WE ARE HERE TO CONDUCT OUR PUBLIC HEARING AND SETTING THE TAX RATE FOR THE 2021, 2022 FISCAL YEAR. NO ACTION WILL BE TAKEN AT THE PUBLIC HEARING, BUT WE WILL TAKE SOME ACTION LATER.
BECAUSE OF THE NOTICE OF PUBLIC MEETING TO DISCUSS BUDGET AND PROPOSED TAX RATE WAS BACK IN JUNE WHEN WE ADOPTED THE BUDGET.
IT WAS ABOUT A PENNY LESS THAN WHAT WE HAD AS AS BY THE TIME THE JULY CERTIFIED VALUES

CAME OUT. SO THEREFORE, WE HAD TO PUBLISH ANOTHER NOTICE AND DO A FORMAL PUBLIC HEARING ON THE TAX RATE.UNDER SECTION 2605 A OF THE PROPERTY TAX CODE.
IT REQUIRES A GOVERNING BODY TO ADOPT AN ORDINANCE SETTING TAX RATES TO FUND ADOPTED BUDGETS. A TAXING UNIT MAY NOT IMPOSE PROPERTY TAXES IN ANY YEAR UNTIL THE GOVERNING BODY HAS ADOPTED A TAX RATE FOR THAT YEAR.
AND THE ANNUAL TAX RATE MUST BE SET BY THE ORDINANCE RESOLUTION OR ORDER, DEPENDING ON THE METHOD PRESCRIBED BY LAW FOR THE ADOPTION OF LAW BY THE GOVERNING BODY.
THE VOTE ON THE ORDINANCE RESOLUTION IN ORDER SETTING THE TAX RATE MUST BE SEPARATE FROM THE VOTE ADOPTING THE BUDGET.
SO THEREFORE WE ARE HERE TONIGHT TO ASK YOU TO VOTE ON THE TAX RATE.
WE'VE ALREADY ADOPTED THE BUDGET IN JUNE 22, 2021.
SO AS WE'VE GONE THROUGH OUR JOURNEY, WE STARTED WITH BUDGET WORKSHOPS BACK IN MARCH.
WE BEGAN IN EARLY JANUARY WHERE WE SET OUT THE CALENDAR HOW TO GET FROM A TO B, AND THEN WE QUICKLY WENT TO A VATRE CALENDAR AS WE GO THROUGH THE DEVELOPMENT OF THE BUDGET.
SO ON AUGUST THE 5TH, THAT WAS A TAX.
THAT WAS A DEADLINE FOR TEA TO TURN AROUND AND GIVE US OUR JULY 25TH CERTIFIED VALUES THE COMPRESSED TAX RATE CALCULATION.
THEREFORE, WE QUICKLY SENT OUT A NOTICE RIGHT AFTER THE DEADLINE, RIGHT BEFORE THE DEADLINE. AND NOW WE'RE HERE TO ADOPT THE TAX RATE.
AND THEN WE HAVE WHAT'S CALLED A DEADLINE TO ORDER AN ELECTION AUGUST THE 16TH.
AND WE WILL BE BRINGING THE FLOOR TO THAT TONIGHT AND MAKE IT IN TIME FOR THE NOVEMBER 2ND ELECTION DATE.
SO WHEN WE LOOKED AT OUR PROPERTY VALUES, WHAT HAPPENED TO OUR COMPRESSED TAX RATE, THAT TEA CAME BACK AND CONFIRMED WITH US, IT WAS BASED ON A SEVEN POINT NINE ONE PERCENT INCREASE OVER PRIOR YEARS VALUES THAT CHANGED THE COMPRESSED TAX RATE TO A POINT EIGHT EIGHT EIGHT THREE.
AND THEN DISTRICTS HAVE WHAT'S CALLED ENRICHED ENRICHMENT TAX RATE FOR THAT'S 17 CENTS.
THIS IS WHERE IT TRIGGERS A VOTER APPROVAL TAX RATIFICATION OR TAX RATE ELECTION.
AND THEN THE DEBT RATE THAT SUPPORTS OUR BOND AND PAYMENTS, BOND PAYMENTS AND INTEREST PAYMENTS IS THIRTY SIX CENTS THAT WE WILL BE PROPOSING TO YOU TONIGHT FOR A TOTAL OF ONE POINT FOUR ONE EIGHT THREE.
FOR THE LAST FEW YEARS, OUR TAX RATES ON THE MAINTENANCE AND OPERATIONS IN THE GENERAL FUND SIDE, YOU CAN SEE THEY'VE GONE DOWN FROM THE TOTAL AMOUNT.
SO DOLLAR FOUR WAS IN 2018, 19 REDUCED TO NINETY SEVEN CENTS IN 19, 20.
THAT'S WHEN THE PROPERTY TAX COMPRESSION HIT UNDER SENATE BILL TWO OF THE 2019 LEGISLATIVE SESSION AND THEN 2021 CONTINUED TO DECLINE AS IT GOES DOWN BECAUSE THE PROPERTY VALUES WERE INCREASING.
SO ON THE PROPOSED VALUE, WE'RE ASKING FOR THE TAX RATE OF ONE POINT ZERO FIVE EIGHT THREE TONIGHT. THAT INCLUDES TWO THINGS.
THAT INCLUDES A 13 CENT INCREASE USING THE INTEREST IN SINKING FUND TAX RATE DECREASE.
SO WE'RE GOING TO ADD 13 CENTS TO THAT.
AND THEN WE'RE GOING TO HAVE WHAT'S CALLED THE PROPERTY TAX COMPRESSION THAT YOU'VE SEEN DECREASE OVER TIME.
SO THE TOTAL ON THE ON THE INTEREST SINKING FUND SIDE, YOU CAN SEE IT GOES FROM 2018, 19 AT A MAXIMUM OF 50 CENTS DROPS TO FORTY NINE CENTS, FORTY NINE CENTS AND THEN IN 21, 22 DROPS TO THIRTY SIX CENTS.
HOW ARE WE ABLE TO DO THIS? HOW ARE WE ABLE TO TAKE 13 CENTS REDUCTION IN INTEREST IN SINKING FUND SIDE? THAT WAS STRATEGICALLY DONE BACK IN SEPTEMBER, OCTOBER OF 2020 WHEN THE BOARD APPROVED A BOND REFUNDING SIMILAR TO THE BOND TO A MORTGAGE REFINANCING OF FOUR HUNDRED MILLION DOLLARS, SAVING TAXPAYERS FIFTY MILLION DOLLARS.
SO WE'RE ABLE TO UTILIZE THOSE PENNIES AND PUT THEM WHERE THEY'RE MOST NEEDED.
SO HERE'S A HERE'S A COMPARISON OF THE TAX RATE HISTORY ON THE RED SIDE.
THAT IS YOUR INTEREST IN SINKING FUND.
YOU CAN SEE THAT GOES FROM THAT FORTY NINE CENTS ON 2021 TO THE PROPOSED THIRTY SIX CENTS. THAT'S WHERE YOU SEE THE DECREASE OF THIRTEEN PENNIES.

