET A BETTER EDUCATION IF THEY'RE NOT HAVING TO DEAL WITH A NUMEROUS AMOUNT OF EXTRA STUDENTS THAT SHOULDN'T BE THERE.
YEAH, I THINK THAT'S I THINK THAT'S PART OF IT.
I MEAN, SO I THINK THERE'S MORE TO IT THAN THAT, BUT THAT IS WELL PUT IN.
SO YOU'VE GOT YOU'VE GOT SEVERAL THINGS GOING ON HERE.
YOU'VE GOT OTHER COMMITTEES THAT ARE LOOKING AT SPACE AVAILABLE, WHICH IS NOT NECESSARILY THE SAME THING AS WHAT'S WHAT'S AVAILABLE IN SPACE TALKING ABOUT.
REZONING. AND SO, YOU KNOW, THE REZONING THE REZONING PIECE IS MORE URGENT BECAUSE WE WE WE KNOW THAT WE CAN'T DO NOTHING IN IN THAT ASPECT.
[02:05:05]
AND SO WHAT YOU'RE WHAT YOU'RE REALLY TALKING ABOUT IS WHEN WE HAVE SPACE AVAILABLE, WHAT DOES THAT MEAN FOR JEFF'S COMMITTEE AND WHAT DOES THAT MEAN FOR JENNIFER YOUNG'S COMMITTEE AND WHAT DOES THAT MEAN FOR REZONING? AND SO BUT YES, WE HAD TO MOVE MOVE NORTH BECAUSE THE SOUTH IS BUSTING AT THE SEAMS. RIGHT. AND I DON'T I DON'T KNOW THAT MANY PEOPLE KNOW THIS BACK BACK IN 2003, DR.CANTU WAS AT MANSFIELD HIGH SCHOOL.
THE YEAR AFTER WE SPLIT, SHE WAS THE ACADEMIC ASSOCIATE THERE.
I WAS THE ACADEMIC ASSOCIATE AT SUMMIT, AND WE WERE SUMMIT WAS BUSTING AT THE SEAMS BEFORE TIMBERVIEW OPENED.
AND WE WE DIDN'T HAVE A WE DIDN'T HAVE WE WE COULDN'T DO A REZONING.
AND WE WERE WAITING FOR THE NEW SCHOOL TO OPEN.
AND THERE WERE SIX PORTABLE CLASSROOMS, WHICH IS ACTUALLY 12, 12 PORTABLE CLASSROOMS IN THE FRONT PARKING LOT OF LEGACY.
AND WE WERE BUSSING KIDS TO THE ANNEX BEHIND WESTAR, WHICH IS PART OF THE OLD MAN BARBER STUFF.
AND JENNIFER YOUNG WAS A TEACHER THERE.
AND SO THAT'S WHAT WE HAD TO DO BECAUSE WE WERE BUSTING THE SEAMS. WE DON'T HAVE TO DO THAT.
BUT I MEAN, IF WE DON'T, WE'RE GOING TO BE PUTTING PORTABLES IN THE PARKING LOTS AT I'M NOT SAYING WE'RE GOING TO DO THAT.
I'M SAYING IF WE DON'T DO ANYTHING, THAT'S THAT'S WHAT'S GOING TO HAPPEN.
YOU GOT NOWHERE TO PUT KIDS AT OUR HIGHEST AND ROLLING CAMPUSES.
AND JUST MY LAST COMMENT WAS SO ON THE ON THE THE CHOICE SCHOOLS AND THE BUILDING UTILIZATION.
I MEAN, I'M EXCITED TO SEE WHAT WHAT CAN COME FROM THAT.
YOU KNOW, I THINK THERE'S A LOT OF OPPORTUNITIES THERE THAT WE'LL BE ABLE TO CAPITALIZE ON, OFFER SO MANY MORE THINGS TO THESE STUDENTS THAT THAT MAYBE PROGRAMS WE DON'T HAVE OR BE ABLE TO EXPAND ON, ONES THAT WE ALREADY DO.
SO I'M REALLY EXCITED ABOUT ABOUT THAT ASPECT TO SEE WHERE WE GO WITH THAT.
THE ZONING ONE IS IS A TRYING ONE.
IT'S NOT ONE THAT I THINK YOU ENJOY LEADING.
IT'S NOT REALLY ONE THAT YOU ENJOY BEING ON.
AND IT'S SOMETIMES IT'S NOT A HAPPY PLACE FOR US TO SET UP HERE AND MAKE THOSE DECISIONS.
BUT WE DO LOOK AT WHAT IS IN THE BEST INTERESTS OF OUR KIDS.
SO AND WHEN YOU MAKE THOSE DECISIONS, THERE'S ALWAYS GOING TO BE SOMEBODY THAT'S UPSET.
BUT WHEN YOU GET HIGH SCHOOLS THAT ARE AT THE LEVEL THAT LAKE RIDGE IS AND EVEN LEGACY, IT GETS TO BE A SAFETY MATTER TOO. IT'S VERY HARD TO WATCH WHEN YOU HAVE 2800 KIDS OR 2900 KIDS IN IN ONE SCHOOL.
IT GETS TO BE A SAFETY MATTER.
SO THERE HAS TO BE SOMETHING THAT SHIFTS AND AGAIN, ZONING IS NOT FUN.
THE KIDS DON'T ENJOY IT. BUT WE ARE MANSFIELD AND AND A LOT OF THOSE SCHOOLS, WE'VE ALL BEEN THROUGH THE ZONINGS YOU COME TOGETHER AND YOU END UP MAKING THAT YOUR SCHOOL.
SO AGAIN, I APOLOGIZE THAT THAT WE EVEN HAVE TO DO THIS.
AND I DO THINK THE COMMITTEE FOR PUTTING THE TIME AND THE EFFORT INTO THAT JUST A LITTLE FEW THINGS.
I JUST WANT TO GIVE SUMMIT A LITTLE PLUG A LITTLE BIT ANY.
I KNOW DOCTOR BROWN HAS DONE A LOT OF WORK OVER THERE AND THEN I KNOW COACH MUTT WILL FOLLOW HIS FOOTSTEPS, BUT JUST BASED, I'M JUST GOING TO DO THIS LITTLE STAT RIGHT HERE BASED ON THE 2223 GRADUATES THAT THEY THEY HAD THE HIGHEST CMR SCORE IN THE
[02:10:05]
DISTRICT. SO THEY OUTPERFORMED EVERY OTHER COMPREHENSIVE HIGH SCHOOL.THAT'S 83% OF THE SENIOR CLASS MET THEIR CMR. AND I KNOW THAT COACH MUTT IS JUST GOING TO CARRY THAT AND EVEN DO EVEN MORE WORK AND IMPROVE WHAT MATT BROWN HAS HAS STARTED.
SO I THANK YOU, DOCTOR BROWN, FOR ALL THE WORK THAT YOU PUT OVER THERE.
I VOLUNTEERED OVER THERE A LOT AND I CAN CONTEST THAT.
SO I LOOK FORWARD TO OUR KIDS GOING FORWARD AND SEEING WHAT COACH MUTT CAN DO WITH THE KIDS THERE.
SO THAT'S MY LITTLE PLUG THERE.
I THINK WE HAVE A LOT OF POTENTIAL, ESPECIALLY WITH TIMBERVIEW.
THERE'S A LOT OF ROOM OVER THERE WHERE WE CAN DO SOME REALLY COOL THINGS AND AND GIVE SOME KIDS SOME OPPORTUNITIES THAT MAYBE SOME CLASSES THAT BEN BARBER ARE FULL AND THEY CAN'T GET INTO. BUT IF WE CAN EXPAND THEIR, IT GIVES THEM AN OPPORTUNITY.
SO IT GIVES US A LOT OF FLEXIBILITY.
SO AGAIN, THANK YOU, EVERYBODY, FOR BEING ON THAT COMMITTEE.
I KNOW IT IT ENDED UP BEING A LOT MORE MEETINGS THAN WHAT YOU ALL INTENDED.
AND AND I JUST APPRECIATE ALL THE TIME THAT YOU PUT INTO IT.
MISS ANDERSON. ACTUALLY, I JUST WANT TO ECHO A LITTLE BIT OF WHAT BOTH OF THEM SAID.
I WHAT I'M HEARING YOU SAY ON SEVERAL, SEVERAL TIMES IS, YOU KNOW, WE'RE TRYING TO UTILIZE THIS IN THE MOST EFFICIENT MANNER WITHOUT WITHOUT MOVING, YOU KNOW, MOVING THE LEAST AMOUNT OF CHILDREN AND STILL HAVE OPEN OPPORTUNITIES FOR US TO EXPAND NOT ONLY CHOICE, BUT ALSO EVEN OUR YOUNGER GENERATION AS AS KIDS MOVE IN.
AND THAT I THANK YOU FOR EVERY EVERYONE AND THAT WAS ON THE COMMITTEE LIKE LIKE BOTH OF THEM SAID IT'S VERY DIFFICULT TO BE ON THAT COMMITTEE, ESPECIALLY WHEN YOU HEAR ALL THE RUMBLINGS THAT YOU HAVE THE LAST FEW WEEKS.
REALLY GREATLY APPRECIATE THAT.
AND THE SECOND THING IS, LIKE MS..
THOMAS SAID, GOING THROUGH DEFINITE CHANGE.
I HAD ONE KID THAT WAS AT ONE MIDDLE SCHOOL AND UNFORTUNATELY I DIDN'T HAVE THE OPPORTUNITY BECAUSE THE KIDS WERE A LITTLE TOO FAR APART TO STAY IN THAT FEEDER. AND MY KIDS SWITCHED.
AND I'LL TELL YOU TODAY, I STILL HAVE ONE IN THAT THAT OTHER MIDDLE SCHOOL.
AND THAT WAS THE BEST EXPERIENCE THEY HAD BEING AT THAT OTHER MIDDLE SCHOOL.
YOU KNOW, AT THE TIME YOU'RE LIKE, WHAT? YOU KNOW, YOU'RE LIKE, YOUR LIFE IS FALLING APART.
