[7. Public Hearing]

PROPOSED TAX RATE.

DR. CANTU.

YES, MA'AM, I WOULD LIKE TO ASK MICHELLE TRONGAARD, WHO IS ALREADY THERE AND READY TO SHARE WITH US SOME INFORMATION ABOUT THE TAX RATE.

THANK YOU. THANK YOU.

DR. CANTU, PRESIDENT NEWSOM, BOARD OF TRUSTEES.

WE ARE HERE TO CONDUCT OUR PUBLIC HEARING AND SETTING THE TAX RATE FOR THE 2021, 2022 FISCAL YEAR. NO ACTION WILL BE TAKEN AT THE PUBLIC HEARING, BUT WE WILL TAKE SOME ACTION LATER.

BECAUSE OF THE NOTICE OF PUBLIC MEETING TO DISCUSS BUDGET AND PROPOSED TAX RATE WAS BACK IN JUNE WHEN WE ADOPTED THE BUDGET.

IT WAS ABOUT A PENNY LESS THAN WHAT WE HAD AS AS BY THE TIME THE JULY CERTIFIED VALUES

[00:05:04]

CAME OUT. SO THEREFORE, WE HAD TO PUBLISH ANOTHER NOTICE AND DO A FORMAL PUBLIC HEARING ON THE TAX RATE.

UNDER SECTION 2605 A OF THE PROPERTY TAX CODE.

IT REQUIRES A GOVERNING BODY TO ADOPT AN ORDINANCE SETTING TAX RATES TO FUND ADOPTED BUDGETS. A TAXING UNIT MAY NOT IMPOSE PROPERTY TAXES IN ANY YEAR UNTIL THE GOVERNING BODY HAS ADOPTED A TAX RATE FOR THAT YEAR.

AND THE ANNUAL TAX RATE MUST BE SET BY THE ORDINANCE RESOLUTION OR ORDER, DEPENDING ON THE METHOD PRESCRIBED BY LAW FOR THE ADOPTION OF LAW BY THE GOVERNING BODY.

THE VOTE ON THE ORDINANCE RESOLUTION IN ORDER SETTING THE TAX RATE MUST BE SEPARATE FROM THE VOTE ADOPTING THE BUDGET.

SO THEREFORE WE ARE HERE TONIGHT TO ASK YOU TO VOTE ON THE TAX RATE.

WE'VE ALREADY ADOPTED THE BUDGET IN JUNE 22, 2021.

ALL RIGHT, HERE WE GO.

SO AS WE'VE GONE THROUGH OUR JOURNEY, WE STARTED WITH BUDGET WORKSHOPS BACK IN MARCH.

WE BEGAN IN EARLY JANUARY WHERE WE SET OUT THE CALENDAR HOW TO GET FROM A TO B, AND THEN WE QUICKLY WENT TO A VATRE CALENDAR AS WE GO THROUGH THE DEVELOPMENT OF THE BUDGET.

SO ON AUGUST THE 5TH, THAT WAS A TAX.

THAT WAS A DEADLINE FOR TEA TO TURN AROUND AND GIVE US OUR JULY 25TH CERTIFIED VALUES THE COMPRESSED TAX RATE CALCULATION.

THEREFORE, WE QUICKLY SENT OUT A NOTICE RIGHT AFTER THE DEADLINE, RIGHT BEFORE THE DEADLINE. AND NOW WE'RE HERE TO ADOPT THE TAX RATE.

AND THEN WE HAVE WHAT'S CALLED A DEADLINE TO ORDER AN ELECTION AUGUST THE 16TH.

AND WE WILL BE BRINGING THE FLOOR TO THAT TONIGHT AND MAKE IT IN TIME FOR THE NOVEMBER 2ND ELECTION DATE.

SO WHEN WE LOOKED AT OUR PROPERTY VALUES, WHAT HAPPENED TO OUR COMPRESSED TAX RATE, THAT TEA CAME BACK AND CONFIRMED WITH US, IT WAS BASED ON A SEVEN POINT NINE ONE PERCENT INCREASE OVER PRIOR YEARS VALUES THAT CHANGED THE COMPRESSED TAX RATE TO A POINT EIGHT EIGHT EIGHT THREE.

AND THEN DISTRICTS HAVE WHAT'S CALLED ENRICHED ENRICHMENT TAX RATE FOR THAT'S 17 CENTS.

THIS IS WHERE IT TRIGGERS A VOTER APPROVAL TAX RATIFICATION OR TAX RATE ELECTION.

AND THEN THE DEBT RATE THAT SUPPORTS OUR BOND AND PAYMENTS, BOND PAYMENTS AND INTEREST PAYMENTS IS THIRTY SIX CENTS THAT WE WILL BE PROPOSING TO YOU TONIGHT FOR A TOTAL OF ONE POINT FOUR ONE EIGHT THREE.

FOR THE LAST FEW YEARS, OUR TAX RATES ON THE MAINTENANCE AND OPERATIONS IN THE GENERAL FUND SIDE, YOU CAN SEE THEY'VE GONE DOWN FROM THE TOTAL AMOUNT.

SO DOLLAR FOUR WAS IN 2018, 19 REDUCED TO NINETY SEVEN CENTS IN 19, 20.

THAT'S WHEN THE PROPERTY TAX COMPRESSION HIT UNDER SENATE BILL TWO OF THE 2019 LEGISLATIVE SESSION AND THEN 2021 CONTINUED TO DECLINE AS IT GOES DOWN BECAUSE THE PROPERTY VALUES WERE INCREASING.

SO ON THE PROPOSED VALUE, WE'RE ASKING FOR THE TAX RATE OF ONE POINT ZERO FIVE EIGHT THREE TONIGHT. THAT INCLUDES TWO THINGS.

THAT INCLUDES A 13 CENT INCREASE USING THE INTEREST IN SINKING FUND TAX RATE DECREASE.

SO WE'RE GOING TO ADD 13 CENTS TO THAT.

AND THEN WE'RE GOING TO HAVE WHAT'S CALLED THE PROPERTY TAX COMPRESSION THAT YOU'VE SEEN DECREASE OVER TIME.

THAT WAS ABOUT THREE CENTS.

SO THE TOTAL ON THE ON THE INTEREST SINKING FUND SIDE, YOU CAN SEE IT GOES FROM 2018, 19 AT A MAXIMUM OF 50 CENTS DROPS TO FORTY NINE CENTS, FORTY NINE CENTS AND THEN IN 21, 22 DROPS TO THIRTY SIX CENTS.

HOW ARE WE ABLE TO DO THIS? HOW ARE WE ABLE TO TAKE 13 CENTS REDUCTION IN INTEREST IN SINKING FUND SIDE? THAT WAS STRATEGICALLY DONE BACK IN SEPTEMBER, OCTOBER OF 2020 WHEN THE BOARD APPROVED A BOND REFUNDING SIMILAR TO THE BOND TO A MORTGAGE REFINANCING OF FOUR HUNDRED MILLION DOLLARS, SAVING TAXPAYERS FIFTY MILLION DOLLARS.

SO WE'RE ABLE TO UTILIZE THOSE PENNIES AND PUT THEM WHERE THEY'RE MOST NEEDED.

