SO OUR STUDENTS WILL HAVE OPPORTUNITIES TO TAKE DUAL CREDIT THROUGH TARRANT COUNTY COLLEGE AND EARN EVEN POSSIBLY UP TO AN ASSOCIATE'S DEGREE. THE BEAUTY OF P-TECH IS THAT IT'S VERY IT'S GOING TO ALLOW STUDENTS TO CUSTOMIZE THEIR LEARNING EXPERIENCE SO THEY CAN HAVE SOME DUAL CREDIT OR UP TO AN ASSOCIATE'S OF DUAL CREDIT. THEY WILL ALSO HAVE WORK BASED LEARNING OPPORTUNITIES WITH MOUSER ELECTRONICS. SO WE WILL START OFF WITH THEM HAVING SOME JOB SHADOWING EXPERIENCES, HAVING MOUSER COME DO SOME WORK WITH OUR STUDENTS AT SUMMIT HIGH SCHOOL, AND THEN AS THEY BECOME JUNIORS AND SENIORS, THEY'LL ACTUALLY BE ABLE TO DO PRACTICUM OPPORTUNITIES WHERE THEY DO WORK BASED LEARNING AT THE JOB SITE. SO ONE OF THE CERTIFICATIONS THAT STUDENTS IN THE P-TECH ACADEMY WILL BE ABLE TO EARN IS THE PYTHON PROGRAMING CERTIFICATION. THE REASON WE CHOSE THAT IS IT'S HIGHLY COVETED IN THE FIELD. AND SO WHAT WE'RE BEING TOLD BY OUR BUSINESS PARTNERS IN THE PROGRAMING AND SOFTWARE DEVELOPMENT FIELD IS THAT THESE STUDENTS WILL POSSIBLY BE ABLE TO GET JOBS RIGHT OUT OF HIGH SCHOOL AS JUNIOR PROGRAMMERS EARNING A WONDERFUL LIVING WAGE. SO THEN JUNE, WE DO THE PUBLIC NOTICE AND THEN ADOPT THE THE BUDGET AND THEN JULY, WE'RE NOT QUITE DONE YET BECAUSE JULY WE RECEIVED OUR CERTIFIED VALUES THAT ONCE THERE ARE ALL THE PROTESTS ARE HIT IN JULY HITS THOSE CERTIFIED VALUES FROM TARRANT JOHNSON JOHNSON COUNTY AND THEN AUGUST WE'RE GOING TO ADOPT THE TAX RATE. IT'S GOING TO BE A LITTLE BIT MORE COMPLICATED THIS YEAR. AND I WANT TO WALK YOU THROUGH IT. WE ARE STICKING WITH OUR BUDGET ASSUMPTIONS, WHICH MEANS OUR ENROLLMENT, 35,854. THAT'S BASED ON OUR DEMOGRAPHERS, 124 MORE STUDENTS, AVERAGE DAILY ATTENDANCE. WE'RE GOING TO KEEP IT AT A CONSERVATIVE 94.5%. AND THEN I STILL HAVE THE 9% PROPERTY VALUES. KEEP IN MIND THAT ANYTHING INCREASE IN PROPERTY VALUES IS PRETTY MUCH OFFSET WITH THE STATE AID AND INCREASE THERE AND ANY PROPERTY TAX RELIEF. SO WHATEVER WE SAY IN PROPERTY VALUES INCREASE IS TYPICALLY NO NEW REVENUE FOR US. REALLY, IT KIND OF IT NEUTRALIZES OUT. AND THEN ON THE TAX RATE, WE'RE STILL THIS IS THE SAME SEQUENCE HERE, ADDITIONAL PROPERTY TAX RELIEF. WELL, YOU KNOW, IF YOU'VE BEEN PAYING ATTENTION IN LEGISLATIVE SESSION, THAT'S HUGE. THAT'S PROBABLY THEIR NUMBER ONE TO USE OF THE $33 BILLION SURPLUS AND THEN THE