TONIGHT I HAVE THE HONOR OF STARTING OFF OUR DISTRICT RECOGNITIONS WITH OUR SCHOOL BOARD SUPERSTARS.

AT THIS TIME, I'D LIKE TO INVITE OUR SCHOOL BOARD MEMBERS AND DR. CANTU FORWARD TO HELP US RECOGNIZE THESE VERY SPECIAL STUDENTS IN THE FRONT FEW ROWS.

THEY HAVE VERY LARGE CROWDS OF PEOPLE WITH THEM TONIGHT.

BIG PROPS TO FAMILIES, I THINK THIS IS LARGEST ENTOURAGE I'VE SEEN WITH OUR STUDENTS SO FAR THIS YEAR.

EACH MONTH DURING THE SCHOOL YEAR, STUDENTS FROM OUR ELEMENTARY SCHOOLS ARE SELECTED TO RECEIVE THE SCHOOL BOARD SUPERSTAR AWARD FOR OUTSTANDING CITIZENSHIP.

THESE YOUNG STUDENTS HAVE BEEN CHOSEN FROM THEIR CAMPUS BASED ON THE VIRTUES OF OUTSTANDING CHARACTER, CITIZENSHIP, FAIRNESS, HONESTY, KINDNESS, RESPECT, RESPONSIBILITY, AND TRUSTWORTHINESS.

PARENTS AND STUDENTS, THIS IS THAT SPECIAL TIME WE WERE TALKING ABOUT.

I AM SO EXCITED AND HUMBLED TO BE JOINED THE MANSFIELD ISD TEAM AS THE COORDINATOR OF COMMUNITY RELATIONS.

I HAVE BEEN VERY FORTUNATE TO WORK ALONGSIDE SOME GREAT LEADERS SUCH AS THELMA FOSTER FROM CAROL HOLT ELEMENTARY AND SHERYL SUCHSLAND THE PRINCIPAL AT NORWOOD ELEMENTARY.

I KNOW THAT IN ORDER TO BE A GOOD LEADER, YOU'RE FED BY GREAT LEADERS, SO THANK YOU TO MS YOUNG AND TO MS COBB FOR POURING INTO THEM SO THAT THEY CAN FEED INTO US AND IT'S BEEN SUCH A BLESSING.

I AM LOOKING FORWARD TO CONTINUING VISION 2030, AND DR. CANTU CAN DO'S IS PARTICULARLY THROUGH COMMUNITY ENGAGEMENT AND PARTNERS IN EDUCATIONS THAT WE CAN BUILD THOSE MENTORS AND VOLUNTEERS FOR OUR STUDENTS.

I HAVE NO DOUBT THAT WITH THE LEADERSHIP OF MR. WILLIAMS AND THE SUPPORT OF THE COMMUNICATIONS DEPARTMENT, THAT GREAT THINGS ARE GOING TO BE COMING.

I THINK SHE INTRODUCED HERSELF TO YOU GUYS AS THE PRESIDENT OF NORWAY, BUT SHE IS THE PRINCIPLE OF NORWOOD.

THEY ARE OF COURSE, DESIGNED TO HELP US FILL THOSE GAPS THAT WERE CREATED BY THE PANDEMIC.

THEN YOU CAN SEE THE ESSER I HAD A 3 MILLION DOLLAR ALLOCATION AND IT WAS SUPPOSED TO BE SPENT BY SEPTEMBER 30TH, 2022.

ESSER II WAS SEPTEMBER 30TH, 2023 WITH A 13.2 MILLION DOLLAR ALLOCATION.

WE'VE RECEIVED 7.3 MILLION OUT OF THAT FUND AND THEN ESSER III IS THE BIG ONE, THE AMERICAN RESCUE PLAN, THAT ONE WE HAVE UNTIL SEPTEMBER 30TH, 2024, WHICH WE RECEIVED 29.8 MILLION OR ALLOTTED 29.8 MILLION.

IT WAS FUNDED BASED ON OUR TITLE 1 FORMULAS SIMILAR TO THAT SO DISTRICTS THAT HAVE THE FREE AND REDUCED LUNCH ALLOCATIONS.

THAT'S WHY WHEN YOU HAVE DISTRICTS RIGHT NEXT DOOR THAT MAY HAVE ARLINGTON ISD HAS A HIGHER PERCENTAGE OF THAT.

THEY'VE GOT THREE TIMES THE AMOUNT OF OUR ESSER MONEY.

THEY'RE NOT ALL EQUAL, BUT THAT'S HOW IT WAS ALLOCATED.

THE AMOUNT RECEIVED SO FAR OUT OF THE 29.8 MILLION HAS BEEN 12.9 MILLION.

JUST TO GIVE YOU A QUICK OVERVIEW, ESSER I WE CALL IT THE CARES ACT.

IN THE BEGINNING WE ALL THOUGHT EVERYTHING WAS CARES ACT.

YOU GOT THE CARES ACT MONEY.

NO, THAT'S JUST THE ESSER I. ESSER I THE STATE USE THAT MONEY THAT 3 MILLION THAT YOU SAW TO SUPPLEMENT THE 19/20 FISCAL YEAR FOR OUR ATTENDANCE PERCENTAGE BECAUSE THE END OF THAT FISCAL YEAR WAS A SPRING AND WHEN EVERYBODY WAS PRETTY MUCH GOING HOME AT THAT TIME, THAT WAS COVID.

THAT'S WHAT HAPPENED TO THAT MONEY, IT'S GONE.

THERE WAS NO ADDITIONAL MONEY.

HOWEVER, WE WERE NOT HELD HARMLESS FOR THE LOSS OF FUNDING BASED ON ATTENDANCE.

WE ARE ONE OF THE FEW SIX DISTRICTS IN THE NATION THAT IS FUNDED BASED ON ATTENDANCE VERSUS ENROLLMENT.

THAT'S HOW IT WAS FUNDED IN OUR STATE BACK TO US.

