LORD, AS WE COME TOGETHER TO DISCUSS THE BUSINESS OF THIS DISTRICT, LET US KEEP IN MIND, FIRST AND FOREMOST, THE CHILDREN THAT WE HAVE THE PRIVILEGE OF SERVING AND STEWARDING OVER.

FATHER WE SPEAK, ACCOUNTS FOR ALL THE INTERESTS THAT THEY NEED TO BE ACCOUNTED FOR, BUT LET US NEVER LOSE SIGHT OF THOSE YOUNG PEOPLE.

TO GET STARTED, I WOULD LIKE TO ASK ALL OF OUR SCHOOL BOARD MEMBERS TO PLEASE STAND UP AND HEAD DOWN TO THE FRONT WHERE YOU ALL NORMALLY STAND FOR RECOGNITIONS WITH STUDENTS WHILE I SAY SOME AWESOME THINGS ABOUT YOU ALL.

[FOREIGN] AS MANY OF YOU MAY KNOW, JANUARY IS SCHOOL BOARD RECOGNITION MONTH, AND MANSFIELD ISD IS CELEBRATING ITS TRUSTEES FOR THEIR DEDICATION AND COMMITMENT TO MANSFIELD ISD AND TO ITS STUDENTS.

ALL THROUGHOUT THE ROOM THIS EVENING AS YOU LOOK AROUND, YOU'LL SEE POSTERS AND NOTES THAT WERE CREATED BY EACH OF OUR CAMPUSES TO SHOW THEIR APPRECIATION FOR OUR BOARD.

THE POSTERS ALIGN WITH THIS YEAR'S THEME OF FORWARD TOGETHER.

CHOSEN TO HIGHLIGHT THE COLLABORATION AMONGST SCHOOL LEADERSHIP, TEACHERS, PARENTS ON BEHALF OF STUDENTS.

OUR SEVEN BOARD MEMBERS ARE ELECTED TO ESTABLISH THE POLICIES THAT SUPPORT THE DISTRICT'S MISSION AND VISION, AND THEY OVERSEE THE MANAGEMENT OF THE SCHOOL DISTRICT AND ENSURE FINANCIAL ACCOUNTABILITY.

I'M SUPER GRATEFUL TO BE ABLE TO WORK ALONGSIDE THESE AMAZING ADVOCATES FOR OUR STUDENTS AND OUR STAFF.

WITH EVERY DECISION, OUR SCHOOL BOARD KEEPS MANSFIELD ISD'S MISSION, VISION, AND VALUES AND VISION 2030, OUR STRATEGIC PLAN IN MIND, ENSURING AND MAKING SURE THAT OUR STUDENTS ARE LIFE, CAREER, AND COLLEGE-READY.

BOARD MEMBERS VOLUNTEER THEIR TIME AND THEY ARE PASSIONATE ABOUT MAKING SURE OUR STUDENTS GET THE VERY BEST EDUCATION THAT MEETS THEIR INDIVIDUAL NEEDS, AND OFFERS OPPORTUNITIES AND CHOICES FOR STUDENTS AND THEIR FAMILIES.

OUR BOARD ALSO MAKES DECISIONS THAT KEEP THE BEST INTERESTS OF OUR STAFF IN MIND FOCUSING ON SUPPORTING THE RECRUITMENT AND RETENTION OF THE BEST POSSIBLE EDUCATORS AND STAFF.

ENSURING WE HAVE CARING ADULTS WHO SHOW UP EVERY SINGLE DAY TO DO GREAT THINGS FOR OUR KIDS.

DURING THIS MONTH AND THROUGHOUT THE ENTIRE YEAR, I JUST REALLY WANT TO THANK OUR BOARD MEMBERS AND HOPE THAT THEY KNOW HOW MUCH WE ALL APPRECIATE THEM.

BEFORE TONIGHT'S MEETING, OUR STUDENTS FROM OUR BEN BARBER CULINARY ARTS PROGRAM PREPARED A DELICIOUS MEAL TABLE SIDE TO HONOR AND CELEBRATE OUR BOARD MEMBERS.

BOARD MEMBERS WERE ALSO ENTERTAINED DURING DINNER BY STUDENTS FROM OUR HIGH SCHOOL ORCHESTRA UNDER THE DIRECTION OF ALEX YOUNG.

