THEY LOST IN THE SECOND ROUND OF THE PLAYOFFS.

YOU SAY, WHY WOULD YOU RECOGNIZE HIM FOR THAT? THEY WERE 34 IN ONE ON THE SEASON.

FIRST UP IS OUR MANSFIELD HIGH SCHOOL CURRENT EVENTS TEAM, AND OUR REPRESENTATIVE FROM THAT TEAM IS CONNOR MEYER.

THE MANSFIELD HIGH CURRENT EVENTS TEAM, LED BY SPONSOR ALISON FOSTER CAME IN THIRD AT THE UIL STATE COMPETITION.

THIS TEAM WAS DEFENDING ITS EIGHTH CHAMPIONSHIP FROM LAST YEAR AND DID EXTREMELY WELL.

THE STUDENTS ON THAT TEAM WERE JACKSON HARRIS, CLAIRE SPEAKS, CONNOR MEYER, AND BROOKE ATANA.

IN ADDITION TO THE TEAM'S THIRD PLACE VICTORY, CLAIRE SPEAKS PLACED SIXTH INDIVIDUALLY, AND JACKSON HARRIS PLACED THIRD INDIVIDUALLY.

CONGRATULATIONS TO YOU ALL ON SUCH A GREAT ACCOMPLISHMENT.

>> NEXT UP, I'D LIKE TO BRING FORWARD OUR MANSFIELD HIGH JROTC TEAM LED BY ARMY INSTRUCTOR SERGEANT FIRST-CLASS DANIEL KINNEL.

>> THE STORMING TIGERS ARM DRILL TEAM COMPETED FOR ARMY NATIONALS AND TOOK 1ST PLACE IN REGULATION, RESULTING IN 6TH PLACE OVERALL OUT OF 43 SCHOOLS.

IT IS THE STORMING TIGERS' SECOND NATIONAL TITLE IN FOUR YEARS.

THE STORMING TIGERS ARM DRILL TEAM THEN COMPETED IN ALL SERVICE NATIONALS AND TOOK 1ST PLACE IN THE REGULATION PHASE, 1ST PLACE IN THE INSPECTION PHASE, AND 3RD PLACE IN EXHIBITION PHASE, 2ND PLACE IN THE COLOR GUARD PERFORMANCE.

THIS RESULTED IN TAKING 1ST PLACE OVERALL IN THE THIRD DIVISION AND THE TEAM WILL MOVE INTO THE SECOND DIVISION IN 2024.

THIS TEAM HAS OVERALL TALENT.

THE LADY TIGERS FEMALE COLOR GUARD ALSO TOOK 4TH PLACE IN THE OPEN COLOR GUARD DIVISION OUT OF 32 SCHOOLS FOR THEIR FIRST TIME GOING TO ALL SERVICE NATIONALS.

LET'S GIVE THEM A ROUND OF APPLAUSE.

THESE STUDENTS, THEIR ARTWORK WAS SELECTED FOR THEIR EXECUTION AND ARTISTIC CONCEPT, TECHNIQUE, CRAFTSMANSHIP, AND CREATIVITY.

WE HAD TWO OF OUR STUDENTS, MOST OF THEM COULD NOT BE HERE TONIGHT.

THE TWO OF OUR STUDENTS RECEIVED THE GOLD SEAL AND THOSE STUDENTS ARE BRYNLEE BOWLES FROM MANSFIELD HIGH SCHOOL AND HUDA DORSETT FROM LAKE RIDGE HIGH SCHOOL.

THOSE TWO STUDENTS, THEIR ARTWORK WILL BE EXHIBITED IN VENUES ACROSS THE STATE FOR AN ENTIRE YEAR, CULMINATING WITH THE GOLD SEAL EXHIBITION AT THE ANNUAL TAEA FALL CONFERENCE, WHICH IS IN ALLEN, TEXAS THIS YEAR.

USUALLY THAT TOUR COMES THROUGH ARLINGTON AT THEIR PERFORMING ARTS CENTER.

WE'LL PUT THAT OUT ON SOCIAL MEDIA SO YOU CAN GO SEE THAT.

ADDITIONALLY, 14 STUDENTS RECEIVED FOUR FOR THEIR WORK, WHICH IS THE HIGHEST NON-GOLD SEAL RATING IN THE TAEA OR TO THE STATE LEVEL.

GUIDING STATEMENTS 3 AND 4 ARE JUST THE WAY THAT WE DO BUSINESS AND WHAT WE EXPECT FOR OUR STUDENTS.

WE'RE JUST GOING TO TALK ABOUT TODAY, WHAT DOES THAT LOOK LIKE IN TERMS OF ACCOUNTABILITY AND

I'M JUST GOING TO PROVIDE A QUICK OVERVIEW OF ACCOUNTABILITY AND HOW WE RECEIVE OUR RATINGS.

I'M NOT GOING TO DIG DEEP, BUT JUST A QUICK OVERVIEW.

A LOT OF PEOPLE OUT HERE SAY, "WELL, WHY DO WE HAVE TO HAVE AN A-F ACCOUNTABILITY? WHY DO WE HAVE TO GET A GRADE?" WELL, IT'S STATE LAW, SO WE REALLY WANT TO BE ACCOUNTABLE.

THERE ARE THREE PIECES THAT WE REALLY HAVE TO FOCUS ON AND THAT ARE IMPORTANT IN THAT LAW.

ONE IS TO IMPROVE STUDENT PERFORMANCE, THAT'S WHY WE HAVE IT.

TWO IS TO ELIMINATE ACHIEVEMENT GAPS, SO BETWEEN OUR STUDENT GROUPS, BEING SURE THAT WE'RE CLOSING THAT GAP.

THEN THREE, WHICH IS WHAT WE'RE GOING TO FOCUS ON THIS EVENING, IS REALLY TO PREPARE OUR STUDENTS FOR POSTSECONDARY SUCCESS, SO OUR STUDENT'S LIFE, CAREER, OR COLLEGE READY.

ONE OF THE THINGS THAT HAS REMAINED THE SAME THAT DID NOT CHANGE THROUGH OUR A THROUGH F REFRESH WE HAVE TO TAKE THOSE AS THEY COME BECAUSE IT'S NOT MUCH THAT DIDN'T CHANGE, BUT THIS DID NOT CHANGE, HOW WE RECEIVE OUR OVERALL ACCOUNTABILITY.

THERE ARE THREE DOMAINS, THE FIRST IS STUDENT ACHIEVEMENT, AND THAT'S JUST REALLY HOW OUR STUDENTS ARE PERFORMING.

I'LL GO A LITTLE DEEPER INTO THAT PARTICULAR ONE ON OUR NEXT SLIDE.

DOMAIN 2 IS SCHOOL PROGRESS, AND THAT'S JUST HOW DID OUR STUDENTS PERFORM, SO FROM YEAR-TO-YEAR, ARE THEY GROWING? ARE THEY GROWING OR ARE THEY MAINTAINING? ANOTHER PART OF SCHOOL PROGRESS IS RELATIVE PERFORMANCE.

OUR DISTRICT COMPARED TO DISTRICTS THAT LOOK LIKE US, HOW ARE WE PERFORMING, OR OUR CAMPUSES COMPARED TO CAMPUSES THAT LOOK LIKE OUR CAMPUSES, HOW ARE WE PERFORMING, THAT'S OUR SCHOOL PROGRESS.

THEN CLOSING THE GAPS IS 30 PERCENT, WHICH IS ESSENTIALLY HOW OUR STUDENT GROUPS PERFORMING.

THE STATE TAKES THE HIGHER OF STUDENT ACHIEVEMENT OR SCHOOL PROGRESS.

IF WE DO BETTER WITH STUDENT ACHIEVEMENT, THAT'S 70 PERCENT OF OUR SCORE, WITH 30 PERCENT OF CLOSING THE GAPS.

IF WE DO BETTER, OR A DISTRICT OR A CAMPUS DOES BETTER WITH SCHOOL PROGRESS, GROWING KIDS OR RELATIVE PERFORMANCE THEN THAT'S 70 PERCENT WITH THE CLOSING THE GAPS ACCOUNTING FOR THE OTHER 30 PERCENT, THAT HAS REMAINED THE SAME.

DOMAIN 1 AND CALCULATING STUDENT ACHIEVEMENT IS HOW THIS DOMAIN IS CALCULATED.

FOR ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS, INTERMEDIATE SCHOOLS FOR THE STATE OF TEXAS IS INCLUDED IN ELEMENTARY, IS 100 PERCENT STAAR PERFORMANCE.

ALL OF THAT CALCULATION COMES FROM, STRICTLY, THEIR STAAR PERFORMANCE.