IN 2020, 2021, ESSER II, THEY USED THE 7.3 MILLION YOU SAW THAT WAS SPENT IN THERE.

THAT WAS THE AMOUNT OF 13.9 MILLION THAT WAS ALLOCATED.

ONCE AGAIN, WE HAD COVID DURING THAT YEAR.

BASED ON THE FUNDING FORMULAS ATTENDANCE PERCENTAGES, WE WOULD HAVE LOST 7.3 MILLION, BUT THEY GAVE US THAT BACK BASED ON SOME FORMULA FUNDING.

THEN ON ESSER II, THIS SHOWS YOU WHERE.

I THINK I SAID 13.9 MILLION, 13.2 MILLION, YOU'RE THINKING, WELL, OKAY, WHERE'S THE REST OF IT? WE HAVE WHAT'S CALLED INDIRECT COST TO ADMINISTER THE GRANT AND WE GET THAT PERCENTAGE ALLOCATED FROM THE GRANT TO ADMINISTER THAT AND OVERSEE IT.

WE DO THAT WITH STUDENT ATTRITION AND ALL THE OTHER FEDERAL GRANTS THAT WE HAVE AND SO WHAT THAT ALLOWS US TO DO IS TO CAPTURE SOME OF THOSE FUNDS BACK INTO THE GENERAL FUND.

IT'S PEOPLE LIKE MIRANDA WORKING ON THE GRANT AND THINGS LIKE THAT, THAT WE SPEND THE MONEY FOR, AND THEN THE REST OF IT, SO ABOUT 2 MILLION OF THAT IS THAT INDIRECT COST.

THEN THE REST OF THAT IS FOR THINGS THAT WE HAVE RESERVED BECAUSE WE HAVE UNTIL THE END OF THIS FISCAL YEAR TO SPEND THAT.

BUT WE DON'T KNOW HOW THIS YEAR IS GOING TO PLAY OUT BY THE END OF THE YEAR.

WHAT WE CAN DO IS SUBSIDIZE THE GENERAL FUND SALARIES FOR THAT AND THEN ALLOCATE THAT TO GET US BACK INTO WHERE WE NEED TO BE.

FUND BALANCE, LEVEL OUT, ALL OF THAT GOOD STUFF.

WE HAVE IT RESERVED FOR RIGHT NOW, BUT WE ALSO HAVE SOME OTHER THINGS COMING AT US THAT ARE NEEDED.

ESSER III AMERICAN RESCUE PLAN.

THIS IS THE BIG ONE, WE WERE ALLOCATED 29.8.

WITH CURRICULUM SUPPORT AND SOFTWARE, WE BUDGETED 1.5 MILLION AND WE'VE SPENT THAT AMOUNT.

THE CURRICULUM EXPENSE CONSISTS OF DIFFERENT SOFTWARE PROGRAMS SUCH AS CARDENEX, AND THAT'S AN ONLINE PLATFORM FOR MASTER SCHEDULE CREATION FOR BOTH MIDDLE AND OR HIGH SCHOOLS.

WE HAVE CTE CERTIFICATIONS.

WE'VE BEEN ABLE TO PAY FOR STUDENTS TO TAKE CERTIFICATION TESTS AT NO COST TO OUR STUDENTS.

THE PROGRAM PLANS AND COORDINATE ASSESSMENTS WHILE KEEPING TRACK OF ACCOMMODATIONS AND MATERIAL INVENTORIES.

WE HAVE ADDITIONAL SOFTWARE PROGRAM ASSISTANCE WITH ALL OF OUR STUDENTS, INCLUDING AN ONLINE PLATFORM FOR OUR EL PROGRAM AND CURRICULUM SUPPORT.

WE HAVE A LITERARY RESOURCE FOR OUR SPANISH SPEAKERS AND A READING PROGRAM FOR OUR SPECIAL EDUCATION STUDENTS.

WE ALSO HAVE A PROGRAM CALLED MAP, WHICH PROVIDES ONLINE TESTING THREE TIMES A YEAR FOR READING, MATH, AND SCIENCE, AND THAT IS FOR GRADES 3 THROUGH EIGHT.

WE HAVE STEM SCOPES, AND THAT PROVIDES ONLINE RESOURCES FOR SCIENCE CURRICULUM GRADES K THROUGH EIGHT.

WE HAVE PROJECT LEAD THE WAY, AND THAT PROVIDES TRAINING AND SUPPLIES FOR ALL OF OUR STEM TEACHERS THROUGHOUT THE ENTIRE DISTRICT.

THE NEXT SECTION WE HAVE IS HOUSE BILL 4545 AND WE HAVE BUDGETED 1.6 MILLION.

WE'VE ONLY SPENT 370,000, BUT WE WILL BE CONTINUING TO SPEND THIS YEAR AND NEXT YEAR IN THIS AREA.

IN HERE, WE'VE BEEN ABLE TO PROVIDE TUTORING FOR ALL CAMPUS LEVELS ALL THE WAY FROM ELEMENTARY TO HIGH SCHOOL.

ALL TUTORING HAS BEEN PAID WITH THIS.

WE HAVE PROGRAMS WHICH SUPPORT MATH AND READING INSTRUCTION, AS WELL AS TIER-1 AND INTERVENTION FOR READING, MATH, SCIENCE, AND SOCIAL STUDIES FROM GRADES 3 THROUGH EIGHT.

THEN THE NEXT CATEGORY, WE HAVE POSITIONS TO SUPPORT CURRICULUM.

WE WERE ABLE TO ADD POSITIONS TO HELP ALL OF OUR STUDENTS THROUGHOUT THE DISTRICT.

WE BUDGETED 3.4 MILLION AND WE'VE CURRENTLY SPENT 800,000.

AGAIN, THIS IS AN AREA WHERE WE WILL SPEND THIS YEAR AND NEXT YEAR.

