AND YOU CAN SEE WE'VE GONE ALL THE WAY FROM 1.7 BILLION IN 1996.

NOW WE'RE AT 19.2, SO ALMOST 12 TIMES WHAT THE VALUE IS OR WAS BACK IN 96 AS I DROVE IN TODAY.

IT'S AMAZING. WHEN I FIRST STARTED WORKING WITH THE DISTRICT, I DON'T THINK THERE WAS MUCH EAST OF 287, MUCH LESS EAST OF 360.

SO IT'S AMAZING TO SEE ALL THE GROWTH AND DEVELOPMENT THAT'S TAKEN PLACE OVER THE YEARS.

IN COLUMN THREE, THE ENROLLMENT HISTORY OF THE DISTRICT STARTED OUT AT 10,000 202 BACK IN 96, AND NOW WE'RE ABOUT 35,700.

AND YOU CAN SEE THE ANNUAL GROWTH RATES, OBVIOUSLY SOME VERY EXPLOSIVE GROWTH BACK IN THE LATE NINETIES AND EARLY 2000S.

AND THEN IN COLUMN FIVE, THOSE ARE THE BOND ELECTIONS, THE AMOUNTS THAT THE DISTRICT HAS HAD IN THE PAST, IN THE YEARS THAT THOSE ELECTIONS TOOK PLACE.

THE TURNOUT IN COLUMN SIX FOR EACH OF THOSE ELECTIONS, THE FOUR PERCENTAGE AND AGAINST PERCENTAGE IN COLUMN SEVEN AND THEN HOW THAT AUTHORIZATION WAS ISSUED OVER THOSE DIFFERENT YEARS, A TOTAL OF 1.294 BILLION.

AND THEN IN COLUMNS NINE, TEN AND 11 IS THE DISTRICT'S TAX RATE HISTORY.

AND MISS TRONGAARD WANTED TO MAKE SURE THAT I POINTED OUT THAT IF YOU LOOK AT THAT BOTTOM RIGHT, BELIEVE IT OR NOT, YOUR CURRENT TOTAL TAX RATE IS THE LOWEST TAX RATE THAT THE DISTRICT HAD SINCE 1993.

I KNOW THAT SCHOOL DISTRICTS OFTENTIMES CATCH SOME FLAK BECAUSE THEY DO HAVE THE HIGHEST TAX RATE OF ALL OF THE DIFFERENT GOVERNMENTAL ENTITIES.

BUT YOU CAN SAY THAT EVEN THOUGH SOMEBODY'S TAXES MAY HAVE GONE UP, IT'S NOT BECAUSE THE DISTRICT HAS BEEN RAISING THE TAX RATE, IT'S BECAUSE THEIR VALUES HAVE BEEN GOING UP.

SO, AGAIN, THE LOWEST TAX RATE SINCE 1993.

ON THE NEXT PAGE, JUST TO KIND OF GIVE YOU A SNAPSHOT OF YOUR CURRENT OUTSTANDING DEBT IN COLUMN TWO, I'VE GOT THE PRINCIPAL OUTSTANDING AND HOW IT IS TO BE PAID OFF EACH YEAR.

IT'S STRUCTURED TO BE PAID OFF EACH YEAR.

AND COLUMN THREE I BROKE OUT, IF YOU'LL RECALL, THE BOARD APPROVED A REDEMPTION ORDER THIS PAST SUMMER, SO WE'RE GOING TO PREPAY $9.745 MILLION HERE IN A WEEK ON 215 OF 23 THE INTEREST OUTSTANDING.

AND THEN IN COLUMN FIVE, THE INTEREST THAT'S BEING SAVED AS A RESULT OF REDEEMING THOSE BONDS EARLY.

SO THE DISTRICT TAXPAYERS ARE SAVING $1.2 MILLION.

AND THEN IN COLUMN SIX, YOUR ANNUAL TOTAL PRINCIPAL AND INTEREST OUTSTANDING.

AND YOU COULD SEE THAT THAT NUMBER DROPS A LITTLE BIT NEXT YEAR, WHICH CAN ALLOW FOR THE POSSIBILITY OF CONSIDERING PAYING OFF MORE DEBT EARLY IF THE BOARD SO CHOOSES ON THE NEXT PAGE. JUST TO GIVE YOU AN IDEA OF WHAT'S OUTSTANDING BY ISSUE, IT GOES ALL THE WAY BACK TO SERIES 2002 ON THE LEFT AND THEN 2020 WAS THE LARGE REFUNDING THAT WE DID THAT HELPED ALLOW FOR THE REDUCTION IN THE IRS TAX RATE THAT ACCOMMODATED THE VAT.

BUT IT GIVES YOU THE ORIGINAL PRINCIPAL AMOUNT OF THOSE ISSUANCES.

WHAT'S CURRENTLY OUTSTANDING, THE USE OF PROCEEDS, ALL OF OUR BONDS OR FIXED RATE BONDS, THE CALL DATES, AND THEN THE AMOUNT OF PRINCIPAL THAT'S CALLABLE.

AND THEN WE GRAPH THAT.