FOR OUR HIGH SCHOOLS, IT'S A LITTLE DIFFERENT, SO IT'S 40 PERCENT STAAR PERFORMANCE, IT'S 40 PERCENT OF THEIR COLLEGE CAREER AND MILITARY READINESS OR CCMR, AND IT'S 20 PERCENT OF GRADUATION RATES.

SO THAT'S A BIG CHUNK OF HOW THEY ARE EVALUATED.

THIS IS A CHANGE, SO HERE'S WHERE WE SEE OUR FIRST CHANGE.

PREVIOUSLY, OUR DISTRICTS WERE CALCULATED THE SAME WAY AS OUR HIGH SCHOOLS, IT WAS JUST ONE BIG POD.

BUT THE STATE OF TEXAS SAID, "SOMETHING'S NOT WORKING WITH IT." THERE WERE DISTRICTS THAT WERE RECEIVING BS OR AS, AND THEY HAD SEVERAL CAMPUSES THAT WERE CS OR DS.

AND SO IT JUST DIDN'T MAKE SENSE.

THEY WANTED TO CHANGE THE CALCULATION TO A DISTRICT-PROPORTIONAL WEIGHTING. WHAT DOES THAT MEAN? THAT MEANS CAMPUSES THAT HAVE MORE KIDS WILL WEIGH MORE FOR OUR DISTRICT'S OVERALL ACCOUNTABILITY, RATING.

THEY'RE NOT LOOKING AT ALL KIDS, THEY'RE ONLY LOOKING AT THE STUDENTS THAT ARE TESTING, SO GRADES 3 THROUGH 12.

IF WE LOOK AT MANSFIELD, OUR HIGH SCHOOL SPECIFICALLY, THIS IS JUST AN EXAMPLE OF THE PROPORTIONAL WEIGHTING.

THIS COULD CHANGE, BUT THIS IS WHERE WE BELIEVE WE ARE.

FOR EXAMPLE, LAKE RIDGE HIGH SCHOOL IS OUR LARGEST HIGH SCHOOL WITH OVER 2,600 KIDS OR STUDENTS.

THAT WILL ACCOUNT FOR APPROXIMATELY 9.5 PERCENT OF OUR OVERALL SCORE IN OUR DISTRICT RATING, SO DEPENDING ON HOW THEY PERFORM, THAT WILL ACCOUNT FOR 9.5 PERCENT.

OUR PHOENIX ACADEMY ONLY HAS 87 STUDENTS, THEY'RE TESTING, SO THAT WILL ONLY ACCOUNT FOR 3 PERCENT OF OUR OVERALL.

SO LARGER THE CAMPUS, THE MORE THAT THEY COUNT, SMALLER THE CAMPUS, THE SMALLER THAT THEY ARE PROPORTIONALLY WEIGHTING.

OVERALL, IT LOOKS LIKE OUR HIGH SCHOOLS WILL BE ABOUT 43 PERCENT OF OUR OVERALL PROPORTIONAL WEIGHTS FOR THIS UPCOMING YEAR.

THAT IS A LARGE CHANGE AND I'M GOING TO TALK ABOUT WHAT THAT THE IMPACT THAT THAT HAS ON CCMR. I'M GOING TO TAKE YOU THROUGH TWO SCENARIOS, SO IN THE FIRST SITUATION, I SHOWED YOU THAT THEY TAKE THE HIGHEST OUT OF TWO.

SO IF I'M HIRING STUDENT ACHIEVEMENT, THAT'S WHERE MY POINTS ARE GOING TO PULL.

PREVIOUSLY FOR MANSFIELD ISD, WE'VE TYPICALLY PULLED FROM STUDENT ACHIEVEMENT, SO DOMAIN ONE IS TYPICALLY HOW WE RECEIVE OUR POINTS, 70 PERCENT COMES FROM 40 PERCENT STAAR, 40 PERCENT CCMR, AND 20 PERCENT GRADUATION.

IF YOU LOOK, CCMR AND GRADUATION ACCOUNTED FOR APPROXIMATELY 60 PERCENT OF OUR OVERALL SCORE, AND THEN IN DOMAIN 3 ACCOUNTED FOR THE OTHER 30 PERCENT, WHICH I TALKED TO YOU ABOUT.

THAT'S OUR STUDENT GROUPS, THAT CCMR IS LIKE OUR FOUR AND FIVE AND SIX-YEAR GRADUATE,

INSTEAD OF THAT 60 PERCENT OVERHAUL, IT'S ABOUT 20 PERCENT, WHICH MEANS STAAR IS GOING TO COUNT MORE IF WE TAKE THAT SCENARIO.

A POSSIBLE CALCULATION FOR US THIS YEAR, IN ANY YEAR, BUT POSSIBLE THIS YEAR, IS THAT WE PULL FROM DOMAIN 2.

DOMAIN 2 IS SCHOOL PROGRESS, SO OUR STUDENTS GROWING FROM YEAR TO YEAR.

THEN CCMR IS A SMALL PART OF THAT 30 PERCENT, SO IT'S A THIRD OR A LITTLE LESS THAN A THIRD OF THAT 30 PERCENT OF THAT DOMAIN 3.

THERE ARE TWO OPTIONS AND TWO WAYS THAT IT COULD GO, BUT ABSOLUTELY IT'S A CHANGE IN HOW CCMR HAS BEEN CALCULATED FOR US IN THE PAST, WE REALIZE THAT THOSE THINGS ARE DIFFERENT.

CURRENTLY, THERE ARE SEVEN WAYS THAT STUDENTS CAN EARN A POINT FOR CCMR. THE FIRST BEING THEY CAN EARN AN ACCEPTABLE OR PASSING SCORE ON TSIA, ACT, OR SAT TESTING IN BOTH READING AND MATH, THEY CAN SCORE A THREE OR ABOVE ON ANY AP EXAM THAT THEY TOOK, THEY CAN EARN THREE OR MORE DUAL CREDIT HOURS IN ELAR OR MATH, OR NINE OR MORE HOURS IN A DIFFERENT TYPE OF DUAL CREDIT COURSE.

THEY CAN EARN AN ASSOCIATE'S DEGREE, WHICH HAPPENS WITH OUR EARLY COLLEGE HIGH SCHOOL STUDENTS, THEY CAN EARN AN INDUSTRY-BASED CERTIFICATION FROM AN APPROVED TEA LIST, THEY CAN GRADUATE WITH A WORKFORCE-READY IEP, WHICH IS FOR OUR SPECIAL EDUCATION STUDENTS, OR THEY CAN ENLIST IN THE US ARMED FORCES.

WHAT WE HAVE DONE IS CREATED A SYSTEM WHERE WHEN A STUDENT DOES ENLIST IN THE ARMED FORCES, THEY PROVIDE US WITH THEIR DD4 FORM, WHICH I HAVE LEARNED IS THE INTENT TO ENLIST IN THE ARMED SERVICES THROUGH THE COUNSELING OFFICE, THAT IS A WAY THAT THEY CAN GET THEIR CCMR POINT.

I WANTED TO GIVE YOU AN OVERVIEW OF WHAT'S HAPPENED RECENTLY WITH INDUSTRY-BASED CERTIFICATIONS.

AS I MENTIONED, THERE IS AN APPROVED LIST.

SO TEA TELLS US WHICH CERTIFICATIONS WE CAN OFFER, AND WHICH WILL COUNT FOR CCMR. AND IT IS UPDATED EVERY THREE YEARS.

THIS LAST YEAR THEY UPDATED THE LIST, AND SOME OF THE MORE POPULAR INDUSTRY-BASED CERTIFICATIONS HAVE BEEN SUNSET.

SO WHAT WE DID IS WE PIVOTED AND WE LOOKED AT THE NEW LIST, AND WE ALIGNED THEM THROUGH CURRICULUM WRITING AND PROCESSES WE HAVE IN PLACE.

AND WE HAVE FOUND SIX NEW CERTIFICATIONS, THAT WE'RE GOING TO BEGIN OFFERING THIS SCHOOL YEAR.

I WANTED TO SHARE SOME EXCITING NEWS WITH YOU, ABOUT HOW WE'VE GROWN IN THE NUMBER OF STUDENTS THAT ARE EARNING INDUSTRY-BASED CERTIFICATIONS.

AS YOU'LL SEE FROM 2017 TO THIS LAST SCHOOL YEAR, OUR BAR GRAPH HAS CONTINUED TO GROW.

WE HAD A RECORD NUMBER OF INDUSTRY-BASED CERTIFICATIONS EARNED THIS YEAR AT 1,292.

AND THAT NUMBER IS STILL GROWING, BECAUSE WE STILL HAVE STUDENTS COMING IN DURING THE SUMMER TO RETEST.

