[5. Meeting Opening]

THE WELCOME AND OUR STATEMENT OF PURPOSE.

LET ME BEGIN BY THANKING THE PRESIDENT AND MEMBERS OF THE MISD BOARD OF TRUSTEES, MADAM SUPERINTENDENT.

THANK YOU ALL FOR AGREEING TO MEET THIS EVENING.

LET ME ALSO CONGRATULATE THE NEWER BOARD MEMBERS ON A HARD-FOUGHT RACE.

OUR PRESENCE TONIGHT IS IMPORTANT BECAUSE THE COMMUNITY MUST KNOW THAT WE ARE PARTNERS IN SERVICE.

COMMUNITY MUST KNOW THAT WE ARE TOGETHER, AND WHEN WE WORK TOGETHER THEN WE ARE MAKING OUR COMMUNITY BETTER.

IT IS MY HOPE THAT, FOR THOSE WHO ARE LISTENING, THESE TYPE MEETINGS TAKE PLACE AT LEAST TWICE A YEAR AND THAT OUR JOINED CONSTITUENTS WILL KNOW THAT OUR EFFORTS OF WORKING TOGETHER WILL ONLY ENHANCE OUR DESIRE TO MAKE THE ENTIRE SOUTHEAST TERRELL COUNTY REGION A GREAT PLACE TO LIVE, LEARN, WORK, AND PLAY.

WITH THAT IN MIND, MADAM PRESIDENT, I'LL TURN IT OVER TO YOU.

>> WE'LL NOW MOVE TO OUR PRAYER PLEDGES.

I WILL ASK EVERYONE TO PLEASE RISE AS COUNCILWOMAN JULIE SHORT LEADS US INTO PRAYER, FOLLOWED BY OUR PLEDGES LED BY TRUSTEE WARREN DAVIS.

>> WILL YOU BOW YOUR HEADS WITH ME? LORD, YOUR WORD SAYS HOW GOOD AND PLEASANT IT IS WHEN WE DWELL TOGETHER IN UNITY.

I'M JUST THANKFUL LORD FOR THE UNITY THAT WE HAVE IN THIS ROOM BETWEEN THE BOARDS AND OUR CITIZENS, LORD, THAT WERE IN ONE MIND AND ONE SPIRIT TO SERVE OUR COMMUNITY, TO SERVE OUR CHILDREN, TO SERVE OUR CITIZENS TO THE BEST OF OUR ABILITY, AND TO GIVE YOU HONOR AND PRAISE AS WE DO IT.

WE THANK YOU FOR EVERYONE HERE TONIGHT AND THE FAMILIES THEY REPRESENT.

WE PRAY PROTECTION OVER OUR FIRST RESPONDENT [NOISE] AND OUR CITY AS A WHOLE AND THE MISD.

LORD, WE THANK YOU THAT YOU'VE CALLED MANSFIELD AND MISD TO BE THAT CITY ON A HILL TO BE AN EXAMPLE FOR THOSE AROUND US, THOSE IN THIS REGION AND STATE, AND IN OUR COUNTRY OF HOW A COMMUNITY CAN LOOK WHEN THEY WORK TOGETHER.

WE THANK YOU FOR THE OPPORTUNITY TO WORK TOGETHER, TO BRING PEACE AND LOVE TO OUR COMMUNITY, AND TO SHARE WITH EACH OTHER THE IDEAS THAT YOU GIVE US.

WE JUST ASK YOU TO BLESS THIS TIME TOGETHER AND WE GIVE YOU YOUR GLORY AND PRAISE, IN JESUS' NAME. AMEN.

>> AMEN. [NOISE]

[00:05:03]

>> PLEASE JOIN ME, PLEDGE OF ALLEGIANCE.

>>

>>

>> WE DO WHAT MAYOR EVANS JUST SAID AND WE DO WELCOME EVERYONE HERE FOR A JOINT MEETING AND WE WANT TO HAVE THESE FAIRLY AS OFTEN AS POSSIBLE.

I KNOW EVERYONE IS SUPER BUSY THEMSELVES SOMETIMES AS HE STATED AND THAT YOU STATED IN YOUR PRAYER COUNCILWOMAN THAT IT'S JUST NICE TO HAVE A COMMUNITY THAT WORKS TOGETHER IN ALL ASPECTS AS POSSIBLE BECAUSE IT REALLY IS A TEAM THAT MAKES IT.

JUST SO YOU KNOW, IT IS A BUSY TIME OF THE YEAR FOR THE DISTRICT AND THAT'S WHY WE'RE HERE AND NOT IN OUR REGULAR BOARD SPACE THAT WE'RE AT THE CENTER.

THEY'RE GETTING SET UP FOR ALL KINDS OF EVENTS. CHECK OUT THE WEBSITE.

[LAUGHTER] WITH THAT, I'LL MOVE TO ITEM 6, OUR PUBLIC COMMENTS.

[6. Public Comments]

[NOISE] THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD, AND IN THIS CASE, THE COUNCIL, YOUR PUBLIC COMMENTS IS AS FOLLOWS.

EACH SPEAKER SHOULD ADDRESS THE BOARD FROM THE PODIUM MICROPHONE, TABLE MICROPHONE AND STATE HIS OR HER NAME BEFORE SPEAKING.

ALL SPEAKERS WILL BE LIMITED TO THREE MINUTES TO MAKE COMMENTS REGARDING ITEMS ON THE AGENDA UNLESS MODIFIED BY THE BOARD PRESIDENT BASED ON BOARD POLICY, BED LOCAL.

COPIES OF PRESENTATION SHOULD BE MADE AVAILABLE TO ALL TRUSTEES AND THE SUPERINTENDENT, AND ALSO COUNSEL AT THIS TIME.

BOARD POLICY PROHIBITS THE DISCUSSION OF COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.

DO WE HAVE ANY SPEAKERS? ALL RIGHT THEN WE WILL MAKE BOARD AND I WILL LET MAYOR EVANS [NOISE] TAKE IT FROM HERE ON.

>> YES, MA'AM. THANK YOU VERY MUCH.

BEFORE I MOVE FORWARD, I WANTED TO HIGHLIGHT THE COVER LADY.

[LAUGHTER] I DON'T THINK IT'S PC TO SAY A COVER GIRL ANYMORE, BUT [LAUGHTER] COVER LADY TO OUR SUPERINTENDENT AND CONGRATULATION JUST ON THE GREAT JOB, GREAT WORK THAT SHE CONTINUES TO DO FOR OUR KIDS, FOR OUR COMMUNITY AND WE APPRECIATE DR. CANTINA.

THANK YOU. WE PUT OUR HANDS TOGETHER. [APPLAUSE] ALL RIGHT. AS WE MOVE TO OUR WORK SESSION,

[Items 7.1. & 7.3.]

WE HAVE THE MISD AND THE CITY WORKING TOGETHER ON MUTUALLY BENEFICIAL PROJECTS.

ALSO I BELIEVE THAT WE'RE GOING TO COMBINE ONE AND THREE.

JOINT MARKETING BETWEEN MISD AND THE CITY.

WE'RE GOING TO ASK MR. DONALD WILLIAMS AND BERNIE MCCREIGH.

THEY WILL COME AND PREP FOR THE PRESENTATION.

