IT WAS FUNDED BASED ON OUR TITLE 1 FORMULAS SIMILAR TO THAT SO DISTRICTS THAT HAVE THE FREE AND REDUCED LUNCH ALLOCATIONS.
THAT'S WHY WHEN YOU HAVE DISTRICTS RIGHT NEXT DOOR THAT MAY HAVE ARLINGTON ISD HAS A HIGHER PERCENTAGE OF THAT.
THEY'VE GOT THREE TIMES THE AMOUNT OF OUR ESSER MONEY.
THEY'RE NOT ALL EQUAL, BUT THAT'S HOW IT WAS ALLOCATED.

THAT'S HOW IT WAS FUNDED IN OUR STATE BACK TO US.
IN 2020, 2021, ESSER II, THEY USED THE 7.3 MILLION YOU SAW THAT WAS SPENT IN THERE.
THAT WAS THE AMOUNT OF 13.9 MILLION THAT WAS ALLOCATED.
ONCE AGAIN, WE HAD COVID DURING THAT YEAR.
BASED ON THE FUNDING FORMULAS ATTENDANCE PERCENTAGES, WE WOULD HAVE LOST 7.3 MILLION, BUT THEY GAVE US THAT BACK BASED ON SOME FORMULA FUNDING.

WE'VE BEEN ABLE TO PAY FOR STUDENTS TO TAKE CERTIFICATION TESTS AT NO COST TO OUR STUDENTS.
WE HAVE A PROGRAM CALLED TEST HOUND, WHICH IS USED BY THE ASSESSMENT DEPARTMENT AND CAMPUSES TO ENSURE THAT STUDENTS NEEDING ACCOMMODATIONS ON STATE TESTING ARE GETTING THEIR NEEDS MET.
THE PROGRAM PLANS AND COORDINATE ASSESSMENTS WHILE KEEPING TRACK OF ACCOMMODATIONS AND MATERIAL INVENTORIES.
WE HAVE ADDITIONAL SOFTWARE PROGRAM ASSISTANCE WITH ALL OF OUR STUDENTS, INCLUDING AN ONLINE PLATFORM FOR OUR EL PROGRAM AND CURRICULUM SUPPORT.

THE NEXT SECTION WE HAVE IS HOUSE BILL 4545 AND WE HAVE BUDGETED 1.6 MILLION.

THE POSITIONS THAT WE DO HAVE TO SUPPORT OUR CAMPUSES ARE WE HAVE BEHAVIOR INTERVENTIONISTS, AP INTERNS.
WE HAVE TWO-WAY DUAL LANGUAGE TEACHERS AND INSTRUCTIONAL LITERACY COACHES.
THEN IN ESSER III, WE HAVE BEEN ABLE TO PROVIDE OR TO COVER ALL OF OUR SUMMER SCHOOL.

ON THE TECHNOLOGY BUDGET, WE'VE BUDGETED 10.2 MILLION AND WE SPENT 9.4.
THESE FUNDS WERE SPENT TO GET OUR DISTRICT UP AND RUNNING.
WHEN STUDENTS AND STAFF RETURN TO IN-PERSON AND VIRTUAL INSTRUCTION.
FUNDS WERE USED FOR HOT SWAPS, DATA STORAGE, CLASSROOM INTERACTION, INTERACTIVE BOARDS, T-MOBILE SERVICES, AND DEVICES.
WE ACTUALLY STILL HAVE SOME PRODUCTS ON THEIR WAY TO US. WE DON'T HAVE THEM YET.
WE BUDGETED 5 MILLION FOR THE ONE-TIME COVID-19 STIPEND AND THAT WAS FOR ALL EMPLOYEES.
INCLUDED IN THAT WE HAD THE SUB BONUS AND WE HAD A VIRTUAL TEACHER BONUS.
WE BUDGETED 5 MILLION AND WE'VE SPENT 5 MILLION.
THEN WE HAVE A RESERVED AMOUNT HERE FOR 6.6 MILLION AND IT'S THE SAME THING THAT MICHELLE WAS TALKING ABOUT WITH ESSER II.
THIS IS A RESERVED AMOUNT TO HELP US WITH THE ESSER FISCAL CLIFF THAT WE MIGHT HAVE AND TO HELP US WITH ANYTHING THAT WE MIGHT NEED.