SO WE'RE VERY PROUD OF THIS WORK, AND THE TEACHERS THAT JUST SET THOSE PROCESSES IN PLACE,

AND HAVE THOSE EXPECTATIONS AND THOSE KIDS THAT SHOW UP, AND GIVE IT THEIR BEST TO EARN THOSE CERTIFICATIONS AND GRADUATE CAREER READY.

I ALSO WANTED TO BRAG ON OUR DISTRICT PERFORMANCE, AS COMPARED TO THE STATE AND THE REGION.

ON THE RIGHT IF YOU'LL LOOK AT THE BLUE GRAPHS, YOU'LL SEE THAT OUR DISTRICT RATE OF INDUSTRY CERTIFICATIONS IS 20.5 PERCENT.

SO WE ARE SCORING HIGHER, THAN BOTH THE STATE AND THE REGION.

WE MET THE STATE TARGET FOR 2021.

BUT AS YOU'LL SEE JUST LIKE TEA LIKES TO DO, THEY LIKE TO MOVE THE GOAL POSTS EVERY YEAR.

AND SO THE STATE TARGET IS NOW 25 PERCENT.

BUT WITH THE WORK THAT WE'RE CONTINUING TO DO, AND THE SYSTEMS WE HAVE IN PLACE, WE ARE VERY CONFIDENT THAT WE WILL MEET OR SURPASSED THE STATE TARGET.

ONE FINAL THING, I WANTED TO JUST PUT ON YOUR RADAR FOR INDUSTRY-BASED CERTIFICATIONS, THIS IS GOING TO BE OUR LAST SCHOOL YEAR THAT STUDENTS CAN EARN CCMR THROUGH TAKING A TEST AND EARNING THEIR CERTIFICATION.

STARTING NEXT YEAR, THEY WILL HAVE TO TAKE THE TEST, PASS THE TEST, AND ALSO COMPLETE A SERIES OF COURSES.

THAT IS A CHANGE THAT IS COMING THAT WE ARE PLANNING FOR, AND WE HAVE PUT SOME PROCESSES IN PLACE TO EFFECTIVELY MONITOR, AND MAKE SURE THAT THOSE STUDENTS ARE ENROLLED IN THE CORRECT COURSES THAT ALIGNED TO THOSE CERTIFICATIONS MOVING FORWARD.

SO THE CUT SCORE ON THE FAR LEFT IS WHAT THE PREVIOUS CUT SCORE WAS, WHICH WAS A 60.

IN 2021, WE SEE WE WERE AT 63 PERCENT.

AND FOR 2022, WHICH IS GOING TO COUNT FOR OUR ACCOUNTABILITY THIS YEAR, WHERE IT'S 63.

SO WHEN WE STARTED THE YEAR, WE THOUGHT THAT WAS AN A, AND WE WERE DOING A GREAT JOB.

IN NOVEMBER, WE DISCOVERED THAT THAT HAD CHANGED TO AN 88.

AND SO THIS YEAR, FOR OUR MAY 2023 GRADUATES WERE PROJECTED TO BE AT A 69.

THAT NUMBER CAN CHANGE.

STUDENTS ARE STILL TESTING, THINGS ARE COMING IN, SO THAT NUMBER MAY ADJUST.

BUT AGAIN, THEY'RE GONE.

AND SO HE INTRODUCED TEXAS COLLEGE BRIDGE.

WHAT IS TEXAS COLLEGE BRIDGE? IT IS AN ONLINE PREPARATORY COURSE FOR OUR STUDENTS TO TAKE TO MEET THEIR TSI EXEMPTION.

SO THEY CAN TAKE ENGLISH IF THEY NEED ENGLISH, MATH, OR THEY CAN TAKE BOTH.

BUT IT IS AN ONLINE SELF-PACED COURSE.

THIS COURSE IN TEXAS COLLEGE BRIDGE REALLY DEVELOPED AFTER COVID.

SO IT'S AN ACCELERATED INSTRUCTIONAL PIECE.

WE COULDN'T GET OUR KIDS AND TO TAKE TEST, AND TAKE TSI.

AND SO THIS TEST THAT WE HAVE TO DO SOMETHING, SO THIS WAS THEIR RESPONSE TO THAT.

SOME DISTRICTS HAVE BEEN DOING THIS FOR THE LAST COUPLE OF YEARS, AND HAVE WORKED THROUGH THE KINKS.

HE SAW SOME GOOD SUCCESS AT PHOENIX ACADEMY, AND WE WERE ABLE TO GET SOME OF OUR STUDENTS TSI MET THERE.

AND SO THEN IT ROLLED INTO OUR COMPREHENSIVE HIGH SCHOOLS IN SPRING OF 2023.

SO JUST ONE SEMESTER, THEY DECIDED TO DO IT IN OUR SENIOR LEVEL CLASSES.

SO LOOKING AT OUR SENIORS THEY HAVE NOT, THEY NEED A TSI POINT, AND THEY NEED TO MEET.

SO AN ENGLISH 4 IN OUR ADVANCED MATH, IS WHERE THEY STARTED.

SO TEACHERS WERE ASKED TO GIVE THEM 30 MINUTES A WEEK IN CLASS.

SO 30 MINUTES A WEEK IN CLASS, AND THEN THEY CAN WORK AT HOME AT THEIR OWN PACE.

IF THEY FINISHED, THEY GET THEIR POINT.

THEY FINISHED AND THEY SCORE THE APPROPRIATE PIECE.

SO HERE WE HAVE HOW MANY OF OUR KIDS PARTICIPATED IN THE COMPLETION RATE? WE WOULD LIKE COMPLETION RATE TO BE HIGHER.

BUT AGAIN, THIS WAS OUR TEST YEAR.

THIS WAS OUR PILOT YEAR.

MR. BENAVIDES HAS WORKED ALONG WITH HIS HIGH SCHOOL PRINCIPALS, AS WELL AS THE COUNSELING DEPARTMENT TO PUT A SYSTEM IN PLACE FOR NEXT YEAR. SO WHAT ARE WE DOING? OUR COUNSELOR [INAUDIBLE], WHAT'S THE PROCESS? HOW DO WE MOTIVATE STUDENTS TO FINISH? AND EVEN STARTING EARLIER AS FAR AS THEIR JUNIOR YEAR.

AND THEM STILL HAVING A CHANCE TO TEST IN TSI, THEY NEED IT.

AND DR. TAMPLIN IS GOING TO TAKE YOU, THROUGH A SYSTEMATIC APPROACH TO MONITORING FOR CCMR.

>> WE FELT THE CRITICAL PIECE TO THIS WORK, IS THAT WE HAVE PROCESSES AT EVERY LEVEL, AT THE DISTRICT LEVEL, THE CAMPUS LEVEL, AND EVEN DOWN TO THE TEACHER LEVEL.

SO THAT EVERYONE IS INVOLVED IN THIS WORK.

SO AT THE DISTRICT LEVEL, WE CREATED SYSTEMS OF ACCOUNTABILITY FOR CCMR, TO ENSURE EACH CAMPUS HAS A FRAMEWORK, THAT WE KNOW WILL HELP THEM BE SUCCESSFUL IN MONITORING WHAT IS GOING ON ON EACH CAMPUS.

AT THE CAMPUS LEVEL, EACH HIGH SCHOOL WILL NOW HAVE A CAMPUS SUPPORT TEAM.

AND THAT WILL INCLUDE ADMINISTRATORS, COUNSELORS, SUPPORT STAFF, DIRECTORS, COORDINATORS, ANYONE THAT CAN BE THERE TO HELP THAT WORK.

THEY WILL MEET IN PLCS REGULARLY.

THEY WILL REVIEW CAMPUS DATA.

THEY WILL LOOK FOR AREAS OF REFINEMENT, AND THEY WILL CREATE PLANS FOR EVERY STUDENT TO ENSURE THAT THEY ALL GRADUATE COLLEGE, CAREER AND LIFE READY.

AND THEN THE MISSING PIECE THAT WE IMPLEMENTED THIS YEAR IS THE TEACHER LEVEL OF MONITORING.

TEACHERS ARE NOTIFIED AT THE BEGINNING OF THE SCHOOL YEAR, IF THEY DO HAVE A STUDENT IN THEIR COURSE, THAT IS AT RISK OF NOT GRADUATING WITH THEIR CCMR POINT.

SO INTERVENTIONS CAN BE PUT IN PLACE TO SUPPORT THOSE STUDENTS AND FOR THEIR SUCCESS.

DR. TAMPLIN IS VERY HUMBLED.

SHE DOES A LOT OF WORK, SHE MAKES THE LIST, SHE GOES TO THE CAMPUSES, SHE SUPPORTS THE TEACHER, SHE'S VERY HUMBLE.

BROWN AND HIS TEAM WERE ABLE TO OPEN THE EYES OF SOME KIDS WHO PERHAPS DIDN'T SEE THAT AT COLLEGES HAS A POSSIBILITY FOR THEM.