ONE KID WENT TO ONE AND NOW YOU'VE GOT THREE THAT ARE GOING TO GO TO ANOTHER.
BUT IT WORKED OUT PERFECTLY FINE.
AND THEN I WANT TO SAY SOMETHING ABOUT SUMMIT.
I WAS TRYING TO GET ONE OF MY FRIENDS HERE.
THEY'VE GONE THROUGH THE DISTRICT, ONE STILL AT SUMMIT.
SHE CALLED ME TODAY AGAIN AND SAID HOW MUCH SHE LOVES SUMMIT AND HOW MUCH.
HER KIDS HAVE LOVED IT AND WHAT THEY'VE DONE GOING THROUGH IT.
AND, YOU KNOW, IT GIVES ME CHILLS EVERY TIME I THINK ABOUT IT.
SOMEBODY CALL ME OUT OF THE BLUE TELLING ME HOW MUCH THEY LOVE ONE OF THE SCHOOLS THAT WE HAVE, YOU KNOW? SO, AGAIN, APPRECIATE YOU, DR.
BROWN. I KNOW THE ADMINISTRATION WILL CONTINUE TO LEAD THAT FORWARD.
YES. THANK YOU, STAFF AND AND COMMITTEE FOR DOING THE WORK.
I KNOW THIS WAS A HUGE UNDERTAKING, AND SO I DO APPRECIATE YOUR TIME AND VALUE THAT SO MUCH.
I MEAN, IF WE DON'T DO SOMETHING, THAT'S THE ONLY OPTION.
AND I KNOW AS A BOARD, THAT'S SOMETHING FOR ME THAT WOULD BE I WOULDN'T EVEN CONSIDER DOING THAT.
AND SO UNFORTUNATELY, WE DO HAVE TO MAKE A DECISION.
AND LIKE A LOT OF PEOPLE HAVE ECHOED, IT'S AN EMOTIONAL DECISION.
THIS ISN'T SOMETHING YOU SAID.
YOU KNOW, I CAN THINK OF A MILLION OTHER PLACES I'D RATHER BE TONIGHT.
ME TOO, BECAUSE THIS ISN'T FUN TO HAVE TO MAKE THESE DECISIONS.
BUT THESE ARE THINGS THAT WE WERE TASKED TO DO.
AND SO WE TAKE THIS DECISION REALLY SERIOUSLY.
I MEAN, WE WERE TALKING TO A HIGH SCHOOL PRINCIPAL JUST AFTER THE SUMMER GRADUATION THIS EVENING, AND SHE WAS TALKING ABOUT THEY ARE SO MAXED OUT AT THAT HIGH SCHOOL THAT KIDS AREN'T EVEN MAKING IT THROUGH THE LUNCH LINE AND THEY'RE HAVING TO HOLD THEM OVER.
SO JUST A COUPLE OF THINGS THAT I WANTED TO ASK.
[02:15:05]
I WANTED TO GO BACK TO THE HIGH SCHOOL MAP.AND THERE'S A TRIANGLE TO THE EAST.
IT'S IN THE BLUE. IT'S TO THE EAST OF TO 87.
AND SO I KNOW THERE'S BEEN A LOT OF QUESTIONS ABOUT WHY IS THAT TRIANGLE STILL STAYING IN THE LEGACY FEEDER PATTERN AND NOT GOING TO SUMMIT.
COULD YOU EXPLAIN A LITTLE BIT ABOUT THE REASONING BEHIND THAT? SURE. IF YOU REMEMBER RIGHT.
OR IF YOU REMEMBER IN THE FIRST THREE MAPS, THAT TRIANGLE WAS NOT THERE IN TWO OF THEM AND WAS THERE IN ONE OF THEM AND IS THERE IN IN MAP NUMBER FOUR.
SO THE THE BOTTOM LINE IS IT'S REALLY KIND OF TWO THINGS.
NUMBER ONE, THAT IS PART OF NANCY NEAL'S ATTENDANCE ZONE.
SO IF IF WE WE HAD TO DECIDE WHETHER OR NOT WE WANTED ANOTHER SPLIT ELEMENTARY, WE JUST WE JUST GOT HOLT WHERE THEY'RE NOT SPLIT.
IF THIS GOES THROUGH AND THEN WE WE THEN WE TURN AROUND AND SPLIT.
LIKE IN THE PERRY AREA, WHAT DOWN SOUTH IS GROWING SO FAST.
AND THEN THE OTHER PART IS THAT IF WE IF WE GIVE THAT BACK, THAT PART BACK TO MANSFIELD HIGH, THEN WE'RE PUTTING IF YOU REMEMBER BACK IN ONE OF THE TALKS I HAD ON THE THREE MAPS, THEN IT PUTS MANSFIELD BACK RIGHT BACK WHERE THEY'RE THEY'RE OVER CAPACITY IN TWO YEARS.
SO SO THE TRIANGLE PART SO THAT CURRENTLY FEEDS INTO LEGACY.
OH THAT'S RIGHT. WE'RE KEEPING THAT THROUGH LEGACY SO HOW WOULD THAT.
OKAY SO SO IF WE'RE NOT IF WE'RE NOT SEPARATING THE ELEMENTARY SCHOOLS.
SO I UNDERSTAND THAT PORTION OF IT.
I DID. I DID I DID MISSPEAK ON THAT.
SO PARTLY WHAT WOULD BE THE WHAT I JUST TALKED ABOUT WAS THE NOT SPLITTING NANCY NEAL.
AND THEN THE OTHER PART OF IT IS THERE'S THERE IS A CONCERN.
IT'S THE SAME THING. CONCERN I JUST TOOK WHERE THE CROSS TIMBERS AND HOWARD ARE AT A POINT WHERE THEY'RE.
WHEN WE PUT MORE STUDENTS IN IT, ESPECIALLY WHEN PART OF CROSS TIMBERS IS A FINE ARTS ACADEMY, THEN WE START GETTING CONCERNED.
SO THAT'S KIND OF WHAT I WAS CURIOUS, IS WHAT THE IMPACT WOULD BE.
I'M SORRY. I MISSPOKE. NO, THAT'S OKAY.
AND THEN I JUST WANT TO I THINK I JUST HAVE ONE OTHER THING I WANT TO TOUCH ON.
DID WE TAKE INTO CONSIDERATION CURRENT TRANSFERS INTO ALL OF THE HIGH SCHOOLS? DID YOU LOOK AT THOSE NUMBERS? CAN YOU TALK A LITTLE BIT ABOUT THAT? THE SHORT ANSWER IS NO.
BUT HERE'S WHAT HERE'S WHAT HAPPENS.
SO WHEN WHEN WE DO TRANSFERS, WE LOOK AT WE LOOK AT TWO THINGS.
WE LOOK AT NUMBER ONE, WE KNOW WHAT THE SCHOOLS ARE STAFFED FOR AND AND WE ALSO SO WE TRY NOT TO WE NOT WE TRY NOT TO DO ANYTHING THAT MAKES THE STAFFING RATIOS CHANGE AT ALL.
AND SO, LIKE AT A HIGH SCHOOL, WE WE KIND OF WORK ON A GIVE OR TAKE OF ABOUT 30 STUDENTS A YEAR. SO BECAUSE THE OTHER THING THAT WE DO IS WE MONITOR NOT ONLY THAT, WE WE MONITOR NOT ONLY THE TRANSFERS IN, WE WE MONITOR THE TRANSFERS OUT.
SO WHERE WHERE LET'S PICK LEGACY.
[02:20:01]
IF LEGACY HAD 45 TRANSFERS INTO THE SCHOOL, FOR WHATEVER REASON, WE KNOW THAT. BUT WE ALSO KNOW THAT THEY HAD 42 AND I'M JUST MAKING THAT UP BUT WE HAD 42 OUT TRANSFER OUT.AND SO THAT'S PART OF THE ANSWER IS WHAT'S MORE IMPORTANT THAN THE NUMBER OF TRANSFERS IS WHAT'S THE NET, RIGHT? OKAY. AND DID THAT DID YOU SAY THAT THAT WAS AROUND 30, 30, THAT YOU TRY TO KEEP IT NO MORE THAN 30 OR.
YEAH, YEAH. WE TRY TO KEEP IT AT NO MORE THAN 30.
MAYBE. MAYBE IT CRAWLS UP A LITTLE BIT, BUT SO NOT.
I GUESS WHAT I'M GETTING AT IS I'M TRYING TO THE NET.
WE TRY TO MAKE SURE THAT THE NET NEVER GOES PLUS OR -30.
OKAY. SO I JUST WANTED TO MAKE SURE THAT LIKE IN THE LEGACY HIGH SCHOOL, IF WE'RE TRANSFERRING 200 STUDENTS, YOU'RE ALWAYS TAKING INTO ACCOUNT THE STUDENTS THAT ARE TRANSFERRING OUT. SO IT'S NEVER GOING TO BE 200 STUDENTS ADDITIONAL LEGACY THAT WOULD WOULD NOT HAVE NORMALLY BEEN THERE.
NO. SO YOU ALWAYS TAKE INTO CONSIDERATION.
ONE OTHER THING, JUST JUST KIND OF ANOTHER PLUG FOR SUMMIT.
I KNOW THAT WE HAVE ANOTHER CHOICE PROGRAM STARTING THERE.
WHAT CAN YOU JUST REITERATE THE NAME OF THAT AND KIND OF JUST TALK ABOUT THE EXCITING THINGS THAT WE HAVE GOING ON AT SUMMIT? YEAH, ABSOLUTELY.
AND IT'S VERY MUCH LIKE EARLY COLLEGE HIGH SCHOOL.
BUT WE WILL HAVE A COMPUTER SCIENCE FOCUS.
WE ACTUALLY HAVE AN INTRODUCTORY COURSE BEING OFFERED THIS YEAR AT HOWARD TO OUR EIGHTH GRADERS.
AND SO OUR FIRST OFFICIAL CLASS CLASS WILL START NEXT FALL.
AND SO THAT WILL BE OPEN TO NINTH GRADERS.