OVER THE PAST MONTH, OUR CAMPUSES HAVE CELEBRATED OUR WONDERFUL BOARD BY HOSTING BREAKFASTS, CAMPUS-WIDE ASSEMBLIES, COMPLETE WITH SONGS THAT MADE SOME OF THEM CRY, I THINK, DANCE AND GENERAL CELEBRATIONS.

AT THIS TIME, I WOULD THOUGH ASK YOU TO DIRECT YOUR ATTENTION TO THE SCREENS AS WE TAKE A LOOK AT WHAT THE MANSFIELD ISD COMMUNITY HAS TO SAY ABOUT THESE DEDICATED SERVANT LEADERS.

>> THIS MONTH IS SCHOOL BOARD RECOGNITION MONTH, WHERE ALL ACROSS THE STATE OF TEXAS, DISTRICTS HAVE THE OPPORTUNITY TO CELEBRATE THEIR SCHOOL BOARD MEMBERS FOR ALL OF THE WONDERFUL THINGS THAT THEY DO AND HOW THEY GIVE BACK TO THEIR COMMUNITY.

>> I THINK THE BOARD MEMBERS HAVE HAD A GREAT IMPACT ON OUR COMMUNITY, ON OUR SCHOOLS, I THINK THAT THEY ARE HERE TO LISTEN TO US AS TEACHERS AS WELL AS PARENTS.

>> BOARD MEMBERS HAVE A TREMENDOUS IMPACT ON THE COMMUNITY IN WHICH THEY SERVE, AND THEY DO IT IN SO MANY DIFFERENT WAYS.

JUST BY SETTING THE VISION FOR THE DISTRICT, BY REALLY PAYING ATTENTION TO WHAT'S GOING ON LOCALLY, AND MAKING SURE THAT ALL THE RESOURCES ARE THERE AND PROVIDED FOR OUR STAFF. [NOISE] [APPLAUSE]

THAT'S WITH THE NEW PROPERTY TAX RELIEF, IF ANY, IT'S A TAX COMPRESSION, WE WAIT ON TEA TO CERTIFY THAT PROPERTY TAX COMPRESSION AMOUNT AND THEN SEND IT BACK TO US AND THEN WE PRESENT IT BACK TO YOU-ALL IN AUGUST.

WELL, FIRST ASSUMPTIONS AS WE'RE GOING THROUGH, WE'RE LOOKING AT A LITTLE BIT OF GROWTH AT 35,854 AND THAT'S BASED ON SNAPSHOT IN OCTOBER OF 2022, AND THE 124 IS BASICALLY OUR DEMOGRAPHERS NUMBER THAT THEY'VE GIVEN US AS AN ESTIMATE OF AN INCREASE OF 124 MORE STUDENTS.

AVERAGE DAILY ATTENDANCE.

WE'RE GOING TO BE ON THE LITTLE CONSERVATIVE SIDE.

I'M NOT SAYING THIS IS WHERE I THINK WE'RE GOING TO BE.

I THINK WE'RE GOING TO BE ON A LITTLE CONSERVATIVE SIDE FOR BUDGET PURPOSES AT 94.5 PERCENT.

AN INCREASE IN PROPERTY VALUES RIGHT NOW, WE'VE GOT IT AT 9 PERCENT.

AS A REMINDER, WE WERE AT 13.17 PERCENT THIS PAST YEAR.

WHAT HAPPENS IN THE TAX RATE RIGHT NOW, THERE'S A LOT OF SCRATCHING HEADS BECAUSE THEY ARE SAYING THAT THEY'RE TARGETING THE PROPERTY TAX RELIEF AND HOMESTEAD EXEMPTION AS A BIG TALK ON THAT, INCREASING THAT.

THEN THE THIRD THING IS CALLED THE FLOOR RATE.

MS. RAW, YOU BROUGHT THIS UP AT THE LAST YEAR'S BUDGET MEETINGS AND THAT WAS WELL, WHY CAN'T WE JUST DROP THE TAX RATE? WHY CAN WE GO ALL THE WAY DOWN HERE AND LET THE STATE PICK UP THE REST? RIGHT NOW, MORE AND MORE DISTRICTS, HAVE HIT THE FLOOR BECAUSE THE VALUES HAVE GONE HIGH.

THERE'S AT LEAST 699 DISTRICTS IN THE STATE THAT I KNOW OF THAT HAVE HIT THAT FLOOR, AND SO THAT MEANS THAT THEY'RE GOING TO RE-LOOK AT THAT I THINK AND SEE BECAUSE I DON'T THINK THEY WERE EXPECTING THAT INCREASE WHEN THEY IMPLEMENTED THAT IN 2019 IN HOUSE BILL 3.