SO HERE'S A HERE'S A COMPARISON OF THE TAX RATE HISTORY ON THE RED SIDE.

THAT IS YOUR INTEREST IN SINKING FUND.

YOU CAN SEE THAT GOES FROM THAT FORTY NINE CENTS ON 2021 TO THE PROPOSED THIRTY SIX CENTS. THAT'S WHERE YOU SEE THE DECREASE OF THIRTEEN PENNIES.

AND THEN ON THE BLUE SIDE, THE COMPRESSED COMPRESSED TAX RATE WAS A NINE FIVE SIX FOUR.

AND IT GOES UP TO THAT ONE POINT ZERO FIVE EIGHT THREE, FOR AN ESTIMATED TOTAL OF ONE POINT FOUR ONE EIGHT THREE.

WHAT YOU ALSO SEE THERE IS A DECREASE FROM THE ONE POINT FOUR FOUR SIX FOUR TOTAL.

THERE'S SOMETHING WE WANT TO POINT OUT WHEN WE TALK ABOUT A VOTER APPROVAL TAX CERTIFICATION ELECTION IS THE BALLOT LANGUAGE.

[00:10:02]

IT SAYS RATIFYING THE AD VALOREM TAX RATE OF ONE POINT ZERO FIVE EIGHT THREE IN MANSFIELD INDEPENDENT SCHOOL DISTRICT FOR THE CURRENT YEAR, A RATE THAT WILL RESULT IN AN INCREASE OF SIXTEEN POINT SIX PERCENT IN MAINTENANCE AND OPERATIONS TAX REVENUE FOR THE DISTRICT FOR THE CURRENT YEAR AS COMPARED TO THE PRECEDING YEAR, WHICH IS AN ADDITIONAL TWENTY FOUR POINT SIX HUNDRED NINETY THOUSAND NINE HUNDRED SEVENTY NINE HUNDRED NINETY SEVEN DOLLARS. THAT IS VERY MISLEADING AND WHAT WE'RE TRYING TO DO, IT DOES NOT MEAN THAT THE OVERALL TAX RATE WILL INCREASE.

IT ACTUALLY MEANS WE'RE GOING TO RAISE WE'RE GOING TO DECREASE THE OVERALL DECREASE OF POINT ZERO TWO EIGHT FIVE ONE PENNIES DUE TO THE PROPERTY TAX COMPRESSION FROM THE PRIOR YEAR. AND IT'S GOING TO DECREASE THE INTEREST IN SINKING FUND RATE TAX RATE IN THIS BALLOT LANGUAGE. IT ONLY ADDRESSES THE MAINTENANCE AND OPERATION SIDE.

THAT'S OUR OPERATING DAY TO DAY SIDE.

SO WE HAVE OUR TWO BUCKETS WE CALL.

THAT'S OUR OPERATING DAY TO DAY, WHICH SUPPORTS THE GENERAL FUND.

THEY CALL IT THE MAINTENANCE AND OPERATIONS TAX RATE.

AND THEN YOU HAVE YOUR DEBT SERVICE SIDE THAT YOUR INTERESTING AND SINKING TAX RATE THAT SUPPORTS YOUR BOND PAYMENTS.

SO RIGHT HERE IN THE BALLOT LANGUAGE, IT'S ONLY LOOKING AT ONE SIDE AND THAT'S OUR MAINTENANCE AND OPERATIONS.

AND THAT INCREASES THE REVENUE ABOUT TWENTY FIVE MILLION.

BUT IT DOESN'T SHOW THAT WE'RE OFFSETTING IT WITH AN INTEREST IN SINKING FUND TAX RATE, THEREFORE NOT INCREASING THE OVERALL TAX RATE.

IF WE COULD SAY THIS TO THE BALLOT LANGUAGE, WE WOULD ALSO ADD THIS.

ADDITIONAL REVENUES WILL FUND DAILY OPERATIONAL COSTS, INCLUDING STUDENT PROGRAMS, COMPETITIVE SALARIES TO RETAIN QUALITY TEACHERS, UPHOLD SAFETY AND SECURITY STANDARDS, AND TO MAINTAIN EDUCATIONAL CHOICES FOR FAMILIES AND STUDENTS.

THAT'S THE OPERATIONAL SIDE OF IT.

ON THE WEBSITE LANGUAGE IT SAYS THIS, IT SAYS YOU'RE REQUIRED AND THIS ISN'T SOMETHING WE MAKE UP. THIS IS STATUTE.

YOU'RE REQUIRED TO HAVE THESE EXACT WORDS IN A VERY BIG FONT.

AND IT SAYS THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. BUT WE WANT TO SAY AND A DECREASE ON THE INTEREST IN SEEKING TAX RATE.

SO IT'S NOT THE WHOLE PICTURE.

WE WANT IT TO SAY IT DOES NOT MEAN THE OVERALL TAX RATE WILL INCREASE.

AND THEN THE WEBSITE LANGUAGE, ONE MORE THING WE HAVE TO ALSO PUT IS IT SAYS BY STATUTE, THE TAX RATE WILL EFFECTIVELY BE RAISED BY 1943, 19.43 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON ONE HUNDRED THOUSAND DOLLAR HOME BY APPROXIMATELY ONE HUNDRED SEVENTY TWO DOLLARS AND 19 CENTS.

ONE THING YOU NEED TO NOTE IS THAT PERCENT INCREASE THEIR SHOWING THERE IS BASED ON WHAT THEY CALL A NO NEW REVENUE MAINTENANCE AND OPERATIONS TAX RATE, WHICH IS REALLY A POINT EIGHT SIX ONE FOR US.

AND THE PROPOSED M&O TAX RATE, ONE POINT, POINT, ONE POINT ZERO FIVE EIGHT THREE.

THE NEW PROPOSED RATE, IT IS NOT SOMETHING WE USED.

WE DIDN'T USE THAT M&O NO, NO NEW REVENUE TAX RATE.

BUT I WILL SAY GOING FROM THE TAX RATE THAT WE HAD PRIOR YEAR, ONE POINT FOUR FOUR SIX FOUR TO ONE POINT FOUR ZERO EIGHT THREE FOUR ONE EIGHT THREE, YOUR YOUR COMPARABLE TAXABLE RATE TO A HUNDRED THOUSAND DOLLAR HOME WILL DECREASE TWENTY EIGHT DOLLARS AND TEN CENTS. IF WE COULD SAY THAT, THAT'S WHAT WE WOULD LIKE TO SAY.

SO, IT DOES NOT MEAN THE OVERALL TAX RATE WILL INCREASE.

SO THAT ACTUALLY CONDUCT'S CONCLUDES THE PUBLIC HEARING.

PRESIDENT NEWSOM, IF YOU WOULD LIKE TO CONTINUE.

THE BOARD WILL NOW HEAR COMMENTS FROM ANYONE WHO SIGNED UP TO SPEAK.

COMMENTS WILL BE LIMITED TO THREE MINUTES PER SPEAKER AND MUST BE LIMITED TO THE SUBJECT MATTER. I WOULD ASK THAT ANYONE ADDRESSING THE BOARD PLEASE BE RESPECTFUL OF THE PRIVACY OF OUR STUDENTS AND STAFF WHEN SPEAKING.