AND THEN THE NEXT YEAR IT'LL BE NINTH AND 10TH AND CONTINUE TO GROW.
THANK YOU. ANYONE ELSE, MISS NEWSOM? I DON'T NEED TO REPEAT ALL OF THE THINGS THAT EVERYONE SAID, BUT IT DOESN'T GO UNNOTICED BY THIS GROUP ABOUT THE WORK AND THE TIME THAT'S PUT IN, BECAUSE TO ME IT'S VERY OBVIOUS THAT WE REALLY CARE ABOUT A BETTER EDUCATIONAL EXPERIENCE FOR ALL STUDENTS ACROSS THE DISTRICT IN EVERY CAMPUS.
I DO THINK THAT ONE OF THE THINGS THAT CAME TO MIND WAS BUSSES.
WE ALWAYS KIND OF THIS IS LIKE A LONG HISTORY OF BEING ON THE BOARD.
COURTNEY AND I, OF LIKE BUSSES KIND OF IS A CHALLENGE.
AND SO SOMETIMES WHEN I LOOK AT THESE THINGS, I THINK ONE OF MY FIRST THOUGHTS IS, WELL, THIS COULD HELP US JUST A LITTLE BIT WITH BUSSES AND HOW MUCH TIME KIDS ARE SPENDING ON THE ROAD, HOW MANY MILES, HOW MUCH GAS.
IT JUST COMES TO MIND AS WELL AS PORTABLES.
I'VE BEEN ON THE BOARD WHEN I REMEMBER.
WE REJOICED WHEN WE SOLD THE LAST PORTABLE THAT WE HAD.
AND SAFETY. THIS IS SOMETHING THAT THIS BOARD HAS PUT FIRST AND FOREMOST OF, OF THE STUDENTS AND THE STAFF, AND THAT WE COULD BE RAISING SOME SOME SAFETY ISSUES HERE.
SO THANK YOU SO MUCH FOR FOR WHAT YOU GUYS ARE DOING AND THANKS FOR UNDERSTANDING THE HARD DECISIONS THAT HAVE TO BE MADE IN ORDER TO MAKE THE BEST DECISIONS FOR STUDENTS OVERALL.
THIS IS A HARD DECISION, BUT IT'S EASY FOR US TO DO AS BOARD MEMBERS AND EDUCATORS.
BUT AS A PARENT, I FEEL THE EMOTIONAL ATTACHMENT.
I THINK MOST PEOPLE KNOW THAT.
I MOVED BEFORE HAVING A CHILD.
I MOVED INTO THE MISD AREA, THE DISTRICT.
I MOVED IN BEFORE HAVING FAITH AND SO EMOTIONALLY I CAN RELATE TO PARENTS.
I EVEN ASKED MR. BROGDEN LIKE, WHAT IF WE DO NOTHING? AND HE GAVE ME THESE NUMBERS THAT WERE ASTONISHING BECAUSE WE'RE GROWING EXPONENTIALLY.
AND SO AS A BOARD MEMBER, AS AN EDUCATOR, WE KNOW THE IMPORTANCE OF HAVING THE APPROPRIATE STUDENT TEACHER RATIO AND HAVING STUDENTS IN A SPACE WHERE THEY CAN MOVE FREELY ACADEMICALLY AND HAVE A GREAT EDUCATIONAL EXPERIENCE.
BUT I DO APPRECIATE YOU, MR. WRIGHT, AND MS..
YOUNG, MR. BROGDEN AND DR. CASH, AS WELL AS ALL OF THOSE WHO WORKED ON.
[02:25:03]
BECAUSE YOU'RE MAKING I'M SAYING YOU ALL ARE MAKING HARD DECISIONS, BUT THIS WAS HARD FOR US ALL TO DO.AND SO SINCE THE LAST REZONING, I HAD SOMEONE WE WERE TALKING ABOUT SIX YEARS AGO.
LOOK, LOOK AT WHAT WE'RE DOING NOW.
SO THANK YOU SO MUCH FOR THE WORK YOU'RE DOING, EVERYONE.
I APPRECIATE IT AND I'M GRATEFUL THAT WE HAVE TO MAKE THIS IS A GOOD PROBLEM.
WOULD YOU SAY THIS IS A GOOD PROBLEM? WE'RE GROWING AND WE'RE PROVIDING AN EXCELLENT EDUCATION FOR OUR STUDENTS SO OUR TEACHERS ARE HAPPY.
IF IT'S A IF IT'S A GOOD PROBLEM, I WANT SOMEBODY ELSE TO HAVE IT.
YES, I DO KNOW THE, THE THE HARD DECISIONS AND HARD DISCUSSIONS YOU ALL HAVE HAD TO HAVE.
AND I'M LOOKING AT THE COMMITTEE AS WELL AS OUR STAFF.
I AM OLD ENOUGH TO SEE THE FIRST STREET LIGHT AS WELL AS THE FIRST SPLIT OF SCHOOLS IN OUR DISTRICT.
I WILL SAY THAT I'VE BEEN ON THE BOARD LONG ENOUGH TO SEE MORE THAN I'D LIKE TO SEE THE SPLITS, BUT AS DOCTOR REGIS MENTIONED, IT'S ALWAYS THE GOOD THING ABOUT IT IS, IS WHEN YOUR DISTRICT IS GROWING AND CONTINUES TO GROW AT THE RATE ARE ALWAYS HAVE EVEN IN A DOWNTIME THAT TELLS YOU YOU'RE DOING SOMETHING RIGHT BECAUSE EVERYBODY WANTS TO BE PART OF SOMETHING GOOD. RIGHT.
AND AND WE ALL KNOW THAT DISTRICTS ARE THE SCHOOLS ARE WHAT MAKES OUR COMMUNITIES AS A WHOLE.
AND I JUST YOU KNOW, I DO I DO HATE IT FOR THOSE THAT, YOU KNOW, THINGS DON'T WANT TO CHANGE.
I HAVE BEEN PART OF THAT MYSELF.
AND IT IS JUST REALLY IT'S A REALLY HARD DECISION.
I KNOW FOR THE FAMILIES, AS DR.
REED STATED, AND IT DOES MAKE SENSE.
BUT I DO THANK YOU GUYS FOR FOR HELPING WORK THROUGH THE TOUGH DECISIONS.
SAME WITH THE COMMITTEE AND AND DOING THE WORK.
DID ANYONE HAVE ANYTHING ELSE? OKAY. THANK YOU, DAVID.
THANK YOU. SO WE'LL MOVE TO ITEM 9.3 RTA SAFETY AUDIT.
I WOULD LIKE TO ASK OUR DIRECTOR OF SAFETY, SECURITY AND THREAT MANAGEMENT, BRETT FORTNER.
SHE'S ALREADY UP THERE RARING TO GO.
WE HAVE A BRIEF PRESENTATION ABOUT RTA SAFETY AUDITS.
THANK YOU. BOARD PRESIDENT WILSON, DR.
CANTU SCHOOL BOARD MEMBERS FOR HAVING ME HERE TONIGHT.
I'M GOING TO DISCUSS OUR FORMAT FOR OUR INTERNAL PROCESS, FOR OUR DISTRICT AUDIT.
I'LL REPORT OUR DISTRICT WIDE FINDINGS FROM THE AUDIT AND THEN PRESENT OUR NEXT STEPS.
SO WHAT IS THE DISTRICT AUDIT REPORT TOOL OR AS COMMONLY KNOWN, THE DA TOOL? IT IS MANDATED BY TEXAS EDUCATION CODE, AND IT REQUIRES THAT SCHOOL DISTRICTS CONDUCT A SAFETY AND SECURITY AUDIT OF DISTRICT FACILITIES AT LEAST ONCE EVERY THREE YEARS.
SO THAT IS WHAT I'M DOING TONIGHT.
SO WHAT'S INCLUDED IN THIS AUDIT? THE FIRST PIECE IS THE AUDIT THAT WE MUST AS A DISTRICT CONDUCT.
THE FIRST PIECE IS AN INTRUDER ASSESSMENT.
SO IT IS EXACTLY WHAT YOU THINK IT IS, WHERE SOMEONE GOES IN POSED AS AN INTRUDER, BUT JUST IN PLAIN CLOTHES TO SEE IF THEY CAN GAIN ACCESS TO A CAMPUS AT THAT POINT, IF THEY ARE ABLE TO GAIN ACCESS, THEY SEE IF ANYONE STOPS THEM, IF SOMEBODY DOES STOP THEM, THEY THANK THEM FOR STOPPING THEM.
AND THEY MAKE NOTE OF ALL OF THIS IN THE AUDIT.
SO THE STUDENT HANDBOOK, STAFF HANDBOOK RELATED DISCIPLINE DATA.
WE ALSO DO CLIMATE SURVEYS OF STUDENTS AND STAFF RELATED TO SAFETY AND SECURITY.
SO WHAT IS THE CLIMATE AND CULTURE OF SAFETY ON THE CAMPUS? WE DO A PHYSICAL SECURITY ASSESSMENT OF THE FACILITY, AND THEN WE ALSO DO SAFETY, A SAFETY PROTOCOLS ASSESSMENT.
[02:30:04]
SO I REALLY WANT TO FOCUS ON THOSE LAST TWO BECAUSE THE LAST TWO IS WHERE THERE IS THE MOST ROOM FOR IMPROVEMENT.SO THE PHYSICAL SECURITY ASSESSMENT, WE'RE LOOKING AT THINGS LIKE THE DOORS.
ARE THEY CLOSING AND LATCHING APPROPRIATELY? DO WE HAVE GATES? IF WE DO.
ARE THEY SECURED? SHOULD THEY BE SECURED? DO ARE OUR WINDOWS NOT BROKEN? ARE THEY LOCKING LIKE THEY SHOULD? DO THEY HAVE THE FILM IF THAT'S A REQUIREMENT? AND THEN LANDSCAPING AS WELL.
SO LANDSCAPING CAN BE A FIRE HAZARD.
IT CAN ALSO CAUSE SOME VISIBILITY CONCERNS AND THEN THOSE SAFETY PROTOCOLS.