TO REACH OUR 20 PERCENT, WE MUST SPEND A TOTAL OF 5.9 MILLION.
WE'RE REALLY GOOD BECAUSE WE HAVE SEVERAL AREAS THAT WILL HELP US REACH THIS REQUIREMENT.
ANY REMAINING CURRICULUM PROGRAMS, CURRICULUM SUPPORT POSITIONS SO ALL THE POSITIONS AT THE SCHOOLS, WHICH IS THIS YEAR AND NEXT, WE HAVE ANY OF THE HOUSE BILL 45, 45 TUTORING IS ALL PART OF LEARNING LOSS.
ALL OF SUMMER SCHOOLS LEARNING LOSS AND ANY MENTAL HEALTH EXPENSES WILL ALSO GO UNDER THE LEARNING LOSS PIECE.
WITH ESSER WE ACTUALLY HAVE TWO REQUIRED PLANS.
PLAN 1 IS A SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICE PLAN.

ANOTHER FEATURE THAT I WILL ADD, SOME OF THE TEACHERS ASKED FOR THE ABILITY TO BE ABLE TO HAVE VISIBILITY INTO MONITORING THE STUDENT'S CHROMEBOOKS.

THAT WAS ACTUALLY VERY BENEFICIAL TO US DURING THE INCIDENT THAT WE HAD BECAUSE ALL OF THAT DATA WAS STORED OFF-SITE THAT ALLOWED US TO HAVE ACCESS TO IT IN A PROTECTED WAY.
IT WAS A DEFINITELY A GOOD MOVE ON OUR PART FOR THE DISTRICT TO MOVE TO THE CLOUD LAST YEAR.
OUR CHROMEBOOKS FOR SECOND GRADE, THEY PREVIOUSLY HAD IPADS, AND SO WE WERE ABLE TO REPLACE THOSE IPADS WITH CHROMEBOOKS.
THEY HAVE THOSE ONE-TO-ONE DEVICES IN THEIR CLASSROOMS. WE ALSO HAD A NUMBER OF ONLINE SAFETY WEBINARS FOR OUR FAMILIES.
WE'RE EXCITED ABOUT DOING THAT AGAIN THIS YEAR.
WE ALSO HAD A REALLY GOOD TIME WITH OUR PARTNERSHIP WITH OUR BEN BARBER STUDENTS.
WE HAD 10 IN THE FALL, 10 IN THE SPRING, AND WE HAD NINE STUDENTS THAT WORK WITH US WITH A PAID INTERNSHIP OVER THE SUMMER.

IMMUNIZATION RECORDS ARE VERIFIED AND ENTERED INTO SKYWARD BY HEALTH SERVICES STAFF, AND THEN MONTHLY SOMETIMES WEEKLY COMPLIANCE LETTERS ARE SENT OUT AND WE KEEP TRACK OF EVERYBODY'S IMMUNIZATION.
OUR NURSES CREATE CARE PLANS TO MANAGE CHRONIC ILLNESS ON CAMPUS.
THIS INCLUDES STUDENTS WITH ASTHMA, ALLERGIES, DIABETES, SEIZURES, ETC.
TO ADMINISTER MEDICATIONS IN MANSFIELD ISD, WE MUST HAVE A PARENT'S SIGNATURE AND A DOCTOR'S SIGNATURE FOR PRESCRIPTIONS.
SCREENINGS. MOST OF OUR SCREENINGS ARE DONE SEPTEMBER, OCTOBER, NOVEMBER AND SCREENING AND VISION AND HEARING IS FOR STUDENTS IN PRE-K KINDER, FIRST, THIRD, FIFTH, AND SEVENTH, AND THEN ANY STUDENT NEED ADJUSTMENT.
SCOLIOSIS SCREENING MUST BE DONE FOR BOYS IN EIGHTH GRADE AND GIRLS IN FIFTH GRADE AND SEVENTH GRADE.
THEN EVERY STUDENT THAT DOES NOT PASS THE NURSE IN PULLS THEM OUT OF CLASS AND RESCREENS THEM AGAIN, AND SENDS A REFERRAL HOME TO THE PARENT.
DOCTOR'S ORDERS ARE REQUIRED FOR ANY PROCEDURES THAT ARE DONE IN THE CLINIC AND THEY MUST BE UPDATED YEARLY.
COMMON PROCEDURES INCLUDE G-TUBE FEEDS, TRACH CARE, URINARY CATHETERIZATION, OSTOMY CARE, AND WOUND CARE.
EMERGENCY MANAGEMENT IS MANAGED BY THE NURSE.
THE NURSE CREATES, TRAINS AND LEADS EMERGENCY MEDICAL RESPONSE TEAM ON CAMPUS.
THE TEAM MEMBERS ARE TRAINED IN CPR AND DO DRILLS EACH SEMESTER FOR EMERGENCY RESPONSE.
WE'VE PARTNERED WITH COOK CHILDREN'S AND THE PROJECT ADAM PROGRAM, AND WE ARE HEART SAFE DISTRICT AS OF 2020.
NURSES ALSO TRAIN THEIR CAMPUS STAFF ON DIABETIC CARE, EPINEPHRINE, STOP THE BLEED, AND CPR, AND EMERGENCY MANAGEMENT.