>> BERNIE AND I HAVE HAD A GREAT CONVERSATION OUT IN THE HALLWAY OF YOU GUYS DOING A CLOSED SESSION.

EVEN OUT THERE, WE WERE ARRANGING AND MAKING DEALS AS FAR AS SUPPORT [LAUGHTER] FOR THE BACK-TO-SCHOOL BASH.

SAYING I'M GOING TO CALL THE CITY.

THOSE GUYS GETTING STARTED BEFORE I DO IN THE MORNING, BUT THEY'RE GOING TO TAKE CARE OF YOU.

EVEN IN THIS MOMENT WITH THIS MEETING, IT WAS ABOUT PARTNERING AND WORKING TOGETHER TO MAKE IT HAPPEN.

SHE WAS SO GENEROUS.

I WAS TALKING WITH THEM ABOUT THE FACT THAT [NOISE] IT WAS VOID OF LOSING A MEMBER OF MY TEAM AND I WAS EVALUATING AND ASSESSING WHAT HER TEAM LOOK LIKE TO SEE IF WE CAN POACH SOMEONE.

[LAUGHTER] THEY NEVER MISS AN OPPORTUNITY TO ENGAGE IN PARTNERSHIPS.

[OVERLAPPING]

>> DON'T DISRUPT THE HARMONY, PLEASE.

>> OKAY. I WANTED TO BE ABLE TO VISIT.

WE TALKED A LOT TODAY AND WE WISH TERESA WELL WITH REGARDS TO BEING AWAY AND ENJOYING MUCH NEEDED TIME OFF TOGETHER AND HAPPY ANNIVERSARY TO HER AND HER HUBBY.

WE PUT TOGETHER THIS PRESENTATION TODAY TO JUST REALLY OUTLINE SOME OF THE GREAT PARTNERSHIPS THAT WE ALREADY CURRENTLY HAVE IN PLACE.

I'M GOING TO HIT ON A COUPLE OF THOSE AND THEN ALSO BERNIE TO TALK ABOUT A COUPLE OF THEM AS WELL.

THIS SATURDAY IF YOU DON'T HAVE ANYTHING GOING ON.

OUR BACK-TO-SCHOOL BASH IS GOING TO TAKE PLACE.

WE'RE LOOKING AT ANYWHERE FROM 14-15,000 INDIVIDUALS WITHIN OUR COMMUNITY THAT'S GOING TO BE THERE. KIDS AND FAMILIES.

AT THE END OF THE DAY, IT'S ABOUT KIDS AND FAMILY.

IT'S ABOUT OUR COMMUNITY THAT WE ALL SO LOVE.

IT'S WORTH MAKING A DIFFERENCE IN THE LIVES OF THOSE INDIVIDUALS.

THAT'S WHAT WE'RE LOOKING AT THERE WITH REGARD TO THE BACK-TO-SCHOOL, BASH, I WANTED TO REFERENCE THAT PARTICULAR ONE AND THEN ALSO WE'LL HIT ON THIS ONE.

THEN I'M GOING TO TURN IT OVER TO BERNIE.

MEN WE HAD A TREMENDOUS REALTOR EVENT THAT TOOK PLACE.

THAT'S ANOTHER EXAMPLE OF THE PARTNERSHIP THAT WE HAVE AS FAR AS WORKING TOGETHER TO MAKE A DIFFERENCE IN THE LIVES OF KIDS AND FAMILY, MAKING A DIFFERENCE IN THE LIVES OF OUR COMMUNITY. TURN IT OVER TO YOU.

>> SURE AND SO SOME OF THE BIG EVENTS THAT MOST OF YOU-ALL ARE PROBABLY AWARE OF, ARE VETERANS DAY PARADE AND SALUTE.

[00:10:01]

THAT'S COMING UP SATURDAY, NOVEMBER 5TH.

THERE'LL BE A LOT OF INFORMATION COMING OUT REALLY QUICKLY ABOUT THAT.

WE WENT BIG LAST YEAR AND SO WE'RE CONTINUING THAT.

THEN WE JUST LIKE DOING THINGS BIG.

WE'RE PARTNERING FOR HOMETOWN HOLIDAYS AND TOYS FOR TOTS.

WE JUST HAD OUR FIRST COLLABORATIVE MEETING WITH FLOW IN THE CENTER.

WE'RE VERY EXCITED.

WE HAVE FOUR DAYS OF FUN COMING.

AGAIN, THERE'S MORE INFORMATION COMING, WE'RE WORKING OUT SOME OF THOSE DETAILS, BUT IT'LL BE AMAZING.

WE HAVE OUR REGULAR SPRING CREEK BARBECUE CLASSICS THAT WILL BE HAPPENING IN DECEMBER THAT BRINGS TONS OF PETS AND BAGS AND FOLKS TO VISIT MANSFIELD.

IT'S A GREAT EVENT. WE LOVE PARTNERING WITH MISD ON THAT.

THEN SHAMELESS PLUG MANSFIELD UNIVERSITY STILL HAS APPLICATIONS OPEN FOR FREE CIVIC ACADEMY, THOSE ARE DUE ON AUGUST 5TH.

I BELIEVE ONE OF YOUR MEMBERS HAS APPLIED.

IF ANYONE ELSE IS INTERESTED, GO AHEAD AND GET THOSE APPLICATIONS THEN.

BUT THOSE ARE SOME OF THE PLACES THAT WE ARE CURRENTLY WORKING TOGETHER.

>> WELL SAID AND AS ALWAYS WHEN YOU TALK ABOUT THE EVENTS, EVERY EVENT THAT WE HAVE, IT GIVES US AN OPPORTUNITY TO BE ABLE TO PROMOTE OUR BRAND TOGETHER.

BECAUSE CITY OF MANSFIELD IT IS A TREMENDOUS PLACE.

I REMEMBER SEVEN YEARS AGO.

YOU PROBABLY HEAR ME SAY THIS.

WHEN I CAME HERE IT WAS EUPHORIC.

I WAS LIKE, WOW WHAT A GREAT PLACE TO LIVE, LEARN AND TEACH, WORK AND PLAY.

WE WANT TO KEEP THAT GOING AND SO WHAT DOES THE NEXT SIX MONTHS LOOK LIKE? WHAT DOES THE NEXT YEAR LOOK LIKE AS IT RELATES TO OUR PARTNERSHIP AND WORKING TOGETHER? WHAT WE WANT TO DO AT THIS PARTICULAR POINT IN TIME IS TO ASK IF YOU HAVE ANY QUESTIONS ABOUT WHERE WE'RE AT IN THE PARTNERSHIPS THAT WE HAVE IN PLACE NOW.

THEN ALSO TO GET FEEDBACK FROM YOU.

WHAT IDEAS DO YOU HAVE FOR US AS STAFF AS FAR AS MOVING FORWARD IN OUR RELATIONSHIP TOGETHER, IN OPPORTUNITIES THAT MAY BE OUT THERE.

JUST REALLY OPENING IT UP TO YOU AND YOU'RE GIVING US FEEDBACK OF COURSE SOME OF THE THINGS THAT YOU'RE SEEING AND SOME OF THE THINGS THAT YOU WOULD LIKE TO SEE.

>> I HAVE A QUESTION.