THINK OF IT AS THE HUMAN ELEMENT.
WHAT ARE WE DOING AS STAFF MEMBERS ON A CAMPUS TO IMPACT SAFETY AND SECURITY? SO IF WE HAVE A POLICY TO LOCK IN CLOSED DOORS, ARE THEY ACTUALLY LOCKED IN? CLOSED? OUR STAFF, STUDENTS AND VISITORS WEARING THEIR BADGES.
THE POSTING OF SAFETY MATERIALS.
SO WE HAVE EVACUATION MAPS IN EVERY CLASSROOM.
WE HAVE OUR STANDARD RESPONSE PROTOCOL POSTERS UP THROUGHOUT THE CAMPUSES.
SO IS THAT WHERE IT'S SUPPOSED TO BE? ARE WE COMPLIANT WITH OUR TRAINING RELATED TO SAFETY AND SECURITY? SO CPR STOP THE BLEED, THINGS LIKE THAT, AND THEN THE UNDISTRACTED PRESENCE IN THE HALLWAY.
SO IF WE'RE AT A DUTY STATION OR IT IS A PASSING PERIOD, ARE WE OFF OF OUR PHONES, ENGAGING WITH OUR STUDENTS AND MAKING SURE THAT WE'RE CREATING A SAFE ENVIRONMENT? SO AFTER WE COMPLETE THE AUDIT AND I WILL GET TO THE AUDIT FINDINGS IN A BIT, BUT AFTER WE COMPLETE THE AUDIT, WE HAVE TO FILL OUT THE DA TOOL.
IT IS A VERY COMPREHENSIVE REPORT THAT IS SENT TO THE TEXAS SCHOOL SAFETY CENTER.
SO THE FIRST SECTION, DISTRICT DEMOGRAPHICS, THEY'RE LOOKING FOR THINGS LIKE ARE WE A RURAL DISTRICT, SUBURBAN OR URBAN? THEY'RE ASKING ABOUT TOTAL ENROLLMENT, THINGS LIKE THAT FOR THE SAFETY AND SECURITY INFORMATION IN SECTION TWO.
THEY'RE ASKING QUESTIONS LIKE, HOW MANY FACILITIES DO WE HAVE? DID YOU COMPLETE THE AUDITS ON THE FACILITIES FOR SECTION THREE, WHICH IS THE SCHOOL SAFETY AND SECURITY COMMITTEE? DO YOU HAVE A COMMITTEE? HOW OFTEN DO THEY MEET? WHO SERVES ON YOUR COMMITTEE? THOSE TYPES OF QUESTIONS.
FOR SECTION FIVE FOR BEHAVIORAL THREAT ASSESSMENT, SUICIDE PREVENTION AND TRAUMA INFORMED CARE, THEY'RE ASKING QUESTIONS ABOUT OUR BEHAVIORAL THREAT ASSESSMENT TEAMS. DO WE HAVE AN ANONYMOUS REPORTING LINE? QUESTIONS LIKE THAT FOR SIX FOR THE BULLYING PREVENTION POLICIES AND PROCEDURES? ONE OF THE QUESTIONS IS, HAVE WE AS A BOARD ADOPTED A POLICY PROHIBITING BULLYING? SECTION SEVEN IS UNIQUE BECAUSE THERE IS ONLY ONE QUESTION IN SECTION SEVEN AND IT SAYS, DID YOUR DISTRICT CONDUCT AN ACTIVE THREAT EXERCISE, INCLUDING AN ACTIVE SHOOTER SIMULATION? SO THIS ONE WE DID NOT ANSWER IN THE AFFIRMATIVE BECAUSE WE DO NOT DO THAT.
BUT IT IS NOT A REQUIREMENT OF THE STATE.
BUT IT DOES LET THE STATE KNOW THAT WE'RE NOT DOING THAT.
AND IT IS SOMETHING THAT WE WE COULD CONSIDER MOVING FORWARD.
AND THEN FOR SECTION EIGHT, DOES EACH FOR ADDITIONAL SAFETY AND SECURITY INFORMATION, QUESTIONS LIKE DO YOU HAVE VISITOR POLICIES RELATED TO SAFETY AND SECURITY? HOW DID YOU SPEND YOUR SCHOOL SAFETY ALLOTMENT FUNDS? QUESTIONS ABOUT THE LAW ENFORCEMENT OFFICERS ON EACH CAMPUS.
SO WITH ALL OF THOSE QUESTIONS IN MIND, I CAN AFFIRM THAT WE HAVE SUBMITTED OUR REPORT AND WE DID MEET ALL OF THE STATE MANDATED REQUIREMENTS AS OF THE QUESTIONS IN THE DART TOOL.
I WILL NOTE THAT THE TEXAS SCHOOL SAFETY CENTER DOES NOT PROVIDE A GRADE.
BUT AS I SAID, WE HAVE GONE ABOVE AND BEYOND EVERYTHING THAT HAS BEEN ASKED OF US.
AND WE HAVE ANSWERED IN THE AFFIRMATIVE TO ALL OF THE QUESTIONS THAT ARE REQUIRED.
SO WHILE THE STATE DOES NOT REQUIRE THAT A SCORE BE GIVEN BASED ON OUR SAFETY AND SECURITY AUDIT REPORT, KNOWING MANSFIELD ISD, WE ARE GOING TO GO ABOVE AND BEYOND.
SO WE WE DID ASSIGN A SCORE TO EVERY SINGLE CAMPUS THAT WE AUDITED.
SO THE STATE IS JUST ASKING, DID YOU DO IT? THEY WILL ASK, DO YOU HAVE A POLICY ON HAVING LOCKED AND CLOSED CLASSROOM DOORS? THE ANSWER IS YES.
BUT AT MANSFIELD WE WANT TO KNOW, ARE WE ACTUALLY LOCKING IN, CLOSING OUR CLASSROOM DOORS? DO WE HAVE A POLICY FOR OUR STAFF MEMBERS TO WEAR ID BADGES AT ALL TIMES?
[02:35:04]
YES. ARE WE ACTUALLY DOING IT? SO WE'RE CHECKING OUR OWN FIDELITY HERE.AND I POSTED THE SCORES THERE OR THE SCORING SYSTEM.
SO CAMPUSES THAT RECEIVE A 90 OR HIGHER ARE CONSIDERED A LOW RISK.
75 TO 89 WOULD BE A MODERATE RISK AND 74 OR LOWER BEING A HIGH RISK.
SO WE AS A DISTRICT SAFETY AND SECURITY DEPARTMENT ARE COMMITTED TO DOING A FULL ASSESSMENT OF ANY CAMPUS THAT RECEIVES A MODERATE OR HIGH RISK SCORE ANNUALLY. SO WHILE THE STATE REQUIRES THE AUDIT TO HAPPEN EVERY THREE YEARS, WE ARE COMMITTING TO TO REDOING THOSE EVERY YEAR, OUR LOW RISK CAMPUSES WILL RECEIVE A FULL ASSESSMENT EVERY OTHER YEAR.
THEY'LL STILL RECEIVE ALL OF THAT.
WHAT LOWERS A SCORE AND INCREASES A RISK LEVEL? SO SOME THINGS THAT WE'RE LOOKING FOR ON THE FAR LEFT, YOU'LL SEE A WEIGHT PLATE THAT HAS BEEN LEFT OUTSIDE BY A DOOR.
WE CONSIDER THIS TO BE A PROPPING TOOL.
SO IF WE SEE A PROPPING DEVICE, WE WOULD CONSIDER THAT AN INFRACTION.
I GUESS YOU COULD SAY IT WOULD BE INCREASE THE RISK LEVEL.
SO WE WE KEEP EVERYTHING AT LEAST 18IN FROM THE CEILING.
AND THEN YOU'LL SEE ON THE FAR RIGHT A TREE THAT IS HAS GROWN UP AGAINST A BUILDING.
FIRST, WE HAVE 21 CAMPUSES THAT RECEIVED A LOW RISK RATING AND FOUR AT MODERATE FOR INTERMEDIATE SEVEN AT A LOW RISK AND ONE AT MODERATE AT MIDDLE. IT'S TWO AT LOW AND FIVE AT MODERATE AND THEN HIGH IN ALTERNATIVE CAMPUSES, THREE LOW, THREE MODERATE AND ONE HIGH.
AND I'M SURE YOU ALL ARE ALL SPECIFICALLY CONCERNED ABOUT THE ONE HIGH RISK CAMPUS, AS AM I.
BUT I WANT TO NOTE THAT THAT CAMPUS, WHILE I'M NOT GOING TO DIVULGE SPECIFIC CAMPUS INFORMATION, I DO WANT YOU TO KNOW THAT THE ONE HIGH RISK CAMPUS RECEIVED A SCORE OF A 74. SO THERE ARE ONE POINT AWAY FROM WHAT WE HAVE DETERMINED AS A MODERATE RISK, AND THAT SCORE IS A SNAPSHOT IN TIME.
SO IT WAS THAT ONE DAY THAT WE EVALUATED THAT CAMPUS IS THE FINDINGS THAT WE HAVE WHEN WE FIND SOMETHING ON A CAMPUS, WE IMMEDIATELY ADDRESS IT. SO WE TAKE A PICTURE OF IT, WE NOTE IT, IT GOES IN THE REPORT, BUT THEN WE TAKE CARE OF IT.
SO IF WE FIND A PROPPING DEVICE, WE REMOVE IT.
IF WE FIND A CLASSROOM DOOR THAT'S NOT CLOSED, WE CLOSE IT.
AND THEN WE WOULD ALSO REPORT IT TO ADMINISTRATION SO THAT THEY CAN FOLLOW UP ON THAT ISSUE.
SO THIS CAMPUS THAT WAS FOUND AT A HIGH RISK, A SCORE OF 74, THAT ONE DAY WHEN THE AUDITOR LEFT THAT CAMPUS, THAT CAMPUS WAS AT A MODERATE BECAUSE THE AUDITOR CORRECTED THOSE ISSUES, BRINGING THE SCORE UP.