BOARD MEMBERS IF YOU WISH TO ADDRESS THE AUDIENCE, ASK QUESTIONS OR ANSWER QUESTIONS THAT THEY MAY BE ASKED THIS EVENING.

PLEASE WAIT UNTIL THE CONCLUSION OF THE PUBLIC COMMENT SECTION OF THE HEARING.

ONCE WE'VE HEARD FROM EVERYONE WHO HAS SIGNED UP TO SPEAK, I WILL OPEN THE FLOOR TO THE BOARD. PLEASE NOTE THAT THE BOARD WILL NOT ADDRESS EACH SPEAKER, BUT WILL HAVE DISCUSSION OF NEXT STEPS FOLLOWING THE DISTRICT'S PRESENTATION AND COMMUNITY INPUT.

I WILL NOW OPEN THE PUBLIC HEARING AT 8:08.

THE BOARD WILL NOW HEAR FROM CHELSEA BALDWIN.

[00:15:09]

GOOD EVENING. PRESIDENT NEWSOM AND DR.

CANTU AND BOARD OF TRUSTEES, MY NAME IS CHELSEA BALDWIN.

I'M THE DEPUTY EXECUTIVE DIRECTOR OF UNITED EDUCATORS ASSOCIATION, BUT I'M ALSO A PARENT HERE IN THE DISTRICT.

I HAVE TWO TEENAGERS, AND I WANT TO START BY SAYING HOW AMAZING YOUR STAFF IS AS WE FINISH THE PANDEMIC YEAR.

I CAN TELL YOU THAT MY TWO TEENAGERS HAVE GROWN ACADEMICALLY, EMOTIONALLY AND SOCIALLY THROUGH THIS YEAR. AND IT'S AS A RESULT OF YOUR EMPLOYEES AND I CAN'T SAY IT ENOUGH, NOT JUST TEACHERS, CAFETERIA STAFF, CUSTODIANS, TRANSPORTATION, COUNSELORS, EVERYBODY INVOLVED MADE THIS THE BEST YEAR IT COULD BE, AS EVIDENCED BY YOUR YOUR SCORES THIS YEAR.

IT'S AMAZING. AND I SAY THAT BECAUSE AS YOU CONSIDER THE RESOLUTION FOR THE VATRE, THIS WILL ALLOW US TO TO TO COMPENSATE OUR STAFF.

THEY DID THE IMPOSSIBLE THIS YEAR.

THEY'RE AMAZING. THEY DESERVE TO BE REWARDED FOR THEIR WORK.

WE DESERVE TO TO MAINTAIN OUR STAFF AND TO KEEP WHAT WE HAVE HERE.

BECAUSE I CAN TELL YOU THAT OTHER DISTRICTS WISH THEY HAD WHAT YOU HAD YOU GUYS HAVE.

IT ALSO IS GOING TO ALLOW US TO RECRUIT THE BEST AND THE BRIGHTEST TO OUR DISTRICT.

SO AS YOU CAN, CONSIDER THIS VATRE AND THIS PENNY SWAP MOVING THAT MONEY TO THE MAINTENANCE AND OPERATIONS.

IT'S GOING TO GIVE YOU THE OPTION OF BEING COMPETITIVE WITH SALARIES AND PAY FOR ALL OF YOUR EMPLOYEES. SO I DO ASK YOU TO APPROVE THAT RESOLUTION TONIGHT.

AND I THANK YOU FOR ALL YOU DO.

THANK YOU. THANK YOU SO MUCH.

NEXT SPEAKER IS KEITH BESSUS.

GOOD EVENING, GOOD EVENING.

FIRST AND FOREMOST TO THE BOARD, I WANT TO SAY THANK YOU FOR THE WORK THAT YOU DO FOR THE STUDENTS IN MANSFIELD ISD.

I KNOW THE CHALLENGES THAT YOU HAVE NOW IN DEALING WITH COVID AND ALL OF THOSE ISSUES, THE DECISIONS YOU HAVE TO MAKE THAT YOU BELIEVE IS IN THE BEST INTEREST OF THE KIDS AND THE STUDENTS AND THE STAFF.

THANK YOU FOR YOUR WORK.

AGAIN, MY NAME IS KEITH BESSUS.

I AM THE PROUD PARENT OF TWO FORMER MANSFIELD ISD STUDENTS.

THEY ATTENDED MANSFIELD FROM KINDER THROUGH 12TH GRADE.

ONE ATTENDED SUMMIT HIGH SCHOOL AND ONE GRADUATED FROM MANSFIELD HIGH SCHOOL.

BOTH HAVE GONE ON TO RECEIVE DEGREES, ONE AT THE MASTER DEGREE CANDIDATE AND THE OTHER ONE IS WORKING ON HERS.

AS A CAMPUS ADMINISTRATION ADMINISTRATOR.

I'M ALSO I'M AN ADMINISTRATOR IN ANOTHER DISTRICT, BUT I SERVE AND WORK WITH MANSFIELD AS WELL. I KNOW THAT YOU HAVE TO MAKE DECISIONS AND THAT THE VATRE WILL SUPPORT OUR STUDENTS IN THE DISTRICT I WORK FOR.

WE ACTUALLY WENT THROUGH THIS, SO I KNOW FIRSTHAND THE BENEFIT OF PASSING THE PENNY SWAP FOR THE VATRE. I KNOW FIRSTHAND THE BENEFIT AS A CAMPUS ADMINISTRATOR WHAT THOSE FUNDS PROVIDED TO OUR CAMPUS AND IN ADDITION, WHAT THEY PROVIDED FOR OUR STUDENTS.

SO THE DECISIONS THAT YOU HAVE TO MAKE, I'M ASKING YOU AS A PARENT, AS A MANSFIELD SCHOOL DISTRICT SUPPORTER, TO SUPPORT THE VATRE PENNY SWAP.

AGAIN, I BELIEVE VOTING YES WILL BE A WIN WIN FOR OUR STUDENTS, OUR DISTRICT AND OUR CAMPUSES. THANK YOU.

THANK YOU SO MUCH. OUR NEXT SPEAKER IS ANGIE THOR.

GOOD EVENING. I JUST WANTED TO COME TONIGHT AND LET YOU GUYS KNOW.

WELL, YOU KNOW, PEOPLE MOVE TO MANSFIELD FOR OUR SCHOOLS.

WE HAVE GREAT SCHOOLS.

WE TAKE CARE OF OUR KIDS.

WE TAKE CARE OF OUR TEACHERS.

BUT IN ORDER FOR US TO BE ABLE TO MAINTAIN THIS LEVEL, I FROM WHAT I UNDERSTAND, THIS IS REALLY SOMETHING THAT WE HAVE TO DO, WAS TO PASS THIS VATRE.

AND I HOPE PEOPLE WILL VOTE YES FOR IT.

AND I WISH IT COULD BE WORDED TO EXPLAIN REALLY WHAT IT IS, BECAUSE WE'RE ACTUALLY GETTING A TAX RATE DECREASE.

SO REMEMBER, VOTE YES.

WE'LL PROBABLY YOU'LL PROBABLY HEAR THAT FIVE HUNDRED TIMES FROM PEOPLE BECAUSE WE WANT

[00:20:01]

TO BE ABLE TO MAINTAIN THE SCHOOLS OF CHOICE.