THE UNIVERSITY, IF SOMEONE FROM MISD HAS APPLIED FOR IT, IS IT ADVERTISED OR DOES MISD PUT IT ON THEIR WEBSITE ABOUT ANY OF THESE EVENTS LIKE THIS? TO SPREAD THE LOVE THAT THIS IS A GREAT OPPORTUNITY FOR PEOPLE TO COME AND LEARN ABOUT OUR CITY AND MEET SOME OF US TOO FROM THE CITY?

>> WE HAVE NOT.

BUT AS A PART OF THIS WHOLE FEEDBACK THAT WE'RE HAVING AND TALKING ABOUT IT.

WE COULD DEFINITELY LOOK AT THEM.

ABSOLUTELY. THANK YOU FOR THAT BECAUSE WE HAVEN'T DONE SO.

WE'VE TALKED ABOUT IT JUST IN CONVERSATION WITH ONE ANOTHER, BUT TO BE ABLE TO PROMOTE IT AND TO TOUT IT AND PUT IT OUT THROUGH OUR SOCIAL MEDIA AND THAT NATURE NO, BUT WHAT WE DO [LAUGHTER] IS THE FACT THAT WHEN WE SEE SOMETHING ON YOU SIDE, WE CAN RETWEET IT, IN THE ACCOUNT.

BECAUSE YOU HAVE IT ON YOUR SOCIAL MEDIA PAGE.

>> WE DO AND WE HOLD AND WE OPEN.

WE SPECIFICALLY HAVE SPOTS FOR MISD, FOR MISD TEACHERS OR STAFF OR ANYBODY THAT WANTS TO PARTICIPATE ALONG WITH RESIDENTS AND, OR STUDENTS THAT IF THEY'RE 16 AND UP AT THE TIME THE CLASS STARTS.

>> ANY OTHER QUESTIONS?

>> YES, MR. LEWIS?

>> OUR PARKS DEPARTMENT IS CURRENTLY DOING A MASTER PLAN FOR KATHERINE ROSE PARK.

THEY'VE GOT A COUPLE OF OTHER MEETINGS COMING OUT WITH ONE AREA THIS THURSDAY, THEY'RE DOING SPECIAL NEEDS FAMILIES GIVING THEIR FEEDBACK SESSION OR WHAT YOU'VE SEEN IN OTHER COMMUNITIES THEY LIKED AND WHAT ALSO DIDN'T WORK.

BECAUSE WE'RE COMPLAINING THAT WE WANT TO MAKE SURE THAT KATHERINE ROSE AND THE REMODEL IS VERY INCLUSIVE FOR CHILDREN OF ALL ABILITIES.

I DON'T KNOW IF WE'VE TAPPED IN ENOUGH FROM THE CITY-LEVEL TO THE SCHOOL DISTRICT BECAUSE YOU GUYS HAVE THOSE COMMUNITY IN YOUR SETUP, TO HAVE SUB HOPS, WE HAVE DIFFERENT COMMUNITY WHERE WE CAN ACTUALLY REALLY PROBABLY BENEFIT FROM THAT, BUT ALSO LETTING THOSE FAMILIES KNOW WITHIN THE SCHOOL DISTRICT WHEN WE HAVE A SPECIAL MEETING BETTER THAN THE SCHOOL DISTRICT WHO HAS THE SPECIAL NEEDS FAMILIES.

YOUR ACCESS TO THEM. I THINK WE COULD DO A BETTER JOB TAPPING INTO THEM AS A RESOURCE FOR THAT.

>> RIGHT NOW, HOW ARE YOU-ALL ADVERTISING TO THOSE FAMILIES? [OVERLAPPING]

>> JUST THE GENERAL MARKETING CHANNELS, LIKE SOCIAL MEDIA THROUGH THE PARKS DEPARTMENT, THROUGH COUNCIL MEMBERS TELLING PEOPLE FOR THAT PARTICULAR MEETING.

BUT IT'S NOT BEEN A REALLY EASY ONE THAN IF WE HAD GONE THROUGH SCHOOL IF YOU-ALL HAVE THAT. [INAUDIBLE]

[00:15:05]

>> I WAS JUST THINKING IT WOULD BE IF THEY WERE AT COMMUNITY CONVERSATIONS WHERE THERE'S A TWO-WAY DIALOGUE AND ASPIRATION TOWARDS WHAT COMES UP OFF OF THAT INFORMATION.

>> I DON'T KNOW DID YOU HEAR THAT, DONALD?

>> I DID IT.

>> SHE'S DONE THE CLEANING CONVERSATIONS AND GOING OFF THE THAT I THINK THERE MAY BE AN IDEA FOR THE FUTURE EVENT.

YOU-ALL KNOW WHAT THOSE ARE, AND THAT'S WHAT WE TRUST.

THESE HAVE AS MUCH TOWN HALLS SO THAT WE DON'T HAVE A FORUM THERE SO THAT WE CAN HAVE TWO-WAY CONVERSATIONS BECAUSE WE DON'T AT OUR MEETINGS.

MAYBE THERE'S SOME TIME WE COULD DO A JOINT ONE COUPLE OF YEARS LATER.

>> DO A JOINT ONE, AND EVEN WITH ESTABLISHING THE AGENDA, HAVE SOME SPECIFIC THINGS ON THE AGENDA THAT'S GOING TO DRIVE THE AUDIENCE AS FAR AS BEING A PART OF IT.

>> GETTING THE SETUP. THEY HAD THE LARGEST ONE IN IT.

[NOISE]

>> WHEN YOU TALK ABOUT SPECIAL NEEDS STUDENT POPULATION, EVEN CONNECTING WITH INDIVIDUALS WHO LEAVE THAT FOR US WITHIN THE DISTRICT.

I THINK THAT WOULD GO A LONG WAY BECAUSE THEY HAVE THOSE INDIVIDUALS AS A PART OF A EMAIL BLASTS AND PUSHING THAT INFORMATION OUT.

IT'S REALLY TARGETING THOSE INDIVIDUALS AND GETTING THAT INFORMATION TO THEM.

>> WE'RE DOING A REALLY GOOD JOB AT THE CITY LEVEL OF SEEKING PUBLIC INPUT AND TRYING TO COME UP WITH PLANS FOR OUR FUTURE.

YOU GUYS HAVE DONE A FANTASTIC JOB IN THE SCHOOL DISTRICT THINKING 20 YEARS AHEAD AND MAKING SURE THAT YOU JUST WITH OUR COMMUNITY AS PLUGGED INTO THE SCHOOL DISTRICT BECAUSE IT IS WE HAVE OPPORTUNITIES, NOT SPECIALTY ENTERTAINMENT, BUT ACROSS THE BOARD.

IF WE'RE TRYING TO SAY, HERE'S WHAT THE VISION IS FOR MANSFIELD IN 2040.

UTILIZING YOU GUYS LITERALLY HAVE VISION 2030 FLIGHT.

YOU HAVE THOSE THINGS, BUT WE DEFINITELY COULD UTILIZE THE SCHOOL DISTRICT PAMPHLET IF WE ALL SHARE. [NOISE] [LAUGHTER]

>> ANY OTHER QUESTIONS?

>> SORRY. WILL YOU HIGHLIGHT OUR INTERNSHIP ON PROGRAM BECAUSE MOST OF THOSE YOUNG PEOPLE COME FROM MISD?