IT SAYS RATIFYING THE AD VALOREM TAX RATE OF ONE POINT ZERO FIVE EIGHT THREE IN MANSFIELD INDEPENDENT SCHOOL DISTRICT FOR THE CURRENT YEAR, A RATE THAT WILL RESULT IN AN INCREASE OF SIXTEEN POINT SIX PERCENT IN MAINTENANCE AND OPERATIONS TAX REVENUE FOR THE DISTRICT FOR THE CURRENT YEAR AS COMPARED TO THE PRECEDING YEAR, WHICH IS AN ADDITIONAL TWENTY FOUR POINT SIX HUNDRED NINETY THOUSAND NINE HUNDRED SEVENTY NINE HUNDRED NINETY SEVEN DOLLARS. THAT IS VERY MISLEADING AND WHAT WE'RE TRYING TO DO, IT DOES NOT MEAN THAT THE OVERALL TAX RATE WILL INCREASE.IT ACTUALLY MEANS WE'RE GOING TO RAISE WE'RE GOING TO DECREASE THE OVERALL DECREASE OF POINT ZERO TWO EIGHT FIVE ONE PENNIES DUE TO THE PROPERTY TAX COMPRESSION FROM THE PRIOR YEAR. AND IT'S GOING TO DECREASE THE INTEREST IN SINKING FUND RATE TAX RATE IN THIS BALLOT LANGUAGE. IT ONLY ADDRESSES THE MAINTENANCE AND OPERATION SIDE.
THAT'S OUR OPERATING DAY TO DAY SIDE.

AND SO WHAT WE WERE LOOKING TO DO IS TO PURCHASE TWO THOUSAND THREE HUNDRED DEVICES FOR OUR SECOND GRADE STUDENTS SO THAT THEY WOULD HAVE A ONE TO ONE DEVICE THAT FUNCTIONS PROPERLY AND ALSO CLOSES THE HOMEWORK GAP FOR THEM.
AND SO WITH THAT BEING SAID, WE ARE LOOKING TO PURCHASE THOSE CHROME BOOKS AS WELL AS THE WARRANTIES THAT GO WITH THE LICENSES, CASES AND SERVICES AND SO ALL IN ALL THE COSTS FOR THAT WOULD BE NINE HUNDRED AND FIFTY SEVEN THOUSAND FIVE HUNDRED AND EIGHTY DOLLARS.
BUT WITH THE ASSISTANCE WITH THE FCC, THAT WOULD BRING THE DISTRICT'S COSTS TO TWO HUNDRED AND FORTY ONE THOUSAND SEVEN HUNDRED AND THIRTY DOLLARS, WHICH WOULD SAVE THE DISTRICT SEVEN HUNDRED AND FIFTEEN THOUSAND EIGHT HUNDRED AND FIFTY DOLLARS.
SO BEING ABLE TO TAKE ADVANTAGE OF THAT OPPORTUNITY THAT THE FCC IS PROVIDING US IS A IS A BIG DEAL FOR OUR DISTRICT.
