[4. Reconvene ]
I'LL TAKE THIS OPPORTUNITY TO ADDRESS EVERYONE.I WOULD LIKE TO TAKE A MOMENT TO TOUCH ON WHAT HAPPENED AT TIMBERVIEW HIGH SCHOOL ON OCTOBER 6TH.
THAT WAS AN INCREDIBLY DIFFICULT DAY FOR ALL OF US, BUT ESPECIALLY FOR OUR STUDENTS AND STAFF WHO WERE ON CAMPUS AS THE EVENTS UNFOLDED.
FOR ALL THE PARENTS AND OTHER FAMILY MEMBERS WHO RECEIVED TEXT AND PHONE CALLS FROM THEIR FRIGHTENED CHILDREN AND WATCHED ON TV AS FIRST RESPONDERS ARRIVED TO HELP I WANT YOU TO KNOW THAT I AND THE OTHER MEMBERS OF THIS BOARD SHARE YOUR FEELINGS.
THE INCIDENT MAY HAVE HAPPENED ON ONE OF OUR CAMPUSES, BUT IT AFFECTS ALL OF US.
WE ARE GRATEFUL FOR THOSE WHO WERE INJURED ARE NOW OUT OF THE HOSPITAL, AND WE ARE NOW MORE RELIEVED THAT MEMBERS OF OUR DISTRICT FAMILY WERE NOT HURT.
WE ARE THANKFUL FOR THE HEROIC EFFORTS OF OUR TEACHERS AND STAFF TO PROTECT OUR STUDENTS AND FOR ALL OF THOSE WHO HELPED REUNITE STUDENTS WITH THEIR FAMILIES THAT DAY.
IN THIS DISTRICT WE HAVE WORKED FOR YEARS TO ENSURE THE SAFETY, SECURITY AND WELL-BEING OF EVERY PERSON ON EVERY CAMPUS.
THIS INCIDENT REMINDS US THAT NO PLAN, NO MATTER HOW GOOD, IS FOOLPROOF, AND WE ARE PREPARED TO MAKE THE NECESSARY CHANGES TO KEEP OUR DISTRICT FAMILY SAFE.
WE HELD A TOWN HALL MEETING LAST WEEK TO ENGAGE WITH OUR COMMUNITY, AND WE INVITED YOUR QUESTIONS AND CONCERNS, AND WE'RE GOING TO TAKE THAT FEEDBACK AND USE IT TO IMPROVE.
WE HAVE ALSO FORMED THE SAFETY PROCEDURE PLANNING COMMITTEE, MADE UP OF STUDENTS, PARENTS, STAFF AND COMMUNITY MEMBERS TO RESEARCH AND RECOMMEND THE BEST PLANS MOVING FORWARD.
MORE THAN 200 PEOPLE RESPONDED TO OUR REQUEST FOR VOLUNTEERS, AND THAT OUTPOURING OF SUPPORT AND WILLINGNESS TO WORK IS PART OF WHAT MAKES THIS COMMUNITY SO SPECIAL.
THE SAFETY OF OUR STUDENTS AND STAFF HAVE ALWAYS BEEN AND WILL REMAIN OUR NUMBER ONE PRIORITY IN MANSFIELD ISD.
WHAT HAPPENED AT TIMBERVIEW IS SOMETHING NO ONE EVER WANTS TO SEE IN THEIR COMMUNITY.
HAS IT CHANGED US? YES, IT HAS.
THIS MOVES US ON TO OUR PRAYERS AND PLEDGES AND OUR PRESENTATION OF
[5. Meeting Opening ]
COLORS, IF YOU WILL PLEASE RISE FOR THE PRAYERS AND PLEDGES.MS. MARCUCCI WILL LEAD US IN PRAYER.
MS. KEZIAH FARRAR WILL LEAD US IN THE PLEDGES AND THE PRESENTATION OF COLORS WILL BE BY MANSFIELD HIGH SCHOOL, JROTC.
PLEASE JOIN ME FOR PRAYER BY YOUR HEADS.
GOOD AND GRACIOUS, GOD, THANK YOU FOR GIVING US THE OPPORTUNITY TO GATHER TONIGHT.
TODAY I'M ASKING FOR PRAYERS FOR OUR COMMUNITY.
MAY EACH OF US KNOW THE LOVE YOU HAVE FOR US SO THAT WE CAN SHARE THAT LOVE WITH OTHERS.
MAY EACH OF US KNOW YOUR TRUTH TO HELP US DISCERN AND FOCUS ON THOSE THINGS THAT TRULY MATTER.
MAY EACH OF US KNOW YOUR MERCY SO WE CAN FORGIVE THOSE THAT HURT US.
MAKE EACH OF US KNOW YOUR PEACE SO THAT WE CAN FIND THE BEST IN EVERYONE AND WORK THROUGH DIFFICULT SITUATIONS, MAY EACH OF US KNOW YOUR HOPE SO THAT WE CAN FIND ENCOURAGEMENT.
MAY EACH OF US KNOW YOUR JOY SO THAT WE CAN SEE THE BLESSINGS THAT SURROUND US ALL.
MOST IMPORTANTLY, MAY WE REMEMBER THAT YOU HAVE PLACED US WHERE WE CAN EACH MAKE A DIFFERENCE TO BETTER OUR WORLD FOR OUR STUDENTS.
PLEASE HELP US TONIGHT AND FOR THE DAYS TO COME TO SERVE WITH WISDOM, INTEGRITY, GRACE AND TRUTH IN ALL THAT WE DO.
WE PRAY THESE THINGS IN YOUR MIGHTY NAME.
[6. District Recognition ]
[00:06:41]
THIS LEADS US TO DISTRICT RECOGNITION, DR.YES, I WOULD LIKE TO ASK HOPE BOYD TO COME FORWARD AND START US OFF WITH OUR RECOGNITIONS FOR THE EVENING.
THANK YOU AND GOOD EVENING, LADIES AND GENTLEMEN.
TONIGHT WE ARE RECOGNIZING OUR PRINCIPALS AS YOU KNOW THAT OCTOBER YOU MAY NOT KNOW, BUT OCTOBER IS NATIONAL PRINCIPALS MONTH.
IT'S THE TIME EVERY YEAR ACROSS THE COUNTRY THAT WE TAKE TIME, ESPECIALLY TO RECOGNIZE OUR CAMPUS LEADERS.
SO TO EXPLAIN MORE ABOUT THE PRINCIPALS IMPACT ON OUR DISTRICT, I'M GOING TO CALL UP JENNIFER YOUNG, OUR ASSOCIATE SUPERINTENDENT OF WOW CURRICULUM INSTRUCTION AND ACCOUNTABILITY.
TONIGHT, WE'RE HERE TO HONOR SOME VERY SPECIAL INDIVIDUALS IN OUR DISTRICT, AND SO AT THIS TIME, I WOULD LOVE FOR THE LOVELY PRINCIPALS TO PLEASE MAKE YOUR WAY TO THE FRONT.
I'VE TOLD THEM THEY HAD TO COME UP HERE AND THEY'RE NOT VERY HAPPY ABOUT THAT.
BUT IF YOU GUYS WOULD WALK ON UP HERE, PLEASE.
[APPLAUSE] ORGANIZE YOURSELVES IN A NICE LITTLE GROUP HERE.
AS THEY'RE ALL COMING UP HERE, I WOULD JUST LIKE TO TAKE A MINUTE AS A RECOVERING HIGH SCHOOL PRINCIPAL THESE PEOPLE HAVE A SPECIAL PLACE IN MY HEART AND THEY DO AMAZING WORK FOR OUR KIDS EACH AND EVERY DAY.
AND THEY DO IT WITH PASSION, WITH EXCITEMENT, WITH JOY, WITH BLOOD, SWEAT AND TEARS.
AND I CAN HONESTLY SAY THAT OUR KIDS ARE IN GREAT HANDS BECAUSE OF THE LEADERS UP HERE IN FRONT OF YOU TONIGHT.
THEY DON'T KNOW HOW TO LINE UP IN AN ORGANIZED FASHION, BUT THEY'RE BETTER AT RUNNING THEIR CAMPUSES, I PROMISE.
BUT IN OCTOBER, IT'S NATIONAL PRINCIPAL MONTH, AND SO WE WANT TO JUST LET THEM KNOW HOW MUCH WE APPRECIATE THEM.
DR. CANTU PROVIDED A WONDERFUL FAJITA LUNCH FOR THEM ON FRIDAY, AND SO PRINCIPALS, WE TRULY APPRECIATE YOU GUYS AND APPRECIATE THE WORK YOU DO FOR OUR DISTRICT.
ONE LAST THING I WOULD JUST LIKE TO SAY IS THERE'S NO BETTER WAY TO RECOGNIZE SOMEONE AND TELL THEM HOW MUCH YOU APPRECIATE THEM BY ASKING THEM TO STAY AT WORK LATE.
AND SO WE APPRECIATE THEM BEING HERE TONIGHT.
WE ENJOYED HAVING SOME DINNER WITH THEM PRIOR TO THE MEETING.
BUT GUYS, THANK YOU SO MUCH FOR WHAT YOU DO FOR OUR KIDS AND OUR STAFF AND OUR COMMUNITY EACH AND EVERY DAY.
WE REALLY, REALLY APPRECIATE YOU.
WE'RE VERY THANKFUL FOR THE WORK YOU DO.
BEFORE YOU LEAVE WE HAVE A VIDEO.
SO STAND THERE AND AND WATCH THE SCREEN.
[00:10:38]
ALL RIGHT, ONE MORE ROUND OF APPLAUSE FOR THESE AMAZING LEADERS.THANK YOU, PRINCIPALS, AND THANK YOU, MRS. YOUNG.
NEXT, WE'D LIKE TO RECOGNIZE TWO STAFF MEMBERS WHO ARE AWARDED WITH AN INAUGURAL RECOGNITION THAT THE DISTRICT LAUNCHED THIS YEAR IN PARTNERSHIP WITH TEXAS TRUST.
SO TO EXPLAIN MORE ABOUT THAT, I'D LIKE TO CALL UP ELIZABETH CARMODY, EXECUTIVE DIRECTOR OF COMMUNICATIONS AND MARKETING.
THANK YOU HOPE, THAT IS DEFINITELY A TOUGH GROUP TO FOLLOW, A BUNCH OF AMAZING LEADERS IN OUR DISTRICT.
AS HOPE MENTIONED, I'M HONORED TO BE HERE TONIGHT TO TALK WITH YOU ABOUT OUR NEW RECOGNITION PROGRAM IN PARTNERSHIP WITH TEXAS TRUST CREDIT UNION, TO CELEBRATE OUR EMPLOYEES WHO DEMONSTRATE EXCELLENCE IN SUPPORTING OUR STUDENTS AND OUR STAFF MEMBERS.
THE NEW TRUSTED HERO AWARD, BASED ON NOMINATIONS FROM MANSFIELD ISD EMPLOYEES THEIR PEERS, IS PRESENTED TO TWO STAFF MEMBERS THIS FALL AND WILL RECOGNIZE TWO ADDITIONAL STAFF MEMBERS THIS SPRING.
LAST WEEK, WE HAD THE PLEASURE TO SURPRISE THESE STAFF MEMBERS IN THEIR CAMPUS OR THEIR DEPARTMENT, AND THEY WERE AWARDED A $250 CHECK FROM TEXAS TRUST CREDIT UNION.
AND TONIGHT WE'RE EXCITED TO CONTINUE THAT RECOGNITION AND FORMALLY RECOGNIZE THEM HERE AT THE BOARD.
AS YOU ALL KNOW, TEXAS TRUST CREDIT UNION IS A LONGTIME PARTNER OF MANSFIELD ISD WITH MANY DIFFERENT COLLABORATIONS, INCLUDING OUR STUDENT DEBIT REWARDS PROGRAM AND NOW THIS GREAT PROGRAM THAT HONORS OUR STAFF.
I'D LIKE TO INVITE SEVERAL PEOPLE UP WITH ME AS PART OF THIS RECOGNITION, JIM MINGE, PRESIDENT AND CEO OF TEXAS TRUST CREDIT UNION WASHIMA HUQ BUSINESS AND COMMUNITY ENGAGEMENT PARTNER AND OUR VERY OWN MANSFIELD ISD TRUSTED HEROES MS. LEIGHANN SPENCE, NURSE FROM THELMA JONES AND VICTORIA WEBSTER, OUR DIRECTOR OF STEM.
IF YOU ALL WILL JOIN ME UP HERE.
[APPLAUSE] AND JUST LIKE THAT VIDEO WE SAW BEFORE, WE'RE GOING TO SHOW YOU A QUICK VIDEO ABOUT OUR TRUSTED HEROES.
PARTNERSHIP, A LONGSTANDING PARTNERSHIP WITH TEXAS TRUST.
THIS IS THE VERY FIRST TIME WE'VE HAD AND DONE THIS TYPE OF AWARD WITH THE TEXAS TRUST.
AND SO YOU ARE ONE OF THE VERY FIRST RECIPIENTS OF THE TEXAS TRUST AWARD.
[LAUGHTER] [APPLAUSE] LEIGHANN SPENCE IS BY FAR THE BEST NURSE I'VE WORKED WITH IN MY TWENTY SEVEN YEARS OF EDUCATION.
SHE KEEPS A LEVEL HEAD AND ALWAYS HAS THE BEST ANSWERS FOR EVERYONE AROUND THE BUILDING, SHE TAKES CARE OF EVERYONE.
WHEN STUDENTS COME TO HER, SHE IS VERY NURTURING AND CARING, AND IF IT IS SOMETHING AS SIMPLE AS JUST NEEDING A SIMPLE BAND-AID OR ICE TO HELP THEM FEEL BETTER.
SHE'S ALWAYS THERE TO SUPPORT THEIR EVERY NEED.
WELL, I LOVE MY THELMA JONES COMMUNITY.
THIS HAS BEEN THE BEST CAREER EVER.
SO MUCH BETTER THAN WORKING IN THE HOSPITAL.
I'M [INAUDIBLE] SHE'S INNOVATIVE.
VICKI IS ONE OF THOSE PEOPLE WHERE WHATEVER THE NEED IS, SHE STEPS IN AND SHE STEPS UP TO THE CHALLENGE AND DOES A FANTASTIC JOB OF EXCELLENCE IN WHATEVER SHE DOES.
SHE'S SO SMART, SO INTELLIGENT.
SHE'S ONE OF THOSE SCARY SMART PEOPLE.
SHE CHANNELS ALL OF THAT BRILLIANCE INTO GIVING BACK AND GOING ABOVE AND BEYOND FOR OUR KIDS AND OUR FAMILIES.
THANK YOU SO MUCH TO TEXAS TRUST AND TO MANSFIELD ISD, BUT ALSO TO KATHY PATTERSON AND BRANDON JOHNSON AND EVERYONE WHO HELPED WITH STARTING VIRTUAL THIS YEAR.
[00:15:01]
AND YEAH, I'M SURPRISED I DON'T DO WELL WITH SURPRISES.AT THIS TIME, I'M GOING TO INVITE JIM MINGE TO SAY A FEW WORDS FROM TEXAS TRUST AND THEN WE'LL CAPTURE THOSE PICTURES.
I JUST WANT TO SAY A SINCERE THANK YOU TO EVERYBODY HERE FOR GOING THROUGH THIS LAST YEAR AND A HALF OR SO.
IT'S BEEN TOUGH FOR ALL OF US, BUT ESPECIALLY TOUGH FOR THE EDUCATORS IN OUR COMMUNITY.
AND TEXAS TRUST CAME UP WITH THIS PROGRAM BECAUSE WE WANTED TO SAY THANK YOU FOR YOUR PASSION, FOR EVERYTHING YOU'VE DONE TO TAKE CARE OF OUR KIDS, KEEP THEM FED, KEEP THEM EDUCATED, KEEP THEM ENERGIZED.
AND SO WE JUST ARE HERE TO SAY THANKS.
[APPLAUSE] ALL RIGHT, THANK YOU ONCE AGAIN TO TEXAS TRUST CONGRATULATIONS ONCE AGAIN TO OUR TRUSTED HEROES.
AND THAT CONCLUDES THE DISTRICT RECOGNITIONS.
[7. Instructional Focus ]
ALL RIGHT.THIS LEADS US ON TO NUMBER SEVEN INSTRUCTIONAL FOCUS, DR.
YES, I WOULD LIKE TO INVITE JENNIFER POWERS TO THE FRONT TO SHARE WITH US VISION 2030 STUDENT SCORECARDS AND THEIR IMPLEMENTATION AND JUST ALL THE WORK THAT HAS GONE INTO IT.
I'M LOOKING FOR THE CLICKER FOR THE PRESENTATION.
[LAUGHTER] ALL RIGHT, WELL, GREAT.
I REALLY KNOW WHAT I'M TALKING ABOUT.
I AM VERY EXCITED TO BE HERE TONIGHT TO TALK TO YOU GUYS ABOUT THE STUDENT SCORECARDS, WHICH, AS YOU, I'M SURE REMEMBER IS PART OF OUR VISION 2030 INITIATIVE.
OK, SO JUST A LITTLE BIT OF A RECAP.
WE HAVE DONE PRESENTATIONS BEFORE ABOUT THE STUDENT SCORECARD, BUT IT'S BEEN A MINUTE, SO A COUPLE OF THINGS JUST TO MAKE SURE EVERYBODY'S ON THE SAME PAGE.
THE PURPOSE OF THE STUDENT SCORECARD IS IT'S OUR TOOL TO LET STUDENTS KNOW THAT THEY ARE, IN FACT, LIFE, COLLEGE AND CAREER READY.
BUT WHAT DOES THAT MEAN, ESPECIALLY IF I'M A STUDENT WHAT DOES THAT MEAN? WELL, THIS IS HOW I KNOW WHAT THAT MEANS.
IT'S TAKEN US A LITTLE BIT OF A MINUTE TO GET HERE.
OUR STUDENT SCORECARDS HAVE HAD A FEW INCARNATIONS.
INITIALLY, THE IDEA OF THE STUDENT SCORECARD WAS REALLY THOUGHT TO JUST BE A HIGH SCHOOL THING.