>> SURE. [NOISE] OVER THE LAST YEAR, NICOLETTE ROUTI WHO'S NOW OUR REGULATORY COMPLIANCE DIRECTOR HAD WORKED ON WITH ALONG WITH COUNCIL AND MANAGEMENT TO START AN INTERNSHIP PROGRAM THAT HAS BEEN VERY SUCCESSFUL.

OUR VERY FIRST HIGH-SCHOOLER, BREE, WAS OUR FIRST GRADUATE OF OUR INTERNSHIPS, SO SHE WILL FOREVER BE OUR FIRST INTERN.

BUT SINCE THEN, WE'VE HAD SOME GREAT FOLKS COMING THROUGH.

I KNOW WHY BREE WAS VERY SAD TO LET GO OF ONE OF THEIR INTERNS THAT FINISHED.

YOU WAS ONLY TRYING TO FIGURE OUT HOW SHE CAN HIRE HIM.

[LAUGHTER] WE'VE HAD SEVERAL SEMESTERS OF COLLEGE STUDENTS THAT ARE JUST NOW FINISHING UP AND SO FOR US IT'S REALLY IMPORTANT TO MAKE SURE AND WE'LL DO BETTER ABOUT MAKING SURE THAT EVERYONE HERE HAS CLICKED IN AS WELL AS THE PUBLIC ABOUT THE INTERNSHIP PROGRAM BECAUSE THAT'S HOW WE ALSO SELFISHLY FEED OUR PIPELINE OF FOLKS TO KNOW, HEY, THIS IS A GREAT SPOT TO BE IN.

THIS IS HOW YOU CAN HELP SERVE YOUR COMMUNITY.

>> I ALSO HAVE A QUESTION.

>> SURE.

>> WHAT IS IT, 16 OVER OR HIGH SCHOOL OR WHERE DOES IT START?

>> SO EACH YEAR THERE'S DIFFERENT ONES.

I DON'T KNOW WHAT THE ACTUAL LINK THE SPECIFIC BREAKDOWN IS, BUT WE DO HAVE COLLEGE INTERN OPPORTUNITIES AND THEN WE ALSO DO HAVE HIGH SCHOOL, WHICH TENDS TO BE THAT JUNIOR, SENIOR LEVEL, WHERE THEY ARE LOOKING FOR THAT WORK OPPORTUNITY.

>> THAT WE'VE MADE.

>> WE GO ROUND AND THEN YOU PLACE THEM AS THEY COME IN.

I GUESS I'M LOOKING FOR THE PROCESS.

>> SURE. YEAH. THERE'S AN APPLICATION PROCESS IN WHICH THEY APPLY AND GIVE US THEIR GENERAL INFORMATION THAT THEY'RE LOOKING FOR.

IF THEY'RE LOOKING FOR COMMUNICATIONS AND MARKETING, THEY'RE LOOKING FOR VOLUNTEER SERVICE.

WE INTERVIEW THEM TO GET TO KNOW THEIR ASPIRATIONS AND WHAT THEY WANT TO DO.

BREE WORKED WITH OUR CITY MANAGEMENT TEAM BECAUSE SHE ALREADY KNEW AS A SENIOR THAT SHE WANTED TO BE AN ENTREPRENEUR.

SHE GOT EXPOSED TO A LOT OF DIFFERENT AREAS, A LOT OF THE MANAGEMENT, DECISION-MAKING, THINGS LIKE THAT AND SO WE DO TRY TO PLACE PEOPLE WHERE THEIR ULTIMATE GOAL TO BE IN LIFE IS SO THAT THEY WALK AWAY WITH REAL-WORLD EXPERIENCE.

FOR THE RESUMES, FOR FUTURE JOBS OR OTHER INTERNSHIPS.

>> WE'RE NOT LOOKING FOR KIDS THAT WILL COME AND FILE PAPERWORK FOR THIS.

WE'RE LOOKING TO GIVE THEM REAL WORLD EXAMPLES, REAL-WORLD EXPERIENCES, EXPOSURE TO WHATEVER THEIR INTERESTS MIGHT BE.

THEY'VE ALSO FOUND WHAT THEY WANT.

[LAUGHTER] [OVERLAPPING] BUT I JUST EXTENDED A JOB OFFER TO A LADY NAMED FAITH WADDLING.

[00:20:02]

SHE HAS SINCE BEEN MARRIED.

SHE HAD HER LAST NAME NOW IS FAITH MORE.

SHE WAS FAITH WADDLING WHEN SHE WENT HERE.

SHE WAS IN OUR INTERNSHIP PROGRAM WHERE SHE INTERNED WITH US AND THEN WENT ON TO TEXAS HEALTH HOSPITAL WHERE SHE WAS OFFERED A REGIONAL MARKETING JOB AND WE DIDN'T LET HER GO.

WE WERE ABLE TO GET HER BACK.

SHE NOW WORKS FOR US.

SHE WILL BE THE ELLIPSE REPLACEMENT.

SHE WILL BE AN ASSISTANT TO THE CITY MANAGER IN OUR MANAGEMENT OFFICE.

SHE IS SPECTACULAR.

I HAD TO WRESTLE LEADERSHIP OVER AT THE HOSPITAL TO GET HER AWAY.

BUT SHE'S FANTASTIC.

SHE'S A PRODUCT OF MISD, PRODUCT OF OUR INTERNSHIP PROGRAM THAT WAS ONCE A STRATEGIC INITIATIVES THAT OUR CITY COUNCIL ASKED US TO ENTER INTO.

SO WE'RE REALLY PROUD OF HER, REALLY PROUD TO HAVE HER AND SHE'S GOING TO BE BE FANTASTIC.

>> I JUST STARTED.

>> IT WORKS.

>> YEAH. I'D LIKE TO ADD THOUGH, HOW MUCH I JUST APPRECIATE WHAT YOU ALL ARE DOING AND ALLOWING OUR STUDENTS TO BE A PART BECAUSE IT REALLY ALIGNS WITH VISION 2030 AND REALLY TYPICALLY THE CAREER AND LIFE READINESS PIECE, REALLY ACROSS THE WHOLE COLLEGE CAREER LIBRARIES.

THEY'RE GETTING ALL OF THOSE THINGS WHEN THEY'RE COMING IN FOR THOSE WITH REAL-WORLD EXPERIENCES.

IT ACTUALLY FITS IN WITH THE THINGS THAT THEY CAN WORK THROUGH AND THEIR STUDENTS WORK HARD SO I'M EVEN HELPING THE MOST STUDENTS.

>> I WAS JUST GOING TO SAY THE INTERNSHIP PROGRAM IS EXPANDING THE RURAL LIFE WORKING EXPERIENCE.

LEANNE TAMP WAS NO VERDICT BEEN BARBARA IS LEADING THAT UP FOR US.

WE REALLY APPRECIATE THE CITY WORKING WITH US THROUGH THE END.

BUT JUST AS AN EXAMPLE, WE WENT AND VISITED A VERY LARGE HOTEL.

CAN YOU NOT IN A TOO DISTANT PAST AND LEANNE WAS LIKE, THAT'S GREAT, WE KNOW YOU WANTED HOSPITALITY PEOPLE, BUT THIS IS A BIG FACILITY.