THEY'RE BEING SUCCESSFUL IN COLLEGE LEVEL WORK NOW AND HAVE THE CONFIDENCE TO GO ON AND ENROLL IN THOSE CLASSES.

IT ESSENTIALLY HELPS PARAPROFESSIONAL EMPLOYEES WHO ARE NOT EITHER DEGREED OR WHO ARE MAYBE DEGREED BUT NOT A CERTIFIED TEACHER, GO BACK TO SCHOOL AND EITHER EARN THEIR FOUR-YEAR DEGREE AND/OR EARN THEIR TEACHING CERTIFICATION.

WHAT'S SO NEAT ABOUT IT IS THESE PEOPLE WHO PARTICIPATE IN THE PROGRAM CAN GO BACK TO SCHOOL WHILE THEY'RE WORKING.

THEY NEVER HAVE TO QUIT THEIR JOB.

THEY NEVER HAVE TO MISS A DAY OF WORK.

IF THEIR STUDENT TEACHING, THAT'S PART OF THEIR WORK, SO THEY DON'T MISS FOR THAT AND THE BEST PART OF ALL, IT'S FREE.

THEY'RE STARTING A PROGRAM THIS YEAR WHERE, THEY'LL HAVE SOME SPEECH LANGUAGE PATHOLOGY ASSISTANCE WORKING TOWARDS THEIR FULL SLP CERTIFICATION.

WE'RE REALLY EXCITED TO SEE HOW WE GET WITH THAT.

WE'RE REALLY PROUD OF THAT THIS YEAR.

OUR NEXT AREA THAT WE WORK TOWARD IS STAFF SATISFACTION, WHOLE DISTRICT WIDE.

THAT'S SOMETHING THAT IS A DISTRICT WIDE GOAL AT THE HR TEAM OWNS.

WE TAKE THIS FROM OUR END OF YEAR STAFF SURVEY.

OUR GOAL IS FOR 85 PERCENT OF OUR STAFF TO BE SATISFIED, THIS YEAR WERE AT 79.

WE'RE IN PROGRESS. WE'RE NOT QUITE THERE YET, BUT WE'RE GETTING THERE.

BUT THE GOOD NEWS IS LAST YEAR WE WERE 75.

WE'RE INCHING IN THE RIGHT DIRECTION.

ALTHOUGH WE ARE ONE OF THE BEST EMPLOYERS IN THE STATE AND IN THE NATION, ACCORDING TO FORBES, WE ALWAYS KNOW THAT WE CAN GET BETTER AND WE'RE LOOKING FORWARD TO GETTING BETTER.

THE BUDGET IMPACT, ALL OF THOSE CRITERIAS HAVE BEEN A HUGE IMPACT ON HOW WE PUT THIS BUDGET TOGETHER.

ON THE FRAMEWORK, WE'VE GONE THROUGH THE PROCESS OF PLANNING AND PREPARING, THE SETTING INSTRUCTIONAL PRIORITIES, HOW ARE WE GOING TO PAY FOR THEM, AND WE'RE IMPLEMENTING THE PLAN AND ENSURING THE SUSTAINABILITY.

ON THE BUDGET CALENDAR, WE WENT THROUGH SEVERAL OF THESE: THE BUDGET UPDATE, THE CERTIFIED ESTIMATE PROPERTY VALUES ON APRIL 30TH, THE BUDGET UPDATE ON MAY 23RD, TONIGHT, IT'S THE PUBLIC HEARING TO ADOPT THE BUDGET JUNE 27TH, AND THEN WE GET TO JULY 25TH, CERTIFIED PROPERTY VALUES, AND AUGUST 22ND IS THE LAST PIECE OF THE PUZZLE, WE HOPE IT'S AUGUST 22, AND ADOPT THE TAX RATE.

WHEN WE DO OUR PLANNING AND PREPARING, OUR BIGGEST FOCUS, STUDENTS FIRST, SO THOSE ARE THE NUMBERS, AND THAT'S WHAT WE BASE OUR BUDGET ON.

YOU CAN TELL FROM THE SLIDE, THERE'S A PRETTY GOOD DECREASE THAT WE HAD FROM COVID IN '19-'20 TO 2020-2021, WE LOST 542 STUDENTS, BUT WE GAINED THEM BACK.

WE'RE BACK TO WHERE WE WERE, AND WE'RE ACTUALLY GAINING A LITTLE BIT MORE.

THERE'S 124 THAT'S BEEN PROJECTED, 35,846 BASED ON OUR DEMOGRAPHER'S PROJECTIONS.

AS YOU LOOK AROUND, ONE THING YOU SEE IS A CFO, IS YOU LOOK AROUND AND SEE IF DIRT'S MOVING, ARE ROOFTOPS COMING ON, AND ARE PEOPLE MOVING IN THIS PLACE, AND THEY ARE, THEY ARE VERY MUCH SO.

YOU'LL SEE WHY IN A MINUTE, A LITTLE BIT LATER, WHY THOSE FTES ARE THERE.

YOU'RE LIKE, WELL, YOU ONLY ADDED 124 MORE STUDENTS.

WELL, OUR STUDENTS ARE FIRST, THEY HAVE NEEDS.

THERE'S SEVEN FINE ARTS ACADEMY, SIX FTES ARE FOR THE PRE-K, AND THEN 13 ARE CURRICULUM INSTRUCTION, AND THEN 17 IN SPECIAL ED, AND WE'LL POINT THAT OUT LATER THAT WE WENT OVER IN THE UPDATE LAST TIME.

THEY'RE ALL CAMPUS-BASED POSITIONS THAT WE WENT OVER ON THE LAST TIME.

THESE ARE THE NON-FTE COSTS.

I WILL SAY, THE BIGGEST CHANGE IN HERE, AND THERE WAS NO OTHER CHANGES SINCE THE LAST BUDGET UPTAKE, BUT WE HAVE CHANGED THE PRESENTATION SINCE THEN, AND THAT WAS ON PROPERTY INSURANCE.

WE ESTIMATED A 17.5 PERCENT INCREASE IN THE RATE OF THE PROPERTY INSURANCE, AND WE ENDED UP AT 35 PERCENT.

WE ARE NOT ALONE, WE'RE EVERYWHERE, SO OUR FIRST NUMBER ON HERE WAS OVER $400,000, AND SO IT WENT UP TO 1.38 MILLION, AND THAT'S A $916,000 INCREASE, THAT'S REFLECTED IN THIS BUDGET.

BUT ANYWAY, THAT IS MAINLY DUE TO ONE CONSTRUCTION COSTS, BUT THINK OF ALL THE CLAIMS ON PROPERTIES THAT HAVE TAKEN PLACE.

FROM THE STORMS TO HAILSTORMS, WITH THE [INAUDIBLE] STORMS IN THAT, IT'S IN THE MILLIONS, BILLIONS PROBABLY.

THEN ALL OUR FOCUS IS ALL ON THAT VISION 20 AND HOW IT'S BROKEN DOWN BY THOSE THREE CATEGORIES: COLLEGE READY, CAREER READY, AND LIFE READY.

THEN WE DEPEND ON THOSE RESOURCES, ON THOSE DIFFERENT ITEMS THERE THAT BASICALLY WE'RE STILL WAITING ON A NEW TAX RATE, WAITING ON OUR CERTIFIED VALUES AND ENROLLMENT, THAT'S OUR SNAPSHOT THAT DRIVES OUR FUNDING.

AND THEN THE FEDERAL FUNDING WHICH WE HAVE ON THE FEDERAL FUNDING ASSISTANCE AND ANY LEGISLATIVE CHANGES.

LET'S TALK A LITTLE BIT ABOUT LEGISLATIVE CHANGES.

THE SIGN NIGHT DATE ENDED MAY 29TH, THEY STARTED A SPECIAL SESSION AND IT BASICALLY ENDED TODAY.

DR. CANTU AND I WERE TALKING AT FOUR IN THE AFTERNOON, I THINK WE GOT NOTICE, THERE'S ANOTHER SPECIAL SESSION COMING.

THE PRIORITY IS PROPERTY TAXES AGAIN, BUT IT'S OVER PROPERTY TAX RATE, NOT NECESSARILY ON THE APPRAISALS, VALUES, OR THE APPRAISAL CAPS, OR THE HOMESTEAD EXEMPTIONS.

WHAT I WANT YOU TO SEE IN THIS ONE IS HOW DID PUBLIC EDUCATION DO IN THIS LEGISLATIVE SESSION? THAT CIRCLE RIGHT THERE,

IT'S SMALL IN THE NUMBERS, BUT I'M GOING TO TELL YOU PUBLIC EDUCATION ON THE GENERAL REVENUE FUNDS WAS ABOUT 8.9, 8.7 BILLION OVERALL.