I DO WANT TO POINT OUT ON THE TITLE UP THERE, YOU CAN SEE THE DISTRICT'S OUTSTANDING RATINGS RIGHT NOW, FITCH, A-PLUS, MOODY'S A TWO AND S&P DOUBLE A-PLUS.

AND MS. TRONGAARD AND I WERE TALKING I DON'T KNOW IF YOU'VE READ ARTICLES OR SEEN THAT THE PERMIT SCHOOL FUND GUARANTEE IS RIGHT NOW AT CAPACITY, MEANING THAT UNLESS THEY INCREASE THE COVERAGE, MULTIPLE DISTRICTS CANNOT RECEIVE THE PERMANENT SCHOOL FUND GUARANTEE ON NEW BOND ISSUES AS OF NOW.

THINK THAT WILL BE RECTIFIED SOMETIME HERE IN THE NEAR FUTURE.

BUT THAT PERMANENT SCHOOL FUND GUARANTEE GIVES YOU A TRIPLE-A RATING.

AND SO THE QUESTION IS, WELL, HOW DOES THAT AFFECT SCHOOL DISTRICTS? IT'S NOT GOOD FOR ANY DISTRICTS FOR THE PERMANENT SCHOOL FUND GUARANTEED TO NOT BE AVAILABLE.

HOWEVER, THE IMPACT ON MANSFIELD ISD IS MUCH LESSER BECAUSE A DOUBLE-A PLUS IS ONE STEP AWAY FROM A TRIPLE-A RATING ON YOUR OWN.

SO WHEREAS A DISTRICT THAT MIGHT BE RATED IN THE A CATEGORY, IT MIGHT COST THEM A HALF A PERCENT TO THREE QUARTERS OF A PERCENT, IT WOULD PROBABLY COST YOU ABOUT 1/10 OF 1%. SO IT'S NOT A GREAT THING FOR ANYBODY.

BUT AGAIN, THE IMPACT THAT IT WOULD HAVE ON MANSFIELD IS MUCH LESSER THAN IT WOULD HAVE ON ANY DISTRICT THAT'S LOWER RATED THAN MANSFIELD ISD.

AND THAT GOES BACK TO DECISIONS THAT THE BOARD ADMINISTRATION HAVE MADE OVER A LONG PERIOD OF TIME TO ACHIEVE.

THESE RATINGS, SUCH AS FUND BALANCES, ARE EXTREMELY IMPORTANT AND CONSERVATIVE BUDGETING, THINGS OF THAT NATURE THAT HELP OUT WITH THAT RATING.

A SLIDE I THINK THAT YOU'VE SEEN BUT WANTED TO SHOW IT AGAIN IS SINCE 2010 WE'VE DONE MULTIPLE REFINANCINGS WHENEVER THE OPPORTUNITIES HAVE ARISENWITH PREVAILING INTEREST RATES AT THOSE TIMES AND THAT VERY LAST THAT TAXABLE SERIES 2020, WHERE THE DISTRICT SAVED ABOUT 55 MILLION, THAT WAS THE ISSUE THAT WAS WAS REALLY CRITICAL IN BUYING DOWN THAT INS TAX RATE.

IN TERMS OF INTEREST RATES.

YOU'VE PROBABLY READ ABOUT INFLATION AND INTEREST RATES HAVE REALLY GONE UP.

WHAT THIS IS A 20 YEAR BOND BUYER INDEX GRAPH.

IT COMES OUT WEEKLY EVERY THURSDAY.

IF YOU GO OVER TO THE FAR LEFT, THAT GOES ALL THE WAY TO THE EARLY EIGHTIES, BACK WHEN TAX EXEMPT RATES WERE ABOVE 13%.

IF YOU GO TO THE FAR RIGHT, YOU COULD SEE THAT I KIND OF CALL THEM ARTIFICIAL RATES, THE COVID RATES, IF YOU WILL, OR THE LOWEST INTEREST RATES THAT YOU SEE THERE.

WE GOT DOWN TO 2% ON THE 20 YEAR YIELD.

AND YES, RATES HAVE COME UP CONSIDERABLY FROM THOSE RATES.

BUT AGAIN, I KIND OF CALL THOSE ARTIFICIAL INTEREST RATES THAT I DON'T KNOW THAT WE'LL EVER SEE AGAIN UNLESS WE HAVE SOME SORT OF PANDEMIC.

THIS LAST WEEK THE BUY RATE WAS AT 3.39.

AND SO IF YOU LOOK AT THOSE AVERAGES, WE'RE ACTUALLY BELOW THE TEN YEAR AVERAGE ON THIS.

SO WHILE RATES HAVE COME UP A LITTLE BIT, THEY CERTAINLY ARE STILL AT HISTORICALLY LOW.

IF YOU LOOK AT THE BIG PICTURE AND OVER A LONG PERIOD OF TIME AND THEN THAT BLUE GRAPH JUST SHOWS WHAT THIS INDEX HAS DONE OVER THE LAST YEAR.

AND THEN LASTLY, I JUST WANTED TO POINT OUT SOME POTENTIAL LEGISLATION THAT'S OUT THERE RIGHT NOW THAT MIGHT HAVE AN IMPACT ON SCHOOL DISTRICTS.