WHERE IS YOUR ENGINEERING PEOPLE AND ALSO THEY WERE DONE THERE.

WHERE'S YOUR SHUFFLED FROM THERE DOWN THERE? A WEEK BY THE TIME WE GET DONE THERE, WE HAD LIKE SIX BUSINESS CARDS AND SHE'S ALREADY GOT OPPORTUNITIES ON THEM FOR OUR KIDS.

WE ARE VERY THANKFUL MANSFIELD IS A CDS THE SAME WAY.

THERE'S SO MANY DIFFERENT AVENUES THAT THE KIDS CAN GAIN EXPERIENCE AND SO THAT'LL BE A BIG FOCUS FOR US, WE REALLY APPRECIATE FOR THAT.

>> WHEN THEIR INSURANCE, ANY LETTER B, THIS IN HERE, ANYBODY ELSE HAVING GETTING OUR SYSTEM IS THAT CLASS AND THEY'RE GOING THROUGH THEN BARBERING, IS THAT CORRECT?

>> YES.

>> THEY HAVE AN INTERNSHIP PROGRAM FOR THAT.

>>YES.

>> SO THEY'RE GETTING SCHOOL CREDIT AS WELL AS THINGS LIKE THAT.

>> YES. THEY CAN YES. THANK YOU, CINDY, FOR PAYING OR GIVING PEOPLE THAT THEY CAN RECEIVE MONEY AS WELL.

THAT'S CHANGED. THANK YOU FOR IT.

>> WELL, THANK YOU ALL VERY MUCH.

WE APPRECIATE IT.

>> AS WE CONTINUE TO EMBARK UPON THIS GREAT PARTNERSHIP TOGETHER.

TWO THINGS THAT ARE REALLY HAPPENING FOR US AS A DISTRICT, AND IT'S BEEN REFERENCED IS VISION 2030.

PLEASE JOIN US AS A CITY, AS A PART OF THAT IS WORTH MAKING OUR KIDS LIFE READY, CAREER-READY AND COLLEGE READY, AND WE'RE DOING THAT AND THAT THE PARTNERSHIP ACT EXISTS.

THEN ANOTHER ONE IS, THIS IS OUR HOUSE, AND IT'S ABOUT SAFETY AND SECURITY, SOCIAL EMOTIONAL LEARNING, STATUS AND COUNSELING, MISSING ONE RIGHT HERE.

THAT'S IT.

PLEASE JOIN US IN PARTNERING WITH US ON THOSE TWO REALLY HUGE CAMPAIGNS FOR US AS WE LAUNCH INTO THE 22-23 SCHOOL YEAR AND THAT'S ALL WE HAVE.

ANY OTHER QUESTIONS FOR US? ALL RIGHT. THAT WAS GREAT.

THANK YOU. [OVERLAPPING] [NOISE]

[7.4. Comparison of Demographics between MISD and the City]

>> [BACKGROUND] I AM 7.4 AND I BELIEVE ALL CASH TRANSFERS DON'T HAVE AN AGENDA COMPARISON OF [OVERLAPPING].

>> I CAN COME UP AND GIVE YOU A BRIEF OVERVIEW OF OUR LATEST TOMORROW.

>> THAT'S EXACTLY WHAT THE DIFFERENT [LAUGHTER].

>> HOW IS THE BONDS?

>> EVERYBODY SAYS SOME PEOPLE WILL HAPPEN.

>> SO THAT YOUR MARK THIS REPORT REALLY IS JUST, WE HAVE A COMPANY, THOSE ZONDA EDUCATION THAT DOES THIS FOR US AND REALLY THEY STUDIED THE HOUSING MARKET AND HOW'S THAT GOING TO IMPACT US REGARDLESS.

THEY MAKE PREDICTIONS. BUT AS YOU GUYS KNOW, THE HOUSING MARKET IT HASN'T SLOWED DOWN IN THE CITY OF MANSFIELD.

THE TWO AREAS, THE AREAS THAT CAN GET IMPACTED THE MOST FOR US IS STILL THE SOUTHEAST PORTION OF MANSFIELD.

THE TWO SCHOOLS THAT GET HIT THE HAPPIEST FOR US TO ELEMENTARY WAS OR NORWOOD ELEMENTARY, OUR NEW SCHOOL, AND THEN PERRY ELEMENTARY.

BOTH OF THOSE SCHOOL DISTRICTS CAMPUSES CONTINUE TO GROW AND OVER THE NEXT 5-6 YEARS, THOSE ARE THE ONES THAT ARE GOING TO HAVE THE MOST IMPACT IN REGARDS TO CAPACITY ISSUES.

WHEN YOU LOOK AT THAT, RIGHT NOW, LAST YEAR WE FINISHED UP WITH ABOUT 35,524 STUDENTS.

OUR DEMOGRAPHERS REPORT PROJECTS THAT IN

[00:25:02]

THE NEXT FIVE YEARS WILL PROBABLY BE AT AROUND 37,100, WHICH IS OUR EXPECTED GROWTH IS JUST UNDER ONE PERCENT A YEAR, IS WHAT THEY'RE EXPECTING.

SO 37,100 IN ABOUT FIVE YEARS, WHICH COULD HAVE SAID ABOUT 38,510 YEARS.

WHAT'S INTERESTING ABOUT THAT IS TYPICALLY, OR IN YEARS PAST IS PRETTY NOT THAT DIFFICULT MATH.

YOU GRADUATE 2,500 SENIORS, AND YOU HAVE 2,800 KINDERGARTENERS COME IN AND THEN THAT'S WHERE YOUR BALANCE.

WHAT'S UNIQUE RIGHT NOW IS ARGUED THAT'S NOT WHERE I BROKE THIS, IS THIS YEAR WE GRADUATED JUST OVER 2,500 SENIORS AND WE'RE NOT WE'RE ONLY GOING TO HAVE 2,200 KINDERGARTENERS COMING BACK IN.

WHERE WE'RE SEEING OUR GROWTH IS REALLY IN THIRD, FOURTH, FIFTH, SIXTH, SEVENTH, AND EIGHTH GRADE IS WHERE WE'RE SEEING THOSE IMPACTS, ANY JUMPS AROUND ONE YEAR FROM YEAR TO YEAR IN THE FUTURE, IT'S THIRD GRADE AND THEN ONE YEAR YOU GET SEVENTH GRADE.

SO THAT'S REALLY WHAT'S UNIQUE IS IT'S NOT THEY GO OUT AND AS POPULATION GROWS, THEY JUST COME IN MORE.

WE'RE REALLY SEEING IN OUR GROWTH NUMBERS IN THE MIDDLE GRADES FROM THIRD GRADE TO EIGHTH GRADE.

THAT'S JUST A GENERAL OVERVIEW.

EVERYTHING IS STILL GOING GREAT.

WE EXPECT ONE PERCENT GROWTH STUDENT WAS OVER THE NEXT 10 YEARS.

PEOPLE WANT TO COME TO MANSFIELD AND WE'RE HERE TO TEACH THEIR KIDS.

CAN I OPEN FOR QUESTIONS?

>> YES, MS. BOWLES.

>> THANK YOU.

YOUR GROWTH YOUR GRADUATED IN 25,000 SENIORS.