NEW HOMESTEAD EXEMPTION. OR IS IT APPRAISAL CAP? CHANGE IN THE FLOOR TAX RATE. THE DEADLINES FOR THIS IS BASICALLY WE'RE IN, WE'RE COMING UP ON MAY 8TH WOULD BE THE LAST DAY FOR THE HOUSE COMMITTEES TO REPORT OUT HOUSE [01:00:05] BILLS. THERE'S A LOT OF HOUSE BILLS GOING ON RIGHT NOW. MAY THE 12TH IS THE LAST DAY FOR THE HOUSE TO TO CONSIDER THE HOUSE BILLS ON THE FLOOR. AND REALLY DOWN TO THE BOTTOM IS THE SINE DIE DATE AND SAY THAT THREE TIMES FAST. BUT THAT'S MAY 29TH, THE DEADLINE. AND THAT MEANS WE MAY NOT KNOW A LOT. UNTIL THE 30TH, YOU KNOW, AND IT COULD BE A SPECIAL SESSION. SO LET'S LOOK AT THE TWO, WHAT THE MAIN BILLS ARE TO KEEP YOU HIGHLIGHTED AND WHAT WILL BENEFIT OR GO WHAT IS AFFECTING MANSFIELD ISD AS FAR AS THE SCHOOL FINANCE FORMULAS AND WHAT AFFECTS US. HOUSE BILL 1 IS THE BUDGET SIDE ON THE HOUSE SIDE. SO IT'S THE OVERALL BUDGET. AND RIGHT NOW IF YOU LOOK PROPERTY TAX RELIEF, 3.118 BILLION, THAT'S THE CURRENT LAW THAT'S REQUIRED FOR THE REDUCTION, MEANING THAT NUMBER IS SAYING, OKAY, WE KNOW PROPERTY VALUES ARE GOING TO GO UP. SO WE KNOW THAT WE'RE GOING TO HAVE TO OFFSET THIS WITH STATE AID FOR THE TAX RATES THAT ARE GOING DOWN. AND THEN THE SENATE SAYS, HEY, WE GET YOU, WE'RE GOING TO FOLLOW THE SAME THING. WE WANT TO DO THE SAME THING. AND THEN ON 2.156 BILLION FOR ADDITIONAL 7.756% AND THE MAXIMUM COMPRESSED TAX RATES, MOST DISTRICTS HAVE ALREADY HIT THE FLOOR. SO MEANING WHAT I MEAN BY THAT, THERE'S A GAP THAT SAYS, OKAY, DISTRICTS HAVE TO STAY WITH THIS LOW TAX RATE AND THIS HIGH TAX RATE AND 90% EQUITY GAP IS WHAT THEY CALL IT EQUITY BAND. AND WE'RE AT THE FLOOR RIGHT HERE. SO THAT'S BECAUSE PROPERTY VALUES HAVE GONE UP SO HIGH ALL AROUND US. AND THIS IS MOST 700 DISTRICTS IN THE STATE HAVE HIT THIS FLOOR. SO THE STATE SAYS, OKAY, WE CAN'T IF WE KEEP GOING HIGH IN OUR PROPERTY VALUES, WE'VE GOT TO GET LOWER THAN THE FLOOR. THIS ALLOWS US TO DO THAT. SO IT ALLOWS THE TAXPAYERS TO BE ABLE TO HAVE A LESS TAX RATE BECAUSE OF THIS AMENDMENT THEY'RE TRYING TO DO. AND THEN HOUSE BILL TWO, THEY'RE LOOKING AT 12 BILLION FOR THAT. THE SENATE SIDE SAYS 9.831 BILLION ON SENATE BILL 2,3,4 AND 5 ON THE SCHOOL FINANCE SIDE FOR HOUSE AND THE SENATE SIDE IS A 2.4 BILLION FOR THE GOLDEN PENNY INCREASE. AND THANKFULLY FOR THAT VATRE THAT WAS PASSED IN NOVEMBER 2021, WE'RE ABLE TO