BUT AS WE REALLY STARTED TO RESEARCH AND LOOK AT WHAT ALL WENT INTO THAT SCORECARD, WE REALIZED THAT THERE WAS REALLY NO REASON TO NOT DO A K-12 SCORECARD BECAUSE JUST LIKE A NINTH GRADER NEEDS TO KNOW WHAT LIFE, COLLEGE AND CAREER READY MEANS, A THIRD GRADER NEEDS TO KNOW A SEVENTH GRADER NEEDS TO KNOW LOOKS DIFFERENT, BUT EVERYBODY IS WORKING TO THAT GOAL.
AND SO WE WENT AHEAD AND DECIDED THAT, HEY, OUR SCORECARD NEEDS TO BE K-12.
SO WITH THAT, WE DECIDED AT THAT TIME AND NOW I'M GETTING US TO ABOUT LAST SPRING, WE DECIDED IT WAS TIME TO REVISIT THE INDICATORS THAT WE HAD PREVIOUSLY DETERMINED TO BE FOR THE HIGH SCHOOL SCORECARD.
AND THEN WE ALSO HAD TO START LOOKING AT THE INDICATORS FOR OUR K FOUR, FIVE, SIX AND SEVEN EIGHT SCORECARD.
AND SO HOW WE DID THAT IS THROUGH SOME FOCUS GROUPS THAT WERE LED BY JENNIFER YOUNG.
WE HAD ABOUT THREE DIFFERENT SESSIONS WITH A GROUP OF TEACHERS, COUNSELORS AND ADMINISTRATORS.
BUT REALLY, IT WAS IT WAS MORE THAN THAT.
SO WE WOULD MEET WITH THAT GROUP.
WE WOULD TALK ABOUT WHAT THE INDICATORS MIGHT BE.
SO WHAT DOES IT MEAN IF I'M A THIRD GRADER TO BE LIFE COLLEGE AND CAREER READY? IF I'M AN EIGHTH GRADER, WHAT DOES THAT MEAN IF I'M A SENIOR WHAT DOES THAT MEAN? AND SO WE TALKED ABOUT THAT WITH ALL OF THE FOLKS ON OUR FOCUS GROUPS, AND THEN THEY WENT BACK TO THEIR CAMPUS AND THEY SHARE THAT INFORMATION WITH THE OTHER TEACHERS ON THEIR TEAM OR THEIR GRADE LEVEL ACROSS THEIR CAMPUS AND GOT MORE FEEDBACK TO COME BACK TO OUR NEXT FOCUS GROUP.
SO THEN WE DID THAT WHOLE PROCESS AGAIN.
THEN THEY GOT MORE FEEDBACK BACK AT THEIR CAMPUS AND THEN WE MET A THIRD TIME.
[00:20:02]
AND SO WE REALLY, ALTHOUGH OUR FOCUS GROUPS WERE NOT SMALL, WE DID HAVE LOTS OF MEMBERS IN THOSE GROUPS, BUT IT REALLY ENCOMPASSED THE FEEDBACK AND THOUGHTS AND IDEAS OF AS MUCH OF OUR STAFF AS POSSIBLE.ONCE WE DETERMINE WHAT THE INDICATORS WERE, WE ALSO HAD TO DETERMINE HOW WE WOULD CAPTURE THAT DATA AND HOW THOSE INDICATORS WILL BE QUANTIFIED.
SO ONCE WE DID ALL THAT, THEN WE CAME TO WHAT DOES THE SCORECARD LOOK LIKE? SO LIKE A LOT OF THINGS, THAT'S NOT A STRAIGHTFORWARD ANSWER.
IF YOUR STUDENT IS K-8, THEIR SCORECARD LOOKS ONE WAY.
IF THEY ARE A HIGH SCHOOL STUDENT, THEIR SCORECARD LOOKS ANOTHER.
SO OUR K-8 SCORECARD IS ACTUALLY HOUSED IN XELLO.
THIS IS ACTUALLY A LITTLE SNIPPET OF A 3RD GRADE SCORECARD, BUT THEY ALL LOOK ESSENTIALLY THE SAME, SO THEY HAVE ON ONE SIDE OF THE SCREEN.
WHEN THE STUDENT LOGS INTO XELLO, WHICH IS A SOFTWARE PROGRAM, THEY LOG IN ON SCREEN AND THEN THEY SEE A LISTING OF ACTIVITIES WHICH ARE ACTUALLY THE INDICATORS.
AND THEN ON THE OTHER SIDE, THEY EITHER SEE WHERE THEY'RE SUPPOSED TO VIEW THE MISSION, WHICH IS JUST MEANS DO THE ACTIVITY OR DO THE REFLECTION, WHATEVER THAT THAT MIGHT BE OR COMPLETE.
SO AS THEY WORK THROUGH THEIR SCORECARD, THEY SEE MORE OF THOSE INDICATORS COME WITH THOSE GREEN LITTLE CHECKS SO THAT THEY KNOW THAT THEY ARE MOVING RIGHT ALONG.
HIGH SCHOOL, THIS IS PROBABLY THE SCORECARD THAT YOU'RE MORE FAMILIAR WITH, AND THIS IS AGAIN, WE HAVE THOSE RINGS.
EACH ONE SYMBOLS LIFE, COLLEGE OR CAREER.
AND AS MORE INDICATORS ON THE SCORECARD ARE COMPLETED, THEN THOSE RINGS CLOSE.
THE HIGH SCHOOL SCORECARD IS HOUSED IN EDUGENCE, AND THAT IS ALSO WHERE WE HAVE PUSHED OUR GPA AND RANK FOR STUDENTS, SO THEY ARE GOING TO EDUGENCE NOW FOR A LOT OF DIFFERENT THINGS AND HOPEFULLY PAYING ATTENTION TO WHAT'S IN THERE AND THE RESPONSE WE'RE GETTING HAS BEEN VERY GOOD.
OK, SO ONCE WE DECIDED, OK, WHAT IS THE SCORECARD? WHAT DOES IT LOOK LIKE? WHAT DOES IT MEAN? WE HAD TO TRAIN THE ADULTS SO THAT THEY COULD GET READY TO TRAIN THE STUDENTS ON CAMPUS.
SO THE FIRST GROUP THAT WE TRAINED WERE COUNSELORS, AVID TEACHERS AND TEACHER TRAINERS, AND WE DID THIS IN JULY AND AUGUST AND WHAT I MEAN BY TEACHER TRAINERS.
EACH PRINCIPAL SENT US TWO NAMES OF THE STAFF PEOPLE THAT THEY PICKED THAT WOULD BE THEIR VISION 2030 LEADS, SO TO SPEAK.
AND SO THEY CAME TO OUR TRAINING SO THAT THEN THEY COULD TRAIN THEIR STAFF.
IN SEPTEMBER, WE WORKED WITH THOSE TEACHERS AGAIN AND HAD ANOTHER TRAINING SESSION, AND THEN IN SEPTEMBER, WE ALSO WORKED WITH OUR STUDENT COUNCIL OFFICERS, MOSTLY JUNIORS AND SENIORS.
BUT THERE WERE SOME SOPHOMORES AND FRESHMEN AS WELL, AND WE ASKED OUR STUDENTS TO HELP US DISCOVER WAYS TO GET THE WORD OUT OR MARKET THE SCORECARD TO STUDENTS BECAUSE WE KNEW THAT THEY WOULD LISTEN TO HIGH SCHOOLERS MUCH MORE THAN THEY WOULD LISTEN TO US.
AND SO THE STUDENT COUNCIL KIDS HAVE BEEN PUTTING TOGETHER VIDEOS.
SOME OF THEM ARE GEARED TOWARDS K 4 SOME FIVE, SIX, SOME SEVEN, EIGHT, SOME HIGH SCHOOL, AND THEY ARE GETTING READY TO PUT THEIR FINISHING TOUCHES ON THOSE PRETTY SOON.
AND THEN WE WILL BE READY TO SEND THOSE OUT.
AND THEY'RE PRETTY GOOD AND IT'S BEEN REALLY FUN FOR OUR GROUP TO GET TO WORK WITH THOSE HIGH SCHOOLERS.
THEN ON OCTOBER 11TH, WAS A PD DAY IN THE DISTRICT.
AND SO THAT WAS THE DAY THAT THE TEACHER TRAINERS AT EACH CAMPUS TRAINED THEIR STAFF ON THE SCORECARD AND ITS IMPLEMENTATION, AND HOW WE WOULD ROLL THAT OUT TO THE STUDENT.
SO RIGHT NOW, OUR TEACHERS ARE IN THOSE VERY BEGINNING PHASES OF INTRODUCING THE SCORECARD TO THE STUDENT IN THEIR CLASSES, AND SO WHAT DOES THAT LOOK LIKE IN THE CLASSROOM? SO AGAIN, IT DEPENDS ON THE GRADE LEVEL, IT DEPENDS ON THE CAMPUS.
SO IT MIGHT LOOK DIFFERENT WAYS.
BUT IN A NUTSHELL, WHAT IT LOOKS LIKE ROUGHLY ACROSS ALL CAMPUSES IS AT THE ALLOTTED TIME OF THE DAY, PROBABLY DURING THE TIME WHEN SEL LESSONS WOULD BE DONE.
OR IT COULD BE DURING [INAUDIBLE] TIME ANY TIME THAT THE PRINCIPAL DEEMS, HEY, THIS IS WHEN WE'RE GOING TO WORK ON SCORECARD AND PERIODICALLY, THIS IS NOT A DAILY THING.
BUT MAYBE A COUPLE OF TIMES A SIX WEEKS, THE TEACHER WILL ASK THE STUDENTS TO PULL UP THEIR SCORECARD.
SO IF YOU'RE K-8, THEY'RE GOING TO PULL UP XELLO.
IF THEY'RE IN HIGH SCHOOL, THEY'LL PULL UP EDUGENCE AND THEN THEY'LL BE ABLE TO LOOK AT THEIR SCORECARD.
SOME OF THE ACTIVITIES IN THE SCORECARD DO REQUIRE THERE ARE TEACHER LED ACTIVITY AND THERE'S A TEACHER GUIDE THAT WE'VE MADE THAT GOES THAT THE TEACHERS HAVE.
AND SO THEY MAY LEAD THEIR ENTIRE CLASS THROUGH AN ACTIVITY.
A GOOD EXAMPLE OF THAT WOULD BE ATTENDANCE.
ATTENDANCE IS AN INDICATOR ON ALL OF OUR SCORECARDS K THROUGH 12.
AND SO DEPENDING ON THE GRADE LEVEL, THAT TEACHER WOULD HAVE A CONVERSATION WITH THE STUDENTS ABOUT, HEY, WHY DO WE HAVE TO? WHAT IS ATTENDANCE? WHY DO YOU HAVE TO BE ON TIME? WHY IS IT IMPORTANT TO BE HERE? AND OF COURSE, THAT CONVERSATION IS DIFFERENT IN FIRST GRADE THAN IT'S DIFFERENT IN 12TH GRADE.
BUT THAT TEACHER, WOULD THAT HAVE A CONVERSATION.
AND THEN THERE WOULD BE SOMETHING LIKE A REFLECTION PIECE IN XELLO OR IN EDUGENCE THAT THE STUDENTS WOULD DO, AND THEN THAT WOULD MARK THAT INDICATOR IN THE SCORECARD.
THE THING ABOUT THE SCORECARD THAT I THINK IS REALLY IMPORTANT TO REMEMBER
[00:25:03]
IS THAT THE SCORECARD IS NOT A CHECKLIST, SO THERE ARE DIFFERENT INDICATORS ON THE SCORECARD.STUDENTS ARE NOT EXPECTED TO MEET EVERY INDICATOR ON THE SCORECARD.
THERE'S THEY CAN BECOME LIFE READY BY MEETING A CERTAIN NUMBER OF INDICATORS IN THAT SECTION.
AND SO WE REALLY DIDN'T WANT TO.
IT WAS VERY IMPORTANT THAT THE SCORECARD NOT BECOME A CHECKLIST THAT STUDENTS REALLY HAVE THE ABILITY TO FOCUS ON THE THINGS THAT ARE IMPORTANT TO THEM AND THE THINGS WERE THAT THEY FEEL CAN BENEFIT THEM THE MOST.
IN DOING THAT, WE'RE HELPING OUR STUDENTS TO BECOME PARTNERS AND CREATING THEIR OWN FUTURE.
AND WE'RE ALSO HELPING OUR STUDENTS TO REALLY BUILD THAT STUDENT AGENCY OR THAT ABILITY TO ADVOCATE FOR THEMSELVES, WHICH IS ANOTHER POINT OF THE SCORECARD.
IT ISN'T JUST ABOUT THE INDICATORS, BUT IT'S ABOUT THE STUDENTS BEING ABLE TO THEN APPLY WHAT THAT MEANS, HAVE CONVERSATIONS ABOUT THESE INDICATORS AND HOW IT BENEFITS THE STUDENT.
ANY QUESTIONS TO MY LEFT, MS. MARCUCCI.
THANK YOU FOR THE PRESENTATION, IT'S EXCITING TO HEAR THIS COME TO FRUITION.
BEEN HERE SINCE THE BEGINNING WHEN WE'VE TALKED ABOUT IT AND I WANTED TO PROVIDE A PERSPECTIVE ON THIS.
MY DAUGHTER HAD THE FORTUNATE ABILITY TO GO TO THE JERRY KNIGHT STEM ACADEMY, AND SHE'S AT FRONTIER NOW, AND ONE OF THE THINGS THAT THEY HAVE REALLY PIONEERED IS LEARNER LED CONFERENCES.
SO WHEN PARENTS WOULD TYPICALLY HAVE A STUDENT TEACHER CONFERENCE, WE HAVE A LEARNER LED CONFERENCE.
AND SO AND IT SEEMS VERY SIMILAR TO THIS.
AND THAT I KNOW NOT EVERYBODY'S EXPERIENCED THAT, BUT AS A PARENT, IT IS REALLY A PHENOMENAL THING BECAUSE THE STUDENT HIGHLIGHTS THE WORK THAT THEY'RE THE MOST PROUD OF, THE THING THAT THEY'RE EXCITED ABOUT.
YOU GET A LITTLE BIT OF INSIGHT AS TO YOUR INTEREST OF YOUR STUDENT AND WHEN THEY GET INTO MIDDLE SCHOOL AND HIGH SCHOOL, SOMETIMES THAT'S NOT AN EASY CONVERSATION TO HAVE.
BUT THE OTHER THING THAT I THINK IS SO FASCINATING IS THAT THE KIDS ARE TOLD TO TALK ABOUT THE THINGS THAT THEY'RE INTERESTED IN DOING.
SO AGAIN, LIKE YOU TALKED ABOUT, THEY WOULD HIGHLIGHT SOME OF THOSE THINGS.
BUT THEN THE NEXT STEP OF THAT IS THEY TALK TO THE TEACHER AND THEY TALK TO THE PARENT ABOUT HOW THE TEACHER AND THE PARENT CAN HELP THEM ACHIEVE THOSE GOALS.
AND IT HAS CHANGED THE CONVERSATIONS IN OUR HOUSE, AND IT'S BEEN REALLY FUN BECAUSE WE'VE TAKEN THAT APPROACH WITH MY HIGH SCHOOL STUDENTS, TOO, THAT ARE NOT PART OF THIS PROGRAM, BUT IT HAS LED TO SOME GOOD DISCUSSIONS, AND THE ADVOCACY PIECE IS THE PART THAT I AM SO EXCITED ABOUT, BECAUSE STUDENTS START TO REALIZE THAT THEY ACTUALLY HAVE A VOICE AND THEY ACTUALLY HAVE OWNERSHIP AND THEY START TO RECOGNIZE THE RESOURCES AROUND THEM TO HELP THEM ACHIEVE THEIR GOALS.
AND SOMETIMES JUST BEING ABLE TO VERBALIZE THEIR GOALS IS THE FIRST STEP IN THAT AND SO I'M SO EXCITED ABOUT THIS.
YOU'VE HEARD MY VIEWS, BUT MY QUESTION IS WHAT HAS THE RESPONSE BEEN FROM OUR STAFF? I MEAN, I HOPE IT'S NOT LOOKED AT AS ONE MORE THING TO DO, AND I HOPE IT'S REALLY SOMETHING THAT YOU KNOW THE PARENTS CAN GET EXCITED ABOUT LIKE I HAVE.
BUT I'M JUST CURIOUS WHAT THE RESPONSE IS BECAUSE I'M SURE IT'S NOT GOING TO BE UNIFORM ACROSS THE BOARD.
WHAT I CAN TELL YOU IS WE STARTED WITH THE FOCUS GROUP, AND THEY BECAME VERY EXCITED ABOUT JUST A LOT OF THE THINGS THAT YOU SPOKE ABOUT WITH THE STUDENT LEAD CONFERENCES, JUST THE IDEA THAT STUDENTS WOULD BE DETERMINING WHAT THEY WANTED TO FOCUS ON.
AND THEN WE WOULD BE COMING UP WITH WAYS FOR STUDENTS TO HAVE THOSE CONVERSATIONS ABOUT WHAT IT MEANS TO BE LIFE COLLEGE AND CAREER READY.
AND SO THE TEACHERS WERE VERY EXCITED ABOUT THAT.
THAT LED TO SOME EXCITEMENT ON THEIR CAMPUS.
WE WERE VERY CAREFUL THIS YEAR WHEN WE TALKED ABOUT IMPLEMENTATION TO MAKE SURE THAT EVERYBODY UNDERSTOOD.
THIS IS NOT IT'S NOT GONNA BE PERFECT, I MEAN, ALTHOUGH IT'S ALSO NOT SOMETHING THAT YOU CAN MESS UP BECAUSE ALL YOU'RE DOING IS HAVING STUDENTS LOG IN, LOOK AT THEIR CARD AND START TALKING ABOUT, OK, WHAT'S YOUR NEXT OPPORTUNITY? WHAT'S THE NEXT THING THAT YOU CAN DO? AND SO ONCE I THINK TEACHERS, I THINK INITIALLY THERE MIGHT HAVE BEEN SOME ANXIETY ABOUT, OH, THIS IS SOMETHING NEW.
I MEAN, WE ALL GET ANXIOUS ABOUT SOMETHING NEW.
BUT ONCE THEY HAVE SEEN THAT, OH, THERE'S IT'S EASY.
IT'S NOT AND THERE'S NOT A LOT FOR THE TEACHER TO DO OTHER THAN JUST TO COACH THE STUDENTS AND MENTOR THE STUDENTS, WHICH IS WHAT THEY DO ANYWAY.