THE POSITIONS THAT WE DO HAVE TO SUPPORT OUR CAMPUSES ARE WE HAVE BEHAVIOR INTERVENTIONISTS, AP INTERNS.

WE HAVE TWO-WAY DUAL LANGUAGE TEACHERS AND INSTRUCTIONAL LITERACY COACHES.

THEN IN ESSER III, WE HAVE BEEN ABLE TO PROVIDE OR TO COVER ALL OF OUR SUMMER SCHOOL.

WE'VE BUDGETED 1.2 MILLION AND WE'VE SPENT 913,000.

THIS IS ANOTHER AREA WHERE WE WILL BE SPENDING IN THIS UPCOMING SUMMER SCHOOL.

OVER THE PAST TWO SCHOOL YEARS, WE'VE BEEN ABLE TO PROVIDE FREE ACCESS TO OUR MISD SUMMER SCHOOL PROGRAM, AND WE'VE SERVED OVER 3,000 MISD STUDENTS.

IN ADDITION, WE WERE ABLE TO INCREASE SUMMER SCHOOL SALARY PAY IN 2022 AS WELL.

THE NEXT SECTION IS MENTAL HEALTH.

WE BUDGETED 261,000 AND WE CURRENTLY SPENT 253,000.

WE HAVE HOPE SQUAD, WHICH IS A PEER TO PEER SUICIDE PREVENTION PROGRAM.

WE'VE BEEN ABLE TO PROVIDE TO ALL STUDENTS IN MIDDLE AND HIGH SCHOOL.

WE HAVE CARE SOLACE, WHICH IS A HEALTH AND WELLNESS PROGRAM.

THIS ALLEVIATES BARRIERS IN FINDING ASSISTANCE AND SUPPORT FOR STUDENTS WITH MENTAL HEALTH AND SUBSTANCE USE CHALLENGES.

ON THE TECHNOLOGY BUDGET, WE'VE BUDGETED 10.2 MILLION AND WE SPENT 9.4.

THESE FUNDS WERE SPENT TO GET OUR DISTRICT UP AND RUNNING.

WHEN STUDENTS AND STAFF RETURN TO IN-PERSON AND VIRTUAL INSTRUCTION.

FUNDS WERE USED FOR HOT SWAPS, DATA STORAGE, CLASSROOM INTERACTION, INTERACTIVE BOARDS, T-MOBILE SERVICES, AND DEVICES.

DUE JUST SHIPPING LEAD TIMES.

WE ACTUALLY STILL HAVE SOME PRODUCTS ON THEIR WAY TO US. WE DON'T HAVE THEM YET.

WE BUDGETED 5 MILLION FOR THE ONE-TIME COVID-19 STIPEND AND THAT WAS FOR ALL EMPLOYEES.

INCLUDED IN THAT WE HAD THE SUB BONUS AND WE HAD A VIRTUAL TEACHER BONUS.

WE BUDGETED 5 MILLION AND WE'VE SPENT 5 MILLION.

IT WAS A ONE-TIME COST.

THEN WE HAVE A RESERVED AMOUNT HERE FOR 6.6 MILLION AND IT'S THE SAME THING THAT MICHELLE WAS TALKING ABOUT WITH ESSER II.

THIS IS A RESERVED AMOUNT TO HELP US WITH THE ESSER FISCAL CLIFF THAT WE MIGHT HAVE AND TO HELP US WITH ANYTHING THAT WE MIGHT NEED.

BECAUSE WE DON'T KNOW WHAT THIS YEAR AND NEXT, WHAT'S GOING TO HAPPEN.

ANY REMAINING CURRICULUM PROGRAMS, CURRICULUM SUPPORT POSITIONS SO ALL THE POSITIONS AT THE SCHOOLS, WHICH IS THIS YEAR AND NEXT, WE HAVE ANY OF THE HOUSE BILL 45, 45 TUTORING IS ALL PART OF LEARNING LOSS.

ALL OF SUMMER SCHOOLS LEARNING LOSS AND ANY MENTAL HEALTH EXPENSES WILL ALSO GO UNDER THE LEARNING LOSS PIECE.

WITH ESSER WE ACTUALLY HAVE TWO REQUIRED PLANS.

PLAN 1 IS A SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICE PLAN.

OUR GOAL THERE IS 70 PERCENT, WE WERE ABLE TO MEET 80.5 PERCENT.

AT THOSE CAMPUSES, WE WERE ABLE TO REPLACE STAFF DEVICES, AS WELL AS COMPUTER LABS IN ALL OF OUR MIDDLE AND HIGH SCHOOL CAMPUSES.

ANOTHER FEATURE THAT I WILL ADD, SOME OF THE TEACHERS ASKED FOR THE ABILITY TO BE ABLE TO HAVE VISIBILITY INTO MONITORING THE STUDENT'S CHROMEBOOKS.

I KNOW I'VE TALKED TO SOME OF YOU ABOUT THAT.

WE WERE ABLE TO PURCHASE THAT THIS YEAR.

THERE'S A SYSTEM CALLED LIGHTSPEED CLASSROOM.

THE KIDS JUST LOVE IT BECAUSE THEIR TEACHERS ARE MONITORING THEM.

[LAUGHTER] MAYBE THEY DON'T, BUT THAT'S OKAY.

BUT IT ALLOWS OUR TEACHERS TO BE ABLE TO PUSH OUT CERTAIN LINKS, SHUT DOWN CERTAIN WEBSITES SO THEY CAN FOCUS ON CLASSROOM MANAGEMENT AND THINGS OF THAT NATURE.

I WILL ALSO GIVE A SHOUT OUT TO OUR DIGITAL LEARNING TEAM BECAUSE THEY'VE HELPED US WITH THE IMPLEMENTATION OF THAT PRODUCT.

OVERALL THAT'S GOING REALLY WELL.