>> TWENTY FIVE HUNDRED. SORRY. [LAUGHTER].

>> MY GOD [NOISE] [LAUGHTER]. [OVERLAPPING]

>> TWENTY TWO HUNDRED KINDERGARTENERS COMING IN, CORRECT?

>> ABOUT THAT. LET ME GIVE YOU A LITTLE BIT BETTER EXACT NUMBER.

THIS NEXT YEAR WE'RE EXPECTING ABOUT 2,273 KINDERGARTNERS, THAT'S CORRECT AND WE GRADUATED 2,819.

>> YOU'RE SEEING YOUR GROWTH FOR THE MOST PART IN THE MIDDLE YEAR IS THIRD, FOURTH, FIFTH AND SIXTH UP TO EIGHTH.

WHAT'S HAPPENING WITH THE KINDERGARTNERS, FIRST GRADERS AND SECOND GRADERS? WE DON'T SEE A BIG GROWTH THERE.

>> WELL, TWO YEARS AGO, THE STATEWIDE TOOK A HIT ON KINDERGARTNERS BECAUSE OF [NOISE] COVID AND PEOPLE HAD THE OPTION AND DIDN'T SEND THEIR KIDS TO SCHOOL.

THAT'S ONE IMPACT.

STATEWIDE KINDERGARTEN IS DOWN STILL BECAUSE OF THAT.

WE ARE GOING TO SEE A JUMP IN FIRST GRADE BECAUSE THEY'RE COMING BACK IN REGARD TO THE TREND.

WHAT'S FUNNY, I DON'T WANT TO GET TOO FAR OFF TRACK, IF YOU LOOK AT THE STATES POPULATION ENROLLMENT STAYS PRETTY LINEAR.

WHEN THE PANDEMIC HIT A GROUP OF KIDS, IT'S IN THE DEMOGRAPHIC REPORT, I CAN'T GET THE EXACT NUMBER.

BUT LET'S JUST SAY A 150,000 [NOISE] KIDS STATEWIDE STILL DIDN'T COME BACK TO SCHOOL.

THOSE KIDS NEVER CAME BACK TO SCHOOL.

EVERYBODY TOOK A DIP AND THEN THE LINE IS PICKED RIGHT BACK UP.

THE QUESTION IS, WHERE ARE THOSE KINDERGARTNERS, FIRST GRADERS, AND SECOND GRADERS? MY BEST GUESS, IS WITH THE AVERAGE PRICE OF HOMES AND MANSIONS BEING WHAT IT IS, THERE MAY NOT SEE AS MUCH AVAILABILITY FOR YOUNG FAMILIES THAT HAD THE YOUNGER KIDS.

NOW, THAT'S MY GUESS.

>> WE TOUCHED ON THIS FOR SEVERAL DAYS, THIS HAS BEEN FOR A LONG TIME AND OUR NUMBERS FROM [NOISE] KINDERGARTEN BABIES HAS ALWAYS BEEN A LOT LOWER THAN WHEN YOU LOOK AT OUR SEVENTH GRADE AND UP.

>> CHIEF, DOES THAT TAKE INTO ACCOUNT THE WHOLE SCHOOL, HOW WOULD YOU KNOW IF THEY DROPOUT AND HOMESCHOOL? DO YOU KNOW THAT?

>> FOR HOMESCHOOL, WE GET A NOTIFICATION, IS ALL WE GET, BUT THESE ARE NOT INCLUDED IN THOSE NUMBERS.

>> TO MR. ROSS, WHAT'S YOUR UTILIZATION RIGHT NOW OF THE NEW SCHOOL PAPERS [OVERLAPPING]

>> NORWOOD?

>> NORWOOD.

>> RIGHT NOW WHAT'S CRAZY IS NORWOOD HAS ABOUT 56 PERCENT CAPACITY AND WE OPENED IT LAST YEAR.

BUT IN FOUR YEARS IT'LL BE AT.

>> EIGHT HUNDRED AND NINETEEN.

>> EIGHT HUNDRED AND NINETEEN.

>> IN THE 25-26 YEAR.

>> IT'LL BE AT ABOUT 800, WHICH ITS CAPACITY IS 800 STUDENTS PLUS THE 200 FOR SPECIAL PROGRAMS. WHAT YEAR IS THAT?

[00:30:08]

>> THAT'S IN 25-26.

>> 25-26 IS GOING TO BE THAT CAPACITY.

>> PERRY RIGHT NOW, I THINK IS ABOUT.

>> PERRY FOR 22-23 IS SUPPOSED TO BE 467, BUT IT'S SUPPOSED TO BE BY 26-27, IT'LL BE A 848.

>> THOSE TWO RIGHT NOW, PERRY IS CURRENTLY AT 56 PERCENT AND NORWOOD IS AT 59 PERCENT.

THOSE SCHOOLS ARE IN GREAT SHAPE TODAY BUT IN FOUR YEARS THEY'RE GOING TO BE AT CAPACITY.

THAT'S WHERE THOSE ARE RIGHT NOW.

>> GOING BACK TO WHAT COUNCILOR LUIS SAID ALTHOUGH WE'VE BEEN STAFF AS WELL AS PREDICTING IT FOR A LONG TIME.

EVEN THOUGH THE SCHOOLS MAY OPEN NOT AT CAPACITY, WE'VE SEEN IT IN THE PAST WHEN THE OWNER ARE SO UPSET ABOUT SPENCER FOR LONDON SOUTHEAST SIDE AND NOW YOU CAN DRAW THE LINES AND SENT IT OUT.

THEN BECAUSE OF THAT, WE DON'T HAVE TO PAY ANYMORE LIKE THEY DID BACK RIGHT AFTER MY DAY.

IF A SCHOOL GOT A CAPACITY WHEN THEY WENT OUT INTO A PORTHOLE AND IF YOU'VE GOT YOUR SAFETY SECURITY, YOU'RE NOT GOING TO WORK WITH KIDS ANYMORE.

IN THIS WAY, WE STAY A LITTLE BIT AHEAD OF THE GAME TRYING TO, ESPECIALLY AS WE CAN, GETTING OUT OF THE [INAUDIBLE] AND TRYING TO STAY AHEAD OF THE HOUSE AND ALL OF THAT.

PAIRING WENT FROM HALF TO LITERALLY IN ONE YEAR OR TWO TO THAT CAPACITY BASICALLY.

>> MR. LUIS.

>> ONE OF THE THINGS THAT WE'VE TALKED ABOUT IN THE CITY, IS THAT OUR LAND-USE PLAN REALLY DICTATES ALMOST EVERY ASPECT OF OUR CITY.

FROM WHAT TRAFFIC IS ON THE STREET TO WHO LIVES IN OUR CITY? WE'RE THROUGH LAND USE PLANNING RIGHT NOW, WE HAVE ABOUT 25 PERCENT OF OUR LAND LEFT [NOISE] READY TO BE DEVELOPED.

WHAT CAN WE DO FOCUS WISE TO MAKE SURE THAT WE'RE HELPING IN THE GAPS, YOU'RE SEEING A THIRD TO A EIGHTH OF HOUSING THAT MAYBE ATTRACTS FAMILIES THAT HAVE THREE OR TWO YEARS.