SO THERE ISN'T A LESSON PLAN TO COME UP WITH.
THERE ISN'T AN ACTIVITY TO COME UP WITH.
THEY DON'T HAVE TO CREATE ANYTHING.
ALL THEY HAVE TO DO IS HAVE THOSE CONVERSATIONS WITH STUDENTS, WHICH THEY'RE DOING ANYWAY.
WELL, IF YOU NEED ME TO GO ON THE ROAD, LET ME KNOW.
I WILL LET YOU KNOW I'LL SIGN YOU UP.
[LAUGHTER] TRY TO GET SOME PARENTS EXCITED ABOUT IT BECAUSE IT IS A GAME CHANGER IN OUR HOUSE.
I LOVE THE ADVOCACY PORTION OF IT TOO, SO I APPLAUD THAT.
I DO JUST HAVE A COUPLE OF QUESTIONS.
SO WE'RE STARTING IN KINDERGARTEN.
IF YOU HAVE A STUDENT THAT'S SAY, IN EIGHTH GRADE, HOW IS THE DATA FROM WHAT THEY PREVIOUSLY DONE GOING TO BE IMPLEMENTED?
[00:30:06]
MAY HAVE MISSED IT.IS THERE A DATE THAT THIS IS ACTUALLY GOING TO START GO LIVE OR.
OK? TEACHERS WERE JUST TRAINED JUST A COUPLE OF WEEKS AGO ON THE 11TH.
SO THEY'RE GOING TO BE TAKING IT BACK TO THEIR CLASSROOMS. TO TAKE THOSE BABY STEPS FIRST.
AND MS. POWERS AND MS. FARRAR JUST TO SORRY, THAT'S LOUD JUST TO KIND OF PIGGYBACK ON TIMELINE.
A LOT OF THE STUFF ON THE SCORECARD HAS BEEN HAPPENING ANYWAY, AND WE'VE BEEN TRACKING THAT, BUT KIDS WEREN'T NECESSARILY AWARE OF THAT.
SO, FOR EXAMPLE, THEIR ATTENDANCE, WE ALREADY TRACKED THEIR ATTENDANCE AND SO IN, EDUGENCE IT'S ALREADY POPULATED IN THERE.
AND SO JUST NOW MAKING THE STUDENTS AWARE THAT THESE THINGS ARE HAPPENING.
SOME OF THE INDICATORS, IF YOU TAKE PROFESSIONAL COMMUNICATIONS THAT CHECKS ONE OF YOUR BOXES, IT'S AN INDICATOR OF BEING LIFE READY.
AND SO A LOT OF THESE THINGS HAVE ALREADY BEEN TAKING PLACE.
NOW WE'RE JUST TRYING TO MAKE IT WHERE THE KIDS CAN ACCESS IT AND HAVE THAT INFORMATION AS WELL AS PARENTS.
SO WILL PARENTS BE ABLE TO PULL THIS INFORMATION A SCORECARD UP AS WELL? YEAH.
SO ALL YOU HAVE TO DO IS ASK YOUR STUDENT, HEY, WHERE'S YOUR SCORECARD? AND THEN IF IT'S A HIGH SCHOOL KID, THEY'LL GO INTO EDUGENCE.
AND IF IT'S A K-8, THEY'LL GO INTO XELLO, BUT THEY'LL PULL IT UP.
THERE'S ALSO ON OUR DISTRICT WEBSITE THERE IS A WHOLE SECTION ABOUT SCORECARDS AND WHAT THEY MEAN, AND SO PARENTS CAN REVIEW THAT.
AND BUT YEAH, IT'S JUST A FUNCTION OF ASKING YOUR STUDENT TO PULL IT UP AND THEN ASKING WHAT THEY [INAUDIBLE].
I WAS JUST GOING TO SAY THANK YOU.
I KNOW THAT IT WAS A LOT OF WORK PUTTING THAT TOGETHER, BUT I THINK IT'S GOING TO MAKE A DIFFERENCE WITH THE KIDS HAVING THAT VISUAL BECAUSE I KNOW WHEN MINE WENT THROUGH AND THEY DID THE CAREER PATHWAY, IT WAS VERY OVERWHELMING BECAUSE THEY COULDN'T SEE IT.
THEY HAD TO JUST IMAGINE WHAT THEY WERE GOING TO DO THEIR PATHWAY THROUGH HIGH SCHOOL AND ALL OF THAT.
BUT HAVING THE SCORECARD WHERE THEY CAN ACTUALLY CHECK OFF AND SEE THEIR PROGRESS AND HAVING THEM ADVOCATE FOR THEMSELVES, I THINK IS GOING TO TAKE AWAY A LOT OF THAT ANGST THAT WAS IN HERE IN THE PAST.
SO THANK YOU FOR PUTTING THAT TOGETHER I APPRECIATE IT.
AGAIN, THANK YOU, MS. POWERS FOR A GREAT PROGRAM, AND I'VE BEEN EXCITED ABOUT THE SCORECARDS EVER SINCE WE INTRODUCED THEM BECAUSE THERE'S A SELF ACCOUNTABILITY MEASURE TO IT THAT I THINK WILL ASSIST OUR STUDENTS AS THEY GET INTO LIFE BECAUSE SETTING GOALS AND MEASURING HOW YOU'RE ACHIEVING THOSE GOALS IS SO IMPORTANT WHATEVER THEY DO IN LIFE.
AND I THINK WHEN WE'RE REALLY GOING TO SEE THE SUCCESS OF THIS, WHEN WE SEE THE KIDS THAT GO FROM K THROUGH 12 AND THEY'VE BEEN IN THIS PROGRAM SINCE DAY ONE, IT'S A GAME CHANGER AS FAR AS I'M CONCERNED.
I THINK IT'S ALSO INTERESTING TO NOTE THAT THERE ARE NOT A LOT OF DISTRICTS WHO ARE DOING SOMETHING LIKE THIS AT ALL.
AND THE ONES THE VERY FEW THAT ARE, ARE REALLY JUST FOCUSED ON HIGH SCHOOL.
SO I'M REALLY STARTING IT EARLY.
WE'RE HOPING HAS REALLY EXCELLENT RESULTS AND I DON'T SEE HOW IT CAN'T.
ANY OTHER QUESTIONS TO MY RIGHT? WELL, MS. POWERS OH MS. MARCUCCI.
I'M SORRY, I JUST WHAT YOU SAID THERE ABOUT NOT MANY DISTRICTS DOING THIS.
SO ONE OF THE THINGS THAT I REALLY WANT TO MAKE SURE THAT THE PUBLIC UNDERSTANDS THE HEART BEHIND ALL OF THIS IS THAT THERE IS A PRETTY BIG PUSH TOWARDS STANDARDIZED TESTING.
NOT THAT LONG AGO, THE A THROUGH F RATING SYSTEM AND THINGS LIKE THAT, AND PEOPLE WERE VERY CONCERNED THAT OUR SCHOOLS AND OUR STUDENTS ARE GOING TO BE DEFINED BY THIS RIGOROUS TEST THAT TAKES PLACE ONE DAY.
AND WE REALLY DIDN'T WANT TO BOIL OUR STUDENTS DOWN TO A TEST THAT HAPPENS ONCE A YEAR.
WE REALLY WANTED TO GIVE OUR STUDENTS A VOICE AND AN OPPORTUNITY TO SHOWCASE WHO THEY ARE.
THEY MAY BE AN EXCELLENT, TALENTED SINGER.
THEY COULD BE AN EXCELLENT ATHLETE AND THAT DOESN'T GET CAPTURED IN THIS A THROUGH F RATING SYSTEM AT ALL.
AND SO THIS IS REALLY MANSFIELD ISD'S RESPONSE TO THE STANDARDIZED TESTING TO SHOW THAT OUR STUDENTS ARE UNIQUE AND THEY'RE INDIVIDUALS AND THEY'RE SPECIAL AND THEY'RE GIFTED IN THEIR OWN WAY.
AND IT'S AN OPPORTUNITY FOR STUDENTS TO SEE THAT ABOUT THEMSELVES TOO BECAUSE SO OFTEN YOU JUST MEASURE YOURSELF BASED ON THE GRADE THAT YOU GET ON THE PAPER.
AND NOW HERE'S AN OPPORTUNITY TO SET SOME GOALS FOR YOURSELF TO ACHIEVE SOMETHING THAT MAYBE HASN'T BEEN MEASURED BEFORE AND TO BE ABLE TO SHOW YOUR SUCCESS AND REALLY HELP YOU HAVE THOSE CONVERSATIONS WITH YOUR PARENTS AND WITH YOUR TEACHER AND REALLY SHOW THE HOLISTIC CHILD THAT'S THERE.
SO THIS IS REALLY AN EFFORT TO TRY TO HELP THE WHOLE CHILD, AND I'M SO THANKFUL FOR THAT.
AND I'M SO EXCITED TO BE PART OF A PIONEERING SCHOOL DISTRICT THAT'S WILLING TO STAND UP AND SAY THAT OUR STUDENTS ARE WORTHWHILE JUST BECAUSE OF WHO THEY ARE, JUST BECAUSE THEY'RE OURS AND THEY ARE SPECIAL AND UNIQUE AND THEY HAVE A GIFT TO OFFER THE WORLD.
AND I'M SO THANKFUL THAT WE'LL HAVE AN OPPORTUNITY TO TAILOR THIS TO EACH OF THEM.
SO I JUST WANTED TO MAKE SURE THAT Y'ALL HEARD OUR HEART BEHIND ALL OF THIS AND
[00:35:02]
THE WORK THAT WE'RE TRYING TO DO BECAUSE EACH STUDENT MATTERS.WELL, MS. POWERS, THANK YOU SO MUCH.
I KNOW WE'RE ALL EXCITED FOR THIS PROGRAM AND TO SEE THIS KIND OF KIND OF COME TO FRUITION.
THERE'S BEEN SOME OBVIOUSLY KIND OF A DREAM FOR A WHILE ABOUT HOW WE KIND OF PICTURE THIS COMING FORWARD.
AND I APPLAUD YOU FOR DOING VIDEOS AND THINGS TO TRY TO GET STUDENTS EXCITED ABOUT THIS, AND I'M SUPER EXCITED TO SEE SOME VIDEOS.
BUT I DID HAVE TWO OTHER QUESTIONS REAL QUICK.
IS THERE AN APP FOR THIS? I MEAN, IS THAT ANOTHER WAY TO GET THEM CLOSE WITH THAT, I FEEL LIKE EVERYBODY IS NODDING THEIR HEAD.
SO THIS IS NOT A NEW QUESTION.
ON THE EVERY STUDENT HAS ACCESS ON CLASS LINK, AND IF YOU'RE A K THROUGH EIGHT STUDENT, YOU HAVE A LITTLE AS XELLO APP ON YOUR.
YOU CAN ACCESS IT ON YOUR PHONE OR YOUR TABLET OR YOUR CHROMEBOOK.
AND FOR HIGH SCHOOL, WE HAVE AN APP FOR EDUGENCE AS WELL THAT THEY CAN ACCESS.
THAT'S HOW WE WIN, RIGHT? AND THEN DOES THE ATTENDANCE AUTO POPULATE? I MEAN, MY CHILDREN WENT TO SCHOOL TOO, AND I'M NOT SURE THEY WOULD HAVE PUT IN THE SAME NUMBER THAT THE ATTENDANCE CLERK DID.
SO, BUT WE HAVE A PLAN FOR THEM TO FIND THAT ATTENDANCE.
[LAUGHTER] WELL, THANK YOU SO MUCH.
ALL RIGHTY, MOVING ALONG, WE'VE GOT THIS LEADS US TO OUR COVID 19 UPDATE, DR.
[8. Presentation ]
CANTU.AND HE'S ON HIS WAY UP RIGHT NOW.
PHILIP O'NEAL, OUR EXECUTIVE DIRECTOR, TO COME FORWARD AND GIVE US OUR UPDATE ON COVID 19.
PRESIDENT NEWSOM BOARD MEMBERS, DR.
IT'S ALWAYS A PLEASURE TO HAVE THE OPPORTUNITY TO VISIT WITH YOU AT A BOARD MEETING.
AND TONIGHT I'M GOING TO HAVE THE OPPORTUNITY TO SHARE WITH YOU WHERE WE ARE WITH COVID.
AS WE MENTIONED AT A PREVIOUS BOARD MEETING, WE HAD HOPED TO START SCHOOL AS CLOSE TO NORMAL AS POSSIBLE.
BUT TONIGHT I'M GOING TO SHARE WITH YOU WHERE WE ARE WITH THE DATA, WHAT OUR DISTRICT TESTING SITES LOOK LIKE AN UPDATE WITH THAT.
BOOSTERS AND VACCINES AND THEN WE'LL GIVE YOU A CHANCE AT THE END TO ASK SOME QUESTIONS.
SO BEFORE I JUMP INTO THE DATA, ONE OF THE THINGS I THINK THAT'S VERY IMPORTANT, YOU'RE GETTING READY TO SEE THAT THE DATA IS TRENDING IN A VERY POSITIVE DIRECTION.
BUT I DO NOT WANT TO MAKE LIGHT OF THE FACT THAT WE STILL HAVE OR I DON'T WANT TO COME ACROSS AS MAKING LIGHT OF THE FACT THAT WE STILL HAVE STUDENTS AND STAFF THAT ARE DEALING WITH COVID.
AND WE ALL KNOW THAT THAT CAN BE A VERY SERIOUS THING.
SO AS WE GET INTO THE DATA, PLEASE DON'T MISINTERPRET THE POSITIVE NEWS ANY DIFFERENT THAN THAT IT'S POSITIVE NEWS, BUT THAT WE STILL HAVE STUDENTS AND STAFF THAT ARE DEALING WITH COVID.
SO YOU CAN SEE THAT IN TARRANT COUNTY OVER THE COURSE OF THE LAST SIX WEEKS, WE HAVE BEEN TRENDING IN A POSITIVE DIRECTION.
IF YOU LOOK TO THE FAR RIGHT OF THAT GRAPH, YOU'LL SEE TRENDING DOWNWARD FOR OVER THE LAST SIX WEEKS FOR A SIX WEEKS PERIOD.
AGAIN, THAT'S TARRANT COUNTY DATA, SO IN MANSFIELD ISD WE INTRODUCED TO YOU GUYS AT THE LAST MEETING THE DASHBOARD.
OBVIOUSLY, YOU CAN'T READ THAT IT'S TOO SMALL, BUT THE VISUAL THERE IS THAT ALL OF OUR SCHOOLS ARE OPERATING IN THE GREEN THRESHOLD.
WE DON'T HAVE ANY SCHOOLS THAT HAVE JUMPED INTO THE YELLOW OR THE RED THRESHOLD, THE THREE AND FIVE PERCENT WE'RE ALL OPERATING IN GREEN CURRENTLY.
CURRENTLY, WE HAVE THIS DATA IS AS OF YESTERDAY, SO I CAN GIVE YOU TODAY'S NUMBERS.
54 STUDENTS WHO HAVE TESTED POSITIVE FOR COVID AND WHO ARE ACTIVE CASES, AND THEN WE ACTUALLY HAVE THREE STAFF MEMBERS.
BUT AGAIN, THE ACTIVE CASES FOR STUDENTS IS LESS THAN 0.2 OR IT'S 0.2 PERCENT, AND THE ACTIVE CASES FOR STAFF IS ACTUALLY LESS THAN 0.1 PERCENT.
THE VISUAL THERE IS THAT YOU CAN SEE THAT WE'RE AGAIN, WE'RE TRENDING DOWN, TRENDING IN A POSITIVE DIRECTION.
IF YOU LOOK TO THE RIGHT, WE'VE BEEN TRENDING DOWN AGAIN OVER THE COURSE OF THE LAST SIX WEEKS OURSELVES.
WE PEAKED AT ABOUT ONE PERCENT.
THE YELLOW LINE THERE IS THE THREE PERCENT THRESHOLD THAT WOULD CAUSE US TO REACT AND IMPLEMENT SOME COVID STRATEGIES, SOME MITIGATION STRATEGIES.
AND THEN AGAIN, THE FIVE PERCENT LINE AT NO POINT IN TIME.
DISTRICT WIDE FROM A STUDENT'S PERSPECTIVE HAVE WE GOTTEN CLOSE TO THAT THREE PERCENT LET'S CROSS OUR FINGERS.
[00:40:01]
SO LET'S TALK ABOUT TESTING.WE MADE YOU GUYS AWARE OF THE TESTING SITE THAT WE HAVE HERE AT THE CENTER.
THE DR. JIM VASZAUZKAS CENTER FOR PERFORMING ARTS AND THAT TESTING SITE OVER THE COURSE OF THE LAST FEW WEEKS, THE NUMBER OF TESTS THAT THEY'VE BEEN PROVIDING HAS REALLY BEEN TRENDING IN A DOWNWARD DIRECTION.
AND SO BECAUSE OF THAT, THEY ARE ONLY OPENING ON THURSDAYS MOVING FORWARD FOR THE NEXT FEW WEEKS.
IT'S STILL HERE, ONLY OPEN ON THURSDAYS.
WE ALSO MENTION TO YOU THE TEA REQUIREMENT THAT WHEN A STAFF MEMBER IS IDENTIFIED AS A CLOSE CONTACT, THEY ARE REQUIRED TO DO TESTING.
WE MENTIONED THAT WE WERE MAKING AN ARRANGEMENT WITH GENE IQ.
GENE IQ IS SET UP AND TESTING AT VERNON NEWSOM STADIUM.
THAT IS NOT STRICTLY FOR STAFF, THAT IS FOR THE ENTIRE COMMUNITY.
AND SO THEY THEMSELVES ARE OPEN FIVE DAYS A WEEK AND ACTUALLY FOUR DAYS A WEEK MONDAY THROUGH THURSDAY.
AND THEY'RE GOING TO CONTINUE TO BE OPEN FOR STAFF WHO POTENTIALLY ARE IDENTIFIED AS A CLOSE CONTACT.
AND AGAIN, FOR THE COMMUNITY, WE HAVE A LOT OF COMMUNITY MEMBERS THAT ARE TAKING ADVANTAGE OF THAT LOCATION AS WELL.