PINECO DENTAL CAME OUT AND DID 83 DENTAL EXAMS. TEXAS HEALTH HOSPITAL PERFORMED 118 SPORTS PHYSICALS, AND ACCENT HEALTH AND UNT HEALTH PROVIDED 88 STUDENTS THE IMMUNIZATIONS NEEDED TO START SCHOOL.
OUR NURSES PRESET NURSING STUDENTS FROM UTA, ALLEGHENY HOSPITAL AND THEN STARTING NEXT SEMESTER, TEXAS TECH.
MISD NURSES OFFERED STOP THE BLEED TRAINING TO THE COMMUNITY AT THE WONDERFUL FESTIVAL, AND THE LIST JUST GOES ON AND ON.

THEY ARRESTED HER, CHARGING HER WITH FAMILY VIOLENCE, ASSAULT, CAUSING BODILY INJURY, AND TOOK HER TO THE TARRANT COUNTY DETENTION CENTER RATHER THAN THE MANSFIELD CITY JAIL DUE TO THE NATURE OF THE INCIDENT.
THE NEXT DAY, 1ST GRADE STUDENTS SHOWED UP TO A CLASSROOM WITHOUT A TEACHER ON MONDAY MORNING BECAUSE SHE WAS STILL IN THE COUNTY DETENTION FACILITY.
I'M ABLE TO SPEAK BECAUSE THIS TEACHER IS NO LONGER EMPLOYED IN MISD.
THE EMPLOYEE STANDARDS OF CONDUCT REQUIRE ANY EMPLOYEE TO NOTIFY THEIR SUPERVISOR WITHIN THREE DAYS OF AN ARREST FOR CRIMES INVOLVING MORAL TURPITUDE.
THE EDUCATOR'S CODE OF CONDUCT CHAPTER OF THE TEXAS ADMINISTRATIVE CODE STATES THAT THE EDUCATOR SHALL BE OF GOOD MORAL CHARACTER AND WORTHY TO INSTRUCT OR SUPERVISE THE YOUTH OF THE STATE.
THIS TEACHER WAS NOT AND WAS RELEASED FROM OUR CONTRACT.
THE FACTS OF MRS. ANDERSON'S ARREST ARE SIMILAR.

SHE MISSED A BOARD MEETING WHERE 50 STUDENTS SHOWED UP TO BE RECOGNIZED FOR THEIR ACHIEVEMENTS, BUT MRS. ANDERSON DIDN'T FOLLOW THE HANDBOOK SHE APPROVED.
SHE DIDN'T REPORT THE ARREST WITHIN THREE DAYS TO THE PEOPLE THAT HAD HIRED HER.
PARENTS SAY SHE DIDN'T CONTACT THE STUDENTS ABOUT HER ABSENCE, AND PARENTS WHO HAVE EMAILED THE BOARD SINCE HER ARRESTS HAVE NOT RECEIVED ANY RESPONSES FROM HER.
EARLIER THIS YEAR, AT THE BOARD MEETING ON JUNE 28TH, THERE WAS A PRESENTATION ABOUT DISCIPLINE NUMBERS ACROSS THE DISTRICT.
MRS. ANDERSON JOINED DISCUSSION ABOUT THE IMPORTANCE OF REVIEWING THE STUDENT HANDBOOK AND CODE OF CONDUCT IN ORDER TO STEM THE RECENT TREND OF INCREASING STUDENT BEHAVIORAL PROBLEMS. MRS. FARRAR ECHOED THAT DISCIPLINE AND SAFETY AND SECURITY GO HAND IN HAND.