WE WANT TO BE ABLE TO PAY OUR TEACHERS.

LIKE CHELSEA SAID, WE HAVE AMAZING TEACHERS IN THIS DISTRICT AND WE DON'T WANT TO HAVE TO TO MAKE THOSE HARD DECISIONS.

AND IF THIS DOESN'T PASS, IF IT DOESN'T HAPPEN, THEN WE HAVE TO START MAKING CUTS SOMEWHERE. THE SCHOOLS OF CHOICE, THE TEACHERS, THE GREAT ACTIVITIES THAT WE HAVE FOR OUR STUDENTS, THE MONEY HAS TO COME FROM SOMEWHERE.

WE'RE NOT THE FEDERAL GOVERNMENT.

WE DON'T GET TO RUN AT A DEFICIT.

WE HAVE TO ACTUALLY MAKE A BUDGET.

SO I WOULD ENCOURAGE YOU GUYS TO PUT THIS OUT FOR A VOTE AND TO ANYBODY WATCHING AT HOME, I REALLY HOPE THAT YOU GUYS WILL JOIN US IN VOTING YES FOR THIS, ASSUMING THAT THEY THAT THE BOARD CHOOSES TO PUT THIS OUT TO A VOTE, BECAUSE THIS IS REALLY IMPORTANT FOR OUR COMMUNITY. SO, ANYWAY, THAT'S IT.

THANK YOU, GUYS. THANK YOU SO MUCH.

THAT'S ALL THE SPEAKERS WE HAVE THIS EVENING.

THIS CONCLUDES THE PUBLIC COMMENT PORTION OF OUR HEARING.

I WILL NOW CLOSE THE PUBLIC HEARING AT 8:15.

IF YOU WOULD LIKE TO DISCUSS ANY INFORMATION PRESENTED OR REMARKS OF THOSE IN ATTENDANCE TONIGHT, YOU MAY DO SO NOW.

SO WE'LL OPEN THIS UP FOR BOARD DISCUSSION.

ANYBODY HAVE ANY? MS. MARCUCCI.

MS. TRONGAARD THANK YOU FOR THE PRESENTATION.

YOU KNOW, IT'S ALWAYS REALLY HARD WHEN YOU START GOING INTO ALL THE DECIMALS AND LOOKING AT ALL OF THAT KIND OF STUFF. BUT CAN YOU EXPLAIN TO US AGAIN WHY THE LANGUAGE IS WHAT IT IS? BECAUSE I THINK THE LAST SPEAKER TALKED A LITTLE BIT ABOUT THAT AND EVEN YOU TALKED A LITTLE BIT ABOUT IT WOULD BE NICE IF WE COULD HAVE THE LANGUAGE SAY THIS.

SO WHAT WAS THE LANGUAGE THE WAY THAT IT IS? WE ARE FOLLOWING TWO THINGS, TRUTH AND TAXATION BY THE COMPTROLLER'S OFFICE AS WELL AS THE LAW UNDER THE TEXAS TAX CODE UNDER SECTION 2608.

WITH THOSE TWO COMBINED, WE'RE REQUIRED TO HAVE THIS SPECIFIC WORDING AND THERE'S REALLY NO OTHER REASON I CAN PROVIDE THAT.

WE JUST REQUIRED TO DO SO.

AND WE DON'T HAVE THE OPTION TO EDIT THAT LANGUAGE IN ANY WAY.

THAT'S CORRECT. OK, THANK YOU.

ANY OTHER MS. FARRAR? THANK YOU FOR THE PRESENTATION.

I DO HAVE A COUPLE QUESTIONS THAT I JUST WANTED TO CLARIFY.

DO YOU KIND OF DETAIL WHAT THE OPERATING COSTS ARE USED FOR [INAUDIBLE] FROM ONE TO THE OTHER? SURE.

OK, YES. MS. FARRAR. SO THE OPERATING COSTS ARE YOUR DAY TO DAY OPERATIONS, SUCH AS THE LIGHTS YOU SEE IN THE ROOM, THE SALARIES FOR YOUR TEACHERS, PARAPROFESSIONALS, STUDENT NUTRITION.

WELL, STUDENT NUTRITION'S IN THE STUDENT FUND.

BUT GENERAL FUND SIDE THAT MAINTENANCE AND OPERATIONS SIDE, THE MECHANICS, THE BUS DRIVERS. ALL OF THOSE ARE YOUR DAY TO DAY OPERATIONS, THE SUPPLIES THAT WE HAVE.

SO THAT COVERS THE GENERAL OPERATING SIDE OF IT, ALSO PROVIDES SCHOOLS OF CHOICE AND THINGS LIKE THAT THAT WE HAVE THAT MAKES MANSFIELD ISD SUCH A GREAT DISTRICT.

SO THEN YOU ASKED, WHAT WAS YOUR SECOND? YOU HAD ANOTHER ONE. WHAT CAN I ADD SOMETHING TO THAT TOO? IT ALSO JUST THE GENERAL OUR GENERAL INSTRUCTIONAL PROGRAM IT ALLOWS US TO MAINTAIN THE QUALITY OF OUR GENERAL INSTRUCTIONAL PROGRAM AS WELL.

THANK YOU. DID YOU HAVE ANOTHER QUESTION? ALL RIGHT. MS. THOMAS.

MINES NOT REALLY A QUESTION, IT'S JUST MORE OF A COMMENT IF YOU CAN GO BACK TO SLIDE NUMBER FIVE. SO JUST TO EXPLAIN THAT ONE MORE TIME, THAT IT'S IT'S EVEN THOUGH WE'RE MOVING IT AND THE VERBIAGE ON SLIDE 11 TALKS ABOUT AN INCREASE.

BUT IF YOU LOOK AT THIS, THIS IS THE ACTUAL YOU'RE GOING DOWN.

AND I GUESS TO GO BACK TO SLIDE 11, WHERE IT SPEAKS ABOUT THE VERBIAGE, WHICH EVEN ON THE BALLOT, IT'S THE SAME KIND OF VERBIAGE WHERE IT TALKS ABOUT IT'S AN INCREASE, BUT IT'S KIND OF LEAVING HALF OF THE EQUATION OFF.

IT'S NOT GIVING YOU THE FULL PICTURE ON THE VERBIAGE OF THAT.

AND I THINK YOU'VE ALREADY ANSWERED THAT.

WE DON'T HAVE A CHANCE ON THAT TO EXPLAIN EXACTLY THE THE WHOLE EQUATION.

WE CAN ONLY ADD TO THE PART OF IT.

YES, MA'AM. THAT'S CORRECT.

THANK YOU. TO MY RIGHT, MR. CANEDY. YES, AND AGAIN, THANKS FOR THE GREAT PRESENTATION, AND WE ALL KNOW IT'S A VERY, VERY TECHNICAL TRANSACTION AND YOUR SLIDES HAVE REALLY BEEN ILLUSTRATIVE OF OF IN SIMPLIFYING FOR US. I THINK IT'S REALLY IMPORTANT.

BUT REALLY, AGAIN, A STATEMENT, NOT A QUESTION.