I USUALLY HAVE A CRYSTAL BALL BECAUSE IF YOU CAN'T TELL BY NOW, I'VE STILL GOT THIS CRYSTAL BALL GOING.

PUT UP A LITTLE CARTOON.

ARE WE LOOKING AT UP TO ANOTHER YEAR OF UNCERTAINTY? MAYBE, MAYBE NOT.

WE'RE GOING INTO LEGISLATIVE SESSION.

WE ARE IN LEGISLATIVE SESSION, BUT WE'RE IN OUR BUDGET YEAR WITH LEGISLATION, STATE BUDGET.

THE TIMING OF THIS IS CRUCIAL BECAUSE IT ENDS IN MAY.

THEY WILL ADOPT THEIR BUDGET BY THE END OF MAY.

WHEN DO WE ADOPT OURS? IN JUNE.

THERE'S A QUICK TURNAROUND.

WHAT ARE WE FACING IN THE LEGISLATIVE SESSION? YOU'VE PROBABLY HAVE HEARD BY NOW ALMOST A $33 BILLION SURPLUS FOR THE BIENNIUM.

A BIG FACTOR IN THAT IS INFLATION, SALES TAX, OR GAS REVENUES ARE TWO OF THE BIGGEST INCREASES THAT HAVE TAKEN PLACE IN THE STATE BUDGET AND THOSE TWO HAVE WHAT'S HAS CAUSED IT TO GO UP, BUT THAT IS THE STATE BUDGETS REVENUES.

FOUNDATION SCHOOL PROGRAM.

THAT'S OUR STATE AID.

WITH THAT, 4.3 BILLION IS PART OF THAT SURPLUS.

ONE REASON IS THE INCREASE IN THE PROPERTY VALUES AND THE FLOORS AND THE RECAPTURE.

A COMBINATION OF THOSE THREE THINGS HAPPENING, SO WHAT WE'RE SAYING IS THAT OF THAT 33 BILLION, SOME OF THAT IS STATE MONEY, IS BACK TO PUBLIC GOOD.

ECONOMIC STABILIZATION FUND.

THEY CALL IT THE RAINY DAY FUND, SIMILAR TO OUR FUND BALANCE.

WELL, THEY'RE EXPECTING THAT TO BE 27.1 BILLION BY 2025.

THEN, THERE WAS A SPENDING LIMIT THAT THEY ADOPTED AT 12.33 PERCENT.

BUT THERE'S A LOT OF MECHANISMS THEY CAN DO TO ADD ONETIME BIG EXPENDITURES TO MAKE THAT HAPPEN.

ANOTHER THING I WANT TO POINT OUT AS THEY HAVE SOMETHING SIMILAR TO US AND THAT WE HAD SR FUNDS, THEY HAD FEDERAL FUNDS IN THERE, ABOUT 8 BILLION OF THAT, 32.69 BILLION I THINK IS FEDERAL FUNDS.

THEY'RE GOING TO HAVE TO BE VERY METICULOUS ABOUT WHAT THEY DO AS SUSTAINABLE BUDGETS, ONE TIME VERSUS SUSTAINABLE.

THAT LEADS ME INTO THIS SLIDE BECAUSE

THE BIG TALK AND PUBLIC GETTERS INCREASING THE BASIC ALLOTMENT.

THAT IS, ONE BIG REASON FOR THAT IS BECAUSE THEY INCREASE IT QUITE A BIT, 1,020 IN 2019.

WELL, THEY HAVEN'T INCREASED SINCE 2019, AND WHAT HAS HAPPENED? INFLATION. SO THEY'RE SAYING IT'S ABOUT $700 TO INCREASE THE BASIC ALLOTMENT TO MAKE IT EQUAL TO INFLATION? WELL, I DON'T KNOW WHERE THEY'RE GOING TO LAND.

THERE'S JUST A LOT OF CONVERSATION.

THEY HAVEN'T REALLY DIVE INTO THIS YET, BUT THEY HAVE MENTIONED IT.

WHAT'S THE COST OF A BASIC ALLOTMENT INCREASE? IF IT GOES AT $500, IT COSTS THE STATE BUDGET FOR THE BIENNIUM, 7.3 BILLION.