BUT HOW DID WE DO? THEY SEE IT AS GENERAL FUND APPROPRIATED AND THE STATE LEGISLATIVE BUDGET WAS $8.7 BILLION OR 8.9 BILLION.

BUT LET'S TAKE A LOOK AT THAT 8.7 BILLION RIGHT HERE.

ON THAT GREEN CIRCLE RIGHT THERE, THE 4 1/2 BILLION, THAT WAS CONTINGENT ON LEGISLATION THAT DID NOT PASS.

THAT WAS WHERE WE TALKED ABOUT THE INCREASE IN THE BASIC ALLOTMENT, THAT TALKED ABOUT SCHOOL CHOICE, AND IT TALKED ABOUT VIRTUAL EDUCATION.

ALL OF THAT AS PART OF THE $8.7 BILLION WAS NOT PASSED, IT WOULD TAKE A SPECIAL SESSION FOR THEM TO COME BACK AND GET THAT PART APPROVED, SO IT DIDN'T GET DONE.

THE INCREASE IN NEW INSTRUCTIONAL FACILITIES ALLOTMENT, THE YELLOW PORTION THERE, IS BASICALLY TAKING US BACK TO WHERE WE WERE FUNDED IN 2019-'20 LEVELS.

THAT IS AN INCREASE IN INSTRUCTIONAL FACILITIES ALLOTMENT AND INSTRUCTIONAL MATERIALS.

WELL, HERE'S SOME OTHER NEW MONEY THOUGH.

SO WHAT IS IN THIS BUDGET THAT WE DO KNOW? THAT IS THE 500 MILLION IS NEW MONEY BASED ON THE 500 MILLION FOR CURRICULUM, THAT IS INSTRUCTIONAL MATERIALS ALLOTMENT.

THEY CALL IT A PASS-THROUGH, WHICH MEANS IT'S NOT MONEY THAT I'M GOING TO SEE NECESSARILY ON MY STATE AID TEMPLATE PER SE, I MAY NOT SEE IT GOING INTO OUR BANK ACCOUNT, IT IS SOMETHING THAT WE JUST DRAW DOWN ON INSTRUCTIONAL MATERIALS.

IT HAS A LITTLE BIT OF MONEY THERE, WE'LL TALK ABOUT THAT, AND IT HAS A BIG PORTION OF THAT IS FOR TEA TO MONITOR THAT.

THEN NEW MONEY ALSO FROM HOUSE BILL 3 SCHOOL SAFETY ALLOTMENT, 15,000 PER CAMPUS.

THEY'RE STILL TRYING TO DEFINE WHAT THAT CAMPUS MIGHT BE BECAUSE WHAT IF YOU'VE GOT A GROUP OF STUDENTS THAT HAVE TO GO TO AN AGRICULTURAL CENTER OR SOMETHING LIKE THAT? SO 15,000 PER CAMPUS.

THEN WE TALKED ON THE CURRENT LAW IS THE GOLDEN PENNY YIELD.

THE LAST TIME WAS $9.6 MILLION.

THOSE ARE THE TWO ITEMS THAT HAVE BEEN INCLUDED IN THIS BUDGET FOR US THAT I PRESENT TO YOU ALL TONIGHT FOR ADOPTION.

WELL, THERE WE ARE. HOW DOES IT AFFECT THE MANSFIELD ISD? I GOT TO TALK AHEAD OF MY SCREEN, BUT THERE IT IS LINED UP.

THE 697,000 SCHOOL SAFETY AND THE GOLDEN PENNY YIELD OF 9.6 MILLION.

ON THE PROPERTY TAX RELIEF, THIS IS WHERE IT LEFT YESTERDAY, IT WAS THE HOUSE AND THE SENATE SIDE, AND 5 PERCENT APPRAISAL CAP ON ALL REAL PROPERTY ON THE HOUSE SIDE, AND THEY TOOK AN ADDITIONAL 0.162 OFF EACH DISTRICT MAXIMUM COMPRESSED TAX RATE.

THEY ALL WENT HOME AND THEN SENATE HAD THEIR PROPOSAL 100K, AND THEIR HOMESTEAD EXEMPTION FROM THE 40K THAT'S CURRENTLY OUT THERE, THEY ADD AN ADDITIONAL 10 CENTS OFF ON THE MAXIMUM COMPRESSED TAX RATE, AND THEY ADDED AN ADDITIONAL GOING FROM THE 2.5 PERCENT PROPERTY TAX REVENUE CAP, THAT'S IN THE CURRENT LAW RIGHT NOW.

THEY'RE TRYING TO REDUCE THAT TO THE 1.75 PERCENT, WHICH WILL DROP THE TAX RATE AS WELL.

SO THEY'RE ALL TRYING TO DO THE SAME THING, JUST DIFFERENT WAYS.

ONE THING I WILL NOTE ON THIS SPECIAL SESSION PORTION IS THAT IF THERE'S ANYTHING THAT'S AN APPRAISAL CAP OR A HOMESTEAD EXEMPTION, EITHER ONE OF THOSE NEEDS TO GO FOR AUGUST APPROVAL IN ORDER TO MAKE THE NOVEMBER BALLOT.

THAT'S SOMETHING THAT WE NEED TO KEEP OUR EYES ON BECAUSE IF NEITHER ONE OF THOSE HAPPENED BY MID-AUGUST WHEN I CALLED IT JUST LIKE WE HAD TO DO THE VATRE ELECTION IN THE MID-AUGUST.

SAME THING, WHATEVER GETS ON THE BALLOT HAS TO HAVE SOME TYPE OF APPROVAL BEFORE IT CAN GO TOWARDS NOVEMBER.

THEN ON THE PROPERTY VALUES, THE BUDGET INCLUDES THE 9 PERCENT INCREASE IN THE PROPERTY VALUES.

IT'S STILL ESTIMATED AT THIS TIME BECAUSE WE'RE STILL WAITING ON JULY 25TH CERTIFIED.

THAT TAX RATE HISTORY, YOU CAN SEE THERE THAT WE HAVE A BIG QUESTION MARK.

BUT FOR THE MOST PART, THE GREAT NEWS IS THE DECREASE IN THE OVERALL TAX RATE OVER SEVERAL YEARS IN THE PAST.

IT'S REALLY GONE DOWN AND TO THE TUNE OF 20 PENNIES, OVER 20 PENNIES, AND BASED ON CURRENT LEGISLATION, I FEEL LIKE THAT'S GOING TO CONTINUE TO GO.

THEN FEDERAL FUNDING ASSISTANCE, I'VE GONE OVER THE ESSER III FUNDING WITH YOU ALL BEFORE.

I'M KEEPING IT OUT HERE FOR FINANCIAL TRANSPARENCY, AS WELL AS ANYONE TO GO ON THE WEBSITE AND LOOK AT IT ANYTIME.

WHEN WE LOOK AT THE BIGGEST PORTION, WHICH IS ABOUT 84, 85 PERCENT OF OUR PAYROLL BUDGET, WE HAVE GONE THROUGH DIFFERENT SCENARIOS AND WE ARE NOW IN THIS PAYROLL BUDGET SUPPORTS A TEACHER STARTING PAY OF $63,000, WHICH IS THE HIGHEST ONE I'VE HEARD SO FAR, 4 PERCENT AND ITS MIDPOINT, OR IT COULD BE A MARKETING MEDIAN BASED ON TASB, WE ARE STILL WORKING WITH TASB ME ON THIS, SO IT'S A 15 DOLLAR HOUR MINIMUM PAY FOR ALL OF OUR STAFF.

NO MATTER WHAT POSITION IN FULL-TIME EMPLOYEE POSITIONS.

ADJUST THE SPECIAL EDUCATION PARAPROFESSIONALS ARE GOING TO GO UP AT PAY GRADE, VARIOUS MARKET ADJUSTMENTS AS RECOMMENDED BY TASB HR.

THEN WE WANT TO POINT OUT THAT SEVEN AND A HALF MILLION REDUCTION IN PAYROLL FOR VACANCIES IS CONTINUED.

THE REASON WE DO THAT IS WE'RE TRYING TO GET A MORE ACCURATE PAYROLL BUDGET BECAUSE WE START AT EVERY POSITION, EVERY FIELD, EVERY DAY AND THE COST OF THAT IS 100 PERCENT, BUT THAT'S NOT ALWAYS THE CASE.

WE HAVE CHANGES, WE HAVE VACANCIES, WE HAVE THIS AND THAT.

WE ALSO BUDGET ON A MIDPOINT.

SO THAT MEANS SOMEONE'S GOING TO COME IN, THAT'S A CONSERVATIVE BUDGETING.

BUT THAT DOESN'T ALWAYS HAPPEN EITHER THEY'RE TYPICALLY MAYBE LESS THAN EXPERIENCED OR THIS OR THAT.