I DON'T THINK WE CAN REITERATE ENOUGH THAT OVER THE LAST THREE YEARS WE HAVE LOWERED THE TAX RATE EACH YEAR AND WE CONTINUE TO DO SO BY THE BENEFIT OF THIS VATRE.

AND THAT'S WHAT WE WANT TO CONTINUE TO TRY TO DO.

SO I THINK IT'S VERY IMPORTANT THAT THE PUBLIC HEARS THAT AND KNOWS THAT THAT'S WHAT OUR

[00:25:03]

EFFORT IS. THANK YOU.

THANK YOU.

MR. SNEED. YES.

THANK YOU FOR THE PRESENTATION.

I JUST HAD A COUPLE OF QUESTIONS.

FIRST QUESTION I HAVE IS WHAT PERCENTAGE OF OUR DISTRICT BUDGET IS COMES FROM LOCAL FUNDS AND WHAT PERCENT COMES FROM STATE FUNDS AND HOW MUCH DO WE GET PERCENTAGE WISE FROM FEDERAL GOVERNMENT? OK, THAT'S A GREAT QUESTION MR. SNEED. SO AND THE GENERAL FUND SIDE WE RECEIVE ABOUT FIFTY THREE PERCENT IS LOCAL REVENUES. AND THAT ALSO MEANS NOT JUST YOUR LOCAL PROPERTY TAXES, IT'S ALSO ATHLETIC REVENUES AND EVENTS AND THINGS LIKE THAT.

SO ON THE STATE SIDE IS ABOUT FORTY SIX PERCENT.

SO WHEN WE LOOK AT FEDERAL FUNDS IN A GENERAL FUND ASPECT, IT'S ONLY LIKE ONE TO TWO PERCENT. OK, SO VERY, VERY SMALL.

IT'S USUALLY LIKE [INAUDIBLE] WHAT WE CALL [INAUDIBLE], IT'S MEDICAID, THOSE KIND OF THINGS THAT SUPPLY A LITTLE HELP FOR THE STUDENTS IN NEED.

BUT IT'S NOT YOUR SPECIAL ED, BIG TITLE ONE FUNDING OR ANYTHING LIKE THAT.

AND MY SECOND QUESTION, BECAUSE IF YOU GO BACK TO THAT SLIDE THAT WAS MENTIONED EARLIER REGARDING. OF THE LANGUAGE, THE LANGUAGE, OK, BECAUSE THAT'S THE ONE THAT'S THE MOST CONFUSING TO ME.

SO I'M A I'M A COLLEGE DEGREE PERSON.

AND WHEN I GO INTO THE BALLOT BOX, I READ I READ A 16.60 PERCENT MAINTENANCE AND OPERATION TAX REVENUE.

I LOOKED AT AN INCREASE.

I GUESS THAT'S PROBABLY THE BIGGEST WORD I'VE LOOKED AT ON THAT WHOLE BALLOT IS INCREASE.

BUT YOU'RE TELLING US THAT THE LANGUAGE DOESN'T ACTUALLY INDICATE WHAT IS ACTUALLY HAPPENING. CAN YOU EXPLAIN THAT TO ME A LITTLE BIT MORE DETAIL? I CAN UNDERSTAND IT AND PROCESS IT.

YES, SIR. SO THIS LOOKS THAT ARE JUST BECAUSE WE'RE MOVING 20 OR MOVING THE 13 PENNIES UP INTO THE MAINTENANCE AND OPERATIONS BUCKET.

AND WHEN WE DO THAT, IT ADDS ALMOST TWENTY FIVE MILLION IN REVENUES TO THIS BUCKET.

IF I CAN PUT IN A LITTLE BIT MORE NEXT TO THAT DECREASE IN A SINKING AND TAX RATE, I WOULD SAY IT DECREASES THAT TWENTY FOUR POINT SIX FIVE PERCENT AND IT'S A DECREASE OF FIFTEEN POINT FOUR MILLION.

SO AN OVERALL AND ADDS TWENTY FOUR POINT SEVEN MILLION TO THE TOTAL REVENUES OF OPERATING SIDE WHERE WE NEEDED THE MOST.

AND I DON'T KNOW IS THAT ANSWER IN YOUR QUESTION IN LAYMAN'S TERMS? WELL, IT'S ANSWERED MY QUESTION TO TO THE TO THE EXTENT THAT YOU'RE SAYING IT'S NOT GONNA. DOESN'T MEAN THAT IT'S AN AUTOMATIC INCREASE.

SO IF I WERE TO VOTE AGAINST IT BECAUSE OF THAT ONE WORD INCREASE, YOU'RE ACTUALLY TELLING ME THAT IT'S NOT ACTUALLY INCREASE IS JUST SWAPPING.

THANK YOU. SWAPPING PENNIES.

YES. IS THAT CORRECT? THAT IS THAT IS EXACTLY RIGHT.

SO THAT IS TRUE.

IT'S NOT A TOTAL INCREASE TO A TAXPAYER, TO A TAX RATE.

IT IS AN ACTUAL DECREASE OF POINT ZERO TWO EIGHT FIVE ONE ON THE OVERALL TAX RATE.

THANK YOU. THANK YOU FOR ASKING THAT.

ANYONE ELSE TO MY RIGHT? MS. TRONGAARD AGAIN, THANK YOU.

CAN YOU SPEAK A LITTLE BIT YOU MENTIONED ON THE SLIDE THAT HAD THE RED AND BLUE SLIDE, IT WAS SLIDE FOUR.

YES, SIR. JUST THE FACT THAT WE WERE ABLE TO PAY DOWN AND RESTRUCTURE SO MUCH OF THE PREVIOUS DEBT THAT HAS ALLOWED US.

CAN YOU MAYBE RECAPTURE THAT FOR US? IN A BITE SIZED WAY TO HELP US UNDERSTAND THE WORK THAT WE'VE DONE.

YES, SIR. SO.

BEING RESPONSIBLE FOR THIS OPPORTUNITY IF I'M UNDERSTANDING RIGHT.

THAT ALLOW US TO TAKE ADVANTAGE OF THIS WAY AT THIS TIME.

THANK YOU. YES.

SO WE HAVE A DEBT STRUCTURE THAT HAS OUR BOND PAYMENTS, JUST LIKE YOUR MORTGAGE PAYMENTS COME DUE AND YOU HAVE INTEREST ON YOUR MORTGAGE.

AND SOMETIMES YOU TAKE ADVANTAGE OF AN OPPORTUNITY TO REFINANCE YOUR MORTGAGE BECAUSE THE INTEREST RATES DROP.

SO THIS WAS AN OPPORTUNITY THAT WE HAD ABOUT FOUR HUNDRED MILLION IN BONDS THAT WE COULD REFUND. WE CALL IT REFUND, BUT IT'S VERY SIMILAR TO REFINANCING AT A LOWER INTEREST RATE.

SO WHEN WE DID THIS, WE MADE THOSE PAYMENTS, THOSE MONTHLY PAYMENTS GO DOWN JUST LIKE YOUR MORTGAGE BILL WOULD GO DOWN.

AND THAT RESULTED IN 50 MILLION DOLLARS IN TAXPAYER SAVINGS, TAXPAYER DOLLARS SAVINGS DUE

[00:30:04]

TO A LOWER INTEREST RATE.