STAFF WHO HAVE BEEN IDENTIFIED AS CLOSE CONTACTS GET TO GO TO THE FRONT OF THE LINE.
SO LET'S TALK ABOUT BOOSTERS AND VACCINES.
SO THE BOOSTER FOR ALL THREE OF THE VACCINES HAS BEEN APPROVED BY THE FDA.
SO ANYBODY THAT HAS HAD EITHER THE PFIZER, THE MODERNA OR THE JOHNSON AND JOHNSON CAN GET A BOOSTER SHOT AND ALL OF THOSE HAVE BEEN APPROVED BY THE FDA.
SO THIS IS A LITTLE BIT MORE HARD TO EXPLAIN, BECAUSE IT SEEMS LIKE THE NEWS EVERY DAY IS CHANGING WHEN IT COMES TO VACCINES FOR FIVE TO 11 YEAR OLD'S.
THERE WAS SOME INFORMATION THAT WAS SHOT OUT TODAY, SOME APPROVAL FROM THE FDA, AND I READ LAST WEEK THAT THAT APPROVAL HAD ALREADY TAKEN PLACE.
SO IT'S JUST IT'S ALL OVER THE MAP WITH THIS.
BUT HERE'S WHAT I CAN TELL YOU.
WHAT I CAN TELL YOU IS THAT THE FEDS HAVE THE FEDERAL GOVERNMENT HAS IN PLACE A PLAN TO ROLL OUT AS SOON AS THE VACCINE IS ELIGIBLE THAT IT'S GONE THROUGH THE APPROVAL STEPS.
IT'S CURRENTLY WITH THE FDA AND IT APPEARS IN EARLY NOVEMBER.
AND THE DATE THAT I'VE BEEN THAT MY RESEARCH UNCOVERS IS THAT ON NOVEMBER THE 2ND AND 3RD, THE CDC WILL APPROVE IT AND SHORTLY THEREAFTER, THE FEDERAL GOVERNMENT IS GOING TO ROLL IT OUT.
SO WHAT DOES IT LOOK LIKE WHEN THEY ROLL IT OUT? IT'S THE PFIZER VACCINE.
IT'S TWO SHOTS THREE WEEKS APART AND AT THE END OF THE SECOND SHOT FOR TWO WEEKS LATER, THE STUDENTS WILL BE FULLY VACCINATED.
WHO'S GOING TO GIVE THAT VACCINE SHOT? IT'S GOING TO BE PEDIATRICIANS PHARMACIES.
THANK YOU, MR. O'NEAL, FOR A GREAT PRESENTATION, AND I'M VERY GLAD TO SEE THAT WE'RE TRENDING IN A VERY POSITIVE WAY AND I CERTAINLY LOOK FORWARD TO OUR KIDS WHO ARE FIVE TO 11 HAVING THE POTENTIAL TO GET A VACCINATION.
I DO KNOW THAT WE'VE LOST TWO OF OUR MISD EMPLOYEES TO COVID SINCE THE BEGINNING OF THE SCHOOL YEAR, AND I RECEIVED WORD THAT A TCC TEACHER WHO TEACHES AT ONE OF OUR HIGH SCHOOLS HAD PASSED.
AND SO I'M JUST WANTING TO KNOW, IS THERE A COORDINATION BETWEEN MISD AND TCC IN TERMS OF THOSE EMPLOYEES THAT ARE ACTUALLY TEACHING OUR KIDS TCC CLASSES IN TERMS OF NOTIFICATION OF A POTENTIAL STAFF MEMBER BEING IMPACTED BY COVID? SO THAT'S A GREAT QUESTION.
I DON'T KNOW THAT I CAN HONESTLY ANSWER THAT.
I DON'T KNOW THAT WE HAVE A PROCESS IN PLACE FOR TCC TO NOTIFY OUR STUDENTS.
I DON'T KNOW THAT THEY HAVE A PROCESS IN PLACE TO NOTIFY OUR STUDENTS THAT ATTEND THERE.
WELL, I WOULD LIKE TO SEE IF, YOU KNOW, BECAUSE THEY HAVE TAUGHT ON OUR CAMPUSES IN THE PAST, AND I'M SURE THEY'RE STILL DOING SO.
AND SO I THINK THAT'S AN AREA WHERE PERHAPS THE TWO ENTITIES CAN CAN START COMMUNICATING BECAUSE THOSE TEACHERS ARE ON OUR CAMPUS AND THEY'RE WITH OUR KIDS.
[00:45:03]
AND CERTAINLY THOSE KIDS MAY BE IMPACTED IF THEY HAVE A TEACHER WHO CERTAINLY GETS, YOU KNOW, GETS SICK.THERE'S POTENTIALLY THERE MAY BE A GAP THERE.
AND SO I APPRECIATE YOU BRINGING THAT UP BECAUSE THAT'S A GAP.
IF IT DOES EXIST, THAT'S A GAP WE NEED TO CLOSE.
THANK YOU, MR. O'NEAL THIS IS A FOLLOW UP TO TRUSTEE SNEED HERE.
NOT JUST THE TARRANT COUNTY MEMBERS WHO MAY BE COMING TO THE COUNTY, TO THE CAMPUS AS WELL, BUT ANY VENDOR, ANY PARTNER, ANY CONTRACTOR THAT HAPPENS TO COME TO ANY OF OUR CAMPUSES.
I THINK WE NEED TO HAVE A PROCESS IN PLACE FOR THOSE FOLKS TO COMMUNICATE WITH US AS WELL SO THAT WE CAN TRACK POTENTIAL EXPOSURES, RIGHT? AND SO I LOVE THE IDEA.
I APPRECIATE YOU BRINGING IT UP, BUT I JUST WANT TO MAKE SURE THAT ANYBODY WHO COMES TO OUR CAMPUS WE HAVE SOME VISIBILITY AS BEST WE CAN TO WHAT THAT LOOKS LIKE.
AND THEN SECONDARILY, IN TERMS OF THE PRESENTATION, YOU MENTIONED THAT ONCE APPROVED, THE PLAN RIGHT NOW IS FOR THE SHOTS TO BE GIVEN IT BY PEDIATRICIANS AND PHARMACISTS.
IS THERE ANY OPPORTUNITY FOR US TO BE A HOST SITE FOR THOSE SHOTS ONCE IT TAKES PLACE, AGAIN, I'M JUST THINKING ABOUT TRANSPORTATION POTENTIAL CHALLENGES AND CAPACITY CONSTRAINTS FOR PEDIATRICIANS, FOR SHOTS.
IF WE'RE ABLE TO SERVE IN THAT WAY AGAIN.
THERE'S POTENTIAL FOR US TO EITHER BE A HOST SITE.
I HAVE ALSO READ WHERE THEY ARE GOING TO ALLOW SCHOOLS, POTENTIALLY ALLOW SCHOOLS TO PROVIDE THE VACCINE THEMSELVES FOR THOSE.
THAT'S A WHOLE PROCESS WE WOULD HAVE TO LOOK INTO.
THERE WOULD BE, YOU KNOW, OBVIOUSLY PARENT CONSENT WOULD HAVE TO TAKE PLACE, ET CETERA.
BUT YES, THERE IS DEFINITELY AN OPPORTUNITY FOR US TO BE A HOST SITE TO DO THAT, FOR SURE.
AND MR. DAVIS, THERE IS A MEETING ACTUALLY SCHEDULED TOMORROW FOR SUPERINTENDENTS WITH TARRANT COUNTY, AND THE TOPIC IS VACCINES.
AND SO WE'RE HOPING TO HAVE SOME MORE INFORMATION RELATED TO THAT AT THE END OF THE DAY TOMORROW.
YES, I DO HAVE A COUPLE OF QUESTIONS.
OK, SO I WANTED TO TOUCH ON THE TEA REQUIREMENT FOR TEACHERS THAT HAVE TO BE TESTED.
JUST A COUPLE OF QUESTIONS IN THE COMMUNITY THAT IS A TEA REQUIREMENT, NOT A MANSFIELD ISD REQUIREMENT.
AND IS THERE ANY INDICATION HOW LONG THAT WILL GO ON? IS THAT CONTINUOUS THROUGH THIS SCHOOL YEAR? OR HAVE THEY GIVEN YOU ANY THEY HAVEN'T.
JUST THEIR CURRENT REQUIREMENT IS THAT WE DO IT AND THEY HAVEN'T GIVEN US ANY INDICATION AS TO HOW LONG THAT WILL LAST.
AND THEN WE'LL JUST TOUCH ON THE HOST SITE REAL QUICK.
IF WE DECIDE TO GO DOWN THAT AVENUE AND EITHER BE A HOST SITE OR POTENTIALLY BE GIVING VACCINATIONS, THAT'S SOMETHING THAT YOU GUYS WOULD BRING BACK TO US TO DISCUSS.
OR HOW WOULD THAT EVEN? I DON'T WANT TO GO DOWN A RABBIT HOLE THAT WE'RE NOT EVEN TALKING ABOUT THAT.
WELL, I GUESS MY QUESTION IS, WILL THAT COME UP IN FUTURE CONVERSATIONS BEFORE WE DECIDE TO GO THAT ROUTE? THAT WOULD BE SOMETHING THAT WE WOULD DEFINITELY HAVE A LOT OF CONVERSATION ABOUT, AND YOU GUYS WOULD CERTAINLY BE INFORMED.
AND I THINK TOMORROW'S MEETING MIGHT BE THE FIRST STEP IN FINDING OUT THE DIRECTION ABOUT WHERE THIS MIGHT END UP.
ANY OTHER QUESTIONS? MS. MARCUCCI.
I JUST WANTED TO MAKE A COMMENT ABOUT THE TCC.
I HAVE A DAUGHTER THAT'S AT TCC I GOT A LOT OF KIDS, BUT MY UNDERSTANDING OF THEIR POLICY AND I WAS JUST LOOKING ON THEIR WEBSITE JUST TO LOOK IS THAT TCC DOES MAKE NOTIFICATION TO CLASSMATES AND OFFICEMATES AND OTHERS.
IF THERE IS AN INDIVIDUAL THAT HAS A CONFIRMED DIAGNOSIS THAT'S IN THEIR CLASSROOM, THEY CANNOT SPECIFY WHO'S BEEN WITHIN SIX FEET OF THAT PERSON, SO THEY ENCOURAGE THE INDIVIDUALS TO MONITOR FOR SYMPTOMS. BUT IF SOMEONE HAS BEEN IN THEIR CLASSROOM, THEY'RE CURRENTLY STATING JUST SO YOU KNOW THAT THEY ARE NOTIFYING.
I WOULD ASSUME THAT PROCEDURE WOULD BE THE SAME, BUT I WOULD LOVE FOR YOU TO LOOK INTO THAT.
I JUST WANTED TO LET YOU KNOW THAT THERE IS SOME NOTIFICATION THAT SHOULD BE HAPPENING ON THEIR BEHALF.
SO JUST, YOU KNOW, JUST AS A POINT OF INFORMATION.
IT'S A GREAT POINT THAT I THINK THAT WE ALL ECHO HERE JUST TRYING TO MAKE SURE WE'RE FINDING LITTLE POSSIBLE LOOPHOLES AND STUFF LIKE THAT.
KIND OF EVEN LIKE BEN BARBER, YOU KNOW, THESE KIDS ARE GOING BACK AND FORTH AND COULD BE EVEN JUST CAR SHARING WITH SOMEONE WHO JUST IS GOING BACK TO THEIR HOME CAMPUS OR SOMETHING LIKE THAT.
THERE'S ENDLESS POSSIBILITIES AT THIS POINT.
SO BUT WE APPRECIATE YOUR INFORMATION AND ALL THE WORK YOU'RE DOING.
[9. Public Hearing -- FIRST Report ]
ALL RIGHT, NUMBER NINE, PUBLIC HEARING, FIRST REPORT, DR.YES, I SEE MICHELLE TRONGAARD HEADING TO THE PODIUM.
SHE WILL SHARE SOME INFORMATION RELATED TO THE FIRST REPORT BEFORE WE OPEN IT UP FOR PUBLIC HEARING.
GOOD EVENING, MADAM PRESIDENT NEWSOM BOARD OF TRUSTEES, DR.
CANTU IS A PUBLIC HEARING THAT WE'RE CONDUCTING HERE, AND SO WE'RE GOING TO GET STARTED.
THIS IS THE 2021 SCHOOL FIRST RATING AND FIRST STANDS FOR FINANCIAL
[00:50:04]
INTEGRITY RATING SYSTEM OF TEXAS.IT IS BASED ON THE 19 20 BUDGET AND FINANCIAL DATA.
THE BOARD OF TRUSTEES HAS A ROLE AS GOVERNANCE OVER THIS IN OUR SYSTEM.
CANTU, PROVIDES A LEADERSHIP, PRINCIPALS AND DIRECTORS THEY FOLLOW THOSE POLICIES AND PROCEDURES AND THEN OUR FINANCE TEAM AND ALL THE OTHER PEOPLE IN [INAUDIBLE] ENSURE THE POLICIES AND PROCEDURES ARE BEING FOLLOWED.
SO FOR THE 2021 SCHOOL FIRST RATING, BASED ON THE 19 20 BUDGET AND FINANCIAL DATA, MANSFIELD, I'M PROUD TO SAY, RECEIVED A SUPERIOR RATING AND THE PURPOSE OF THE FINANCIAL ACCOUNTABILITY RATING SYSTEM ORIGINATED IN 1999.
IT ALSO EXPANDED THE PUBLIC EDUCATION ACCOUNTABILITY SYSTEM IN TEXAS FOR THE FINANCIAL SERVICES IN ITS 19TH YEAR, AND THE PRIMARY GOAL IS TO IMPROVE MANAGEMENT OF SCHOOL DISTRICTS FINANCIAL RESOURCES.
THE OBJECTIVES ASSESS THE QUALITY OF FINANCIAL MANAGEMENT IN TEXAS PUBLIC SCHOOLS IS TO MEASURE AND REPORT THE EXTENT OF THE FINANCIAL RESOURCES TO ALLOCATE FOR DIRECT INSTRUCTIONAL PURPOSES, FAIRLY EVALUATE THE QUALITY OF FINANCIAL MANAGEMENT DECISIONS AND OPENLY REPORT, AS WE ARE TONIGHT, THE RESULTS TO THE GENERAL PUBLIC.
THE BASES OF RATINGS ARE RIGHT IN FRONT OF YOU.
THEY'RE BASED ON 20 INDICATORS PREVIOUSLY.
LAST YEAR, YOU MIGHT RECALL IT MIGHT HAVE BEEN A LITTLE BIT SHORTER PRESENTATION BECAUSE WE ONLY HAD 15.
SO WE HAVE FIVE NEW ONES THAT WE'RE GOING TO PRESENT TO YOU TONIGHT.
AND STILL, WITH THE CHALLENGES OF FIVE NEW ONES, MANSFIELD ISD SCORED A 90 AND RECEIVED A SUPERIOR RATING.
SO LET'S GET INTO THE INDICATORS AS PART OF OUR REQUIREMENT INDICATOR NUMBER ONE AUDIT COMPLETED ON TIME AND TEA DID OFFER US AN EXTENSION FOR THIS PARTICULAR YEAR DUE TO COVID, WE COULD HAVE FILED IT BY DECEMBER 28TH, 2020.
INSTEAD, WE GOT IT BY NOVEMBER 19, 2020, SO THEREFORE WE PASSED.
THESE ARE PASS OR FAIL, SO THEY'RE AUTOMATICALLY CRITICAL THAT WE MAKE THESE THESE INDICATORS.
INDICATOR NUMBER TWO WAS THERE AN UNMODIFIED OPINION IN THE AUDITED FINANCIAL REPORT? YOU'LL HEAR THAT FROM OUR AUDITORS NEXT NOVEMBER BOARD MEETING, BUT THIS WAS THE 19 20 FINANCIAL AUDIT REPORT, AND WE DID RECEIVE A CLEAN AUDIT THAT'S CALLED AN UNMODIFIED OPINION.
INDICATOR NUMBER THREE, DID THE DISTRICT MAKE THE BOND PAYMENTS ON TIME? YES, WE DID.
DID THE DISTRICT MAKE TIMELY PAYMENTS TO TRS, TEACHER RETIREMENT SYSTEM, TEXAS WORKFORCE COMMISSION, INTERNAL REVENUE SERVICE AND THE GOVERNMENTAL AGENCIES? YES, WE DID.
SO WE RECEIVED A PASS ON THAT.
INDICATOR NUMBER FIVE, THEY REMOVED THIS INDICATOR AND I'LL TELL YOU WHY.
IT'S BECAUSE THE NET POSITION ACCOUNTABILITY ON THAT.
THAT WAS ALSO WHEN THEY BROUGHT IN THE PENSION LIABILITY AS PART OF [INAUDIBLE] RECORDING IN THE FINANCIALS.
AND IT REALLY THREW EVERYBODY'S FINANCIALS OUT THE WAZOO.
THIS IS A NEW ONE WAS THE AVERAGE CHANGE IN THE ASSIGNED AND UNASSIGNED FUND BALANCE OVER THREE YEARS, LESS THAN TWENTY FIVE PERCENT DECREASE OR DID THE CURRENT YEAR'S UNASSIGNED FUND BALANCE EXCEED SEVENTY FIVE DAYS OF OPERATIONAL EXPENDITURES.
THEY'RE WANTING TO SEE WHAT HAVE YOU DONE OVER THE PAST YEAR? ARE YOU GOING DOWN THE HOLE? ARE YOU GOING BACKWARDS IN YOUR FUNDING? ARE YOU SPENDING MORE THAN YOU HAVE ON HAND? AND THE ANSWER IS NO FOR US.
WE DID NOT DO TWENTY FIVE PERCENT.
WE WERE STAYING AT A SIX POINT EIGHT, SEVEN PERCENT FAIRLY STEADY RATE.
SO THAT TELLS YOU RIGHT THERE AND THEN YOU CAN SEE THE DIFFERENCES IN THE CHANGES OVER THERE.
INDICATOR NUMBER SEVEN THIS WAS THE NUMBER OF DAYS OF CASH ON HAND AND CURRENT INVESTMENTS IN THE GENERAL FUND TO THE SCHOOL DISTRICT.
IS IT SUFFICIENT TO COVER THE OPERATING EXPENDITURES? AND WE EXCLUDE FACILITY ACQUISITIONS AND CONSTRUCTION IN HERE.