SO IT LOWERS THE COST.

SO THIS CHOOSE IT UP SO WE CAN DIRECT MORE RESOURCES TOWARDS OUR CURRENT HARDWORKING STAFF.

THE FIRST INDICATOR, DAYS, WHICH IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS, THAT IS SOMETHING THAT WE ARE JUDGED ON, OR MARKED ON, OR SCORED ON.

THAT PART IT SAYS WE MUST TO HAVE OVER 90 DAYS OF CASH ON HAND, BUT MANSFIELD ISD HAS 138.67 DAYS OF CASH ON HAND AT THE TIME OF THIS SCORING, WHICH WAS IN 2022 AUDIT.

WE LOOK AT IT EVERY YEAR AND WE'RE STILL AT WAY ABOVE THE 90, SO WE'RE VERY IN GOOD SHAPE, THAT'S PHYSICALLY HEALTHY.

THESE ARE THE REASONS OF THOSE FTE INCREASES MAILING THOSE PROGRAMS MAINLY IN THE MIDDLE TWO IS THE BILINGUAL AND THE SPECIAL ED.

WHERE ARE WE, BEFORE WE GET TO 23/24, LET'S FINISH UP WITH WHAT WE THINK ON 22/23, 22/23 WE HAVE INCREASE IN OIL AND GAS REVENUES, WE HAVE INTEREST INCOME, WE STARTED WITH A BALANCE BUDGET, WE ALSO HAD SOME BUSES THAT WE PURCHASED, THAT WE THOUGHT WERE GOING TO COME IN BY JUNE 30TH, THEY DID NOT.

THEREFORE, IF THEY'RE NOT PART OF THAT JUNE 30TH DEADLINE, THEY DON'T GET ACCOUNTED FOR IN THAT BUDGET.

THEREFORE, ANY MONEY DESIGNATED FOR THAT WOULD GO INTO FUND BALANCE.

OTHER THINGS WERE THINGS LIKE SAVINGS, AND UTILITIES AND CONTRACTED SERVICES.

THOSE THINGS ADDED UP AND WE ANTICIPATE NOW WE THOUGHT IT WAS A CLOSE TO 10 MILLION, NOW IT'S BETWEEN PROBABLY, I'M THINKING MORE CLOSER TO 15.

I'VE ASKED YOU ALL TONIGHT LATER IN THE AGENDA ASKING FOR A CHANCE FOR UP TO 15 MILLION TO THE CAPITAL PROJECTS FUND FOR THIS PURPOSE TO USE FOR THINGS LIKE THE BUSES THAT DIDN'T COME IN, WE CAN REDO THOSE OVER THERE.

THE MAJORITY OF THAT IS THOSE GOLDEN PENNIES THAT WE TALKED ABOUT, AND THE SAFETY, AND SECURITY THAT WAS INCREASE THERE, BUT SOME OTHER FACTORS AS WELL, BUT MAINLY THOSE WERE THE TWO BIG ONES.

THEN PAYROLL, THAT BIG INCREASE IS FROM THE 4 PERCENT INCREASE IN THE PAYROLL.

NON-PAYROLL IS THE OPPOSITE, IT GOES DOWN A LITTLE BIT, MAINLY BECAUSE OF THE PRE-K THAT WE HAD, WE STARTED OUT IN PRE-K, BUT WE HAD THOSE AS A NON-PAYROLL ADD ON THAT WERE FTES THAT MOVE INTO THE PAYROLL ITEM.

BOTTOM LINE, WE HAVE 23.3 MILLION DIFFERENCE IN OUR EXPENDITURES, PROJECTED REVENUES OVER EXPENDITURES IS THAT 3,261,524 DIFFERENCE.

WE NEED A LITTLE BIT HELP FROM OUR CAPITAL PROJECT'S FUND, BECAUSE OF THAT, WE'RE GOING TO HAVE THAT TRANSFER THERE.

WE'RE STILL DETERMINING THE PROPERTY TAX VALUES AND THE RATES THAT WILL DRIVE THAT, BUT IT DOES HAVE A BALANCED BUDGET BASED ON THAT.

THEN THE PROPOSED BUDGET, I'M NOT GOING THROUGH ALL OF THESE, BECAUSE BASICALLY IT'S JUST LINING THESE OUT ON BY FUNCTION, WHICH IS BY LAW TO HAVE YOU GUYS ADOPT THIS BUDGET BY FUNCTION, BECAUSE THAT'S HOW WE STARTED.

FIRST, I WANT TO SHOW MY APPRECIATION, IT'S BEEN SAID FOR THE CHANGES MADE TO THE POLICY UPDATE.

IT'S GOOD TO KNOW OUR VOICES WERE HEARD, AND ACTION WAS TAKEN TO REMOVE ANY RHETORIC THAT ALIENATES THE PRECIOUS LGTBQIA2S+ PEOPLE IN OUR COMMUNITY.

THE NEXT MOST APPROPRIATE STEP WOULD BE TO ISSUE AN OFFICIAL APOLOGY TO ALL THOSE IN THE QUEER COMMUNITY FOR INCLUDING SUCH AN EGREGIOUS ATTACK ON THEIR EXISTENCE, I MEAN, EVEN MENTIONING THEM IS AN ATTACK IN ITSELF.

FURTHER, IF THIS POLICY UPDATE IS ADOPTED, THEN PLEASE BUILD IN PROTECTIONS TO FURTHER ENSURE SUCH TARGETED ATTACKS ON THE QUEER COMMUNITY CANNOT TAKE PLACE.

AS THE POLICY UPDATE CURRENTLY READS, THERE IS ROOM FOR SUCH ATTACKS, AND YOU CANNOT IN GOOD CONSCIENCE ALLOW THIS TO OCCUR.

NOW, THE ACTUAL NEXT MOVE IS TO COMPLETELY REMOVE THIS POLICY UPDATE FROM CONSIDERATION.

THE FIRST REASON, IS BECAUSE THE POLICY REQUIRES NO UPDATE.

THE POLICY WORKS AS IT IS.

AS I'VE SAID BEFORE, NO SUFFICIENT EVIDENCE HAS BEEN SHOWN TO MERIT ANY UPDATES.

IF SO, PLEASE NAME THE ISSUE SPECIFICALLY LINE BY LINE ALONG WITH SPECIFIC ELEMENTS OF HOW THE RECOMMENDED POLICY CHANGES RESOLVE THOSE ISSUES.

IT SEEMS CLEAR THAT THE ATTEMPTED UPDATE IS BASED ON RECOMMENDATIONS FROM OUTSIDE VOICES, WHICH HOLD NO RELEVANCE TO OUR COMMUNITY, AND USE FEAR MONGERING AS THEIR STRATEGY TO PUSH AN UNNECESSARY AND BIGOTED AGENDA FOR INCREASED CONTROLS.

IF THE BOARD INSIST ON RAMMING THIS THROUGH, WE ARE SINCERELY ASKING FOR THE REASONS BEHIND IT.

THE POLICY AS IT STANDS, POSES NO THREAT TO VALUES OR PARENTAL-AUTONOMY.

I MUST ALSO POINT OUT THAT THIS UPDATE WOULD GO AGAINST YOUR OWN INTEREST AS WELL.

IT MAY BE TEMPTING TO AWARD MORE CONTROL TO THE SCHOOL BOARD AND ADDITIONAL APPOINTEES, BUT WHO'S TO SAY THAT IN THE NEAR FUTURE THIS BOARD, AND WHO ARE APPOINTED, AND THOSE APPOINTED ARE CONTROLLED BY MEMBERS WHO HAVE A WHOLLY DIFFERENT VALUES THAN YOUR OWN.

WITH THIS UPDATE, THEY WOULD THEN BE ABLE TO THREATEN THE LEARNING MATERIALS YOU MOST CARE ABOUT AND RELY UPON.

THIS IS THE REASON THAT MYSELF AND OTHERS HAVE STEPPED AND TO FIGHT IT.

WHO'S TO SAY IT WOULDN'T BE, YOU FIGHTING OFF OTHER ATTEMPTS TO UNDERMINE YOUR OWN VALUES IN THE FUTURE WITH AN UPDATE LIKE THIS, THINK ON IT.

THE CURRENT POLICY AS IS WITH NO CHANGES TICKS THE BOXES.

A BROAD RANGE OF RELEVANT LEARNING MATERIALS FOR STUDENTS IN ALL WALKS OF LIFE, PARENTAL-AUTONOMY WITH TRANSPARENCY AROUND THE MATERIALS THEIR CHILD HAS ACCESS TO.