MS. THOMAS.

OK, JUST JUST FOR SOME OF OUR PARENTS AT HOME, SO LOOKING AT THIS SLIDE, SO WE'VE LOWERED WHERE YOU'RE GOING ONE A DOLLAR FORTY FOUR WHATEVER TO A DOLLAR FORTY ONE.

SO THAT'S YOUR REFINANCING WE SAVED IN BONDS.

THEN YOU'RE TAKING PENNIES AND YOU'RE TAKING A FEW OUT OF THE RED AND YOU'RE PUTTING THEM IN THE BLUE. SO IT SHOWS THE INCREASE WHICH REFLECTS ON THE VERBIAGE AND THE DECREASE WHICH REFLECTS THAT THEY DON'T WANT WE DON'T SAY ANYTHING ABOUT IN THE RED.

SO IT'S STAYING THE SAME.

IT'S JUST KIND OF SWAPPING.

BUT IS THAT. IT IS, YES.

HOPEFULLY THAT HELPS ANYBODY AT HOME THAT YOU'RE JUST YOU'RE YOU'RE JUST MOVING A FEW PENNIES OUT OF THE RED.

YOU'RE BRINGING THEM TO THE BLUE TAX RATE STILL GOING DOWN, BUT IT'S REFLECTING THE INCREASE THAT GIVES YOU A LITTLE BIT MORE MONEY TO OPERATE IN THE MAINTENANCE AND OPERATION. BUT THERE'S NOT AN ACTUAL INCREASE UP THERE AT THAT TOP OVERALL.

I'M GLAD YOU BROUGHT THAT OUT, BECAUSE REALLY, YOU'RE RIGHT, THE BALLOT LANGUAGE IS FOCUSING ON THE BLUE AND THAT'S IT.

IF I'M LOOKING AT THE BLUE AND I SEE A JUMPING UP, THAT'S WHAT THE BALLOT LANGUAGE IS ASKING US TO REPORT.

BUT THAT'S NOT THE WHOLE STORY.

MS. FARRAR. IF WE WERE TO PASS THIS, DO WE HAVE AN ELECTION DATE SCHEDULED? YES, MA'AM, WE DO.

IN FACT, WE HAVE EARLY VOTING AND I BELIEVE THAT'S OCTOBER THE 18TH.

WHERE'S MY VOTING PEOPLE? OCTOBER 18TH AND ELECTION DAY IS NOVEMBER THE 2ND.

OF THIS YEAR, THIS YEAR.

ANYONE ELSE, MR. SNEED.

AND YES, I HAD ANOTHER QUESTION THAT JUST POPPED UP IN MY MIND WITH THE SWAPPING OF PENNIES. WHAT WILL BE THE IMPACT ON THE ON THE I&S SIDE WITH THE SWAPPING OF PENNIES? BECAUSE, YOU KNOW, YOU'RE GAINING ON THIS SIDE.

WHAT ARE SOME OF THE QUESTIONS THAT MAY COME UP AS IT PERTAINS TO LESS PENNIES ON THE ON THE I&S SIDE? OK, SO A FEW THINGS THAT HAVE BEEN ASKED OF ME THAT I THINK WOULD BE IMPORTANT TO SHARE IS, NUMBER ONE, AS A BOARD, I'D WANT TO KNOW, COULD I STILL PAY MY BILLS? WILL THIS TAX RATE SO STILL SUPPORT OUR BOND PAYMENTS COMING UP, LIKE, YOUR MORTGAGE PAYMENT COMING UP.

AND YES, WE HAVE CONFIRMED WITH OUR FINANCIAL ADVISOR AT HILLTOP SECURITIES, THEY HAVE CONFIRMED THAT WE WILL BE ABLE TO PAY OUR BILLS.

IN FACT, THE SECOND QUESTION THEY ASK IS, IF YOU HAD TO DO A BOND, JUST SAYING WE LOOK AT THAT AS A PRECAUTION, NOT SAYING WE'RE DOING ANYTHING.

I'M JUST SAYING, DO WE HAVE THAT? IF THERE IS SOME ABSOLUTE NEED AND WE HAVE TO LOOK WAY AHEAD BECAUSE WE HAVE TO PLAN WAY AHEAD. AND SO IT'S AROUND.

WE ARE AT THREE HUNDRED MILLION DOLLAR CAPACITY WE COULD DO WITHOUT RAISING THE TAX RATE.

OK, THANK YOU. YES, SIR.

WELL, MS. TRONGAARD, THANK YOU SO MUCH.

THESE ARE HARD DISCUSSIONS AND HAVE TAKEN A WHILE FOR US TO TO KIND OF WRAP OUR BRAIN AROUND IT. BUT I THINK THE DAY THAT YOU MENTIONED THE MORTGAGE PART AND TOLD THAT STORY, I THINK I FINALLY GOT IT.

AND WE DON'T KNOW THE FUTURE, SO WE NEED TO MAKE SURE THAT WE'RE PREPARING.

BUT THANK YOU. THIS IS REALLY COMPLEX AND THANK YOU FOR HELPING US TO UNDERSTAND AND TELL THE STORY. SO WITH NO FURTHER DISCUSSION, THE BOARD WILL NOW MOVE ON TO AGENDA ITEM EIGHT

[8. Business Items Requiring Board Action]

POINT ONE. CONSIDER APPROVAL OF RESOLUTION TWO TWO DASH ZERO FIVE, DESIGNEE FOR CALCULATING AND REPORTING THE TAX RATE.

MAY I RECEIVE A MOTION? I MAKE A MOTION TO ADOPT THE RESOLUTION 20 NUMBER 2205, DESIGNEE FOR CALCULATING AND REPORTING THE TAX RATE AS PRESENTED.

CAN I RECEIVE A SECOND. MS. MARCUCCI.

ARE THERE ANY QUESTIONS? DR. CANTU.

MS. TRONGAARD, WOULD YOU LIKE TO ADD ANYTHING ELSE TO THE CONVERSATION RELATED TO EIGHT POINT ONE? YES, MA'AM.

THIS IS NEW IS A NEW REQUIREMENT FOR SCHOOL DISTRICTS TO DESIGNATE SOMEONE IN THEIR STAFF TO CALCULATE THE TAX RATE, AND THAT IS THE ASSOCIATE SUPERINTENDENT OF BUSINESS AND FINANCE. SO THAT WOULD BE ME.

SO I HAVE DONE THE CALCULATION.

WE CALL IT TRUTH IN TAXATION.

THAT'S ANOTHER REQUIREMENT THAT IS OUT ON THE BOARD AGENDA ITEMS. SO IF ANYONE WOULD CARE TO PURSUE HOW THAT TAX RATE IS CALCULATED AND LOOK AT IT, YOU'RE MORE THAN WELCOME. IT'S OUT ONLINE.

[00:35:02]

THANK YOU SO MUCH. ANY FURTHER QUESTIONS OR DISCUSSIONS HERE? NO. HEARING NONE.

ALL THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.

AYE. ALL THOSE OPPOSED, PLEASE SAY NO.

THE MOTION PASSES SEVEN ZERO.