WE'RE PROBABLY OKAY IN THAT AREA, BUT WE NEED HIGH SCHOOL, WE NEED MORE ENTRY-LEVEL FOR KINDERGARTEN THROUGH THIRD GRADE.

THAT'S QUESTION 1 AND QUESTION 2 IS GIVEN WE ALWAYS GET HIT ON INFILL PROJECTS, YOU'RE OVERLOADING THE SCHOOLS.

BUT THEN I TALKED TO SCHOOL OFFICIALS AND PARENTS SAYING, NO THAT SCHOOL ACTUALLY NEEDS ELEMENTARY KIDS BECAUSE NOBODY'S EVER LEAVING THOSE NEIGHBORHOODS.

THERE KIDS WHO'VE GRADUATED SCHOOL AND THE FAMILY STILL LIVES THERE.

WE NEED MORE KIDS THERE.

WHAT CAN WE DO AS FAR AS BEING PARTNERS WITH YOU TO HELP FOR THE GAPS THAT YOU HAVE AND THEN MAKE SURE THAT WHEN WE'RE DOING INFILL DEVELOPMENTS AND OTHER PLANNING LENGTH, MAKE SURE THAT WE'RE NOT OVERBURDENING THE SCHOOL THAT IS GOING TO BE RIGHT THERE.

>> I'M GOING TO ANSWER YOUR SECOND QUESTION.

IT'S JUST STAYING IN CAPACITY AND ALL STAYING IN COMMUNICATION ABOUT WHAT WOULD LOOK LIKE, WHAT IS IT TELLING US BECAUSE RIGHT NOW WE HAVE A VERY CLEAR INDICATION OF WHERE THE GROWTH IS GOING TO BE, WHAT CAMPUSES ARE GOING TO BE AT CAPACITY.

WE HAVE TO TAKE THAT AND LOOK WHERE DO WE HAVE THESE SIDES? WHAT IS IT THAT WE'RE LOOKING AT? AGAIN, WE'RE GOING ALL BACK TO PRODUCE FOR VERY TERRIBLE PARENTS AS FAR AS HAVING SITES THAT ARE STILL AVAILABLE FOR BUILD BUT JEFF CAN SPEAK TO YOU AT THE COST OF WHAT THAT IS RIGHT NOW TOO.

WE'RE HAVING TO LOOK AT JUST A LOT OF DIFFERENT WAYS OF HOW WE ADDRESS THE PART THAT WE KNOW IS BETTER.

JEFF DO YOU HAVE ANYTHING TO ADD?

>> I WOULD LIKE TO ADD TO THE COMMUNICATION BETWEEN THE CITY STAFF AND SCHOOL DISTRICT STAFF, WHEN IT COMES TO LOOKING AT DEVELOPMENTS AND THE IMPACT, IT'S FANTASTIC.

PAUL AND I HAVE THE OPPORTUNITY AND HAVE A GREAT RELATIONSHIP WITH YOUR STAFF.

[NOISE] WE'RE ALWAYS AHEAD OF THE CURVE BECAUSE THEY'RE LETTING US KNOW, HEY, THIS IS COMING, THIS IS WHAT YOU MAY SEE THE NEXT 2, 3, 6 MONTHS COME TO THE CITY OR COMMUNITY.

WE'RE PRETTY MUCH AHEAD OF HIM.

I THINK HE DOES DO A FANTASTIC JOB IN THE PLANNING AREA.

[NOISE]

>> ONE OF THE WAYS [NOISE] YOU CAN HELP US TO GROW THE KINDERGARTEN NUMBERS IS TO HELP US GROW THE PRE-K NUMBERS.

ONCE WE GET FOLKS THE END, WE HAVE COMPARATIVELY A VERY LOW MOBILITY RATE AS PARTIALLY DUE TO THE STABILITY OF THE ECONOMIC ENVIRONMENT THAT IS PARTIALLY DUE TO THE JUST A COMFORT THEY FEEL WITH THE SCHOOLS ONCE THEY GET IN.

AS YOU GO OUT AND YOU GO TO AUSTIN THIS YEAR, WE'RE NOT FUNDED FOR PRE-K THE SAME WAY WE'RE FUNDED FOR OTHER GRADES, BASICALLY FUNDED IN ABOUT HALF.

IT'S WAY MORE EXPENSIVE TO RUN A PRE-K [NOISE] BECAUSE OF THE NUMBER OF STAFF THAT AND THE RATIOS THAT YOU HAVE TO HAVE.

[NOISE] IF WE HAD A FULLY FUNDED PRE-K

[00:35:01]

JUST FOR ECD KIDS ECONOMICALLY DISADVANTAGED, THAT WILL HELP.

IF YOU WANT TO GO CRAZY AND SUGGESTED THEY [NOISE] HAVE PRE-K FOR ALL, THAT WOULD BE INCREDIBLE.

BUT ONCE WE GET THEM IN, THEY STAY IS JUST A MATTER OF WHAT'S THE OPTION FOR PRE-K HAVING RECENTLY GONE THROUGH THAT AND THEN, NOW IT'S ALREADY HERE AND THIS CHURCH SCHOOL OR WHATEVER, IT HAS A KINDERGARTEN PROGRAM.

DO WE WANT TO LEAVE IN HERE ANOTHER YEAR? THAT REALLY IF YOU COULD HELP US WITH THE PRE-K THAT WOULD HELP THE KINDERGARTEN.

>> GOOD [OVERLAPPING] FOLLOW UP.

>> JUST REMEMBER, MR. OGDEN BROUGHT THIS UP LAST TIME WE GOT TOGETHER, BUT IN RELATION TO ONE AND TWO BEDROOM MULTIFAMILY COMPLEX, OR EVEN A SMALL TOWN HOME PROJECT OF 80 OR A 100 HOMES.

DOES THAT OVERWHELM SCHOOL DISTRICT IN ANY WAY OR DO YOU SEE ANY MAJOR CONCERNS ABOUT THAT? IF NOT, WHY?

>> WELL, [NOISE] WE'VE DONE A NUMBER OF STUDIES ON IT AND [NOISE] WE NOW HAVE [NOISE] AN OVERWHELMING NUMBER OF KIDS WHO WOULD BE SHOWING UP IN THOSE TOP TO DEVELOP.

I THINK WHAT WAS OUR LAST NUMBER.

WE ACTUALLY HAD OUR DEMOGRAPHER DIG INTO THIS FOR OUR LAST PRESENTATION.

NUMBER WAS JUST 0.7 [OVERLAPPING]

>> THE YIELD ON A LOT OF THOSE, I CAN'T REMEMBER EXACTLY WHAT IT WAS [OVERLAPPING] BUT THE PORESENTATION THAT HE [NOISE] REALIZED TALKED ABOUT THE DIFFERENT YIELDS AND THE YIELDS AREN'T AS HIGH AS YOU THINK THEY ARE WHEN THEY GET INTO.

[NOISE] A LOT OF THOSE COMPLEXES OR ADULT LIVING WELL, PUT IT THIS WAY.

ONE BEDROOM HOUSES WE"RE GETTING ZERO KIDS.

THAT'S THERE. TWO BEDROOMS, WE'RE NOT REALLY GETTING THAT MANY, BUT WE GET SOME.

BUT THAT'S WHERE THE YIELD IS LOWER THAN EVER.