ALSO, OUR PROMETHEAN BOARD REPLACEMENTS, WE WERE ABLE TO REPLACE OVER 900 THIS YEAR ACROSS THE DISTRICT AND OFFER TRAINING TO OUR STAFF.

WE WERE ABLE TO MOVE SKYWARD FROM BEING HOSTED HERE ON SITE TO BEING HOSTED IN THE CLOUD.

THAT WAS ACTUALLY VERY BENEFICIAL TO US DURING THE INCIDENT THAT WE HAD BECAUSE ALL OF THAT DATA WAS STORED OFF-SITE THAT ALLOWED US TO HAVE ACCESS TO IT IN A PROTECTED WAY.

IT WAS A DEFINITELY A GOOD MOVE ON OUR PART FOR THE DISTRICT TO MOVE TO THE CLOUD LAST YEAR.

OUR CHROMEBOOKS FOR SECOND GRADE, THEY PREVIOUSLY HAD IPADS, AND SO WE WERE ABLE TO REPLACE THOSE IPADS WITH CHROMEBOOKS.

THEY HAVE THOSE ONE-TO-ONE DEVICES IN THEIR CLASSROOMS. WE ALSO HAD A NUMBER OF ONLINE SAFETY WEBINARS FOR OUR FAMILIES.

WE'RE EXCITED ABOUT DOING THAT AGAIN THIS YEAR.

WE ALSO HAD A REALLY GOOD TIME WITH OUR PARTNERSHIP WITH OUR BEN BARBER STUDENTS.

WE HAD 10 IN THE FALL, 10 IN THE SPRING, AND WE HAD NINE STUDENTS THAT WORK WITH US WITH A PAID INTERNSHIP OVER THE SUMMER.

WE'VE ALSO WORKED ON A DISTRICT WIDE PHISHING CAMPAIGN IN WHICH WE PHISHED ALL OF OUR STAFF TO MAKE SURE THEY WEREN'T CLICKING THE LINK.

I'M SURE YOU ALL KNOW WHAT THAT IS AND OPEN THE ATTACHMENT.

OVERALL, OUR DISTRICT DID PRETTY WELL.

WE'RE STILL WORKING ON THAT AGAIN THIS YEAR.

THEN LASTLY, WE HAD AN UPGRADE FOR A DATA CENTER, SO PROVIDED HARDWARE THAT WOULD HELP US WITH STABILITY.

WITH THAT DATA, WE, OF COURSE ARE PLANNING OUR LONG-TERM PLAN AND OUR REFRESHED CYCLES SO WE KNOW WHEN TO REPLACE EQUIPMENT SO IT DOESN'T STAY OUTDATED.

THEN WE'RE IMPLEMENTING AND MONITORING.

YOU CAN SEE WE'VE CHECKED OFF AT LEAST THREE OF THOSE BOXES.

EVERY DAY, WE NEED 53 NURSES TO SAFELY COVER MANSFIELD ISD.

MANSFIELD ISD NURSES SERVED FOR OVER 4,000 EMPLOYEES, OVER 35,000 STUDENTS AT 46 CAMPUSES.

WE HAVE OUR HANDS AND PRETTY MUCH EVERYTHING.

HEALTH SERVICES IS INVOLVED WITH SHAC, SCHOOL HEALTH ADVISORY COUNCIL.

WE HELP ORGANIZE PARTICIPATION WITH THE PARENTS, STUDENTS, COMMUNITY AND STAFF TO STRENGTHEN THE BOND BETWEEN HEALTH AND LEARNING.

HEALTH SERVICES HAS PARTNERED WITH THE SCHOOL SAFETY TO TRAIN STAFF ON STOP THE BLEED.

WE HAVE PLACED 795 TOURNEY KITS THROUGHOUT MANSFIELD ISD, AND THEN RECENTLY, WE ORDERED AN ADDITIONAL 5,600 SWAT TEAM TOURNIQUET, SO WE CAN PUT A TOURNIQUET IN EVERY CLASSROOM.

WE WORK CLOSELY WITH SPECIAL EDUCATION.

WE HAVE FOUR REGISTERED NURSE ASSIGNED TO FLS CLASSROOMS AT GIDEON, MARY JO SHEPPARD, AISA LOWE AT SUMMIT HIGH SCHOOL.

THEN WE ALSO HAVE THREE LVNS THAT TAKE CARE OF STUDENTS ONE-ON-ONE AT MARTHA REED ELEMENTARY AND MANSFIELD HIGH SCHOOL.

MOST OF OUR NURSING HOURS ARE IN THE CAMPUS CLINIC.

EVERY STUDENT THAT IS ENROLLED MUST MEET THE TEXAS MINIMUM STATE REQUIREMENT.

IMMUNIZATION RECORDS ARE VERIFIED AND ENTERED INTO SKYWARD BY HEALTH SERVICES STAFF, AND THEN MONTHLY SOMETIMES WEEKLY COMPLIANCE LETTERS ARE SENT OUT AND WE KEEP TRACK OF EVERYBODY'S IMMUNIZATION.

OUR NURSES CREATE CARE PLANS TO MANAGE CHRONIC ILLNESS ON CAMPUS.

THIS INCLUDES STUDENTS WITH ASTHMA, ALLERGIES, DIABETES, SEIZURES, ETC.

TO ADMINISTER MEDICATIONS IN MANSFIELD ISD, WE MUST HAVE A PARENT'S SIGNATURE AND A DOCTOR'S SIGNATURE FOR PRESCRIPTIONS.

SCREENINGS. MOST OF OUR SCREENINGS ARE DONE SEPTEMBER, OCTOBER, NOVEMBER AND SCREENING AND VISION AND HEARING IS FOR STUDENTS IN PRE-K KINDER, FIRST, THIRD, FIFTH, AND SEVENTH, AND THEN ANY STUDENT NEED ADJUSTMENT.

THAT IS A LOT OF STUDENTS.

SCOLIOSIS SCREENING MUST BE DONE FOR BOYS IN EIGHTH GRADE AND GIRLS IN FIFTH GRADE AND SEVENTH GRADE.

