THERE ARE THREE DOMAINS THAT WE ARE RATED ON.

THE FIRST ONE IS STUDENT ACHIEVEMENT, THE SECOND IS SCHOOL PROGRESS, AND THEN THE THIRD ONE IS THE CLOSING THE GAPS DOMAIN.

THE CLOSING THE GAPS DOMAIN COUNTS FOR 30 PERCENT OF OUR OVERALL RATING.

THEN THEY TAKE DOMAIN ONE AND TWO, WHICH IS STUDENT ACHIEVEMENT AND SCHOOL PROGRESS.

WHICHEVER OF THOSE DOMAINS IS THE HIGHEST, THAT DOMAIN COUNT 70 PERCENT.

SO YOU TAKE THE 70 PERCENT AND THE 30 PERCENT, AND THAT'S HOW THEY GET OUR RATING.

BACK IN 2019, WE WERE AT 90.3 AS A DISTRICT, WHICH EQUATED TO AN A RATING.

IN OUR MOST RECENT ACCOUNTABILITY, WE CAME IN AS A B AT 88.4.

WE ARE WITHIN TWO POINTS OF WHERE WE WERE PRE-PANDEMIC.

AGAIN, THIS DOESN'T JUST HAPPEN BY CHANCE.

IT HAPPENS BECAUSE WE HAVE AMAZING TEACHERS DOING INCREDIBLE WORK.

STUDENT ACHIEVEMENT IS CALCULATED BY LOOKING AT FOUR DIFFERENT COMPONENTS, STAAR OR EOC PERFORMANCE, THAT'S BASICALLY HOW THEY DID ON THE TEST, COLLEGE CAREER, MILITARY READINESS, AND GRADUATION RATE.

THEY DO ALL THESE FANCY FORMULAS AND EACH ONE OF THOSE COUNTS, 40, 40, AND THEN 20, AND THEY USE THAT CALCULATION TO DETERMINE OUR OVERALL RATING FOR DOMAIN 1.

YOU CAN SEE IN STUDENT ACHIEVEMENT OUR RATING WAS AN 89.

YOU CAN SEE RELATIVE PERFORMANCE WAS OUR HIGHEST OF THOSE TWO COMPONENTS, WHICH WAS AN 86.

THAT WAS OUR SCHOOL PROGRESS RATING.

TO COMPARE TO 2019, YOU CAN SEE IN 2019 WE WERE AT 90, SO WE WERE FOUR POINTS LOWER, BUT AGAIN, VERY CLOSE TO WHERE WE WERE PRE-PANDEMIC.

JUST AS A REMINDER, STUDENT ACHIEVEMENT WAS AN 89 AND THEN SCHOOL PROGRESS WAS AN 86.

AND YET MANY OF THEM ARE REQUIRED TO TAKE ON GRADE-LEVEL TEST.

THERE'S A BIG DISCONNECT WITH THAT, SO OUR FOCUS IS JUST ENSURING THAT NO MATTER WHERE THEY ARE, WE'RE PROVIDING RIGOROUS INSTRUCTION FOR THEM SO THAT WE CAN AT LEAST GET THAT GROWTH MEASURE.

BUT THERE IS A DISCONNECT WHEN YOU HAVE STUDENTS THAT BY ACCOMMODATION ARE RECEIVING BELOW GRADE LEVEL TICKS, BUT ARE REQUIRED TO TAKE AN ON-GRADE LEVEL TEST.

MAKING SURE THAT WE LOOK AT THE CURRICULUM AND SAY, HEY, IF WE'RE GOING TO INTRODUCE THIS NEW CONCEPT THAT WE KNOW CAN BE TROUBLING OR HARD TO GRASP, WE KNOW OUR ECONOMICALLY-DISADVANTAGED KIDS MAY NOT HAVE HAD THE SAME EXPERIENCES AND KNOW THE SAME VOCABULARY.

LOOKING FOR WAYS TO PRE-TEACH SOME OF THOSE SKILLS BEFORE WE GET TO THE ACTUAL MEET OF THE CONTENT.

WE DO THAT A LOT WITH SPECIAL POPULATIONS, WITH ECONOMICALLY-DISADVANTAGED KIDS AND OUR ELL LEARNERS WHERE ACADEMIC VOCABULARY IS A STRUGGLE.

BUT WE WENT AHEAD THIS LAST YEAR AND DECIDED WE WERE JUST GOING TO BITE THE BULLET AND DO IT AND WORK OUT THE KINKS.

I WILL TELL YOU THAT THE ADULTS WERE MORE SCARED OF IT THAN THE KIDS AND THE KIDS, THEY TAKE MAP TEST ONLINE.

THEY DO SO MUCH ONLINE NOW THAT IT REALLY WASN'T A BIG LEARNING CURVE FOR THEM, WE DID STILL GIVE SOME PAPER TEST FOR KIDS WITH ACCOMMODATIONS.

BUT IF YOU WERE A KID WITHOUT ANY ACCOMMODATIONS, YOU TOOK THE TEST ONLINE AND AGAIN, WE DIDN'T HAVE ANY KIDS THAT COULDN'T COMPLETE IT.

IT'S VERY INTUITIVE.

IT HAS LITTLE BARS THAT YOU CAN CLICK TO HIGHLIGHT, YOU'RE RIDING ON THERE.

I THINK THE KIDS DID REALLY WELL.

NOW, HOW THAT IMPACTED SCORES, I'M NOT SURE.

THE NOTICE OF THE PUBLIC MEETING TO DISCUSS THE BUDGET AND PROPOSED TAX RATE WAS PRESENTED TO YOU ALL ON JUNE 28, 2022 WHEN WE ADOPTED OUR BUDGET, AND NOW WE'RE GOING TO GO FINISH OUT.