BUT WHAT WE LOOK FOR HERE IS YOU WANT TO MAKE SURE YOU GET THAT REVENUE COMING IN, YOU GET THE TAX REVENUE.
THERE'S ONLY SO MANY MONTHS YOU COLLECT THAT.
YOU HAVE TO ENSURE FROM A CASH FLOW PERSPECTIVE, YOU'RE ABLE TO SUFFICE THE ENTIRE YEAR.
SO THEREFORE, WE HAVE ONE HUNDRED AND FOURTEEN DAYS OF CASH ON HAND, WHICH EXCEEDS THE 60 DAYS.
SO WE'RE IT EXCEEDS THE 90 DAYS EVEN.
AND SO RIGHT HERE, WE ACTUALLY HAD 114 DAYS LAST YEAR, TOO, SO I'M JUST SAYING WE GOT 10 POINTS ON THAT.
INDICATOR NUMBER EIGHT, THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES RATIO FOR THE SCHOOL DISTRICT, IS IT SUFFICIENT TO COVER A SHORT TERM DEBT? AND THE ANSWER IS YES.
[00:55:01]
WE HAVE A TWO POINT SEVEN SIX SEVEN NINE IS THE RATIO.IT ACTUALLY HAS GONE UP FROM THE PRIOR YEAR.
DID THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED THE EXPENDITURES? AND IF NOT, DID THEY HAVE ENOUGH CASH OF DAYS ON HAND? WE JUST HEARD, IS IT OVER EQUAL TO 60 OR MORE AND YOU HEARD JUST A MINUTE AGO IT WAS ONE HUNDRED AND FOURTEEN, SO WE MET THAT CRITERIA.
AND THEN THE OTHER CRITERIA WE ALSO MET THAT ONE WITH A HIGHER RATIO OF ONE POINT ZERO SIX OF REVENUES TO EXPENDITURES.
THEREFORE, WE RECEIVED 10 POINTS ON THAT.
DOES THE SCHOOL DISTRICT AVERAGE LESS THAN A 10 PERCENT VARIANCE BETWEEN YOUR BUDGETED AMOUNTS IN YOUR GENERAL FUND YOUR BUDGETED REVENUES TO YOUR ACTUAL BY THE TIME THE END OF YEAR AND WHEN WE SAY BUDGET, THEY'RE GOING TO BE LOOKING AT WHAT OUR SNAPSHOT DATE IS.
AND WHAT DO WE HAVE IT RECORDED? AND THAT IS ACTUALLY WHAT WE'RE GOING TO BE SENDING OFF ON FRIDAY.
SO THIS IS VERY IMPORTANT THAT WE'RE NOT GOING CRAZY.
DO WE KNOW WHAT'S GOING ON? SO THIS IS WHAT THEY LOOK AT.
10 POINTS GETS YOU THAT IF IT'S LESS THAN 10 PERCENT VARIANCE FOR THE LAST THREE FISCAL YEARS AND ACTUALLY WE WERE AT TWO PERCENT.
SO THAT'S A VERY GOOD STANDING AND WE RECEIVED 10 POINTS.
THE RATIO, WAS THE RATIO OF LONG TERM LIABILITIES TO TOTAL ASSETS, OR YOU CAN GET IT WITH IF YOU HAVE ENROLLMENT GROWTH EXCEEDING SEVEN PERCENT.
WE WERE JUST UNDER THAT SHY OF A FIVE POINT FOUR SEVEN PERCENT GROWTH.
WE DID RECEIVE FOUR POINTS FOR THIS, BUT I WILL TELL YOU THIS WILL GO UP AND I CAN TELL YOU THAT THE LONG TERM LIABILITIES CALCULATION ON HERE, IT IS GOING TO BE REDUCED BY ONE HUNDRED AND TWENTY THREE MILLION DOLLARS BECAUSE OF THE BIG LARGE BOND REFUNDING THAT WE DID IN 2020 AND THEN BOND REFUNDS OVER THE COURSE OF TIME, AS WELL AS PAYING DOWN DEBT FASTER.
SO I WANT YOU TO BE AWARE THIS WILL GO UP.
INDICATOR NUMBER 12, THIS IS ALSO NEW THE DEBT SERVICE PER $100 OF ASSESSED PROPERTY VALUE RATIOS SUFFICIENT TO SUPPORT FUTURE DEBT REPAYMENTS.
SO THIS ONE RIGHT HERE REALLY FOCUSES ON THE DEBT SERVICE SIDE AND AGAIN, THAT LONG TERM LIABILITIES IS IN THERE AT NINE HUNDRED AND FORTY ONE POINT SEVEN MILLION, THAT'S GOING TO GO DOWN ONE HUNDRED AND TWENTY THREE MILLION DOLLARS.
SO RIGHT HERE AS WELL, WE SHOW EVEN AN EIGHT POINT SCORING THERE.
SO THIS IS GOING TO EVEN GET BETTER IN THE FUTURE.
AND IT LOOKS TO SEE HOW CAN YOU.
CAN YOU SUBSTANTIATE YOUR DEBT SERVICE IN THE FUTURE BASED ON YOUR PROPERTY VALUES? AND SO WE'RE ALMOST AT THE TOP AND IT'S JUST GOING TO GET BETTER.
WAS A SCHOOL DISTRICT ADMINISTRATIVE COST RATIO EQUAL TO OR LESS THAN THE THRESHOLD RATIO, AND THE STATE HAS US TO BE LESS THAN YOU NEED TO BE GREATER.
LET'S SEE [INAUDIBLE] LESS THAN EIGHT POINT FIVE FIVE PERCENT FOR A DISTRICT OUR SIZE, THEY'VE ACTUALLY MADE US EVEN SMALLER.
SO NOW WE HAVE 8.55 BUT OUR DISTRICT IS UNDER AT 5.45 PERCENT.
DO WE DECLINE IN ENROLLMENT AND ADJUST STAFF RATIOS? THIS IS EXTREMELY IMPORTANT BECAUSE IF YOU KEEP HAVING YOUR STAFF AT A VERY HIGH LEVEL STAFF LEVEL AND YOU'RE LOSING ENROLLMENT AND YOU'RE NOT ADJUSTING TO THAT, THEN YOU NEED TO BE YOU'RE OVER BUDGETING FOR THAT.
SO YOU HAVE TO BE CAREFUL AT MAKING SURE THAT THOSE STAY IN LINE.
AND I GIVE KUDOS TO OUR HR DEPARTMENT, DR.
STOECKER AND THEM FOR KEEPING US IN LINE BECAUSE WE WERE AT A POINT YOU HAD TO BE UNDER A 15 PERCENT RATIO WHILE THIS SHOWS IT DIDN'T DECLINE.
BUT IT SHOWS WE DID A CHANGE IN RATIO OF POINT ZERO SEVEN PERCENT, WHICH MEANS WE ADJUSTED ACCORDINGLY AND INDICATOR NUMBER 15.
THIS IS ALSO NEW ONE EVERY BIENNIUM, EVERY TWO YEARS WE SUBMIT OUR ADA, OUR ESTIMATED ENROLLMENT TO TEA AND THEY USE THAT NUMBER, THAT'S WHAT THEY USE FOR THE STATE BUDGET.
SO THAT'S WHAT WE HAVE TO DO AHEAD OF TIME AND THEY SAY YOU BETTER BE CLOSE.
SO I'LL TELL YOU HOW CLOSE WE WERE.
YOU NEEDED TO BE WITHIN SEVEN PERCENT IS THE THRESHOLD, AND WE WERE AT POINT ONE FOUR PERCENT.
SO I'M VERY PROUD OF THAT ONE.
COULDN'T BE ANY CLOSER ON THAT ONE.
WITH THIS ONE, YOU'RE LOOKING AT YOUR PEIMS DATA.
THAT'S THE INFORMATION THAT WE SUBMIT TO TEA IS DATA AND UPLOADED FILES.
[01:00:04]
EVENTUALLY, THAT'S GOING TO BE LIVE DATA IS WHAT I HEAR IN ABOUT THREE OR FOUR YEARS.THAT'S OUR FINANCIAL AND OUR STUDENT RECORDS, OUR STUDENT NUMBERS.
AND THERE IS AN OPPORTUNITY TO HAVE SEE THE DENOMINATOR JUST SHY OF THREE HUNDRED MILLION TWO HUNDRED AND NINE NINE AND FIFTY NINE MILLION OR FOUR HUNDRED AND FOUR.
TWO HUNDRED AND NINETY NINE MILLION FIFTY NINE THOUSAND FOUR HUNDRED AND FOUR POSSIBLE ERRORS.
AND WE HAVE FOUR HUNDRED AND THIRTY TWO THAT IS DUE TO ROUNDING.
FOR THE MOST PART, IT'S A ROUNDING THING SOMETIMES.
SO GUESS WHAT, THAT WE'RE SUPPOSED TO STAY WITH LESS THAN THREE PERCENT AND WE ARE 14TH THOUSANDTHS OF A PERCENT.
THIS IS ALSO NEW THAT THE EXTERNAL AUDITORS WHO YOU'LL HEAR FROM ON NEXT NOVEMBER DO THEY FIND MATERIAL WEAKNESSES? AND THE ANSWER IS NO.
THERE WERE NO MATERIAL WEAKNESSES IN OUR FINANCIALS, AND THIS WAS DONE IN AGAIN 19 20.
AND DID THE EXTERNAL AUDITORS FIND MATERIAL NONCOMPLIANCE? AND THE ANSWER TO THAT IS ALSO, NO, THEY DID NOT FIND ANY.
SO WE RECEIVE A 10 POINTS ON THAT.
INDICATOR NUMBER 19 ALSO A NEW ONE.
DID WE POST THE REQUIRED FINANCIAL INFORMATION ON THE WEBSITE IN ACCORDANCE WITH THE GOVERNMENT CODE, ET CETERA, ET CETERA, AND ALL THOSE CODES? SO WE GET FIVE POINTS FOR THAT.
DID THE BOARD MEMBERS DISCUSS THE DISTRICTS? DID WE PRESENT BASICALLY TO Y'ALL AT A BOARD MEETING WITHIN 120 DAYS BEFORE THE DISTRICT ADOPTED ITS BUDGET? AND I CAN TELL YOU, WE TALKED ABOUT THOSE PROPERTY VALUES AS VERY CRITICAL INFORMATION.
THEY WANT TO MAKE SURE BOARD MEMBERS UNDERSTAND THE IMPACT OF PROPERTY VALUES ON THE BUDGET.
AND SO WHEN THERE'S AN INCREASE IN YOUR PROPERTY VALUES, WE TALKED ABOUT THE COMPRESSION TAX RATE.
AND THEN IF YOU WERE PART OF THE BOARD WHEN WE DID THE PROPERTY LAG, THEN YOU KNOW WHAT THAT MEANT.
THAT'S REALLY WHAT DROVE THIS INDICATOR IS TO BOARD MEMBERS TO UNDERSTAND THE PROPERTY LAG AND WHERE THE CURRENT VALUES ARE NOW PART OF THE BUDGET PROCESS VERSUS A YEAR BEHIND.
SO THAT WAS IMPORTANT THAT THE TEA MAKE US KNOW MAKE US COMMUNICATE THAT, SO WE DID PASS THAT, SO THERE'S THESE REQUIRED DISCLOSURES.
AND ONE OF THEM IS THE SUPERINTENDENT'S EMPLOYMENT CONTRACT.
YOU CAN GO ON THE WEBSITE AND FIND THAT AND THEN REIMBURSEMENTS RECEIVED BY THE SUPERINTENDENT BOARD MEMBERS FOR THE FISCAL YEAR 19 20.
AND SO ALL THIS INFORMATION, WE CAN FIND IT ONLINE.
WE'RE GOING TO POST THIS LATER, AS WELL AS OUTSIDE COMPENSATION AND OUR FEES RECEIVED BY THE SUPERINTENDENT THAT'LL BE OUT THERE.
IT'S POSTED DISCLOSURE NUMBER 4 GIFTS RECEIVED AS WELL BY THE BOARD MEMBERS AND SUPERINTENDENTS IS ALSO LOGGED THERE.
DISCLOSURE NUMBER FIVE BUSINESS TRANSACTIONS.
AND I HAVE TO SAY, WHILE I'M THE ONE STANDING HERE GIVING YOU THIS LOVELY INFORMATION, THERE'S A BIG TEAM BEHIND ME THAT DOES A LOT OF THE WORK AND I JUST WANT TO THANK THEM.
I KNOW THAT BRAD AND ED ARE HERE AND I JUST WANT TO THANK YOU ALL FOR BEING HERE, AND I JUST THANK THE WHOLE DISTRICT AND YOUR SUPPORT FOR THIS.
SO NOW I'LL ASK THE BOARD FOR ANY QUESTIONS OR COMMENTS AND THEN PRESENT NEWSOM YOU CAN TAKE OVER THE PUBLIC HEARING.
DOES ANYONE HAVE ANY COMMENTS? QUESTIONS.
THANK YOU YOUR TEAM FOR ALL THEIR HARD WORK.
THIS IS VERY INTERESTING INFORMATION.
I ALSO FIND IT INTERESTING THE NEW METRICS THAT HAVE BEEN PUT IN PLACE.
IT SEEMS LIKE A LOT OF THEM ARE CENTERED AROUND THE DEBT THAT THE DISTRICT HAS AND JUST MAKING SURE THAT WE'RE LOOKING AT DEBT THROUGH EVERY LENS AND ANGLE.
AND I JUST WANTED TO MAKE THE COMMENT TO MAKE SURE THAT I UNDERSTAND THIS WITH AN ELECTION THAT WE HAVE GOING ON.
I KNOW THERE'S BEEN SOME QUESTIONS BECAUSE WE'RE TALKING ABOUT A PENNY SWAP WHERE MONEY GOES FROM ONE BUCKET TO THE OTHER BUCKET.
FROM WHAT I'M SEEING WHEN I LOOK AT THIS AND I JUST WANT TO GET CONFIRMATION, EVEN WITH THE PENNY SWAP, I MEAN, WE'RE STILL NOT GOING TO HAVE ANY ISSUES MEETING OUR DEBT OBLIGATIONS.
WE'RE GOING TO CONTINUE TO DO WELL IN OUR FIRST REPORTING.
WE DON'T ANTICIPATE ANY KIND OF NEGATIVE IMPACT IF SOMETHING LIKE THAT WERE TO PASS TO AFFECT OUR OUR FIRST RATING NEGATIVELY.
MS. MARCUCCI FOR BRINGING THAT UP.
I'VE HAD SEVERAL QUESTIONS THAT SAY, CAN WE CONTINUE TO MAKE OUR BOND PAYMENTS KEEPING THIS TAX RATE? AND THE ANSWER IS THE PROPERTY VALUES.
IT REALLY IS BASED ON PROPERTY VALUES.
BUT THE CONSERVATIVENESS THAT WE HAVE ON THE PROJECTIONS IS A ZERO PERCENT GROWTH AND WITH A ZERO PERCENT GROWTH, WE WILL MAKE OUR PROPERTY VALUES [INAUDIBLE] WE WILL MAKE OUR BOND PAYMENTS AND INTEREST PAYMENTS WITH ABSOLUTELY NO GROWTH IN THE FUTURE.
UP TO 2049, RIGHT IT'S PAID OFF.
[01:05:01]
THANK YOU FOR CLARIFYING THAT.ANY OTHER QUESTIONS TO MY LEFT? TO MY RIGHT? ALL RIGHTY.
WE WILL NOW OPEN THE PUBLIC HEARING ON THE FIRST REPORT AT 8:07.
ARE THERE ANY SPEAKERS WHO'VE TURNED IN ANY CARDS? IF YOU HAVE NOT TURNED IN A PUBLIC COMMENT CARD AND WOULD LIKE TO SPEAK IN REGARDS TO THE FIRST REPORT, YOU MAY COME UP AND SUBMIT ONE AT THIS TIME.
WE WILL NOW CLOSE THE PUBLIC HEARING AT 8:08 P.M..
[10. Discussion ]
MOVING ON TO NUMBER 10 DISCUSSION 2021 TASA TASB CONVENTION AND DELEGATE ASSEMBLY, I KNOW THAT MS. MARCUCCI AND MS. FARRAR ATTENDED THE DELEGATE ASSEMBLY THIS YEAR.I JUST WANTED TO OPEN THAT UP FOR DISCUSSION AND COMMENTS.
I APPRECIATE THAT I HAVE A LITTLE BIT OF A SUMMARY THAT I WROTE JUST TO SHARE WITH THE REST OF THE BOARD.
SOME OF THE BIG THINGS THAT CAME UP IS WE HAD A STATEMENT OF BELIEFS UPDATE FOR TASB AND THE STATEMENT UPDATE THAT PASSED WAS IT NOW STATES.
WE BELIEVE THAT EVERY CHILD HAS AN ABSOLUTE RIGHT TO AN EXCELLENT EDUCATION AND THIS IS THE NEW PORTION THAT IS TAILORED TO A STUDENT'S SPECIFIC NEEDS.
AND SO THAT'S JUST A STATEMENT OF BELIEF UPDATE THAT WAS APPROVED AND THEN AS FAR AS THE ADVOCACY AGENDA RESOLUTIONS GO.
GOING INTO THE MEETING, THIRTY FOUR RESOLUTIONS WERE PROPOSED AND MANSFIELD PROPOSED TWO OF THOSE FOUR OF THE RESOLUTIONS WERE NOT RECOMMENDED FOR ADOPTION, BUT THOSE WERE PRIMARILY BECAUSE THEY HAD ALREADY BEEN ADDRESSED IN CURRENT LEGISLATION.
BUT THERE WERE THREE RESOLUTIONS THAT WERE PULLED FOR INDIVIDUAL CONSIDERATION, AND ONE OF THE RESOLUTIONS WAS ONE THAT ASKS FOR LEGISLATION THAT WOULD ALLOW FOR SCHOOL DISTRICTS TO UTILIZE SOLAR SYSTEMS TO USE BATTERIES TO STORE POWER.
AND SOME PEOPLE EXPRESSED SOME CONCERNS ABOUT HAVING BATTERIES.
AND WHERE WOULD THEY BE LOCATED? BUT DESPITE THOSE CONCERNS, IT PASSED.