THIS MOVES US ON TO EIGHT POINT TWO CONSIDERATION OF THE RESOLUTION TWO TWO DASH ZERO SIX TO ADOPT ORDINANCE AND LEVYING TAXES FOR THE YEAR 2021 AND DIRECTING THE ASSESSMENT AND COLLECTION OF TAXES, CONSIDERATION FOR APPROVAL OF THIS RESOLUTION WILL REQUIRE THREE MOTIONS. MAY I RECEIVE THE FIRST MOTION? I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF ONE POINT ONE DOLLARS, FOUR POINT FOUR ONE EIGHT THREE, WHICH IS EFFECTIVELY A FIVE POINT EIGHT FOUR PERCENT INCREASE IN THE TAX RATE.

MR. DAVIS ANY QUESTIONS, DR.

CANTU, MS. TRONGAARD? YEAH, I WOULD LIKE TO JUST POINT OUT THAT'S ANOTHER BALLOT LANGUAGE THAT WE CALL IT'S A MOTION THAT IS NOT EXACTLY WHAT IS HAPPENING.

SO IT SHOWS THAT IT'S A FIVE POINT EIGHT FOUR PERCENT INCREASE AND IT'S REALLY A CALCULATION FROM A NO NEW REVENUE TAX RATE AND NOT THE ACTUAL TAX RATE WE'RE PROPOSING COMPARED TO THE PRIOR YEAR.

THANK YOU SO MUCH. ANY FURTHER QUESTIONS OR DISCUSSION? HEARING NONE, ALL THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.

AYE.

ALL THOSE OPPOSED, PLEASE SAY NO.

MOTION PASSES SEVEN ZERO.

MAY I PLEASE RECEIVE THE THIRD, SECOND MOTION? GOING TO GO WITH MS. THOMAS, I HEARD HER FIRST, DR.

CANTU.

I DON'T HAVE ANYTHING, JUST A RECOMMENDATION THAT YOU ADOPTED AS PRESENTED.

THANK YOU SO MUCH. ANY QUESTIONS OR DISCUSSION FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.

AYE.

ALL THOSE OPPOSED. PLEASE SAY NO.

THE MOTION PASSES SEVEN ZERO.

MAY I PLEASE RECEIVE A MOTION.

I MOVE THAT ADOPTION OF THE INTEREST IN SEEKING TAX RATE OF 36 CENTS BE APPROVED.

SECOND.

I'M GOING TO GO WITH MR. SNEED JUST [INAUDIBLE].

DR. CANTU? I THINK I WOULD JUST RECOMMEND THAT YOU WOULD ADOPT THE I&S AS PRESENTED UNLESS MS. TRONGAARD HAS ANY FURTHER INFORMATION.

OK, ANY FURTHER DISCUSSION FROM THE BOARD? QUESTIONS? HEARING NONE, ALL THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.

AYE.

MAY I PLEASE RECEIVE A MOTION? I'LL MAKE THE MOTION TO ADOPT RESOLUTION 2207 ORDER OF ELECTION FOR MANSFIELD ISD VOTER APPROVAL TAX RATE ELECTION VATRE ON NOVEMBER 2ND, 2021 AS PRESENTED.

SECOND.

MS. FARRAR.

DR CANTU? I DON'T HAVE ANYTHING FURTHER UNLESS YOU GUYS HAVE QUESTIONS.

ANY FURTHER QUESTIONS OR DISCUSSION FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.

AYE. ALL THOSE OPPOSED.

PLEASE SAY NO.

MOTION PASSES SEVEN ZERO.

THIS MOVES US ON TO EIGHT POINT FOUR.

CONSIDER APPROVAL OF EMERGENCY CONNECTIVITY FUND FOR CONNECTIVITY DEVICES.

MAY I PLEASE RECEIVE A MOTION ? MOTION TO APPROVE.

MR. CANEDY. MS. MARCUCCI. DR.

CANTU. I KNOW MS. TRONGAARD'S UP THERE. BUT I THINK, MR. BROGDEN, COULD YOU SHARE A LITTLE BIT OF INFORMATION RELATED TO THIS? ACTUALLY, DR. CANTU, IF YOU'LL LET ME I'M GOING TO LET SHANTAY, OUR CHIEF TECHNOLOGY OFFICER, GO OVER WHAT IS IN OUR PLAN PURCHASE.

LOVE IT. ALL RIGHT, GOOD EVENING, MADAM PRESIDENT, BOARD OF TRUSTEES DR.

CANTU AND THOSE WHO ARE JOINING US TODAY, WE ARE REQUESTING ASSISTANCE FROM THE FCC FOR

[00:40:03]

THE EMERGENCY CONNECTIVITY FUND USAGE.

AND SO WHAT THAT IS, IS IT ALLOWS SCHOOL DISTRICTS TO BE ABLE TO HAVE ASSISTANCE WITH PURCHASING DEVICES AND SERVICES FOR OUR STUDENTS.

AND SO WE ARE LOOKING TO REQUEST SERVICES FOR HOTSPOTS.

WE ALREADY HAVE THE HOTSPOTS IN OUR POSSESSION, BUT WE WOULD LIKE TO PURCHASE FIVE HUNDRED A QUANTITY OF FIVE HUNDRED HOTSPOT SERVICES.

WE'RE ALSO LOOKING TO PURCHASE TWO THOUSAND THREE HUNDRED CHROME BOOKS FOR OUR SECOND GRADE STUDENTS. YOU MAY RECALL PREVIOUS BOARD MEETING, WE TALKED ABOUT DEVICES THAT WE HAVE FOR OUR DISTRICT AND OUR YOUNGER GRADES HAVE IPADS, AND MANY OF THOSE IPADS ARE NEAR END OF LIFE. AND SO WHAT WE WERE LOOKING TO DO IS TO PURCHASE TWO THOUSAND THREE HUNDRED DEVICES FOR OUR SECOND GRADE STUDENTS SO THAT THEY WOULD HAVE A ONE TO ONE DEVICE THAT FUNCTIONS PROPERLY AND ALSO CLOSES THE HOMEWORK GAP FOR THEM.

AND SO WITH THAT BEING SAID, WE ARE LOOKING TO PURCHASE THOSE CHROME BOOKS AS WELL AS THE WARRANTIES THAT GO WITH THE LICENSES, CASES AND SERVICES AND SO ALL IN ALL THE COSTS FOR THAT WOULD BE NINE HUNDRED AND FIFTY SEVEN THOUSAND FIVE HUNDRED AND EIGHTY DOLLARS.

BUT WITH THE ASSISTANCE WITH THE FCC, THAT WOULD BRING THE DISTRICT'S COSTS TO TWO HUNDRED AND FORTY ONE THOUSAND SEVEN HUNDRED AND THIRTY DOLLARS, WHICH WOULD SAVE THE DISTRICT SEVEN HUNDRED AND FIFTEEN THOUSAND EIGHT HUNDRED AND FIFTY DOLLARS.

SO BEING ABLE TO TAKE ADVANTAGE OF THAT OPPORTUNITY THAT THE FCC IS PROVIDING US IS A IS A BIG DEAL FOR OUR DISTRICT.

AND SO I AM REQUESTING AND ASKING THE BOARD TO APPROVE THE TWO HUNDRED FORTY ONE THOUSAND SEVEN HUNDRED THIRTY DOLLARS FOR OUR STUDENTS.