HERE'S THE REGULAR MEETINGS.

WE HAD OUR CALLED BOARD MEETING ON MAY 17TH.

IT WAS A BUDGET WORKSHOP.

WE HAD OUR 28TH BUDGET ADOPTION, AND NOW THAT AUGUST 23RD TO ADOPT THE TAX RATE.

HERE IS THE MAPPING OF HOW TO GET FROM POINT A TO POINT B AND WHEN WE START WITH THE CERTIFIED VALUES, WE ADOPTED THE TAX RATE ON JUNE 28.

THE CERTIFIED VALUES CAME IN ON JULY 25TH, AND THAT IS WHAT WE BASE OUR TAX RATE ON, IS THOSE VALUES FROM THE APPRAISAL DISTRICTS.

TEA TAKES THOSE CALCULATIONS THAT WE PROVIDE THEM AND USE THAT TO DO THE MAXIMUM COMPRESSED TAX RATE AND APPROVE THOSE BACK TO THE DISTRICTS.

WE HAVE ALREADY DONE THAT.

WE RECEIVED THE APPROVAL FROM THE TEXAS EDUCATION AGENCY, AND NOW WE HAVE TO HAVE THAT DONE BY SEPTEMBER 30TH OR 30-60 DAYS BEFORE CERTIFYING.

HOW DID THE VALUES COME UP? IN TARRANT COUNTY, THOSE VALUES WENT UP 12 PERCENT, JUST A LITTLE OVER 12 PERCENT.

IN JOHNSON COUNTY, IT WENT UP A LITTLE OVER 26, ALMOST JUST SHY OF 27 PERCENT.

BUT OVERALL, THE VALUE AS YOU CAN SEE IS 16.9 BILLION.

FROM THE PRIOR YEAR TO THIS YEAR IS 19.22 BILLION, OR 13.17 PERCENT INCREASE.

YOU MAY RECALL IN OUR BUDGET, WE HAD 10 PERCENT ESTIMATE IN OUR PROPERTY VALUES.

WE WERE JUST ABOVE THAT 13 PERCENT, WHICH MEANS WE DIDN'T HAVE TO DO ANOTHER NOTICE BECAUSE THE PROPERTY TAXES DIDN'T GO ABOVE WHAT WE HAD IN OUR NOTICE.

IN SIMPLISTIC TERMS, WHEN WE TALK ABOUT THE MAXIMUM COMPRESSED TAX RATE, IF THE AVERAGE PROPERTY VALUES INCREASE IN THE STATE COMPTROLLER, WHICH WAS AN ESTIMATE OF 4.36 PERCENT, IF THEY GO ABOVE THAT, THEN WE NEED TO DROP OUR TAX RATE.

THE I&S IS THE RED THAT SUPPORTS OUR BOND PAYMENTS AT 0.36.

STUDENTS IN THE SCHOOLS ARE STRUGGLING IN CORE SUBJECTS.

AT A RECENT SCHOOL BOARD MEETING, I SPOKE ABOUT THE BOARD'S GOAL OF HOW MUCH TIME TO SPEND ON ACADEMIC ACHIEVEMENT.

YOUR CURRENT GOAL THAT WAS PASSED IS 40 PERCENT, YOUR PAST GOAL WAS 32 PERCENT.

I STILL BELIEVE THAT CONSIDERING THAT THE SCHOOL BOARDS NUMBER ONE FOCUS SHOULD BE ACADEMIC ACHIEVEMENT, THAT GOAL SHOULD BE HIGHER.

THEY DONATED $100,000 TO THE DISTRICT. THAT'S HUGE.

THAT'S NOTEWORTHY UNIT OF ITSELF BASED ON ALL OF THE LONGSTANDING YEARS OF RELATIONSHIPS THAT WE'VE HAD WITH THEM.

THEY DONATED $100,000 TO THE DISTRICT AROUND $26,000 OF THAT WENT TO STUDENT NUTRITION TO BE ABLE TO CLEAR OUT DEBT FOR SOME OF OUR STUDENTS.

THE OTHER REMAINING FUNDS FOR THAT WENT TO THIS PARTICULAR COORDINATOR POSITION.

THEY'RE GOING TO ACTUALLY SUPPORT THIS PARTICULAR POSITION OVER A THREE-YEAR PERIOD OF TIME, AND THE STARTUP FUNDS TO BE ABLE TO DO THAT, DR. STOKER HAVE ALREADY REFERENCED THAT IT'S FOR A MENTOR PROGRAM, VOLUNTEER PROGRAM, AND ALSO WORKING WITH OUR BUSINESS PARTNERSHIPS.

IT'S TWOFOLD. IT'S REALLY ESTABLISHING A POSITION THAT'S GOING TO HAVE A DIRECT SUPPORT TO THE CAMPUSES.

FOR A WHILE NOW, WE'VE HAD THESE DIFFERENT TYPES OF PROGRAMS THAT HAVE BEEN OUT THERE, BUT WE HAVEN'T HAD ANYONE TO REALLY COORDINATE THOSE EFFORTS, SO THAT'S GOING TO OCCUR.

IN THE SUSTAINABILITY COMPONENT OF THIS, IT'S REALLY TIED TO THE ADVERTISING PIECE OF IT.

WE HAVE A REALLY DECENT ADVERTISING PROGRAM THAT'S IN PLACE NOW, BUT WE WILL BE ABLE TO EXPAND THAT WITH THIS PARTICULAR POSITION, SO EVERYTHING GOING ACCORDING TO THE WAY THAT IT SHOULD WORK.

WE WON'T SEE AN IMPACT TO THE DISTRICT AS IT RELATES TO THIS POSITION BECAUSE WE HAVE THE STARTUP FUNDS COMING FROM COMMON GROUND.