THEN EVERY STUDENT THAT DOES NOT PASS THE NURSE IN PULLS THEM OUT OF CLASS AND RESCREENS THEM AGAIN, AND SENDS A REFERRAL HOME TO THE PARENT.

DOCTOR'S ORDERS ARE REQUIRED FOR ANY PROCEDURES THAT ARE DONE IN THE CLINIC AND THEY MUST BE UPDATED YEARLY.

COMMON PROCEDURES INCLUDE G-TUBE FEEDS, TRACH CARE, URINARY CATHETERIZATION, OSTOMY CARE, AND WOUND CARE.

EMERGENCY MANAGEMENT IS MANAGED BY THE NURSE.

THE NURSE CREATES, TRAINS AND LEADS EMERGENCY MEDICAL RESPONSE TEAM ON CAMPUS.

THE TEAM MEMBERS ARE TRAINED IN CPR AND DO DRILLS EACH SEMESTER FOR EMERGENCY RESPONSE.

WE'VE PARTNERED WITH COOK CHILDREN'S AND THE PROJECT ADAM PROGRAM, AND WE ARE HEART SAFE DISTRICT AS OF 2020.

NURSES ALSO TRAIN THEIR CAMPUS STAFF ON DIABETIC CARE, EPINEPHRINE, STOP THE BLEED, AND CPR, AND EMERGENCY MANAGEMENT.

AT THE BEGINNING OF EVERY SCHOOL YEAR, WE ASK THAT OUR NURSES DO A CLINIC ACUITY REPORT.

THIS REPORT SHOWS THE STUDENT'S MEDICAL NEEDS ON CAMPUS.

THE BLUE LINE IS FROM LAST YEAR, 21, 22 STUDENTS.

THE RED IS THE SCHOOL YEAR.

WE LOVE SUPPORTING OUR COMMUNITY.

AT THE BACK-TO-SCHOOL BASH WE PARTNERED WITH DR. COOK AND DR. PROCTOR THROUGH THE LIONS CLUB TO PROVIDE VISION SCREENING FOR 165 STUDENTS AND THEN 35 GLASSES WERE SET FREE OF CHARGE TO THOSE STUDENTS.

PINECO DENTAL CAME OUT AND DID 83 DENTAL EXAMS. TEXAS HEALTH HOSPITAL PERFORMED 118 SPORTS PHYSICALS, AND ACCENT HEALTH AND UNT HEALTH PROVIDED 88 STUDENTS THE IMMUNIZATIONS NEEDED TO START SCHOOL.

OUR NURSES PRESET NURSING STUDENTS FROM UTA, ALLEGHENY HOSPITAL AND THEN STARTING NEXT SEMESTER, TEXAS TECH.

MISD NURSES OFFERED STOP THE BLEED TRAINING TO THE COMMUNITY AT THE WONDERFUL FESTIVAL, AND THE LIST JUST GOES ON AND ON.

AS WE LOOK TO IMPROVE HEALTH SERVICES SYSTEMS, WE WOULD LIKE TO IMPLEMENT THE FOLLOWING.

CREATE CAMPUS LEVEL TEAM TIME TO INCREASE STAFF SATISFACTION AND RETENTION, CURRENTLY ARE CONTROLLED SUBSTANCE KEYS ARE LOCKED SECURELY IN THE NURSE'S OFFICE.

AS AN ADDED LAYER OF SECURITY, WE WOULD LIKE TO ADD LOCK BOXES TO ALL THE CLINICS.

THEN TO HELP WITH REGISTRATION AT THE BEGINNING OF THE YEAR, AND TO STREAMLINE THE IMMUNIZATION PROCESS, WE'RE LOOKING TO ADD IMMUNIZATION ENTRY SUPPORT AT THE BEGINNING OF THE YEAR.

THEY'RE SHARING WITH US AT ALL OF THESE BOARD MEETINGS HOW THEY'RE TACKLING PROBLEMS. DR. CANTU AND HER TEAM ARE TRYING THEIR HARDEST TO GET OUR STUDENTS READY FOR 2030.

THE KIDS AND ADULTS IN OUR DISTRICTS ARE NOT RUNNING FROM PROBLEMS AND NEITHER SHOULD THE BOARD ELECTED TO LEAD THE DISTRICT.

BOARD MEMBERS MUST STOP ENGAGING IN ACTIONS THAT OVERSHADOW ALL THE GOOD THINGS HAPPENING IN MISD.

TRUSTEE ANDERSON, RESPECTFULLY, IF YOUR ACTIONS CONTINUE TO KEEP A NEGATIVE NEW CYCLE THAT HANGS A CLOUD OVER OUR DISTRICT ACCOMPLISHMENTS, PLEASE MAKE A STATEMENT ABOUT HOW YOU'RE GOING TO FIX THE PROBLEM.

THERE, POLICE FOUND A WIFE INTOXICATED AND BELLIGERENT.

THEY ARRESTED HER, CHARGING HER WITH FAMILY VIOLENCE, ASSAULT, CAUSING BODILY INJURY, AND TOOK HER TO THE TARRANT COUNTY DETENTION CENTER RATHER THAN THE MANSFIELD CITY JAIL DUE TO THE NATURE OF THE INCIDENT.

THE NEXT DAY, 1ST GRADE STUDENTS SHOWED UP TO A CLASSROOM WITHOUT A TEACHER ON MONDAY MORNING BECAUSE SHE WAS STILL IN THE COUNTY DETENTION FACILITY.

I'M ABLE TO SPEAK BECAUSE THIS TEACHER IS NO LONGER EMPLOYED IN MISD.

THE EMPLOYEE STANDARDS OF CONDUCT REQUIRE ANY EMPLOYEE TO NOTIFY THEIR SUPERVISOR WITHIN THREE DAYS OF AN ARREST FOR CRIMES INVOLVING MORAL TURPITUDE.