I WILL ALSO ADD THAT IT IS NOT REALISTIC THAT A CAMPUS WOULD EVER HAVE 100.
WE CAN ALL STRIVE FOR 100 AND IT'S WHAT WE WANT.
ALL RIGHT. SO A FEW MORE CONCERNS THAT WE FOUND.
SO YOU'LL SEE ON THE LEFT AGAIN, THERE IS A BUCKET THERE THAT'S GOT CONCRETE IN IT.
SO THAT IS A PROPPING DEVICE NEAR AN EXTERIOR DOOR, AGAIN, AN OVERGROWN TREE.
AND THEN ON THE RIGHT SIDE, YOU'LL SEE AN OUTDATED STANDARD RESPONSE PROTOCOL POSTER.
AND SO WHEN WE FOUND THAT POSTER, WE NOTED IT AND THEN IMMEDIATELY SWAPPED THAT POSTER OUT.
AND SO HERE IS A PICTURE ON THE LEFT OF A DEAD TREE THAT IS PUSHING UP AGAINST A FENCE LINE.
AND THEN ON THE RIGHT YOU WILL SEE THAT THAT TREE HAS BEEN REMOVED.
SO IT'S ALWAYS GREAT TO SEE BEFORE AND AFTER PICTURES.
WELL, IT'S NOT LIKE A BEAUTIFUL SCHOOL, RENAULT.
SO I WANT TO SAY THANK YOU TO OUR AMAZING FACILITIES AND MAINTENANCE TEAM FOR TAKING CARE OF THAT SO QUICKLY AND THEN JUST PRESENTING THE DATA A LITTLE BIT DIFFERENT BECAUSE THIS DOES INCLUDE THE THE ACTUAL SCORES AS AN AVERAGE, YOU WILL SEE HOW CLOSE ALL OF OUR LEVELS ARE TO THAT 90.
[02:40:07]
SO ELEMENTARY AND INTERMEDIATE MEETING, THAT LOW RISK LEVEL AS AN AVERAGE MIDDLE SCHOOL IS AT 88 HIGH AND ALTERNATIVE SCHOOLS.SO EVEN KNOWING THAT ONE OF OUR SCHOOLS IN THAT LEVEL WAS A 74, THEIR AVERAGE IS STILL AN 87.
AND THEN AS A DISTRICT, THE AVERAGE OF ALL 47 CAMPUSES IS AT 90.
SO WHAT OUR NEXT STEPS? WE ARE AIMING FOR EVERY CAMPUS TO BE LOW RISK.
AND SO AS I MENTIONED, EXIGENT ISSUES ARE HANDLED IMMEDIATELY.
WE'RE GOING TO STAY THERE UNTIL WE CAN RESOLVE THAT, AS WELL AS THOSE SMALLER, LOWER RISK, SAFETY AND SECURITY ISSUES WITHIN A CAMPUS LIKE A POSTER. IF IT'S SOMETHING WE CAN TAKE CARE OF IMMEDIATELY, WE WILL.
WE WILL BE HAVING MEETINGS WITH EACH CAMPUS ADMINISTRATION TEAM THIS FALL TO DIG DEEPER INTO THEIR REPORTS TO MAKE SURE THAT THERE'S NOT ANY ADDITIONAL TRAINING OR RESOURCES THAT THEY WOULD LIKE US TO PROVIDE TO THEIR CAMPUS.
BUT WE WILL ALSO DO THAT IF WE SEE THAT AS A NEED FOR THE DISTRICT, IF WE SEE EVERYONE MISUSING A SPECIFIC RESOURCE, IT MAY JUST BE AN EMAIL THAT GOES OUT OR AN OPPORTUNITY FOR AN IN-PERSON TRAINING.
AND THEN AS I MENTIONED, THE REASSESSMENT AS NEEDED.
AND THEN LASTLY, I WOULD BE REMISS IF I DID NOT RECOGNIZE MATT VAN CLEAVE.
MATT IS THE EMERGENCY MANAGEMENT SPECIALIST FOR THE DISTRICT, AND HE SPEARHEADS THIS AUDIT PROCESS.
AND IT IS NO SMALL FEAT TO DO A DEEP DIVE SAFETY AND SECURITY AUDIT ON 47 CAMPUSES.
SO I'M VERY THANKFUL TO HAVE TO HAVE HIM ON THE TEAM.
AND WITH THAT, I WILL TAKE QUESTIONS AND COMMENTS POSTED ON THIS IN THIS TIME.
MR. NEWSOM, I JUST HAD A QUICK QUESTION.
THIS IS SUCH A HUGE THING FOR US.
THOSE OF US WHO'VE BEEN HERE FOR A WHILE REALLY SEE A PALPABLE DIFFERENCE WHEN WE'RE ON CAMPUSES.
WE CAN'T GET IN THE BACK DOOR AT THE BAND HALL JUST SAYING.
SO WE REALLY NOTICED AND WE HAVE BADGES.
SO BUT WHAT I DO WANT TO KNOW IS A LITTLE BIT ABOUT THE INFORMATION.
BUT WHAT IS THE TEXAS COALITION FOR SAFETY? WHAT DO THEY DO WITH IT? LIKE WHAT'S IF THEY DON'T REALLY GRADE YOU AND THEY DON'T DO THESE THINGS, WHAT DO THEY DO? ARE THEY JUST TRACKING? I JUST I'M JUST LOOKING FOR MORE INFORMATION.
YEAH. SO THERE'S KIND OF TWO PIECES TO IT.
THE AUDIT THAT THEY REQUIRE IS REALLY JUST FOR INTERNAL INFORMATION.
SO THEY'RE REQUIRING US TO DO THESE AUDITS.
BUT THE ACTUAL FINDINGS THAT ARE SPECIFIC TO THE CAMPUSES IS FOR OUR OWN AWARENESS AND OUR OWN ABILITY TO MAKE INFORMED DECISIONS ON THE DA TOOL DISTRICT AUDIT REPORT TOOL THAT THEY'RE ASKING FOR.
IT'S MAINLY YES OR NO QUESTIONS OF JUST, YOU KNOW, DO YOU HAVE THESE THINGS THAT ARE REQUIRED OF YOU BY STATE? THEY DON'T ACTUALLY GET OUR AUDITS FROM OUR CAMPUSES.
SO IT'S MORE GUIDANCE FOR WHAT YOU SHOULD BE DOING OR HAVING POLICY MAYBE BE.
I THINK THEY'RE JUST COLLECTING ALL OF THE DATA.
BUT RIGHT NOW THEY'RE JUST COLLECTING ALL THE INFORMATION FROM ALL THE CAMPUSES OR DISTRICTS.
WELL, THANK YOU. THANK YOU TO YOU AND YOUR TEAM.
REED. THANK YOU FOR THAT PRESENTATION.
I HAVE SEEN THE NEW SIGNAGE ON THE CAMPUS.
IT MAKES YOU STOP AND READ IT.
I WANTED TO THANK YOU AND YOUR TEAM FOR EXCEEDING THE EXPECTATIONS, THE REQUIREMENTS THAT THE STATE PROVIDES FOR US, AND ALSO KEEPING US ON THE CUSP OF THE MOST RECENT, MOST CURRENT EFFECTIVE SAFETY AND SECURITY MEASURES.
EVEN WHEN WE MADE THE DECISION TO PUT VIDEO CAMERAS ON ALL OF OUR CAMPUS OR DO THE KEYLESS ENTRY.
WE WERE ALWAYS A STEP AHEAD AND AND WE KEEP DOING THAT.
[02:45:01]
SO I APPRECIATE THE DEPARTMENT AND MATT HAS DONE AN EXCELLENT JOB BACK THERE.APPRECIATE ALL THE ALL OF THAT YOU ALL DO TO KEEP IMPROVING A LITTLE BIT BY LITTLE BIT.
OUR KIDS ARE FIRST AND FOREMOST, SO WE APPRECIATE THEIR SAFETY.
[10. Public Comments]
WE WILL NOW MOVE TO ITEM TEN, OUR PUBLIC COMMENT SECTION OF THE AGENDA, THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD DURING PUBLIC COMMENTS IS AS FOLLOWS EACH SPEAKER SHOULD ADDRESS THE BOARD FROM THE PODIUM, MICROPHONE AND STATE HIS OR HER NAME BEFORE SPEAKING.BOARD POLICY PROHIBITS THE DISCUSSION OR COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.
AS A REMINDER, THE REGISTRATION PROCESS FOR PUBLIC COMMENTS IS NOW AN ONLINE REGISTRATION PROCESS.
THOSE WHO WISH TO PARTICIPATE IN PUBLIC COMMENTS ARE REQUIRED TO REGISTER ONLINE, BEGINNING WITH THE AGENDA FOR THE MEETING IS POSTED, WHICH IS NO LATER THAN 72 HOURS PRIOR TO THE START OF A MEETING.
ONLINE REGISTRATION IS AVAILABLE UNTIL 1 P.M.
THE DAY OF THE BOARD MEETINGS.
FOR MORE INFORMATION AND TO SIGN UP, YOU CAN VISIT THE SCHOOL BOARD PAGE ON THE DISTRICT WEBSITE.
AND SO WE DO APPRECIATE YOUR COLLABORATION AS WE STREAMLINE OUR PUBLIC COMMENTS SECTION OF OUR AGENDA WITH THAT, SINCE WE DO HAVE IT SIGNED UP AHEAD OF TIME, I'VE GOT THE LIST HERE AND OUR FIRST SPEAKER IS CRAIG GIBSON.
HI. THANK YOU FOR THE OPPORTUNITY TO ADDRESS THE BOARD THIS EVENING.
WE'VE BEEN NOW IN TOWN FOR ALMOST 14 YEARS.
WE HAVE ONE DAUGHTER WHO HAS GRADUATED FROM THE MANSFIELD SCHOOL DISTRICT.
WE HAVE FIVE OTHERS CURRENTLY ENROLLED.
OKAY. WE DO LIVE AT ROBERTA TIPS.