THAT'S A BIG NUMBER.

IT'S SOMETHING THEY HAVE TO CONSIDER AS YOU'RE FACING THIS.

BUT I WANT TO ALSO COMMUNICATE THAT THE LAST TIME THEY DID A BASIC ALLOTMENT INCREASE, THIS IS IN CURRENT STATUTE ON HOUSE BILL 3 2019, THIS IS WHAT THEY DID.

IT WAS AN INCREASE IN COMPENSATION THAT WAS TIED TO THAT BASIC ALLOTMENT INCREASE, AND IT WAS DONE WHEN THE BASIC ALLOTMENT INCREASES.

RIGHT NOW, ANYTIME THE BASIC ALLOTMENT INCREASES, THEN WE FOLLOW UP WITH THIS COMPENSATION INCREASE.

WELL, HOW MUCH ARE THEY TALKING ABOUT? I FEEL LIKE I HARRIED UP.

THIRTY PERCENT OF ANY INCREASE IN THE PER STUDENT FUNDING UNDER CHAPTER 48 IN THE RELEVANT SCHOOL YEAR COMPARED TO THE PRIOR YEAR.

THIRTY PERCENT OF ANY INCREASE, IN OTHER WORDS, BASICALLY, I HAVE TO TAKE WHATEVER THEIR INCREASE IN BASIC ALLOTMENT, PUT IT TO THE STAFFING.

BUT WHO ARE WE TALKING ABOUT? SEVENTY FIVE PERCENT OF THAT WAS DONE FOR TEACHERS, LIBRARIANS, COUNSELORS, AND NURSES PRIORITIZING THOSE THAT ARE GREATER THAN FIVE YEARS OF EXPERIENCE, AND THEN 25 PERCENT ON THE OTHER STAFF BUT NOT ADMINISTRATION.

THIS WAS WHAT THE STATUE WAS DONE AND WRITTEN.

THEY ARE EASILY GOING TO CHANGE THIS OR THEY MAY NOT CHANGE IT.

THEY MAY SAY, WE'VE GOT OUR EYES ON IT, WE KNOW WHAT THEY MIGHT DO.

BUT THAT'S WHEN THEY'RE SAYING, HEY, WE'RE GOING TO INCREASE TEACHER PAY.

THIS IS HOW THEY MIGHT DO IT.

INCREASING THE BASIC ALLOTMENT AND DOING THE FUNDING FORMULAS TO MAKE SURE THAT WE DO THAT TOO.

OTHER POTENTIAL CHANGES IN FUNDING AS FAR AS FOR SCHOOL FINANCE STUFF IS SPECIAL AID.

THEY HAVE SOME RECOMMENDED CHANGES.

THEY HAD A COMMITTEE IN DECEMBER THAT CAME UP WITH SOME RECOMMENDED CHANGES THAT'S BEEN BROUGHT FORWARD.

SCHOOL SAFETY IS A HUGE ONE.

COUNSELOR, MENTAL HEALTH SUPPORTS AND CONTINUED FOCUS ON PROPERTY TAX REDUCTION.

THE VIP EXPERIENCES OR A VERY SPECIAL OPPORTUNITY FOR NOMINATED FAMILIES TO COME TO OUR TOYS FOR TOTS' WAREHOUSE AND GET THE CHANCE TO SELECT TOYS FOR THEIR KIDS FOR CHRISTMAS.

THIS SLIDE HAS A FAMILY PHOTOS OF ONE OF OUR HEAD CUSTODIANS IN THE DISTRICT.

ONE OF THE THINGS THAT HE EXPRESSED MULTIPLE TIMES IS THAT HE FELT EXTREMELY VALUED, RESPECTED, AND CARED FOR, AND HE SAID THAT OTHER CUSTODIANS THAT HE SPOKE TO SHARED THE SAME SENTIMENT.

AFTER BEING CROWNED ON OCTOBER 9TH, I DECIDED, IT'S MY TIME TO GET BACK INTO EDUCATION, AND I TOOK A LEAP OF FAITH AND I APPLIED AND I WAS ABLE TO BE AN EDUCATOR IN YOUR AMAZING SCHOOL DISTRICT.

I REALLY DO APPRECIATE, ESPECIALLY AFTER HEARING ALL THE BEAUTIFUL THINGS THAT HAPPEN HERE, I KNEW AND I AM IN THE PLACE THAT I'M MEANT TO BE.