A CAREFUL PROCESS FOR SELECTING AND LABELING BOOKS ACCORDING TO STATEWIDE STANDARDS, AND LOCALLY A BAND OF 50 LIBRARIANS WHO TAKE PRIDE IN THEIR WORK, AND HAVE THE EDUCATION, AND EXPERIENCE TO DO IT BETTER THAN ANY OF US COULD.

THE CURRENT POLICY WORKS, UPDATES ASSERT CONTROL INTO THE WRONG HANDS, WHETHER BE TODAY OR IN THE FUTURE.

IT'S TIME TO EXERCISE YOUR WISDOM AND CARE AS MISD BOARD MEMBERS.

BECAUSE HARMFUL RHETORIC MASQUERADING AS POLICY NORMALIZES BULLYING AND GIVES PERMISSION TO RADICAL PEOPLE TO CONTINUE DOING HATEFUL THINGS.

HARMFUL RHETORIC WRAPPED IN SCHOOL DISTRICT POLICY ACTIVATES PARENTS AND TURNS THEM INTO ASSETS TO WIN POLITICAL GAMES.

IT CREATES A FULL BATTLE CRY OF PARENTAL RIGHTS THAT

REALLY JUST MEANS RIGHTS FOR SOME, NAMELY ONLY THEM.

IT MOBILIZES A CONCRETE EFFORT TO OTHER OPPRESS AND ERASE ALREADY MARGINALIZED PEOPLE.

SCHOOLS ARE RESPONSIBLE FOR THE WELL-BEING OF EVERY STUDENT.

THAT MEANS RESPECTING EVERY FAMILY AND LGBTQ STUDENTS AND FAMILIES DESERVE TO FEEL SAFE AND RESPECTED IN MANSFIELD SCHOOLS.

LGBTQ STUDENTS SHOULD HAVE THE SAME OPPORTUNITIES TO LEARN AND THRIVE AS OTHER STUDENTS BUT THEY OFTEN ALREADY STRUGGLED WITH MORE BULLYING AND HARASSMENT THAN OTHER STUDENTS AND ALTHOUGH REMOVED, I HATE THAT THEY KNOW THAT SUCH LANGUAGE WAS EVER EVEN CONSIDERED IN THE POLICY.

BUT NOW, AS THE POLICY PROGRESSES IN WHATEVER FORM, I HOPE YOU REMEMBER THAT TELLING STORIES THAT REFLECT LGBTQ+ IDENTITIES IS A SMALL, YET POWERFUL WAY TO AFFIRM THEIR LIVES.

I IMPLORE YOU TO NEVER ALLOW POLICY PASSED BY THIS BOARD TO BE WEAPONIZED AGAINST PEOPLE IN OUR COMMUNITY.

POLICIES SET BY THIS BOARD SHOULD NEVER BE THE CATALYST, LET ALONE THE MEANS TO DEHUMANIZE ALREADY MARGINALIZED GROUPS.

THEY WILL CALL ME AND COME AND PRAY AND I WILL LISTEN TO YOU." FROM THE FIRST TIME I NOTIFIED THE DISTRICT OF THE GRAPHIC SEXUAL CONTENT IN SOME OF THESE BOOKS THAT ARE CURRENTLY IN OUR DISTRICT LIBRARY, GOD HAS ASSURED ME THAT HE WOULD CARRY ME THROUGH ALL OF THE HATEFUL WORDS.

THE WORDS THAT HAVE BEEN SPOKEN OR POSTED ON SOCIAL MEDIA, AS WELL AS WHAT HAS BEEN SAID ABOUT YOU, THE NAMES AND THE BIGOTRY THAT'S BEEN TOWARDS YOU, THAT HE WOULD GUARD OUR HEARTS FOR THOSE WHO DO NOT UNDERSTAND WHY THESE BOOKS SEEM TO BE INAPPROPRIATE.

GOD HAD SAID TO TAKE REFUGE AND KNOWING THAT AS CHRISTIANS, THAT GOD PROMISED THAT HE WOULD HEAR US IN ALL THE SITUATIONS, NO MATTER HOW DIFFICULT IT BECOME.

I KNOW SOME FEEL THAT THIS LANGUAGE HAS CHANGED.

I WANT TO THANK YOU FOR INCLUDING THE STATEMENT ALL NEW AND CHALLENGED BOOKS THAT EXPOSE A VIEW THAT CONTRADICTS LAWS ADOPTED BY THE STATE OF TEXAS WOULD BE CONSIDERED PURSUANT TO THE GUIDELINES AND MUST COMPLY WITH ALL LANGUAGE PASSED IN THE 88TH LEGISLATION AND SIGNED BY THE GOVERNOR.

I THINK THIS IS PLAYING OUT IN SCHOOL DISTRICTS AND WE KNOW THE ONES IN OTHER PLACES, AND THAT IT HAS BEEN ESSENTIALLY LIFTED FROM THOSE SPACES AND DROPPED INTO MANSFIELD IS SOMETHING THAT YOU DON'T HAVE TO GO WITH.

YOU DON'T HAVE TO. I DO A LOT OF WORK NOT ONLY ON JUSTICE FOR LGBTQ PEOPLE, BUT WITH A LOBBYING GROUP CALLED PASTORS FOR TEXAS CHILDREN.

OCCASIONALLY, AT PASTORS FOR TEXAS CHILDREN EVENTS, I HAVE RUN INTO MANSFIELD SCHOOL BOARD MEMBERS.

AND WE LAUGH SOMETIMES TO SAY THIS IS ONE OF THE FEW AREAS WHERE WE ACTUALLY AGREE ON A LOT OF THINGS.

THAT IS TO SAY, PASTORS FOR TEXAS CHILDREN LOBBIES THE TEXAS LEGISLATURE ON ONE THING ONLY, AND THAT IS KEEPING PUBLIC MONEY IN PUBLIC EDUCATION.

IT'S A NO VOUCHERS GROUP OF CLERGY PEOPLE ACROSS THE STATE WHO GO TO AUSTIN AND DO THE HARD WORK OF EXPLAINING TO LEGISLATORS WHY VOUCHERS ARE A BAD IDEA FOR INDEPENDENT SCHOOL DISTRICTS ALL ACROSS THE STATE.

AND WHAT WE FEEL AT PASTORS FOR TEXAS CHILDREN IS HAPPENING IS THAT LOCAL SCHOOL BOARDS ARE BEING MANIPULATED BY OUTSIDE FORCES FOR THE PURPOSE OF UNDERMINING THE PUBLIC'S CONFIDENCE IN THEIR LOCAL SCHOOLS.

I HAD A PARTY AT MY HOUSE FOR HER, I HAD 30 KIDS FOR MANSFIELD HIGH SCHOOL IN MY BACKYARD.

I GOT THE MOST DISTURBING STORIES FROM THEM ABOUT THE PHONES IN THE SCHOOLS, AND THEY GET TAKEN AWAY AND THESE STUDENTS ARE HITTING TEACHERS.

WHAT ARE WE DOING? THEY GO, THEY TAKE THEM DOWN, YOUR ADMINISTRATORS ARE SENDING THEM BACK TO CLASS.

WHY ARE WE NOT PROTECTING OUR TEACHERS AND OUR STUDENTS? WHY IS DISCIPLINE IN MANSFIELD HIGH APPARENTLY NOT A FORETHOUGHT? THESE KIDS ASKED ME, THEY'RE LIKE WHY WOULD A STUDENT HIT A TEACHER? I CAN'T ANSWER THAT BECAUSE IF MY KID EVER HIT A TEACHER, YOU WOULDN'T HAVE TO WORRY ABOUT DISCIPLINING BECAUSE I WOULD.

BUT OBVIOUSLY, WE'RE LACKING SOMEWHERE IN THIS DISCIPLINE, AND I KNOW YOU'RE LOOKING AT CHANGING THE PHONE POLICY, BUT YOUR ADMINISTRATORS NEED TO BACK UP THESE TEACHERS.

IF A STUDENT HITS A TEACHER, THAT SHOULD BE SERIOUSLY TAKEN, THAT KIDS SHOULDN'T BE BACK IN THE CLASSROOM THE NEXT DAY.

IT TELLS THESE KIDS, THEY DON'T MATTER.

THESE KIDS ARE BEGGING THEIR PARENTS TO PULL THEM OUT OF MANSFIELD HIGH TO GO HOME-SCHOOL THEM, BECAUSE THEY DON'T WANT TO BE THERE BECAUSE THEY DON'T FEEL SAFE AND THEIR TEACHERS DON'T FEEL SAFE.

SHAME ON THE MANSFIELD HIGH SCHOOL ADMINISTRATION BECAUSE THESE KIDS WERE SOPHOMORES, JUNIORS, SENIORS, BRAND NEW GRADUATES, KIDS COMING INTO YOUR SCHOOL AND THEY'RE HEARING THIS.

AND SOME OF THEM ARE LIKE, WE DON'T UNDERSTAND IT.