MONOPOLIZE AND MAXIMIZE ON THAT GOLDEN PENNY INCREASE. SO WE'RE THANKFUL FOR THAT. AND THEN 5 BILLION ON THE SCHOOL FINANCE CHANGES. SO THIS IS WHERE THINGS GET REALLY DIFFERENT IS WHAT THEY WANT TO DO WITH THE 5 BILLION. OKAY. ON THE SENATE BILL 30, THIS IS THE SENATE SIDE OF WHAT THEY'RE TRYING TO DO. AS FAR AS THE BUDGET'S PERSPECTIVE, LOOK AT THE BIG DIFFERENCE IN SCHOOL SAFETY, 1.6 BILLION ON THE HOUSE SIDE AND AND THEN 600 MILLION FOR SCHOOL SAFETY. THE HOUSE SIDE HAS BEEN GOING ON. THEY'VE BEEN HAVING AMENDMENTS AND DISCUSSING. AND WE'LL TALK ABOUT THOSE BILLS BRIEFLY HERE IN A MINUTE. 100 MILLION FOR SPECIAL EDUCATION EVALUATIONS, HOUSE SIDE AND THEN 4.4 BILLION FOR TEACHERS BENEFIT ENHANCEMENTS. AND WHAT THAT MEANS IS LIKE COLAS THEY WERE LOOKING AT ON THE HOUSE SIDE, A $5,000 SUPPLEMENT. BUT FOR THOSE THAT ARE RETIREES, 70 PLUS, BUT THEY DO WOULD RAISE, THEY ALSO RAISE THE MEMBERS CONTRIBUTION, THE ONES THAT ARE ACTIVE MEMBERS IN TEACHERS TO 9%. SO THERE'S A BIGGER DIFFERENCE ON THE HOUSE SIDE THAN IT IS ON THE SENATE SIDE. SAME THING WITH SENATE SIDE IS THAT RETIRED BEFORE 2013, A 4% INCREASE IN ANNUITY. AND IF YOU WERE 2013 TO 21, A 2%. THIS IS THE VISUAL I LIKE. IT'S THE HOUSE SIDE VERSUS THE SENATE SIDE AND ALL THE DIFFERENT BILLS THAT ARE OUT THERE. YOU CAN SEE THE PROPERTY TAXES, THE ESAS, THE TEACHER VACANCY TASK FORCE, THE SAFETY, THE TWO BILLS THAT ARE ON THE HOUSE SIDE AND THE ONE ON THE SENATE SIDE, INSTRUCTION MATERIALS AND SCHOOL FINANCE. YOU NOTICE HOUSE BILL 100 IS THE MAIN FOCUS IN THE HOUSE SIDE THAT'S MOVING QUICKLY ON THAT SIDE. THE BIGGEST DIFFERENCE BETWEEN THE TWO ALSO IS THE PROPERTY TAX RELIEF AND HOW THEY WANT TO DO IT. ON THE HOUSE SIDE, THEY BOTH SAY ADDITIONAL TIER ONE TAX, TIER ONE TAX RATE COMPRESSION, MEANING NOT JUST THE FLOOR, THEY'RE ACTUALLY SAYING LET'S DROP IT EVEN MORE AND THAT COULD BE $0.15, IT COULD BE $0.25. WE'RE TRYING TO WAIT FOR THE FINAL. AND REMEMBER, ANYTHING COULD CHANGE AT THE STROKE OF A PEN. SO WE'RE STILL IN THE MIDST OF ALL OF THIS. BUT THAT'S WHAT I'VE SEEN, 5% APPRAISAL CAP ON ALL THE REAL PROPERTIES. [01:05:04] THIS IS A BIG CHANGE FROM THE 10% APPRAISAL CAP FOR ONLY RESIDENTIAL HOMESTEADS THAT WE CURRENTLY HAVE IN THE LAW. THE TOTAL COST ON THE HOUSE SIDE WOULD BE $17.3 BILLION. THE SENATE SIDE IS TRYING TO DO THE