QUESTIONS TO MY LEFT? MS. CANTU, CAN I ALSO ADD THAT JUST WANT TO GIVE A SHOUT OUT TO SHANTAY AND HER TEAM BECAUSE THIS CAME AT THE LAST MINUTE AND IT WAS A MOVING TARGET.

I'D LIKE TO SAY THE RULES WERE CHANGING BY THE DAY, BUT I THINK THEY WERE CHANGING BY THE HOUR. SO IT TOOK A LOT OF PATIENCE AND TENACITY TO GET THIS DONE.

SO THEY DID A GREAT JOB IN BRINGING THIS TOGETHER FOR US TO TAKE ADVANTAGE OF THIS OPPORTUNITY. MS. FARRAR. I JUST HAVE A QUESTION ABOUT THE [INAUDIBLE] HUNDRED AND FORTY ONE THOUSAND DOLLARS WHERE DOES THAT ADDITIONAL MONEY COME FROM? AND SO I'M GOING TO ASK MS. MICHELLE TRONGAARD TO TALK TO US ABOUT THAT.

THANK YOU FOR ASKING.

THAT IS GOING TO BE PART OF OUR BUDGET AMENDMENT THAT WE HAVE PRESENTED TO YOU.

BUT AGAIN, THAT NINE HUNDRED AND FORTY SEVEN THOUSAND FORTY SEVEN THOUSAND IS GOING TO BE THE INITIAL PURCHASE PART WITH THE REIMBURSEMENT, WHICH WILL BE A REVENUE LINE, JUST LIKE WE DO E-RATE. THAT COMES BACK IN TO OFFSET THE EXPENSES.

SO THE NET WILL BE THE 241.

MS. MARCUCCI. TWO THINGS.

ONE, I WANTED TO SAY THANK YOU FOR ALWAYS TRYING TO FIND OPPORTUNITIES FOR OUR STUDENTS TO TRY TO HELP US THROUGH ALL OF THIS.

SO I KNOW YOUR TEAM HAS BEEN WORKING VERY HARD, SO I WANTED TO SAY THANK YOU.

FIRST OF ALL, THE SECOND THING I WANTED TO ASK ABOUT WAS THE TIMING OF ALL OF THIS.

CAN YOU LET US KNOW HOW QUICKLY WE MIGHT EXPECT TO START REAPING SOME OF THE SPOTS WE GET IF WE GET THIS APPROVED AND WHEN MONEY MIGHT COME, ET CETERA, ET CETERA? YES, MA'AM. SO AS FAR AS WHEN THE FCC WOULD BE ABLE TO REIMBURSE US, WE DON'T HAVE AN EXACT TIME. BUT WE'VE BEEN HEARING FROM OUR E-RATE CONSULTANTS THAT IT'S FAIRLY QUICKLY, WHATEVER, FAIRLY QUICKLY MEANS WITH THE FCC.

BUT I DID ASK OUR VENDORS WHAT THE TURNAROUND TIME IS FOR, AT LEAST FOR US TO GET THE CHROME BOOKS AS WELL AS THE CASES.

AND THEY DID TELL US AROUND A TWO TO THREE WEEK TIME FRAME.

SO THAT WAS A LOT QUICKER THAN I THOUGHT.

THAT'S A LOT QUICKER THAN I THOUGHT.

SO THANK YOU SO MUCH FOR THAT INFORMATION.

MS. THOMAS. SO QUESTION, ARE THESE GOING TO BE LIKE CLASS SETS? THE TEACHERS WILL EACH HAVE ONE PER STUDENT AND THEY'LL KEEP IN THEIR CLASSROOM OR THESE ONES THAT THE KIDS WILL TAKE HOME OR CAN THEY CHECK OUT TO DO HOMEWORK ON WHEN THEY GET HOME? HOW IS THAT GOING TO LOOK FOR THE SECOND GRADE LEVEL? THAT'S A GREAT QUESTION.

SO CURRENTLY WE HAVE THE SET UP FOR PRE-K THROUGH SECOND GRADE TO HAVE IPADS THAT ARE CLASS SETS. AFTER TALKING TO MS. KRISTI COBB IN THE CURRICULUM TEAM, WE UNDERSTAND THAT SECOND GRADERS CAN USE CHROME BOOKS AND A LOT OF TIMES IT WORKS A LOT BETTER FOR THEM, FOR THEIR INSTRUCTION.

AND SO WITH THESE DEVICES, THE STUDENTS WOULD BE TAKING THEM HOME AND THEY WOULD HELP CLOSE THE HOMEWORK GAP.

SO THEY WOULD BE ACTUALLY ONE TO ONE, BRINGING THEM TO SCHOOL AND HOME AS WELL.

TO MY RIGHT. ANY QUESTIONS? MR. SNEED.

I WANT TO THANK YOU AND THE DISTRICT FOR TAKING ADVANTAGE OF AN OPPORTUNITY TO BRING SOME

[00:45:05]

MORE DEVICES TO THE DISTRICT.

I KNOW IT WAS A QUICK TURNAROUND.

BUT AGAIN, THANK YOU FOR BRINGING THIS TO OUR ATTENTION AND MAKING A RECOMMENDATION.

THANK YOU. ANYONE ELSE TO MY RIGHT? I JUST HAVE ONE QUICK QUESTION.

I KNOW THAT ESSER FUNDS ARE THINGS THAT WE CAN USE FOR FUN STUFF LIKE THIS.

IS THERE A WAY OR IS ANYTHING KIND OF BEEN NOTED FOR SOMETHING LIKE THIS? SO IT JUST DOESN'T COME OUT OF A BUDGET AMENDMENT? YES, MA'AM. THAT'S THE ANSWER.

YES, MA'AM. SO, YES, I HAVEN'T NOTED TO POSSIBLY GO INTO WHAT THE ESSER THREE REMAINING ONE THIRD FUNDS OR EVEN THE ESSER TWO THAT WE'VE TALKED ABOUT PREVIOUSLY.

THAT'S ABOUT THREE AND A HALF MILLION.

SO. WE JUST DON'T KNOW WHEN WE'LL.

I'M SORRY? WE JUST DON'T KNOW WHEN WE'LL NECESSARILY SEE IT.

RIGHT. RIGHT. WELL, THE APPLICATION IS JUST NOW ROLLING OUT FOR ESSER TWO, ESSER THREE.

I'M UNDERSTANDING THE REMAINING ONE THIRD WILL BE IN THE FALL.

OK, BUT WE HAVE UNTIL 2024 TO EXPEND THOSE FUNDS.

BUT THAT'S THAT'S ON MY RADAR.

WELL, THANK YOU SO MUCH TO YOUR TEAM.

WE APPRECIATE THIS. AND KIND OF LOOKING OUT IN TWO WEEKS.

MAN, I CAN'T EVEN IMAGINE THAT BEING WHO AFTER THE LAST YEAR SEEMS CRAZY ANYWAY.

ANY FURTHER QUESTIONS OR DISCUSSION? HEARING NONE OF THOSE IN FAVOR OF THE MOTION PLEASE USE SOUND VOTE OF AYE.