THE SECOND RESOLUTION THAT WAS PULLED WAS ONE NEAR AND DEAR TO MY HEART.
IT WAS ONE THAT WE SUBMITTED, AND IT WAS ADVOCATING FOR THE ABILITY FOR SCHOOL DISTRICTS TO SHOW DEMONSTRATED SUSTAINED ACADEMIC SUCCESS UNDER THE STATE'S ACCOUNTABILITY SYSTEM TO HAVE MORE FREEDOM TO OPT OUT OF STATE MANDATES.
AND THE DISCUSSION AROUND THAT WAS THAT SOME PEOPLE FELT LIKE IF WE ADVOCATED FOR THAT, THAT IT VALIDATES THE STATE ACCOUNTABILITY SYSTEM AND YOU HEARD ME EARLIER.
WHILE WE DO NOT BELIEVE THAT THAT SYSTEM IS DEFINING OF ALL OF OUR STUDENTS, WE DO THINK IT'S IMPORTANT TO OUR TAXPAYERS THAT WE SHOW SOME ACCOUNTABILITY TO OUR TAXPAYERS, WHAT OUR KIDS ARE LEARNING.
BUT SOME PEOPLE SAID THAT IT OFFERED SOME VALIDITY TO THAT, AND I DID GET UP THERE AND ARGUE THAT THIS WAS ABOUT INCREASING LOCAL CONTROL AND BEST SERVING OUR TAXPAYERS, AND THE RESOLUTION FAILED FORTY NINE PERCENT TO FIFTY ONE PERCENT.
SO IT WAS PRETTY, PRETTY CLOSE WITH THAT.
BUT THE LAST RESOLUTION CONSIDERED WAS TO ADVOCATE FOR INCREASING FUNDING, INCREASING FUNDING PER STUDENT TO BE EQUAL TO THE NATIONAL AVERAGE.
AND THAT WAS SIMPLY PULLED SO THAT EVERYBODY IN THE ROOM KNEW THAT TEXAS STUDENTS ON AVERAGE DO NOT RECEIVE THE SAME AMOUNT OF MONEY FOR THEIR EDUCATION, THAT THE NATIONAL AVERAGE DOES.
AND SO THAT'S IMPORTANT FOR YOU TO KNOW.
AND THEN I'M SURE YOU'VE HEARD IT MANY TIMES, TOO.
MANSFIELD ISD DOESN'T EVEN RECEIVE WHAT THE TEXAS STATE AVERAGE IS.
SO ANYWAY, THAT WAS PRETTY INTERESTING.
AND THEN THERE WERE THREE RESOLUTIONS THAT WERE PULLED FOR AMENDMENTS.
AND SO ONE OF THE RESOLUTIONS ASKED FOR STATE ASSESSMENTS TO BE IN SPANISH AND ENGLISH FOR RECENT IMMIGRANTS AND STUDENTS IN DUAL LANGUAGE PROGRAMS. AND THE AMENDMENT WAS ADDED TO ADVOCATE FOR TESTING TO BE IN THE STUDENT'S HOME LANGUAGE IN THOSE SITUATIONS AND THE RESOLUTION AND THE OVERALL RESOLUTION BOTH PASSED.
[01:10:07]
AND THEN ANOTHER RESOLUTION STATED THAT TASB ADVOCATES FOR EQUITABLE EDUCATION ENVIRONMENT, PROTECTS THE STUDENTS AND SUPPORTS EXEMPLARY EDUCATION THAT VALUES DIVERSITY OF RACE, CULTURE, GENDER LEARNING ABILITY AND SOCIOECONOMIC BACKGROUND AND ENVIRONMENT THAT IS EQUITABLE FOR ALL STUDENTS AND FREE OF STEREOTYPICAL EXPECTATIONS TO ENSURE BOTH PHYSICALLY AND MENTALLY SAFE ENVIRONMENT.AND SO THE AMENDMENT TO ADD NATURAL HAIR TO THE LIST OF RACE, CULTURE, GENDER LEARNING ABILITY, ET CETERA, WAS PROPOSED AN THAT AMENDMENT PASSED AND THEN THE OVERALL RESOLUTION PASSED.
AND THEN THE LAST RESOLUTION STATED THAT TASB ADVOCATES FOR CURRICULUM THAT IS NOT LIMITED TO CONSTRUCTION AND DISCUSSIONS ABOUT CURRENT EVENTS, AMERICAN AND TEXAS HISTORY AND OTHER SOCIAL ISSUES.
AND THE AMENDMENT CHANGED OTHER SOCIAL ISSUES TO GOVERNMENT JUST TO BE MORE SPECIFIC.
AND SO THAT RESOLUTION PASSED THE AMENDMENT AND THE RESOLUTION BOTH PASSED.
AND I JUST WANT TO REMIND EVERYBODY THAT ANYONE CAN FIND THIS INFORMATION ON TASB'S WEBSITE.
YOU SIMPLY GO TO ABOUT TASB AND THEN SELECT GOVERNANCE AND THEN DELEGATE ASSEMBLY, AND YOU CAN WATCH A RECORDING AND YOU CAN ALSO GET A COPY OF THE DELEGATE HANDBOOK THERE.
AND THEY SHOULD BE POSTING HIGHLIGHTS SOON.
BUT THOSE WERE NOT UP THERE LAST TIME I LOOKED, WHICH WAS YESTERDAY.
AND I WOULD LIKE FOR ALL OF OUR TRUSTEES TO MARK YOUR CALENDAR FOR SEPTEMBER 24TH 2022 IN SAN ANTONIO.
AND I WOULD URGE YOU TO CONSIDER SERVING AS A DELEGATE, AS YOU CAN TELL, THERE'S A LOT OF IMPORTANT TOPICS THAT ARE DISCUSSED, AND I THINK IT'S IMPORTANT THAT OUR VOICE BE HEARD.
IF WE CONTINUE TO PARTICIPATE AS A TASB MEMBER, TEXAS IS A HUGE AND DIVERSE STATE AND THERE'S NO BETTER PLACE TO SEE THAT THAN SITTING IN THAT ROOM AND HEARING THE CONCERNS THAT PEOPLE HAVE.
AND I DO WANT TO REMIND PEOPLE LIKE THE ADVOCACY AGENDA AND THE THINGS THAT ARE PASSED.
I MEAN, THAT'S NOT A LAW OR ANYTHING LIKE THAT, BUT IT DOES.
THESE ARE THE ISSUES THAT THEY WANT ALL SCHOOL DISTRICTS IN TEXAS TO RALLY BEHIND AND TRY TO GET POSITIVE LEGISLATION PASSED ON THESE THINGS.
SO I THINK IT'S SUPER IMPORTANT THAT WE HAVE A STRONG VOICE THERE AND THAT WE UNIFY OUR VOICE AS MUCH AS WE CAN.
AND MAKE SURE WE USE IT BECAUSE NOT EVERY DISTRICT THAT IS A TASB MEMBER ATTENDS.
AND SO YOUR VOICE EVEN GETS MAGNIFIED MORE WHEN YOU VOTE BECAUSE IT'S MORE IMPACTFUL BECAUSE THE ROOM IS NOT FULL.
SO I JUST WANTED TO MAKE SURE YOU ALL HAD THE UPDATE, AND I DO HAVE A COPY OF THE BOOK HERE.
IF ANYBODY WOULD LIKE TO HAVE A PHYSICAL COPY OF IT, YOU'RE WELCOME TO TAKE THIS.
AND LIKE I SAID, IT'S ON THE WEBSITE TOO.
MRS. FARRAR DO YOU HAVE ANYTHING TO ADD BECAUSE IT WAS? I DON'T HAVE A WHOLE LOT TO ADD.
IT WAS A VERY INTERESTING EXPERIENCE.
IT WAS NEAT TO SEE SO MANY SCHOOL BOARD MEMBERS COME TOGETHER AND DISCUSS ISSUES ON AN OPEN FLOOR.
AND IT WAS JUST I DIDN'T REALLY KNOW WHAT TO EXPECT, SO I'M GLAD THAT I GOT TO EXPERIENCE THAT.
IT JUST GOES TO SHOW HOW MUCH HARD WORK IS PUT IN BEHIND THE SCENES THAT NO ONE EVER SEES.
AND SO DEFINITELY APPRECIATE THAT.
YEAH, I'D ENCOURAGE OUR ALTERNATE DELEGATE TO ALWAYS ATTEND TOO JUST BECAUSE IT IS SUCH A LEARNING EXPERIENCE.
AND I THINK THE FIRST TIME THAT I ATTENDED, I WAS LIKE YOU BLOWN AWAY.
I COULDN'T BELIEVE I FELT LIKE, YOU KNOW, IT WAS A REALLY GREAT OPPORTUNITY TO SIT WITH PEOPLE WHO KIND OF HEAR AND UNDERSTAND THE WEIGHT OF SOME OF THE DECISIONS AND STUFF.
AND I THINK ONE OF THE THINGS THAT WAS, YOU KNOW, REALLY BROUGHT TO ME AS A NEW BOARD MEMBER MANY YEARS AGO WAS THAT, YOU KNOW, AT MISD WE HAVE A LOT OF GREAT THINGS GOING ON HERE AND WE DON'T THINK THAT WE'RE THE BEST OR THE GREATEST AT EVERYTHING WE KNOW WE CAN LEARN.
BUT WE WANTED TO HAVE A SEAT AT THE TABLE AND HAVING A SEAT AT THE TABLE AND HAVING A VOICE IS REALLY IMPORTANT ACROSS THE STATE OF TEXAS AND FOR ALL STUDENTS, NOT JUST MANSFIELD STUDENTS.
AND SO I THINK THAT BRINGS IT KIND OF ALL TO THIS.
[INAUDIBLE] I ALSO THINK THAT WHEN WE ATTEND THOSE EVENTS THERE IN THOSE CLASSES AND THINGS THAT WE GET TO EARN CREDITS FOR.
BUT AND I JUST LOVE THAT TO BE ABLE TO SIT NEXT TO SOMEBODY AND GETTING TO TALK AND THEN WE KIND OF HAVE OPEN QUESTIONS AND DISCUSSIONS, AND THEY HAVE THE SAME KIND OF ISSUES THAT WE DO AND KIND OF BRAINSTORMING ABOUT THAT.
MY POOR LITTLE HAND CRAMPS, I JUST WRITE REALLY QUICKLY THE WHOLE TIME.
AND I ENCOURAGE YOU ALL TO ATTEND ANY CHANCE THAT YOU GET AND TO ATTEND THE DELEGATE ASSEMBLY.
[11. Public Comments ]
NUMBER 11 THIS MOVES US TO PUBLIC COMMENTS.DO YOU HAVE ANY OTHERS? ALL RIGHT.
THE PUBLIC, THE CORRECT PROCEDURE FOR ADDRESSING THE BOARD DURING PUBLIC COMMENTS IS AS FOLLOWS EACH SPEAKER SHOULD ADDRESS THE BOARD FROM THE PODIUM MICROPHONE AND STATE HIS OR HER NAME BEFORE SPEAKING.
[01:15:01]
ALL SPEAKERS WILL BE LIMITED TO THREE MINUTES TO MAKE COMMENTS REGARDING ITEMS ON THE AGENDA.COPIES OF PRESENTATION SHOULD BE MADE AVAILABLE TO ALL TRUSTEES AND THE SUPERINTENDENT.
BOARD POLICY PROHIBITS THE DISCUSSION OF COMPLAINTS AGAINST DISTRICT EMPLOYEES DURING AN OPEN FORUM.
OUR FIRST SPEAKER TONIGHT IS DENISE LUNSKI.
CANTU AND MISD SCHOOL BOARD MEMBERS, MY NAME IS DENISE LUNSKI, AND I WOULD LIKE TO MAKE A COMMENT ON AGENDA ITEM THIRTEEN POINT ONE.
LET ME BEGIN BY STATING THAT I WAS SADDENED ABOUT THE INCIDENT THAT OCCURRED AT TIMBER VIEW HIGH SCHOOL ON OCTOBER 6TH.
ADDITIONALLY, I WAS NOT AVAILABLE TO ATTEND THE SUBSEQUENT TOWN HALL ABOUT THIS INCIDENT ON OCTOBER 21ST DUE TO PRIOR OBLIGATIONS.
I WOULD LIKE TO URGE THE SCHOOL BOARD MEMBERS TO NOT APPROVE THE FNF LOCAL POLICY, AS THE SUPERINTENDENT HAS RECOMMENDED AT TONIGHT'S MEETING.
I BELIEVE THAT REQUIRING THE MANDATORY USE OF CLEAR OR TRANSPARENT BACKPACKS OR BAGS WOULD BE MORE SUITABLE THAN USING RANDOM METAL DETECTOR SEARCHES OF ALL SECONDARY STUDENTS PERSONAL BELONGINGS.
THE USE OF METAL DETECTORS WOULD REQUIRE THE SCHOOL DISTRICT TO PURCHASE THE METAL DETECTORS AND WOULD EVENTUALLY RESULT IN A TAX HIKE TO ALL MISD TAXPAYERS.
HOWEVER, REQUIRING ALL SECONDARY STUDENTS TO CARRY A CLEAR OR TRANSPARENT BACKPACK OR BAG WOULD NOT RESULT IN A TAX HIKE TO MISD TAXPAYERS.
THANK YOU FOR YOUR TIME AND CONSIDERATION OF MY COMMENT ON THIS IMPORTANT AGENDA ITEM.
OUR NEXT SPEAKER IS MIKE LEYMAN.
I STARTED AT THE COMMISSIONER'S COURT DOING THE SAME THING I'M DOING HERE.
I WAS ATTENDING A COUNCIL WORK SESSION.
I HAVE TO GO BACK THERE WHEN I LEAVE HERE.
SO FOR THOSE OF YOU WHO DO NOT KNOW ME, I'M MIKE LEYMAN, A FORMER POLICE CHIEF FOR THIS SCHOOL DISTRICT, ALSO FOR THE CITY.
I LIVE AT 2310 STONEBRIDGE LANE HERE IN MANSFIELD.
ON A PERSONAL NOTE, I'D LIKE TO SAY THAT BOTH OF MY CHILDREN GREW UP HERE.
THEY'RE GRADUATES OF THE ONLY MANSFIELD HIGH SCHOOL AT THE TIME.
BOTH OF THEM HAVE BECOME VERY SUCCESSFUL ADULTS.
MY SON IS A PROJECT MANAGER AND PARTNER FOR BECK CONSTRUCTION, AND MY DAUGHTER IS A NEONATAL INTENSIVE CARE FLIGHT NURSE.
NOW, JUST MOVING INTO SALES OF EQUIPMENT.
I THINK THE SCHOOL DISTRICT HAD A MAJOR ROLE IN ALL THAT.
EARLIER, I LEFT MY BIO AND INFORMATION DID EVERYONE RECEIVE THAT.
I'D LIKE TO GIVE YOU SOME INFORMATION.
I'VE HAD A LOT OF QUESTIONS ABOUT TAD BOARD AND I WANT TO TRY TO COVER AS QUICKLY AS POSSIBLE.
I AM ONE OF 11 NOMINEES FOR THE BOARD.
THERE'S A TOTAL OF FIVE THOUSAND FIVE HUNDRED, I'M SORRY, FIVE THOUSAND AND FIVE VOTES THAT ARE OUT FROM ALL TAXING ENTITIES.
YOU CONTROL 225 OF THOSE VOTES.
I'VE HAD CONFUSION ON, WELL, CAN WE GIVE THEM ALL TO ONE PERSON? CAN WE BREAK THEM UP? THE ANSWER TO BOTH THOSE QUESTIONS IS, YES, YOU CAN.
I'M STRONGLY ASKING THAT YOU GIVE ALL YOUR VOTES TO ME FOR OBVIOUS REASONS.
I WILL REPRESENT YOU WELL, I WAS YOUR NOMINEE IN 2018 AND 19, AND THAT IS THE MAIN REASON I'M HERE TONIGHT.
I BELIEVE THE QUESTION IS, WHY SHOULD YOU SUPPORT ME? I THINK MY PAST AND CURRENT SERVICE AND EXPERIENCE MY COMMON SENSE APPROACH TO PROBLEM SOLVING.
I BELIEVE I'M VERY FAIR AND EQUAL IN DECISION MAKING.
CHIEF MENDER WAS ONE OF THE PEOPLE THAT WORKED FOR ME.
HE CAN PROBABLY ATTEST WHETHER I WAS OR WAS NOT.
MY PAST TWO YEARS OF EXPERIENCE BEING ON THE BOARD, HAVING OVER 44 YEARS OF PUBLIC SERVICE, ALL IN LAW ENFORCEMENT OR IN AN ELECTED OFFICE.
MY RETIREMENT IS NOT GOING QUITE THE WAY I PLANNED.
I WAS GOING TO BE PLAYING A LOT OF GOLF.
BUT IT TURNS OUT I'M DOING MORE PUBLIC SERVICE, WHICH I REALLY ENJOY.
[01:20:03]
ALSO, MY [INAUDIBLE] IS CONSIDER ME AS BEING ON THE CITY COUNCIL, AND I THINK THAT'S BEEN A GREAT EXPERIENCE.THE LAST THING I WANT TO MAKE A POINT.
I'M SURE YOU ALL HAVE HEARD THE SAME THING.
I'VE HEARD A LOT OF COMMENT ABOUT THE CURRENT BOARD, ABOUT THERE BEING DISRUPTION AND LACK OF PRODUCTION.
I CAN SAY WE DID NOT HAVE THAT BEFORE.
AND IF ANY OF YOU, YOU SHOULD HAVE MY CARD AND FEEL FREE TO CALL ME AT ANY TIME.
[12. Human Resources Report ]
MOVING RIGHT ALONG.NUMBER 12 HUMAN RESOURCES REPORT, MS. MARCUCCI WOULD YOU LIKE TO SHARE THE 20 YEAR REPORT? YES, I HAVE ONE EMPLOYEE, MIGDALIA CASTILLO, ASSISTANT PRINCIPAL, DP MORRIS ELEMENTARY SCHOOL.

ANY QUESTIONS FROM ANY BOARD MEMBERS? HEARING NONE, ALL THOSE IN FAVOR OF THE MOTION, PLEASE USE THE SOUND VOTE OF AYE.
ALL THOSE OPPOSED, PLEASE SAY NO.