AND AS A MOM, I DON'T UNDERSTAND.

I DON'T UNDERSTAND WHY DISCIPLINE IS RESTORATIVE.

OBVIOUSLY, YOU'RE NOT DOING ENOUGH IF TEACHERS ARE GETTING HIT BY STUDENTS AND IT'S OKAY BECAUSE THAT'S WHAT YOU'RE TELLING THEM.

THAT'S WHAT YOU'RE TELLING THE KIDS WHEN THEY COME BACK INTO THE CLASSROOM THE NEXT DAY.

LOOK, THERE'S NOBODY GETTING ANY CONSEQUENCES FOR PUTTING THEIR HANDS ON A TEACHER.

BUT IF THAT TEACHER PUT THEIR HANDS ON THE STUDENT, THEY'D BE FIRED.

YOU GUYS NEED TO HAVE EQUAL, YOU NEED TO PROTECT THEM EQUALLY.

I'VE BEEN HONORED TO BE A DISTINGUISHED EDUCATOR FOR MISD OF OUR TOP 10 GRADUATES OF THREE OF THE LAST FOUR YEARS.

I REGRET TO SAY THAT MY CONSCIENCE HAS LED ME TO RESIGN TODAY DUE TO THE CONCERNS I'M HERE TO PRESENT TO THIS BOARD.

WHEN THE FIRST READ OF THE TASB 120 POLICY CAME OUT OF AN ORIGINALLY UNSCHEDULED MAY 16TH MEETING, THE BOARD HEARD FROM MANY OUTRAGED STUDENTS, PARENTS, TEACHERS, AND LIBRARIANS.

I STILL HAVE NOT HEARD A GOOD REASON WHY WE ARE REPLACING OUR POLICY THAT WAS CREATED AND APPROVED BY SIX OF THE PRESENT BOARD MEMBERS JUST LAST SUMMER.

WAS IT ONLY BECAUSE IT FAILED TO GET RID OF BOOKS CHALLENGED THIS LAST YEAR? BUT SINCE WE ARE ON THE SECOND READ, LET'S COVER THE UPDATED POLICY AND MY CONCERNS WITH THEM.

THE POLICY STATES THAT THE PURCHASE OF ANY NEW MATERIALS CAN BE PAUSED BY ANY SCHOOL BOARD MEMBER, HOWEVER, THERE IS NO TIME LIMIT LISTED AS TO HOW LONG A SCHOOL BOARD MEMBER GETS TO HOLD UP A BOOK.

NUMBER 2, WHEN BOOKS ARE CHALLENGED, WHY DOES THE POLICY ALLOW THE BOARD TO CHOOSE OVER HALF THE MEMBERS OF THE COMMITTEE OF WHO CAN REVIEW THE BOOK? NUMBER 3, THERE ARE NO CAVEATS OF WHO THE BOARD MIGHT CHOOSE FOR THE CHALLENGE COMMITTEE.

THERE IS NOTHING ABOUT EDUCATIONAL INTERESTS OR EDUCATIONAL LEVELS.

I BRING THIS UP AS A CONCERN AS IT HAS BEEN EVIDENT AS OF FIVE DAYS AGO, THAT A CERTAIN MAMA BEAR HAS PUBLICLY STATED THAT PEOPLE WITH THEIR COLLEGE DEGREES ARE INDOCTRINATED, BUT ESPECIALLY CERTAIN MISD LIBRARIANS WITH THEIR MASTERS.

I FIND THIS PARTICULARLY INSULTING AS ALL TEACHERS IN MANSFIELD ISD HAVE BACHELOR DEGREES OR HIGHER DEGREES SUCH AS MASTERS AND DOCTORATES.

MOST IF NOT ALL OF THE BOARD MEMBERS HERE PRESENT HAVE THEIR COLLEGE DEGREES INCLUDING AN MBA AND A PHD.

OUR OWN DR. CANTU HAS A DOCTORATE IN EDUCATIONAL LEADERSHIP FROM A&M.

DOES THIS BOARD THINK THAT PEOPLE WITH DEGREES ARE ALSO INDOCTRINATED? I'M ACTUALLY GOING TO SKIP TWO OF MINE BECAUSE I'M RUNNING OUT OF TIME, BUT I WOULD ALSO LIKE TO DO NUMBER 4.

WHY DOES THIS POLICY HAVE OVER 50 PERCENT OF THE VERBIAGE IDENTICAL TO THE KYLER ISD POLICY IF IT HAS BEEN CLAIMED TO BE WRITTEN BY THIS BOARD? FINALLY, I JOINED THIS DISTRICT BECAUSE I HEARD THE MOTTO, "MANSFIELD ISD IS A GREAT PLACE TO LIVE, LEARN, AND TEACH." I'M LEAVING MANSFIELD BECAUSE I CANNOT AFFORD TO LIVE IN MANSFIELD DUE TO MY PAY AND INSURANCE COSTS IN THIS DISTRICT.

I'M LEAVING BECAUSE I HAVE LEARNED THAT THIS DISTRICT IS HYPER POLITICAL AND IT FEELS LIKE THIS BOARD DOES NOT TRUST THE TEACHERS AND LIBRARIANS.

MANSFIELD IS A GREAT PLACE TO TEACH THOUGH BECAUSE OF OUR STUDENTS WHO HAVE BEEN PHENOMENAL TO TEACH FOR THE LAST SEVEN YEARS AND I WILL MISS THEM FROM THE BOTTOM OF MY HEART.

I GUESS MY QUESTION WOULD BE, WHY THE NEED FOR THIS NEW POLICY? IF THE TWO BOOKS THAT WERE CHALLENGED WERE REMOVED FROM THE LIBRARY WOULD THIS POLICY REWRITE EVEN BE HAPPENING? IT SURE SEEMED TO HAPPEN IMMEDIATELY AFTER THE BOOK CHALLENGE COMMITTEE SUBMITTED THEIR DECISION.

THIS NEW POLICY WILL ALSO BE A FORM OF CENSORSHIP.

IT'S A SLIPPERY SLOPE YOU'RE ON AND I REALLY HOPE THAT MANSFIELD ISD SCHOOL BOARD WILL FALL ON THE RIGHT SIDE OF HISTORY.

AS THE POLICY CURRENTLY STANDS, PARENTS CAN PUT ANY RESTRICTIONS ON THEIR CHILD'S LIBRARY ACCOUNT INCLUDING A PARENT HAVING TO GIVE PERMISSION BEFORE ANY BOOK IS CHECKED OUT, PUTTING THE DECISION SOLELY IN THE PARENT'S HANDS.

I HEAR SO MANY PEOPLE TALKING ABOUT PARENTAL RIGHTS.

THIS NEW POLICY REWRITE INFRINGES ON MY PARENTAL RIGHTS TO MAKE DECISIONS ON WHAT BOOKS MY CHILD WANTS AND GETS TO READ.

I'M ALSO CONCERNED THAT THE NEW POLICY WOULD STILL PUT THE BOARD IN CHARGE OF THE PURCHASE OF ANY LIBRARY BOOKS.

I DO APPRECIATE THAT YOU WILL BE CONSULTING WITH THE LIBRARIANS AND DISTRICT LEVEL LIBRARY SUPERVISORS FOR BOOKS SELECTIONS, BUT WHY NOT TRUST THE LIBRARIANS TO DO THEIR COMPLETE JOBS? WE ARE DIVERSE IN THOUGHT, IN CHARACTER, AND IN PRACTICE.

MANSFIELD ISD RESIDENTS AND PARENTS DO NOT WANT ONE IDEOLOGY TO RULE BUT TO PRACTICE WHAT WE PREACH ABOUT BEING A DESTINATION DISTRICT COMMITTED TO ACADEMIC EXCELLENCE.

WE DON'T WANT MANSFIELD ISD TO DEVOLVE INTO A DISTRICT KNOWN FOR PUTTING A MUZZLE ON OUR DIVERSITY, BUT TO FOCUS ON THE WONDERFUL THINGS THAT MAKE MANSFIELD ISD GREAT.

WE ALSO RECOGNIZE THAT TRUSTEES HAVE MANY DEMANDS FOR THEIR TIME AND BELIEVE THE DISTRICT SHOULD RELY ON THE HIGH EDUCATED, QUALIFIED LIBRARIANS TO MAKE COLLECTION CURATION DECISIONS THAT ALIGN WITH THE POLICY GOALS THE BOARD SETS FORTH.

THE PROPOSED POLICY RUBRIC TAKES A NARROW VALUE SYSTEM, ENFORCES IT UPON OUR COMMUNITY TAKING AWAY PARENTS RIGHTS.

THAT WOULD GIVE US A CHECK AND BALANCE SYSTEM THAT PROTECTS OUR DISTRICT.