HOMESTEAD EXEMPTION FROM TWO 70,000 OVER 65 DISABLED TO 30,000. IT ADDS A BUSINESS PERSONAL PROPERTY. THE EXEMPTION AND IT COSTS ABOUT $16.5 BILLION. WHAT IS DIFFERENT HERE ON THE SENATE SIDE, THIS IS I HAD TO ASK TWICE WHO I WAS LEARNING THIS FROM TO SAY, AM I HEARING YOU RIGHT? AND SO SENATE BILL THREE INCREASES THE HOMESTEAD EXEMPTION FROM 40 TO 70,000, WHICH WE JUST STATED A MINUTE AGO. AND IT ALSO INCREASES THE EXEMPTION FOR OVER 65 AND DISABLED FROM 10,000 TO 30,000. IT'S RETROACTIVE, MEANING IT HAS TO GO TO A NOVEMBER VOTE BECAUSE THAT'S WHAT WE DO ON THE EXEMPTIONS. IT GOES OUT TO NOVEMBER VOTE, BUT IT HAS TO GO BACK AND GO AGAINST THE THE THE PROPERTY TAXES FOR THIS YEAR, THIS 2023 GOING INTO 2024. SO DO THE MATH. TRY TO LOOK AT YOUR CALENDAR AND GO, OKAY, WE'RE ADOPTING THE TAX RATE IN AUGUST. RIGHT. AND THEN WE HAVE TO WE WILL BE ADOPTING THE TAX RATE. IF YOU NOTICE, IT SAYS TRUTH IN TAXATION. TAX RATES WILL BE CALCULATED AND ADOPTED ASSUMING THE NEW EXEMPTION LEVELS. SO IN OTHER WORDS, WE WILL BE ADOPTING IF THIS SENATE SITE PASSES ON THE EXEMPTION, WE'LL BE ADOPTING A TAX RATE WITH THE ASSUMPTION OF THE EXEMPTIONS PASSING. SO I MADE SURE THAT WAS CLEAR. BUT THAT IS CURRENTLY WHAT'S IN THE BILL. THE APPRAISAL SIDE. ON THE APPRAISAL CAP SIDE, THEY DON'T, IT'S EFFECTIVE THE FOLLOWING YEAR. SO THIS IS A VERY INTERESTING DIFFERENCE HERE. THIS IS THE MOST RECOGNIZED HOUSE BILL SCHOOL FINANCE SIDE. IT WAS VOTED FROM COMMITTEE IN THE FIRST CHAMBER AND IT'S SET ON THE HOUSE CALENDAR FOR TOMORROW. SO IF YOU WANT TO BE ENTERTAINED, IT'S THE INCREASE IN THE BASIC ALLOTMENT. CURRENTLY, OUR BASIC ALLOTMENT IS 6,160. AND THIS ONE INCREASES IT TO 90. FOR THE PAST 3 OR 4 YEARS, SINCE 2019, IT'S BEEN 6,160 AND WHAT'S HAPPENED WITH INFLATION. SO WE NEED A LITTLE HELP. WE NEED A LOT OF HELP. AND $90 IS NOT YOUR INFLATION NUMBER. IT'S MORE LIKE 7000 WOULD BE YOUR NEW BASIC ALLOTMENT. SO BUT FOR US, A $90 INCREASE WOULD BE ABOUT $4 MILLION. AND THEN IF YOU LOOK AT FOR THE NEXT FOLLOWING YEAR, THEY'RE LOOKING AT 6,300 AS A BASIC ALLOTMENT. THE DIFFERENCE HERE IS THE SIMILAR TO WHAT THEY DID IN HOUSE BILL THREE UNDER 2019 THAT WE WOULD REQUIRE US TO HAVE 50% OF THE GAIN BE USED FOR SALARY INCREASES FOR TEACHERS, COUNSELORS, NURSES AND LIBRARIANS. AND THEN THE CHANGE IN THE SPECIAL PROGRAM ALLOTMENTS SUCH