WE SELECTED ROBERTA TIPS SPECIFICALLY WHEN WE BOUGHT OUR HOME.
THAT WAS ONE OF THE HIGHLIGHTS ABOUT WHY WE BOUGHT IT.
YOU KNOW, WHEN WE CAME AND MET AT THE PUBLIC HEARING ABOUT THE RECOMMENDATIONS FOR THE REZONING.
I'M GOING TO STOP. I'M GOING TO CHANGE DIRECTIONS REAL QUICK.
I'M GOING TO TALK ABOUT THE BEST THINGS I WANT TO TALK ABOUT.
OUR DAUGHTER CHOSE TO ATTEND ALMA MARTINEZ, WHICH IS A SCHOOL CHOICE.
AND I WANT TO THANK YOU ALL FOR THAT PROGRAM.
WE WERE ABLE TO SEE SOME TRULY BEAUTIFUL, STUNNING PERFORMANCES THAT WERE PUT ON BY THAT SCHOOL.
EVEN WHEN COMPARED WITH THE HIGH SCHOOLS THEY COMPETED AGAINST.
SO WHATEVER WE DID THERE, WE DID IT RIGHT AND IT WAS VERY WONDERFUL.
OR OTHER PHYSICAL ACTIVITIES AS PART OF HER ENRICHMENT CURRICULUM.
SHE WAS VERY SAD TO SEE THE OTHER KIDS HAVING P.E.
SO THAT'S JUST FOR YOUR INFORMATION.
HE WOULD REALLY LOVE TO DO THAT.
OKAY. SO NOW COMING BACK TO IT THEN, I'VE MENTIONED TO SEVERAL OF YOU TONIGHT AT THAT PUBLIC HEARING THAT WE ARE NOT CONCERNED ABOUT ATTENDING SUMMIT AS A SCHOOL, THAT IT IS. BUT WHAT WE DID NOT HEAR AND I WAS A LITTLE BIT THANKFUL FOR SOME OF YOUR COMMENTS TONIGHT, ALTHOUGH I DID FEEL KIND OF LIKE THE CAR SALESMAN WHERE I WANTED TO BMW AND YOU YOU ROLLED OUT THE USED ONE AND SAID, HEY, IT'S GREAT.
RIGHT? BUT I DID APPRECIATE THE COMMENTS BECAUSE YOU MENTIONED SOME OF THE THINGS THAT YOU'RE DOING TO IMPROVE THAT SCHOOL, WHICH IS WHAT I FELT ARE SORELY LACKING FROM THE PROPOSALS THAT WERE PRESENTED.
[02:50:01]
GREAT SCHOOLS, YOU KNOW, GO TIGERS.THERE WAS NO MENTION ABOUT WHAT'S GOING TO BE DONE TO IMPROVE THOSE SCHOOLS.
MS. I THINK IT'S A GREAT IDEA THAT WE LEAVE SPACE AT SOME OF THOSE SCHOOLS FOR ALTERNATIVE PROGRAMS. I THINK THAT'S GREAT. AM I OUT OF TIME? ARE THERE ONE TWO SECONDS? WHAT DOES THAT MEAN? I THINK THAT'S IT.
MAY I HAVE ONE EXTRA MINUTE TO WRAP UP? NOT A WHOLE MINUTE LIKE YOU HAVE TWO, THREE SECONDS.
WRAP IT UP. JUST TELL ME WHAT I HAVE TO STOP, OKAY? I'LL BE AS QUICK AS I CAN.
NO, WE GOT TO. WE GOT TO WRAP IT UP BECAUSE ALL MY FOLKS LEFT.
EVERYBODY WHO IS HERE WAITING.
CAN I JUST HAVE ONE EXTRA MINUTE? WAS A GUY WHO WAS THIS? WHAT DID HE SAY? WE HAVE WE HAVE A WHOLE LIST OF PEOPLE.
I I'LL GET THE TIME. I UNDERSTAND.
CAN I JUST ASK FOR ONE MINUTE? WHAT DID HE SAY? THE GENTLEMAN BEHIND ME AND FOUR OF THE OTHER PEOPLE CAME TO TALK ABOUT THIS EXACT SAME SUBJECT AND LEFT.
CAN I JUST HAVE ONE MINUTE, PLEASE? WE'VE GOT TO STOP. BUT IF WE DO THIS, WE HAVE EVERYBODY.
WE WILL HAVE KIDS THROUGHOUT THE WHOLE PROGRAM.
SO THE PHASING THING, I'M LIKE, WE CAN DAISY CHAIN THEM ALL OUT, BUT WE'LL DEAL WITH IT.
WE'LL PERSEVERE. WE'RE MANSFIELD, RIGHT? THANK YOU. THE SECOND SPEAKER IS HOUSTON MITCHELL.
OKAY. THAT'S NOT HOW IT WORKS.
OKAY. THE THIRD ONE IS TAMMY HARLAN.
AND I HAVE HER SIGN. SHE'S RIGHT THERE.
GOOD EVENING. I'M TAMI HAALAND AND YES, I LIVE IN THE LAKE RIDGE FEEDER PATTERN.
KIDS DON'T KNOW WHERE IT IS TODAY.
I CAN TELL YOU MY SON HAS A CLASS THAT HAS 30 SEATS AND 30 COMPUTERS.
HE HAS MORE KIDS IN THAT CLASS THAN THEY HAVE SEATS.
IF WE KEEP PUTTING IT OFF AND PUTTING IT OFF AND PUTTING IT OFF, WHEN DO WE STOP AND JUST SAY IT'S TIME TO RIP THE BAND AID OFF? HE GOES TO LUNCH.
22 MINUTES, 25 MINUTES, HAS LESS THAN FIVE MINUTES TO EAT.
BUT WE'RE GOING TO KEEP WE'RE GOING TO NOT DO THIS TILL 25, 26.
WHY DO WE KEEP PUTTING IT OFF? I KNOW NOBODY WANTS TO MOVE.
I HATE IT. WE GOT REDISTRICT TO MCKENZIE.
WE DIDN'T EVEN HAVE A MEETING.
WE GOT A LETTER AT THE END OF THE SCHOOL YEAR THAT SAID, HEY, YOU'RE GOING TO MCKENZIE IN THE FALL.
WE HAD TO JUST SUCK IT UP AND DO IT.
AND I HATE TO SAY THAT, BUT AT SOME POINT THE RUBBER'S GOT TO MEET THE ROAD.
AND THEY'RE RIGHT DOWN THE HALL.
AND PUTTING IT OFF TILL 2526 DOESN'T MAKE A CHANGE.
I'D LIKE TO KNOW WHERE WE ARE TODAY.
IF WE WERE AT 2805 ON AUGUST 9TH, I PROMISE YOU WE'RE AT 28, 25, MAYBE, MAYBE 2850.
AND THAT SCHOOL, IT'S EVEN THE PRINCIPALS LIKE WE HAVE.
WE DON'T KNOW WHAT WE'RE DOING. WE'VE GOT CLASSES WITH 41 KIDS IN IT.
WE CAN'T HAVE CLASSES WITH 41 KIDS.
OUR KIDS DON'T LEARN ANYTHING WHEN YOU HAVE TOO MANY KIDS AND NOT ENOUGH CHAIRS.
I KNOW NOBODY WANTS TO REDISTRICT.
MY KID DOESN'T GET HE'S NOT GOING TO BE REZONED.
BUT WE HAVE TO DO WHAT MAKES THE MOST SENSE.
AND UNFORTUNATELY, SOMEBODY'S NOT GOING TO BE HAPPY ABOUT IT.
BUT KIDS SHOULD BE ABLE TO EAT LUNCH AND BE ABLE TO HAVE CHAIRS IN THE CLASSROOM.
THANK YOU. OUR NEXT SPEAKER IS LISA HIGGINBOTTOM.
I'M ASSUMING IT'S LISA. MAYBE LISA HIGGINBOTTOM.
OKAY. OUR NEXT SPEAKER IS JOSHUA POWELL.
[02:55:15]
HELLO. THANK YOU FOR THE OPPORTUNITY TO SPEAK.TEN YEARS AGO, I ACCEPTED A TRANSFER FROM ORLANDO, FLORIDA, TO NORTH TEXAS ANYWHERE IN NORTH TEXAS.
MY WIFE AND I BEGAN OUR RESEARCH, AND WE OPTIMISTICALLY CHOSE MANSFIELD BASED ON TWO KEY POINTS HOME PRICE AND EDUCATION FOR OUR FAMILY.
THAT WAS 2014 WHEN WE CAME INTO ZIP CODE 76063.
OUR DAUGHTER MAYA WAS JUST BEGINNING FIRST GRADE.
THEN OUR TWO BOYS WEREN'T OLD ENOUGH FOR PRESCHOOL YET.
SHE CAME UP THROUGH ROBERTA TIPS AND SHE EXCELLED.
CITIZENSHIP HONORABLE AND SHE IS NOW THROUGH A SOLO WEBSTER MIDDLE SCHOOL AND IS A THRIVING JUNIOR AT MANSFIELD HIGH SCHOOL.
OUR SON, J.J., HE HAS BEEN VERY WELL SUPPORTED AT ROBERTA TIPS GROWING UP WITH HIS BEST FRIENDS, ALSO RECEIVING CITIZENSHIP AND HONORABLE.
HE HAS SINCE COMPLETED A SOLO, IS BEGINNING HIS FIRST YEAR AT WEBSTER.
HE'S MOST EXCITED ABOUT FOOTBALL WITH ASPIRATIONS TO BE A MANSFIELD TIGER.
LUKE IS A FOURTH GRADER AND ROBERTA TIPS.
HE IS MORE THAN ANY OF OUR OTHER CHILDREN, PROBABLY RECEIVED THE MOST LOVE AND SUPPORT FROM MANSFIELD ISD AND THE ART PROGRAM AND ALL THE WONDERFUL TEACHERS AT ROBERTA TIPPS ELEMENTARY.
IT'S ABOUT KNOWING AND HAVING THE SAME TEACHERS.