DR. CANTU, WOULD YOU LIKE TO INTRODUCE ANYONE.
DR. STOECKER WHO'S GOING TO BE COMING FORWARD WITH INTRODUCTIONS? THAT WOULD BE YOU, I BELIEVE.
YES, MA'AM, SO THIS EVENING WE HAVE THREE ADMINISTRATIVE NEW HIRES TO INTRODUCE TO YOU.

[01:25:01]
THERE IS NO WORK THAT IS MORE WORTHWHILE THAN EDUCATING THE CHILDREN HERE IN MANSFIELD ISD.AND I'M PLEASED TO HAVE THE OPPORTUNITY TO CONTINUE MY CAREER HERE IN MANSFIELD ISD AS AN ELAR COORDINATOR FOR GRADES THREE THROUGH SIX.
THANK YOU FOR THE OPPORTUNITY.
[APPLAUSE] AND THAT CONCLUDES OUR INTRODUCTIONS FOR THE EVENING.
MIC] ALWAYS GOOD TO SEE NEW FACES.
[13. Business Items Requiring Board Action ]
NOW WE'RE ON TO BUSINESS ITEMS REQUIRING BOARD ACTION.NUMBER ONE IS TO CONSIDER AND APPROVE A CHANGE IN POLICY FNF LOCAL ON THE FIRST READING.
MAY I PLEASE RECEIVE A MOTION.
MS. THOMAS? MAY I RECEIVE A SECOND? SECOND.
MR. WRIGHT, DID YOU WANT TO SHARE ANY INFORMATION DISCUSSION? SURE.
THE POLICY THAT IS BEFORE YOU IS MERELY TO GIVE US THE FLEXIBILITY TO DO WHAT WE MIGHT NEED IN THE AREA OF DETECTION FOR STUDENT SAFETY.
IT DOESN'T MEAN THAT WE WILL MOVE FORWARD MORE THAN WHAT WE ARE DOING NOW.
IT DOESN'T MEAN THAT WE WON'T.
IT JUST GIVES US THE FLEXIBILITY DOWN THE LINE AS THE COMMITTEE STARTS UP ON ON THURSDAY AND DEPENDING ON WHAT THEY DECIDE.
CURRENTLY, OUR POLICY ONLY ALLOWS FOR US TO DO METAL DETECTORS AT THE FRONT DOORS AND THEN TO BRING IN THE DRUG DOGS, THE DRUG DOGS, REALLY, THEY PICK UP DRUGS AND GUNPOWDER SO THAT THEY CAN PICK UP GUNS, THINGS LIKE THAT.
WE HAVEN'T FOUND ANY YET, BUT WE'RE NOT REALLY LOOKING FOR A MASS ESCALATION AT ANY POINT IN TIME.
BUT WHAT WE WOULD LIKE TO DO IS IF THE COMMITTEE FEELS LIKE WE NEED TO MOVE FORWARD WITH SOMETHING, THEN WE HAVE THE FLEXIBILITY TO DO SO.
JUST WANT TO REITERATE A LITTLE BIT ABOUT WHAT MR. WRIGHT SAID.
AGAIN, THIS ONLY ALLOWS US THE FLEXIBILITY TO BE ABLE TO LOOK AT SOME OTHER OPTIONS BECAUSE THE CURRENT POLICY DOES LIMIT IT TO ONLY BEING ABLE TO DO SOME FORM OF METAL DETECTOR ONLY AT THE DOORS AND OFF SCHOOL CAMPUS AT SCHOOL SPONSORED ACTIVITIES.
THIS IS MEANT AS WE MOVE FORWARD RIGHT NOW, CURRENTLY STRICTLY FOR THE SECONDARY LEVEL.
WE'RE LOOKING AT MIDDLE AND HIGH SCHOOLS ONLY, SO I WANTED TO MAKE SURE THAT WE HAVE SOME CLARITY THERE.
IT'S ALSO ONE OF THE RECOMMENDATIONS THAT WE MOVE FORWARD THOSE ENHANCED MEASURES AND WE DISCUSSED THOSE AT THE TOWN HALL.
AND THIS WAS ONE OF THOSE ENHANCED MEASURES THAT IN INCLUDING ADDITIONAL SECURITY PERSONNEL, LAW ENFORCEMENT ON CAMPUSES RIGHT NOW.
THIS WAS ANOTHER ONE OF THOSE RECOMMENDATIONS.
IN ADDITION TO THAT PROACTIVE MONITORING OF VIDEO SYSTEMS, WHILE WE ARE RECONVENING, WELL REESTABLISHING THAT 2018 SAFETY AND SECURITY COMMITTEE, IT'S BEING REBRANDED OR RENAMED AS THE SAFETY PROCEDURE PLAN COMMITTEE, BECAUSE THAT COMMITTEE IN 2018 MADE A LOT OF OUR RECOMMENDATIONS, THE NUMBER ONE BEING THAT OFFICER ON EVERY CAMPUS, ALONG WITH SEVERAL OF THE RECOMMENDATIONS THAT WE MOVED FORWARD WITH WHAT YOU GUYS APPROVED.
BUT IN 2019, WITH THE NEW SENATE BILL, OUR SCHOOL SAFETY AND SECURITY COMMITTEE WAS CONVENED.
AND THAT IS A COMMITTEE THAT MEETS QUARTERLY HEADED UP BY BRUNO DIAZ.
AND SO THIS COMMITTEE THAT'S REESTABLISHING, WE'VE RENAMED IT BECAUSE WE DON'T WANT THERE TO BE CONFUSION WITH THE CURRENT ONGOING COMMITTEE THAT WE ALREADY HAVE.
SO THIS RIGHT HERE, WHAT THIS DOES IS IT ALLOWS US AGAIN OPTIONS FOR ALL OPTIONS TO BE ON THE TABLE AS WE MOVE FORWARD WITH THAT SAFETY PROCEDURE COMMITTEE.
[01:30:01]
WOULD ALLOW US TO HAVE THE POTENTIAL TO BRING ANY SORT OF DETECTING INSIDE THE BUILDING, AND IT ALLOWS THAT FOR CONSIDERATION FOR THAT COMMITTEE AS WE MOVE FORWARD.ANY QUESTIONS TO MY LEFT MS. THOMAS.
I WAS JUST GOING TO SAY, IS THIS VERY SIMILAR TO SOME POLICIES THAT OTHER SCHOOL DISTRICTS HAVE PUT INTO PLACE THAT HAVE GONE INTO THIS? YES THIS IS SOMETHING VERY SIMILAR.
YES, THIS IS ONE OF THE OPTIONS.
THIS IS THE WORDING HERE IS DIRECTLY FROM TASB.
SO THEY GAVE US A COUPLE OF OPTIONS THAT THEY HAVE GIVEN TO OTHER DISTRICTS.
AND AS WE'RE MOVING FORWARD WITH SOME OF THESE ENHANCED MEASURES, WE'RE REALLY LOOKING AT AS WE GO OUT AND WE ARE LOOKING AT GRANTS AND SEEKING ALL TYPES OF GRANTS TO HELP ASSIST WITH FUNDING AND CAN ALSO LOOK AT THE USE OF SOME OF OUR ESSER MONEY AS WELL.
SO JUST TO CLARIFY, SO THE CURRENT POLICY STATES THAT WE, THE DISTRICT, RESERVES THE RIGHT TO SUBJECT STUDENTS TO METAL DETECTOR SEARCHES WHEN ENTERING THE DISTRICT.
SO THIS WAS ALREADY SOMETHING THAT WAS IN PLACE.
THIS IS JUST GIVING US THE FLEXIBILITY TO BE ABLE TO USE, LET'S SAY, A WAND INSIDE OF THE SCHOOL BUILDING.
SO THIS ISN'T THAT WE'RE ADDING METAL DETECTORS TO THE DOORS.
THIS IS SOMETHING THAT WAS ALREADY IN PLACE THAT GIVES US FLEXIBILITY TO GO IN AND DO RANDOM SEARCHES.
IS THAT CORRECT? THAT IS CORRECT.
I MEAN, I KNOW WE NEED TO DO SOMETHING.
I MEAN, I'M NOT, AGAINST THAT, BUT I DO HAVE SOME CONCERNS ABOUT TREATING STUDENTS LIKE CRIMINALS WHEN THEY ARE NOT.
AND THAT'S MY BIGGEST HEARTBURN RIGHT NOW IS JUST FIGURING OUT THAT BALANCE BETWEEN HELPING KIDS FEEL SAFE, BUT ALSO NOT MAKING THEM FEEL LIKE THEY'RE PART OF THE PROBLEM BECAUSE WE KNOW THAT MOST OF OUR KIDS ARE NOT PART OF THE PROBLEM.
I MEAN, NINETY NINE PERCENT OF OUR KIDS ARE.
SO MY THOUGHT BEHIND THIS, IF I DO VOTE FORWARD TO APPROVE THIS, IS THAT THIS REALLY BE SOMETHING THAT THE SAFETY AND SECURITY COMMITTEE FEELS LIKE IS ON THE TABLE TO BE RECONSIDERED.
I WOULD HATE FOR ANYBODY, AND I KNOW YOU'VE SAID THIS, BUT I'M JUST TRYING TO STATE MY FEELINGS A LITTLE BIT.
YOU KNOW, ESPECIALLY AFTER HAVING A CHILD THAT WASN'T, YOU KNOW, THAT ATTENDS TIMBERVIEW.
I MEAN THAT'S OUR HOME CAMPUS.
I JUST TRYING TO FIGURE OUT THAT BALANCE AND MAKING SURE THAT OUR SAFETY AND SECURITY COMMITTEE IS LOOKING AT THE WHOLE CHILD AND THE WAY THINGS GO AND RECOGNIZING THAT ALL OF OUR POLICIES ARE ON THE TABLE AND THAT THEY MAY NEED UPDATING AND PROBABLY SHOULD BE UPDATED SO THAT WE ARE MORE CONSIDERATE ABOUT THE WHOLE CHILD.
BUT I UNDERSTAND THIS IMMEDIATE REACTION, BUT I JUST WANTED TO LET YOU KNOW MY CONCERNS.
AND THIS RIGHT NOW IS JUST THAT INTERMEDIATE STEP BETWEEN NOW AND THE RECOMMENDATIONS OF THE SAFETY COMMITTEE.
WE ARE CURRENTLY LOOKING AT ALL THE RESEARCH WE HAVE.
I MEAN, WE UNDERSTAND AND HAVE SHARE THOSE CONCERNS ABOUT THE CRIMINALIZATION ASPECT OF ALL OF THIS AND REALLY HOW THAT DIRECT IMPACT ON THE LEARNING ENVIRONMENT, RIGHT? AND SO WE ARE COMBING THROUGH ALL OF THAT RESEARCH RIGHT NOW.
WHEN THE SAFETY PROCEDURE PLANNING COMMITTEE MEETS, THEY'RE GOING TO REVISIT ALL THE RECOMMENDATIONS THAT WERE MADE IN 2018.
THEY'RE GOING TO OPEN DIALOG ABOUT ADDITIONAL MEASURES, RIGHT? WHEN WE DO THAT, WE'LL BE LOOKING AT ALL THAT RESEARCH.
SO ALL THE RESEARCH THAT WE'RE COMING THROUGH RELATED TO THIS VERY ISSUE IS GOING TO BE PRESENTED TO THE COMMITTEE SO THAT THEY WILL HAVE THAT IN THEIR POCKET AS THEY'RE MAKING THESE TYPES OF DECISIONS AND VETTING THESE THINGS OUT.
FOLLOWING THAT, THOSE RECOMMENDATIONS WILL GO THEN TO BRUNO DIAZ'S COMMITTEE THAT SCHOOL SAFETY AND SECURITY COMMITTEE TO BE VETTED OUT THERE AS WELL.
AND THEN AFTER THAT, ONCE IT MAKES IT THROUGH THERE, THEN IT WOULD COME TO THE BOARD.
DR. CANTU, IF I CAN ADDRESS THAT TOO YOUR CONCERNS AND I'VE TALKED TO SEVERAL OTHERS ABOUT THIS, AND I THINK IT'S A VERY VALID POINT THAT WE'RE NOT TRYING TO CRIMINALIZE AND MAKE KIDS FEEL AS IF THAT THEY ARE CRIMINALS OR THAT WE FEEL LIKE THEY'RE CRIMINALS.
SO I WOULD SAY THAT NUMBER ONE, THIS IS NOT A TIMBERVIEW ISSUE.
AND SO I WILL TELL YOU THAT BY AT THE END OF THIS WEEK, EVERY, HIGH SCHOOL, WE WILL HAVE DONE A SPOT CHECK AT EVERY HIGH SCHOOL AND TWO AT EVERY HIGH SCHOOL AND ONE AT EVERY MIDDLE SCHOOL, BECAUSE AGAIN, THIS IS NOT A TIMBERVIEW ISSUE.
[01:35:07]
AND THEN SECONDLY, IT'S BEEN REALLY IMPORTANT FOR US ALL ALONG TO MAKE SURE THAT WE TALK TO THE STUDENTS THROUGHOUT TO MAKE THEM FEEL AS BEST WE CAN THAT YOU'RE NOT IN TROUBLE.WE'RE NOT TRYING TO MAKE ANYBODY FEEL THAT YOU'RE A CRIMINAL OR ANYTHING LIKE THAT.
WE'RE JUST TRYING TO SAY WE'RE TRYING TO MAKE DECISIONS TO KEEP YOU SAFE.
AND I'VE BEEN REALLY PLEASED WITH THE INTERACTIONS THAT I'VE SEEN ALONG WITH AT THE CAMPUSES BECAUSE THE THE WORST THING WE COULD DO IS PULL KIDS OUT OF CLASS.
OR DO THIS AND JUST BE SILENT.
WE'RE TALKING THE APS AND THE PRINCIPAL ARE TALKING TO THE KIDS AS WE'RE DOING IT, TALKING TO THEM, TELLING WHAT'S GOING ON, DON'T WORRY ABOUT IT.
DOESN'T MEAN YOU'RE IN TROUBLE.
WE'RE JUST DOING RANDOM CHECKS.
WE'RE TRYING TO MAKE YOU ALL SAFE AND SO I'VE BEEN REALLY PLEASED WITH HOW IT'S GOING.
YES, I WANT TO SHARE SOME OF MS. MARCUCCI'S SIMILAR CONCERNS, AND I HAVING BEEN A PRINCIPAL BEFORE AT THE MIDDLE SCHOOL AND HIGH SCHOOL AND HAVING CONFISCATED WEAPONS FROM KIDS, NOT JUST GUNS, BUT KNIVES.
I'M VERY SENSITIVE TO THIS ISSUE AND THE FACT THAT YOU DON'T WANT YOUR SCHOOLS TO OPERATE AS A PRISON.
AND YET AT THE SAME TIME, WE'VE HAD REPORTED THIS YEAR TWO GUN INCIDENTS, ONE, UNFORTUNATELY, WHERE THE GUN WAS ACTUALLY USED.
AND IT'S BEEN MY EXPERIENCE THAT WHEN YOU HAVE REPORTED GUN INCIDENTS THAT'S AN INDICATION THAT YOU MAY HAVE ACTUALLY HAD MORE GUNS THAN WAS REPORTED.
AND I DO WANT TO ALLOW SOME FLEXIBILITY FOR THE COMMITTEE.
I DON'T WANT TO NECESSARILY HAVE A KNEE JERK REACTION TO A TERRIBLE, TRAGIC SITUATION, BUT I WANT TO BE THOUGHTFUL TO THE DEGREE AND THAT KIDS CAN COME AND FEEL SAFE WITHOUT BEING CRIMINALIZED.
AND YET, PARENTS, THEIR NUMBER ONE CONCERN IS ALL OF OUR CONCERNS SHOULD BE THAT KIDS GET BACK HOME TO THEIR PARENTS SAFELY, AS WELL AS ADULTS WHO WORK WITH KIDS.
AND SO I WOULD SAY THAT IT'S IMPERATIVE THAT THERE BE SOME FLEXIBILITY.
BUT AT THE SAME TIME, A THOUGHTFUL CONSIDERATION BE GIVEN TO MAKE OUR SCHOOLS AS SAFE AS POSSIBLE AND YET NOT NOT HAVE IT BECOME A FORTRESS.
I THINK IF WE HAVE THE CONVERSATION WITH STUDENTS.
STUDENTS KNOW WHAT'S GOING ON IN SCHOOLS.
THEY DON'T HAVE TO SAY ANYTHING, BUT THEY KNOW.
AND I THINK IT'S IMPERATIVE THAT WE TRY TO HAVE THAT DIALOG WHERE WHERE KIDS FEEL SAFE TO BE ABLE TO INDICATE, HEY, THERE MAY BE A PROBLEM.
AND SO I WANT TO JUST GO ON RECORD.
I SUPPORT THE IDEA OF GIVING THE DISTRICT FLEXIBILITY, BUT THERE BE THOUGHTFUL CONSIDERATION, AS MS. MARCUCCI SO ELOQUENTLY STATED THAT THERE BE A BALANCE.
I DIDN'T VOLUNTEER, BUT I'LL GIVE MY TWO CENTS ANYWAY.
YOU HAD REACHED FOR YOUR BUTTON EARLIER.
YOU KNOW, I THINK IT'S REALLY IMPORTANT AND I AGREE COMPLETELY WITH WHAT EVERYBODY HAS SAID.
I MEAN, WE HAVE A PRIMARY RESPONSIBILITY TO MAKE SURE THESE CHILDREN ARE SAFE IN SCHOOL.
AND I THINK THE IMPLEMENTATION IS GOING TO BE THE MOST IMPORTANT THING AND HOW WE HAVE TO BE CONSISTENT ONE SCHOOL TO THE NEXT.
WE DON'T WANT ANY SCHOOL BEING REPORTED AS ONE THAT'S MORE HEAVY HANDED THAN OTHERS.
WE JUST HAVE TO MAKE CERTAIN THAT THE COMMUNICATION OF IT IS DONE EFFECTIVELY AND IT'S PERCEIVED AS PRIMARILY FOR THE SAFETY OF THE CHILDREN.
AND YOU KNOW, IF WE HAVE INSTANCES WHERE GUNS ARE DETECTED, THEN WE'LL KNOW THAT THE SYSTEM IS WORKING EFFECTIVELY.