AS, SO THEY DID TRY TO DO A LITTLE BIT OF THE ENROLLMENT FACTOR IN HERE VERSUS AN AVERAGE DAILY ATTENDANCE. SO YOUR BILINGUAL IS AN AVERAGE DAILY ATTENDANCE AT EARLY EDUCATION ALLOTMENT IS AN AVERAGE DAILY ATTENDANCE. THOSE TYPE OF PROGRAMS WOULD GO TO FTES OR REGULAR ENROLLMENT. SO THAT'S A GOOD THAT'S A GOOD THING. IT'S A LITTLE BIT OF AN INCREASE. THAT DOESN'T MEAN OUR REGULAR OUR REGULAR PROGRAM WOULD STILL GET AVERAGE DAILY ATTENDANCE, AN UPDATED TO SPECIAL ED FUNDING INCREASE IN TRANSPORTATION FUNDING FROM RIGHT NOW. WE'RE NOT TALKING ABOUT A FEW STUDENTS. THEY TOOK ON A COUPLE OF HUNDRED STUDENTS. AND I'M SURE THAT WAS NOT EASY ON THOSE CAMPUSES ALL THE TIME. TRANSPORTATION WAS SHOUT OUT TO TRANSPORTATION. THEY PROVIDED SHUTTLE BUSSES FOR OUR STUDENTS. EACH DAY, STUDENTS COULD LOAD A BUS AT MORRIS AND THEN BE TRANSPORTED TO THEIR RESPECTIVE CAMPUSES. AND AT THE END OF THE DAY, THEY COULD LOAD A BUS AT THOSE CAMPUSES AND BE RETURNED TO MORRIS. AND SO I KNOW THERE WERE MANY PEOPLE WHO GAVE OF THEIR TIME TO DRIVE OUR STUDENTS. ONE AFTERNOON WE WERE WAITING TO LOAD A BUS AND THE LADY AND I WISH I KNEW HER NAME, BUT SHE'S A MECHANIC THAT WORKS IN THE OFFICE. SHE WAS OUR DRIVER AND SHE WAS DRIVING TWO ROUTES FROM GIDEON TO MORRIS BACK TO BROCKETT, BACK TO MORRIS. AND SO I KNOW THAT WAS NOT EASY TO HAVE TO DO THAT. IT WASN'T EASY ON US TO GET TWO BUSLOADS OF KIDS FROM ONE CAMPUS AND THEN HAVE TO WAIT FOR THOSE ROUTE DRIVERS TO GO GET TWO MORE. BUT WE JUST MADE IT WORK. WE MADE AN EXCELLENT DISMISSAL PLAN AND WE ADJUSTED AND WE FINALLY GOT ALL THE TIME FIGURED OUT AND GOT ALL THE PARENTS HAPPY KNOWING THAT THEIR KIDS WEREN'T ARRIVING AT THE [01:30:03] SAME TIMES. STUDENT NUTRITION WAS HERE TONIGHT, AND I GIVE A SHOUT OUT TO THEM BECAUSE IN ADDITION TO THEIR NORMAL STUDENTS, THEY AGAIN TOOK ON A COUPLE HUNDRED STUDENTS AT EACH CAMPUS. AND SO THAT WAS DIFFERENT MEAL PREP FOR THOSE STUDENT NUTRITION WORKERS. AND I'M GRATEFUL FOR THE EXTRA EFFORT IT TOOK TO FEED ALL OF THEIR STUDENTS MANY TIMES AT BROCKETT ELEMENTARY, I TEACH PE AND WE HAD PE IN THE CAFETERIA . BEFORE LUNCHES STARTED, AND I'M SURE 40 OR 50 KIDS IN THE CAFETERIA WHILE YOU'RE TRYING TO PREPARE LUNCH WAS NOT THE EASIEST. REAL QUICK, I WANT TO GIVE A SHOUT OUT TO OUR STAFF AT DP MORRIS. WE HAVE A SUPERB LEADER IN MS. SUBLETTE.