IT'S ABOUT TRADING STORIES AS THEY GROW OLDER OF THEIR HIGH SCHOOL YEARS BEING A MANSFIELD TIGER.
THAT STORY IS FAMILIAR AND IT FOSTERS A SENSE OF SECURITY AND PREPARES THEM FOR THEIR ADULT LIFE.
WE'VE BEEN VERY HAPPY WITH OUR DECISION TO JOIN THIS COMMUNITY.
WE'VE STAYED STRONG IN OUR MISSION TO INVEST THROUGH HOME OWNERSHIP.
THE TAXES WE PAY, THE T SHIRTS, WE BUY EVERY BOOSTER CLUB.
IT'S SO MANY FAMILIES THAT HAVE BEEN HERE FOR A DECADE, TWO DECADES OR MORE.
SO I WOULD ASK THAT YOU PLEASE DO NOT APPROVE THIS RECOMMENDATION WITHOUT FURTHER CONSIDERATION.
THERE IS A PERCEPTION AND DATA AROUND THE TWO SCHOOLS TIMBERVIEW SUMMIT.
THANK YOU. WHAT HAPPENS TO OUR PROPERTY VALUE LOSS? IS THAT MISD GOING TO COMPENSATE FOR THAT? PLEASE CONSIDER REJECTING THIS RECOMMENDATION UNTIL FURTHER REVIEW.
THANK YOU. OUR NEXT SPEAKER IS SHETTIMA FRANCIS.
I AM SHETTIMA FRANCIS AND A RESIDENT IN MANSFIELD.
CANTU BOARD MEMBERS IN PARTICULAR.
I HAVE SOME QUESTIONS AND I'M GOING TO ASK YOU ALL VERY SERIOUSLY.
WHAT IS OUR PRIORITY HERE? IS IT TO EDUCATE STUDENTS? DO WE CARE ABOUT THE STUDENTS AS OUR FIRST PRIORITY AND THEIR LEARNING? AND IF THAT'S TRUE, AND YOU REALLY CARE ABOUT THE STUDENTS IN THE CLASSROOMS, THEN LET'S ASK WHERE ARE THEIR TEACHERS? BECAUSE I DON'T KNOW IF YOU ALL ARE AWARE AS BOARD MEMBERS ON YOUR DOORS.
[03:00:05]
HOW MANY CLASSROOMS DID NOT HAVE TEACHERS IN THEM WHEN SCHOOL STARTED LAST WEEK? ESPECIALLY OUR ELEMENTARIES.THEY DID NOT HAVE PERMANENT TEACHERS.
THEY'RE NOT EVEN LONG TERM SUBS.
THEY'RE ON TWO WEEK ROTATIONS SO THEY DON'T GET PAID AS A LONG TERM SUB.
SO YOU'VE GOT ELEMENTARY KIDS START IN SCHOOL.
WE DON'T HAVE CLASSROOM TEACHERS FOR OUR YOUNGEST LEARNERS.
WE'RE NOT GETTING THAT ANYMORE.
WHERE IS OUR COMMUNITY? I ALSO HAVE THREE CHILDREN I LOOKED FORWARD TO.
OH, THEY GET TO HAVE THE TEACHER THAT MY OLDEST HAD.
MY YOUNGEST TWO ARE TWINS, SO THEY KIND OF DO THE SAME THING.
OUR ADMINISTRATORS ARE GETTING PUSHED AROUND LIKE THIS IS GENERAL MOTORS OR SOMETHING.
WHERE IS THE FEELING? WHERE IS THE COMMUNITY? WE'RE LOSING THAT.
LET'S TALK ABOUT HOW MANY KIDS ARE IN THOSE CLASSROOMS. PEOPLE WOULDN'T BE UPSET ABOUT HAVING TO GO THERE IF THE SCHOOL WAS DOING BETTER, IF IT WAS ADEQUATELY STAFFED.
PROPER RATIOS, THAT SCHOOL IS BEING IGNORED.
THEY'VE GOT GOOD ASVAB SCORES, BUT YOU WANT US TO SEND OUR KIDS THERE.
HOW ABOUT TAKE SOME FUNDS AND DO TEST PREP AND HELP THEM STUDY AND WORK ON OTHER THINGS TO INCREASE THEIR SCORES SO PEOPLE DON'T MIND LEAVING MANSFIELD HIGH SCHOOL AND SENDING THEIR KIDS TO SUMMIT.
LET US FOCUS ON THE STUDENTS AND NOT THE GLUT IN ADMINISTRATION.
THANK YOU. OUR NEXT SPEAKER IS RENEE LEE.
THE NEXT SPEAKER IS LEO GORANOV.
DID I SAY IT CORRECTLY? GOOD EVENING, DR.
MY NAME IS LEO GORBUNOV, AND I'M A FATHER OF TWO MANSFIELD STUDENTS.
I'VE BEEN ALSO ACTIVELY INVOLVED WITH MISD BY BEING ON THE MANSFIELD GIFTED AND TALENTED PARENT ADVISORY COUNCIL FOR THE LAST FIVE YEARS. I'M HERE TODAY TO ASK YOU TO VOTE AGAINST THE PROPOSED HIGH SCHOOL ZONING CHANGE AND SPECIFICALLY THE REZONING OF TIPPS ELEMENTARY TO SUMMIT HIGH SCHOOL.
WHY AM I AGAINST THIS REZONING? WE ALL WANT THE BEST FOR OUR CHILDREN.
AND WHEN I MOVED TO MANSFIELD TEN YEARS AGO, I WANTED TO BUY A HOUSE ZONED FOR THE HIGHEST RANKED ELEMENTARY SCHOOL AT THE TIME, TIPPS, BROWN AND BOREN WERE MY CHOICES AND FOR THE BEST HIGH SCHOOL, MANSFIELD HIGH.
YET ONE OF THE MANSFIELD CITY COUNCIL MEMBERS, LARRY BROSCH, FOR WHOM I WORKED AT THAT TIME, WARNED ME THAT ARLINGTON RESIDENTS COULD EASILY REZONE, WHILE MANSFIELD ISD GENERALLY WOULD NOT DO THIS IF THE RESIDENTS OF MANSFIELD, AT LEAST IT HAD NOT HAPPENED MUCH IN THE LAST TEN YEARS.
THEREFORE, I BOUGHT A HOUSE IN THE ANTIGUA DIVISION NORTH OF DERBY LANE.
UNFORTUNATELY, TEN YEARS LATER, MY WORST NIGHTMARE CAME TO REALITY.
MY CHILDREN, WHO HAD LEARNED A LOT AT TIPPS ISOLO AND JERRY KNIGHT STEM ACADEMY AND WERE READY TO EXPAND ON THAT KNOWLEDGE AT MANSFIELD HIGH WOULD BE ZONED TO AN AVERAGE RANKED SCHOOL SUMMIT, A SCHOOL THAT IS NOT EVEN LOCATED IN MANSFIELD BUT IN ARLINGTON AND HAS HISTORICALLY SERVED THE ARLINGTON COMMUNITY.
[03:05:01]
WHY DO WE, THE RESIDENTS AND TAXPAYERS OF THE CITY OF MANSFIELD, DESERVE THIS UNFAIR TREATMENT? WE WHO HAVE WORKED THROUGH THROUGHOUT THE YEARS TO BUILD THE MANSFIELD COMMUNITY AND HAVE SUPPORTED THE CITY NOT ONLY FINANCIALLY BUT THROUGH COMMUNITY INVOLVEMENT. AND THE IRONY OF MY SITUATION IS THAT SOUTHWIND DIVISION IN ARLINGTON IS STILL ZONED TO MANSFIELD HIGH.WHY DO THE RESIDENTS OF ARLINGTON RECEIVE PREFERENTIAL TREATMENT OVER THE TRUE CITIZENS OF MANSFIELD? TONIGHT, I'M VERY SAD ABOUT WHAT MIGHT HAPPEN TO OUR NEIGHBORHOOD AND TIBBS ELEMENTARY IF THE PROPOSED ZONING CHANGE IS ACCEPTED.
I DO BELIEVE THAT YOU, THE MANSFIELD BOARD OF TRUSTEES AND SUPERINTENDENT, WILL STAND BEHIND THE INTEREST OF OUR FELLOW MANSFIELD CITIZENS AND VOTE AGAINST THIS SHAMEFUL REZONING CHANGE.
PLEASE DO THIS FOR OUR CHILDREN AND OUR COMMUNITY.
THANK YOU. THANK YOU, MR. GARNER. OUR NEXT SPEAKER IS MARIA DONAHOE.
MARIA DONAHOE. JOHANNA CORDOZA.
MARGARITA DAMIANOV GIVING THE PRESENTATION FOR ME.
WHAT WAS HER NAME? WHAT WAS HER NAME? YEAH. THANK YOU FOR MEMBERS ONE PAGE EACH.
OKAY. MY NAME IS MARGARITA DAMYANOVO.
I CAME HERE TONIGHT TO PLEAD YOU TO PLEASE VOTE AGAINST THE PROPOSED ZONING CHANGE, WHICH WILL REROUTE KIDS THAT ARE CURRENTLY TOWARDS MANSFIELD HIGH INTO SUMMIT.
THIS WAS VERY HIGHLY DISCOURAGING.
MY NEIGHBORS LEFT BECAUSE OF THAT.
AND IT'S JUST VERY UPSETTING THAT THE COMMUNITY COMMENTS WERE NOT EVEN LISTENED TO.
SO THE REASON THAT I'M ASKING YOU TO VOTE AGAINST IT, THOSE PAPERS I JUST GAVE YOU, THEY COME FROM GRADE SCHOOL, THE GRADE SCHOOL RANKING SYSTEM THAT EVERYBODY IS LOOKING AT WHEN MAKING A HOUSE BUYING DECISION.
AS YOU SEE, MANSFIELD HIGH IS RATED EIGHT OUT OF TEN OVERALL RANKING AND GO.
THAT GOES ON MULTIPLE METRICS.
AND AS FAR AS SUMMIT HIGH SCHOOL, THAT'S ONLY A FOUR OUT OF TEN.