I DON'T HAVE IT MEMORIZED WHAT THE YIELD IS.

BUT [OVERLAPPING]

>> IF WE HAD A REALIST TONIGHT, BUT THERE'S A VERY LARGE DEVELOPMENT IN THE MANSFIELD AND WE CONTINUE TO RECEIVE.

I'M JUST GOING [NOISE] TO FLIP YOUR SKILLS.

THEN WE BE PICK UP 12 KIDS THERE.

IT'S VERY LOW, BUT NOW THEY VARY BASED ON THE PRICE POINT.

[NOISE] WHEN PRICE POINT GOES LOWER THEN OBVIOUSLY WE END UP HAVING MORE KIDS COMING IN. AND THEN AS FAR AS A COMPARABLE [NOISE] 500 UNIT SINGLE-FAMILY SUBDIVISION.

DOES THAT RAISE THE SCHOOL DISTRICTS RADAR A LITTLE MORE?

>> IT DOES MAKE US PAY ATTENTION BECAUSE IT REALLY GOES BACK TO THAT PRICE POINT.

EVEN THE PRICE POINT IS [NOISE] 400,000.

>> YEAH, THEN WE [OVERLAPPING] THE PRICE POINT IS WE'RE NOT GOING TO PICK UP NEAR THE SCHOOL AGE CHILDREN.

>> JOE WANTS TO ADD SOMETHING TO THE CONVERSATION.

>> I HAVE A BASIC QUESTION BECAUSE I'M NOT AS FAMILIAR WITH SCHOOL FINANCE.

CAN MISD OPERATE THE FACILITY THAT YOU DON'T OWN THE GROUND BENEATH IT. CAN YOU DO THAT? COULD YOU HAVE A 99 YEAR LEASE ON A PIECE OF PROPERTY THAT YOU COULD THEN COME IN AND BUILD A SCHOOL ON OUTBREAK? THAT IS NOT SOMETHING THAT SAYS YOU HAVE TO OWN THE PROPERTY.

>> THEY'RE NODDING IN AFFIRMATION.

>> THAT CHANGES THINGS [NOISE] DRAMATICALLY.

WHEN WE LOOK AT NEW DEVELOPMENTS, THEIR ECONOMIC DEVELOPMENT TOOLS AT OUR DISPOSAL.

WE CAN DO STUFF THAT'S CALLED A PFC PUBLIC FINANCE CORPORATION.

WE CAN DO PILOTS, PAYMENT IN LIEU OF TAXES.

WE CAN GET A DEVELOPER TO NOT JUST GIVE UP PROPERTY, BUT MAYBE EVEN PARTICIPATE IN THE COST OF CONSTRUCTION ACCORDING TO SCHOOL.

I THINK THAT'S SOMETHING WE REALLY NEED TO LOOK AT.

WE PROBABLY ALL NEED AS MANY EDITS AS AN ADMINISTRATION TO SIT DOWN AND TALK THROUGH THAT AND TO SEE IF THERE'S A WAY WE CAN EASE THE BURDEN THERE.

BUT WHAT I WOULD TIE THAT BACK TO SCHOOL FINANCE AS A.

YOU GUYS GET ALL OF YOUR FUNDING, IF I UNDERSTAND IT, BASED ON ATTENDANCE, IS THAT CORRECT? THEN ONLY YOUR BONDS, YOUR INS IS THAT PROPERTY TAX-BASED FOR YOUR INS? YOU DON'T RECEIVE ANY DIRECT REVENUE [NOISE] FOR O&M FROM A NEW DEVELOPMENT? JUST BASED ON THE NUMBER OF KIDS.

THAT CHANGES THINGS. [NOISE]

>> ANY OTHER QUESTIONS FROM THE BOARD OR FROM THE COUNCIL REGARDING THIS PARTICULAR SUBJECT? [NOISE] IF THERE ARE NO, THANK YOU VERY [NOISE] MUCH.

WE'RE GOING TO [NOISE] ASK MATT JONES IF HE'LL JUST GIVE SOMEWHAT OF AN OVERVIEW OF

[7.2. Property Annexation on the Southern Sector ETJ]

THE PROPERTY ANNEXATION ON THE SOUTHERN SECTOR THE ETJ AND WE OF COURSE RECOGNIZE SPOKEN [NOISE] ABOUT THIS IN EXECUTIVE SESSION.

THERE ARE SOME THINGS THAT [NOISE] CANNOT BE THE BULK OF THE KING.

>> SURE. WE HAVE RECEIVED A PETITION FROM MEGATILE ON THEIR DEVELOPMENT COMPANY.

[00:40:05]

THERE ARE TWO PIECES OF PROPERTY LOCATED IN OUR SOUTHWESTERN ETJ, JUST SOUTH OF OUR CITY LIMIT LINES.

[NOISE] IF YOU FOLLOW LONE STAR ACROSS HIGHWAY 287, CONTINUE GO WEST, THERE'S THAT BIRDSONG DEVELOPMENT AND IT'S IN THAT GENERAL AREA.

IT REPRESENTS TWO TRACKS OF PROPERTY OWNED BY A FAMILY TRUST SITUATION.

[NOISE] THEY HAVE PETITIONED US FOR A SERVICE TO PROVIDE WATER AND SEWER SERVICE TO THAT DEVELOPMENT.

IT'S A MIX OF SINGLE-FAMILY HOMES AND MULTIFAMILY UNITS AND DOES INCLUDE LIKE A RESORT STYLE LAGOON FEATURE.

WE'RE WORKING THROUGH THAT WITH OUR MANAGEMENT TEAM AND OUR PLANNING GROUPS AND THEIR PLANNING GROUPS IN THEIR ENGINEERING TEAMS. WE'RE CONTINUING TO HAVE CONVERSATIONS ON WHAT THAT MIGHT LOOK LIKE IF THEY WERE TO BE ANNEXED INTO THE TOWN, BECOME A PART OF OUR CORPORATION LIMITS AND WE WOULD PROVIDE THEM WATER AND SEWER SERVICE.

>> ARE THERE ANY QUESTIONS ON THE SESSION REGARDING WHAT WE HEARD? HEARING NONE SAYING THAT, THANK YOU VERY MUCH. [OVERLAPPING]

>> THANK YOU.

>> FOR THE PRESENT I TURNOVER TO YOU [NOISE] ANN.

>> I THINK THAT IS IT, UNLESS YOU'RE SITTING GOING OFF THE AGENDA. [OVERLAPPING] WITH THAT IT IS 7:14 AND WE WOULD PROBABLY ADJOURN.

[NOISE] YOU GUYS THANK YOU VERY MUCH.

>> YES.

>> [NOISE] I'M READY TO RECEIVE A MOTION TO ADJOURN.

I LIKE HIS GROUNDS.

[NOISE] CAN I SEE A SECOND PLEASE.

MR. STORCH, QUESTION? HEARING THAT ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> I THINK THAT'S EVERYBODY.

[LAUGHTER] THE AYES HAVE IT.

[NOISE] WHAT TIME DO WE CALL IT?

>> 7:14.

>> 7: 14. WE ADJOURN.

YOU ALL HAVE A GREAT EVENING AND WE'LL SEE YOU ALL AT THE BADGE.