AGAIN, IT'S POTENTIAL.

THERE'S NOTHING SET IN STONE.

ONE OF THE THINGS IS THEY'RE TALKING ABOUT ANOTHER INCREASE IN THE MANDATORY STATE HOMESTEAD EXEMPTION.

THIS LAST YEAR, IF YOU RECALL, THEY HAD AN ELECTION TO INCREASE IT FROM 25000 TO 40000.

AND NOW WITHIN SENATE BILL ONE, THEY'RE TALKING ABOUT INCREASING IT FROM 40000 TO 70000.

AGAIN, THAT WOULD REQUIRE A VOTE, STATEWIDE VOTE.

BUT IF YOU LOOK AT HISTORICALLY WHAT'S HAPPENED IN THE PAST, THAT WOULD CERTAINLY PROBABLY PASS IF IT DOES COME UP FOR A VOTE.

TO GIVE YOU AN IDEA OF WHAT THE IMPACT WOULD BE ON MANSFIELD ISD RIGHT NOW, ACCORDING TO THE TARRANT COUNTY APPRAISAL DISTRICT, YOU HAVE ABOUT 34,000 HOMES.

IF YOU MULTIPLY THAT TIMES THAT, AN EXTRA 30,000 EXEMPTION, THAT'S ABOUT $1,000,000,000 THAT WOULD COME OFF THE ROLL.

NOW, YOU WOULD VERY LIKELY RECEIVE WHAT'S CALLED ASAHI MONEY, WHICH IS A JUST ADDITIONAL STATE AID FOR THE HOMESTEAD EXEMPTION INCREASE, WHICH IS A HOLD HARMLESS AMOUNT FOR YOUR EXISTING BONDS.

YOU WOULD LIKELY RECEIVE A HOLD HARMLESS ON YOUR SIDE AS WELL, BUT THAT WOULD IMPACT, YOU KNOW, FUTURE AUTHORIZATIONS THAT WE WOULD CONSIDER BECAUSE FUTURE AUTHORIZATIONS WOULD NOT RECEIVE THE HOLD HARMLESS AMOUNT.

THEY'RE TALKING ABOUT BOND ELECTION DATES.

THERE'S THE POTENTIAL GOVERNOR ABBOTT WANTS TO REQUIRE MAY ELECTIONS TO HAVE A SUPERMAJORITY VERSUS A SIMPLE MAJORITY, MEANING THAT THEY COULD LOOK AT A 60 OR 67% REQUIRED PASSAGE RATE.

IF THAT HAPPENS, THAT'S PROBABLY, IN ALL INTENTS AND PURPOSES GOING TO DO AWAY WITH THE MAY DATE FOR MOST DISTRICTS, THEY'D PROBABLY WAIT TILL NOVEMBER SO THAT THEY COULD GO FOR THE SIMPLE MAJORITY TO PASS.

AND THEN THERE ALSO HAS BEEN DISCUSSION ABOUT LOWERING THE REVALUATION CAP CURRENTLY A HOMEOWNER'S TAXES OR EXCUSE ME, TAXABLE VALUE CAN'T GO MORE THAN 10% IN A YEAR.

THEY'RE TALKING ABOUT THE POTENTIAL FOR LOWERING THAT TO FIVE OR 3%.

NOW, THE FIRST ITEM THAT YOU SAW THERE, THE HOMESTEAD EXEMPTION INCREASE IS IN SENATE BILL ONE.

THE OTHERS ARE JUST DISCUSSION ITEMS AT THIS POINT IS MY UNDERSTANDING.

AND THEN LASTLY, I WAS JUST GOING TO MENTION, YOU KNOW, A QUESTION I GET ALL THE TIME IS WHAT WHAT CAPACITY DO WE HAVE, WHAT CAPACITY WE HAVE? AND JUST TO GIVE YOU AN IDEA, IF YOU LOOKED AT A BOND ELECTION IN THE NEAR FUTURE, THE DISTRICT AND THERE'S A LOT OF DIFFERENT VARIABLES INVOLVED, INCLUDING WHAT THE LEGISLATURE DOES OR DOESN'T DO, BUT WITH THE RULES OF THE GAME AS THEY ARE RIGHT NOW, THE DISTRICT COULD DO SOMETHING ALONG THE LINES OF PROBABLY ABOUT A $400 MILLION BOND ELECTION WITH NO TAX RATE IMPACT.

AND AGAIN, THAT'S VERY PRELIMINARY.

BUT JUST IN DISCUSSIONS WITH MICHELLE, SHE JUST ASKED, HEY, YOU KNOW, WHAT COULD WE DO IF WE WANTED TO DO SOMETHING? SO THAT'S ABOUT THE NUMBER RIGHT NOW WHICH COULD CHANGE AGAIN WITH REGARD TO WHAT HAPPENS WITH YOUR TAX BASE, WHAT HAPPENS WITH INTEREST RATES, WHAT PROJECTS ARE INCLUDED, THAT KIND OF INFORMATION.