AND THAT GOES ON MULTIPLE METRICS, INCLUDING COLLEGE, PREPARE PREPARATION AND SO FORTH.
OBVIOUSLY I LOOKED AT THOSE RANKINGS WHEN I BOUGHT MY HOME AND EVERYBODY ELSE WILL TOO.
SO I BELIEVE THIS IS A TRUE ROBBERY.
I FEEL THAT THE MISD IS ROBBING MY KIDS FROM THE EDUCATION THEY DESERVE.
AND I BELIEVE YOU GUYS ARE ROBBING US, THE HOMEOWNERS FROM THE VALUE OF OUR HOME.
WE PAID PREMIUM PRICE TO COME AND LIVE IN MANSFIELD.
WE PAID WAY OVER WHAT THE VERY SIMILAR HOUSE IN ARLINGTON IS COSTS, WHICH IS ONLY FIVE MINUTES AWAY.
WE MADE THAT DECISION TEN YEARS AGO.
KNOWING THAT WE'RE INVESTING IN THE FUTURE OF OUR KIDS.
AND I FEEL THAT THIS INVESTMENT IS JUST BEING TAKEN AWAY OVERNIGHT.
THIS IS NOT A FAIR TREATMENT TO MANSFIELD CITIZENS.
YOU HAVE OTHER CHOICES TO TO RESOLVE THAT BY THE CHOICE PROGRAMS. YOU ALREADY SAID THAT THE SUMMIT IS BECOMING A PRO CHOICE SCHOOL, WHICH MEANS THAT YOU CAN ATTRACT PEOPLE BY CHOICE AND NOT FORCING US TO GO THERE AND NOT FORCING US TO SELL OUR HOUSE AND NOT FORCING THE CHANGE IN THAT NEIGHBORHOOD WHERE MULTIPLE PEOPLE WANTED WANTING, WANTED TO LEASE THEIR HOMES BACK IN THE SUMMER.
AND THIS IS JUST NOT RIGHT WHEN YOU HAVE OTHER WAYS TO RESOLVE THAT BY THE CHOICE PROGRAM.
SOMEBODY IN THE PREVIOUS PRESENTATION ALREADY SAID THAT YOU CAN OPEN MORE SPOTS, MAKE IT DIFFERENT TECHNOLOGY, JUST SUBJECTS WHERE THEY CAN ATTRACT STUDENTS FROM THE SOUTH SO YOU HAVE A WAY TO SOLVE IT.
WHY IMPOSE IT ON US? YOU HAVE A FAIR WAY TO RESOLVE THIS.
AND THAT INVESTMENT, WE PAY PREMIUM OUR TAX DOLLARS BASED ON HIGHER PRICED VALUES.
DOMINO'S. THANK YOU. THANK YOU SO MUCH.
[03:10:01]
THANK YOU. NEXT SPEAKER IS KELLY ALLEN.KELLY ALLEN, HOWEVER, FOUND THIS GENTLEMAN IN VEGAS.
AND THEN THE NEXT SPEAKER IS JENNIFER REICH.
SHIFT GEARS HERE A LITTLE BIT.
JENNIFER REICH AND I HAVE SEVERAL QUESTIONS TONIGHT.
SO IF A BOOK IS PULLED FROM THE LIST TONIGHT, HAS IT BEEN READ IN FULL? THAT'S MY QUESTION NUMBER ONE.
NUMBER TWO, DO THE OTHER BOARD MEMBERS ALL KNOW WHY THE BOOK IS BEING PULLED? THREE. WHAT PROFESSIONAL REVIEW TOOLS WILL BE USED FOR DETERMINING THE FINAL DECISION REGARDING A BOOK THAT IS PULLED? EXAMPLES WOULD BE BOOKLIST KIRKUS SCHOOL LIBRARY JOURNAL THE STATE TO BUY TO LIST BLUEBONNET LIST THAT ARE PROFESSIONAL TOOLS USED BY YOUR SCHOOL LIBRARIANS.
WELL, NOT QUITE. LASTLY, JUST TO REMINDER THAT HOUSE BILL 900 THAT SEVERAL SCHOOL BOARD MEMBERS WERE SO JOYOUS WAS PASSED IS UNDER WILL HAVE ANOTHER COURT HEARING MONDAY BECAUSE IT HAS BEEN DEEMED UNCONSTITUTIONAL.
AMY WERBEL, A PROFESSOR, SPOKE OF LEARNERS EVOLVING TO SELF-CENSORSHIP NOT AS A CONCERN FOR CORRECTION, RATHER AS A FEAR OF BEING CENSURED FOR THINKING OR CREATIVITY.
AS THIS PROGRESSES, STUDENTS HAVE LESS AND LESS ACCESS TO DIVERSITY.
IT MAKES ME WONDER HOW SUCCESSFUL THESE STUDENTS WILL BE AS THEY FACE READING AND WRITING PROMPTS.
IT MAKES ME WONDER HOW THESE STUDENTS WILL THRIVE BEYOND K-12, AND I'LL LEAVE YOU WITH THAT WONDER AND ONE OTHER THOUGHT IN LISTENING TO THE ANGST OF ALL THE PARENTS HAVING BEEN IN THE DISTRICT 30 PLUS YEARS, WE SHOULD ALL COUNT OUR BLESSINGS FOR MR. NEWSOM AND DR.
NOW, IN ADDITION TO THE ANGST, AND FOR EVERY PARENT WHO IS UPSET, THERE IS ANOTHER PARENT WHO IS GLAD AND NO ONE LIKES REZONING. 30 YEARS AGO IT WAS GENERATIONAL.
IT HADN'T EVEN OPENED AND IT WAS HORRIFIC.
IT IS. ULTIMATELY, I BELIEVE Y'ALL ARE TRYING TO REZONE IN THE BEST INTERESTS OF THE STUDENTS.
THANK YOU. OUR FINAL SPEAKER IS JASON ERNST.
ARNDT. I HOPE I'M SAYING THAT CORRECTLY.
WITH THAT, WE WILL MOVE TO ITEM 11, OUR HUMAN RESOURCES REPORT.
[11. Human Resources Report]
IT'S OUR REGARDING OUR EMPLOYEES FOR THE 20 PLUS YEARS.WOULD YOU LIKE TO READ US THIS LIST? YES, WE HAVE ONE WHO IS THAT HAS I'M SORRY, 22 YEARS AND IT'S MICHELLE ELLIOTT.
THANK YOU. WE WILL NOW MOVE TO ITEM 12.1.
[12. Business Items Requiring Board Action]
ACTUALLY, SECTION 12 BUSINESS ITEMS REQUIRING BOARD ACTION 12.1 CONSIDER ALL MATTERS INCIDENT AND RELATED TO PROVIDING FOR THE[03:15:04]
REDEMPTION OF CERTAIN OUTSTANDING OBLIGATIONS OF THE DISTRICT, INCLUDING THE ADOPTION OF AN ORDER PERTAINING THERETO.MAY I PLEASE RECEIVE A MOTION? SO MOVED. I HAVE A MOTION BY MS..
FERRARO. IS THERE A SECOND? A SECOND MADE BY MS.. ANDERSON.
IS THERE ANY QUESTIONS? DISCUSSIONS ON THIS TOPIC.
OKAY. DID YOU HAVE YOUR HAND? DID YOU WANT TO SAY SOMETHING? OKAY. I JUST WANT TO SAY THAT NOT ONLY ARE WE LOWERING THE TAX RATE 18.5 FOR PENNIES, THIS IS AN OPPORTUNITY FOR US TO TAKE ADVANTAGE OF SAVINGS OF $3.9 MILLION TO THE TAXPAYERS.
AND MR. JEFF ROBERT IS HERE ALSO, IF YOU ALL HAVE SPECIFIC QUESTIONS ABOUT THIS ITEM.
ALL THOSE IN FAVOR OF THE MOTION, MAY I PLEASE SEE A SHOW OF HANDS? OKAY. THE MOTION PASSES SEVEN ZERO.
CONSIDER ALL MATTERS INCIDENT AND RELATED TO PROVIDING FOR THE DEFICIENCY OF CERTAIN OUTSTANDING OBLIGATIONS OF THE DISTRICT, INCLUDING THE ADOPTION OF AN ORDER PERTAINING THERETO.
MAY I PLEASE RECEIVE A MOTION? WE HAVE A MOTION MADE BY MISS THOMAS.
IS THERE A SECOND? SECOND. MICHELLE. MICHELLE? OKAY. IN A SECOND. MADE BY MISS NEWSOM.
ANY DISCUSSION FROM THE BOARD? OKAY. ALL THOSE IN FAVOR OF THE MOTION.
MAY I PLEASE SEE A SHOW OF HANDS? OKAY. THE MOTION PASSES SEVEN ZERO.
CONSIDERATION AND APPROVAL OF THE ATTENDANCE ZONES AND CORRESPONDING OPTIONS.
MAY I PLEASE RECEIVE A MOTION? SO MOVED. WE HAVE A MOTION MADE BY MISS FERRARA.
IS THERE A SECOND? OKAY. A SECOND. MADE BY MR. TIPPING. ANY QUESTIONS OR CONCERNS? ALL THOSE IN FAVOR OF THE MOTION.
MAY I PLEASE SEE A SHOW OF HANDS? AND THE MOTION PASSES.
ITEM 12.4 CONSIDERATION APPROVAL OF RESOLUTION NUMBER 20 4-05 ADOPT ORDINANCE LEVYING TAXES FOR THE YEAR 2023 AND DIRECTING THE ASSESSMENT AND COLLECTION OF TAXES.
MAY I PLEASE RECEIVE A MOTION? I WOULD. I WOULD LIKE TO MAKE A MOTION TO APPROVE THE SUPERINTENDENT RECOMMENDATIONS THAT THE ADOPTION OF THE TAX RATE FOR THE 2223 TAX YEAR OF $1 AND 1.149 TO BE APPROVED.
AND I THINK WE HAVE TO DO THOSE SEPARATELY ALL THREE DIFFERENTLY.