SCHOOL BOARD IS A LITTLE BIT DIFFERENT.
THEY ALL HAVE THE ABILITY TO BE NEAR STUDENTS, WHICH ARE NOT IN DIRECT CONNECTION ON DAILY BASIS.
STILL, STUDENT SAFETY IS JUST AS IMPORTANT.
LET ME START WITH THIS. I'M NOT HERE TO SPEAK ABOUT A SINGLE PERSON.
I AM HERE TO SPEAK ABOUT WE, AS ADULTS, AS PARENTS, AS LEADERS OF OUR SCHOOL DISTRICT, SHOULD CONSIDER DUE PROCESS.
DUE PROCESS IS A COURSE OF LEGAL PROCEEDINGS ACCORDING TO RULES AND PRINCIPLES ESTABLISHED IN SYSTEM OF JURISPRUDENCE FOR THE ENFORCEMENT AND PROTECTION OF PRIVATE RIGHTS.

SOCIAL MEDIA CAN BE A PHENOMENAL TOOL AND ASSET FOR INDIVIDUALS, FOR ORGANIZATIONS TO COMMUNICATE.
IT CAN ALSO BE AN INCREDIBLE HANDICAP, A DRAIN, EVEN CATASTROPHIC TO INDIVIDUALS AND ORGANIZATIONS.
DUE PROCESS IS NOT POSSIBLE IN SOCIAL MEDIA.
IF YOU OR A FAMILY MEMBER, OR MAYBE EVEN ONE OF YOUR CHILDREN WERE ACCUSED OF SOMETHING, WOULDN'T YOU WANT TO HAVE THE OPPORTUNITY TO SPEAK, TO REPRESENT, TO DEFEND YOURSELF OR THEY THEMSELVES? THERE HAS BEEN A GREAT DEAL OF EXAGGERATION AND MISINFORMATION SHARED BY VARIOUS MEDIA OUTLETS AND ON SOCIAL MEDIA PLATFORMS, RESULTING IN SOME CALLS FOR HER RESIGNATION.

THE POINT IS, SHE RECOGNIZED THAT AS A TRUSTEE AND A LEADER, NO ONE IS ABOVE THE COMMUNITY'S BEST INTERESTS AND CHOSE TO PUT HER COMMUNITY'S INTERESTS FIRST AS A RESULT, I ASKED TO TRUSTEE ANDERSON TO LEAD BY EXAMPLE AND PLACE THE COMMUNITY'S BEST INTERESTS FIRST.
I ASK THAT ALL TRUSTEE LEAD WITH HONESTY, INTEGRITY, AND ETHICS.
MISD COMMUNITY RELIES ON THE ELECTED OFFICIALS TO ACT WITH HONESTY, INTEGRITY, AND ETHICS.
WHEN WE VOTED JUST A FEW MONTHS AGO, A TRUSTEE TIPPING, RAN ON THOSE THREE KEY TRAITS, SO MUCH SO THAT HE RAN AS THE ONLY ETHICALLY SUPERIOR CANDIDATE AGAINST HIS OPPONENT.
HOWEVER, TRUSTEE TIPPING HAS BECOME THE ONLY MANSFIELD ELECTED OFFICIAL WHO HAS VIOLATED THE TEXAS ETHIC COMMISSION AND ONLY TOOK OWNERSHIP FOR HIS VIOLATION AFTER THE CONCERNS FROM THE COMMUNITY AROSE.
IT IS DISAPPOINTING TO SEE THAT A SUCH A TRUSTEE IS UNABLE AND UNWILLING TO DISPLAY THE HIGH STANDARD OF HONESTY, INTEGRITY, AND ETHICS THAT HE RAN ON AND IS EXPECTED OF AN ELECTED OFFICIAL.
AS A COMMUNITY, WE DESERVE BETTER, WE REQUIRE BETTER.
WE CONTINUE TO ASK OUR ELECTED OFFICIALS ACT ABOVE REPROACH AND IN THIS CASE OF THOSE WHO DON'T, WE ASK THEM TO CAREFULLY TO CONSIDER IF THEY ARE TRULY SERVING OUR COMMUNITY OR SERVING THEMSELVES.