THE EDUCATOR'S CODE OF CONDUCT CHAPTER OF THE TEXAS ADMINISTRATIVE CODE STATES THAT THE EDUCATOR SHALL BE OF GOOD MORAL CHARACTER AND WORTHY TO INSTRUCT OR SUPERVISE THE YOUTH OF THE STATE.

THIS TEACHER WAS NOT AND WAS RELEASED FROM OUR CONTRACT.

THE FACTS OF MRS. ANDERSON'S ARREST ARE SIMILAR.

IT WAS THE SAME CHARGE, SHE WENT TO THE SAME COUNTY DETENTION FACILITY.

SHE MISSED A BOARD MEETING WHERE 50 STUDENTS SHOWED UP TO BE RECOGNIZED FOR THEIR ACHIEVEMENTS, BUT MRS. ANDERSON DIDN'T FOLLOW THE HANDBOOK SHE APPROVED.

SHE DIDN'T REPORT THE ARREST WITHIN THREE DAYS TO THE PEOPLE THAT HAD HIRED HER.

PARENTS SAY SHE DIDN'T CONTACT THE STUDENTS ABOUT HER ABSENCE, AND PARENTS WHO HAVE EMAILED THE BOARD SINCE HER ARRESTS HAVE NOT RECEIVED ANY RESPONSES FROM HER.

EARLIER THIS YEAR, AT THE BOARD MEETING ON JUNE 28TH, THERE WAS A PRESENTATION ABOUT DISCIPLINE NUMBERS ACROSS THE DISTRICT.

MRS. ANDERSON JOINED DISCUSSION ABOUT THE IMPORTANCE OF REVIEWING THE STUDENT HANDBOOK AND CODE OF CONDUCT IN ORDER TO STEM THE RECENT TREND OF INCREASING STUDENT BEHAVIORAL PROBLEMS. MRS. FARRAR ECHOED THAT DISCIPLINE AND SAFETY AND SECURITY GO HAND IN HAND.

I HAVE ONLY RECEIVED A RESPONSE THAT RESEMBLED A HAIKU FROM ONE BOARD MEMBER AND THE REST OF THE BOARD MEMBERS HAVE NOT RESPONDED TO MY COMMUNICATION.

THIS IS CONCERNING AS A PUBLIC OFFICIAL THAT YOU EITHER AREN'T CHECKING YOUR DISTRICT EMAIL OR YOU HAVE CHOSEN TO IGNORE MY COMMUNICATION.

NEITHER OPTION IS ACCEPTABLE.

MANY PEOPLE BECOME COMFORTABLE IGNORING WRITTEN COMMUNICATION, BUT IT REALLY IS EQUIVALENT AT ME SAYING SOMETHING TO YOUR FACE, YOU STARING AT ME AND TURNING AROUND AND WALKING AWAY WITHOUT SAYING ANYTHING, AND I EXPECT MORE FROM PUBLICLY ELECTED OFFICIALS.

ONE OF THE ITEMS THAT CAUSE AN AUTOMATIC FAILURE IS HAVING AN OPEN FAMILY VIOLENCE CHARGE.

THERE'S A WHOLE SECTION ON THE AAU PAGE LISTING COACHES WHO HAVE THEIR CERTIFICATION SUSPENDED OR REVOKED BECAUSE OF THESE CHARGES.

HAVING OPEN FAMILY VIOLENCE CHARGE WOULD ALSO CAUSE ME TO FAIL A BACKGROUND CHECK IF I WANTED TO PARTICIPATE IN ANY VOLUNTEER OPPORTUNITIES OR CHAPERONE A FIELD TRIP AT MANSFIELD ISD.

PRECEDENT WITHIN THE DISTRICT HAS ALSO CAUSED A DISTRICT TO PLACE TEACHERS AND ADMINISTRATORS ON LEAVE OR ASK THEM TO RESIGN WHEN THERE HAVE BEEN CHARGED WITH FAMILY VIOLENCE.

SADLY, THE WAY THE LAW IS WRITTEN, WE CANNOT FORCE THE SAME RESOLUTION UPON SCHOOL BOARD MEMBERS WHO HAVE OPENED FAMILY VIOLENCE CHARGES AGAINST THEM.

AS LEADERS OF THE SCHOOL DISTRICT, WE SHOULD NOT HOLD PARENTS, VOLUNTEERS, TEACHERS, AND ADMINISTRATORS, TO A HIGHER MORAL AND ETHICAL STANDARD THAN THE PEOPLE WHO SET THE DIRECTION FOR THE DISTRICT.

TRUSTEE, BIANCA BENAVIDES ANDERSON SHOULD RESIGN EFFECTIVE IMMEDIATELY, WHILE SHE DEALS WITH HER OPEN FAMILY VIOLENCE CHARGE.

WE LIVED OVERSEAS FOR 10 YEARS, CAME BACK TO DFW AND INTENTIONALLY MOVED TO MANSFIELD BECAUSE OF THE REPUTATION OF THE SCHOOL DISTRICT.

MY CHILDREN ARE KINDERGARTENER AND THE DUAL LANGUAGE PROGRAM, GRADE 5 AT THE FINE ARTS ACADEMY, SEVENTH GRADER AT WILLY MIDDLE SCHOOL, AND A NINTH GRADER AT LEGACY HIGH SCHOOL.

IN THE LAST SCHOOL BOARD ELECTION, MANY OF YOU RAN ON A PLATFORM OF PROTECTING OUR CHILDREN.

THIS INCLUDES OUR REPUTATION AS A SCHOOL DISTRICT.

THIS INCLUDES LEADING BY EXAMPLE AND WITH INTEGRITY.

AN EXAMPLE OF INTEGRITY IS DOING THE RIGHT THING, EVEN WHEN NO ONE IS LOOKING OR FORCING YOU TO.

BEING A LEADER COMES WITH MAKING HARD DECISIONS.