BUT WE NEED TO MAKE SURE THAT EVERYBODY THAT'S INVOLVED IN THE PROCESS, EVEN IF WE USE A THIRD PARTY IMPLEMENTATION SOURCE, THEY HAVE TO BE AWARE OF HOW WE WANT IT IMPLEMENTED AND IN WHAT FASHION.
THAT'S THE IMPORTANT THING AS FAR AS I'M CONCERNED.
[01:40:03]
ANY OTHER COMMENTS? MR. DAVIS.I TO ECHO THE COMMENTS THAT HAVE BEEN ALREADY STATED IN TERMS OF KIND OF THE QUALIFIER FOR SUPPORT, IF YOU WILL, JUST KIND OF PIGGYBACKING ON MR. CANEDY HERE IN TERMS OF COMMUNICATION, I THINK ONE OF THE THINGS WE'VE HEARD OVERWHELMINGLY AT LAST WEEK'S EVENT AND THESE WILL BE OUR EMAILS THAT WE'VE GOTTEN FROM THE BOARD AS AT LEAST I HAVE RECEIVED, I SHOULD SAY, HAS BEEN AROUND COMMUNICATION, COMMUNICATION TO THE PARENTS AND THE COMMUNITY, RIGHT.
AND SO I APPLAUD THE EFFORTS THAT WE'VE ENGAGED WITH AT THE CAMPUS LEVEL WITH THE STUDENTS AS WELL AS THE FACULTY, THE STAFF AND TEACHERS ON THE CAMPUSES AS WELL.
BECAUSE THEY'RE PART OF THAT COMMUNITY, THEY'RE PART OF THAT ECOSYSTEM, RIGHT? BUT I THINK IT'S IMPERATIVE ALSO THAT WE COMMUNICATE GLOBALLY WHAT THE STRATEGY IS, WHAT IT LOOKS LIKE.
AND SO WHEN STUDENTS COME HOME, IF THEY'RE ARE LITTLE CONCERNED, THE PARENTS AT LEAST HAVE THE INFORMATION TO BE ABLE TO BALANCE THOSE CONVERSATIONS OUT.
AND IT SPEAKS TO THE POTENTIAL PERCEPTIONS OF FOLKS BEING MISTREATED OR NOT TREATED CONSISTENTLY ACROSS THE DISTRICT, RIGHT.
BECAUSE WE WOULD HAVE SHARED WITH THAT LOOKS LIKE HERE'S WHAT'S COMING.
HERE'S WHAT YOU SHOULD EXPECT.
IT'S GOING TO FEEL LIKE THIS IS GOING TO LOOK LIKE THIS.
AND SO WHEN IT HAPPENS, IT'S NOT A SURPRISE.
I ECHO ALL OF THOSE COMMENTS AND CONCERNS, AND I REALLY THINK THAT TRUSTING AND GIVING SOME OPPORTUNITY TO THE COMMITTEE AND WEIGHING OUT THE DISRUPTION AND LEARNING AND SUCH THAT WE EITHER EXPERIENCE BECAUSE OF AN EPISODE OR BECAUSE OF THE SAFETY INITIATIVES THAT COULD BE PLACED OR TO BE CONSIDERED.
SO I'M JUST WORRIED, YOU KNOW, I WORRY, AND I WANT TO MAKE SURE IT'S AT THE FOREFRONT FOR US TO BE TRANSPARENT AND UNDERSTAND THE PERCEPTION IS REALITY FOR FOLKS AND REALLY BE CLEAR ON COMMUNICATION.
SO MS. FARRAR, DID YOU HAVE MORE COMMENTS? SO SORRY I DID NOT MEAN TO CUT YOU OFF.
ARE WE USING A THIRD PARTY TO DO THIS CURRENTLY OR? YES, WE ARE USING A THIRD PARTY TO BOTH WAND AND FOR THE DOGS.
DO WE PLAN ON CONTINUING A THIRD PARTY? IS THAT STANDARD OR ARE WE CONSIDERING DOING THAT IN HOUSE OR HOW [INAUDIBLE] SPEAKERS] WE'LL HAVE TO SEE WHAT THE RECOMMENDATIONS AS THEY COME OUT OF THE SAFETY COMMITTEE AND THEN WE WOULD PROCESS THROUGH THAT.
AND THEN AGAIN, I ECHO EVERYTHING ELSE.
I MEAN, WE'RE ALL PARENTS UP HERE.
SEVERAL OF US STILL HAVE KIDS IN THE DISTRICT, AND THAT IS THE LAST THING THAT I WANT ANY OF OUR KIDS TO FEEL LIKE IS CRIMINALIZED.
SO I COMPLETELY AGREE WITH ALL THE STATEMENTS.
I BELIEVE IT WAS TOUCHED ON THAT KIDS KNOW WHAT'S GOING ON IN THE DISTRICT.
IS THERE ANYTHING THAT WE CAN IMPLEMENT IMMEDIATELY WHERE EITHER IT'S A BUTTON ON THE APP OR THE WEBSITE WHERE SOMETHING CAN BE REPORTED? SO INSTEAD OF THEM HAVING TO EVEN GO, I MEAN, I DON'T EVEN KNOW WHO YOU'D REPORT IT.
DO YOU TELL YOUR TEACHER, DO YOU TELL AN ADMINISTRATOR, DO YOU? I JUST FEEL LIKE IF THERE'S ONE MORE EXTRA PLACE THAT THINGS LIKE THAT CAN BE REPORTED.
YES, THERE ARE THE REPORTING TOOLS, BUT WE ARE WORKING ON EVEN BEEFING UP THIS A LOT MORE, BOTH IN THE REPORTING AND WITH A CONCERTED, DESIGNED ROLLOUT OF, YOU KNOW, JUST REALLY SEE SOMETHING, SAY SOMETHING.
YOU KNOW, WHAT WE LEARNED IS, AS WE KNOW, MR. SNEED KIDS KNOW THEY KNOW WHAT GOES ON.
AND THEY STARTED TALKING AFTER THE FACT AND WE KNOW THAT.
AND WE'VE GOT TO STEM THE TIDE OF PEOPLE TELLING THEIR PARENTS, TELLING THEIR TEACHERS, TELLING THEIR ADMINISTRATORS, TELLING SOMEBODY WHEN BEFOREHAND.
I KNOW THAT DONALD IS WORKING ON OUR PLAN IF HE WANTS TO CHIME IN AND SAY SOMETHING.
WHILE HE'S TURNING HIS MIC ON.
I DO WANT DAVID IN JUST A SECOND, THOUGH.
COULD YOU ALSO JUST TOUCH ON WITH THE BOARD, WHERE EXACTLY STUDENTS CAN ACCESS CRIMESTOPPERS FROM THE WEBSITE, THE BULLYING THREAT PIECE ON THE WEBSITE WHERE
[01:45:03]
THEY CAN GO IN AND REPORT AND BE ANONYMOUS.YES, YES, IT ALL CAN BE ANONYMOUS.
SO ON THE STUDENT SERVICES PAGE, THERE IS IN THE BULLYING PAGE AND ON THE THREAT ASSESSMENT PAGES THERE'S BOTH ARE THERE FOR THEM OR PARENTS OR WITNESSES OR WHOEVER TO REPORT.
WHAT WE'RE LOOKING TO DO IN THE VERY, VERY NEAR FUTURE IS TO HAVE FOR LACK OF A BETTER TERM, ALL A BUTTON THAT THEY CAN GO IN.
AND HERE'S ALL THREE BUTTONS OR ALL FOUR BUTTONS AND THEY CAN DO IT RIGHT OFF THE FRONT PAGE OR SOMETHING LIKE THAT.
YEAH, THAT'S KIND OF WHAT I WAS ENVISIONING SO THANK YOU FOR THAT.
I DO WANT TO SAY THAT THAT'LL BE, I THINK, A BETTER SERVICE TO OUR COMMUNITY WHEN THAT'S COMPLETED.
IT IS EASY TO FIND, ALTHOUGH ANY OF THOSE KEY SEARCH TERMS, BECAUSE I DON'T ALWAYS REMEMBER HOW TO NAVIGATE THE WEBSITE.
BUT IF YOU KEY SEARCH ANY OF THOSE TERMS UNDER THE FIND IT FAST BUTTON, THOSE OPTIONS PASS UP IF YOU HIT BULLYING, IF YOU HIT THREAT ASSESSMENT, IF YOU JUST TAP THE WORD ANONYMOUS, IF YOU HIT CRIME STOPPERS, IT WILL POP UP TO THOSE LINKS TO WHERE YOU CAN GET TO THOSE QUICKLY.
UNTIL WE DO HAVE THAT PUSH OUT TO THE COMMUNITY THAT MR. WRIGHT WAS SPEAKING OF.
AND WHAT WE'RE REALLY LOOKING AT IS CREATING GREATER AWARENESS CAMPAIGN AND THAT'S WHAT'S GETTING READY TO TAKE PLACE NOW TO MR. WRIGHT, DR. CANTU AND DR.
SCOTT, THE THING THE TOOLS ARE THERE, BUT THE AWARENESS IS WHAT REALLY IS GETTING READY TO TAKE OFF.
WE'VE DONE SOME THINGS WITH REGARD TO IT, BUT IT'S REALLY GOING TO BE A MORE ROBUST PROCESS THAT'S GOING TO BE IN PLACE.
AND SO THAT'S KIND OF WHERE WE'RE AT.
WORKING WITH MR. DIAZ REGARDING IT, HE AND I HAD ACTUALLY BEGAN THE CONVERSATION PRIOR TO THIS, AND NOW WE'RE JUST REALLY ACCELERATING THE PROCESSES FOR US MAKING IT HAPPEN, AND THAT'S REALLY WHERE WE'RE AT.
MS. MARCUCCI DID YOU HAVE ANOTHER COMMENT? YES, I JUST WANTED TO ASK DR.
CANTU, DO YOU MIND TALKING A LITTLE BIT ABOUT THE CLEAR BACKPACKS? WE HAD A PUBLIC COMMENT TONIGHT THAT WAS TALKING ABOUT THE IMPLEMENTATION OF CLEAR BACKPACKS, AND I KNOW YOU AND I HAVE DISCUSSED THAT PREVIOUSLY TO THAT.
WELL, I MEAN, I DON'T WANT TO PUT WORDS IN YOUR MOUTH, BUT BASICALLY, YOU KNOW, THERE ARE SOME THINGS THAT WE CAN DO NOW THAT WE CAN IMPLEMENT QUICKLY.
AND CLEAR BACKPACKS ISN'T SOMETHING THAT'S REALLY ABLE TO BE DONE IN A QUICK FASHION.
I MEAN, WE'D HAVE TO PROCURE THEM AND THEN GET PARENTS TO ENCOURAGE THEIR KIDS TO USE THEM AND THEN FIGURING OUT WHAT TO DO IF THEY DON'T COME WITH THEM.
BUT IF YOU WANT TO TALK A LITTLE BIT ABOUT THAT, JUST WHY THAT'S NOT SOMETHING THAT'S BEING CONSIDERED AT THIS VERY MOMENT TONIGHT.
AND IT'S REALLY YOU KIND OF LISTED THE MAJOR POINTS THERE IS, YOU KNOW, THE FEASIBILITY FOR EVERY PARENT TO IMMEDIATELY, YOU KNOW, GET A HANDLE ON A CLEAR BACKPACK, THE STUDENTS THAT ARE UNABLE TO ACQUIRE BACKPACKS.
SO THEN THE SCHOOL DISTRICT WE WOULD NEED THEN OBVIOUSLY WE'RE REQUIRING THEM.
WE NEED TO BE ABLE TO ASSIST IN PROVIDING THAT CLEAR BACKPACK FOR THOSE FAMILIES THAT ARE UNABLE TO DO THAT.
SO THERE WOULD BE IT'D BE QUITE THE PROCESS.
AND IT'S A MANAGEMENT THING ON A DAILY BASIS.
AND IT'S NOT THAT WE ARE NOT WILLING TO DO THAT, BUT I CAN TELL YOU THAT SOME OF THOSE POINTS THAT YOU BROUGHT UP THAT I JUST KIND OF REITERATED WERE SOME OF THE REASONS WHY THE COMMITTEE THAT CONVENED BACK, YOU KNOW, THE SAFETY COMMITTEE BACK BEFORE CLEAR BACKPACKS WAS ON ONE OF THE ITEMS THAT WAS VETTED OUT AND IT DIDN'T MAKE IT TO THE TOP.
AND GOING BACK TO WHAT WE'RE CONSIDERING RIGHT NOW, THE BEST WAY I KNOW HOW TO EXPLAIN IT TO PEOPLE IS THAT, YOU KNOW, THE DISTRICT HAS REALLY BEEN LOOKING TO SEE WHAT WE CAN START IMMEDIATELY, WHAT WE CAN START AS SOON AS POSSIBLE TO HELP REDUCE THE RISK FOR STUDENTS CURRENTLY.
SO I APPRECIATE THE THOUGHTFULNESS AT WHICH YOU'RE GOING ABOUT LOOKING AT THOSE SOLUTIONS, KNOWING THAT WE HAVEN'T FULLY THOUGHT OF EVERYTHING AND THAT WE HAVEN'T FULLY VETTED EVERYTHING, AND THAT THERE'S STILL A LOT OF WORK TO BE DONE.
BUT I DO APPRECIATE THE FACT THAT WE'RE TRYING TO DO SOMETHING.
I DID HAVE ONE ONE LAST QUESTION.
I KNOW WE'RE TALKING ABOUT THE SAFETY COMMITTEE COMING TOGETHER AND GIVING SOLUTIONS, AND THE MEETINGS THIS WEEK WAS THE FIRST MEETING AND STUFF ABOUT HOW LONG OR DID I MISHEAR THAT ABOUT HOW SOON BEFORE THE BOARD CAN EXPECT TO SEE SOME RECOMMENDATIONS FROM THE TWO SAFETY COMMITTEES AS NEXT STEPS.
ARE WE LOOKING AT, YOU KNOW, TWO MONTHS OR SIX MONTHS? WHAT'S OUR TIMELINE? SO WE'RE HOPING BY DECEMBER, BUT I WILL LET MR. BROGDEN AND EITHER AND MR. WILLIAMS, THEY ARE HEADING UP THAT COMMITTEE AND THEY CAN GIVE YOU A FEW MORE DETAILS RELATED TO TIMELINE.
[01:50:01]
BASICALLY, ACTUALLY, THE NOTICES WENT OUT TODAY.WE'VE SENT IT OUT TO ALL OF THE INDIVIDUALS WHO ARE GOING TO BE A PART OF THE COMMITTEE.
WE'RE LOOKING AT ROUGHLY NINETY ONE INDIVIDUALS THAT ARE A PART OF THE COMMITTEE.
AND SO WE SENT THAT EMAIL OUT TODAY.
THOSE INDIVIDUALS WILL GIVE THEIR FEEDBACK.
THE FIRST MEETING IS NOT THIS WEEK, BUT NEXT WEEK.
AND WE'RE GOING TO HAVE IT ON A ROTATING BASIS.
AND WE HAVE A MAXIMUM OF FOUR MEETINGS, BUT WE HAVE THREE THAT ARE ACTUALLY SET.
AND IF WE NEED THAT ADDITIONAL MEETING, WE WILL DEFINITELY TAKE THAT ON FROM THAT STANDPOINT.
AND IT WAS SO IMPORTANT TO BE ABLE TO MAKE SURE THAT WE ARE HEARING FROM OUR COMMUNITY.
WE HAD OVER 200 FOLKS WHO WERE WILLING TO WANT TO TAKE PART AND BE A PART OF THIS PROCESS NARROWED THAT DOWN TO NINETY ONE.
THAT WAS ALSO BOARD MEMBER RECOMMENDATIONS AS WELL.
AS FAR AS LOOKING AT IT, BUT THOSE INDIVIDUALS WHO WERE NOT SELECTED, WE ALSO EMAILED THEM AND CONNECTED WITH THEM TO SAY, YOU KNOW WHAT, WE STILL WANT YOUR FEEDBACK.
WE STILL WANT TO HEAR FROM YOU.
SO THEY WILL HAVE AN OPPORTUNITY TO BE ABLE TO SHARE, AND THE ACTUAL COMMITTEE WILL TAKE IN ALL OF THAT INFORMATION, TAKE IN THE INFORMATION FROM THE TOWN HALL MEETING.
AND WE'LL PROCESS ALL OF THAT.
WE'RE GOING TO HAVE SOME INDIVIDUALS WHO ARE EXPERTS IN THE FIELD THAT ARE COME IN REPORT OUT AND SHARE INFORMATION WITH THIS PARTICULAR GROUP.
EVERYTHING IS GOING TO BE ASSESSED, EVALUATED AND LOOKED AT.
CANTU REFERENCE WE'LL BE MAKING AN ACTUAL RECOMMENDATION TO THE ACTUAL DISTRICT LEVEL SAFETY COMMITTEE AND THEN THAT WILL COME TO THE BOARD TO ACTUALLY ANSWER YOUR SPECIFIC QUESTION ACTUALLY RELATES TO A TIMETABLE.
END OF THIS YEAR FIRST PART OF NEXT YEAR IS PROBABLY SAFE AS IT RELATES TO SOMETHING ACTUALLY COMING TO THE BOARD.
MR. BROGDEN, DO YOU HAVE ANYTHING ELSE TO SHARE.
I KNOW THIS IS AN IMPORTANT TOPIC FOR US HERE.
HEARING NO MORE QUESTIONS OR COMMENTS.
ALL OF THOSE IN FAVOR OF THE MOTION.
PLEASE USE THE SOUND VOTE OF AYE.
THAT MOVES US ON TO THE CONSENT AGENDA.
[14. Consent Agenda ]
LET ME REMIND YOU THAT WE VOTE THE CONSENT AGENDA UP OR DOWN UNLESS SOMEONE WANTS TO PULL AN ITEM.WOULD ANYONE LIKE TO PULL AN ITEM? ALL RIGHT.
ALL THOSE IN FAVOR OF THE CONSENT AGENDA, PLEASE USE THE SOUND VOTE OF AYE.
ALL THOSE OPPOSED, PLEASE SAY NO.
MOTION THE CONSENT AGENDA PASSES SEVEN ZERO.
THIS LEADS US TO NUMBER 15, THE SUPERINTENDENTS REPORT.