BEING PULLED OUT OF BED BY YOUR HAIR, DOESN'T LEAVE VISIBLE MARKS, BUT TRYING TO GET AWAY BY SCRATCHING OR PUNCHING DOES, SO SOMEONE MIGHT ASSUME THAT THE AGGRESSOR IS ACTUALLY THE VICTIM.
OFTENTIMES THE ABUSED IS PUBLICLY OSTRACIZED BY THE ABUSER.
THEY ARE MADE TO BE THE LIAR, THE CRAZY ONE, ALL THE WHILE THE ABUSER IS CHARMING AND FUNNY, THREATENING TO TAKE THIS PUBLIC AND NO ONE WILL BELIEVE YOU OR YOU WILL BE SORRY.
NO ONE KNOWS WHAT WENT ON, BUT I DO KNOW THAT ABUSERS OFTEN CONTINUE TO VICTIMIZE BY FORCING THE ABUSED INTO HIDING OR TO REMOVE THEMSELVES FROM POSITIONS AND ROLES THAT THEY HAVE WORKED VERY HARD TO ACHIEVE, AND THAT INDEPENDENCE CAN EVEN TRIGGER THE ABUSER WHEN THEY NO LONGER CAN CONTROL THE VICTIM.

I KNOW PERSONALLY AS A CLINICIAN, I WOULDN'T FEEL COMFORTABLE TREATING A MINOR PATIENT OF MINE WITHOUT A PARENT THERE AND AVAILABLE THROUGHOUT.
ONE, IT PROTECTS ME, GUARDS ME AGAINST THINGS, AND I REALIZED, I TRUST OUR NURSES, THAT'S NOT AN ISSUE, I DON'T WANT THEM TO THINK THAT IT'S NOT A TRUST ISSUE WITH THEM BECAUSE I'VE FULLY TRUST THEM BUT WE'RE TALKING ABOUT A NEW DOCTOR THAT'S NEVER SEEN THIS PATIENT BEFORE.
A NEW ISSUE THAT THEY'RE DEALING WITH, SOMEBODY THAT THAT CHILD MAY NOT TRUST OR KNOW.
THEREFORE, I JUST THINK IT OFFERS SOME CHALLENGES AND FOR ME NOT KNOWING WHAT THOSE REGULATIONS ARE AND HAVING THOSE MORE CONCRETE, IT'S A CHALLENGE TO VOTE ON THIS PRIOR TO HAVING THAT, IS ALL I'M SAYING.
ESPECIALLY WHEN IT'S SOMETHING THAT I FEEL LIKE COULD INVOLVE THE HEALTH, WELLBEING, PROTECTION OF OUR KIDS AND SO FORTH.

THEN, FROM WHAT I UNDERSTAND, IF THE NURSE CANNOT GET A HOLD OF THE PARENT, THERE'S NOT GOING TO BE ANY CONTACT WITH THE DOCTOR.
THE PARENT HAS TO BE CONTACTED, THAT'S WHAT HE'S SAYING RIGHT HERE.
NOW, WHERE IT GETS SKETCHY IS THEY CALL, AND THEY'VE TALKED TO THE PARENT, THE PARENT SAYS, YES, GO AHEAD, I GET WHAT THE DOCTOR SAYS, I'M GOOD WITH THAT, I'M GOING TO GET OFF THIS CALL BECAUSE I NEED TO GET MY CAR AND I NEED TO DRIVE THERE.
THE NURSE IS STILL ON THE PHONE GETTING THE NUMBER TO CALL IT IN OR WHATEVER, GET THE NUMBER TO THE DOCTOR TO CALL THE PRESCRIPTION.
IF WE GO WITH ALL THE TIME, THEN THE PARENT HAS TO SAY ON THE PHONE THE WHOLE ENTIRE TIME, I THINK THAT'S WHERE WE'RE GETTING INTO SOME LITTLE DETAIL THERE.
DOES THAT MAKE SENSE? BUT FROM MY UNDERSTANDING HOW THIS READS AND WHAT WE'RE GOING FORWARD WITH, FROM SPEAKING WITH MARGARET AND GOING FORWARD WITH THAT, THAT'S HOW I UNDERSTAND THAT THAT'S WHAT WE'RE GOING TO HAVE OUR NURSES DO.