I STAND BEFORE YOU AS A CRIMINAL DEFENSE ATTORNEY WHO HAS REPRESENTED HUNDREDS OF PEOPLE CHARGED WITH ASSAULT CASES, RANGING FROM AGGRAVATED ASSAULT, SEXUAL ASSAULT, ASSAULT FAMILY VIOLENCE CAUSING BODILY INJURY TO SIMPLE ASSAULT, INCLUDING MANY STUDENTS RIGHT HERE IN MISD.

I KNOW AND UNDERSTAND WHAT THE PRESUMPTION OF INNOCENCE IS IN A COURT OF LAW.

WHAT I CAN TELL YOU FOR CERTAIN IS THAT NOT IN ONE OF THOSE CASES, DID MISD WAIT TO SEE HOW THE CASE WOULD PLAY OUT BEFORE THEY MADE IT OUT THERE PUNISHMENT.

THE LEGAL PRESUMPTION OF INNOCENCE DID NOT APPLY TO ANY OF MY CLIENTS WHO WERE STUDENTS IN MISD.

MY QUESTION IS, WHY ARE WE HOLDING OUR STUDENTS TO A HIGHER, HARSHER STANDARD THAN OUR ELECTED TRUSTEES? WE ARE CALLING FROM MS. IN THIS LAST WEEK, I MADE THE MISTAKE OF STICKING MY TOE IN THE WATER AND IT'S SOMETHING THAT CONCERNS ME GREATLY BECAUSE I BELIEVE IN THE FAIRNESS OF LIFE.

I BELIEVE IN THE FAIRNESS OF DOING THINGS THE WAY THAT WE SHOULD DO IT AND WHILE SOME REALLY GREAT THINGS HAVE BEEN SAID TONIGHT, SOME VERY IMPASSIONED THINGS, THERE'S BOARD POLICY IN REGARD TO EMPLOYEES THAT HAVE DIRECT CONNECTION WITH STUDENTS AND THE DISMISSAL OF AN EMPLOYEE, A TEACHER, A STAFF OF THE DISTRICT THAT COMES INTO DIRECT CONNECTION WITH STUDENTS IS VERY UNDERSTANDABLE.

SCHOOL BOARD IS A LITTLE BIT DIFFERENT.

THEY ALL HAVE THE ABILITY TO BE NEAR STUDENTS, WHICH ARE NOT IN DIRECT CONNECTION ON DAILY BASIS.

STILL, STUDENT SAFETY IS JUST AS IMPORTANT.

LET ME START WITH THIS. I'M NOT HERE TO SPEAK ABOUT A SINGLE PERSON.

I AM HERE TO SPEAK ABOUT WE, AS ADULTS, AS PARENTS, AS LEADERS OF OUR SCHOOL DISTRICT, SHOULD CONSIDER DUE PROCESS.

DUE PROCESS IS A COURSE OF LEGAL PROCEEDINGS ACCORDING TO RULES AND PRINCIPLES ESTABLISHED IN SYSTEM OF JURISPRUDENCE FOR THE ENFORCEMENT AND PROTECTION OF PRIVATE RIGHTS.

THE FIRST CONCRETE OF EXPRESSION OF DUE PROCESS APPEARED IN THE MAGNA CARTA IN 1215.

IT SAYS THAT NO FREE MAN SHALL BE TAKEN, IMPRISONED, DECEASED, EXILED, OR IN ANY WAY DESTROYED, EXCEPT BY THE LEGAL JUDGMENT OF HIS PEERS OR BY THE LAW OF THE LAND.

UNFORTUNATELY, SOME OF THAT EXPRESSION CAN BE EXTREMELY NEGATIVE AND THAT'S WHAT I SAW THIS PAST WEEK.

SOCIAL MEDIA CAN BE A PHENOMENAL TOOL AND ASSET FOR INDIVIDUALS, FOR ORGANIZATIONS TO COMMUNICATE.

IT CAN ALSO BE AN INCREDIBLE HANDICAP, A DRAIN, EVEN CATASTROPHIC TO INDIVIDUALS AND ORGANIZATIONS.

IT CAN RUIN LIVES.

DUE PROCESS IS NOT POSSIBLE IN SOCIAL MEDIA.

IF YOU OR A FAMILY MEMBER, OR MAYBE EVEN ONE OF YOUR CHILDREN WERE ACCUSED OF SOMETHING, WOULDN'T YOU WANT TO HAVE THE OPPORTUNITY TO SPEAK, TO REPRESENT, TO DEFEND YOURSELF OR THEY THEMSELVES? WOULDN'T YOU WANT THE OPPORTUNITY TO TELL YOUR SIDE OF THE STORY? AS HAS BEEN PUBLICLY SHARED, THERE WAS A DOMESTIC DISPUTE INVOLVING MR. AND MS. ANDERSON THAT RESULTED IN THE POLICE BEING CALLED TO THEIR HOME.

THERE HAS BEEN A GREAT DEAL OF EXAGGERATION AND MISINFORMATION SHARED BY VARIOUS MEDIA OUTLETS AND ON SOCIAL MEDIA PLATFORMS, RESULTING IN SOME CALLS FOR HER RESIGNATION.

AS I STATED, THERE WAS PROBABLY 10 BOOKS I COULD HAVE WALKED YOU IN THAT LIBRARY THAT CONTAINS VIOLENCE, SEXUAL VIOLENCE, DRUGS, ALCOHOL, ALL THINGS.

THIS ISSUE NOT ONLY HURT OUR ABILITY TO RETAIN AND ATTRACT GIFTED TALENTED, BUT IT ALSO CAST OUR COMMUNITY IN A HIGHLY NEGATIVE SPOTLIGHT ACROSS THE MEDIA AND COUNTRY AS A WHOLE.

PART OF BEING A LEADER IN OUR GREAT MISD IS TO LEAD BY EXAMPLE.

MUCH LIKE THE CASE OF OUR BOARD PRESIDENT, TRUSTEE LACKEY WILSON, WHO RECOGNIZE THAT IN ORDER TO EMPOWER OUR ISD, SHE MUST BE ABLE TO GIVE HER BEST EFFORT ALL THE TIME.

A FEW YEARS AGO WHEN SHE HAD A PRIVATE MATTER, APPARENTLY, SHE ACKNOWLEDGED IT AND RESIGNED AND GAVE HER FULL ATTENTION TO THOSE MATTERS.

WHEN SHE WAS ABLE, SHE BROUGHT HER LEADERSHIP BACK TO THE TABLE TO BE RE-ELECTED AS A TRUSTEE.

THE POINT IS, SHE RECOGNIZED THAT AS A TRUSTEE AND A LEADER, NO ONE IS ABOVE THE COMMUNITY'S BEST INTERESTS AND CHOSE TO PUT HER COMMUNITY'S INTERESTS FIRST AS A RESULT, I ASKED TO TRUSTEE ANDERSON TO LEAD BY EXAMPLE AND PLACE THE COMMUNITY'S BEST INTERESTS FIRST.

NUMBER 2, THE SECOND POINT.

I ASK THAT ALL TRUSTEE LEAD WITH HONESTY, INTEGRITY, AND ETHICS.

MISD COMMUNITY RELIES ON THE ELECTED OFFICIALS TO ACT WITH HONESTY, INTEGRITY, AND ETHICS.

WHEN WE VOTED JUST A FEW MONTHS AGO, A TRUSTEE TIPPING, RAN ON THOSE THREE KEY TRAITS, SO MUCH SO THAT HE RAN AS THE ONLY ETHICALLY SUPERIOR CANDIDATE AGAINST HIS OPPONENT.

HOWEVER, TRUSTEE TIPPING HAS BECOME THE ONLY MANSFIELD ELECTED OFFICIAL WHO HAS VIOLATED THE TEXAS ETHIC COMMISSION AND ONLY TOOK OWNERSHIP FOR HIS VIOLATION AFTER THE CONCERNS FROM THE COMMUNITY AROSE.

IT IS DISAPPOINTING TO SEE THAT A SUCH A TRUSTEE IS UNABLE AND UNWILLING TO DISPLAY THE HIGH STANDARD OF HONESTY, INTEGRITY, AND ETHICS THAT HE RAN ON AND IS EXPECTED OF AN ELECTED OFFICIAL.

AS A COMMUNITY, WE DESERVE BETTER, WE REQUIRE BETTER.

WE CONTINUE TO ASK OUR ELECTED OFFICIALS ACT ABOVE REPROACH AND IN THIS CASE OF THOSE WHO DON'T, WE ASK THEM TO CAREFULLY TO CONSIDER IF THEY ARE TRULY SERVING OUR COMMUNITY OR SERVING THEMSELVES.

YET WHEN THE ABUSED ATTEMPTS TO DEFEND THEMSELVES, THEY MAY LEAVE SIGNS.

BEING PULLED OUT OF BED BY YOUR HAIR, DOESN'T LEAVE VISIBLE MARKS, BUT TRYING TO GET AWAY BY SCRATCHING OR PUNCHING DOES, SO SOMEONE MIGHT ASSUME THAT THE AGGRESSOR IS ACTUALLY THE VICTIM.

OFTENTIMES THE ABUSED IS PUBLICLY OSTRACIZED BY THE ABUSER.

THEY ARE MADE TO BE THE LIAR, THE CRAZY ONE, ALL THE WHILE THE ABUSER IS CHARMING AND FUNNY, THREATENING TO TAKE THIS PUBLIC AND NO ONE WILL BELIEVE YOU OR YOU WILL BE SORRY.

NO ONE KNOWS WHAT WENT ON, BUT I DO KNOW THAT ABUSERS OFTEN CONTINUE TO VICTIMIZE BY FORCING THE ABUSED INTO HIDING OR TO REMOVE THEMSELVES FROM POSITIONS AND ROLES THAT THEY HAVE WORKED VERY HARD TO ACHIEVE, AND THAT INDEPENDENCE CAN EVEN TRIGGER THE ABUSER WHEN THEY NO LONGER CAN CONTROL THE VICTIM.

I KNOW PERSONALLY AS A CLINICIAN, I WOULDN'T FEEL COMFORTABLE TREATING A MINOR PATIENT OF MINE WITHOUT A PARENT THERE AND AVAILABLE THROUGHOUT.

ONE, IT PROTECTS ME, GUARDS ME AGAINST THINGS, AND I REALIZED, I TRUST OUR NURSES, THAT'S NOT AN ISSUE, I DON'T WANT THEM TO THINK THAT IT'S NOT A TRUST ISSUE WITH THEM BECAUSE I'VE FULLY TRUST THEM BUT WE'RE TALKING ABOUT A NEW DOCTOR THAT'S NEVER SEEN THIS PATIENT BEFORE.

A NEW ISSUE THAT THEY'RE DEALING WITH, SOMEBODY THAT THAT CHILD MAY NOT TRUST OR KNOW.

THEREFORE, I JUST THINK IT OFFERS SOME CHALLENGES AND FOR ME NOT KNOWING WHAT THOSE REGULATIONS ARE AND HAVING THOSE MORE CONCRETE, IT'S A CHALLENGE TO VOTE ON THIS PRIOR TO HAVING THAT, IS ALL I'M SAYING.

ESPECIALLY WHEN IT'S SOMETHING THAT I FEEL LIKE COULD INVOLVE THE HEALTH, WELLBEING, PROTECTION OF OUR KIDS AND SO FORTH.

IF WE GO WITH ALL THE TIME, THEN THE PARENT HAS TO SAY ON THE PHONE THE WHOLE ENTIRE TIME, I THINK THAT'S WHERE WE'RE GETTING INTO SOME LITTLE DETAIL THERE.
